Hon'ble Mr. Speaker and Respected Members,

  1. It gives me immense pleasure to warmly welcome the Hon'ble members of this august House in the 12th session of the 16th Punjab Vidhan Sabha. I am privileged to address the Budget session and take this opportunity to convey my best wishes to all of you. The Annual Budget Session of the Legislative Assembly is of great importance because it reflects the vision of the Government for the welfare of its citizens. I, therefore, hope the deliberations in this session will culminate into actions for the progress and prosperity of the people of Punjab.
  2. My Government, through the Department of Health and Family Welfare, remains unwavering in its commitment to build a resilient, inclusive and people-centric healthcare system, which is today visible in every corner of Punjab, from the remotest village to the busiest urban centre. Guided by the vision of Universal Health Coverage, my Government has strengthened the comprehensive public healthcare network that delivers preventive, promotive and curative services under one integrated system. At the heart of this transformation are the 881 Aam Aadmi Clinics, a flagship initiative that is fast emerging as a world-class model of primary healthcare delivery, drawing attention and appreciation from across the country and beyond. These clinics provide 107 medicines and 47 diagnostic tests free of cost, and have already recorded over 4.9 crore OPD visits, including 1.6 crore unique patients. The scale of public trust these clinics have earned is best reflected in one remarkable fact that OPD visits have increased nearly sixfold in just three years, rising from 34 lakh in 2022–23 to over 2 crore in 2025–26. I am glad to inform that 240 additional Aam Aadmi Clinics will be made operational shortly, further extending this trusted network to even more families across Punjab.
  1. What makes Aam Aadmi Clinics truly special is what they mean for the ordinary citizen. Not long ago, people had to travel long distances, often spending precious time and money, just to see a doctor or get basic tests done. Today, a qualified MBBS doctor sits right in their neighbourhood, at their nearest Aam Aadmi Clinic, ready to serve the citizens of my Punjab with dignity and care. Every month, over 30,000 pregnant women visit these clinics for pregnancy- related check-ups, a service that has contributed to a significant decline in the Maternal Mortality Ratio from 105 to 90, reflecting our sustained commitment to safe motherhood. Additionally, 3,000 patients every month now receive anti-rabies vaccination at these clinics, a facility that once required a long and anxious journey to a distant hospital.
    1. My Government has undertaken sustained efforts to strengthen healthcare infrastructure across District and Sub-Divisional Hospitals, ensuring that quality secondary care services are accessible to citizens closer to their homes. Dedicated Maternal and Child Health (MCH) Wings have been established in public hospitals to significantly enhance maternal and newborn care services. These facilities are equipped to provide comprehensive, respectful, and quality care to mothers and infants, reinforcing our commitment to safe motherhood and improved child health outcomes. My Government is further strengthening the diagnostic network by expanding MRI services to District Hospitals and augmenting CT scan facilities in more institutions, thereby deepening access to advanced medical care across the state. Through these focused interventions, we are building a stronger, more responsive, and equitable healthcare system for the people of Punjab.
  1. My Government has accorded the highest priority to strengthen cancer care services in the State. Recognising the need for timely and accurate diagnosis, advanced PET Scan facilities are being established in the districts of Amritsar, Patiala and Bathinda. These facilities will become operational in the coming months and will significantly enhance early detection, staging and treatment planning for cancer patients within the public healthcare system. I feel happy to inform that, Punjab became the 1st State in the country to provide cashless cancer treatment under the Mukh Mantri Punjab Cancer Rahat Kosh Scheme. This scheme offers financial assistance of up to Rs. 1.50 Lakh (One lakh fifty thousand) per patient through a network of

10 Government and 11 empanelled private hospitals. So far, assistance amounting to over Rs. 957 crore has been provided to more than 74,000 cancer patients.

  1. To significantly enhance hospital capacity and improve the quality of patient care, my State has undertaken large-scale procurement of advanced medical equipment and machinery for government hospitals, with an investment of nearly Rs. 300 crore.
  2. My Government of Punjab has undertaken the largest-ever recruitment of doctors in history. Since 2022, my Government has recruited a total of 934 doctors for government hospitals, accounting for nearly 25 percent of the total doctors currently serving in the State. My State has initiated the recruitment and empanelment of nearly

400 specialist doctors, representing the largest specialist expansion. The recruitment of nearly 400 nursing personnel is almost complete, while an additional 500 positions are currently in the pipeline.

  1. My Government has taken a historic step towards Universal Health Coverage (UHC) by extending 100% health coverage to the entire population of Punjab under the "Mukhya Mantri Sehat Yojana" (MMSY). Under this transformative initiative, every family in the State is entitled to cashless health cover of upto Rs. 10 lakh per family per year for a comprehensive range of 2356 medical and surgical procedures. The scheme is being implemented through an extensive network of Government and empanelled Private, approximately 900 hospitals, across Punjab and Chandigarh, ensuring seamless access to quality treatment. With simplified documentation and citizen- friendly processes, the scheme was formally rolled out on 22nd January, 2026. Every eligible citizen is being issued a Sehat Card (Health Card) to enable hassle-free and cashless treatment.
  1. Building on the strengthening of advanced tertiary care, the Government of Punjab is going to set a new milestone by planning to commence kidney transplant services at Government Medical College, Patiala, and Government Medical College, Amritsar.
  2. The Government of Punjab has taken massive and decisive steps to strengthen renal care by doubling the dialysis capacity in the State to 4,800. This significant expansion has improved access to life-saving dialysis services, reduced waiting times, and brought essential renal care closer to patients through the public health system.
  3. The Government of Punjab is taking a significant step towards inclusive and advanced healthcare by initiating free cochlear implant services at Government Medical Colleges in Amritsar, Patiala and AIMS Mohali. I am pleased to inform this august house that cochlear implant surgeries have already been successfully performed at Amritsar and Patiala, marking a major milestone in restoring hearing and transforming the lives of children and adults with profound hearing loss..
  4. The Government of Punjab has strengthened medical education by increasing MBBS/MD/MS intake at Baba Farid University of Health Sciences and by expanding capacity across other Government Medical Colleges in recent years. 100 M.B.B.S seats in Guru Gobind Singh Medical College Faridkot, 50 M.B.B.S seats in Dayanand Medical College Ludhiana and 50 M.B.B.S seats in ESIC Medical College Ludhiana have been increased.
  5. "CM Di Yogshala" is a flagship wellness initiative of my government, aimed at promoting preventive healthcare and holistic well-being across the state. At present, nearly 5000 supervised yoga sessions are conducted daily across cities in all districts, benefitting approximately. 1.5 lac citizens. The programme has achieved remarkable grassroots penetration, particularly in districts Hoshiarpur, Pathankot and Gurdaspur, where its reach has extended upto the village level.
  6. My Government has launched the "Yudh Nashian Virudh" campaign as a comprehensive and determined effort to combat drug abuse and trafficking across the State. Under this campaign, to provide accessible and effective de-addiction services a total of 548 Opioid Assisted Treatment (OOAT) clinics are operational across the State to provide treatment for Opioid Use Disorder. In addition, 36 Government and 177 private de-addiction centres, along with 19 Government and 74 private rehabilitation centres, are functioning to support treatment and long-term recovery. De-addiction services have also been extended to 19 jails, ensuring continuity of care for incarcerated individuals. Since the launch of these interventions, over 10.63 lakh patients have been registered and provided treatment through the de-addiction and rehabilitation network.
  1. The Government of Punjab has significantly expanded hepatitis care by increasing treatment centres from 25 to 142, covering 23 District Hospitals, 3 Government Medical

Colleges, 41 Sub-divisional Hospitals, 22 ART Centres, 27 OST Sites, 25 Prisons and PGI Chandigarh. During the current financial year, over 4.34 lakh people have been screened for Hepatitis-C, with more than 11,000 patients placed on free treatment. Similarly, over 3.22 lakh individuals have been screened for Hepatitis-B, and those requiring care are being provided treatment free of cost.

