Governor visits schools and health centers in Jind
Inspects various developmental activities
Chandigarh, August 19 – Haryana Governor, Prof. Ashim Kumar Ghosh reviewed the schemes of the Central and State Government and inspected various developmental activities during his two-day visit to Jind district.
The Governor held a meeting with district level officers at Chaudhary Ranbir Singh University, Jind today where he took feedback on ongoing welfare schemes. The Governor directed officers to take strong measures for drug prevention, TB eradication, and crop residue management.
He also reviewed the activities of the Red Cross Society and suggested that more people should adopt TB patients under the Nikshay Yojana. Setting a personal example, he announced that he himself would adopt five TB patients and provide them with nutrition kits for six months.
The Governor emphasised effective implementation of MGNREGA, Pradhan Mantri Awas Yojana, and other rural development schemes so that eligible people get timely benefits. He directed officers to streamline the fertilizer distribution system and to regularly spread awareness among farmers about crop residue management.
Governor Prof. Ghosh, along with his wife Smt. Mitra Ghosh, visited primary schools in Jhanj Kalan and Jitgarh villages. He said discipline, good values, and interest in sports should be encouraged among children. He also appealed to parents to spend time with their children, observe their interests, and allow them the freedom to choose their field accordingly, so that they can showcase their talent in the right direction and achieve success.
He announced to give Rs 60,000 each for the development of both schools and directed school management committees to ensure nutritious and quality mid-day meals for children.
The Governor also visited the Primary Health Centre at Ramrai village. He met patients under treatment and inspected facilities including the laboratory, medicine storage, cold chain room, and medical records.
At Jitgarh Primary School and Ramrai Health Centre, the Governor planted saplings and urged people to plant more trees and also take care of them afterwards.

It is noteworthy that Kapil Bainsla secured the first position in the 10m Air Pistol Men’s Junior Final and brought glory to India. His achievement has made not only Haryana but the whole country proud.

Complete repair & maintenance works of District Hospitals within prescribed timelines, ACS-Health tells officials
Haryana’s District Hospitals to be upgraded for modern and patient-friendly services
Chandigarh, August 19 – Haryana’s Additional Chief Secretary, Health, Sh. Sudhir Rajpal today reviewed the progress of ongoing works for the upgradation and improvement of District Hospitals across the state, being executed by the Public Works Department (Buildings & Roads). Additional Chief Secretary, PWD (B&R), Sh. Anurag Agarwal was also present in the meeting.
Subsequently, a review meeting was also held by the Engineer-in-Chief (Buildings), PWD (B&R) through videoconferencing to assess the pace and quality of works. These works are in line with the announcements made by Chief Minister Sh. Nayab Singh Saini in the State Budget 2025–26.
During the meetings, clear directions were issued to all Executive Engineers of PWD (B&R) to ensure completion of repair and maintenance works in District Hospitals by September 15, 2025. The scope of works includes Civil Engineering, Electrical, and Horticulture improvements, aimed at creating more patient-friendly and functional hospital environments.
The State Government has earmarked Rs. 100 crore for these special repair works, being carried out by the Health Department through PWD (B&R).
Emphasizing the government’s priority, Sh. Rajpal said modern, safe, and well-equipped hospitals are vital for ensuring better healthcare delivery. He added that timely completion of these projects will significantly improve patient services and working conditions for healthcare staff.
He said the Haryana Government is committed to provide world-class healthcare infrastructure to every citizen, ensuring that quality medical services are accessible and available across all districts of the state.

