Chandigarh, Aug 25 – Haryana Vidhan Sabha today unanimously passed a resolution to pay heartfelt tributes to Sri Guru Tegh Bahadur Sahib Ji on the occasion of his 350th Martyrdom Day.
The resolution was moved by Chief Minister Sh. Nayab Singh Saini during the ongoing monsoon session of the Haryana Vidhan Sabha.
Paying his respects, the Chief Minister said that this year marks the 350th martyrdom anniversary of the ninth Sikh Guru and ‘Hind Ki Chaadar’, Sri Guru Tegh Bahadur Sahib Ji. The House expressed deep reverence for the supreme sacrifice made by Sri Guru Tegh Bahadur Sahib Ji and solemnly resolved to commemorate this historic occasion in a dignified and befitting manner.
While reading out the resolution, the Chief Minister recalled that in November 1675, at Chandni Chowk, Delhi, Guru Tegh Bahadur Sahib Ji gave the supreme sacrifice of his life to defend the right to freedom of faith and conscience. His devotees - Bhai Mati Das Ji, who was sawn alive; Bhai Sati Das Ji, who was wrapped in cotton and burnt alive; and Bhai Dayala Ji, who was boiled alive in a cauldron of hot water— also embraced martyrdom with unshakable faith. Their sacrifices are eternal epitome of courage, righteousness, and steadfast devotion.
He also recalled that Sri Guru Tegh Bahadur Sahib Ji laid down his life to uphold the dignity of humanity and to safeguard religious freedom. When the Kashmiri Pandits approached him at Anandpur Sahib seeking protection from forced religious conversions, Guru Sahib chose to sacrifice his life so that they might live with honour and preserve their faith.
Fortunately, Sri Guru Tegh Bahadur Sahib Ji shared a profound connection with the land of Haryana. During his travels, he visited Kurukshetra, Pehowa, Kaithal, Jind, Ambala, Cheeka and Rohtak, sanctifying these places with his presence and spreading the timeless message of truth, tolerance and fearlessness. The sacred gurdwaras established at these sites such as Gurdwara Sri Dhamtan Sahib and Gurdwara Sri Manji Sahib in Jind and Gurdwara Sri Sheeshganj Sahib in Ambala stand as enduring reminders of his blessings and teachings.
The Chief Minister recalled the special role of Bhai Jaita Ji, who, with unparalleled valour, carried the severed head of Sri Guru Tegh Bahadur Sahib Ji from Delhi to Anandpur Sahib. Historical accounts confirm that during this sacred journey, Bhai Jaita Ji passed through various parts of Haryana, including Badkhalsa village near Sonipat, Karnal, and Ambala. He received immense support from the people along the way. This establishes Haryana’s enduring association with the legacy of the martyrdom of Guru Sahib.
He also reverently remembered the supreme sacrifice of Shaheed Kushal Singh Dahiya of village Badkhalsa in Sonipat district. As recorded in history, when Bhai Jaita Ji was surrounded by Mughal forces at Badkhalsa while carrying the sacred head of Sri Guru Tegh Bahadur Sahib Ji, Kushal Singh Dahiya offered his own head to deceive the Mughal soldiers and to provide safe passage to the sacred head of Sri Guru Tegh Bahadur Sahib to Anandpur Sahib. This House pays its heartfelt tribute to the Supreme act of courage and martyrdom of Shaheed Kushal Singh Dahiya.
The martyrdom of Sri Guru Tegh Bahadur Sahib Ji, Bhai Mati Das Ji, Bhai Sati Das Ji, Bhai Dayala Ji, and Kushal Singh Dahiya constitutes not only a glorious chapter in our national history but also a timeless and universal symbol of resistance against tyranny and oppression. Their unparalleled courage continues to inspire humanity to uphold justice, truth, and dharma.
This House believes that the truest tribute to the sacrifice and memory of Sri Guru Tegh Bahadur Sahib Ji lies in spreading his immortal teachings to every citizen of Haryana, so that the State’s glorious tradition of mutual cooperation and brotherhood remains intact for ever, he added.

