Chandigarh, October 7 – Haryana Chief Minister Sh. Nayab Singh Saini, while addressing the gathering at the inauguration of the Haryana Pavilion at the World Expo–2025 being held in Osaka, Japan, said Haryana has a vital role in India’s overall development. He stated that at a time when India is emerging as a major global economic power and Prime Minister Sh. Narendra Modi has set the goal of achieving a $5-trillion economy, Haryana is contributing maximum towards realising this vision.
Sh. Nayab Singh Saini said Haryana constitutes only 1.34 percent of India’s total geographical area and 2.09 percent of its population. Despite this, the small state has proven to be a major engine of India’s economic growth. Haryana ranks second in the country and first in North India in providing logistics facilities to industries. Offices of 400 Fortune companies are located in Gurugram, Haryana.
He said that every second car running on India’s roads is manufactured in Haryana. The state also produces 52 percent of the country’s tractors. Haryana ranks second in contributing to the Central Foodgrain Pool. In the Olympics and other international sports competitions, Haryana remains the state that has won the maximum number of medals.
He stated that Haryana is a land of hope and opportunity and is counted among the most prosperous states in the country. It is a major hub for automobile, IT, and other industries. The state is well connected with advanced communication facilities, developed industrial estates, wide highways, expressways, rail networks, and metro rail systems. Every district in the state is connected to a national highway. Every village in the state is illuminated with electricity. Adequate canals and other means are available for drinking water and irrigation. In the field of education, Haryana has established numerous world-class institutions that offer modern education across various disciplines and subjects.
Sh. Nayab Singh Saini said that the Haryana Government has developed an ecosystem of Ease of Doing Business to accelerate industrial growth. This has strengthened entrepreneurs’ trust in the government. The government is actively promoting startups and MSMEs.
He said that as a result of various incentive schemes being implemented by the government, Haryana has today become the first choice of both domestic and international investors. In the past 11 years, 7.66 lakh micro, small, and medium enterprises have been established in the state, providing employment to 39 lakh people.
He said today, Haryana has emerged as the 7th largest state in India in terms of the number of startups. Currently, Haryana has 9,500 recognized startups. The state has resolved to become India’s number one startup hub. Gurugram has now become a major global centre for IT services and startups. The government has set a target to triple the number of startups in the state. Recently, financial assistance of Rs 1.14 crore has been provided to 22 startups.
The Chief Minister said that a “Fund of Funds” amounting to Rs 2,000 crore is also being established to provide financial support to startups. This initiative will enable the youth to work on their ideas without financial worries.

On the second day of the visit today, the Chief Minister and the delegation travelled from Tokyo to Osaka on board the renowned Shinkansen – Osaka Bullet Train. This train is known for its state-of-the-art infrastructure, safety standards, and operational excellence and is considered an outstanding example of a modern transportation system.

*Medicines and medical equipment worth Rs 120 crore approved for procurement: Health Minister Arti Singh Rao*

Chandigarh, October 7 — Haryana Health Minister Arti Singh Rao said the State Government is continuously working to equip all government health institutions in the state with modern facilities. Under this initiative, the availability of medicines and medical equipment used in treatment at hospitals is being strengthened. She said new medicines and equipment are being procured as per the requirements, which will provide great relief to poor and needy patients and enable them to access better healthcare facilities.
Health Minister Arti Singh Rao informed that in the recent meeting of the “Special High Powered Purchase Committee,” the purchase of medicines and medical equipment worth around Rs 120 crore has been approved. This will help improve healthcare services in various districts of the state and provide patients with high-quality diagnostic and treatment facilities.
During the meeting, under the PPP (Public-Private Partnership) mode, rates have been finalized for MRI machines at 8 locations, CT scan machines at 2 locations, and ECG tests at 604 locations across the state.
Additionally, approval has been granted for the purchase of 67 anesthesia workstations for all civil hospitals in Haryana at a cost of around Rs 23 crore. Furthermore, 22 nasal endoscopes for ENT patients will be procured for about Rs 2 crore. For the testing of TB (tuberculosis) patients, 40 Truenat machines will be purchased for approximately Rs 6 crore. The purchase agreement for 15 PathoDetect machines worth about Rs 13 crore has also been finalized.
Arti Singh Rao further informed that special measures have been taken to ensure the supply of essential medicines in government hospitals across the state. Based on the advice of doctors and specialists, contracts have been signed with various pharmaceutical companies for the purchase of medicines worth around Rs 75 crore.
She said that this procurement includes several important medicines — such as Anti-Haemophilia EHL Recombinant Factor VIII Injection for patients with bleeding disorders, Anti RH-O-D Injection for pregnant women, IFA syrup, and other vital antibiotics and life-saving drugs.
The Health Minister said all these medicines and medical equipment will soon be available in all government hospitals in Haryana. She also clarified that if hospitals require additional medicines or equipment in the future, new procurements will also be made accordingly.
She said, “Our goal is to ensure that the citizens of Haryana receive affordable, accessible, and quality healthcare services so that no person suffers due to lack of treatment. Our objective is that every citizen of Haryana remains healthy, safe, and strong.”

