Chandigarh August 27: Haryana Chief Minister Sh Nayab Singh Saini, while making a significant announcement in the Haryana Vidhan Sabha here today, said that stamp duty on the registration of residential plots up to 50 square yards in urban areas and up to 100 square yards in rural areas under the Pradhan Mantri Awas Yojana, Mukhyamantri Shahri Awas Yojana, and Mukhyamantri Gramin Awas Yojana will be completely abolished.

The Chief Minister was responding to the calling attention motion moved by the opposition regarding the increase in collector rates, during the monsoon session of Haryana Vidhan Sabha today.

Refuting the opposition’s allegations, the Chief Minister said that they are unsuccessfully trying to mislead the public on this issue. Presenting the figures, he said that during the opposition’s rule from 2004-05 to 2014, the collector rate increased by an average of 25.11 percent, whereas under the present government from 2014 to 2025, the increase has been only 9.69 percent. He also emphasized that the government has not introduced any new tax on registration. The Chief Minister clarified that since 2008, stamp duty has been levied at 7 percent (including a 2 percent development fee) for men and 5 percent for women, and these rates remain unchanged to this day.

Taking a dig at the opposition, the Chief Minister said that the issue is not about increasing the collector rate, but about individuals who engage in land deals using black money to evade stamp duty. He urged the opposition to stand up for the poor and the underprivileged, rather than supporting those who profit from illegitimate means. He further informed that the stamp duty on the purchase and sale of Gaushala land, which was reduced to 1 percent in 2019, has been completely waived off in 2025.

The Chief Minister said that the revision of collector rates is a routine and transparent process, conducted annually in accordance with prevailing market prices. He pointed out that collector rates were also increased regularly during the Congress government's tenure. Between 2004-05 and 2013-14, the rates saw annual increases ranging from 10 percent to 300 percent across all districts. For instance, in Faridabad, the rates rose by 300 percent in 2008 and 220 percent in 2011-12; in Karnal, by 220 percent in 2012-13; in Mahendragarh, by 100 percent in both 2010-11 and 2011-12; and in Jhajjar, by 109 percent in 2007-08.

He accused the opposition of lacking a central formula for determining collector rates during their time in government, alleging that amendments were made to favor builders and the land mafia. He said that, to benefit these groups, collector rates were deliberately kept low in areas where they owned land.

The Chief Minister informed that out of a total of 2,46,812 segments in the state, the collector rate has been increased by only 10 percent in 72.01 percent of them. This entire process is based on a data-driven and rational formula, under which the top 50 percent of property registries in each segment were analyzed. In areas where the registry value was 200 percent higher than the collector rate, the maximum increase applied was 50 percent. Despite this adjustment, collector rates in most areas still remain significantly below actual market prices. This step aligns with the government's objective of promoting transparent transactions and good governance, while effectively curbing black money and enabling the public to conduct property transactions at real and fair prices.

Chandigarh, August 27 – On the last day of the Haryana Vidhan Sabha Monsoon Session, the Haryana Legislative Assembly (Facilities to Members) Second Amendment Bill, 2025 was passed to amend the Haryana Legislative Assembly (Facilities to Members) Act, 1979.

Under section 3 of the Haryana Legislative Assembly (Facilities to Members) Act, 1979, every member of the Haryana Legislative Assembly is entitled a repayable advance, not exceeding one crore rupees, for a house building advance for the purchase of a built up house or flat or for building a house or flat to be constructed by the Co-operative Group Housing Society of which he is a member, or, for the purchase of a motor car, or for both, with the provision of below the age of sixty years for second time advance and with the provision for House Building Advance for third time below the age of sixty years.

The existing provision of below the age of sixty years for availing a second time advance for both (i.e. house building and for the purchase of a motor car) and a third time House Building Advance, impose an undue restriction on members for drawing such repayable advances; an additional amount of ten lakh rupees, in addition to one crore rupees, for effecting major repairs, additions or alterations to the house of a member; under the present provisions of the Haryana Legislative Assembly (Facilities to Members) Act, 1979- a member, after taking the first advance under the above mentioned sub-section, the member below the age of sixty years, may be entitled to draw repayable advance for the second time immediately after the completion of recovery of principal amount along with interest on the previous advance.