*One member of each affected family in 1984 anti-sikh riots to receive Government Job - CM Nayab Singh Saini*
Chandigarh, August 25 - The Haryana Government will provide government job on a priority basis to one member from each of the 121 families in the state who lost family member in the 1984 anti-Sikh riots.
Making the announcement during the ongoing monsoon session of the Haryana Vidhan Sabha here today, Chief Minister Sh Nayab Singh Saini said that the state government is committed to ensuring justice and support for the affected families.
The Chief Minister informed the House that during the 1984 riots in Haryana, approximately 20 Gurudwaras, 221 houses, 154 shops, 57 factories, 3 railway coaches, and 85 vehicles were set ablaze. A total of 58 people were injured and 121 lost their lives.
He appealed to the affected families to submit the name of one eligible family member, with mutual consent, through the Deputy Commissioner of their respective districts to the Haryana Chief Secretary. He added that instructions in this regard will be issued shortly.

Chandigarh, August 25 – Haryana Chief Minister Sh. Nayab Singh Saini is committed to his resolve to make the state drug-free. In connection with the news of a youth’s death due to drugs in village Nehrana, falling under Nathusari Chopta Police Station of Sirsa district, the SHO of the police station has been shifted to the Police Lines. Along with this, orders have been issued to do re-assessment of 173 villages of Sirsa district that were declared drug-free.
Yesterday, the Chief Minister had visited Dabwali town of Sirsa district to flag off the “Youth Marathon.” Before this, the Chief Minister held a meeting with the district administration officials to review the ongoing development works in the district. During the meeting, it came to the notice of the Chief Minister that a newspaper had reported a case of a youth’s death due to drugs in village Nehrana, which had already been declared drug-free.
Taking strict cognizance of this report, the Chief Minister immediately ordered that the SHO (Station House Officer) of Nathusari Chopta be relieved from duty with immediate effect and shifted to the Sirsa Police Lines. The Chief Minister also directed that the 173 villages declared drug-free in Sirsa district be reviewed again to check whether drugs are being supplied again in these villages. He instructed the police to keep strict surveillance on illegally sold drugs in these villages and said that in drug-free declared villages, there should not be any further drug sales or supply.
The Chief Minister said the state government is continuously tightening its grip on drug traffickers. To free society from this evil, coordination is being established between the police, health department, education department, and social organizations. A Special Task Force has also been formed to take action against drug traffickers.
He informed that for de-addiction and rehabilitation, 162 de-addiction centres have been opened in Haryana. De-addiction wards have also been set up in government medical colleges. In addition, de-addiction centres have been established in civil hospitals of 13 districts. So far, 3,350 villages and 876 wards in towns have been declared drug-free.
The Chief Minister informed that for de-addiction and rehabilitation, mission teams have been formed from the village and ward level up to the state level. To protect children and youth from drug addiction, a programme named ‘Dhakad’ has been started at the level of schools, colleges, universities, and other educational institutions.
He further said that to effectively curb drug trafficking and sales, Anti-Narcotics Cells have been established at the district, range, and state levels in Haryana.
Sh. Nayab Singh Saini appealed to all sections of society to cooperate in making the state drug-free, saying that the government’s efforts cannot be successful until every section of society participates in it.

