Contract period of employees of Outsourcing Policy Part-II extended till June 30

Chandigarh, May 23- The Haryana Government has decided to extend the contract period of employees employed under Part-II of Outsourcing Policy by various departments / boards / corporations etc. on a lump sum basis till June 30, 2025. But for this, the conditions mentioned in the memorandum issued by Haryana Kaushal Rozgar Nigam on March 25, 2025 should be fulfilled.

A letter to this effect has been issued by the Chief Secretary's Office.

It is worth noting that the State Government had decided to extend the contract period of Part-II employees employed against the sanctioned posts from January 01, 2025 to March 31, 2025 (03 months) under the instructions issued on February 28, 2025

Haryana Brings 7 Horticulture Services Under Right to Service Act With Defined Timelines

Chandigarh, May 23 - The Haryana Government has brought 7 services of the Horticulture Department within the ambit of the Right to Service Act, 2014, ensuring a defined timeline for their delivery. A notification in this regard was issued by Chief Secretary Sh. Anurag Rastogi. The notification states that for the Sanction of application upon submission of complete documents on Hortnet, a timeline of 21 days has been set and for the Grant of Nursery Fruit Licence and Nursery Seed Licence, a timeline of 90 been days has set.

The Disbursement of subsidy after physical verification subject to availability of funds has to be done in 30 days. For the Disbursal of incentive after submission of the claim by the claimant and Settlement of claim after approval from competent authority under the Bhavantar Bharpayee Yojana (BBY), a timeline of 21 days has been set. For the Enlistment of Farmer Producer Organization upon submission of complete documents and feasibility report of formation of FPO, a timeline of 45 days has been set.

Additionally, designated officers, first grievance redressal authorities, and second grievance redressal authorities have been notified to facilitate timely service delivery.

Health Department monitoring COVID-19 situation, no cause for worry: Arti Singh Rao

Chandigarh, May 23 - In view of the recent surge in COVID-19 cases in various parts of the country, the Haryana Health Department is closely monitoring the situation and is taking all necessary steps to ensure public safety and preparedness.

Haryana currently has four active COVID-19 cases — two in Gurugram and two in Faridabad, with no international travel history. All four cases (two male and two female patients) are mild in nature and are currently under home quarantine. There has been no requirement for hospitalization, and all patients are under regular medical supervision. Notably, all four individuals were previously vaccinated against COVID-19, which has helped keep symptoms minimal. A person from Gurugram district who was earlier detected with the virus has already recovered.

Haryana Health and Family Welfare Minister Arti Singh Rao said, “There is no need to panic. This variant is mild and manageable, and we are following all advisories issued by the Government of India from time to time. Citizens are advised to remain calm and continue following COVID-appropriate behaviour. ”

The minister said to ensure readiness, civil surgeons across the state have been directed to maintain logistics and treatment facilities. She said the Haryana Government continues to prioritize the health and safety of its citizens.

Notably, while COVID-19 is now considered another type of viral infection, basic precautions such as hand hygiene, wearing masks in crowded areas and avoiding unnecessary gatherings are still encouraged.

Complete work of International Horticulture Market by June 2026, Shyam Singh Rana tells officials

Chandigarh, May 23 - Haryana Agriculture and Farmers’ Welfare Minister Sh. Shyam Singh Rana directed the officials to complete the development works in the International Horticulture Market, Ganaur (Sonipat) by June 30, 2026 so that the market can be started.

Sh. Rana was reviewing the development works going on in the International Horticulture Market here today.

On this occasion, the Agriculture Minister told the officials that this market will prove to be especially beneficial for the farmers of Haryana, as fruits and vegetables can be sold in the international market. He said it is estimated that 20 lakh tonnes of horticultural produce will be traded in this market every year, and farmers of the state will get the facility to sell their horticultural and agricultural produce at one place. This will increase the income of farmers. He informed that this mandi will provide international-level marketing facility to the fruit and vegetable producers to increase their agricultural income.