A member shall also be entitled to draw upto a maximum of ten lakh rupees for effecting major repairs, additions or alterations to his house, if repayment of an amount equal to ten lakh rupees has already been made against the outstanding principal amount of house building advance.

The provision relating to the age of sixty years for availing the second or third time advance be removed. In addition to one crore rupees, an additional amount of ten lakh rupees should be provided so that the member can get his house repaired or altered.

Chandigarh, August 27 - The Monsoon Session of the Haryana Vidhan Sabha proved significant in many respects. During the discussion on the adjournment motion brought by the opposition on the issue of law and order, concern was expressed over the growing trend on certain social media platforms of glorifying gangsters and criminals. After a detailed discussion, the House unanimously passed a resolution and agreed to send it to media platforms.

Moving the resolution on behalf of the Government, Development and Panchayat Minister Sh Krishan Lal Panwar said that glorifying criminals projects their image as heroes in the minds of the youth. This trend not only weakens the cultural and moral fabric of society but also undermines the tireless efforts of the police force, which works day and night to maintain law and order.

The House expressed the view that all media institutions must refrain from any form of glorification of criminals and gangsters. Their names and photographs should not be published under any circumstances.

The resolution was passed unanimously in the House in which media platforms were strongly urged to consciously discourage the tendency of glorifying criminals and instead give priority to such ideas and personalities who inspire the new generation to follow the path of education, hard work and truth.

Vidhan Sabha Speaker Sh Harvinder Kalyan also associated himself with the resolution and assured the House that it would be conveyed to all media platforms on behalf of the Haryana Assembly.

Chandigarh, August 27 – Haryana Chief Minister, Sh. Nayab Singh Saini said that the State Government is taking concrete measures to simplify the land consolidation process across the Yamunanagar to Palwal region. As a result, this issue will be resolved soon.

The Chief Minister was responding to a question on land consolidation in Panipat district during the ongoing monsoon session of the Haryana Vidhan Sabha here today.

He said that the problem of land consolidation along the Yamuna river is not confined to a single district. It stretches from Yamunanagar to Palwal, affecting many villages situated along the Yamuna river, including those in Panipat district.

The Chief Minister assured in the House that effective steps are underway to streamline the consolidation process across the state and added that the issue will be settled at the earliest.

Chandigarh, August 27– Haryana Development and Panchayat Minister, Sh. Krishan Lal Panwar, said that a Special Task Force (STF) was constituted in 2017 to curb organised crime and deal with criminals. So far, the STF has arrested 1,830 criminals, and at present, nine field units are actively functioning across the state.

Sh. Panwar was replying on behalf of the Chief Minister to a question raised by MLA, Sh. Aditya Surjewala on law and order during the last day of the Monsoon Session of Haryana Vidhan Sabha today.

The Minister said that between 2018 and 2025, there has been a consistent decline in serious crimes such as murder, attempt to murder, rape, robbery, kidnapping, extortion, theft, molestation, illegal sale of narcotics.

He shared that in 2018, a total of 1,104 murder cases were registered, which have come down to 530 till July 31, 2025. Similarly, cases of attempt to murder reduced from 984 to 602, rape from 1,296 to 663, robbery from 194 to 57, and kidnapping from 5,015 to 2,316. Extortion cases also fell from 299 to 254 in the same period.

Similarly, theft cases dropped from 28,969 in 2018 to 13,972 in 2025. Molestation cases decreased from 2,671 to 662, while cases registered under the NDPS Act came down from 2,587 to 2,138.

He further said that the total number of IPC/BNS cases declined from 1,08,212 in 2018 to 63,136 by July 31, 2025. In the past two years, through special campaigns against gangsters, the police successfully solved 14 robbery cases, 43 loot cases, 111 burglary cases, 316 theft cases, and 214 other criminal cases.

He also informed the House that Look out Circular and Red Corner Notice have been got issued against 24 gang members/criminals whose links with foreign countries have been found during investigation.