  1. The Food and Drugs Administration Punjab has issued over 56,000 licenses and registrations during 2025-26 and its strong enforcement actions have led to the seizure of spurious and non-compliant drugs worth over Rs. 375 crore.
  2. The construction of a 50-bed Integrated AYUSH Hospital at Dunike in District Moga has been completed, while work on a similar facility at Dayalpur Sodhian, Zirakpur in District SAS Nagar is in process.
    1. During the recent floods, extensive medical camps and special public health campaigns were conducted in affected areas, including fogging, door-to-door outreach by ASHAs, and distribution of medicine kits. Through health camps across more than 2,300 villages, over 8 lakh patients were examined, ensuring timely healthcare and disease prevention during the crisis.
    2. My Government has upgraded facilities in the field of Medical Education & Research during this year. The emergency wing at Rajindra Hospital, Patiala has been upgraded with 100 bed capacity including ICU and facilities for patients as well as accompanying persons. At Government Medical College, Patiala, projects underway include a Burn Unit costing Rs. 3.05 crore. Senior Resident Houses costing Rs. 17.68 crore, Faculty Houses costing Rs. 15.59 crore, Junior Resident Hostels costing Rs. 13.53 crore and for Group C and Group D Staff Houses at a cost of Rs. 76.33 crore. At Government Medical College, Amritsar, projects underway include a Trauma Centre at a cost of Rs. 59.81 crore and at Government Medical College, Patiala at a cost of Rs. 81.80 crore. At Guru Gobind Singh Medical College and Hospital Faridkot, Super specialist Block costing Rs. 24 crore, Child Block costing Rs. 12 crore and Cafeteria building costing Rs. 4.00 crore are being built. Administrative approval of Rs. 274.75 crore for construction of Medical College and Hospital at Hoshiarpur has been accorded. Work order for establishing a hospital at Hoshiarpur has been granted for Rs. 131.00 crore and the tender process for the establishment of College is presently under progress. Further, administrative approval of Rs. 296.79 crore for Construction of Medical College and Hospital Kapurthala has already been issued and tender has also been floated. Punjab Institute of Liver and Biliary Sciences (PILBS), Mohali hospital is proposed to be upgraded to 175 beds at an estimated cost of Rs. 54.60 crore and tender for the same is in process.
  1. My Government has demonstrated futuristic and transformative approach towards tertiary care. It’s accomplishment of starting liver transplant services last year bears evidence to that effect. Punjab has become one of the rare states where the government health facility is offering organ transplant service. The Punjab Institute of liver and Biliary Sciences is a testament to my Government’s vision and future investment for its people.
  2. My Government under “Punjab Sikhya Kranti” has recruited total of 13,765 teachers since April 2022 and has sent 7 batches of 234 Principals/Education Officers for a five day Leadership Development Programme to Singapore,

4 batches of 199 Headmasters to IIM Ahmedabad and

2 batches of 144 Primary Cadre Teachers to Turku, Finland.

  1. My State has emerged as a top performing state in PARAKH Rashtriya Sarvekshan 2024. About Rs.160 crore have been allocated for safety and cleanliness in schools, through which 1932 Campus Managers out of 2042 and 1323 security guards out of 1378 have been appointed through PESCO. 1792 Chowkidars and 7876 Safai Sewaks were recruited in Government Senior Secondary Schools.
  1. Under my Government, a total of 118 government schools are being converted as State of Art Schools of Eminence. 29 Schools of Eminence have been dedicated to the people till date.
  2. To upgrade the infrastructure of schools, my Government has provided a budget of Rs.20.00 crore for high speed fiber WiFi internet connections in all government schools in the State. Under NABARD EDS-39, an amount of Rs.136.00 crore in Financial Year 2025–26 has been released for the construction of additional classrooms, science labs, computer labs, multipurpose rooms, and other facilities such as kitchens, medical rooms, head rooms, playgrounds and girls/boys toilets. A total of 1703 government schools have benefitted from this initiative. An amount of Rs. 143.75 crore has been approved under Samagra Shiksha Abhiyan for FY 2025-26, out of which Rs. 100.62 crore has been released to specific schools for the construction of additional classrooms, toilets, science labs, libraries and other repair works. A total of 2683 government schools have benefitted from this scheme.
  3. My Government is committed to provide free uniforms to all students in Government schools. A Budget of Rs. 28.20 crore has been released for providing free uniforms to

270853 students of pre primary, 71940 OBC students and 127174 students above poverty line of general category of 1st to 5th class for 2025-26. A Budget of Rs. 6,80,19,600/- has been released for providing free uniforms to 48,959 OBC boy students and 64407 students above poverty line of general category of 6th to 8th class for 2025-26. During 2025-26, books were delivered to all students in time. During the year 2025-26, computers have been provided in

456 Government Primary Schools in the State of Punjab. Rs. 77.00 lakh has been released for installation of Sanitary Pad Incinerator Machine in 385 schools.

  1. "Mission Samarth" is being conducted for first two months of each academic year in all Government Schools to strengthen basic skills in languages and Math for classes 3rd to 8th since 2023-24. CEP (Competency Enhancement Plan) is being conducted for classes 6th to 12th to improve grade level weak competencies. Capacity building of science teachers outside the state has been conducted at the Indian Institute of Science (IISC), Bangalore for enriching and upgrading practical skills in science subject.
    1. The Government of Punjab has undertaken sustained and structured efforts to enhance competitive examination outcomes in Government Senior Secondary Schools. As a result, in the academic year 2023–24, 192 students qualified JEE Mains and 679 students qualified NEET. This performance witnessed a significant rise in 2024–25, with

265 students qualifying JEE Mains and 847 students qualifying NEET. Notably, in 2024–25, 10 students each in JEE Mains and NEET secured above 98 percentile, earning admission to prestigious Engineering and Medical institutions across India.

