CM pays obeisance at Shri Nada Sahib Gurdwara in Panchkula

Chandigarh, August 28 – Haryana Chief Minister Sh. Nayab Singh Saini said the double-engine government of the Centre and State is imbibing the teachings of the Gurus and following the path shown by them.

The Chief Minister was responding to questions from the media today after paying obeisance at Shri Nada Sahib Gurdwara in Panchkula.

In response to a question, the Chief Minister said a suitable job will be given to one member of the Sikh families in Haryana, who lost their head of the family during the 1984 riots. Families seeking employment can apply through the Deputy Commissioner of their district.

He said in these riots, a large number of Sikh families were attacked and the then government suppressed the files of these riots. But Prime Minister Sh. Narendra Modi retrieved those files and ensured that the culprits were sent behind bars.

Replying to a question related to the recently concluded Assembly session, Sh. Nayab Singh Saini said whatever issues the opposition raised in the Assembly were answered appropriately. Responding to the allegation of vote chori made by the opposition, he said the truth is that the opposition has no real issues. The Congress party remained in power in Haryana for decades and during their tenure corruption, scams, and disorder prevailed, the consequences of which had to be borne by the people of the entire state.

The Chief Minister praised the leadership of Prime Minister Sh. Narendra Modi, saying that under the “Ek Bharat, Shreshtha Bharat” uniform development is taking place across the country. He said the Centre and the State Government are celebrating the Prakash Parv (birth anniversaries) of Sikh Gurus with grandeur and enthusiasm. It was Modi ji who fulfilled the Sikh community’s long-standing wish. In the year 2019, on the occasion of the 550th Prakash Parv of Shri Guru Nanak Dev Ji, the Prime Minister dedicated the historic Kartarpur Corridor to the nation. Now, the Sikh Sangat has started going to pay obeisance at Gurdwara Kartarpur Sahib located in Pakistan.

The Chief Minister also informed that during the Monsoon Session of the Assembly, a proposal was unanimously passed to celebrate the 350th Martyrdom Day of Guru Tegh Bahadur Ji in a divine and grand manner, under which various programmes will be organized in the coming days.

‘Deen Dayal Laado Laxmi Yojana’ to be launched on September 25, birth anniversary of Pandit Deen Dayal Upadhyaya

Eligible women to receive Rs 2,100 monthly financial assistance under the scheme

Chandigarh, August 28 – In State Cabinet meeting held under the chairmanship of Chief Minister Sh Nayab Singh Saini here today, the Haryana Government, fulfilling yet another promise of its Sankap Patra, has decided to implement the “Deen Dayal Laado Laxmi Yojana” for ensuring social security and dignity of women. The scheme will be launched on September 25, 2025, the birth anniversary of Pandit Deen Dayal Upadhyaya. Under this scheme, all eligible women will receive financial assistance of Rs 2,100 per month.

As per the provisions, all women (married and unmarried) aged 23 years and above as on September 25, 2025, will be eligible to avail benefits. In the first phase, families with an annual income of less than Rs 1 lakh have been included. Gradually, other income groups will also be brought under the ambit of this scheme in a phased manner.

To avail benefits under this scheme, it will be mandatory for the unmarried applicant, or the husband in the case of a married applicant, to be a resident of Haryana for the last 15 years. There will be no restriction on the number of beneficiaries from a single family. For instance, if three women in a household are eligible, all three will receive the benefit.

However, beneficiaries who are already covered under any of the following nine schemes—Old Age Samman Allowance, Financial Assistance to Widows and Destitute Women, Haryana Divyang Pension, Ladli Social Security Allowance, Financial Assistance to Kashmiri Migrants Families, Allowance to Dwarfs, Financial Assistance to Women and Girls Acid Attack Victims, Financial Assistance to Widower and Unmarried Persons Scheme 2023, and Haryana Gaurav Samman Scheme for the Padma Awardees are receiving higher financial assistance, will not be entitled to benefits under the Deen Dayal Laado Laxmi Yojana.

