Nayab Singh Saini today virtually inaugurated state-level essay writing and story narration competitions titled “Suno Kahani Shri Guru Tegh Bahadur Ji Ki” from the Haryana Secretariat on the occasion of the 350th Shaheedi Diwas of Shri Guru Tegh Bahadur Ji.

Paying tribute to the unparalleled courage, sacrifice, and supreme martyrdom of Guru Sahib, the Chief Minister said that the life of Shri Guru Tegh Bahadur Ji stands as an eternal example of truth, courage, and humanity.

Present on the occasion were Chief Principal Secretary to Chief Minister Sh. Rajesh Khullar, Additional Chief Secretary of Home Department Dr. Sumita Misra, Additional Chief Secretary of Higher Education Department Sh. Congratulating all participating students, teachers, and parents, the Chief Minister said that the objective of these competitions is to inspire the younger generation to follow the path shown by our Gurus and national heroes. He said that from Shri Guru Nanak Dev Ji to Shri Guru Gobind Singh Ji, all Gurus have sanctified the land of Haryana with their presence, and their teachings remain deeply rooted in the hearts of the people.

He further informed that more than three and a half lakh students from schools across the state are participating in this initiative, which reflects the growing inspiration the new generation draws from the ideals and sacrifices of the Gurus. He urged students to participate wholeheartedly and imbibe the values of sacrifice, tolerance, equality, and justice propagated by Shri Guru Tegh Bahadur Ji.

The Chief Minister said that today’s tech-savvy generation should use social media and other platforms to spread messages of humanity, compassion, and brotherhood — this would be the truest tribute to Shri Guru Tegh Bahadur Ji. Kurukshetra to Get Ring Road Facility Soon: CM Nayab Singh Saini

Rs 250 Crore Sanctioned for the Development of Kurukshetra: CM

Chandigarh, November 3 – Considering the increasing number of devotees visiting Kurukshetra, the work on the proposed Ring Road project in the holy city is progressing rapidly. The Detailed Project Report (DPR) is almost complete. Prime Minister Sh. Narendra Modi has sanctioned Rs. 250 crore for the development of Kurukshetra, giving a new identity to the sacred city.

This was stated by Haryana Chief Minister Sh. Nayab Singh Saini while responding to questions from journalists during a press conference held at Haryana Niwas regarding the upcoming International Gita Mahotsav. The Chief Minister said that during a public rally held in Kurukshetra in 2014, Prime Minister Sh. Narendra Modi had remarked that Kurukshetra, the birthplace of the Bhagavad Gita, should receive global recognition. Acting on this vision, the State Government has implemented several initiatives to give Kurukshetra international prominence. Today, the holy land attracts a large number of tourists and devotees not only from across India but also from abroad. The Gita Jayanti Mahotsav has now earned worldwide recognition.

He further stated that the city is being developed in a grand and attractive manner. The Anubhav Kendra at Jyotisar, based on the epic events of the Mahabharata era, is almost complete. On November 25, Prime Minister Sh. Narendra Modi will visit Kurukshetra on the occasion of the 350th martyrdom anniversary of Hind Di Chadar Shri Guru Tegh Bahadur Ji and will also participate in the International Gita Mahotsav.

The Chief Minister said that this year, the Ministry of External Affairs is playing a special role in organizing the International Gita Mahotsav. Invitations have been sent to 24 countries through the Ministry.

Responding to a query regarding the Government of India’s Krishna Circuit project aimed at promoting tourism, the Chief Minister said that Kurukshetra is no longer just a pilgrimage site but is emerging as a global centre of attraction. Under this project, along with Kurukshetra, plans are also underway for the restoration of Pinjore Gardens in Pinjore and the beautification of Tikkar Tal.

In response to another question, the Chief Minister said that the sacred city is being adorned on the Mahabharata theme. Major intersections are being named after characters from the Mahabharata, and murals depicting scenes from the epic are being created across the city. This will allow visiting devotees and tourists to experience the legendary events of that era in a vivid and immersive manner.

