The Chief Minister, Sh. Manohar Lal had announced to name the Kaithal college after Bhagwan Parshuram, during the Parshuram Mahakumbh recently held at Karnal.

Chief Minister chairs HPLPC meeting, approves purchase of 68 acres of land costing about Rs 44 crores

Chandigarh, January 20– Haryana Chief Minister while chairing the meeting of the High Power Land Purchase Committee (HPLPC) held here today accorded approval for a purchase of 68 acres of land for Tohana Bus Stand and Fatehabad New Jail and other projects costing Rs 44 crore.

Deputy Chief Minister, Sh. Dushyant Chautala, Transport Minister, Sh. Mool Chand Sharma, Energy Minister, Sh. Ranjit Singh and Urban Local Bodies Minister, Dr. Kamal Gupta also remained present in the meeting. Besides these, landowners who have consented to give their lands for proposed government projects also attended the meeting through video conferencing.

During the meeting, Sh. Manohar Lal directed the Deputy Commissioners of these districts to speed up the execution of the proposed projects after purchasing the land.

In the meeting, approval was given to purchase 45 acres of land for the new district jail in district Fatehabad and 6 acres of land for new bus stand in Tohana. Approval was accorded for the purchase of 0.89 acres of land for four laning of 2 lane ROB constructed on the Ballabhgarh Pali Dhauj Sohna Road on Mumbai-Delhi railway line. Apart from this, approval was also given to purchase 0.42 acres of land for the expansion of STP constructed at Karnal.

Similarly, approval was given for the purchase of 2.60 acres of land for the construction of a road from Laliana to Chota Barola on Tangri river in Ambala district, 5 acres for the widening of the road from Datta to Lohari Ragho in Hisar district, 3.1 acres for construction of 2-lane ROB on Ladwa Saraswati road on Ambala-Saharanpur railway line.

The Chief Mister also accorded approval for the purchase of 3 acres for the construction of a new road from Teori to Bajana Kalan in Gannaur and 0.99 acres for the construction of a 2-lane ROB near Narela railway station in district Sonipat.

Interacting with the landowners, Sh. Manohar Lal said that the development of government projects in their areas will greatly benefit them as well as the surrounding villages. This will certainly give more impetus to the development along with generating several business and employment opportunities.

Notably, the e-Bhoomi portal launched by the Chief Minister to buy land from landowners for government projects with their consent is proving to be a successful step. Now, land acquisition is not done for government projects, but the land is purchased with the consent of the land owners by offering a fixed rate.

Now Global City project work will be expedited

Global City to be built in Gurugram is one of the major projects of the Haryana Government


Chandigarh, January 20 - Punjab and Haryana High Court today has cleared the way for the Gurugram global city project to come up at Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) land in Gurugram.

The Court today quashed the last Public Interest Litigation filed by Gram Panchayat Garauli Khurd regarding 1080 acres of HSIIDC land. This decision has paved the way for the e-auction of land parcels in the Global City project being set up on 1003 acres of HSIIDC land. Now it will be easier to execute various activities related to this project.

The Global City to be built in Gurugram is one of the major projects of the government. Tenders for development works worth Rs 900 crore regarding Global City have already been floated.

The Chief Minister has also visited the site. The Global City will prove to be a millstone in the development of Haryana, said Sh. Manohar Lal.

Describing Gurugram as an icon city on the global map, Sh. Manohar Lal said that out of the 500 world's Fortune companies, 400 have their offices here and it has now become an international city. He also said that the world's largest jungle safari will also be developed in Gurugram and Nuh districts in the Aravalli mountain range on about 10,000 acres.

Notably, 1003 acres of HSIIDC land in villages Khandsa, Narsinghpur, Mohammadpur Jharsa, Garauli Khurd and Garhi Harsaru in the Gurugram district is being used for the development of the mega project of Global City.

The HSIIDC is the developer of the Global City project. Road, water and other arrangements will be provided by HSIIDC. The construction of the plot is to be done by only those companies that have invested in this project. Plots in Global City will be auctioned on the mixed land format.

Bypass roads will be constructed as per requirement in the cities and towns across the state said Chautala

Chandigarh, January 20- Haryana Deputy Chief Minister, Sh. Dushyant Chautala today discussed the matter related to the construction of new road from Dwarka Expressway to AIIMS Badsa, construction of link road to connect Mandkola Silani Road in Palwal district with DND, KMP and Delhi Vadodara Expressway.