Chandigarh, August 25 – Haryana Chief Minister Sh Nayab Singh Saini said that the correction portal for the recently conducted Common Eligibility Test (CET) will be opened within a day or two, providing candidates sufficient time to correct any errors.
The Chief Minister made these remarks during the monsoon session of the Haryana Vidhan Sabha while responding to a calling attention motion moved by the opposition regarding the CET exam.
He highlighted that for the first time in the state, the CET exam was conducted in an exceptionally systematic manner, stating that not even a single candidate faced any difficulties. He added that the youth, their parents, and the general public have appreciated the smooth conduct of examination process. Even today, people continue to speak positively about the CET exam system.
The Chief Minister said that a total of 13,48,893 candidates had registered for the exam, out of which 12,46,497 appeared—a record turnout of approximately 92 per cent. By conducting CET in such a systematic manner, we have also successfully fulfilled our Sankalp made during the elections.
Taking a jibe at the opposition, the Chief Minister remarked that neither the students nor their parents appeared confused or troubled during the CET; rather, it was only opposition leaders seemed to be wandering. He said that instead of raising question on CET, the opposition should express gratitude to the government for conducting such a successful examination. Additionally, he said that 1,87,000 candidates from Other Backward Classes (OBC) had downloaded and successfully uploaded their forms via the portal.
The Chief Minister further informed the House that since the examination was held in multiple sessions, such variation in difficulty levels was natural. To overcome such variations, Haryana Staff Selection Commission had already informed all concerned about the implementation of the normalization formula for CET 2025 (Group C) through a public notice dated 11.7.2025. Apart from this, it was also informed that in the CET conducted by the National Testing Agency in the year 2022, the normalization formula was also implemented smoothly as per the instructions. The normalization formula is also applied in various examinations conducted by various organizations of the Central Government like Union Public Service Commission, National Testing Agency, Staff Selection Commission, Railway Recruitment Board, Institute of Banking Personnel Selection, which is also valid by the Hon'ble Supreme and High Courts.
He mentioned that during the morning session on July 26, 2025, some exam centers experienced internet issues that caused problems with biometric verification; however, these were resolved before the examination commenced. All four sessions of the exam were successfully conducted by the Haryana Staff Selection Commission. He said that if some candidates have biometric problems, then their written examination results will be released by the Commission after matching the photo and CCTV footage taken during the examination and biometric verification process.
The Chief Minister expressed gratitude to the Haryana Staff Selection Commission, officers, employees, volunteers, and the Haryana Roadways staff, who played a vital role in the smooth transportation of candidates to examination centers, contributing to the overall success of the CET exam.

**The portal guarantees farmers' safety; public rejects opposition's agenda- Chief Minister Nayab Singh Saini*
Chandigarh, August 25: Haryana Chief Minister Sh Nayab Singh Saini said that the opposition has been continuously trying to defame the portal. However, the truth is that today, the general public including farmers feels secure because of these portals. The benefits of welfare schemes are now reaching people's homes directly through the portal.
The Chief Minister made these remarks during the monsoon session of the Vidhan Sabha here today.
He said that earlier, people had to wait a long time for compensation, and the funds often got lost or misused along the way. He added that during the assembly elections, the opposition spread false propaganda against the portal and even spoke of shuting it down if they came to power. However, the public rejected their agenda and ended their "business" in the elections.
The Chief Minister said that the government has launched a e-Kshatipurti portal through which farmers in villages affected by water logging can report their crop losses. These claims are then verified by the concerned departmental officers. He added that during the Congress government's tenure, only Rs 1,158 crore was given to farmers as crop loss compensation, whereas the present government has released Rs 15,500 crore so far. Recently, an additional Rs 78.50 crore has been disbursed to farmers. Today, farmers are appreciating the state government's welfare schemes, he added.

YAMUNA CLEAN, OUR DREAM-Haryana Environment Minister Rao Narbir Singh
Chandigarh, August 25 – Haryana Environment Minister Rao Narbir Singh said it is our responsibility to fulfill Prime Minister Sh. Narendra Modi’s resolve to make the Yamuna clean, and the Haryana Government is serious in this regard. Eleven locations have been identified where polluted water from drains and sewers is entering the Yamuna River. At these points, sewage treatment plants (STPs) will be set up to clean the water.
Minister Rao Narbir was speaking in the House during the Question Hour of the ongoing Monsoon Session of the Haryana Vidhan Sabha, while replying to a question raised by a member.
He informed the House that before 2014, there were 25 STPs and 7 common treatment plants (CTPs) in the state. In the last 10 years, the present government has set up 65 new STPs and 10 new CTPs. In addition, the process of establishing 8 new STPs and 8 new CTPs is underway. He said it is the constant effort of the government to maintain a healthy environment. He also informed the House that in the past, polluted water used to flow into Mewat even before the Gurgaon Canal, but the government is making every effort to ensure that only clean water flows into the Gurgaon Canal.
Replying to another question regarding licences for slaughterhouses in Mewat, Rao Narbir Singh said that the rules of the Union Ministry of Environment are followed while issuing NOCs for slaughterhouses. A team consisting of the village sarpanch, SDM, BDPO, and veterinary surgeon issues the NOC in accordance with these rules. He added that this activity has now taken the form of an industry, and issuing NOCs for industries is the responsibility of the government.
He further informed that rules for granting licences to slaughterhouses were notified in January 2025, which were not notified earlier. Now, three categories – Red, Orange, and Green Zones – have been created. In the Red Zone, slaughterhouses must be 500 meters away from villages, temples, rivers, etc.; in the Orange Zone, the minimum distance is 200 meters; and in the Green Zone, it is 100 meters. He said monitoring is carried out from time to time, and since 2014, 28 slaughterhouses in Mewat have been granted NOCs, while 7 applications are still under process.