*Haryana Achieves Remarkable 95% Reduction in Paddy Stubble Burning Cases*
Chandigarh, October 7 – Haryana has recorded a dramatic 95% reduction in active fire locations related to paddy crop residue burning compared to the previous year, according to data presented at a high-level review meeting chaired by Chief Secretary Sh. Anurag Rastogi here today. The state, which had reported 150 such incidents during the 2024–25 season, has managed to bring down the number to just seven cases as of October 6, 2025, as reported by the Indian Council of Agricultural Research (ICAR).
All districts have also constituted Parali Protection Forces to ensure swift action against violators. Of the seven active fire locations reported, appropriate action has been taken in three cases through the issuance of challans, filing of FIRs, and making red entries in farm records. Notably, two of the reported fires were found to be non-agricultural in nature – one involving garbage in Faridabad and another involving industrial waste in Sonipat.
*Comprehensive Monitoring System Shows Promise*
The success can be attributed to the state government’s comprehensive monitoring mechanism, which includes the deployment of 9,036 nodal officers across all districts – exceeding the required strength of 8,494 officers. These officers have been strategically assigned to supervise farmers, with each officer responsible for monitoring 50 farmers in Red and Yellow zones and 100 farmers in other areas.
Deputy Commissioners across all districts have been directed to ensure that these nodal officers receive proper training through a newly developed mobile application. The training program, conducted on October 6, 2025, equipped master trainers who will cascade the knowledge to district-level nodal officers by October 7. The officers are tasked with regular farmer engagement, monitoring residue management practices, tracking machinery utilization, and reporting any fire incidents through the dedicated mobile platform.
*Massive Machinery Deployment Underway*
The state has made substantial progress in providing farmers with effective alternatives to burning crop residue. According to official data, 90% of the identification work for Crop Residue Management (CRM) machinery has been completed, with 51,526 machines confirmed as operational.
Furthermore, the procurement of new CRM machinery is progressing at an impressive pace, achieving a 94.74% completion rate. Out of 14,088 machines selected through a lottery system, permits have been downloaded for 8,213 machines, and bills have been uploaded for 7,781 machines. Districts such as Faridabad, Jhajjar, and Rohtak have achieved completion rates exceeding 98%, demonstrating exemplary implementation of the machinery distribution program.
*Innovative Residue Utilization Initiative*
In a pioneering move toward sustainable residue management, the state has partnered with the Indian Oil Corporation Limited (IOCL) ethanol plant in Panipat. The facility is tentatively set to purchase approximately 30,000 metric tonnes of paddy crop residue from Panipat district, along with an additional 170,000 metric tonnes from adjoining districts. This initiative not only provides farmers with an economically viable alternative to burning but also contributes to the production of clean, renewable fuel.
*Strict Enforcement Measures in Place*
The state administration has adopted a zero-tolerance policy toward stubble burning, in compliance with directions from the Supreme Court and the Commission for Air Quality Management (CAQM). Farmers registered on the Meri Fasal Mera Byora portal are being sent weekly SMS alerts warning them of strict action — including challans, FIRs, and red entries in farm records — if they engage in crop residue burning. One mass SMS has already been dispatched to all registered paddy-growing farmers, with additional awareness messages scheduled to be sent on a weekly basis.
*Infrastructure Development for Storage*
Recognizing the need for proper storage facilities for paddy straw bales, the state is conducting a comprehensive gap analysis. Five districts have identified a requirement for an additional 205 acres of panchayat land for storage purposes. While districts like Kurukshetra have already made land available, others — including Karnal, Panipat, and Sonipat — are expected to submit their proposals shortly. Interestingly, aggregators in Ambala have opted to arrange land independently rather than utilize panchayat properties.
*A Holistic Approach to Cleaner Air*
Haryana’s holistic approach — combining technology, infrastructure development, farmer awareness, strict enforcement, and innovative residue utilization — has set a benchmark in agricultural environmental management. As the paddy harvesting season progresses, the state authorities remain vigilant to maintain this impressive track record and ensure cleaner air quality across the region.