While presiding over the meeting of Public Works Department (Building and Roads), Sh. Dushyant Chautala directed the officers to put up proposals regarding construction of bypass roads at the earliest. MLA, Sh. Mohammad Ilyas, Additional Chief Secretary, Home, Sh. TVSN Prasad and Additional Chief Secretary, PW (B&R), Sh. Ankur Gupta and other senior officers were present in the meeting.

Sh. Dushyant Chautala said that the network of road is the most important component of a national multimodal transportation plan. He said that bypass roads will be constructed in the cities and towns across the state to ease the traffic congestion. In the meeting matters relating to the construction of various 12 bypass roads were discussed in length. During this, the Deputy Chief Minister reviewed the maps and plans prepared by the Public Works Department for the construction of these bypasses and discussed about the availability of land.

Sh. Dushyant Chautala discussed construction of new bypass road at Kosli in Rewari district, Pingavan in Nuh district, southern-bypass at Uchana in Jind district, construction of new bypass road at Narnaund in Hisar district. Similarly, he gave directions to officers to take further action for construction of four-lane bypass of Gohana and Gannaur towns of Sonipat district, new bypass of Beri town of Jhajjar district, Sondhi and Pelpa bypass, bypass of Badhra town of Charkhi Dadri district.

Haryana Traffic Police Challaned 5230 vehicles for violating traffic rules from January 5 to January 15, 2023- Home Minister Anil Vij

Chandigarh, January 20- Haryana Home Minister, Sh. Anil Vij said that Haryana Traffic police has launched a special campaign from January 5 to January 15, 2023 to check the violation of traffic rules. A total of 5230 vehicles were challaned during this special campaign. As many as 3256 challans were issued for violating the lane driving and 1974 for wrong side driving.

Sh. Vij said that 857 traffic challanes were reported in Panipat district. While 675 challanes were reported in Ambala, 654 challans in Jhajjar, 109 in Sirsa, 111 in Kurukshetra, 289 in Rohtak, 222 in Yamunanagar, 220 in Narnaul, 186 in Sonipat, 148 in Bhiwani, 165 in Panchkula, 280 in Gurugram, 387 in Rewari, 48 in Hansi, 263 in Karnal, 64 in Fatehabad, 35 in Palwal, 162 in Faridabad, 79 in Jind, 57 in Kaithal, 48 in Hisar, 129 in Mewat and 42 in Charkhi Dadri.

Sh. Vij urged to the people to follow traffic rules. He said that the person violating traffic rules not only puts his life at risk, but also the lives of other citizens.

Haryana to train regular and contractual staff on ethics in governance

Chandigarh, January 20– Haryana Chief Secretary, Sh. Sanjeev Kaushal said that the government is working towards formulating a training model for regular staff and contractual staff engaged through Haryana Kaushal Rozgar Nigam (HKRN) in various departments. Sh. Kaushal was presiding over the 3rd Meeting of the State Training Council (STC).

Sh. Kaushal directed the administrative secretaries to send the proposals at the earliest so that training modules can be designed as per the requirement for these officials.

He directed the administrative secretaries to identify the best practices followed in the prominent training institutes across the country which can be incorporated in the training modules of Haryana Institute of Public Administration (HIPA).

The Chief Secretary directed to prepare a special training module to equip the government officers with knowledge on the subject to prevent sexual harassment at workplace and develop in them professional competence for implementation of the statute for the prevention of Sexual Harassment of Women at workplace.

Sh. Kaushal appreciated the strenuous efforts made by HIPA in order to materialize the vision of Chief Minister, Sh. Manohar Lal regarding ‘Training to All’ (For Group A, B, C and D employees). He said that periodical training is the need of the hour in order to widen the horizon of knowledge of the workforce engaged in the government sector.

It was apprised in the meeting that HIPA has imparted training to 57,000 officers and officials working in the Haryana Government since the formulation of the policy. It was further informed that HIPA is primarily focusing on workplace ethics and other practical skills for the smooth transition of the employee's daily operations. HIPA has to engage experts and specialists from outside the government to ensure that all group A, B and C employees are trained adequately on the ethics in governance in all the departments in a time bound manner.

Sh. Sanjeev Kaushal directed the officers of HIPA to expedite the work of providing real time information of the trained employees on the official portal department wise.