It was decided in the Cabinet that applicants suffering from Stage 3 and 4 cancer, any of the 54 listed rare diseases, as well as hemophilia, thalassemia, and sickle cell disease, who are already receiving pension benefits, will also be entitled to the additional benefit of the Deen Dayal Laado Laxmi Yojana. Once an unmarried beneficiary completes 45 years of age, she will automatically become eligible for the Financial Assistance Scheme for Widows and Destitute Women. Similarly, upon attaining the age of 60 years, the beneficiary will automatically qualify for the Old Age Samman Allowance Pension Scheme. In the first phase, about 20 lakh women across Haryana will get the benefit from this scheme.

In the coming days, along with the gazette notification of the scheme, a dedicated mobile application will also be launched for registration. Eligible women will be able to register themselves through this app. In addition, every potentially eligible woman will receive an SMS notification informing her of her eligibility and guiding her to apply on the app. The list of all eligible women will be published in every panchayat and ward. Further, Gram Sabhas and Ward Sabhas will be empowered to raise and register any objections regarding the published lists.

Chandigarh, August 28 – Haryana Chief Minister Sh Nayab Singh Saini said that the women of Punjab have lost faith in the Aam Aadmi Party government and people there are now looking towards Haryana with hope for welfare schemes. He said that just as the Congress party hollowed out Punjab earlier, the Aam Aadmi Party is treading the same path by failing to deliver on the promises made to women during elections.

The Chief Minister was addressing the media persons after the Cabinet’s decision to implement the ‘Deendayal Laado Laxmi Yojana’ here today. Under this scheme, all eligible women will receive financial assistance of Rs 2,100 per month. He said that with this decision, the state government has fulfilled yet another commitment made in its Sankalp Patra.

Sh Nayab Singh Saini further said that the people of Punjab have now made up their mind and well understood that Prime Minister Sh. Narendra Modi is the only leader under whose leadership historic works of public welfare are being carried out across the country. In contrast, the Aam Aadmi Party government in Punjab has proved to be a failture on all three fronts—will, intent and policy.

Haryana government fulfilling promises without elections, Punjab elections near but promises remain unfulfilled

The Chief Minister said that the present Haryana government is committed to fulfilling every promise made in its Sankap Patra. Launching a sharp attack on the Congress, he said that the party misleads people with manifestos during elections, but once in power, forgets them and throws them into the dustbin. Congress leaders say something and do another. He added that the same situation prevails in Punjab under the Aam Aadmi Party. There too, promises of providing financial assistance to women were made during elections, but those promises remain unimplemented till today. In contrast, Haryana, where elections are still far away, continues to fulfill the commitments made in its Sankalp Patra. He said that Prime Minister Sh Narendra Modi’s guarantee means—whatever he promises, he delivers. But the Congress’s guarantee is like Chinese goods—which come with no guarantee at all. He further said that wherever there is a government under the leadership of Prime Minister, be it Maharashtra, Madhya Pradesh, Rajasthan or Haryana, every promise made to the people is being fulfilled.

Promises made to women in Karnataka, Telangana and Himachal Pradesh remain unfulfilled till date

Responding to a question, Chief Minister Sh Nayab Singh Saini said that some parties seek votes during elections but later abandon the people to their fate. He reminded that the Congress had raised the issue of the Laado Lakshmi Yojana during the last session before the monsoon session and also asked questions on it. But when they were asked why the promises made to the women by the Congress governments in Karnataka, Telangana and Himachal Pradesh have not been fulfilled till now, they had no answer, he said.

Replying to another question, the Chief Minister that the Congress and the Aam Aadmi Party “actually eat from the same plate,” and this is why the people have lost faith in them. He said that the Haryana government is purchasing 100 percent of farmers’ crops at MSP, while no such arrangements exist in Punjab. Similarly, while the Ayushman Yojana in Haryana provides health insurance benefits of up to Rs 5 lakh, the people of Punjab are deprived of this facility.