*Haryana Government Announces Wage Revision for Part-Time and Daily-Wage Workers from January 2025*

Chandigarh, November 3: The Haryana Government has revised the wages of part-time and daily-wage workers engaged in various government departments, boards, corporations, and public undertakings across the state. The new wage structure will come into effect from January 1, 2025,

According to a notification issued by the Chief Secretary Sh. Anurag Rastogi, the decision to revise wages follows numerous representations from government departments and organizations requesting an upward revision in the remuneration for workers employed on a part-time or daily basis.

The notification divides the state into three district categories — Category-I, Category-II, and Category-III — for determining wage rates. This classification takes into account socio-economic and developmental differences among districts. The revised rates have been prescribed for different levels of workers under each category.

In Category-I districts, workers at Level 1 will now receive a monthly wage of ₹19,900, a daily wage of ₹765, and an hourly wage of ₹96. At Level 2, the monthly wage has been fixed at ₹23,400, with a daily wage of ₹900 and an hourly rate of ₹113. For Level 3, the monthly wage will be ₹24,100, daily wage ₹927, and hourly wage ₹116.

In Category-II districts, the Level 1 wage will be ₹17,550 per month, ₹675 per day, and ₹84 per hour. At Level 2, the monthly wage will be ₹21,000, daily wage ₹808, and hourly wage ₹101. For Level 3, the monthly wage has been set at ₹21,700, daily wage ₹835, and hourly rate ₹104.

In Category-III districts, the revised wage at Level 1 will be ₹16,250 per month, ₹625 per day, and ₹78 per hour. Workers at Level 2 will receive ₹19,800 monthly, ₹762 daily, and ₹95 hourly, while Level 3 workers will get ₹20,450 monthly, ₹787 daily, and ₹98 per hour.

International Gita Mahotsav celebrations to begin at all District Headquarters from November 28

Madhya Pradesh designated as partner state for International Gita Mahotsav

Chandigarh, Nov 3 - Haryana Chief Minister Sh. Nayab Singh Saini said that Prime Minister Shri Narendra Modi will participate in the state-level event being organized in Kurukshetra on November 25 to commemorate the 350th Shahidi Diwas of Hind Ki Chadar Sri Guru Tegh Bahadur Ji. The Prime Minister will also take part in the International Gita Mahotsav. The 10th edition of the International Gita Mahotsav will be held in Dharmakshetra–Kurukshetra from November 15 to December 5. For the first time, the festival will span 21 days.

Addressing a press conference here on Monday, the Chief Minister said that the International Gita Mahotsav will present a unique confluence of culture, knowledge, and spirituality. He said that Dharmakshetra–Kurukshetra covers a 48-kos radius and is home to numerous pilgrimage sites. The Kurukshetra Development Board has identified 182 such sites. Highlighting the festival’s growing global appeal, the Chief Minister said the Gita Mahotsav has already been celebrated in Mauritius, London, UK, Canada, Australia, Sri Lanka, and Indonesia. The number of devotees from India and abroad attending the Mahotsav in Kurukshetra, the birthplace of the Bhagavad Gita, continues to rise each year, prompting extensive preparations annually.

He further informed that Madhya Pradesh will be the partner state for this year’s International Gita Mahotsav. Known for its rich religious and spiritual heritage, Madhya Pradesh’s participation as the partner state has significantly enhanced the festival’s stature. A special cultural pavilion from Madhya Pradesh is being constructed at Purushottam Pura Bagh near Brahma Sarovar, offering visitors an immersive experience of the state’s diverse traditions.

The Chief Minister added that the International Gita Mahotsav will be formally inaugurated on November 24 with a Gita Yagna and worship ceremony at Brahma Sarovar. A three-day International Gita Seminar will also be inaugurated at Kurukshetra University. In addition 25 scholars from 16 countries will be present in the International Seminar with the support of the Ministry of External Affairs, Government of India.

