Over the last 11 crop seasons, an amount of Rs 1,54,000 crore has been directly transferred to the bank accounts of 12 lakh farmers. Ensuring payment within 48 hours of crop sale, he said, is a testament to the government's transparent and efficient procurement system. To support farmers affected by deficient rainfall last year, the government released Rs 1,345 crore as a bonus at the rate of Rs 2,000 per acre for Kharif crops. Over the past 11 years, more than Rs 15,000 crore has been disbursed to farmers as compensation for crop losses and under the Pradhan Mantri Fasal Bima Yojana.

To curb the sale of counterfeit agricultural inputs, a stringent law has been passed, mandating a five-year jail sentence for those found guilty of manufacturing or selling fake fertilizers, seeds, or pesticides. In a bid to promote horticulture, the government has implemented the Bhavantar Bharpai Yojana. In line with the National Education Policy (NEP), the government is integrating skill development alongside formal education, from school through university. Haryana Leads in Compliance Reduction and Deregulation Reforms, Sets New Benchmark for Ease of Doing Business
Chandigarh, October 17 – In a major stride towards creating a transparent and investor-friendly ecosystem, Haryana has achieved significant progress in its ambitious Compliance Reduction and Deregulation (CRD) Programme. Chief Secretary Sh. Anurag Rastogi chaired a comprehensive review meeting today to assess the state's reform initiatives aimed at transforming Haryana into one of India's most business-friendly destinations.
The review revealed impressive advancement across all sectors, with 5 reform points fully implemented, 14 actively under implementation and 3 under consideration by the Central Government. This systematic approach demonstrates Haryana's unwavering commitment to reducing regulatory burden and fostering entrepreneurship, particularly for Micro, Small, and Medium Enterprises (MSMEs).
"The aim of deregulation is not just to reduce paperwork but to build trust between government and citizens. Haryana must set national benchmarks in compliance efficiency, business facilitation, and public transparency," stated Chief Secretary Sh. Rastogi, emphasizing the state's vision for governance transformation.
Land Use Simplification
The Department of Town and Country Planning has revolutionized Change of Land Use (CLU) permissions by reducing documentation requirements to just three essential documents—proof of ownership, project report, and indemnity bond. Instant CLU permissions have been introduced for designated industrial zones, while MSMEs benefit from relaxed approval norms. These reforms, implemented through an office order dated October 13, 2025, are now accessible on the Deregulation Portal.
Building & Construction Made Easy
Building regulations have been rationalized to maximize land utilization, with ground coverage now permitted on entire zoned areas subject to safety compliance. The process for Occupation and Completion Certificates has been simplified, reducing required documents to three and expanding self-certification to cover more building categories, including high-risk structures by October 31, 2025.
Progressive Labour Reforms
In a landmark move towards gender inclusivity, the Labour Department has removed prohibitions on women working in industries previously classified as 'hazardous' and enabled night-time employment for women across factories and commercial establishments with appropriate safety measures.
The threshold for compliance under the Shops and Establishments Act has been raised to 20 workers, substantially reducing regulatory burden on small businesses. Shop registration timelines have been slashed from 15 days to just 1 day, while working hour limits have been rationalized—allowing up to 10 hours daily, 48 hours weekly, and 144 hours of overtime per quarter, with online exemptions already granted to 11 factories.
Environmental Compliance Streamlined
The Haryana State Pollution Control Board has reduced consent processing timelines from 30 to 21 working days through auto-renewal systems and self-certification for low-risk industries. Third-party certification for green category units is being rolled out, with 712 non-polluting industry sectors reclassified as White Category and exempted from consent requirements.
Utilities and Permissions Fast-Tracked
Fire safety NOCs now have extended validity—5 years for low-risk and 3 years for high-risk establishments—with accredited third-party inspections being implemented by November 15, 2025. Electricity and water connections, including groundwater permissions, have been expedited through the Invest Haryana portal, cutting approval timelines from 90 to 45 days.
National Leadership in Jan Vishwas Implementation
Haryana has emerged as a national leader by introducing a state-level Jan Vishwas Ordinance on October 12, 2025, decriminalizing 164 provisions across 42 acts in 17 departments—the most extensive such reform undertaken by any Indian state.