Sh. Shyam Singh Rana was informed that the area of this mandi is 554 acres and 17 international-level sheds and 13 buildings are being constructed in this mandi. All these sheds have been identified for different horticultural products which mainly include mango, banana, apple, watermelon and other mixed fruits. Apart from these, construction work is underway for tomato, onion and other various vegetables, flowers, fish and meat, and foreign pavilion as well as sheds for farmers.

It was also informed in the meeting that the construction work of 13 buildings such as Kisan Vishram Griha, workshop, police station, taxi stand, retail zone, institution building, etc. is in progress.

The minister reviewed the ongoing road construction, parking work and rain water drainage and sewerage system in the International Horticulture Market and directed the officers to speed up the work.

Additional Chief Secretary of Agriculture and Farmers’ Welfare Department Sh. Raja Sekhar Vundru, Managing Director of HIHMCL Sh. Mukul Kumar, Chief Engineer Sh. Mohinder Singh and other departmental officers were present in the meeting.

Standard photo ID cards to be issued to BLOs: Pankaj Agarwal

ECI takes several initiatives to improve the efficiency, transparency, and inclusivity of the electoral process

Chandigarh, May 23 – Haryana Chief Electoral Officer, Sh. Pankaj Agarwal said that the Election Commission of India has introduced 18 major initiatives aimed at improving the efficiency, transparency, and inclusivity of the electoral process. These measures will strengthen key areas including voter convenience, participation of political parties, procedural reforms, legal framework, capacity building of election staff and internal operations of the Commission. These changes are expected to benefit voters, stakeholders, and political parties across Haryana.

He said that one of the key initiatives is that the maximum number of voters at each polling station will now be limited to 1,200. Similarly, more polling stations will be set up in multi-storey society buildings, colonies. To keep the voter list updated, death registration data will now be automatically verified and received directly from the RGI’s database.

He said that voter information slips will also be made more user-friendly. Voter serial numbers and part numbers will now be displayed more prominently. All India All Party Meetings were held at CEO, DEO, ERO levels. 4,719 meetings were held by the Election Commission with political parties across the country in which more than 28,000 representatives of political parties participated. These included representatives from major national and state-level parties such as the Aam Aadmi Party, Bharatiya Janata Party, Bahujan Samaj Party, Communist Party of India (M), and National People’s Party. Capacity-building programmes for booth-level agents of political parties from Bihar, Tamil Nadu, and Puducherry were also organised at IIIDEM, New Delhi, where their roles and responsibilities were explained.

A new integrated dashboard called ECINET has also been launched which aims to provide all services at one place for all stakeholders. This will combine the services of over 40 apps/websites into a single platform to serve voters, political parties, and candidates with complete information and services in one place. The issue of duplicate EPIC numbers has been resolved, and a new system has been introduced to ensure each number is unique, he added.

He further said that, 28 stakeholders have been identified in the entire process of preparing the voter list and conducting elections, which include voters, election officers, political parties, candidates and others, which are based on the Representation of the People Act 1950 and 1951, the Registration of Electors Rules (1960), the Conduct of Elections Rules (1961), and the ECI from time to time. Training presentations are being prepared for each of these stakeholders based on the Acts, Rules and guidelines of the Commission.

Sh. Agarwal said that Booth Level Officers (BLOs) will now be issued standard photo ID cards. Under a capacity-building initiative at IIIDEM, over 3,000 booth-level supervisors have already been trained, and more than 1 lakh BLO supervisors will be trained over the next few years.

He said that training programmes for SMNOs and MNOs were also held at IIIDEM, with participation from all 36 States and Union Territories. To improve operational efficiency, biometric attendance has been implemented, and the Election Commission has started using e-Office systems for operationalization.

Farmers in the Farrukhnagar and Pataudi regions should actively participate in the government's water conservation efforts

Treated STP water to be provided for irrigation in 30 villages

Chandigarh, May 23 - Haryana Minister for Environment, Forest and Wildlife, and Industry and Commerce, Rao Narbir Singh said that farmers in Farrukhnagar and Pataudi regions in the district should contribute in the government's efforts to conserve water. A plan is underway to supply treated water from Sewage Treatment Plants (STPs) to approximately 30 villages in the area for agricultural and horticultural use. He also emphasized the importance of community participation in this initiative and said that in this regard he would personally engage with local farmers next week

Speaking to media persons after inspecting the STP channel between Gurugram and Jhajjar on Friday, Rao Narbir Singh said that the government is working to raise awareness among farmers about the declining groundwater levels and encouraging them to use treated STP water. This initiative aims to reserve canal water for the growing drinking water demands of the region.

