Vipul Goel in Faridabad to express his heartfelt condolences on the sudden demise of his sister-in-law, Smt. Renu Goel. The Chief Minister offered floral tributes to the portrait of the late Renu Goel and consoled the bereaved family members.

He prayed to the Almighty to grant eternal peace to the departed soul and to give strength to the grieving family to bear this irreparable loss.

Smt. Renu Goel, aged 65, passed away suddenly on September 24.

Chandigarh, September 28 — Haryana Chief Minister, Sh. Nayab Singh Saini held a special meeting with top Japanese companies in Gurugram on Sunday, inviting them to make greater investments in Haryana. On this occasion, an MoU was also signed with Honda Company for C&D (Construction and Demolition) Waste Management. Under this agreement, the government will provide land and waste for setting up the plant, while Honda will manufacture tiles from the waste.

The Chief Minister is likely to visit Japan from October 6 to 8, during which he will visit the Haryana Pavilion. As part of this, he held discussions with senior officers of major Japanese companies operating in Haryana to boost investment. He also discussed the establishment of a dedicated cluster for Japanese companies in Haryana and invited them to set up this cluster in Narayangarh.

Sh. Nayab Singh Saini said that Narayangarh is strategically located close to Chandigarh, Uttar Pradesh, Uttarakhand, and Punjab, at a distance of merely 40–45 kilometers, which will significantly boost trade.

Discussing water supply facilities in Manesar, the Chief Minister said that the Detailed Project Report (DPR) has been prepared, and work will commence soon after tendering. A budget provision of around Rs. 3,000 crore has been made to ensure water availability in Manesar through a pipeline from the Munak Canal. This arrangement has been planned keeping in view the expected population growth over the next 25–30 years, to ensure there will be no water scarcity.

Sh. Nayab Singh Saini emphasized the proper treatment of chemical water discharged by industrial units and encouraged the adoption of advanced technologies. Industries should recycle and reuse their wastewater. For this, a plan has been prepared through HSIIDC. In the first phase, this system will be implemented in Manesar at a cost of around Rs. 78 crore, enabling industries to reuse water.

The Chief Minister stressed the importance of utilizing Corporate Social Responsibility (CSR) funds for meaningful development works. He said that CSR funds should be spent through the Deputy Commissioner to ensure their optimum utilization and maximum benefit to the public. CSR funds can support initiatives such as language courses in hospitals and higher education institutions.

He said that Model Sanskriti Schools are being established at every 10 km across Haryana, and CSR can contribute significantly in this direction. He appealed to industrial units to adopt roads under CSR and undertake beautification projects.

The Chief Minister also announced the introduction of advanced fire brigade systems. In the initial phase, these will be set up in Gurugram, Faridabad, and Sonipat. He further stated that the government has initiated steps to establish ten new IMTs (Industrial Model Townships), and around 6,000–7,000 acres of land have already been registered on the e-Bhoomi portal for this purpose. He assured that industries investing in Haryana will receive world-class facilities. Transparency has been enhanced in the No Objection Certificate (NOC) approval process.

A representative from an industrial unit shared that, considering global warming, they are taking steps to reduce pollution by producing renewable fuel using advanced technologies, for which they require multiple departmental NOCs.

The Chief Minister assured them that all necessary NOCs will be provided within the stipulated time frame. He also informed that a 500 MW Green Energy Plant will be set up in Haryana, and an MoU has already been signed for this project.

During the event, Haryana’s Industries and Commerce Minister Rao Narbir Singh urged industrial units to actively collaborate with the government and administration to accelerate CSR activities so that people can benefit effectively.

Chandigarh, September 28 – Reaffirming its commitment to protect the dignity, safety and welfare of the labour force, the Nayab Sarkar on Sunday unveiled a series of pivotal decisions aimed at transforming the lives of workers across the state. The Chief Minister, Sh. Nayab Singh Saini, addressing a state-level ‘Shramik Samman evam Jagrukta Samaroh’ held at Gurugram University in Gurugram, announced a comprehensive package of welfare schemes, policy reforms and infrastructure projects worth crores of rupees. Besides this, he also transferred over Rs. 26 crore directly into the bank accounts of more than 37,000 beneficiaries registered under the Haryana Labour Welfare Board.

Union Minister of State for Statistics and Programme Implementation, Rao Inderjit Singh, Haryana Labour Minister, Sh. Anil Vij and Industries & Commerce Minister, Rao Narbir Singh were present on this occasion.