Chandigarh, August 27 – Haryana Irrigation and Water Resources Minister, Smt. Shruti Choudhry, informed the house during the last day of the Monsoon Session today that, unlike drains, there is no fixed plan for desilting rivers before every monsoon. However, due to frequent heavy rainfall and deposition of silt in recent years, desilting of rivers was started as a one-time measure in the year 2025 with the aim of increasing the carrying capacity of rivers and reducing the possibility of floods.

She said that in six locations/villages of Kurukshetra district, tenders were invited twice to remove around 65.31 lakh cubic meters of silt, but due to lack of bidders, the process could not be finalized. Subsequently, tenders were invited for desilting about 60,000 cubic meters of silt near waterways of bridges at four important parts/villages. Out of these, by June 25, 2025, nearly 75 percent of the work had been completed in three locations. However, the work had to be temporarily stopped due to the increasing flow of water in the Markanda river.

She further said that once the monsoon season is over, the silt to be removed will be reassessed, and the work will be completed before the onset of the next monsoon soon

Chandigarh, August 27 – Haryana Irrigation and Water Resources Minister Smt. Shruti Choudhry, while providing information during the Question Hour in the Monsoon Session of the Vidhan Sabha today, said the Som River is a tributary of the Yamuna and carries water only during the monsoon season. For the rest of the year, the river remains dry.

She informed that in some villages of Vyaspur in Sadhaura constituency and Chhachhrauli block, where there are no embankments, temporary flooding is observed. For a permanent solution to this problem, the department is working on various proposals. Smt. Shruti Choudhry said the work of desilting the Som River is under consideration and it will be completed after obtaining the necessary approval from the Mining Department. For this, the District Survey Report (DSR) has to be prepared by the Monitoring Committee.

She further informed that the Irrigation and Water Resources Department is also preparing a proposal to create a water body on approximately 100 acres of Panchayati land in Malakpur Bangar village to control floodwater.

She said approval has been granted for the construction of the Adi Badri Dam on the Som River, with a total capacity of 244.94 hectare meters, near the Haryana–Himachal Pradesh state border. Along with this, the Som Saraswati Barrage, with a storage capacity of 45 hectare meters, has also been approved on the Som River at the upper end of Rampur Gainda Bridge.

She also mentioned that the Saraswati Reservoir, with a live storage capacity of 1314 hectare meters, is being constructed on the Panchayati land of villages Rampur Herian, Rampur Kamboyan, and Chhalaur.

She stated that once these projects are completed, the problem of flooding in this area will be completely resolved.

Chandigarh, August 27 – Haryana’s Cooperation and Tourism Minister Dr. Arvind Sharma, while providing information during the Monsoon Session of the Vidhan Sabha, said the total area of shamlat land of 23 villages situated along the Yamuna River in Panipat district is approximately 15,807 acres.

He informed that consolidation (chakbandi) work is underway in Hathwala village of Samalkha tehsil and Nanheda village of Bapoli tehsil. In Hathwala, consolidation is being carried out on 2,106 acres of land, and in Nanheda, on 856 acres of land. This process is being conducted in accordance with the provisions of the East Punjab Holdings (Consolidation and Prevention of Fragmentation) Act, 1948.

Dr. Sharma further stated that in the remaining 21 villages, consolidation work has not yet started due to cases pending in court. The Hon’ble Court has ordered the construction of pillars on the Haryana–Uttar Pradesh border. The Survey of India has already marked the boundaries, and the Public Works Department is carrying out the pillar construction work, which is currently in progress. Once this is completed, consolidation work will begin.

He also informed that in another village, Dhansoli (tehsil Bapoli), proceedings under Section 32 of the Punjab Land Revenue Act, 1887 are pending, and therefore consolidation has not started there either.

Dr. Sharma said that regarding the consolidation process in Hathwala village, some residents had lodged complaints. On investigation, irregularities were found, and it has been requested that the process be carried out afresh, while some other residents are demanding that the process be completed quickly. In this matter, legal opinion has been sought, and action will be taken against the guilty persons.

Chandigarh, August 27 – Haryana’s Health Minister Arti Singh Rao said the construction work of Shri Guru Teg Bahadur Sahib Government Medical College at Panjupur village in Yamunanagar district is moving ahead at a fast pace. Nearly 70 percent of the work has already been completed, and the project is expected to be completed by March 2026.