Chandigarh, August 19 – In a decisive push to modernize agricultural data management, streamline land records, and strengthen census operations, Haryana’s Financial Commissioner Revenue, Dr. Sumita Misra, announced a series of far-reaching initiatives *during a detailed review meeting with all Deputy Commissioners of the state*. Looking ahead, she also proposed the establishment of a Haryana Revenue Training Institute on about 20 acres of land to serve as a state-of-the-art centre for training and capacity building of revenue officials.
Dr. Misra informed that the state will roll out Agristack-based crop surveys and farmer registries from the next agricultural season. As groundwork, one village in every tehsil will be taken up as a pilot project, with master training of officials concluding tomorrow. Patwaris and revenue sahayaks will subsequently be trained by the master trainers to operationalize the initiative.
Financial Commissioner Revenue directed all Deputy Commissioners to clear pending mutations in campaign mode. The FCR directed districts to strictly adopt the First-In-First-Out (FIFO) system on the Web HALRIS platform. This will eliminate manual discretion, ensure fairness, and speed up service delivery. Dr. Misra stressed that reducing backlog is essential before processing new cases. She underlined that mutation pendency must be cleared by October 15, 2025.
Dr. Misra who is also the State Nodal Officer to oversee all Census 2027-related activities also directed that pilot census operations will commence in Panchkula, Hisar, and Faridabad in October–November 2025, setting the stage for the nationwide census. House listing operations are scheduled for April–September 2026, followed by population enumeration in 2027. She clarified that in each district, the City Magistrate will act as the nodal officer to oversee census work and all Deputy Commissioners will be Principal Census Officers.
During the meeting Dr. Sumita Misra said that that as part of the Large-Scale Mapping Project, 71% Tatima Updation work is completed across the state. She informed that out of 62.72 lakhs number of tatima 44.60 lakh has been completed and updated till August 18, 2025. Accordingly she further directed all DCs that work of tatima updation should be completed by October 15, 2025.
The meeting also focused on boundary disputes with Uttar Pradesh. The Survey of India has already handed over precise locations for the erection of boundary pillars, and funds have been released. Dr. Misra directed Deputy Commissioners of Panipat, Sonipat, Faridabad, Palwal, and Karnal to expedite construction and report progress regularly.

Chandigarh, August 19 – Haryana Chief Secretary Sh. Anurag Rastogi today commended the comprehensive reform initiatives led by the Government of India and the Food Corporation of India (FCI), emphasizing their pivotal role in enhancing the efficiency of the nation's extensive food procurement operations.
Speaking at the inaugural session of the State-Level Workshop on Procurement Reforms organized by the Department of Food & Public Distribution, Ministry of Consumer Affairs, Food and Public Distribution, Government of India, Sh. Rastogi described the procurement process as a "massive undertaking" that demands continuous innovation and systematic reform.
Rastogi particularly praised the Centre's groundbreaking initiative to ensure direct bank payments to farmers for their procured crops, calling it a transformative milestone in agricultural policy. "Haryana has successfully embraced this system, enabling farmers to deposit their produce at procurement centres and receive payments directly in their accounts by the time the produce reaches the godowns," he explained.
The Chief Secretary highlighted how this streamlined approach has eliminated traditional bottlenecks and enhanced trust between farmers and government agencies.
Learning from Past Challenges
Drawing on his extensive administrative experience as Deputy Commissioner, Additional Deputy Commissioner, and Sub-Divisional Magistrate in the 1990s, Sh.Rastogi reflected on the remarkable progress made over the decades. “Today, with the advent of direct benefit transfers (DBT), the longstanding challenges of delayed payments and arbitrary deductions have been largely addressed,” he noted.
While acknowledging that private financial dealings between farmers and purchase agents remain beyond government oversight, he emphasized that official payments are now completely secure and transparent.
Vision for Continuous Improvement
The Chief Secretary stressed that given the enormous scale of procurement operations across the country, emerging challenges are inevitable. "Even five or ten years from now, new issues may surface. What matters most is our unwavering commitment to continuous improvement through robust policy frameworks and timely interventions," he stated.
The Chief Secretary emphasized that successful agricultural reforms require sustained collaboration between central and state governments, along with active participation from farming communities.
Congratulating both the Government of India and FCI for their progressive approach, Sh. Rastogi expressed strong optimism about upcoming reforms. He expressed confidence that future initiatives would further strengthen procurement processes while delivering enhanced benefits directly to farmers across Haryana and the nation.
Principal Secretary, Food, Civil Supplies and Consumer Affairs, Sh. D. Suresh, said that although Haryana accounts for only 2 per cent of the country’s population, it is the second-largest contributor to the national wheat and rice pool — a testament to the hard work and resilience of its farmers.