  1. This upward trajectory is supported by focussed academic interventions introduced by the Punjab Government, including the special 15-day Winter Camps and 30-day Summer Camps providing subject-wise intensive coaching in Physics, Chemistry, Mathematics and Biology with dedicated preparation for JEE and NEET.
  2. To make canal water available to all farmers, my Government has planned to construct a total of 3443 kilometers of new water courses and underground pipelines with an investment of approximately Rs. 787 crore. Till date, 2650 kilometers of this work has already been completed.
  3. My Government has carried out 2600 km of canal lining works amounting to Rs. 4557 crore. For the current FY 2025-26, my government has set a target of lining of approx. 880 kilometer amounting to Rs. 872 crore. Out of which, lining of 331 kilometer has been completed, resulting in Canal Water reaching to about 1365 locations for the first time, with 465 locations having received water in 2025. The long pending project of relining of Sirhind Feeder Canal has been completed.
    1. In order to provide canal water for the first time to the semi hilly areas of Kandi region, my Government has identified 28 new lift schemes, out of which 15 schemes have already been made operational. Two main lift schemes of Kathgarh and Samla Paharpur amounting to Rs. 133 crore and 86 crore respectively, for providing irrigation water to 11,500 acres and 2,762 acres are nearing completion.
  1. During the year 2025-26, my Government provided 33 percent subsidy on Bt Cotton Hybrid seeds recommended by Punjab Agricultural University (PAU), Ludhiana. To provide subsidy Rs. 11.17 crore is being disbursed to 52184 farmers. My Government is providing financial assistance at the rate of Rs. 1500/- per acre to the farmers for promotion of DSR and during the year 2025-26 a total of 23410 beneficiaries were provided financial assistance of Rs. 35.38 crore.
  2. Under the pilot project launched in 6 districts of Pathankot, Gurdaspur, Bathinda, Sangrur, Jalandhar and Kapurthala to increase the area of kharif maize in the State, financial assistance of Rs. 17,500 per acre is provided to farmers. A total amount of Rs. 7.88 crore was provided to 3743 farmers in the first installment and 3252 farmers in the second installment.
  3. My government has increased the State Agreed Price (SAP) of Sugarcane this year by Rs. 15 per quintal compared to last year and is providing Rs. 416 per quintal for Sugarcane for the upcoming crushing season, which is highest price in the country being given to the sugarcane farmers. During the crushing season 2024–25, 194.66 lakh quintals of sugarcane were crushed by nine cooperative sugar mills and Rs.779.86 crore was released as cane payment on 07 November 2025, ensuring timely support to sugarcane farmers.
  1. For paddy stubble management, from 2018-19 till now, my Government has provided more than 1.58 lakh Crop Residue Management (CRM) machines on subsidy. During the current financial year, an amount of Rs. 394 crore has been utilized so far, to provide machines on subsidy.
  2. During the Financial year 2025-26, the Punjab Government has distributed 84889.7 quintal of Wheat Seed worth Rs. 33.96 crore and 620.5 quintals of mustard seed worth Rs. 65.15 lakh free of cost to flood affected farmers and has earmarked Rs. 9992 crore for the year 2025-26 for the facility of free electricity to farmers.
  3. Through Soil & Water Conservation Department, my Government is planning various activities like productive utilization of treated waste water of STPs, village pond water and promotion of modern techniques like Micro Irrigation and Underground Pipeline System among farmers.
  4. Horticulture Department Punjab is working as the nodal agency of Agriculture Infrastructure Fund scheme. So far 31801 projects have been approved under this scheme and a total of Rs. 7386 crore loans have been sanctioned through the banks. Department is also providing financial assistance of Rs. 14000/- per acre to the flower seed growers and for saving of water & electricity, incentive worth Rs. 10000/- per acre is provided for planting fruit orchards on drip system of irrigation.
  1. Project for Sustainable Development of Horticulture in Punjab with Japan International Cooperation Agency (JICA) amounting Rs. 1300 crore is on anvil. This will ensure Cluster level integrated value chain establishment. The aim of this project is to introduce and develop horticultural crops that are more resilient to seasonal variations and extreme weather conditions.
  2. Punjab Mandi Board, being the Nodal Agency is undertaking the project for upgradation / modernization of 40,103 Km of damaged link roads at a total cost of Rs. 12,597 crore. During the year 2025-26, cover sheds are being constructed in 664 mandis of the State at a cost of Rs.197 crore and solar panels are being installed in 36 mandis at a cost of Rs. 24.42 crore.
  3. In 12 flood-affected districts of the State, the Animal Husbandry Department has formed 492 teams to look after livestock in 713 villages and set up 24x7 control rooms, and treated 3,19,282 animals free of cost, for which the department has provided medicines worth Rs.37.00 lakh.

22 Modern Animal Lifters were provided in all veterinary polyclinics of Punjab state to lift sick animals. During the year 2025, whole cattle population of the state was vaccinated with 24.27 lakh doses of Lumpy Skin Disease (LSD) vaccine and whole livestock population was vaccinated with 126.22 lakh doses of Foot and Mouth Disease (FMD) and administered free of cost in the state. Apart from this, 66.35 lakh doses of Gal-ghotu (HS) vaccine were administered in the year 2025. A total of 10.30 lakh cattle and 11.01 lakh buffaloes were inseminated with high quality semen in the year 2025-26 to produce about 1.63 lakh genetically improved females calves. 1.25 lakh cattle and buffaloes were inseminated with sexed sorted semen to produce 4800 high yielding female calves which would boost farmer's income and economy of the state.

  1. An amount of Rs.1831.91 lakh was approved by my Government during the year 2025-26, for the repair and renovation of Veterinary institutions running under Animal Husbandry Department.
  2. My Government has revived bullock cart races, as a key event, at the prestigious Kila Raipur sports festival, underscoring its commitment to preserving the state's rich cultural heritage. To facilitate this, The Prevention of Cruelty to Animals Amendment bill was tabled before the cabinet, passed by the Punjab Vidhan Sabha, and subsequently assented to by the Hon'ble President of India. This traditional sport is poised to play a pivotal role in conserving indigenous breeds of bulls, while also promoting Punjab's vibrant cultural identity. By reigniting enthusiasm for this cultural spectacle, the government aims to not only safeguard Punjabi traditions but also steer the state's youth away from influence of drugs, fostering a sense of community and pride in their heritage.
  1. For the first time, my Government has brought strong regulatory clarity to property transactions in Cooperative Societies by amending the Punjab Cooperative Societies Act, 1961. Transfer of cooperative housing and other immovable properties is now required to be carried out through properly executed conveyance deeds with applicable stamp duty and registration. This reform protects the ownership rights of cooperative members, reduces disputes, and creates a sustained and legitimate source of revenue for the State exchequer. Further, a uniform and hierarchical disciplinary framework has also been enforced across Apex Cooperative Institutions and Central Cooperative Banks by introducing Rule 28A in the Punjab Cooperative Societies Rules, 1963, ensuring timely decisions, clear accountability and elimination of multiplicity of appeals.
  2. Under my Government, during the year 2025–26, MARKFED is constructing warehouses with a total storage capacity of 45000 metric tonnes at a cost of Rs. 26.51 crore and for the first time, has undertaken the storage and maintenance of custom-milled rice by providing covered storage capacity of 6.50 lakh metric tonnes. MARKFED has also exported ready-to-eat and processed food products worth Rs. 15.05 crore up to December 2025, strengthening

value addition and global outreach of Punjab’s agri-products.

