Mann Dares Opposition: Speak Now or Be Remembered for Betraying Punjab’s Waters

Sangrur, May 22:Slamming the BJP led Union government for hatching conspiracies to ruin Punjab, the Chief Minister Bhagwant Singh Mann said that the state government will vehemently oppose the draconian move of the centre to deploy CISF at Bhakra Dam and will not give a single penny as expenditure on it.

“Centre should understand one thing: we neither have any drop of surplus water for other states nor any single penny to pay the Ministry of Home Affairs (MHA) for the unwarranted CISF”, said the Chief Minister while interacting with the media persons here today.

The Chief Minister said that the state government will never pay this amount as it is a move aimed at stealing the water of the state by deploying the central forces on the Dam. He said that they need everything from Punjab in terms of food grains and others but on the other hand they are trying to snatch the waters of the state through this action. Bhagwant Singh Mann said that instead of giving any special package to Punjab for its immense contribution, the BJP is meting out step motherly treatment to the state.

The Chief Minister said that he will flag this issue before the Prime Minister in the meeting of the NITI Aayog slated to be held on Saturday. Bhagwant Singh Mann said that the BJP is resorting to such tactics as they are against the state because people of Punjab have never voted for them. He said that it is surprising to note that though Punjab leads the country in contribution to the food pool besides giving maximum representation in the Indian Army but the BJP led centre has always ignored the state.

The Chief Minister said that the Modi government is suffering from anti-Punjab syndrome due to which they are hell bent on ruining the state. Bhagwant Singh Mann said that if the will of BJP led NDA government prevails then they will omit the name of Punjab from the national anthem also. He quipped that the Congress leaders in BJP should not remain mum over this issue and clear their stand on this high handedness of the saffron party.

The Chief Minister said that the BJP led government has no respect for the federal structure or the constitution adding that every constitutional body has been diluted. He said that the Governors are being used to stall the working of the democratically elected governments, which is a serious threat to the democracy. Bhagwant Singh Mann said that such repressive and autocratic moves of the saffron party will be opposed tooth and nail to ensure that the interests of the state are safeguarded by all means.

The Chief Minister said that Bhakra Beas Management Board (BBMB), is a puppet in the hands of centre, leaves no stone unturned to harm the interests of the state and fresh order of MHA is a part of it. He said that 296 cops of the CISF will be deployed at the Bhakra Dam which will cost Rs 8.58 crore to the state. Bhagwant Singh Mann said that why should we pay this money to the BBMB when Punjab Police is already ensuring safety of the dam free of cost.

The Chief Minister said that this will not be allowed as it is a nefarious design of the BBMB and BJP to steal the waters of the state by deploying CISF. He said that the BJP leaders including self proclaimed savior of Water Captain Amarinder Singh, Sunil Jakhar, Manpreet Singh Badal, Union Minister Ravneet Singh Bittu and others should make their stand clear on it. Bhagwant Singh Mann said that this is a clear attempt by the BJP and BBMB to dilute the stake of Punjab over the waters.

The Chief Minister said that credit limit has been decreased, RDF funds have been stalled and now this draconian move. He said that the deployment of CISF is an irrational and arbitrary move as it will put extra burden on the state exchequer. Lashing out at the Centre for withholding Punjab's funds, Bhagwant Singh Mann blamed the Central government for displaying bias and discrimination against non-BJP state governments.

The Chief Minister said that states like Kerala, West Bengal, Tamil Nadu, and Punjab have been compelled to knock the doors of the Supreme Court to obtain their rightful funds. Describing BBMB as a white elephant, he reiterated that it is totally useless and unacceptable in the present form adding that Punjab will never accept it now. Bhagwant Singh Mann said that BBMB had violated its own constitution by calling meetings in haste under the pressure of the BJP.

However, the Chief Minister said that the people of the state had risen against the high handedness of the BJP government and BBMB to snatch the waters of the state due to which the stealing of water was prevented. He unequivocally said that in today’s grim scenario when water level is receding fastly and water resources are being dried up so every water agreement should be reviewed after every 25 years. Bhagwant Singh Mann said that the routine water as per quota of Haryana was started yesterday as per its allocation but not even a single drop of access water will be allowed.

The Chief Minister categorically said that Punjab being a border state, the state is fighting the nation's war to combat terrorism and drugs but unfortunately we are asked to pay a hefty fee for it. Citing an example, he said that after the terrorist attack had taken place in Dinanagar (Pathankot), the Government of India had demanded Rs 7.5 crore from the state for sending para military forces during the attack. Bhagwant Singh Mann said that this is unfortunate and illogical as the state whose maximum sons are martyred while serving the country in the Armed forces has to pay these fees.