On the allegations made by Congress regarding the Beti Bachao, the Chief Minister said that the Congress has no concrete issues left and their MLAs are resorting to political drama by waving posters in the House. Those who were responsible for female foeticide during their rule are today pretending to talk about women’s dignity, this is truly unfortunate, he added.

Haryana to support flood victims in Punjab; aid proposal sent to CM Bhagwant Mann

Expressing deep concern over the flood situation in Punjab, Haryana Chief Minister Sh Nayab Singh Saini said he is deeply saddened by the extensive loss caused by this natural disaster. He informed that he has written a letter to Punjab Chief Minister Sh Bhagwant Mann, offering to send relief material, rescue teams and medical assistance on behalf of the Haryana government. He said that the Haryana government stands ready to extend every possible support to Punjab on humanitarian grounds. “Wherever Sh Bhagwant Mann says, necessary assistance will be provided immediately so that timely relief can reach the affected people in this hour of crisis, he assured.

*Chief Minister unveils Sankalp Patra of Shaikshik Mahasangh*

Chandigarh August 28: Haryana Chief Minister, Sh Nayab Singh Saini, formally released the Sankalp Patra of the Akhil Bharatiya Rashtriya Shaikshik Mahasangh at his residence, Sant Kabir Kutir, here today.

On this occasion, the Chief Minister extended his best wishes to the office bearers of the Mahasangh, stating that a teacher illuminates society like a guiding lamp. He expressed confidence that the Sankalp Patra, which will take effect from September 1, 2025, will not only serve as an inspiration in the field of education but also stand as a significant milestone.

The State President of the Akhil Bharatiya Rashtriya Shaikshik Mahasangh, Sh Ramveer Sharma, said that on September 1, 2025, the Mahasangh will organize Sankalp Diwas under the theme "Hamara Vidyalaya, Hamara Swabhiman" in nearly five lakh schools across the country, including those in Haryana. As part of this initiative, teachers, students, and the entire school staff will come together to take a collective pledge and adorn their schools.

Chandigarh, August 28 – Haryana Chief Minister Sh. Nayab Singh Saini, while presiding over the 58th meeting of the Water Supply and Sewerage Board held here today, directed officials to strengthen drinking water supply in urban and rural areas and to improve sewerage systems. Along with this, the Chief Minister instructed officials to ensure drinking water supply in 33 dhanis (hamlets) and provide sewerage facilities in 12 new villages under the AMRUT 2.0 scheme.

Public Health and Engineering Minister Sh. Ranbir Gangwa was also present in the meeting. Discussions were held on expediting flagship programmes of the department in both rural and urban areas, and progress of the works already approved for the current financial year was reviewed. The Chief Minister also reviewed the ongoing works under the Mahagram Yojana.

The Chief Minister directed the officials to implement the schemes at a faster pace to ensure clean drinking water in every household. He instructed that complaints regarding the sewerage being laid under AMRUT 2.0 in rural areas be addressed in a timely and planned manner to avoid inconvenience to the public.

*Decision to provide drinking water supply in ‘dhanis’*

It was decided in the meeting that the department will ensure drinking water supply in dhanis having more than 20 houses in Haryana. For this, the department will make all necessary arrangements. The dhanis identified include 2 in Ambala, 5 in Faridabad, 2 in Hisar, 3 in Karnal, 5 in Kurukshetra, 7 in Mewat (Nuh), 2 in Palwal, 3 in Panipat, and 4 in Sirsa. The Chief Minister said that works in these dhanis should be carried out on a priority basis.