Haryana Police seizes over 85,000 prohibited medicine, one held

Chandigarh, Jan 20– Under its ongoing campaign against drugs, Haryana Police has seized a huge consignment of banned medicines including more than 10,000 capsules, 75,000 tablets, 300 bottles of syrups and 100 injections and arrested a person while he was carrying the contraband in a car in Yamunanagar district.

Sharing the information here today, a Haryana Police spokesperson informed that seized prohibited medicines were being supplied in the state from Uttar Pradesh.

A police team had received secret information that a suspected peddler will come from Uttar Pradesh to Haryana via Kalanaur with a huge consignment of drugs in his car. Immediately after getting the input, a team was formed that went to the Kalanaur border and started checking the vehicles at naka. Meanwhile, when a car was stopped and checked, a huge amount of medicines, fallen under the category of prohibited drugs was recovered from the vehicle. These include 20 boxes (2880) of Spasmo Proxyvon capsules, 10 boxes (60000) of Lomotil tablets, 25 boxes (6000) of Pyeevon Spas Plus capsules, 25 boxes (15000) Alprazolam tablets, 2 boxes (300 bottles) Chlorpheniramine syrup, 5 boxes (1200) Hydrochloride capsules and 2 boxes of Tramadol.

The arrested accused was identified as Amit Kumar, a resident of Barara in Ambala district.

The accused has been booked under relevant sections and further investigation is underway.

Chandigarh, January 20 - Haryana Government has designated officers as Link Officers to ensure smooth functioning of the Departments, Boards, Corporations in the absence of the Administrative Secretaries, Head of Departments, Board, Corporations. The link officers will perform duties during the leave, training, tour, election duty period of the designated officers states a circular issues by Chief Secretary, Sh. Sanjeev Kaushal here today.

Among these link officers, the first link officer of the Director General Heath Services (DGHS), Head of Department (HoD) will be the DGHS (Programs) and second link officer will be Managing Director (MD), National Health Mission.

Similarly, first link officer of DGHS (Programs) will be DGHS (HoD) and second link officer will be MD, National Health Mission.

These officers will be Link Officer during the away period of more than 2 days due to any other reason or in the event of vacancy due to retirement or transfer of the officer. Every officer shall inform the link officer before going on leave, training, tour or election duty.

While Haryana Government has also promoted Nine IAS officers of 2014 batch in the Junior Administrative Grade of IAS (Level 12 in the Pay Matrix ) with effect from January 1, 2023 subject to the condition that they shall complete Phase - III of Mid - Career Training Programme as and when the Government of India will organize the said training for them. A notification to this effect has been issued by the Chief Secretary here today.

PRIs in Haryana now have administrative powers to get development works done

State issues instructions for PRIs to execute works from their funds and grant-in-aid

Government’s aim to ensure rapid development of rural areas, strengthen Panchayati Raj Institutions

Chandigarh, January 20: In order to ensure rapid development of rural areas and to achieve the goal of strengthening Panchayati Raj institutions (PRIs), the Haryana government has issued new instructions regarding the process of development works in rural areas. As per the new instructions, the PRIs will have the power to give administrative approval to the estimates of all the development works to be carried out of the funds available with them and the grant-in-aid given by the government.

With issuance of the new instructions, the state government has cancelled all the instructions issued earlier. The Panchayati Raj Institutions include Gram Panchayat, Panchayat Samitis and Zila Parishad.

Giving information in this regard, an official spokesperson said that in future, Gram Panchayat, Panchayat Samiti and Zila Parishad will ensure to get the development work done from their respective funds as per these instructions. For this, firstly a proposal will be passed by the concerned Panchayati Raj Institution according to the availability of the budget. Subsequently, the passed proposal will be sent by the Panchayati Raj Institution to the concerned technical officer to prepare estimates.

The resolution passed at the Gram Panchayat level will be forwarded by the Gram Sachiv to the concerned Junior Engineer (JE). At the Panchayat Samiti level, the proposal prepared by the BDPO will be sent to the Sub Divisional Officer (Panchayati Raj). At the Zila Parishad level, the resolution passed by the Zila Parishad will be forwarded by the Chief Executive Officer (Zila Parishad) to the Executive Engineer (XEN).

The spokesperson said that the technical approval of the estimates of development works up to Rs 2 lakh will be given by the concerned JE at its own level. In case of development work of more than this amount, proposals will be sent to the competent authorities for approval. Technical approval of estimates up to Rs 25 lakh will be given by SDO, up to Rs 1 crore by XEN, up to Rs 2.5 crore by SE, and technical approval of estimates above Rs 2.5 crore by Chief Engineer (Panchayati Raj). After receiving the technically approved estimates, administrative approval will be given by the concerned Panchayati Raj Institution.