Expressing concern over big fat weddings in the state, he said that they are putting a huge burden on the pockets of the common farmers.

The Chief Minister, while batting for simple weddings, said that it is the need of the hour so that farmers can be pulled out of the vicious circle of debt. He said that the lavish weddings should be avoided as they put the farmers of the state under huge debt thereby leading to serious repercussions in the coming times. Bhagwant Singh Mann said that the farmers should come out of the mad race of competing with each other on spending the money lavishly just as their neighbours or relatives had been doing so.

The Chief Minister also called upon the farmers to adopt the technique of using the farm equipment on custom hiring basis from the Cooperative societies as it will help them in curtailing the heavy cost expenditure meted out on farming. He said that the state government was already giving huge subsidies to the cooperative societies for purchasing such equipment. Bhagwant Singh Mann said that these resources should be utilized judiciously to make agriculture a profitable venture by cutting the expenditure meted out on it.

The Chief Minister said that the state government is already laying major thrust to strengthen the cooperative sector in the state. Bhagwant Singh Mann unequivocally said that Cooperative sector is the lifeline of the country, which has played a pivotal role in the socio-economic development of the country in the post-independence era. Congratulating these meritorious students who have cleared this exam with flying colors, he extended best wishes to them for their future.

The Chief Minister said that these girls had been able to shine through their hard work and dedication adding that students, their parents and teachers deserve accolades for this achievement. He envisioned that these students will become role models for other students and inspire them to excel in the arena of education by pursuing higher education. Bhagwant Singh Mann said that the state government is committed to providing the best environment of school education for the students, especially the girls, so that they can succeed in their lives.

The Chief Minister categorically said that Punjabis have proved that if the state can protect the borders of the country they can aptly save the waters of state too. He said that Punjab has a glorious history of making supreme sacrifices to protect the 532 kilometres long border with Pakistan. Bhagwant Singh Mann said that this time also Punjabis were at the forefront giving a befitting reply to the Pakistani Army and on the other hand they saved the share of their water too.

The Chief Minister said that for around 20 days the hard working and vigilant people of the state didn’t allow Haryana and centre to steal even a single drop of water from Punjab. He said that for years, Punjab’s water has been diverted to other states through the BBMB adding that hands of Congress, Akalis and BJP were drenched with blood of Punjabis as these parties have backstabbed them by ignoring the water rights of the state for vested interests. Bhagwant Singh Mann said that the earlier leaders of Punjab had backstabbed the people on several issues by giving importance to their own interests over that of state.

On the occasion Registrar Cooperative Societies Vimal Setia and others were present.

400% Return, Zero Coercion; Punjab’s Land Pooling is India’s Boldest Pro-Farmer Policy : Harpal Cheema

No More Force, Only Fairness — Bhagwant Mann Govt Empowers Farmers with Choice and Profit : Harpal Cheema

Akali - BJP & Congress are rattled: Land Pooling to Uproot Builder Mafia and Enrich Farmers : Harpal Cheema

Policy gives decisive blow to land mafia, era of illegal colonies and forcible land acquisitions : Harpal Cheema

Chandigarh, May 22-Punjab Finance Minister Advocate Harpal Singh Cheema on Thursday announced a landmark initiative by the Chief Minister Bhagwant Singh Mann-led Punjab Government: the implementation of an innovative Land Pooling Policy designed to foster transparent and planned urban development across the state. This policy marks a significant departure from past practices, prioritizing voluntary participation and empowering landowners to become active stakeholders in the state's progress.

Addressing a press conference at Punjab Bhawan, Finance Minister Harpal Singh Cheema highlighted the the policy's core principle of 100% voluntary participation. "Under this visionary policy, there will be no forcible land acquisition. We developed a model that respects the rights and aspirations of our farmers and landowners."

The Finance Minister highlighted the substantial economic benefits for participating landowners. "This policy directly addresses the growing demand for affordable housing in our urban centers, driven by Punjab’s rapid urbanization. Market estimates indicate that farmers who engage in this Land Pooling Policy stand to gain up to a 400 percent return on their land investment," he stated.

The Finance Minister said that the development agencies of the Punjab Government would undertake the development of pooled land, ensuring the provision of modern infrastructure, including roads, water supply, sewerage, drainage, and electricity. "Once developed, the land, returned to the original landowners as per their contribution, will appreciate significantly. Landowners will have the autonomy to utilize their developed land as they see fit, whether for personal use or for sale," said Cheema.

Finance Minister Cheema positioned this policy as a decisive blow against the land mafia and the era of illegal colonies and forcible land acquisitions. "For the past three decades, the Congress, Akali-BJP governments have operated in collusion with the land mafia, enriching their political allies at the expense of our farmers. This policy puts an end to that corrupt system," he asserted.

