Shiv Kumar Becomes New Member of HERC


Chandigarh, August 28 – Haryana’s Energy Anil Vij today administered the oath of office and secrecy to newly appointed member Shiv Kumar of the Haryana Electricity Regulatory Commission (HERC) at his office in the Haryana Civil Secretariat.

On this occasion, Additional Chief Secretary of the Energy Department A.K. Singh, HERC Chairman Nand Lal Sharma, Member (Law) Mukesh Garg, Registrar General of the Punjab and Haryana High Court Chandra Shekhar, Managing Director of Uttar Haryana Bijli Vitran Nigam (UHBVNL) Ashok Kumar Meena, Managing Director of Haryana Vidyut Prasaran Nigam (HVPNL) J. Ganeshanan, Director of New and Renewable Energy Priyanka Soni, Electricity Lokpal R.K. Khanna, Deputy Director Media Pardeep Malik along with senior officials of the power corporations and family members of the newly appointed member Shiv Kumar were present.

It is noteworthy that HERC consists of a Chairman and two members. One member’s position had been vacant, which has now been filled, completing the quorum of the Commission. The Haryana Electricity Regulatory Commission was established on August 16, 1998 under the Haryana Electricity Reform Act, 1997, and formally commenced functioning on August 17, 1998.

Significantly, after Odisha, Haryana was the second state to restructure its electricity boards, separating distribution, transmission, and generation, and forming HERC for regulation. Later, with the implementation of the Electricity Act, 2003 in June 2003, the Commission has been ensuring compliance with the provisions of the Act in the state.

It may be recalled that Shiv Kumar was born and brought up in village Ahun of Kaithal district, Haryana. He obtained his LL.B. and LL.M. degrees from Kurukshetra University. After qualifying the Civil Services Examination, he joined the Central Industrial Security Force (CISF) in 1991 as an Assistant Commandant, served for 14 years, and rose to the rank of Senior Commandant. During this period, he also worked on deputation as Deputy Director with the Delhi Electricity Regulatory Commission for three years.

From 2006 until his selection in HERC, he worked with Tata Power Delhi Distribution Ltd. (TPDDL), serving in the legal, enforcement, and vigilance departments. He has also conducted extensive research on the history of his village and authored the book “Ahun Gaon Ka Itihas” which traces its roots from the Rigveda through the Puranas and Mahabharata, documenting its evolution up to the modern era.

Chandigarh, August 28 – Haryana’s Energy, Transport & Labour Minister Anil Vij said that nowadays two political parties in the country (Congress and RJD), who themselves face numerous allegations of corruption, theft, and scams, are taking out yatras in the name of ‘vote theft’. “This is just like Chor Machaye Shor,” he remarked.

He added that “Bihar has been a land that gave the message of knowledge to the entire world. The people of Bihar are very wise; they know exactly why Congress and RJD are making this noise. But the people of Bihar will surely teach them a lesson in the elections.”

Sh. Vij was responding to media questions today in Chandigarh.

He said that “The country became independent in 1947. Congress took power, and while people were still celebrating freedom, in 1948 Congress committed the Jeep scam involving the purchase of 2,000 jeeps. Then came the Bofors scam, the 2G spectrum scam, the Augusta helicopter deal scam, and even corruption in the housing society in Maharashtra meant for the widows of Kargil martyrs. The list of Congress scams is very long, he added.” “Similarly, the RJD is linked with the fodder scam, the jobs-for-land scam, the IRCTC scam, and many more. Both Congress and RJD should take a look at their own tainted records before raising accusations,” he said.

Sh.Vij further stated, “The Election Commission has a clear process—if there are any errors in the voters’ list, time is given to rectify them. Now the matter is before the Supreme Court, and the Court has already taken cognizance of it. Congress and RJD leaders, instead of misleading people every morning and hurling abuses at everyone, should remember that their own track records are so deeply stained with corruption that even Indian democracy feels ashamed before them. In the upcoming elections, both these parties will pay a heavy price for this.

Chandigarh, August 28 – Haryana’s Energy, Transport & Labour Minister Anil Vij, while responding to the questions raised by the Opposition regarding law and order, said that
“I believe the Hon’ble Chief Minister gave a reply in the Assembly with complete statistics, but the Opposition could not tolerate it and abandoned the floor.”

Sh. Vij replying to a question asked by the media persons in Chandigarh today. He was asked about the Opposition raising questions both inside and outside the Assembly regarding law and order during the last four days of the ongoing session.

Raising a counter-question to the Opposition, Sh. Vij said that “If the Opposition had something to say in response to the data on law and order, they should have replied inside the House itself. The job of the Opposition is to raise its voice, but the government has answered them with facts and figures.”

On the allegations made by Bhupinder Singh Hooda that the government did not provide correct figures in the Assembly, Sh. Vij said that “That is contempt of the House. If incorrect figures were presented, they should have pointed it out in the House itself. They have no right to make such statements outside. The Opposition should raise such objections inside the House, not outside. In the Assembly, everyone gets an opportunity to speak—both the ruling party and the Opposition. But instead of debating, the Opposition runs away from the floor, he added.”

Chandigarh, August 28 – Haryana’s Energy, Transport & Labour Minister, Sh. Anil Vij said that all governments are alert to deal with the damage caused by floods and cloudbursts, and the government is fully prepared to provide relief to the affected people. He added that environmentalists must study and deliberate on the reasons behind cloudbursts.

Responding to media questions here in Chandigarh today, Sh. Vij said that recently, over 30 people lost their lives due to a landslide on the Vaishno Devi route, for which the Hon’ble Prime Minister has also expressed grief.

He further said that “In my entire life, I have never heard of so many incidents of cloudbursts as we are witnessing this year. Villages are being devastated. Environmentalists must reflect on why so many cloudbursts are happening this time, when earlier the frequency was not so high. The government is fully prepared to tackle such natural disasters and is working continuously to restore infrastructure.”

Wrongdoers can never be glorified in this country – Vij

In response to a media question about glorification of criminals, Sh. Vij said that “It is against the spirit of civilization. We should glorify only those who set an example for others to follow. If gangsters and criminals are glorified, people get negatively influenced. In our country, only people of high character have been celebrated and spoken about, and wrongdoers can never be glorified here.”

Replying to a question about the Enforcement Directorate’s raid at the residence of Aam Aadmi Party leader Saurabh Bharadwaj, Sh. Vij said that “The Congress and Aam Aadmi Party have a single agenda: to damage the country’s democratic and autonomous institutions. Whether it is the CBI, ED, ECI or any other democratic institution – their target is the same. Both Congress and AAP have always acted in a dictatorial way, and they want dictatorship in this country, he said.”