  1. Under the vision of White Revolution 2.0, MILKFED Punjab has increased average daily milk procurement to 21.50 lakh litres in FY 2024–25 and is on course to achieve further growth in FY 2025–26. In the current financial year, MILKFED has expanded marketing of milk products including curd, ice cream, powder milk, butter and traditional dairy products across premium institutional channels.
  2. All Co-operative Banks in my State have successfully migrated to the advanced Finacle-10 Core Banking Solution, making cooperative banking faster, safer, fully digital and transparent for farmers and rural citizens.
  3. In FY 2025–26, Punjab State Cooperative Agricultural Development Bank Ltd. has set a recovery target of Rs.350.25 crore and has already recovered Rs.220.54 crore up to 12 December 2025. Alongside recovery efforts, the Bank has also resumed fresh lending operations, signalling renewed financial stability and strengthening long-term agricultural credit support in the State.
  4. Under my Government, HOUSEFED has undertaken transparent e-auction of properties. Ongoing housing projects, including 52 flats at Sector-79, Mohali are nearing completion, with possession to be handed over to allottee members by 31 March 2026.
    1. In 2025-26, the Department of Employment Generation, Skill Development and Training has provided job facilitation to 48,912 candidates through 959 placement camps/job fairs.
    2. Under my Government, Rs.362.24 crore Budget was allocated for Sports in FY 2025-26. Accordingly, Department of Sports is disbursing Rs 12.15 crore to 10,406 players by way of DBT (Direct Benefit Transfer Scheme) for the purchase of Sports Equipment, Rs. 4.91 crore to women cricketers and their coaches who won the World Cup 2025, Rs. 23.1 crore to 1060 players in recognition of their achievements in National Championships, Inter-University tournaments, and Junior and Senior Championships held in the period April 2023 to March 2025. An amount of Rs.15.00 crore has been allocated to Maharaja Bhupinder Singh Punjab Sports University, Patiala for the year 2025-26 to promote sports education. Rs.190.00 crore was allocated in FY 2025-26 for development of 3100 Playgrounds in Punjab.
    3. My Government aims to make Punjab as the first choice for doing business and investment. Under previous and present Industrial Policy 2022 for the year 2025-26, the Finance department has allocated Rs.2892.80 crore as power tariff subsidy. Government is providing Rs.3 lacs per Startup as Seed fund and Rs. 5.73 crore have been allocated to 191 Startups for the same, since 2022, till date.
      1. Since March, 2022, Punjab has received 8261 investment proposals with proposed investment of about Rs. 1,50,817 crore with the proposed employment potential of about 5,31,619 persons. State Government is actively engaging with foreign business from Japan, South Korea, Germany etc. and business from various Indian States to invest in Punjab.
      2. The recent visits of the Chief Minister of Punjab to Japan and Republic of Korea in December 2025 have delivered significant strategic and economic gains for the State of Punjab. These engagements have strengthened global industrial partnerships, expanded the State’s investment pipeline, and reinforced Punjab’s position as a preferred destination for high-technology and value-driven investments in North India.
        1. During the visit to Japan, two key Memoranda of Understanding were secured, including a proposed Rs. 500 crore manufacturing collaboration between Vardhman Special Steels and Aichi Steel, and the establishment of a Skilling Excellence Centre in partnership with Toppan Speciality Films. Toppan Speciality Films also submitted an Expression of Interest for an expansion investment of Rs. 300 to Rs. 400 crore. The delegation held discussions with the Japan Bank for International Cooperation, the Japan International Cooperation Agency, and the Ministry of Economy, Trade and Industry, along with leading corporations such as Honda, Yamaha, Fujitsu, NEC,Yanmar, and Air Water Corporation. Business roadshows in Tokyo and Osaka further enhanced Punjab’s visibility and opened avenues of cooperation in advanced manufacturing, electric mobility, clean energy, agri-technology, digital governance, and infrastructure financing.
  1. The visit to the Republic of Korea generated strong sector-specific investment interest. Corporations including GS Engineering and Construction, Nongshim, Sunjin, and Daewoo Engineering and Construction explored opportunities in renewable energy, food processing, integrated animal nutrition, and the development of high-technology industrial and infrastructure projects. Engagements with the Korea Display Industry Association, the Seoul Business Agency, and Korea Circuit Company expanded prospects in electronics, semiconductor-linked manufacturing, research and development, and display technology clusters. The visit to Pangyo Techno Valley offered valuable insights for strengthening Mohali’s innovation ecosystem.
  2. Taken together, these visits have reinforced investor confidence, institutionalized follow-up mechanisms, and laid a firm foundation for attracting technology-intensive and innovation-led investments to Punjab in advance of the Progressive Punjab Investors’ Summit 2026.
  3. As part of “Udyog Kranti Initiative” Government has launched 24 Sectoral Committees in 2025. Government launched the “Rising Punjab-Suggestions to Solutions” event series, a crucial stakeholder consultation held at Bathinda, Amritsar, Jalandhar, Ludhiana and S.A.S Nagar to give Punjab’s industries a direct voice in the formulation of the upcoming Industrial and Business Development Policy. My Government has notified the Punjab Right to Business (Amendment) Act and Rules 2025.
  4. My Government has launched One Time Settlement Scheme for pending dues of enhanced land cost and principal cost, Policy for Clubbing and De-Clubbing of Plots, Policy for Fragmentation/Subdivision of Plots. Policy of Conversion of Leasehold to Freehold and Appellate Authority for Cancelled Plots has been notified by PSIEC in the year 2025 to provide flexibility in plot utilization and to promote small scale industries.
    1. My Government has successfully implemented Telecommunication (Right of Ways) Rules 2024 w.e.f. 01.01.2025 so as to ease the installation and growth of telecom infrastructure in the state and to provide citizens and businesses with quality telecom connectivity.
  1. In my State, during the period of 01.04.2022 to 29.12.2025, a total of 5060 micro units were sanctioned their first loan under the PM Employment Guarantee Program, involving a margin money disbursement of Rs. 298.49 crore.
    1. In my State, around 15.48 lakh MSMEs are registered on Gol's Udyam Registration portal till date based on efforts to formalise the MSMEs. As of 30.11.2025, the DL-MSEFCs have settled 4093 cases worth Rs.1391 crore.
    2. To encourage investment in my State, the 6th Edition of Progressive Punjab Summit 2026 will be organized in March 2026 to invite and to promote industrial assistance.
    3. The Department of water supply and sanitation has recently commissioned 7 out of 15 Large surface water projects under implementation covering 606 villages with an expenditure of Rs. 519.88 crore benefitting 7.37 lakh population, one each in district Ropar, Fatehgarh Sahib and Gurdaspur and two in Patiala and Amritsar. These all 15 projects on completion will benefit approximately 25 lakh Population.
  1. My State has been declared Open Defecation Free (ODF) and has successfully maintained this status, a significant achievement in the state's journey towards improved sanitation and hygiene. Punjab is now working towards achieving Model ODF Plus status, with 11,782 villages already declared ODF Plus, including 2,219 Model ODF Plus villages.
  2. Now the Department of Water Supply and Sanitation has initiated the process of establishment of bacteriological sections in 24 Water testing labs at an estimated cost of Rs. 6.24 crore, in order to attain NABL accreditation for Bacteriological Parameters as well. The infrastructural work and installation of new equipments has already been completed at 7 labs and for the remaining 17 labs, is likely to be completed by June 2026.
  1. The department of Water Supply and Sanitation has embarked on a digital transformation journey, implementing an IoT-based remote monitoring system for 346 water supply schemes in 897 villages, with Rs. 28.98 crore, to enhance efficiency and transparency in water supply management.
  2. During my Government’s tenure, the Department of Rural Development and Panchayats, Punjab, after leasing of panchayat land measuring 1,35,811 acres during FY 2025–26, has generated an income of approximately Rs. 520.54 crore. My Government has made significant strides under the MGNREGA scheme. Punjab has undertaken around 1.40 lakh development works in the rural areas of the State during the Financial Year 2025-26, at a total expenditure of Rs. 860 crore. This has generated over 195 lakh man-days, providing sustenance to 8.52 lakh households. During Financial Year 2025-26, with the convergence of the MGNREGA scheme and Panchayat funds, 3200 model playgrounds are being constructed at a cost of Rs. 30-32 lakh per playground.
  3. Under Pradhan Mantri Awas Yojana (Gramin), against the target of 74219 houses during FY 2025–26, a total of 62,013 houses (83.5%) have been sanctioned up to 23.12.2025, including 24,876 flood-affected houses being covered under a Special Project approved by the Central Government, on a special proposal submitted by Punjab. The total expenditure incurred during FY 2025–26 up to date is Rs. 150.12 crore.
  1. My Government has successfully cleared all power subsidy dues, including pending liabilities, up to December 2025. Our State Government has contributed Rs.1000 crore in Consolidated Sinking Fund (CSF) of the State during Financial Year 2025-26, taking the cumulative contribution to Rs. 10738 crore (as on December, 2025). Additionally, for the first time, our Government has contributed Rs. 1000 crore in the Guarantee Redemption Fund during FY 2025-26.
  2. Under my Government, the Punjab Infrastructure Development Board (PIDB) is advancing key infrastructure projects through the Public–Private Partnership (PPP) model, combining private investment and expertise with strong public oversight. In healthcare, PIDB is implementing Operation & Maintenance of Mother & Child Healthcare (MCH) blocks across 15 hospitals in two clusters, improving service standards and facility management while creating employment. Medical Colleges at Nawanshahr and Sangrur are also being developed under PPP to expand medical education and generate jobs. In tourism, projects including Aam Khas Bagh Sirhind, Pinkcassia Tourist Complex Rupnagar, Darbar Hall Kapurthala, the Ropeway Project Amritsar and Sohni Rest House Goa aim to revitalize heritage assets and boost local economies. Two Convention Centres at Mohali and Ludhiana will further promote business tourism and urban growth. These initiatives ensure faster infrastructure development without undue burden on the State exchequer, while audit fees of Rs. 94.81 lakh have been received, reflecting strengthened financial oversight.
  1. In just two years, the Sadak Surakhiya Force (SSF) has redefined emergency response in Punjab. Operating around the clock, SSF teams patrol 15,000 km daily, ensuring that no citizen is left stranded during their most vulnerable moments. Between February 2024 and January 2026, the force attended nearly 44,000 accidents, extending a helping hand to over 47,000 people. Whether it was providing critical first aid on-the-spot to 19,973 individuals or ensuring the swift hospital admission of 27,413 others, the SSF has proven that every second counts. With an average of 63 people assisted daily, the SSF isn't just a patrolling unit, it is a guardian of the road. The legal landscape for motor accident compensation in India is defined by the Motor Vehicles Act (1988). The Motor Accident Claims Tribunal, decide the case , based on formula related to liability of parties involved in the accident. In cases where the offending vehicle cannot be identified, the 2022 amendments in Motor Vehicle Act have significantly increased the state-provided solatium to Rs. 2 Lakh in case of death and Rs. 50,000 in case of grievous injury.