Haryana Government issues instructions on GPF advance & withdrawal
No approval of GPF advance in the last six months of service
Chandigarh, August 19 – The Haryana Government has directed all Administrative Secretaries that no officer or employee should be granted approval for General Provident Fund (GPF) advance during the last six months of their service before retirement. These instructions have been issued to prevent irregularities in procedures related to GPF.
In a letter issued by Chief Secretary Sh. Anurag Rastogi, who also holds the charge of Additional Chief Secretary, Finance Department, it has been stated that details of any advance or withdrawal sanctioned within 12 months before the date of retirement must be mandatorily recorded in the prescribed forms and duly certified by the Administrative Department.
Further, if in any exceptional case an advance is sanctioned after the final payment case has been forwarded to the office of the Principal Accountant General, such sanction must be immediately communicated through official email or other formal means so that necessary adjustment can be made in the payment.
According to the letter, it has come to the notice of the Finance Department that some Administrative Departments and DDOs are sanctioning recoverable or non-recoverable advances even after sending the GPF final payment cases to the office of the Principal Accountant General (Accounts & Entitlement). It has also been observed that in many cases, mandatory details regarding advances or withdrawals—especially those relating to the 12 months before retirement—are either not filled properly in PF-09 and PF-10 forms linked with GPF final payment, or are not certified by the Administrative Department.
The Finance Department clarified that such lapses increase the risk of errors in payment and excess disbursement, which can cause financial loss to the State. The letter further stated that submission of GPF final payment cases is done only through the Online Diary Management System (ODMS), whereas advances and withdrawals are processed on the Government’s E-Billing Portal (T&A)/NIC. Since there is no data integration between these two portals, and some DDOs are not following the prescribed instructions, this problem is occurring repeatedly.
Taking this matter seriously, the State Government has instructed all Treasury Officers and DDOs to ensure strict compliance with the Haryana Civil Services (GPF) Rules, 2016.

Ensuring quality education and better facilities for children in the district is the foremost priority of the government. With the construction of new school buildings, students will get a conducive environment for learning, which will further improve the quality of education, he said.
The state government is consistently providing modern basic facilities in every school across Haryana, said the Minister while addressing the people after laying the foundation stone of a new building at the Government Senior Secondary School in Bajghera village, Gurugram on Tuesday.
Highlighting the importance of education, he said that if any nation wants to maintain its position at the global level, education is the best medium. With this vision, the Haryana government is working relentlessly to upgrade basic facilities in government schools, he said.
Rao Narbir Singh reiterated that the Haryana government is fully serious and committed to the development of Gurugram. Under the leadership of the Chief Minister, Sh. Nayab Singh Saini, the state government is carefully understanding the issues faced by citizens and is working consistently towards their permanent resolution.
He informed that the Haryana government has accelerated the disposal of development-related files at the headquarters level by giving them priority. As a result, citizens will very soon witness rapid transformation and fast-paced development works at the grassroots level.
The Minister assured that in the coming days, Gurugram will see concrete and positive changes in infrastructure, education, healthcare, and urban convenience, making life more comfortable and better for its residents.
Rao Narbir Singh further said that the government has formulated and implemented several schemes for the upliftment of the weaker sections. Both the Prime Minister and the Chief Minister are introducing and implementing new policies aimed at empowering the weaker and backward classes. He stated that over the last 11 years, the Haryana government has set an example for the entire nation through numerous welfare initiatives. Funds from various welfare schemes are being directly transferred to beneficiaries’ bank accounts, ensuring transparency in the entire system, said the Minister.
He added that the government is working with due respect and dignity towards every section of society. As a result of these efforts, for the first time since the formation of Haryana, the people have given the same party the mandate to serve for the third consecutive term.