He also mentioned that through the Ministry of External Affairs, Gita Mahotsav programs will be organized in 51 countries and broadcast live. Twenty Pandits from Fiji and Trinidad and Tobago will visit Kurukshetra for two days to participate in various festival programs.

The Chief Minister informed that from November 26 to 30, a Katha will be conducted by Padma Vibhushan awardee Rambhadracharya under the aegis of Jeeyo Geeta at Purushottampura Bagh. In addition, a Sant Sammelan will be held at Purushottampura Bagh on November 29, where renowned saints from across the country will convene to discuss the teachings of the Gita and the essence of spirituality. On November 30, the All India Devasthanam Conference will take place in the Senate Hall of Kurukshetra University, bringing together heads of various religious and spiritual institutions from across India.

The Chief Minister also said that the Information and Public Relations Department, Haryana, will operate a YouTube channel during the festival. Devotees will be encouraged to share their experiences and reflections on their favourite verses from the Bhagavad Gita, highlighting how these teachings have influenced their lives. The most viewed video clip will be awarded a cash prize of Rs 1 lakh during the festival’s closing ceremony.

He said that a grand Gita Maha Aarti will be held on the sacred banks of Brahma Sarovar from November 15 to December 5. Cultural programs will also be organized at various pilgrimage sites across the 48 Kos Kurukshetra region from November 25 to December 1. On December 1, a Gita Yagya, Gita Path and Bhagwat Katha will take place at the Jyotisar Tiratha. On the same day, a global recitation of the Gita will be conducted by 18,000 students at the Theme Park, Kurukshetra, with millions of devotees and Gita enthusiasts from India and abroad joining online.

The Chief Minister further informed that a 48 Kos Tirtha Sammelan will be organized in the auditorium of Kurukshetra University, with representatives from all 182 Tirtha Samitis of the Kurukshetra region participating. On December 1, a grand Deepotsav will be celebrated simultaneously at all 182 pilgrimage sites, accompanied by a Gita Shobha Yatra. As in previous years, a Gita Book Fair will be held at Brahma Sarovar from November 24 to December 1. Alongside this, an exhibition on public welfare schemes, a craft fair, a fun fair, and the traditional Balram Kushti Dangal will also be organized.

Gita Mahotsav events across Haryana Districts from November 28

The Chief Minister said that International Gita Mahotsav celebrations will also be held across all district headquarters of Haryana starting November 28. A Gita Shobha Yatra will be organized in every district on December 1. Also, 1,800 students will participate in a global recitation of the Gita, while village panchayats will celebrate the Deepotsav at their respective pilgrimage sites in the evening.

Gita scholar Swami Gyananand Maharaj said that the International Gita Mahotsav has brought about a remarkable transformation in Kurukshetra, giving the city a unique identity on the global stage. He said that Kurukshetra holds a place of great significance among the sacred pilgrimage sites of India. Owing to the dedicated efforts of the Haryana Government, the Gita Jayanti Mahotsav has now attained international stature, drawing millions of pilgrims and tourists from India and abroad.

Haryana Staff Selection Commission to Conduct Biometric Verification for Group-D Candidates

Chandigarh, November 3 - The Haryana Staff Selection Commission (HSSC), the state's nodal recruitment agency, has decided to conduct a comprehensive biometric verification for all candidates selected for the Group-D, Common Cadre posts against Advertisement No. 01/2023. This proactive measure is being implemented to ensure the integrity of the recruitment process and to conclusively address potential issues such as impersonation, litigation, and court cases. The HSSC has requested that all relevant authorities promptly furnish the necessary details of the newly joined Group-D employees.

A letter in this regard has been issued by the Human Resources Department, directing all Heads of Departments, Divisional Commissioners, and the Deputy Commissioner, Panchkula, to immediately cooperate with the HSSC. The letter instructs these offices to forward the complete details of the Common Cadre, Group-D candidates who have joined their respective offices to the Secretary of the Haryana Staff Selection Commission.