My Government has launched the "Farishtey" scheme aimed at ensuring timely assistance to road accident victims. The Farishtey Scheme provides immediate, cashless treatment to accident victims and incentivises Good Samaritans with Rs. 2,000 along with a certificate for helping injured persons reach hospitals. This initiative has already enabled timely assistance to more than 600 road accident victims.

My Government has sanctioned funds of Rs.50.00 crore for procurement of ERSS (Emergency Response Support System) Dial-112 vehicles during the current FY 2025-26 for purchase of 500 additional vehicles to strengthen the ERSS fleet.

  1. During the year, State Election Commission has conducted the general elections to elect members of Zila Parishads and Panchayat Samitis on 14.12.2025 in a fair and peaceful manner across the State. The Commission is currently making preparations to conduct the general elections for 9 Municipal Corporations and 104 Municipal Councils and Nagar Panchayats as and when the Notification is issued.
  2. Under my Government, Pushpa Gujral Science City, Kapurthala continues to promote scientific temper, benefitting over 60,000 students under Mukh Mantri Vigyan Yatra in 2025-26. A Rs. 26.90 crore STEM upgradation project is underway, including planetarium modernization and new science galleries.
  1. My Government in the Department of Transport has got five Registered Vehicles Scrapping Facilities (RVSF) established for scrapping of vehicles older than 15 years. With this the pollution caused by old vehicles will be reduced and unfit vehicles will be taken off the road. During the year 2025 (April to November), a total of 4,352 vehicles (3,946 private vehicles and 406 government vehicles) were scrapped under this policy.
  2. In a significant step towards strengthening and improving public transport, connecting small villages with nearby towns and empowering the youth of the State, the Government of Punjab has undertaken a historic and ongoing initiative under the banner of “Rozgar Kranti” by granting a total of 1,165 Mini Bus (Small Stage Carriage) permits across Punjab, since 2022. Further reinforcing this commitment, 505 permits were distributed at a State Level Function held on 19.12.2025. This progressive initiative is a continuous process aimed at expanding accessible, affordable and efficient transport services, particularly in Rural, Semi-Urban and underserved regions. By improving last-mile connectivity and facilitating smooth movement of passengers from villages to towns, the scheme has significantly enhanced public convenience. At the same time, it has brought a meaningful “Rozgar Kranti” by providing steady self-employment opportunities to unemployed youth, helping them become self-reliant and contribute positively to the State’s economic growth.
  1. Under my Government, the Transport Department has made 56 types of smart services related to driving licenses and vehicle registration available to the public through Sewa Kendras, as well as through the official portals www.parivahan.gov.in and www.punjabtransport.org. During the financial year 2024–25, the receipts of the office of the State Transport Commissioner increased by Rs. 488.67 crore, taking the department’s total revenue to Rs. 3,426.25 crore, which represents a 16.63% increase over the previous year. During April to October 2025 of the financial year 2025–26, the department collected Rs. 2,228.82 crore in receipts.
  2. It gives me an immense satisfaction to inform this August House that my Government organised the 350th year of martyrdom of Sri Guru Tegh Bahadur Ji with deep reverence during October-November, 2025. The Nagar Kirtans were held in the various parts of the State which culminated at Sri Anandpur Sahib, the town established by Sri Guru Tegh Bahadur Ji. A special three day event was held at Sri Anandpur Sahib whereby dignitaries from different walks of life participated. A special Vidhan Sabha session dedicated to Sri Guru Tegh Bahadur Ji was held at Sri Anandpur Sahib on 24.11.2025 whereby the Members of this August House paid tributes to the supreme sacrifice of Guru Sahib.

Under my Government, a new air terminal has been completed at Adampur at a cost of Rs 140 crore.

Under my Government, after obtaining the permission to build an international airport at Indian Air Force station Halwara (Ludhiana), 161 acres of land was acquired for the construction of this airport, out of which this airport is to be built in 135.54 acres of land. Punjab Government has released Rs. 50.00 crore for completion of interim terminal building and additional funds for proper road connectivity to start flights from this airport soon. The Punjab Vidhan Sabha passed a resolution to name this airport after the name of Shaheed Kartar Singh Sarabha.

At the start of year 2022, there were 23 toll plazas on 15 roads in the State. Till 03-03-2026, a total of 21 toll plazas on 13 roads have been closed in the state thereby incurring a saving of Rs. 67.77 lakh per day to the commuters. With the closure of the above toll plazas, daily commuters are expected to benefit substantially through direct savings in travel costs, particularly on high-traffic corridors such as Kiratpur Sahib–Nangal–Una, Ludhiana–Malerkotla–Sangrur and Patiala–Samana–Patran roads. Regular local users, commercial vehicles, and transport operators have experienced reduced transportation expenses, leading to lower logistics costs and improved ease of movement.

Under my Government, by using NABARD funds, during the Financial Year 2025-26, 100 km road length and ten bridges are proposed to be completed with an expenditure of Rs. 94 crore, out of which 52.32 km. road length and eight bridges have already been completed and an expenditure of Rs. 63.95 crore was incurred.

Under 5054 RB-10 Roads Scheme, during the Financial Year 2025-26, approval for upgradation of 3545 km Plan roads amounting Rs. 2,905 crore has been accorded and it was planned to spend Rs. 1,200 crore on 1470 km Plan Roads, out of which 720 km Plan Roads have been completed and an expenditure of Rs. 423.49 crore has been incurred. During the Financial Year 2025-26, it was planned to spend Rs. 70.00 crore on 35 Under-construction bridges, out of which 4 bridges have been completed. An Expenditure of Rs. 56.00 crore has been incurred on these projects.

During Financial year 2025-26, under Pradhan Mantri Gram Sadak Yojana (PMGSY-III) 500 km roads were proposed to be completed with an estimated cost of Rs. 229.80 crore, out of which 356 kms of roads and 8 Bridges have been completed and an expenditure of Rs. 131 crore has been incurred. During the Financial Year 2025-26, under CRIF Scheme, 95 km roads were proposed to be completed with estimated cost of Rs 110 crore out of which 40 km road length has been upgraded and three bridges are in progress and an expenditure of Rs. 78.79 crore was incurred. During FY 2025-26, under NH (Original Works), road length of 33.55 km has been upgraded and an expenditure of Rs. 374.95 crore was incurred on completed and ongoing works. During this Financial Year 2025-26, it was planned to spend Rs. 492 crore on 1784 Km Rural Roads, out of which 140 km has been completed and an expenditure of Rs 18.33 crore has been incurred.