The Minister was replying to a question during the ongoing Monsoon session of the Vidhan Sabha today.

She informed that the department will seek permission from the National Medical Commission to commence admissions to MBBS courses in the academic session 2027–28. Admissions to paramedical courses will also begin simultaneously. She assured the House that the work will be completed within the prescribed timelines.

She added that the establishment of this medical college is a significant milestone for Yamunanagar and the surrounding region, as it will not only expand access to quality medical education but also strengthen healthcare services in the area.

Chandigarh, August 27 – Haryana Irrigation and Water Resources Minister, Smt. Shruti Choudhry, while providing information during the Monsoon Session of the Vidhan Sabha today, said that the government has taken concrete steps to ensure drainage of rainwater in the affected villages of Hansi constituency.

She informed that out of the 9 villages in the Hansi region, 7 projects worth Rs. 2,378.31 lakh have been approved in 4 villages – Bhatol Jattan, Jeetpura, Channat, and Thurana – to drain floodwater from the fields. Of these, 3 projects have already been completed, and floodwater is being effectively drained from those areas, while work on the remaining 4 projects is in progress and will be completed by March 31, 2026.

She further said that in the remaining 5 villages – Dhana Kalan, Mehnda, Bhatla, Kumbha, and Rampura – the situation of waterlogging is being closely monitored during the current monsoon. If required, permanent drainage schemes for these villages will be approved through HSDR and FCB.

She added that during every monsoon, temporary EP/DP/VT pump sets are also installed in the affected areas to immediately remove water accumulated in the fields. The government’s objective is to ensure that before the onset of the next monsoon, a permanent solution to the problem of waterlogging/inundation is implemented in all the villages.

Chandigarh, August 27 – Haryana Minister of State for Sports Sh. Gaurav Gautam informed that for the year 2024–25, an amount of Rs. 1,00,77,000 has been released to the District Sports Officer, Fatehabad, as scholarship in the form of diet money for 1,150 players of 46 sports nurseries running in Fatehabad district, for the period from July 2024 to January 2025.

The Minister was replying to a question raised by MLA Sh. Balwan Singh Daulatpuria during the Monsoon Session of the Haryana Vidhan Sabha today. He further stated that in the financial year 2025–26, a total of 53 sports nurseries are being run in Fatehabad district. For the selected 1,325 players of these nurseries, scholarships in the form of diet money will be provided. The attendance of these players from April 2025 to June 2025 is currently being uploaded on the nursery portal by the respective sports nurseries. As soon as the attendance is uploaded, the scholarships will be released to the players.

*Portal for ‘One-time Purchase Incentive’ for buyers of electric/hybrid electric vehicles opens today *

*Buyers of vehicles priced between Rs40 lakh and Rs70 lakh can apply*

Chandigarh, August 27 – The Haryana Government is providing a special incentive to buyers of electric/hybrid electric vehicles. Vehicle owners who have purchased electric/hybrid electric vehicles priced between Rs40 lakh and Rs70 lakh, and whose vehicles have been registered between May 1, 2025, and July 24, 2025, will be eligible to apply for the “One-time Purchase Incentive” on the Invest Haryana Portal. All eligible buyers can submit their applications on the portal from August 28, 2025, to September 27, 2025. The portal will remain open for only one month.

Giving this information, a spokesperson of the Industries and Commerce Department, Haryana, said the use of electric/hybrid electric vehicles will not only contribute to improving the environment but will also help in reducing the expenses of the common people. He stated that electric/hybrid electric vehicles emit less carbon dioxide, thereby reducing pollution. Research has consistently shown that electric vehicles generate fewer greenhouse gases and air pollutants compared to petrol and diesel cars.

Mahipal Dhanda, said that a demand letter for the regular recruitment of 1,456 posts of PRT (JBT) teachers in the Mewat cadre was sent to the Haryana Staff Selection Commission, Panchkula, on July 24. Punjab and Haryana High Court, Chandigarh, has put a stay on this recruitment.Therefore, as soon as the High Court lifts the stay, the Haryana Staff Selection Commission will proceed further with the recruitment process.

