Chandigarh, July 30 – Haryana Chief Minister Sh. Nayab Singh Saini said that the state government is committed to providing employment to the youth purely on the basis of merit and without any kharchi-parchi. As part of this commitment, recruitment will soon be conducted in the Police department. He encouraged youth to begin their preparations in earnest.
Addressing gatherings during his visit to various villages in Kurukshetra district, the Chief Minister highlighted that the CET Group-C examination was successfully conducted by the Haryana Staff Selection Commission. An impressive 13.5 lakh youth applied for the exam and for the first time, over 90 percent attendance was recorded, a clear indication that young people trust the fairness and transparency of the current recruitment process.He recalled how, under previous governments, job seekers were often forced to seek recommendations from MLAs or ministers and bear unnecessary expenses. In contrast, the present government has eliminated such practices and ensured merit-based selections.
The Chief Minister further said that nearly 7,500 youths were provided employment through final results announced this month. Within a week, the newly selected candidates and their families will be invited for a special interaction program. He shared that deserving candidates from underprivileged backgrounds are now being selected for prestigious posts like HCS and HPS, purely on the basis of merit and without any kharchi-parchi. Also, 58 meritorious youth from the state have recently been selected for IAS posts.
Taking a dig at the Congress, he said that during elections, its leaders made absurd promises, including offering one job in exchange for 50 votes and distributing government jobs as if per their share in jobs. Due to this mindset, Congress party base is eroded, both in Haryana and across the country. There is no sign of any revival for them in the near future, he remarked.He also criticized the opposition for lacking genuine issues and indulging in baseless propaganda. Before the last Assembly elections, results for 25,000 job posts were ready, but opposition leaders moved the Election Commission and courts to stall the process. When the youth raised this concern with him, I assured them that they would be given joining letters before I assumed office and I kept that promise, he added.

Chandigarh, July 30 – Haryana Chief Minister, Sh. Nayab Singh Saini said that to make India a developed nation, it is essential to provide children with not only technical education but also good values and moral education. To promote digital education, 5 lakh tablets have been distributed to students of classes 10 to 12, nearly 40,000 classrooms have been equipped with digital boards, and 1,201 ICT labs have been set up. Moreover, the National Education Policy (NEP)has been implemented on priority in the state to impart moral values and good character education to students.
The Chief Minister was addressing the Smart Class Expansion Programme organized under the aegis of Sampark Foundation and the Education Department in Ladwa, Kurukshetra district, on Wednesday evening.
Earlier, the Chief Minister released the programme brochure. He also launched the state-wide Smart TV Education Project from Ladwa.
Expressing gratitude to Sampark Foundation founders, Sh. Vineet Nayar and Ms.Anupama Nayar, Sh. Nayab Singh Saini said that a new initiative is being taken to provide digital education to children in the state.
He said that Sampark Foundation has provided Sampark TV Boxes in 7,000 schools in the state, which include digital versions of Haryana textbooks, videos, worksheets, and assessment modules similar to Kaun Banega Crorepati. Additionally, 1,485 schools have been equipped with LED TVs to develop Smart Classes. These initiatives will make the learning process easier and more interesting for children. Furthermore, 132 schools of Ladwa and Babain blocks have been developed as Smart Classes by providing LED TVs.
The Chief Minister stated that education is not just confined to bookish knowledge but is a powerful medium that shapes the future of individuals, society, and the nation. As the world is becoming increasingly digital, the nature of education is also bound to change. Therefore, it has become essential to connect children with quality digital education.
The Chief Minister said that the Haryana Government has always believed that every child should be educated and connected with technology so that they can compete at the global level. He also said that inspired by the Prime Minister, Sh. Narendra Modi's Digital India Mission, Haryana has taken several unprecedented initiatives in the field of education. Atal Tinkering Labs have been established in all 22 districts of the state, and more than 5,000 schools have been provided with Wi-Fi connectivity.
Welcoming the Chief Minister, Sampark Foundation founder Sh. Vineet Nayar said that the foundation is working to make children technologically capable. The organization aims to create curiosity for learning among children and focus on the application of knowledge. For this, nearly 7,000 schools have already been developed as Smart Schools.

