CM Nayab Singh Saini to Distribute ‘Eligibility Certificates’ to Kumhar/Prajapati Families on August 13 in Kurukshetra

Ministers, MPs to Lead Certificate Distribution Across All Districts

Chandigarh, August 11 – Families belonging to the Kumhar/Prajapati community in Haryana will be given ‘Eligibility Certificates’ (Patrata Pramaan Patra). For this purpose, a state-level function will be organised in Kurukshetra on August 13, where Chief Minister Sh. Nayab Singh Saini will distribute these certificates to eligible families from Kurukshetra, Kaithal, Karnal, and Yamunanagar districts.

A government spokesperson informed that Haryana Vidhan Sabha Speaker Sh. Harvinder Kalyan, Development and Panchayats Minister Sh. Krishan Lal Panwar, and Agriculture and Farmers’ Welfare Minister Sh. Shyam Singh Rana will also be present with the Chief Minister in Kurukshetra.

He further said that Energy Minister Sh. Anil Vij will distribute the certificates in Ambala district, Industries Minister Rao Narbir Singh in Gurugram, School Education Minister Sh. Mahipal Dhanda in Panipat, Revenue and Disaster Management Minister Sh. Vipul Goel in Faridabad, Cooperation Minister Sh. Arvind Sharma in Rohtak, Public Health Engineering Minister Sh. Ranbir Singh Gangwa in Hisar, Social Justice and Empowerment (SEWA) Minister Sh. Krishan Kumar Bedi in Fatehabad, Women and Child Development Minister Smt. Shruti Choudhry in Bhiwani, and Health Minister Arti Singh Rao in Mahendragarh.

Similarly, Deputy Speaker of the Assembly Sh. Krishan Lal Middha will distribute the certificates in Jind district, Minister of State for Food, Civil Supplies and Consumer Affairs Sh. Rajesh Nagar in Jhajjar, Minister of State for Youth Empowerment and Entrepreneurship Sh. Gaurav Gautam in Palwal, Rajya Sabha MP Smt. Kiran Choudhry in Nuh, Smt. Rekha Sharma in Panchkula, Sh. Kartikeya Sharma in Rewari, Sh. Subhash Barala in Sirsa, Lok Sabha MP Sh. Dharambir Singh in Charkhi Dadri, and Sh. Naveen Jindal in Sonipat.

Haryana observes ‘World Breastfeeding Week’ with statewide awareness drive

Special training and counselling sessions held to support new mothers: Health Minister Arti Singh Rao

Chandigarh, August 11 – Under the guidance of Health and Family Welfare Minister Arti Singh Rao, the National Health Mission (NHM), Haryana, observed 1-7th August as ‘World Breastfeeding Week’ with the theme ‘Invest in Breast Feeding, Invest in Future’ to highlight the importance of breastfeeding and to protect, promote and support breastfeeding for improvement in the health of babies and mothers across the state.

Health Minister Arti Singh Rao said the campaign is aimed at ensuring that every mother has access to the necessary support and information to breastfeed for as long as she chooses. The state has implemented Mother Absolute Affection (MAA) programme since 2016 to intensify the efforts for promotion of early initiation of the breastfeeding.

“On 29th July, MAA programme training was imparted to district nodal officers involving the expert from medical colleges. On 5th August, 2025, a webinar was held in coordination with PGIMER Chandigarh in which the medical officers from Sick Neonatal Care Unit (SNCU) /Community Health Centre (CHC) /Primary Health Centre (PHC) were oriented and trained. Special one-to-one counselling session was held at facilities level such as SNCU and Postnatal wards for involving mothers and caregivers in early initiation and exclusive breastfeeding,” she said.

In all, 28,392 House-to-House visits were conducted by ASHA workers for supporting and promoting early initiation of breastfeeding. At 439 delivery points, dedicated nodal officers were appointed to ensure that early initiation of breastfeeding, support and counselling was conducted. 84,599 mothers, which includes pregnant women and lactating mothers, were counselled for early initiation of breast feeding and exclusive breast feeding. Extensive mass media activities such as advertisement in print media, social media creatives and press releases were given for creating mass awareness regarding benefits of breastfeeding.

The minister said the state has also taken the initiative of establishing the comprehensive lactation management unit at PGIMS-Rohtak and 5 Lactation Management Units (LMU) are functional at Sub Divisional Hospital (SDH) Jagadhari, and at General Hospital (GH) Mewat, Ambala Cantt, Ambala City and Panchkula. With constant efforts, the state has achieved the key deliverable target of >90% early initiation of breastfeeding.

Right to Service Commision imposes fine on officer in Electricity Meter Fault Complaint

Issues orders to Compensate Complainant

Chandigarh, August 11 – The Haryana Right to Service Commission has issued orders against a DO-cum-CA of the Electricity Department, Ambala Cantt, in connection with a complaint regarding a faulty electricity meter and incorrect MDI consumption recorded in the bill.

Sharing information in this regard an official spokesperson said that the complainant had reported the fault, and on December 30, 2024, a lab test confirmed the meter was defective. However, even after this confirmation, the surcharge was not removed while adjusting the bill. The correction was made only after the Commission issued a notice. Due to this negligence, the complainant had to make repeated visits to the office and faced unnecessary harassment.

The Commission considered it as negligence, the Commission imposed a fine of Rs. 2,000 on the concerned officer and directed that the complainant be given Rs. 3,000 as compensation. The amount will be deducted from the officer’s August 2025 salary and paid/deposited accordingly.

Apart from this, the concerned SDO has been directed to discuss the remaining discrepancies in the bill with the complainant and ensure that the revised bill of Rs. 19,254 is correct. A report on this matter must be sent to the Commission by August 13, 2025.

Hisar PHE Divisional Officer Fined, Warnings Issued to XEN and SE Over Negligence in Work

Chandigarh, August 11 – The Haryana Right to Service Commission has imposed a token fine of ₹3,000 on a Divisional Officer-cum-Sub Divisional Engineer of the Public Health Engineering Department, along with a token compensation of ₹3,000 to be paid to the complainant. The action was taken for failing to provide a service within the stipulated time frame and for negligence in effectively addressing the complaint.

The complainant, a resident of Hisar, informed the Commission that he and his family were severely affected by the lack of water supply, not only this year but also during last year’s summer. Last year, following the Commission’s intervention, the pipeline was replaced. However, in April, May, and June this year, there was practically no water supply, forcing them to purchase drinking water from the market. The complainant also stated that the appeals were disposed of by the XEN and SE in an incorrect manner and without giving them an opportunity to be heard. He requested the Commission to ensure water supply to his home as per prescribed standards, as water is a basic necessity for every individual.

A Commission spokesperson said the inquiry revealed that the concerned officer showed the service as completed beyond the time limit prescribed in the RTS Act, and the reply was sent without actually resolving the complaint. The spokesperson said all relevant departmental officers had previously been trained for effective complaint resolution. Despite this, appeals were decided without hearings and without the necessary action.

In this case, the Commission has directed that the said amount be deducted from the officer’s salary for August 2025 and deposited in the state treasury in September 2025, while the compensation is to be given to the complainant. Additionally, the department’s Executive Engineer and Superintending Engineer have been issued strict warnings to ensure that appeals are disposed of within the prescribed timelines under the Act in the future. The Commission has made it clear that if such negligence is repeated, the matter will be clubbed with future cases and departmental action will be recommended.