Providing details of his inspection tour, the Minister said he inspected the STP channel from Gurugram to Jhajjar. Currently, 75 million litres per day (MLD) of treated water is being discharged into the channel from the Dhanwapur plant, which has a total capacity of 218 MLD. The channel itself has a capacity of 500 MLD. This treated water is already being utilized by farmers in the Jhajjar district for irrigation.

He further said that, with modern water purification technologies, STP-treated water is now safe and effective for agricultural use. Utilizing this water can help curb the depletion of groundwater and provide farmers with a reliable alternative for irrigation. He said that relevant departments have been directed to raise awareness among farmers regarding the use of treated water and to offer necessary technical support. The government’s broader goal, he said, is to enhance agricultural productivity while preserving the environment and conserving vital water resources.

Builders must use only STP-Treated Water for Construction; Strict action for violations- Rao Narbir Singh

Rao Narbir Singh has directed the Haryana State Pollution Control Board to strictly enforce the use of treated water from Sewage Treatment Plants (STPs) in all construction activities. He emphasized that the use of groundwater for construction is a significant contributor to the region’s water crisis, and curbing it is essential for sustainable water management. The use of STP-treated water in construction must be mandatory. Directions have been issued to the officers concerned to take immediate and strict action against any builder or construction agency found violating this directive.

STPs installed at project sites to be inspected; Non-Compliance to Invite Penalty

Rao Narbir Singh further said that the government is committed to environmental protection and water conservation. Directions have been issued for inspections of STPs installed by builders within their project sites.

The Minister said that it has been noticed, several builders have installed STPs but are not maintaining them adequately

Keeping this in view, officers concerned have been directed to inspect these facilities and, if deficiencies are found, challans should be issued by environmental regulations.

Centre serious on pollution issue, Haryana to ensure only treated water is discharged into Yamuna

Rao Narbir Singh said that the state government will fully support the central government’s mission to clean the Yamuna River.

The Minister said that the central government, under the leadership of Prime Minister Sh. Narendra Modi, is committed to pollution control and has set an ambitious target to clean the Yamuna within the next five years.

He said that the central government is serious about pollution and has directed all states to take concrete measures to protect and clean the country's rivers.

The Minister said that the Haryana government will work shoulder to shoulder with the Centre in this national mission and ensure that only treated water is discharged into the Yamuna.

He said that the Haryana State Pollution Control Board has been directed to regularly monitor water bodies and swiftly address any identified sources of pollution. To reinforce these efforts, he will personally inspect the Badshahpur drain in Gurugram next week.

Two new STPs of 100 MLD each will be set up by 2028

Highlighting ongoing efforts to enhance urban wastewater management, Rao Narbir Singh said that two new Sewage Treatment Plants (STPs), each with a capacity of 100 MLD, will be established in Bahrampur by 2028. Currently, three STPs with a combined capacity of 218 MLD are operational in Dhanwapur, and two STPs with a total capacity of 170 MLD are functioning in Bahrampur. The addition of the two new facilities will significantly boost the state's ability to treat wastewater effectively. These new STPs will not only improve the purification of urban wastewater but also serve as a significant step forward in the protection of our water resources and the environment, the minister said.

Chandigarh, May 23 – Haryana Chief Minister Sh Nayab Singh Saini today announced that a government institution in the state will be named in honour of Maharishi Kashyap. In addition, the Chief Minister also announced a grant of Rs 21 lakh each for the expansion of Kashyap Rajput Dharamshalas located at the pilgrimage sites of Kurukshetra and Kapal Mochan.

The Chief Minister was addressing the gathering at the state-level celebration of Maharishi Kashyap Jayanti, held under the 'Sant-Mahapurush Vichar Samman and Prasar Yojana' in Ladwa, Kurukshetra district.