*No discrimination in awarding cash prizes and jobs to sportspersons: Sports Minister*

*From 2014 till now, 16,409 sports persons have been awarded cash prizes worth Rs.641.08 crore*

Chandigarh, August 27 – Haryana Minister of State for Sports Sh. Gaurav Gautam said there is no discrimination by the State Government in awarding cash prizes and government jobs to sportspersons who have brought glory to the state and the country by winning medals in the Olympics, Paralympics, Asian/Para Asian Games, and several other championships and games.

He said that Haryana Government has always been supporting the sportspersons. From time to time, cash prizes have been awarded to medal winners of the Olympics, Paralympics, Asian/Para Asian Games, and other championships in accordance with the State’s cash award policies.

The Sports Minister was responding in the Vidhan Sabha today to an Attention Motion moved by some members. Sh. Gaurav Gautam informed that since April 1, 2017, cash awards are being given to Haryana sportspersons who win medals or participate in international and national sports competitions, under the state government’s Cash Award Notification. From 2014 till now, cash prizes have been awarded to sportspersons of the state. He stated that since 2014, a total of 16,409 sportspersons have been given cash awards amounting to Rs.641.08 crore. Sportspersons seeking government jobs can submit their applications at the Directorate of Sports, Panchkula.

The Sports Minister further informed that since 2013–14, the Haryana Government has offered government jobs to 231 sportspersons, out of which 203 have already joined.

He also highlighted that during the previous Congress Government, Olympic medal winners were given Rs.5 crore for gold, Rs. 3 crore for silver, and Rs. 2 crore for bronze, while participants were given Rs. 11 lakh. In contrast, under the present BJP Government, Olympic gold, silver, and bronze medal winners are being awarded Rs. 6 crore, Rs. 4 crore, and Rs. 2.5 crore respectively, and participants are given Rs. 15 lakh.

Similarly, under the Congress Government, winners of Asian Games gold, silver, and bronze medals were awarded Rs. 2 crore, Rs. 1 crore, and Rs. 50 lakh respectively, and participants were given Rs. 5 lakh. Under the present BJP Government, Asian Games winners of gold, silver, and bronze medals are awarded Rs. 3 crore, Rs. 1.5 crore, and Rs. 75 lakh respectively, while participants are given Rs. 7.5 lakh.

He asserted that the government is fully committed to providing all facilities, respect, and recognition to sportspersons. The Opposition is trying to spread confusion regarding sportspersons, but such attempts will not succeed, he added.

For this, the District Survey Report (DSR) has to be prepared by the Monitoring Committee.

She further informed that the Irrigation and Water Resources Department is also preparing a proposal to create a water body on approximately 100 acres of Panchayati land in Malakpur Bangar village to control floodwater.

She said approval has been granted for the construction of the Adi Badri Dam on the Som River, with a total capacity of 244.94 hectare meters, near the Haryana–Himachal Pradesh state border. Along with this, the Som Saraswati Barrage, with a storage capacity of 45 hectare meters, has also been approved on the Som River at the upper end of Rampur Gainda Bridge.

She also mentioned that the Saraswati Reservoir, with a live storage capacity of 1314 hectare meters, is being constructed on the Panchayati land of villages Rampur Herian, Rampur Kamboyan, and Chhalaur.

She stated that once these projects are completed, the problem of flooding in this area will be completely resolved.

Chandigarh, August 27 – Haryana’s Cooperation and Tourism Minister Dr. Arvind Sharma, while providing information during the Monsoon Session of the Vidhan Sabha, said the total area of shamlat land of 23 villages situated along the Yamuna River in Panipat district is approximately 15,807 acres.

He informed that consolidation (chakbandi) work is underway in Hathwala village of Samalkha tehsil and Nanheda village of Bapoli tehsil. In Hathwala, consolidation is being carried out on 2,106 acres of land, and in Nanheda, on 856 acres of land. This process is being conducted in accordance with the provisions of the East Punjab Holdings (Consolidation and Prevention of Fragmentation) Act, 1948.

Dr. Sharma further stated that in the remaining 21 villages, consolidation work has not yet started due to cases pending in court. The Hon’ble Court has ordered the construction of pillars on the Haryana–Uttar Pradesh border. The Survey of India has already marked the boundaries, and the Public Works Department is carrying out the pillar construction work, which is currently in progress. Once this is completed, consolidation work will begin.