Chandigarh, July 30- Haryana Public Works and Public Health Engineering Minister, Sh. Ranbir Gangwa, has taken strict cognizance of the employees failing to perform their duties diligently. The issue concerns around 3,000 beldars posted in the PWD (B & R) Department.
During a departmental review meeting and from field inputs, the Minister learned that many beldars posted in the PWD (B & R) Department are not performing their regular responsibilities and showing negligence in their work. This has not only caused delays in departmental projects but also led to financial losses to the state government. Moreover, several employees have stopped wearing their designated beldar uniforms to avoid being assigned tasks.
The Minister said that the supervising officers are also at fault for not taking action so far. He directed such officers to enforce strict discipline and warned them to take this matter seriously.
Terming the issue extremely serious, Sh. Ranbir Gangwa issued clear directions to all Superintending Engineers, Executive Engineers, Sub-Divisional Engineers, and Junior Engineers to strictly monitor the attendance, specified uniform (with PWD logo), and work performance of all beldars.
He asserted that if any beldar or officer is found violating orders, strict disciplinary action will be taken immediately. Compliance reports from all circles, divisions, and sub-divisions have been sought by August 7, 2025.
The Minister said that the working of beldar is crucial for the department, but showing negligence towards work is unacceptable. Such negligence ultimately troubles the public, as several small department tasks rely on beldars.
He clearly stated that indiscipline and negligence will no longer be tolerated. Any officer or employee failing to fulfill their duties will face strict action as per the rules. Sh. Ranbir Gangwa added that delaying work not only tarnishes the department’s image but is also a betrayal of public trust. Accountability will now be fixed in every case, and reports have been sought from the field by August 7. Once the reports are received, strict action will be taken.

Chandigarh, July 30: Haryana Chief Minister, Sh Nayab Singh Saini said that 1 lakh families categorized under Antyodaya and deprived of land will soon be allotted 100-square yard plots, along with the ownership documents. Following this milestone, the next phase will commence with the selection of an additional 1 lakh beneficiaries. Furthermore, starting from August 15, government hospitals in 10 districts upgraded with modern facilities and equipment on the lines of private hospitals will begin offering treatment for all types of diseases. This initiative aims to provide the people of the state with high-quality healthcare services at affordable rates.
The Chief Minister was speaking during the program held in the villages of Dagali, Deeg, Beed Kalwa, and Dhanani under the Ladwa Assembly constituency, today. Residents in each village gave him a warm welcome. During the visit, the Chief Minister listened to public grievances and directed officials on the spot to address them promptly.
He announced Rs 55.41 lakh for a clean drinking water pipeline in village Dagali, Rs 52.64 lakh for village Beed Kalwa, and Rs 27.15 lakh for village Dhanani. In village Deeg, he laid the foundation stone for a Primary Health Centre to be constructed at a cost of over Rs 6.38 crore. Additionally, the Chief Minister announced Rs 21 lakh for development works in each of the four villages and assured that all demand letters submitted by the respective sarpanches would be forwarded to the concerned departments for necessary action.
Sh Nayab Singh Saini said that farmers in Kurukshetra district cultivate sunflowers on a large scale. Keeping this in view, the government has decided to establish a sunflower oil mill in Shahbad. Additionally, land has been identified in Rewari for setting up a mustard oil mill. These two mills will help ensure that farmers receive fair prices for their sunflower and mustard crops. He further added that Haryana is the first state in the country where all crops are being procured at Minimum Support Price (MSP). Moreover, under the Bhavantar Bharpai Yojana, farmers are compensated when they receive lower market prices for vegetables and other crops.
The Chief Minister said that families with an annual income of less than Rs 1.80 lakh are being provided LPG cylinders at a subsidized rate of Rs 500. Around 18 lakh families across the state are currently benefiting from this scheme. Similarly, under the Ayushman Bharat Yojana, free medical treatment up to Rs 5 lakh is being provided to eligible citizens. For senior citizens above 70 years of age, the treatment coverage has been extended up to Rs 10 lakh. The state government has released Rs 6 crore for this scheme. He further added that kidney patients are now receiving free dialysis services in government hospitals.
The Chief Minister said that the government has prepared a new policy to provide relief to villagers who have been residing in houses built on village panchayat land for over 20 years, from court and other legal cases. Under this policy, such families can now obtain the registry of that property, up to 500 square yards, in their name.\