Government has prepared a long-term and permanent solution to remove chemically contaminated water from the Masani Barrage-Smt. Shruti Choudhry
Chandigarh, August 25 – Haryana Irrigation and Water Resources Minister Smt. Shruti Choudhry informed during the Question Hour of the Monsoon Session of the Vidhan Sabha that the government has prepared a long-term and permanent solution to remove chemically contaminated water from the Masani Barrage. She was responding to a question raised by Rewari MLA Laxman Singh Yadav regarding the Masani Barrage.
She stated that a project titled “Water Conservation and Re-use of Accumulated Water” has been prepared at an estimated cost of Rs 218.92 crore. Under this scheme, a water body will be created in the Masani Barrage and the developed irrigation capacity will be reused. She added that the implementation of this project will begin as soon as funds are received.

*Government in process of forming a new cluster for solid waste management: Vipul Goel*
Chandigarh, August 25 – Haryana generates about 6,481 metric tonnes of solid waste every day. At present, solid waste management work is being carried out through four clusters in the state. Out of these, the allocation of one cluster has been cancelled due to non-compliance with contractual terms. The government is now in the process of forming a new cluster named Ambala–Yamunanagar–Panchkula, which will include the urban local bodies of Ambala, Naraingarh, Yamunanagar, Radaur, Barara, Sadhaura, Panchkula, and Kalka.
Urban Local Bodies Minister Sh. Vipul Goel gave this information while replying to a question raised by Kaithal MLA Aditya Surjewala during the Question Hour of the Monsoon Session of the Haryana Vidhan Sabha.
Referring to violations by the contracted firm related to solid waste disposal, he said that M/s Sugam Swachhta Pvt. Ltd., working for the Karnal–Kaithal–Thanesar cluster, had been directed to address the objections raised by the Haryana State Pollution Control Board. On failure to comply, the Kaithal Municipal Corporation imposed a fine of Rs5 lakh on the company.

*836 colonies in urban areas of state to get basic facilities: Vipul Goel*
Chandigarh, August 25 – During the Haryana Vidhan Sabha Session today, Revenue and Urban Local Bodies Minister Sh. Vipul Goel informed that the state government has identified 2,186 unauthorized colonies and 2,402 sectoral pockets in the urban local body areas of the state which are proposed to be declared as deprived of basic facilities. Out of these, the district-wise list of 836 colonies and 78 sectoral pockets has already been issued. Development works will soon be carried out in those colonies that have been regularized by the government.
Replying to a question raised by Karnal MLA, Jagmohan Anand, regarding unauthorized colonies in Karnal, the Urban Local Bodies Minister said that so far, in 87 municipalities, 836 unauthorized colonies and 78 left-out sectoral pockets have been declared as deprived of civic amenities. He further stated that in the Karnal Assembly constituency, there are proposals for 47 colonies, out of which 8 colonies were notified in December 2023. Among them, 6 colonies are located outside the limits of the Municipal Corporation, while 7 colonies were rejected as they did not fulfill the required criteria. In addition, the regularization of 26 colonies in Karnal city is currently under consideration.