  1. My Government is keen to eradicate corruption amongst the public servants and has adopted a Zero tolerance policy in this regard. As a result of the concerned drive launched by the Vigilance Bureau, Punjab during the period from 01.01.2025 to 31.01.2026, 135 Trap cases against 20 Gazetted Officers, 134 Non-Gazetted Officials and 44 private persons were registered, who were caught red handed while accepting illegal gratification. To weed out corruption, the Vigilance Bureau, Punjab established an Anti–Corruption Action Line Number-95012-00200 on 23.03.2022. 63 cases have been registered on the basis of the complaints received on this number.
    1. Extending an opportunity to the plot holders who could not deposit their due instalments or could not complete the construction within the prescribed time period or deposit Non Construction Fee, My Government has launched Amnesty Scheme. The scheme which had concluded on 30.06.2025 has now been extended to 31.03.2026 to give another chance to the plot holders to avail the benefit. To ensure timely delivery of properties to the allottees of private projects as well as to curb default of projects by the promoters, amendment has been made in Punjab Apartment and Property Regulation Act. As per the amended provisions, a promoter seeking Change of Land Use (CLU) shall be required to furnish complete title of the project (100% ownership) in favour of the company. The amendment would also reduce the land disputes arising between the promoter and land owners whose land is required by the promoter to develop the project. In view of public interest and to facilitate the completion of projects, extension for completion up to 31.12.2025 was granted to Mega Projects and Projects Licensed under Punjab Apartment & Property Regulation Act. Granting further reprieve to the promoters, one time extension has been given for a period of maximum five years starting from 31.12.2025 for implementation of such projects.
  1. Under my Government, GST collections continue to show robust growth. During April–October 2025-26, the State collected Rs. 15,494.03 crore as against Rs.13,550.62 crore during the corresponding period of the previous year registering a healthy growth of Rs. 1,943.41 crore or 14.34%. To provide long-pending relief to the trading community and to declutter old litigation, my Government notified One-Time Settlement Scheme-2025 with effect from 1st October 2025.
  2. On the basis of reports generated by Tax Intelligence Unit (TIU) & Big Data Analytics tool in Excise and Taxation Department, tax and penalty amounting to Rs. 333.43 crore has been imposed. The tool has proved extremely effective in monitoring GSTR-3B defaulters. Because of continuous follow-up, defaulters have deposited Rs. 2,009.19 crore in cash till date. Penalty imposed by SIPU (State Intelligence & Preventive Unit)/Mobile Wing in Excise and Taxation Department, during 2025-26 from April to October 2025 is Rs. 298.51 crore (Rs. 98.14 crore on vehicles and Rs. 200.37 crore through inspections).
  3. Under my Government, NRI department has started to get the documents required by the foreign embassies, to be countersigned/verified online by the Punjabis living abroad through the E-sanad portal. The documents countersigned under this portal w.e.f. 01.06.2024 to till date are 55397.
  4. With a view to ensure equitable and balanced development across all regions of the State, Government launched the Rangla Punjab Vikas Scheme during 2025–26. Under this Scheme, a provision has been made to create and upgrade local infrastructure and public assets across all 117 Assembly Constituencies. Besides, the developmental infrastructure needs at grass root level are being fulfilled through schemes like Punjab Nirman Programme and Untied Funds of CM/FM.

  1. My Government has increased pension from Rs.9400/- to Rs. 11000/- per month to the freedom fighters of Punjab/their widows/unmarried & unemployed daughters and sons.
  2. Under the department of Good Governance and Information Technology, the State Pendency Dashboard enabled real- time monitoring across departments, reducing pendency from 14% to just 0.33% within a year, ensuring faster resolution of citizen requests.
  3. My State launched India’s first fully digital Flood Relief system, enabling rapid surveys and direct online transfer of compensation, ensuring that thousands of flood-affected families received timely support without delays or intermediaries.
    1. My Government has significantly expanded citizen access to essential services by centralizing and simplifying delivery channels. All 56 transport services were shifted exclusively to Sewa Kendras, ending public counters at RTA/RTO offices and making service delivery uniform and citizen- friendly. The landmark Doorstep Delivery programme expanded from 43 to 412 services in 2025, allowing residents to access a wide range of government services.
    2. Under my government, a State of Art High Security Jail is being constructed in 50 acres in village Gorsian Kadar Baksh in Ludhiana with a capacity of keeping 300 high risk prisoners. Jail Bhawan, official headquarters of the department, is also being constructed on a one acre plot in S.A.S Nagar. We have also set up ITIs in our 11 Central Jails and started long term (1-2 year) and short term (3-6 months) training courses in different trades for upskilling of jail inmates.
  1. Under my Government, from 1st April, 2024 to 31st October, 2025 a sum of Rs. 27.60 crore has been disbursed to 11063 beneficiaries (registered Industrial Workers) through Punjab Labour Welfare Board.
  2. Punjab, the food bowl of the country, procures wheat and paddy through its State Procurement Agencies (SPAs) for contribution towards the Central Pool. The Department of Food, Civil Supplies & Consumer Affairs, Punjab plays a pivotal role in making all the arrangements for procurement i.e., gunny bales, stock articles, Cash Credit Limit etc. During the most recently concluded KMS 2025-26, 156.11 LMT paddy has been procured by Government procurement agencies, against which Rs. 37,294.68 crores MSP was transferred directly in bank accounts of nearly 7.38 lakh farmers. Rabi Marketing Season 2025-26 was successfully completed on 15.05.2025 in the State of Punjab wherein 116.17 LMT wheat was procured by Government procurement agencies and a payment of Rs. 28,171.23 crore of MSP was made directly in the bank accounts of 7.30 Lakh farmers. The State made a whopping contribution of 40% wheat in the Central pool during 2025-26.
  3. The Department of Food and Civil Supplies is distributing free of cost wheat to eligible beneficiaries under National Food Security Act, as per directions of Government of India w.e.f. 01.01.2023 in quarterly distribution cycles. At present, there are nearly 40 lakhs households and 1.52 crore beneficiaries registered with the Department who are taking benefit of this scheme.
  1. My Government has also decided to provide, to all eligible families (who are getting free wheat) under the newly launched “Punjab Government Food Program’’ free ration to the tune of 2 kg of dal, 2 kg of sugar, 1 kg of salt, 1 litre of oil and 200 grams of haldi each quarter. The government will provide sufficient provisions in FY 2026-27 under this scheme to assist the people of Punjab.