The recommended candidates were initially directed to join the offices of the respective Divisional Commissioners or the Deputy Commissioner, Panchkula, before their final posting orders were issued through the HKCL Portal. The upcoming biometric verification is the final step to secure the appointments and validate the identity of every selected candidate, cementing the government’s commitment to fair and transparent recruitment.

Anil Vij today said that the addition of five new air-conditioned electric buses (e-buses) to Ambala’s local transport network will further boost the city’s eco-friendly public transport infrastructure. With this addition, the total number of e-buses operating in Ambala has increased to 15, marking another significant step towards sustainable and comfortable urban mobility.

Sh. Vij said that these new AC e-buses have been allocated to the Ambala Roadways Depot and will soon begin operations on various local routes. These buses will provide a comfortable, convenient, and eco-friendly travel experience to passengers, he added.

23 modern bus queue Shelters Under Construction

Sh. Vij said that to enhance passenger convenience, 23 new modern bus queue shelters are being constructed along Ambala’s local routes. Each shelter will feature seating arrangements, lighting, and fans to ensure comfort for commuters while they wait for buses.

He said that the initiative aims to ensure that passengers no longer have to wait in discomfort for local buses. The shelters are being developed at key locations such as Capital Chowk, Chungi Chowk, Tundla, Defence Colony, Kalrahedi, Shastri Colony, DRM Office, Sundar Nagar, Chandpuri Colony, Machonda, Shahpur, Civil Hospital (Ambala Cantt), Subhash Park, BD Floor Mill, Hathi Khana Mandir, Rangia Mandi Chowk, Nanheda, SD College, Mahesh Nagar, Tangri Bandh Road, Babyal, Dalipgarh, and Boh.

Local Bus Service relaunched After 25 Years, Thanks to Vij’s Efforts

Due to the persistent efforts of the Transport Minister, Sh. Anil Vij, Ambala’s local bus service was revived after nearly 25 years. The service was relaunched on November 1 last year with 10 mini-buses. Subsequently, five AC electric buses were introduced on January 26 (Republic Day), followed by five more on June 5, 2025 (World Environment Day). With today’s addition of another five e-buses, the total has now reached 15 electric AC buses operating on city routes.

Haryana Right to Service Commission orders Rs.5,000 compensation to consumer in average billing case

Chandigarh, November 3- The Haryana Right to Service Commission has expressed serious concern over the case of a consumer who was issued electricity bills on an average basis for more than five years. The Commission said that it is highly regrettable that the consumer did not receive bills based on actual meter readings for such a long period, and that this issue remained unaddressed by the Nigam's review system.

Sharing information in this regard a spokesperson of the Commission said that this was not an isolated case, similar complaints have been raised in the past, prompting the Commission to issue repeated directions. In earlier orders, the Commission had directed the Managing Directors of both Nigam to formulate a relief or recovery policy in cases of such prolonged average billing.

The spokesperson said that the Commission observed that despite having sufficient monitoring systems in place, continuing to charge consumers on average billing for years tarnishes the reputation of the Nigam.

According to the facts of the case, the consumer’s final readings are based on actual consumption, which he must pay for. However, the lab report mentioned allegations that the meter was deliberately burnt. The Commission refrained from commenting on this, stating that such technical matters fall within the jurisdiction of the Nigam. If the consumer disagrees with the findings, they may appeal before the appropriate forum as per the rules.

The Commission held that issuing a lump-sum heavy bill to the consumer was unreasonable and unfair. The SGRA had earlier awarded only Rs. 1,000 as compensation to the complainant, which the Commission found inadequate.

Therefore, the Commission ordered compensation of Rs. 5000 (the maximum limit under the Act) to the consumer. The amount will be recovered from the officers found responsible for the lapse, after the investigation.

The Chief Minister further said that this month, numerous programs are being organized across the state to mark the 350th martyrdom anniversary of the Ninth Sikh Guru, Shri Guru Tegh Bahadur Ji. A state-level event will be held in Kurukshetra on November 25 to commemorate his supreme sacrifice. He added that November is a month for the people of Haryana to immerse themselves in the spirit of devotion and spirituality.