State Government is fully committed to providing quality healthcare facilities to the people of Naraingarh and surrounding areas- Haryana Health Minister Arti Singh Rao
Chandigarh, August 25 – Haryana Health Minister Arti Singh Rao today said the State Government is fully committed to providing quality healthcare facilities to the people of Naraingarh and surrounding areas. She informed that the Civil Hospital, Naraingarh, has already been upgraded from a 50-bedded to a 100-bedded hospital in February 2018, and significant steps have since been taken to strengthen patient care services.
Arti Singh Rao was answering a question during the ongoing Monsoon session of the Vidhan Sabha. She said from January 1 till August 19, 2025, 1,120 patients were referred to higher centres for treatment.
She said although the hospital is presently functioning in the premises of a 50-bedded building, the construction of an additional 50-bed block has been completed. This new block is equipped with 3 General wards, 11 private rooms, 1 VIP ward, 1 Minor OT, 1 Conference Hall, 1 Dialysis ward, 2 Paediatric wards, 1 pre and 1 post delivery ward, 1 Labour room, 1 photo therapy room, 4 Lifts, Central Air-conditioning, Gas pipeline and Solar power etc. She added that a dedicated Public Health Unit has also been completed, and residential quarters for doctors and support staff are under construction.
The Minister further said that availability of doctors and support staff has improved considerably. At present, 15 specialist doctors including experts in Radiology, Ophthalmology, Pathology, Anesthesia, Obstetrics & Gynecology and Pediatrics have been posted in the hospital along with 26 Medical Officers. Apart from regular medical equipment, advanced facilities such as computerized X-ray, ultrasound and automatic biochemistry analyzers have been provided. She also mentioned that procurement of advanced machines such as Phaco machine for cataract surgeries, arthroscopy set, anesthesia workstation, C-Arm machine, ortho OT table and HbA1C analyzer is already underway.
She said the hospital has witnessed a significant rise in patient inflow. In 2023 alone, more than 2.36 lakh patients visited the OPD and over 15,700 were admitted in the IPD with a bed occupancy rate of more than 86 percent. From January till July 2025, more than 1.20 lakh OPD patients and 8,263 IPD patients have already been treated with a bed occupancy rate of nearly 78 percent. She clarified that the majority of patients are treated successfully at Civil Hospital Naraingarh.

Chandigarh, August 25 – Haryana Irrigation and Water Resources Minister Smt. Shruti Choudhry informed during the Question Hour of the Monsoon Session of the Vidhan Sabha that concrete steps are being taken by the government to address the problem of water logging in the Prithla Assembly constituency.
The Minister said in the 53rd and 54th meetings of HSDR & FCB, flood control schemes for installing 30 shallow tube wells in 8 villages were approved, out of which 27 tube wells have already been installed in 7 villages. These include 3 in Sikrona, 4 in Bhanakpur, 8 in Kabulpur Bangar, 1 in Ladiapur, 1 in Mohla, 6 in Sehrala, and 4 in Firozpur Kalan.
She added that the locations for tube wells have been decided on the basis of technical feasibility. Smt. Choudhry further said the remaining 3 tube wells in Mohla and Harfala villages will be installed by December 31, 2025, ensuring an effective solution to the problem of water logging.

Chandigarh, August 25 – Haryana Irrigation and Water Resources Minister, Smt. Shruti Choudhry informed during the Question Hour of the Monsoon Session of the Vidhan Sabha that project estimates are being prepared for the rehabilitation of Sandhola Minor and Gumthala Minor in the Pehowa Assembly constituency. These works will be started after obtaining approval from the competent authority and administrative sanction from the Government.
She stated that an estimate of Rs3.50 crore is being prepared for the rehabilitation of Sandhola Minor, while an estimate of Rs4.40 crore is being prepared for Gumthala Minor. The renovation works of both minors are targeted to be completed by December 31, 2026, after receiving administrative approval.

VIDHAN SABHA PROCEEDINGS
Chandigarh, August 25 – Haryana Irrigation and Water Resources Minister, Smt. Shruti Choudhry informed during the Question Hour of the Monsoon Session of the Vidhan Sabha that out of a total of 21 small canals in the Bawani Khera Assembly constituency, only two canals – Baliyali Sub Minor and Umra Minor are in poor condition and require rehabilitation.
She said the proposal for the renovation of these two minors has already been technically approved. The work is planned to begin in the next financial year 2026–27, and the field inspection has already been completed. She also clarified that whenever there is sufficient water supply, water reaches the tail end of all canals.