'Bina Parchi, Bina Kharchi' Has Become the Hallmark of Good Governance and Mantra Behind BJP’s Third Consecutive Victory: Manohar Lal
CM Window, Saral Portal and Parivar Pehchan Patra have Redefined Governance: Manohar Lal
Grand District-Level ‘Jan Vishwas–Jan Vikas’ Programme Held in Faridabad to Mark One Year of Haryana Government’s Third Term
Chandigarh, October 17– To mark the completion of one year of the Haryana Government’s third consecutive term, a grand district-level ‘Jan Vishwas–Jan Vikas’ programme was held today in Faridabad. Union Minister for Power, Housing and Urban Affairs Sh. Manohar Lal graced the event as the Chief Guest. The ceremony began with the distribution of allotment letters for plots measuring 50–100 square yards to beneficiaries under the Mukhyamantri Gramin Awas Yojana 2.0.
Union Minister Sh. Manohar Lal stated that under this initiative, approximately 9,000 eligible beneficiaries across the state have been allotted plots ranging from 50 to 100 square yards. He said this special scheme of the State Government marks a major step towards providing permanent housing to the poor and needy families.
Extending advance Diwali greetings to all the beneficiaries, the Minister said that these plots are their “Diwali gift,” fulfilling their dream of owning a home. He added that under the leadership of Prime Minister Sh. Narendra Modi, both the Central and Haryana Governments have set new benchmarks in development and good governance over the past 11 years. Under the Pradhan Mantri Awas Yojana, millions of families across India have been provided with pucca houses, and a target has been set to build 7 crore more houses in the next four years.
In Haryana, eligible rural families are not only being allotted plots but are also receiving financial assistance for house construction, ensuring that every family has a secure roof over their head. The Minister said that the government’s goal is not merely to construct houses of bricks and mortar, but to ensure that every household is equipped with all basic facilities such as toilets, electricity, gas, clean drinking water and ration. Haryana has become the country’s first “Kerosene-Free State,” where every household has access to electricity, gas connections and piped water supply.
Sh. Manohar Lal emphasized that through e-governance, the State Government has made administration more transparent and accountable. Facilities like CM Window, Saral Portal, Parivar Pehchan Patra, Old Age Pension, and other online services have enabled citizens to access government schemes from the comfort of their homes. He said that the “Bina Parchi, Bina Kharchi” recruitment process, the “Zero Tolerance for Corruption” policy, and schemes like Swamitva Yojana stand as hallmarks of good governance.
The initiative to provide homes to the poor is a strong step towards ensuring dignity and self-reliance. “Bina Parchi, Bina Kharchi” is not merely a slogan but the beginning of a new tradition of good governance, he added. This slogan became the symbol of people’s trust, and it is this public faith that brought the BJP Government to power for the third consecutive time.
The Minister further said that corruption remains a major challenge before the nation, and the Modi Government has taken decisive action against it. He remarked that some people are attempting to give recent events political or caste-based colour, but the truth is that corruption is the root cause of most problems. Combating it is the clear commitment of both Central and State Governments. The “Zero Tolerance for Corruption” policy that was earlier implemented in Haryana will continue to be enforced strictly.
He asserted that no person—no matter how influential—will be spared if found involved in corruption. At the same time, he made it clear that no innocent individual will face injustice; everyone will receive fair treatment.
Highlighting the various reforms introduced to ensure transparency and good governance, Sh. Manohar Lal mentioned the online transfer system and the digitalization of all services as major steps in this direction. He said that both the Central and State Governments are moving forward with a shared vision of honest administration, transparent governance and dedicated public service.
He also appealed to all citizens to actively participate in the anti-corruption campaign so that Haryana can become a model state of good governance and integrity.
The event was also attended by former Cabinet Minister and Ballabgarh MLA Sh. Mool Chand Sharma, Badkhal MLA Sh. Dhanesh Adlakha, NIT MLA Sh. Satish Fagna, Municipal Corporation Mayor Sh. Praveen Batra Joshi, former Political Advisor to the Chief Minister Sh. Ajay Gaur, Chief Minister’s Media Advisor Sh. Rajiv Jaitley, Media Coordinator Sh. Mukesh Vashisht, Deputy Commissioner Sh. Vikram Singh, and other senior district officers.