Sh Nayab Singh Saini said that Haryana accounts for only 1.34 percent of the country’s area and 2.09 percent of its population, yet the state contributes 3.6 percent to India’s GDP. Haryana’s per capita income is the highest among large states, standing at approximately Rs 3.53 lakh, compared to just Rs 343 in 1966. At that time, the state’s exports were only Rs 4.5 crore, which have now risen to over Rs 2.75 lakh crore. He added that Haryana also leads among large states in per capita GST collection, and the offices of 250 Fortune 500 companies are located in the state.

The Chief Minister further stated that Haryana is the first state in the country where 24 crops are procured at the Minimum Support Price (MSP). The state also offers the highest sugarcane price in the country at Rs 415 per quintal, and provides the highest social security pension of Rs 3,200 per month.

The Chief Minister said that the state is grateful to its agricultural scientists and farmers, whose talent and hard work have made Haryana a leader in food grain production. In 1966, the state produced approximately 26 lakh tons of food grains, which has now risen to 206 lakh tons. Speaking about animal husbandry, he said that Haryana is a state where rivers of milk and yogurt flow from its Murrah buffaloes and Sahiwal cows. In 1966, the state had minimal road, electricity, and water facilities. Today, every village is connected by paved roads, and 86 percent of villages and hamlets get 24x7 electricity. Moreover, tap water is now available in every household, and adequate canals and other irrigation facilities ensure that even low rainfall does not cause drought.

Sh Nayab Singh Saini said that Haryana has emerged as a major hub for the automobile, IT, and other industries. The credit for this achievement goes to the state’s industrialists and workers, while the engineers and planners deserve praise for developing world-class, state-of-the-art infrastructure. Today, the state boasts a network of gleaming, wide highways, expressways, railways, and metro rail, with numerous overbridges and flyovers making life easier for the people.

The Chief Minister added that several world-class educational institutions have been established in Haryana, offering education in every faculty and discipline, attracting students from across the country. He highlighted that Haryana’s youth have brought glory to the state and the nation by winning medals in international sports competitions. He also said that the state’s policy of providing government jobs to youth purely on merit basis has gained nationwide recognition. Haryana is proud to be the first state in the country to implement the new National Education Policy.

He said that women have played an equal and vital role in Haryana’s all-round development. Traditionally, they have contributed significantly to the state’s economy through agriculture, animal husbandry, and cottage industries. Today, Haryana’s daughters are achieving remarkable success in sports, space exploration, and aviation. In modern times, women are efficiently engaged in production, manufacturing, and marketing of various products, with their talent being recognized both nationally and internationally.

On this occasion, the Chief Minister honoured the winning artists of various competitions. Shukanwati from Shri Vishwakarma Skill University, Dudhaula (Palwal), who secured the first position; Archana from Chaudhary Ranbir Singh University, Jind, who secured the second position; and Sahil from Sanatan Dharma College, Ambala Cantt, who secured the third position, were awarded cash prizes of Rs 1,00,000, Rs 75,000, and Rs 50,000 respectively.

During the event, Sh K. M. Pandurang, Director General of the Information, Public Relations and Languages Department, and the Art and Cultural Affairs Department, honoured the Chief Minister by presenting him with a shawl and a memento.

Haryana Cabinet approves Amendments to the 1963 Act and 1965 Rules for Introducing Self-Certification System in Land Use Permissions

Amendments to Strengthen Ease of Doing Business Framework in Haryana

Chandigarh, November 3 – The Government of India has accorded highest priority in Ease of Business (EoDB) reforms through the Compliance Reduction and Deregulation Docket, which aims to rationalize regulatory frameworks and reproduce delays across sectors. As part of this initiative, Town and Country Planning Department, Haryana has identified eight priority reform areas.