He also informed that in another village, Dhansoli (tehsil Bapoli), proceedings under Section 32 of the Punjab Land Revenue Act, 1887 are pending, and therefore consolidation has not started there either.

Dr. Sharma said that regarding the consolidation process in Hathwala village, some residents had lodged complaints. On investigation, irregularities were found, and it has been requested that the process be carried out afresh, while some other residents are demanding that the process be completed quickly. In this matter, legal opinion has been sought, and action will be taken against the guilty persons.

Chandigarh, August 27 – Haryana’s Health Minister Arti Singh Rao said the construction work of Shri Guru Teg Bahadur Sahib Government Medical College at Panjupur village in Yamunanagar district is moving ahead at a fast pace. Nearly 70 percent of the work has already been completed, and the project is expected to be completed by March 2026.

The Minister was replying to a question during the ongoing Monsoon session of the Vidhan Sabha today.

She informed that the department will seek permission from the National Medical Commission to commence admissions to MBBS courses in the academic session 2027–28. Admissions to paramedical courses will also begin simultaneously. She assured the House that the work will be completed within the prescribed timelines.

She added that the establishment of this medical college is a significant milestone for Yamunanagar and the surrounding region, as it will not only expand access to quality medical education but also strengthen healthcare services in the area.

Chandigarh, August 27 – Haryana Irrigation and Water Resources Minister, Smt. Shruti Choudhry, while providing information during the Monsoon Session of the Vidhan Sabha today, said that the government has taken concrete steps to ensure drainage of rainwater in the affected villages of Hansi constituency.

She informed that out of the 9 villages in the Hansi region, 7 projects worth Rs. 2,378.31 lakh have been approved in 4 villages – Bhatol Jattan, Jeetpura, Channat, and Thurana – to drain floodwater from the fields. Of these, 3 projects have already been completed, and floodwater is being effectively drained from those areas, while work on the remaining 4 projects is in progress and will be completed by March 31, 2026.

She further said that in the remaining 5 villages – Dhana Kalan, Mehnda, Bhatla, Kumbha, and Rampura – the situation of waterlogging is being closely monitored during the current monsoon. If required, permanent drainage schemes for these villages will be approved through HSDR and FCB.

She added that during every monsoon, temporary EP/DP/VT pump sets are also installed in the affected areas to immediately remove water accumulated in the fields. The government’s objective is to ensure that before the onset of the next monsoon, a permanent solution to the problem of waterlogging/inundation is implemented in all the villages.

Chandigarh, August 27 – Haryana Minister of State for Sports Sh. Gaurav Gautam informed that for the year 2024–25, an amount of Rs. 1,00,77,000 has been released to the District Sports Officer, Fatehabad, as scholarship in the form of diet money for 1,150 players of 46 sports nurseries running in Fatehabad district, for the period from July 2024 to January 2025.

The Minister was replying to a question raised by MLA Sh. Balwan Singh Daulatpuria during the Monsoon Session of the Haryana Vidhan Sabha today. He further stated that in the financial year 2025–26, a total of 53 sports nurseries are being run in Fatehabad district. For the selected 1,325 players of these nurseries, scholarships in the form of diet money will be provided. The attendance of these players from April 2025 to June 2025 is currently being uploaded on the nursery portal by the respective sports nurseries. As soon as the attendance is uploaded, the scholarships will be released to the players.

The Chief Minister was responding to a question on land consolidation in Panipat district during the ongoing monsoon session of the Haryana Vidhan Sabha here today.

He said that the problem of land consolidation along the Yamuna river is not confined to a single district. It stretches from Yamunanagar to Palwal, affecting many villages situated along the Yamuna river, including those in Panipat district.

The Chief Minister assured in the House that effective steps are underway to streamline the consolidation process across the state and added that the issue will be settled at the earliest.

Chandigarh August 27: Haryana Chief Minister Sh Nayab Singh Saini said that four sittings were held during the Monsoon Session of the Vidhan Sabha, which took place from August 22 to 27. During the session, a resolution was unanimously passed to commemorate the 350th martyrdom anniversary of Shri Guru Tegh Bahadur Ji, along with six bills that were also passed unanimously.