The spokesperson further said that all the Panchayati Raj Institutions will be able to get the works costing up to Rs. 2 lakh done at their own level without any tender (on the basis of quotation). All development works costing more than Rs 2 lakh will be done through e-tendering. For this, the competent authority i.e., SDO or XEN will issue the tender.

The spokesperson said that after the approval of detailed notice inviting tender (DNIT), the notice period for issuing e-tender for development work up to Rs 25 lakh will be 7 working days. The notice period for work ranging from Rs 25 lakh to Rs 1 crore will be 15 days and 21 days for works of more than Rs 1 crore. For issuing e-tender for development work up to Rs 25 lakh, a sub-divisional officer (Panchayati Raj) will be the technical officer and for more than Rs 25 lakh; Executive Engineer (Panchayati Raj) will be the technical officer.

He said that for the technical bid of works up to Rs 25 lakh, the concerned contractor will have to upload the related documents on the Haryana Engineering Works Portal. For approval of the technical bid for Rs 25 lakh to Rs 1 crore, a committee will be headed by the XEN, which will have an SDE and section officer/account officer/accountant/accounts assistant, any of them; as the members.

For the approval of the technical bids of more than Rs 1 crore, the superintending engineer (SE) will be the convenor, XEN as the member secretary, another XEN and section officer/account officer/accountant/accounts assistant, any of them; as the members.

The financial bids will only be opened for the technically approved tenders, for which committees have been made at various levels. The spokesperson said that as per the new instructions, the time limit has been fixed from passing the proposal to preparing its estimates, administrative approval by the concerned Panchayati Raj Institutions, issuing tenders, technical evaluation, opening of financial bids and issuing work orders.

Major Activities undertaken by the State of Haryana to control the spread of COVID-19

• Department of Health fixed the per day upper cap of COVID treatment charges in all private hospitals through order dated 25.06.2020. The rates for isolation beds (Rs. 8, 000 per day for Non- NABH Hospitals, Rs. 10, 000 per day for JCI/ NABH Hospitals), ICU Beds without Ventilators (Rs. 13, 000 per day for Non- NABH Hospitals, Rs.

15, 000 per day for JCI/ NABH Hospitals), ICU Beds with Ventilators (Rs. 15, 000 per day for Non- NABH Hospitals, Rs. 18,000 per day for JCI/ NABH Hospitals).

• State Government has fixed the Rates/ Charges for different type of COVID 19 testing as below: -

1. CBNAAT testing- 2400/-.

2. True NAT Testing- 1250/-

3. RTPCR Samples collected at private hospitals/ labs and their designated collection centers - 299/-

4. RTPCR Samples collected through home visits - 499/-

5. Rapid Antigen Testing-50/-

6. IgG based ELISA Testing-250/-

• The Government of Haryana has fixed the upper limited of lab test in patients of COVID-19/ post-COVID

• Haryana Village General Health Checkup Scheme: The scheme was initiated from May 15, 2021 & villages with high COVID load were taken on priority and Rapid Antigen Testing (RAT) was the main stay of screening. Till date, total 1,73,79,228 were screened and 1,10,928 cases of ILI were detected and 5,164 positive cases were diagnosed, isolated and treated to prevent the spread of disease. The villages with positivity more than 5 were re-screened. Out of 13,22,058 people re-screened, 90 positive cases were detected and treated to effectively curtail the spread.

• Sero Survey- Health Department, Haryana has conducted 3rd round of Sero Survey in the month of September 2021 in the State, wherein Seroprevalence was found to be 76.3 (Urban 78.1 & Rural 75.1). In previous 2 rounds, the Sero prevalence was found to be 8 in 1st round and 14.8 in 2nd round of Sero Survey.

• Govt. of Haryana has made 2nd dose compulsory for which detailed guidelines have been issued to all Deputy Commissioners on 22 December 2021.

• Vaccination for population between 15 to 18 Years of age was started on 03-01-22.

• Govt. of Haryana has started administering COVID-19 Booster/Precaution Dose on 10th January 2022 to Health Care Workers, Front Line Workers, and to people of 60 Years and above with comorbidity, who have completed 9 months since the 2nd Dose.