  1. The Department of Social Security and Women & Child Development under the Old Age pension scheme, Financial Assistance to Widows and Destitute Women scheme, Financial Assistance to Dependent Children scheme and Assistance to Disabled Persons scheme has spent an amount of Rs. 5212.59 crore from the month of April, 2025 to December 2025. Under these schemes, 35.24 lakh beneficiaries are receiving pension and financial benefits.
  1. Three Government Old Age Homes are functioning in the State in the districts of Hoshiarpur, Barnala and Mansa. During 2025-26, 72-bedded Old Age Home in District Barnala, constructed at a cost of Rs.8.22 crore, was inaugurated on 09.04.2025. Similarly, 72-bedded Old Age Home in District Mansa, constructed at a cost of Rs. 9.12 crore, was inaugurated on 10.01.2026.
  2. As on 31.12.2025, an estimated 60 crore free trips have been availed by women under free Bus Travel scheme. Also, 26,066 needy women were provided free Medical & Legal services; Police aid, Counseling and free shelter through One Stop Centres.
  3. Sex Ratio at Birth was 892/1000 in the FY 2014-15, which has been gradually increased to 922/1000 during the FY 2024-25.
  4. The Department of Social Security and Women & Child Development is constructing 1000 Anganwadi Centres under the MGNREGA Scheme, out of which the construction of almost 700 buildings have been completed. The remaining Centres shall be completed in the next 2 months.
  5. To prevent the adverse effects of child begging in the State, the “Project Jeevanjyot 2.0” was implemented from July, 2024. Under this Project, a total of 1,027 children have been rescued from child begging so far. Out of these, 992 children have been handed over to their families, and 35 children have been admitted to child homes. Among them,38 children were benefited from the sponsorship scheme, 349 children were enrolled in schools and 9 children were enrolled in Anganwadi centers, while 13 children were provided health facilities under the Ayushman Bharat scheme.
  1. To create a safer environment for women “Project Hifazat” was launched in March 2025 by the Punjab Government to protect women from violence and strengthen the state’s response to gender-based crimes. A dedicated 24x7 emergency helpline 181 has been launched which ensures immediate assistance for women in distress. The project combines legal, medical and social services to provide holistic protection and reduce gaps in response. To reach vulnerable women quickly, vehicles have been provided to Child Development Project Officers (CDPOs), enabling rapid response at the community level. A total of 6012 cases have been received through this 181 helpline whereby 5601 number of cases have been resolved by providing assistance to the women in distress.
  2. My Government has launched the “Easy Jamabandi” initiative to make access to land records and related services remarkably convenient for our citizens. Residents can now seamlessly request crucial services such as Jamabandi copies via WhatsApp, Mutations based on inheritance or registered deeds, Rapat entries, Fard Badar, and Subscriptions - all from the comfort of their homes through online portal or by requesting home visit of Sewa Sahayaks, eliminating the need to visit a Patwari or Tehsil office.
  3. The “Easy Registration” Project has been successfully implemented across the State, ensuring transparent and hassle-free property registration through a network of simplified registration deed formats, deed drafting counters inside registration offices, giving choice to citizens to register anywhere within their district, and sending informative WhatsApp messages to citizens at every stage of registration. This has made the registration process easier and corruption free.
  4. Under the SVAMITVA Scheme, known in Punjab as the Mera Ghar Mere Naam Scheme, we are empowering residents of inhabited (‘Abadi Deh’) areas by conferring formal ownership rights through advanced drone mapping. The scheme envisages issuance of property cards to rightful owners, facilitating better property record management and dispute resolution. Under this Scheme, Drone flying has been completed for 10,037 villages and digital maps of 1,572 villages have been finalized.
  1. During the Financial Year 2025-26, an amount of Rs. 746.85 crore has been released as compensation for damage to Crops, Houses and Livestock and as Ex-gratia for loss of lives. Further, an amount of Rs. 274.71 crore has been released for flood mitigation projects under State Disaster Mitigation Fund.
  2. To enhance administrative efficiency and public service delivery, sub-tehsil Banur has been upgraded to a sub division and 2 new sub-tehsils (Ludhiana North in Ludhiana District and Haryana, in Hoshiarpur District) have been created.
    1. The Revenue Department continues to be a significant contributor to the state exchequer. Till 15.02.2026, revenue of Rs. 5400 crore has been collected, which is 8 percent more as compared to similar period during the last Financial year.
    2. The "Mukhyamantri Tirth Yatra Yojana" has been launched this year. My Government plans to facilitate pilgrimages for

7.50 lakh citizens per year. Under this Scheme, the State has been divided into four clusters. Pilgrims from three clusters are being taken to Shri Harmandir Sahib, Durgiana Mandir and Bhagwan Valmiki Tirath Asthan at Amritsar. Pilgrims from the fourth cluster will be taken to Sri Anandpur Sahib and Mata Naina Devi.

  1. To increase green cover in the state, a campaign “Sri Guru Tegh Bahadur Haryaval Sankalp” has been started in all the districts on the occasion of the 350th Martyrdom Day of Sri Guru Tegh Bahadur Ji. Under this campaign, a target was set to plant at least 3.50 lakh saplings in each district. So far, under various schemes, 1.11 crore plants have been planted.
  2. During the year 2025-26 under "Greening Punjab Mission" 382 Nanak Bagichies, 52 Pavittar Van and 8 Environment Parks are being developed by the Department of Forests.
  3. Punjab’s urban areas have shown strong progress in national cleanliness benchmarks. 25 cities achieved the Garbage-Free 1-Star rating, and one city achieved 3-Star rating for solid waste management. 46 cities received the Water+ certification for ensuring safe wastewater treatment and reuse. Sanitation standards have also been strengthened, with 52 cities rated ODF++, 43 as ODF+ and 22 as ODF.
  4. Under Smart Cities Mission in Ludhiana 75 projects at a cost of Rs.809.26 crore, in Amritsar 41 projects at a cost of Rs. 686.51 crore, in Jalandhar 58 projects at a cost of Rs. 722.88 crore and in Sultanpur Lodhi 8 projects at a cost of Rs. 33.77 crore have been completed.
    1. In urban transport, under my Government, in Amritsar, 1200 diesel autos have been replaced with e-autos under RAAHI and 200 Pink e-Autos have been distributed to women.

  1. Rs. 524 crore have been collected during the current year till date, as against Rs.486 crore in FY 2024–25 under IT, e-Governance & Property Tax Reform.
  2. The Punjab government has actively implemented various schemes to uplift Scheduled Castes (SCs) and Backward Classes (BCs), focussing on Education, Financial Empowerment and Rural development.
  3. The Post Matric Scholarship (PMS) Scheme for SCs provides financial assistance to SC students pursuing post-matric education. The 2025-26 target aims to reach 2.70 lakh students with Rs.195.99 crore (40% share from the state) disbursed so far to 1.65 lakh students.
  4. Under Ashirwad Scheme, the State Government supports poor families in the form of financial assistance for marriage of their daughters. During 2025-26, release of Rs. 242.70 crore reached 47588 beneficiaries.
  5. Pradhan Mantri Adarsh Gram Yojana focused on village development, provides funding to villages with significant SC populations. In 2025-26, the funding increased to Rs. 72.30 crore, covering 344 villages, which includes grants for gap-filling and administrative costs for further development.
  6. For 2025-26, Punjab Scheduled Castes Land Development and Finance Corporation disbursed loans worth Rs.6.85 crore to 322 beneficiaries and Punjab Backward Classes Land Development and Finance Corporation (BACKFINCO)disbursed Rs. 9.28 crore to 286 beneficiaries under self- employment schemes.
  1. The Memorandum of Agreement (MoA) between the Punjab Government and Sainik School Society has been signed on 10.03.2025. As per the memorandum, the pensioners of Sainik School Kapurthala will be given pension and retirement benefits by the Punjab Government. Grant of Rs. 151.28 lakh for 92 pensioners of Sainik School Kapurthala and Grant in aid of Rs. 151.38 lakh for running and maintenance of the school has been approved.
  2. Under my Government, State-run Polytechnic Colleges are being upgraded as "Centre of Excellence" (100 % State Scheme). Two more colleges (GPC Ropar and Bathinda) are being designated as Centre of Excellence in the ongoing financial year 2025-26 in the second phase. Further, semester-long industrial attachment has been introduced for all 6th semester students in Government Polytechnical Colleges in my State. Entrepreneurship Mindset Curriculum (EMC) has also been introduced in Diploma Courses from 2025-26.
  3. Under "Yudh Nashiyan Virudh", Punjab has launched a pioneering drug-prevention initiative for ITI youth, developed with J-PAL South Asia. The documentary-based, guided discussion curriculum is being delivered across 246 ITIs, scientifically divided into high, medium, low-intensity treatment groups and control groups to enable rigorous impact evaluation. Over 55 trained coordinators are deployed statewide to support implementation, ensuring fidelity, consistency and measurable behavioural outcomes in addressing opioid-related risks among vocational students.
  1. To ensure future readiness, ITIs have introduced industry- driven courses such as CNC Machining Technician, Industrial Robotics & Digital Manufacturing, Additive Manufacturing & 3D Printing, Solar Technician and Mechanic Electric Vehicle. The Department has also expanded inclusive skilling through Punjab’s first Computer Operator and Programming Assistant (Visually Impaired)-COPA (VI) batch for visually impaired students at ITI, Ranjit Avenue, Amritsar.
  2. Eleven ITIs, located at Amritsar, Bathinda, Faridkot, Gurdaspur, Hoshiarpur, Lalru, Ludhiana, Patiala, Jalandhar, Nangal and Roopnagar have been upgraded as Centres of Excellence (CoEs) to lead quality transformation. These CoEs have institutionalized placement processes, operate on unified dashboards, and maintain strong industry linkages with more than 120 companies, resulting in 1,622 job offers and an average salary of Rs. 13,190 (highest Rs. 30,000). With more than 200 DST (Dual system of Training) MoUs, comprehensive Student Development Plans, and a focus on digital and employability skills, CoEs are emerging as high-performing hubs for skill development and industry alignment.
  3. A state-wide modernization effort is underway through 16 specialized tenders targeting critical trades including CNC Machining, Industrial Robotics & 3D Manufacturing, Draughtsman Civil, Electrician, Fitter, Plumber, RAC, Solar Technician, and common equipment across ITIs. With a proposed investment of Rs. 40 crore, this is one of the largest machinery upgrades in the ITI system.
  4. Placement facilitation has strengthened through improved tracking, outreach and employer engagement. In 2025–26, up to November, 125 drives have produced 4,004 job offers and 1,928 apprenticeships, demonstrating continuous momentum. Entrepreneurship Mindset Curriculum (EMC) has also been introduced in all government and private ITIs of the State. Dual system of training (DST) has been strengthened to cover 425 units covering 9264 seats for better industry exposure.
    1. Under the Centrally Sponsored Scheme, ‘PM Formalization of Micro Food Processing Enterprises (PMFME)’ the Government has sanctioned a record subsidy of Rs. 265 crore and disbursed Rs. 210 crore, to over 3122 micro enterprises, of which over 1,300 are women-led enterprises. The financial support has helped bringing in a new total investment of Rs. 1,181 crore Over 7,500 persons have been employed by these units. These units have certainly added value in the food chain of crops grown in the State. During 2025-26 (up to 14.01.2026), 636 beneficiaries have been disbursed a subsidy of Rs. 49.61 crore. I am pleased