To make labour welfare schemes more accessible, the Chief Minister launched the ‘Shramik Saathi’ mobile application. He said the app will serve as a one-stop digital platform for workers, offering easy registration, application tracking, scheme information and grievance redressal.

Under the Silicosis Rehabilitation Policy, the Chief Minister distributed Rs. 2.55 crore to 51 beneficiaries through Direct Benefit Transfer (DBT). In addition, he inaugurated a UPI–QR-based digital payment system at Atal Shramik Food Canteens to promote cashless transactions. Funds were also transferred under the Dayalu Yojana to beneficiaries.

*Expansion of Silicosis Rehabilitation Policy to cover other Occupational Diseases*

Sh. Nayab Singh Saini announced that the scope of the Silicosis Rehabilitation Policy will be widened to include other occupational diseases such as Asbestosis, Byssinosis and Bagassosis. He outlined the benefits available to silicosis beneficiaries through eight welfare schemes, including, Rs. 5 lakh rehabilitation assistance, Rs. 1 lakh death compensation, Rs. 15,000 funeral assistance, Rs. 4,000 monthly health pension and Rs. 3,500 monthly family pension.

The Chief Minister further said that for the education of workers’ children, annual financial aid will be provided including, Rs. 5,000 for Classes 1–5, Rs. 6,000 for Classes 6–8, Rs. 8,000 for Classes 9–10, Rs. 10,000 for Classes 11–12 and Rs. 12,000 for ITI, graduation and post-graduation courses. Additionally, Rs. 51,000 will be given for the marriage of a daughter and Rs. 11,000 for the marriage of a son of registered workers.

*Modern Shramik Suvidha Kendras to Benefit Labourers*

During the event, the Chief Minister announced a transformative policy decision to establish five state-of-the-art Shramik Suvidha Kendras in Haryana. These centres will serve as single-window hubs, offering registration, ID cards and welfare scheme services at one location in air-conditioned premises equipped with help desks and waiting areas.

He also announced the launch of a special portal for workers who have lost their jobs, which will provide career counselling, reskilling, upskilling and placement support. In the first phase, 150 worker sheds will be built at key junctions to protect labourers from sun and rain while they wait for work.

*Exemption from Registration for Establishments with less than 20 Workers*

The Chief Minister announced the launch of an online auto-renewal facility under the Motor Transport Workers Act. He said that to promote Ease of Doing Business and provide relief to small traders and new entrepreneurs, establishments and businesses employing less than 20 workers will be exempted from registration under the Shops and Establishments Act.

*Five New Labour Courts to be Established*

Sh. Nayab Singh Saini announced that five new Labour Courts will be set up in Sonipat, Gurugram, Sohna, Palwal and Bawal. An online e-Court system will also be introduced to ensure quick and easy settlement of labour disputes.

The Chief Minister further announced that the Factory Act, Contract Labour Act, ISMW, BOCW and Motor Transport Workers Act will be unified into a single registration and integrated licensing system, with all procedures to be completed within 26 days.

Sh. Nayab Singh Saini reaffirmed Haryana Government’s commitment to women’s empowerment, announcing that women will be allowed to work across all sectors with necessary safety exemptions. Contract women workers will be permitted to work night shifts, and departments will extend full support to ensure equal opportunities and participation for women workers.

*Mukhyamantri Shramik Kaushal Vikas Yojana announced*

The Chief Minister also announced the Mukhyamantri Shramik Kaushal Vikas Yojana. Under this scheme, registered industrial and construction workers and their dependents will receive completely free skill development training, funded by labour welfare boards under the Labour Department.

Chandigarh, September 28 – Haryana Public Works Minister, Sh. Ranbir Singh Gangwa, joined thousands of youngsters in the 'Namo Youth Marathon' 2025 held at Barwala (Hisar), spreading the message of patriotism and discipline while pledging to eliminate drug abuse.

The Minister flagged off the marathon and also ran with the participants to motivate them. Thousands of citizens from the region, especially young people, participated enthusiastically in the event.

Addressing the youth during the Namo Youth Marathon in Barwala, Sh. Ranbir Singh Gangwa said that the Central and State governments have launched unique initiatives such as the Fit India Movement, Raahgiri, Cyclothon and Marathons programmes to combat drug abuse effectively.