In line with the same, the State Cabinet, which met under the Chairmanship of Chief Minister, Sh. Nayab Singh Saini, here today accorded approval to a proposal of the Town and Country Planning Department regarding amendment in the Haryana Scheduled Roads and Controlled Areas Restriction of Unregulated Development Act 1963 in Section 8(1 & 2) and Rule 2, 26A & 26E (3) of Rules, 1965. These changes shall create an enabling legal framework for deregulation and compliance reduction through appropriate directives under section 11 of the Act ibid.

The said amendments have been done to introduce a system under self-certification for industrial purpose in conforming land use zones in notified Development Plans. The system will enable eligible applicants to obtain Change of Land Use permissions through online self-certification, based on digitally submitted documents and automated verification. This will ensure transparency, significantly reduce manual intervention and enhance ease of doing business in the State.

Haryana Cabinet Approves Removal of ‘Couple Case’ Clause in Model Online Transfer Policy, 2025

Chandigarh, November 3 - The Haryana Cabinet, which met under the chairmanship of Chief Minister Sh. Nayab Singh Saini here today, approved an amendment to the Model Online Transfer Policy, 2025, to further strengthen transparency and fairness in the transfer process of government employees.

An employee whose spouse is serving as a regular employee in any Department or Organization of the Government of Haryana, or as a regular employee under any other State Government or the Government of India, and is posted in Haryana, Delhi, or Chandigarh will be awarded the 5 points.

Furthermore, the merit points will be awarded only to one of the two employees of Government of Haryana comprising the couple.

Haryana Cabinet Approves Employment Support for Families of 1984 Anti-Sikh Riot Victims

Chandigarh, November 3 - The Haryana Cabinet, which met under the chairmanship of Chief Minister Sh. Nayab Singh Saini here today, has approved an amendment to the Deployment of Contractual Persons Policy, 2022 to provide compassionate employment to one current family member of those persons of Haryana who were killed during the 1984 Anti-Sikh riots whether in the state or outside.

The decision operationalizes the announcement made by the Chief Minister on August 25, 2025, in the Haryana Vidhan Sabha, reflecting the State Government’s commitment to the welfare and rehabilitation of the affected families.

Under the amendment, a new clause has been inserted in the policy allowing one unanimously identified current family member of riot victims to be considered for deployment through the Haryana Kaushal Rozgar Nigam (HKRN) against a suitable job role in Level-I, Level-II, or Level-III categories, depending on educational qualifications and eligibility criteria prescribed by the HKRN.

If all posts in a department are filled, HKRN will adjust the eligible person in another department or within its own establishment to ensure employment.

This compassionate measure provides a structured mechanism for engagement through HKRN, ensuring fairness, transparency, and dignity for families who suffered irreparable loss of lives during the 1984 riots.

Haryana Cabinet Approves Ordinance to Confer Ownership Rights in Abadi Deh Areas

Chandigarh, Nov 3 - The Haryana Cabinet which met under the chairmanship of Chief Minister Sh. Nayab Singh Saini, here today approved a proposal to issue the Haryana Abadi Deh (Vesting, Recording and Resolving of Ownership Rights) Ordinance, 2025. This landmark initiative aims to confer ownership rights upon occupiers in Abadi Deh areas, based on possession records established through drone surveys and property cards.

The Ordinance will provide statutory recognition to the process of vesting, recording and resolving ownership rights within the Abadi Deh area of a revenue estate to the occupiers.

The primary objective of the Ordinance is to identify, record and resolve ownership rights of occupiers in Abadi Deh areas by determining the persons best entitled to be recorded as owners and vesting ownership rights in them. It seeks to demarcate and delineate the boundaries and areas of each survey unit, creating a presumption of truth in the official records. The Ordinance will also facilitate the transfer of property rights, such as ownership, lease and mortgage (with or without possession), thereby enabling residents to access financial services including bank loans.

In addition to streamlining ownership processes, the legislation will promote planned development in Abadi Deh areas by preserving village heritage, improving civic amenities, enhancing land value and integrating rural layouts with urban development norms. It will resolve long-standing disputes related to boundaries and ownership and to economically empower rural residents by enabling them to leverage their properties for financial transactions.