'Mediation for the Nation' Campaign achieves remarkable success in Haryana
1503 cases settled across various categories
Chandigarh, October 7- The National Legal Services Authority (NALSA), in collaboration with the Mediation and Conciliation Project Committee (MCPC) of the Supreme Court of India, successfully conducted the "Mediation for the Nation" campaign across India for 90 days. Under the esteemed guidance of Justice Suryakant, Judge, Supreme Court of India, and Executive Chairman, NALSA and MCPC, the campaign aimed to promote mediation as an effective alternative dispute resolution mechanism. In Haryana, 1503 cases across various categories, pending since long in District Courts of Haryana were settled. Moreover, 3880 cases were settled at pre-litigative stage through mediation which received from police stations, electricity departments, commercial disputes etc.
Under the visionary guidance of Justice Surya kant, Judge, Supreme Court of India and Executive Chairman, NALSA, the campaign witnessed remarkable participation from litigants, advocates, mediators, and members of the public. The initiative was implemented in coordination with all State Legal Services Authorities (SLSAs) and District Legal Services Authorities (DLSAs) throughout India.
In Haryana, the campaign was carried out under the leadership of Chief Justice Sheel Nagu-cum-Patron-in-Chief, Haryana State Legal Services Authority and Justice Lisa Gill, Executive Chairperson, Haryana State Legal Services Authority. All District Legal Services Authorities actively organized mediation sittings, awareness camps, and public interactions to promote peaceful settlement of disputes. A large number of Motor Accident Claim cases, matrimonial cases, commercial disputes, criminal compoundable cases, debt recovery cases, land acquisition cases, domestic violence cases, cheque bouncing cases, and civil disputes cases were resolved amicably through mutual understanding.

State Government committed to ensuring zero cases of stubble burning in Haryana: Agriculture Minister Shyam Singh Rana
Union Minister Shivraj Singh Chouhan holds virtual meeting with Agriculture Ministers of NCR-adjoining states
Chandigarh, October 7 – Haryana Agriculture and Farmers’ Welfare Minister Sh. Shyam Singh Rana said the State Government is serious about ensuring that paddy crop residue (stubble) is not burnt and that its proper management is ensured. To prevent stubble burning, 9,036 nodal officers have been appointed. The State Government provides an incentive of Rs 1,200 per acre to farmers for stubble management. The government’s goal is to ensure that there is not even a single case of stubble burning in Haryana.
The Agriculture Minister shared this information during a virtual interaction held by the Union Minister of Agriculture and Farmers’ Welfare, Sh. Shivraj Singh Chouhan, with Agriculture Ministers of NCR-adjoining states from Krishi Bhawan, New Delhi, regarding stubble management.
Agriculture Minister Sh. Shyam Singh Rana informed that the State Government provides a subsidy of Rs 8,000 per acre to farmers for direct seeding of rice (DSR). The DSR method results in lower disease incidence in the crop, and the management of crop residue also becomes easier. During the meeting, Union Minister Sh. Shivraj Singh Chouhan congratulated the Haryana Government and Agriculture Minister Sh. Shyam Singh Rana for their effective stubble management system and advised other states to follow the Haryana Model.
After the virtual meeting, Agriculture Minister Sh. Shyam Singh Rana also held a review meeting in Chandigarh with officers of the Agriculture Department regarding crop residue (stubble) management. The Minister directed the officers to control stubble burning incidents across the state and ensure that farmers are provided with machinery for crop residue management on time.
In the meeting, it was informed that out of a total of 14,088 subsidized machines, bills for 7,781 machines have already been uploaded on the portal, and the subsidy amount will soon be released to eligible farmers.
The Minister instructed the officers to ensure full utilization of the funds allocated for stubble management and to maximize the number of farmers benefiting from this scheme.
He further directed that awareness campaigns be conducted to educate farmers against stubble burning and that strict vigilance be maintained over those who burn stubble. He also emphasized involving sarpanches in this campaign.
The meeting was attended by Principal Secretary, Agriculture and Farmers’ Welfare Department, Sh. Pankaj Agarwal; Director, Agriculture Department, Sh. Rajnarayan Kaushik; and several other officers.