On this occasion, he also declared that a square in Ladwa will be named after Maharishi Kashyap. He further announced that a plot will be given for the construction of a Kashyap Rajput Dharamshala in Ladwa, Kurukshetra or Indri, subject to a feasibility assessment. He assured that all other demands presented would be referred to the relevant departments to assess the feasibility so that they can be fulfilled on a priority basis.

Praising Maharishi Kashyap as a beacon of Indian culture and spirituality, the Chief Minister said, "Muniraj Kashyap provided a new direction to human civilization through his wisdom, penance, and scholarly works. Texts such as the Smriti Granth and Kashyap Samhita continue to guide society. His inspirational legacy will always illuminate the path for humanity."

While paying tribute to Maharishi Kashyap, Sh Nayab Singh Saini said that the Kashyap community has a rich and glorious history dating back to ancient times. During the Ramayana era, it produced powerful rulers such as King Nishad, who offered shelter to Lord Shri Ramchandra Ji during his exile. The community also made significant contributions to India’s freedom movement.

He said that the Kashyap community has made a significant contribution to nation-building by upholding the ideals and principles of Maharishi Kashyap Ji. Referring to the recent Operation Sindoor, he said that following this tragic incident, Prime Minister Sh Narendra Modi pledged that those responsible for attacking innocent civilians would face decisive retribution and that the time had come to eliminate the last traces of their presence. In line with this commitment, strong action was taken to destroy terrorist hideouts. He said that through the courage of brave individuals like you, India sent a strong message to both the terrorists and to Pakistan, which shelters them. He added that the entire world is amazed with the bold decision-making of Prime Minister Modi and the bravery of the Indian Armed Forces, which is equipped with modern technology.

The Chief Minister further said that Prime Minister Sh Narendra Modi has set an ambitious goal of transforming India into a developed nation, a global leader, and a cultural superpower by the year 2047. Mission Antyodaya: Empowering the Poorest

Sh Nayab Singh Saini said that the State Government is fully committed to spreading the messages and teachings of great spiritual and historical figures through the Sant-Mahapurusha Samman Vichar Prasar Yojana. In order to realize their vision of equality and social justice, the present government is implementing a range of welfare schemes aimed at uplifting the most underprivileged sections of society.

Highlighting the initiatives being undertaken for the welfare of poor and backward classes, the Chief Minister said that over the past ten and a half years, the State Government has consistently worked to empower the poorest families, guided by the principle of Sabka Saath, Sabka Vikas, Sabka Prayas. He said that students from backward classes are now entitled to 27 percent reservation in educational institutions. In addition, the income limit defining the creamy layer for backward classes has been raised from Rs 6 lakh to Rs 8 lakh per annum.

The Chief Minister also shared various initiatives being undertaken for the welfare of farmers across the state. He said that after forming the government for the third consecutive term with significant support from the Kashyap community in the last general elections, the government has been working swiftly toward the all-round development of the state. Of the promises made in the Sankalp Patra, 19 have already been fulfilled, and the remaining 90 will be fulfilled soon.

Haryana transport to run special buses for UPSC aspirants

Exam centres set up in Gurugram and Faridabad

Chandigarh, May 23 — The Union Public Service Commission (UPSC) is conducting its Preliminary Examination across the country on May 25. To help students appearing for this exam, the Haryana State Transport Department has decided to run special buses from all districts of the state to the exam centres in Gurugram and Faridabad. Buses will be operated from all districts depending on the demand and number of passengers and will run one day before the exam and on the day of the exam.

Sharing information in this regard a spokesperson of the department said that these special buses will be arranged based on the number of candidates, passenger demand ensuring that students can reach their exam centres without any trouble.

The spokesperson said that Haryana Transport currently operates around 3,900 buses from its 24 depots and 13 sub-depots, serving nearly 9 lakh passengers daily. These buses cover a distance of about 11 lakh kilometres each day.

Notably, UPSC has set up exam centres in 80 cities across the country, where around 10 lakh candidates are expected to appear for the preliminary exam on May 25, 2025.