The Ordinance provides a robust legal framework to support the outcomes of the SVAMITVA Scheme and drone-based surveys. It ensures a transparent and efficient process for recording and vesting ownership rights, fostering community development and equitable access to resources. The Ordinance leverages the comprehensive database established through drone surveys and possession certificates issued under the SVAMITVA scheme, ensuring efficient implementation.

Haryana Cabinet Approves Amendment to Policy for Purchase of Land Voluntarily Offered to Government for Development Projects

Chandigarh, Nov 3 – The Haryana Cabinet, which met under the chairmanship of Chief Minister Sh. Nayab Singh Saini here today, approved a proposal to amend the Policy for Purchase of Land Voluntarily Offered to Government Departments, Government Entities such as Boards, Corporations and Government Companies for Development Projects 2025.

As per the amendment, a new provision regarding admissible consent/offer has been inserted in sub-para 4.1 of para 4 of the said policy. Under this provision, any consent uploaded by a landowner either himself or through an aggregator on the e-Bhoomi portal, fulfilling all the conditions mentioned in sub-paras 5(ii) and (iii) / 6(ii) and (iii), shall be considered valid.

Earlier, under the existing provision, a landowner (either personally or through an aggregator) could offer land on the e-Bhoomi portal at rates up to a maximum of three times the prevailing Collector rates fixed under the Indian Stamp Act, 1899 for the respective district. This restriction on offering rates up to only three times the Collector rates was creating difficulties in obtaining genuine land offers especially from villages where collector rates are much below the market rates under the policy.

Chandigarh, November 3 - The Haryana Cabinet, which met under the chairmanship of Chief Minister Sh. Nayab Singh Saini here today, approved the Teachers’ Transfer Policy, 2025, aligning it substantially with the Model Online Transfer Policy. The revised policy is proposed to replace the existing Teachers Transfer Policy - 2023.

The Teachers' Transfer Policy, 2025 aims to ensure equitable and demand-based deployment of teachers and school heads in a fair and transparent manner, while safeguarding the academic interests of students.

Under the new policy, the concept of zoning has been removed, allowing teachers to choose any school directly.

However, the provision of addition allowance to teachers of RoH cadre to be posted in district Nuh, Hathin and Morni block on their choice, remain same as in Teacher Transfer Policy, 2023. Teachers belonging to the Mewat Cadre shall not be posted outside the cadre.

The allotment of schools will be determined on the basis of the total composite score earned by each teacher, calculated out of 80 points. Age will be the prime factor, carrying a maximum weightage of 60 points. To address special categories such as women, women-headed households, widows, widowers, differently-abled persons, teachers suffering from serious ailments, couple cases, maximum 20 points are provided for teachers of these categories.

In addition, a deduction of 10 marks has been introduced for the teacher during currency of major penalty. If any, Teachers aggrieved by transfer decisions may represent their grievances to the competent authority for redressal. Finally, the special five merit points for couple case will now be available to one employee without any restrictions on distance between the place of posting of the spouse.

Cabinet Approves Relaxation in Compassionate Appointment Policy for Families of Battle Casualties of Haryana Domicile

Nayab Singh Saini, here today approved the compassionate appointments in two time barred cases by relaxing the policy (2014) related to compassionate appointments of dependents of battle casualities belonging to Haryana domicile.

In the first case, appointment to a Group C post was approved for Sh. Sameer, son of Battle Casualty Sep. Satish Kumar (Defence-Army) who died in Action in ‘OP PARAKRAM' on December 28, 2001 and in the second case appointment was approved to a Group C post in favour of Sh. Jangvir Takshak son of Battle Casualty Sepoy Jagdish (Defence-Army) who died in Action on July 26, 2000 in ‘OP RAKSHAK’ (J&K).