Haryana Strengthens Reverse Tracking of MTP Cases, 43 FIRs Registered

Chandigarh, August 19 – Under the directions of Health and Family Welfare Minister Arti Singh Rao, the weekly meeting of the State Task Force (STF) for Improving Sex Ratio in Haryana was held under the chairmanship of Additional Chief Secretary, Health, Sh. Sudhir Rajpal here today. The meeting focused on intensifying efforts to curb illegal abortions and further improve the state's sex ratio under the ‘Beti Bachao-Beti Padhao’ campaign.
The meeting was informed that due to constant efforts by the Health and Women and Child Development Departments, the state has recorded sex ratio of 905 from January 1 to August 18, 2025, up from 899 in the corresponding period last year.
During the meeting, the Additional Chief Secretary emphasized the need for stringent enforcement against illegal abortions, instructing officials to take punitive measures, including revoking the licences of doctors found complicit.
He said the state is implementing reverse tracking of all Medical Termination of Pregnancy (MTP) and abortion cases beyond 12 weeks, particularly where women already have one or more daughters. A total of 43 FIRs have been registered in reverse tracking cases while 3 FIRs are under process. A total of 38 private hospitals/clinics have been issued notices over suspected illegal abortion practices.
In addition, a quack supplying MTP kits from Narela was also arrested by a team of health officials in Sonipat. The state will now also start reverse tracking of 1182 more Medical Termination of Pregnancy (MTP) and abortion cases beyond 12 weeks.
The Additional Chief Secretary directed that the CMOs in all districts be provided all the legal help along with active coordination with the police to ensure that all these cases can be taken to their logical conclusion in the courts and conviction can be ensured. He directed officials to streamline the staffing process and ensure legal manpower with CMOs to deal with these cases effectively.
The police department informed they were working closely with health officials during raids and tracing phone records and location history of the accused persons to dismantle the entire network of involved in sex determination and illegal abortions.
The Additional Chief Secretary also directed action against SAHELIS associated with pregnant women where abortions of girls have taken place. He instructed officials to ascertain whether the aborted child was female and take strict action in case of any illegality.
Director, Women and Child Development Department, Monica Malik, and senior officers of various departments were present in the meeting.

Haryana Chief Electoral Officer, Sh. A. Sreenivas
Chandigarh, August 19 – Haryana Chief Electoral Officer, Sh. A. Sreenivas said that the Election Commission of India has published the draft electoral roll for Bihar state from August 1 to 18, 2025, with the aim of ensuring accuracy in the voter list.
Sh. A. Sreenivas said so far, no claims or objections have been submitted by any political party regarding the draft list. However, 45,616 claims and objections have been received so far directly from the electors and 1,348 objections had been disposed off within 7 days. In addition, 1,52,651 Form 6 and Declaration applications have been received from new voters of 18 years of age or above.
As per the guidelines of the commission, Claims and Objections are to be disposed of by the concerned ERO/AERO after the expiry of 7 days after the verification of eligibility documents.
He further said that as per Special Intensive Revision (SIR) orders, no name can be deleted from the draft list published on August 1, 2025 without passing a speaking order by the ERO/AERO after conducting an enquiry and after giving a fair and reasonable opportunity.
The list of deleted voters, whose names are not included in the Draft Electoral Roll dated August 1, 2025, is available on the websites of the respective DEOs/DMs (district- wise) as well as on the CEO website in an EPIC searchable mode as well. Aggrieved persons may submit their claims along with a copy of their Aadhaar Card.
The Chief Electoral Officer has appealed to all political parties, citizens, and organisations to actively take part in this process and help in creating a voter list that is accurate, transparent, and inclusive.