*Haryana Government committed to ensuring smooth traffic management in Kurukshetra: Krishan Lal Panwar*
Chandigarh, August 25 – The Haryana Government is working to make the holy city of Kurukshetra cleaner and ensure smooth traffic management. In this direction, several concrete steps are being taken by the Kurukshetra Development Board (KDB) and the Municipal Corporation, Thanesar.
Haryana’s Development and Panchayats Minister Sh. Krishan Lal Panwar shared this information while replying on behalf of Chief Minister and Leader of the House Sh. Nayab Singh Saini to a question raised by MLA Sh. Ashok Arora during the Monsoon Session of the Haryana Vidhan Sabha.
He informed the House that under the KDB Road Improvement Scheme, the Municipal Council, Thanesar, is working to remove encroachments and ensure organized traffic management. Under this scheme, a project worth ₹11 crore has been proposed at Divya Nagar.
\He said keeping in view the problem of parking and traffic during the Gita Mahotsav and other major events, six new parking sites are being developed in Sector 10, with a capacity to park more than 250 vehicles. During such events, a shuttle service will be started from Sector 10 to Brahma Sarovar for the convenience of tourists. This work is expected to be completed by next year.
The Minister further stated that during major events like the Gita Mahotsav, 200 additional police personnel are deployed at 27 diversion points for smooth traffic regulation. Similarly, modern traffic lights have been installed at the New Bus Stand and Pipli Chowk. Road safety seminars are also organized from time to time.
He added that at present, Kurukshetra district has 206 traffic police personnel with two dedicated traffic police stations. To strengthen traffic management, 20 Cheetah Riders, 2 police station mobile vehicles, 3 interceptors, and 2 crane vehicles have been deployed. The traffic helpline has been integrated with Dial 112, ensuring that Emergency Response Vehicles (ERVs) and riders can immediately reach the spot in case of traffic jams.
Sh. Panwar also mentioned that during the International Yoga Day 2025 held recently in Kurukshetra, more than 1.5 lakh people participated, and even such a large-scale event witnessed excellent traffic management.
He further informed that a proposal is being prepared to develop parking facilities for 500 vehicles under the elevated railway corridor from Gate No. 3 of Kurukshetra University to the Old Bus Stand.

VIDHAN SABHA PROCEEDINGS
Chandigarh, August 25 – Haryana Minister of State for Sports Sh. Gaurav Gautam said that the Rajiv Gandhi Sports Complex in Rohtak requires repairs. The Sports Department will spend an estimated cost of Rs. 25.76 crore – including Rs. 17.40 crore for the main and practice synthetic athletics tracks and Rs. 8.36 crore for the synthetic hockey turf.
He further informed that the Public Works (Buildings & Roads) Department is considering a proposal of Rs. 8.81 crore for the special repair of other essential facilities at the complex, such as street lights, flood lights, water coolers, high mast lights, and air conditioners. The improvement work will be carried out soon.
Recently, under the leadership of Chief Minister Sh. Nayab Singh Saini, a meeting was held in which Rs. 114 crore was allocated for construction and repair works across the state, out of which Rs. 2.21 crore has been allotted to Rohtak. Between 2019 and 2025, around Rs. 90 lakh has already been spent on the Rohtak Sports Complex.
The Minister said that with these steps, the condition of facilities in the sports complex will be improved soon.
Replying to a question raised by a member during the Question Hour of the Monsoon Session of the Haryana Vidhan Sabha, Sh. Gautam also mentioned that a National-level Centre of Excellence is being run at the Rohtak Sports Complex, where players are trained by Dronacharya Awardee coaches. Players from this centre have already won many medals.
He added that under the Mission Olympic 2036 – Vijayi Bhava, the Rohtak Sports Complex will play an important role.

Chandigarh, August 25 – At present, 28,601 sanitation workers are working in 87 urban local bodies of Haryana. In addition to contracted agencies, sanitation workers are also deployed as per requirement through the Haryana Kaushal Rozgar Nigam Limited (HKRNL).
Urban Local Bodies Minister Sh. Vipul Goel shared this information in reply to a question raised by Nilokheri MLA, Bhagwan Das, during the Vidhan Sabha Session. He informed that in 87 bodies, including 52 Municipal Committees, 24 Municipal Councils, and 11 Municipal Corporations, a total of 28,601 workers are employed. All urban local bodies have the authority to hire machines and vehicles on rent at their own level.
He further informed that in 35 urban local bodies, cleaning work is being done through contracted agencies, while in 44 urban local bodies, cleaning of roads is being done directly by sanitation workers. In 8 urban local bodies, tenders have been invited for road cleaning work.
The Minister added that currently there are 17,731 sanitation workers in Municipal Corporations, 7,415 in Municipal Councils, and 3,455 in Municipal Committees. Apart from contracted agencies, sanitation workers are also deployed through HKRNL as per requirement.