Haryana Cabinet Approves Factories (Amendment) Ordinance, 2025 for Labour Reforms

These Reforms Aim to Strengthen Worker Welfare and Promote Ease of Doing Business

Chandigarh, November 3 - The Haryana Cabinet, which met under the chairmanship of Chief Minister Sh. Nayab Singh Saini here today, has approved ‘The Factories (Amendment) Ordinance, 2025’ to modernise labour regulations in line with present-day industrial practices, promote Ease of Doing Business and ensure gender equality and worker welfare in factories across the state.

The Ordinance introduces key amendments to the Factories Act, 1948 pertaining to issuance of appointment letters to workers, women’s participation in all types of factory work, flexible working hours and regulated overtime provisions.

Under the amendment, every employer or factory management will now be mandated to issue a formal appointment letter to each worker at the time of joining, ensuring transparency, clarity on employment terms, and legal protection for both employers and workers.

In another progressive step, women workers will be allowed to work on or near machinery, provided necessary safety measures and protective equipment are ensured by employers. The outdated restriction under Section 27 of the Act prohibiting women and children from working near cotton openers has been omitted, as child labour is already banned under existing laws.

To enhance industrial efficiency, flexibility in working hours is provided to facilitate 5 days working week or 6 days working week, while maintaining the weekly limit of 48 hours. The amendment also increases the permissible overtime limit from 115 hours to 144 hours per quarter. All overtime work will remain voluntary, properly recorded and compensated at double the normal rate of wages, ensuring protection of workers’ rights. The amendment ordinance will be effective after obtaining assert of the President of India.

The new provisions aim to balance the twin objectives of worker welfare and industrial growth, fostering an environment conducive to investment, productivity, and employment generation in Haryana.

Haryana Cabinet Approves Shops and Commercial Establishments (Amendment) Ordinance, 2025

Chandigarh, November 3 - The Haryana Cabinet, which met under the chairmanship of Chief Minister Sh. Nayab Singh Saini here today, has approved the Haryana Shops and Commercial Establishments (Amendment) Ordinance, 2025, aimed at modernizing labour laws, simplifying compliance procedures and promoting a business-friendly environment while safeguarding workers’ welfare.

The amendment aligns the Haryana Shops and Commercial Establishments Act, 1958 with current economic realities and the State’s ongoing reforms for Ease of Doing Business. The key objectives include rationalizing regulations, introducing digital systems for transparency, decriminalizing minor offences, and ensuring balanced protection for workers.

Under the amended provisions, the Act will now apply to establishments employing 20 or more workers, registration will be in automatic mode on the basis of self certification through an online portal, ensuring faster, transparent and accountable service.

To enhance operational flexibility, working hours are made flexible to suit 5 days week or 6 days week working, while weekly working limits remained unchanged at 48 hours. The continuous and the quarterly overtime limit has been raised from 50 to 156 hours, enabling businesses to manage peak workloads efficiently and allowing voluntary workers to avail more overtime allowance at twice the normal wage rates.

The Ordinance makes it mandatory for all employers to issue appointment letters and identity cards to their employees.

The amendment also replaces imprisonment clauses for minor procedural or economic offences with monetary penalties, ensuring effective enforcement without criminalizing small business owners. The penalties have been rationalized to promote compliance and accountability in a fair and facilitative manner.

Haryana Governor’s Discretionary Grant Enhanced from Rs 6 Crore to Rs 8 Crore per Annum

Chandigarh, November 3 – The Haryana Cabinet, which met under the chairmanship of Chief Minister Sh. Nayab Singh Saini here today, has approved a proposal to enhance the limit of the Discretionary Grant of the Hon’ble Governor, Haryana, from the existing Rs 6 crore to Rs 8 crore per financial year, effective from the financial year 2025–26.

The enhancement in the discretionary grant was approved in view of the growing number of petitions received from the poor and weaker sections of society seeking financial assistance, particularly for medical treatment and educational needs. The previous enhancement of the grant was made in 2014–15, when the limit was raised from Rs. 3 crore to Rs. 6 crore per annum.