He further criticized the opposition parties for their “crocodile tears” and attempts to mislead the general public against AAP government’s efforts to revolutionize urban development and empowering landowners in Punjab. "Their outrage is a transparent attempt to protect their crony land mafia," said Cheema while adding, "During their tenures, countless acres of land were forcibly seized from farmers and subsequently sold to developers and builders for exorbitant profits. They are terrified that the AAP government’s plan to extend this Land Pooling Policy to all major cities in Punjab, ensuring affordable and world-class housing, will dismantle their lucrative network of corruption."

The Finance Minister reiterated the Chief Minister Bhagwant Singh Mann led Punjab Government’s commitment to ensuring that the benefits of urban development reach the common people, not just a select few. "This policy is a testament to the AAP government's dedication to transparent governance and equitable development. We are building a Punjab where prosperity is shared by all, and the exploitation of our farmers and working-class citizens is a thing of the past," he concluded.

Land Pooling Policy’s Unmatched Benefits for Farmers: (Explainer)

The benefits of the policy are evident when comparing the old land acquisition policy with the new land pooling policy. For instance, if the market rate of one acre of land is Rs 1.25 crore, under the old policy, it would be acquired for Rs 1.2 crore, calculated by multiplying the collector rate of Rs 30 lakh by a factor of 2 (for rural areas) and adding a 100% solatium.

In contrast, under the land pooling policy, the landowner would receive a developed residential area of 1000 square yards and a commercial area of 200 square yards in exchange for contributing one acre of land. Assuming a price of Rs 30,000 per square yard for residential areas and Rs 60,000 per square yard for commercial areas, the total value the landowner would receive would be approximately Rs 4.2 crore (1000 sq yds x Rs 30,000 + 200 sq yds x Rs 60,000). This starkly highlights the significant benefits offered by the land pooling policy.

BHAGWANT SINGH MANN GOVERNMENT EXPEDITES WORK ON FOUR-LANING OF PATIALA-SIRHIND ROAD AT A COST OF RS 119.6 CRORE

CONSTRUCTION IS PROGRESSING EXPEDITIOUSLY AND IS SCHEDULED FOR COMPLETION BY MARCH 31, 2026, ASSERTS HARBHAJAN SINGH ETO*

Chandigarh, May 22:The long-awaited work of four-laning of Patiala-Sirhind road is progressing at a fast pace with the efforts of the Punjab government led by Bhagwant Singh Mann.

Providing more details, Punjab Public Works Department Minister S. Harbhajan Singh ETO disclosed that this project was announced by the Chief Minister S. Bhagwant Singh Mann during the Vyapar Milni at Patiala last year and includes a steel bridge over the Bhakra Main Line near village Sidhuwal and the widening of the existing road to a four-lane configuration.

The Cabinet Minister informed that so far, 25% of the total work has been accomplished, with Rs.32 crore already spent. The steel bridge near village Sidhuwal has been constructed and is now operational for traffic. The construction is progressing expeditiously and is scheduled for completion by March 31, 2026.

He said that the four-laning of this road will also eliminate 12 identified accident-prone zones, thereby substantially enhancing road safety and potentially preventing numerous fatalities.

He said that the completion of this Rs.119.6-crore project, including the newly constructed steel bridge over the Bhakra canal, represents a pivotal milestone toward alleviating traffic congestion, improving safety standards, facilitating trade and commerce and strengthening regional connectivity.

He informed that administrative approval for the project was issued by the previous government on December 9, 2021 at an estimated cost of Rs.119.6 crore and the work was allocated precipitately during the previous government due to the then-impending Assembly elections, without securing statutory clearances from the Ministry of Environment, Forest and Climate Change (MoEFCC) and with pending utility relocation. Consequently, the work could not commence and the contractor began raising contractual disputes. The public was thus deprived of a secure, four-lane transportation facility. As a result, the contract awarded in January 2022 had to be terminated.

The Cabinet Minister categorically said, under the visionary leadership of Chief Minister S. Bhagwant Singh Mann, the requisite clearances were expedited and the project was re-allotted only after obtaining all mandatory approvals to ensure seamless execution. A total of 22.59 hectares of forest land along the Right of Way (ROW) was acquired and in compensation, the Forest Department, Punjab, is developing 45.18 hectares of forest land elsewhere in the state.

In lieu of 7392 trees, 1733 under-girth poles and 5730 plants that required removal for the project, the Forest Department is undertaking the plantation of 60106 saplings under compensatory and additional compensatory afforestation initiatives, he added.

The Minister said that departmental officers have been instructed to rigorously adhere to project timelines, maintain exemplary quality standards and ensure prompt execution.