Chandigarh, August 25 – Haryana Education Minister, Sh. Mahipal Dhanda, while replying during the Question Hour of the Haryana Vidhan Sabha Monsoon Session, informed that at Government Senior Secondary School at Bhadani village in Jhajjar, there are 82 students with 9 classrooms in good condition. Similarly, in the Government Primary School at Dhanu village in Jhajjar, there are 48 students with 5 classrooms in good condition. Likewise, in the Government Primary School at Dhanirwas village in Jhajjar, there are 23 students with 6 classrooms.
He stated that several rooms have been declared unsafe by the Public Works Department, and funds will soon be released by the department for their repair.

VIDHAN SABHA PROCEEDINGS
Chandigarh, August 25 — Haryana Irrigation and Water Resources Minister, Smt. Shruti Choudhry, while replying to a Calling Attention Motion in the Monsoon Session of the Haryana Vidhan Sabha, informed that the government has taken comprehensive steps to deal with floods and waterlogging in the state. She said that every year a high-level committee meeting is held under the chairmanship of the Chief Minister, in which Ministers and senior officials participate to approve schemes related to strengthening river embankments, flood protection, and other flood control works. These works are approved by the Haryana State Drought Relief and Flood Control Board on the recommendations of the Technical Advisory Committee.
The Minister informed that to protect the state from natural disasters like floods, 352 schemes worth Rs657.99 crore were approved in the 56th meeting held on March 15, 2025. Out of this, Rs235 crore has already been spent and 267 schemes have been completed. She said that review meetings are also held from time to time under the chairmanship of the Chief Minister and the Irrigation Minister, attended by Divisional Commissioners, Superintending Engineers, Deputy Commissioners, and senior officers.
She further informed that the department carries out cleaning of drains every year before the monsoon season. Haryana has a total of 846 drains, of which 671 required cleaning, and the work has been completed.
Speaking on rainfall, the Minister said that from June 1, 2025, till now, the state has received an average rainfall of 342.8 mm compared to the normal 311.2 mm. This year, the rainfall pattern has been irregular and sudden. Districts such as Yamunanagar, Mahendragarh, Nuh, Jhajjar, and Rohtak have recorded above-normal rainfall.
She said that as of August 21, 2025, about 30,315 acres of land is waterlogged, and to drain this, 1,452 pumps with a total capacity of 7,684 cusecs have been deployed. It is estimated that waterlogging will be completely cleared by August 31, 2025.
She further added that for the farmers of 188 flood and heavy rainfall-affected villages, the e-Kshatipurti portal will remain open until August 30, 2025. Affected farmers can report crop damage on the portal. Revenue officers will conduct special girdawari (field surveys) to assess losses, and compensation will be provided as per the norms of the State Disaster Response Fund.

Chandigarh, August 25 – Haryana Development and Panchayats Minister Sh. Krishan Lal Panwar said during the last 5 years (2020–2024), a total of 362 cases were transferred for investigation within Karnal district. In addition, during the last 5 years (2020–2024), 33 cases from Karnal district were transferred to other districts/units for investigation.
The Development and Panchayats Minister said this today while replying to a question during the ongoing Monsoon Session of the Assembly.
He explained that in the case of missing persons, if a case remains unresolved for more than four months, it is transferred to the Economic Cell or the Women’s Police Station. Similarly, cases of snatching or theft that remain pending with the SHO beyond four months are handed over to the Crime Investigation Agency (CIA). Even after transfer, the Inspector General (IG) personally reviews the legal provisions applied in such cases. If any irregularities are detected, accountability is fixed and strict action is taken against the responsible officer.