*Sewerage facilities in 12 new villages under AMRUT 2.0*

Officials informed the Chief Minister about the challenges in establishing Sewage Treatment Plants (STPs) after laying sewerage under AMRUT 2.0 in rural areas. It was decided that before selecting villages under this scheme, it must be ensured that STPs are established there. Officials also informed that 17 projects have already been completed, and in the next phase, work will soon begin in 12 new villages. Sh. Nayab Singh Saini instructed senior officers to have the Quality Assurance Authority (QAA) conduct inspections of these projects from time to time.

It was also decided in the meeting that sewerage networks in urban areas will be upgraded and new projects will be prepared for treatment of wastewater. The Chief Minister said that clean drinking water and a robust sewerage system are essential both for public health and for environmental safety. Officials of the Public Health and Engineering Department also presented progress reports of ongoing schemes in the meeting. The Chief Minister emphasized that facilities must be provided to the public on time and directed that all departments should work in close coordination.

Chandigarh, August 28 – Haryana Chief Minister Sh. Nayab Singh Saini visited the residence of renowned Punjabi comedian Sh. Jaswinder Singh Bhalla in Mohali and expressed deep sorrow over his demise. He met the family members of late Sh. Jaswinder Singh Bhalla and conveyed his condolences.

The Chief Minister said Jaswinder Bhalla, through his acting and natural style, brought smiles to millions of faces. His demise is an irreparable loss to the world of art and cinema.

Sh. Saini prayed to God to grant peace to the departed soul and give strength to the bereaved family in this difficult time.

Haryana Right to Service Commission penalises Karnal’s District Programme Officer over negligence

Chandigarh, August 28 – The Haryana Right to Service Commission has taken a strict stance over serious negligence and disorder found in the office of the District Programme Officer (DPO), Karnal. The Commission clarified that due to lack of coordination between subordinate staff and the DPO office, and the failure to issue timely directions, a beneficiary could not be provided the benefit of the scheme within the stipulated time limit, which led to a violation of the Haryana Right to Service Act, 2014.

A spokesperson of the Commission informed that the inquiry revealed this case to be an example of how officers’ indifference and lack of accountability can cause undue hardship to citizens. The Commission described the functioning of the DPO office as disorganized and made it clear that it is the responsibility of the office head to ensure timely and effective operations.

The Commission, finding the DO-cum-DPO, Karnal guilty under the Act, has imposed a fine of ₹10,000 on him and ordered payment of ₹5,000 compensation to the appellant. This amount will be deducted from his salary for September 2025. The fine will be deposited in the state treasury and the compensation will be transferred directly to the appellant’s bank account. The Commission has directed the Director General, Women and Child Development Department, to ensure deduction and payment of the amount and submit a compliance report to the Commission by October 13, 2025.

Along with this, the Commission has also directed the Director General of the Women and Child Development Department to deposit the scheme amount into the appellant’s account by September 5, 2025, and to provide comprehensive training to field staff on the e-Kuber system, so that beneficiaries do not face unnecessary delays or inconvenience in the future.

The Commission has further instructed the Additional Chief Secretary of the Department to ensure that the distribution of all schemes and services is carried out entirely online, so that transparency and accountability are maintained.

It is noteworthy that the complainant, a resident of Karnal, in his complaint filed before the Commission, alleged that under the scheme of the Women and Child Development Department, the appellant was not provided the benefit within the stipulated period under the Haryana Right to Service Act, 2014. The matter was registered on July 26, 2024, on the Saral Portal, but the amount was provided to the beneficiary on April 30, 2025, which was significantly delayed from the set timeline. The complaint also mentioned that the main reasons for this delay were lack of coordination in the office, delay in Unicode verification at the assistant level, and negligence by the accountant in bill processing. The appellant alleged that due to not receiving the benefit on time, he had to face unnecessary hardship.

HSSC Chairman felicitates five employees for outstanding duty during CET examination

Chandigarh, August 28 – Haryana Staff Selection Commission (HSSC) Chairman Sh. Himmat Singh, on Wednesday, felicitated five employees in Panchkula with special commendation certificates and cash rewards for their exceptional contribution to the successful conduct of the Common Eligibility Test (CET)-2025.