The Chief Minister was addressing the media persons in Chandigarh on Wednesday following the conclusion of the Monsoon Session of the Haryana Vidhan Sabha here today.

*Questions over Congress’s historical track record*

The Chief Minister said that the Congress party is raising a hue and cry over alleged 'fake voting', despite having a long history of fraud, corruption, and undermining democratic values. He cited the internal Congress elections of 1946 as an example, claiming that Sardar Vallabhbhai Patel received 14 votes while Pandit Jawaharlal Nehru secured only one, yet Nehru was declared the winner. “That was the real booth capturing,” he remarked.

The Chief Minister said that the issue of bogus voting involving Sh Sukhbir Kataria was widely discussed during the 2009 Assembly elections. He said that allegations were made against Kataria for tampering with the voter list, using fake voter ID cards, and using forged documents. Two new FIRs were registered in connection with the case in 2013.

The Chief Minister said that the Congress party is the same organization that once suppressed the constitutional rights of the people by imposing Emergency and set a precedent for electoral malpractice. He added that the people of Haryana are well aware that during Congress rule, booth capturing, voter intimidation, and vote-buying through the distribution of liquor and money were common occurrences.

*Poor sex ratio during Congress rule*

The Chief Minister said it is unfortunate that the opposition is questioning the Beti Bachao, Beti Padhao programme. He emphasized that the initiative was launched in response to the alarming decline in the gender ratio during the Congress government. In 2014, when Congress left power, the sex ratio in the state had dropped to 871, and Haryana was burdened with the stigma of female foeticide.

The Chief Minister said that our government has worked diligently to erase this stigma. He highlighted that the Prime Minister Sh Narendra Modi launched the nationwide Beti Bachao, Beti Padhao program from Panipat on January 22, 2015. As a result of this initiative, the sex ratio in the state has improved to 910 at present.

Answering a question, the Chief Minister said that while the opposition opposes every decision of the government, the entire world is appreciating the leadership and initiatives of Prime Minister Sh Narendra Modi. On the question of providing jobs to families affected by the 1984 riots, the Chief Minister said that this decision is dedicated to the 350th martyrdom anniversary of Shri Guru Tegh Bahadur Ji. He emphasized that it is not a political move, but one that aligns with the sentiments and teachings of the Gurus.

The Chief Minister accused the opposition of misleading the House on the issues of collector rates and liquor contracts. Regarding the opposition’s exit during the discussion on law and order, he expressed regret, saying it was unfortunate. He said that the House heard all their points and even accepted the adjournment motion, but when the government responded, the opposition protested and walked out. The Chief Minister added that the entire state can see that the Congress has no issues to raise.

When asked about the cyclothon event, he said it was an initiative by the Speaker of the Legislative Assembly to promote environmental protection, with all MLAs invited to participate. Responding to the opposition calling the event as a "drama," he remarked that they would have been better off staying silent on the issue.

*Chief Minister Takes Strict View of Illegal Colonies in Sirsa*

*Not Satisfied with DTP’s Report, Orders statewide review of enforcement on illegal colonies in last 3 years*

Chandigarh, August 27 – Haryana Chief Minister, Sh Nayab Singh Saini has expressed strong displeasure over the report submitted by the District Town Planner (DTP), Sirsa, regarding illegal colonies, and he will soon review the matter again.

The Chief Minister has also directed officials to urgently compile details of enforcement actions taken against illegal colonies across the state during the past three years. He will convene a meeting shortly to review the report.

It may be recalled that on August 23, the Chief Minister had visited Dabwali town in Sirsa district to flag off the "Youth Marathon". Prior to the event, he chaired a meeting with district administration officials to review ongoing development works in the area.

During this meeting, the Chief Minister sought details of action taken against illegal colonies. In his report, the DTP informed that 32 illegal colonies had been identified in Sirsa in the last three years. However, only 9 FIRs were registered, out of which 6 were later cancelled.

Dissatisfied with this response, the Chief Minister directed that a comprehensive status report of enforcement action against illegal colonies across Haryana over the past three years be prepared without delay. He said that he will personally review the matter in detail soon.