These include the Haryana Vidhan Sabha (Members’ Salaries, Allowances and Pension) Amendment Bill, 2025, the Haryana Backward Classes Commission (Amendment) Bill, 2025, and the Haryana Management of Deficient Civic Amenities and Infrastructure in the Peripheral Areas of Municipal Areas (Special Provisions) Amendment Bill, 2025.
*Haryana Vidhan Sabha (Members’ Salaries, Allowances and Pension) Amendment Bill, 2025*
The Haryana Vidhan Sabha (Members’ Salaries, Allowances and Pension) Amendment Bill, 2025 was passed to amend the Haryana Vidhan Sabha (Members’ Salaries, Allowances and Pension) Act, 1975.
Under Section 7-G, clause (g) of the Haryana Vidhan Sabha (Members’ Salaries, Allowances and Pension) Act, 1975, every member of the Haryana Vidhan Sabha is entitled to a maximum special travel allowance of ₹10,000 per month, ensuring that the total monthly pension, dearness relief, and the said amount together equal ₹1,00,000 for travel by themselves or their family members.
In recent days, various members, both individually and collectively, approached the Speaker, stating that the existing provision, wherein the total amount of monthly pension and dearness relief together with the special travel allowance is capped at ₹1,00,000, and a maximum of ₹10,000 per month is allowed for travel anywhere in India by themselves or their family members, does not sufficiently reflect the current inflationary trends. It was suggested that the limit of ₹1,00,000 on the combined amount of monthly pension and dearness relief under special travel allowance be abolished, and that the provision of a maximum of ₹10,000 per month as special travel allowance for travel anywhere in India by themselves or their family members be continued.
The purpose of this Bill is to substitute clause (g) of Section 7-G of the Haryana Vidhan Sabha (Members’ Salaries, Allowances and Pension) Act, 1975.
*Haryana Backward Classes Commission (Amendment) Bill, 2025*
The Haryana Backward Classes Commission (Amendment) Bill, 2025 was passed to amend the Haryana Backward Classes Commission Act, 2016.
In order to comprehensively address the needs and demands of backward classes, the Commission felt the need to expand the scope of its functions, requiring adequate amendments to empower the Commission to protect the interests of the backward classes in the discharge of its functions. Therefore, the Commission proposed an amendment to Section 9 of the Haryana Backward Classes Commission Act, 2016 (Haryana Act No. 9 of 2016).
Under the Haryana Backward Classes Commission Act, 2016, there is no provision for protecting the Chairperson, members, officers/employees of the Commission from any suit, harassment, or other legal proceedings for actions done in good faith. Therefore, after Section 17 of the parent Act, a new Section 18 can be inserted. A similar provision already exists under Section 18 of the Haryana State Scheduled Castes Commission Act, 2018 (Haryana Act No. 34 of 2018).
Keeping in view the above requirements, in its meeting held on 04.08.2023, the Haryana Backward Classes Commission proposed to amend Section 9 of the Haryana Backward Classes Commission Act, 2016 (Haryana Act No. 9 of 2016) and to insert Section 18 in the said Act No. 9 of 2016 for protection of actions done in good faith.
*Haryana Management of Deficient Civic Amenities and Infrastructure in the Peripheral Areas of Municipal Areas (Special Provisions) Amendment Bill, 2025*
The Haryana Management of Deficient Civic Amenities and Infrastructure in the Peripheral Areas of Municipal Areas (Special Provisions) Amendment Bill, 2025 was passed to amend the Haryana Management of Deficient Civic Amenities and Infrastructure in the Peripheral Areas of Municipal Areas (Special Provisions) Act, 2021.
The Haryana Management of Deficient Civic Amenities and Infrastructure in the Peripheral Areas of Municipal Areas (Special Provisions) Act, 2021 was enacted with the objective of providing necessary services in areas outside municipal limits that lacked civic amenities and infrastructure. The purpose of this Act was to improve the standard of living of residents of the state. A total of 684 residential colonies (unauthorized) were considered for regularization.
The Chief Minister of Haryana, in his budget speech, had announced the regularization of unauthorized industrial colonies. He said, “In the last 10 years, about 2145 unauthorized residential colonies have also been regularized. Now we must also pay similar attention to unauthorized industrial colonies. Therefore, it has been decided that if at least 50 industrialists, whose units are located on a minimum of 10 acres of contiguous land, collectively apply on a portal, then all such industrial units will be deemed valid industrial units by all departments until the government takes a final decision on the group’s application.”
Accordingly, in compliance with the above budget announcement, the Government also wishes to focus on unauthorized industrial establishments developed in the state so that these establishments can be provided with basic civic amenities and infrastructure. The primary objective of the state government is to ensure minimum basic infrastructure in such areas to create a healthy environment. Therefore, in view of the above, to ensure a healthy working environment and provide infrastructural facilities, it has been proposed to enact a Bill named the Haryana Management of Deficient Civic Amenities and Infrastructure in the Peripheral Areas of Municipal Areas (Special Provisions) Amendment Bill, 2025.