The names of the employees include, Special Police Officers from Sonipat, Sh. Devender Kumar and Sh. Pawan Kumar, ESI Rishipal, Amit Kumari (Clerk, Panchkula), and Satish Kumar (Clerk, Rohtak Roadways). They were recognized for their dedication, sincerity, and exemplary performance during the examination process.

Sh. Himmat Singh informed that the Commission has also issued appreciation letters to the Deputy Commissioners and Superintendents of Police of all districts who managed the CET examination effectively. Along with this, the Commission has suggested that Deputy Commissioners and Superintendents of Police also encourage their subordinate officers and employees who performed excellently during the examination by awarding them appreciation certificates.

Sh. Himmat Singh said that the Commission will soon felicitate HSSC staff employees who played a crucial role in making the CET examination process successful.

The Chairman emphasized that conducting a large-scale examination like the CET successfully is possible only through teamwork, hard work, and integrity. At every stage of the examination process, these employees carried out their duties with utmost sincerity and efficiency, setting an inspiring example for others.

Senior officers of the Commission were also present on this occasion. Notably, the CET examination was successfully conducted on July 26 and 27, during which admit cards were issued to more than 13.48 lakh candidates.

Northern Zonal Council meeting to be held at Surajkund, Faridabad on September 11

Chandigarh, August 28 – The 32nd meeting of the Northern Zonal Council will be held on September 11 at Surajkund, Faridabad. The meeting will be chaired by Union Home Minister Sh. Amit Shah. A review meeting regarding the preparations for this event was held today through video conferencing under the chairmanship of Chief Secretary Sh. Anurag Rastogi.

Sh. Rastogi informed that Chief Ministers, Lieutenant Governors, and Chief Secretaries of eight states and Union Territories will participate in this meeting. These include Haryana, Punjab, Himachal Pradesh, and Rajasthan along with the Union Territories of Chandigarh, National Capital Territory of Delhi, Jammu & Kashmir, and Ladakh.

After the meeting, Faridabad Divisional Commissioner Sh. Sanjay Joon reviewed arrangements related to security, traffic management, parking, accommodation, transportation, medical facilities, and emergency services. He directed the officers to complete all preparations in a timely manner and said there should be no shortcomings in the preparations for this meeting of national importance.

*Promote National TB Elimination Programme in your constituencies, Speaker Harvinder Kalyan urges legislators*

Chandigarh, August 28 – Haryana Vidhan Sabha Speaker Sh. Harvinder Kalyan appealed to all legislators to extend their cooperation in making the state TB-free under the ‘TB-Free India’ campaign.

Yesterday, on the last day of the Monsoon Session of the Haryana Assembly, he urged all members to ensure public participation and support for the National TB Elimination Programme (NTEP).

He requested legislators to promote TB-related activities in their respective constituencies, as the active participation of people’s representatives would give further momentum to NTEP and accelerate Haryana’s progress towards the goal of a TB-Free India. He also urged them to support efforts to tackle challenges related to TB in their constituencies and to participate in Nikshay camps.

The Speaker said all legislators should address public gatherings on TB, spread awareness through local newspapers, radio, and television, and help remove stigma and misconceptions associated with the disease. He encouraged them to motivate people to seek treatment at the early stages of symptoms.

He further appealed to legislators to take the Nikshay pledge with communities during public meetings. He asked them to inspire industries, corporate houses, non-governmental organizations, and citizens to become Nikshay Mitras and adopt TB patients and their families. He added that Nikshay Mitras and people cured of TB in their constituencies should be honoured for their contributions to the fight against TB.

The Speaker also emphasized using social media channels (Facebook, WhatsApp groups, and Twitter) to share information about Nikshay camps and important achievements related to TB. He said with everyone’s cooperation, these efforts would give new direction to the TB Elimination Programme in Haryana and together we will build a healthy and TB-free Haryana.