He said that the Haryana Government has organised more than 2,700 programmes across the state to strengthen the mental and physical health of the youth, with lakhs of people participating in these initiatives. Anti-narcotics cells have been established at the district, and state levels to eliminate drugs from the roots. Currently, 162 de-addiction centers are operating across the state. De-addiction wards have been set up in government medical colleges, and de-addiction centers are functioning in civil hospitals of 13 districts.

As a result of these concerted efforts, 3,350 villages and 876 urban wards have so far been declared drug-free.

*New GST Rates to Benefit Poor and Middle Class the Most- Krishan Lal Panwar*

Chandigarh, September 28 – Haryana Development and Panchayats Minister, Sh. Krishan Lal Panwar, said that under the leadership of Prime Minister, Sh. Narendra Modi, a historic decision has been taken to reduce GST rates. The biggest beneficiaries of this change will be the poor and middle-class citizens of the country. On one hand, this reduction has led to a decrease in the prices of daily-use items, and on the other hand, it has lowered the cost of small appliances and vehicles, he said.

The Minister further said that people who had booked vehicles are now receiving them at reduced prices. Citizens have expressed their gratitude to Prime Minister, Sh. Narendra Modi for this decision, said Sh. Krishan Lal Panwar while addressing a press conference in Panipat on Sunday. He also held discussions with traders regarding the new GST rates.

Speaking to the media, he said that the Central Government has implemented the new GST rates, and people have already started benefiting from the reduced prices. He explained that under the new system, GST slabs have been simplified, and two main GST slabs of 5 percent and 18 percent have been introduced, while the earlier 12 percent and 28 percent slabs have been completely abolished. He stated that many daily-use goods and services have been fully exempted from GST. These include milk, Indian breads such as roti and paratha, personal life and health insurance policies, basic stationery, notebooks, maps, charts, oxygen, and life-saving medicines. Consumers will now not have to pay any tax on these items, said the Minister.

Sh. Krishan Lal Panwar said that additionally, products such as soaps, shampoos, toothpaste, regular clothing, small home electronic products, tractors, and tractor tires and parts have been placed in the 5 percent GST category. Similarly, air conditioners, televisions, LEDs, monitors, projectors, washing machines, three-wheelers, motorcycles, petrol and CNG-powered cars up to 1200cc, and diesel-powered cars up to 1500cc have been brought under the 18 percent GST slab.

The Chief Minister was directly interacting with entrepreneurs during the GST Bachat Utsav

programme organized by the Excise and Taxation Department, Haryana in Gurugram on Sunday. He extended his greetings to all entrepreneurs on the auspicious occasion of Navratri.

He said that the announcement of GST reforms was made by Prime Minister, Sh. Narendra Modi on Independence Day this year, and within just one month, that announcement has been fulfilled. This shows that every Modi guarantee is indeed delivered.

He said that for decades, people of the country were entangled in the web of multiple taxes. India had dozens of different taxes, causing hardships for citizens and companies alike. Under the able leadership of Prime Minister, Sh. Narendra Modi, the country has been freed from this web of dozens of taxes, and the dream of One Nation – One Tax has been realized, he said.

*Self-Reliant India will be Built Through Swadeshi*

The Chief Minister said that Prime Minister, Sh. Narendra Modi has called for adopting Swadeshi, envisioned Atmanirbhar Bharat, and during his recent visit to Japan, presented the vision of Make in India for the World. These reforms will also play a key role in realizing that vision. With them, consumer goods used in daily life have become cheaper. This has increased the savings of the middle class and the upcoming festive season shopping will bring great benefits to the markets, he said.

Sh. Nayab Singh Saini said that Haryana’s tax base has expanded and GST collection has risen. Haryana’s net SGST collection increased from Rs. 18,910 crore in 2018-19 to Rs. 39,743 crore in 2024-25, showing a 110 percent growth.

Referring to the major decisions taken by the GST Council, the Chief Minister said that now there will be only two standard GST rates in the country, 5 percent and 18 percent. Additionally, a special rate of 40 percent has been kept for harmful goods. He said that in the year 2024-25, Haryana ranked 5th among the leading states in the country in gross GST collection.

He added that GST rates on commonly used goods have been reduced, and on some items, they have been completely removed. The cess has also been removed to further reduce the tax burden on people. The registration process has been simplified.

The Chief Minister said that Haryana is an agriculture-dominated state. In the current reforms, the GST Council has also kept the interests of agriculture and farmers in mind. GST rates on agricultural equipment used in crop residue management have been reduced.