to inform that my Government has given its consent for the continuation of the scheme for the next five years.

  1. In line with the Government’s objective of making the Criminal Justice System more effective, the Department of Justice has further strengthened the Prosecution and Litigation Department by recruiting 159 new Law Officers (120 Assistant District Attorneys and 39 Deputy District Attorneys) since the year 2022.
  2. In order to strengthen the Judicial Infrastructure during the year 2023 to 2025, the construction of a Record Room at Amritsar with cost of Rs. 13.81 crore, a New Judicial Court Complex at Mukerian with a cost of Rs. 15.25 crore, the Fourth and Fifth floors of the Court Complex at Pathankot with a cost of Rs. 5.80 crore and the Malkhana/Record Room, Service Block, Ramp and Connecting Corridor at Barnala with a cost of Rs. 13.96 crore was completed. Special NIA courts for offences related to national security, NRI courts for issues related to Non Resident Indians and POCSO courts for offences related to sexual offences against child have been set up to give speedy justice.
    1. Under the Department of Personnel, the Subordinate Services Selection Board has advertised a total of 2706 posts of Group ‘B’, ‘C’, and ‘D’ in various departments of the Government of Punjab during the financial year 2024–25 and the current financial year 2025–26, and recommendations of 2530 candidates have been sent to the

concerned departments. In addition, since 01.04.2022 till date, a total of 10033 posts have been advertised and 12579 candidate recommendations have been issued.

  1. The Punjab Public Service Commission, Patiala, functioning under the Department of Personnel, has sent recommendations for 576 Group ‘A’ and ‘B’ posts to various departments. So far, written examinations have been conducted for 379 posts (including the Punjab State Civil Services Combined Competitive Preliminary Examination) and examination dates have been fixed for 129 posts.
  2. PSPCL is committed to transitioning agricultural power supply to daylight hours, ensuring our farmers can work safely and efficiently. During Paddy Season 2025, my Government successfully provided day-time power to 83% of consumers i.e. around 11.56 lakh farmers. Similarly during Paddy Season 2026, day-time power expanded to 88% of consumers i.e. around 12.26 lakh farmers.
  3. By providing power during the day, we ensure farmers work during so called "Office Hours." No longer are they forced into fields at 2:00 AM in biting cold or dangerous monsoon nights. Operational Safety eliminates the physical toll and the risks associated with working in the dark, electrical hazards or wildlife encounters. When a farmer can irrigate during the day, they act as an "Officer of the Land", monitoring water flow and crop health with precision and ease.
    1. My Government is committed to provide reliable and affordable power and improving infrastructure for the benefit of all citizens in Punjab and with the "Roshan Punjab" initiative investing over Rs. 5,000 crore to augment grid infrastructure. During 2025-26, Punjab has met its all-time highest ever peak demand of 16670 Megawatts on 5.7.2025. My Government has ensured more than 8 hours power supply to agriculture consumers during paddy season without imposing any power cut on Domestic, Commercial, Industrial & other consumers, which led to bumper Paddy crop. Further, to provide better services to the esteemed consumers, more than 3000 fresh recruitments have been done in PSPCL. My Government has upgraded Transmission and Distribution network by commissioning one new 220 KV sub-station, six new 66 KV sub-stations, augmented 67 Power Transformers and added 140 Circuit KMs of Transmission Lines, which will help in providing uninterrupted and reliable power supply to the consumers.
    2. By upgrading the electricity infrastructure in the State, my Government has ensured reduction in Transmission and Distribution Losses and the power purchase cost which has strengthened financial position of PSPCL and resultantly it has earned a profit of Rs. 2,902 crore for the period from 01.04.2025 to 30.09.2025. Because of honest intentions of my Government, we secured 2208 Megawatt solar power in the range of Rs. 2.48 to Rs. 2.748 per unit. Besides, 576

Megawatt green power has been added by installing Rooftop Solar installed across Punjab. The total revenue receipt of this department on account of Electricity Duty for the year 2025-26 is expected to be Rs. 3105.23 crore approximately.
  1. The good quality coal from Pachhwara has improved the plant operations resulting to savings of Rs. 380 Crore approximately compared to Coal India Ltd. (CIL) coal. PSPCL thermal power stations are now facing no coal shortage for optimum generation of power.
  2. Electricity is a basic necessity for improvement in standard of living. My Government has implemented a free electricity scheme of 300 units monthly to domestic consumers since July 2022. This has benefitted around 90% of households, receiving zero bills in a billing cycle. Further, all agriculture consumers are getting free power. My Government has also provided power to all industrial consumers in the State at a subsidized rate of Rs. 5.837 per unit, which has helped to boost the industrial sector.
  3. In spirit of Ease of Doing Business to facilitate an early release of connection, exemption has been granted to the electricity consumers in submission/verification of Test Report for all categories of consumers (except AP) and now the applicants/ consumers requiring new connection or additional load or reduction in load, having total load including additional/reduced load upto 50 KW under LT category are not required to submit any test report from licensed contractor.

Before I conclude, I compliment all the Hon’ble Members for actively participating in the activities of this august House. I am confident that you all will serve Punjab and its people with utmost dedication and sincerity and will cooperate with my government in its endeavour to take the State forward on the path of development and make it corruption free. As I wish you all the success in your deliberations, I am sanguine that we all will walk together step-by-step to re-establish ‘Rangla Punjab’.