Nuh District becomes an inspiration for the state
With the effective strategies of the state government and the dedicated efforts of the local administration, the aspirational district of Nuh has achieved remarkable progress in the field of education. The district has excelled in two key indicators: ensuring 100% electricity availability in secondary schools and providing a timely supply of textbooks to students within one month of the commencement of the academic session.
In addition to this, five aspirational blocks of the state have achieved 100 percent generation of soil health cards. These include Bahal and Loharu blocks of Bhiwani district, Badhra block of Charkhi Dadri district, Nuh, Punhana, and Hathin blocks of Nuh district, and Nahar block of Rewari district — all identified as aspirational blocks.
On this occasion, Chief Minister Sh Nayab Singh Saini will launch Sampoornata Abhiyan 2.0, a comprehensive campaign that will run from August 1 to October 2, 2025. The campaign aims to ensure timely check-ups for pregnant women, complete and appropriate treatment for TB patients, timely vaccination of children, improvement in school students’ academic performance, and provision of clean drinking water to every household.

Haryana Government to launch Statewide Stray Cattle-Free Campaign from August 1

Rs 4 crore incentive scheme approved for rehabilitation efforts
Chandigarh, July 30 – In a determined move to make Haryana stray cattle-free, Haryana Government has decided to launch a Stray Cattle-Free Campaign in mission mode across the state, with the first phase scheduled from August 1 to 31, 2025.
The decision was taken during a review meeting by Dr. Saket Kumar, Additional Principal Secretary to the Chief Minister, with officials from the Gau Seva Aayog, Urban Local Bodies Department and Animal Husbandry Department here today.
This campaign follows directives issued by Chief Minister Sh. Nayab Singh Saini, who had called for urgent and coordinated action to resolve the stray cattle issue across Haryana.
As part of the drive, all stray cattle will be identified, tagged, documented and shifted to registered Gaushalas where they will be provided proper care and shelter. The drive will ensure humane handling and effective management of stray cattle across both urban and rural areas.
Further, Dr. Saket Kumar said that the Animal Husbandry Department will soon establish Gau Abhyaranyas (Cow Sanctuaries) in four districts of the state. These facilities will serve as long-term shelters and will be inaugurated by the Chief Minister.
He informed that in line with the Chief Minister’s announcement, the State Government has approved an incentive scheme to promote the rehabilitation of stray cattle from both urban and rural areas into designated gaushalas. Under this scheme, gaushala personnel will bring stray cattle to the shelters and after verification by the concerned department, financial assistance will be provided through Direct Benefit Transfer (DBT) at the rate of Rs 300 for each calf, Rs 600 for each cow, and Rs 800 for each bull. The government has also sanctioned Rs 4 crore for the implementation of this scheme.

Haryana Government Issues SOP to Crack Down on Illegal Arms Manufacturing - Dr. Sumita Misra.
Chandigarh, July 30 – Haryana Additional Chief Secretary, Home Department, Dr. Sumita Misra has issued a comprehensive Standard Operating Procedure (SOP) for the inspection and regularization of all licensed and unlicensed factories/units engaged in the manufacturing of arms and ammunition. The SOP has been framed in compliance with the directions of the Hon’ble Supreme Court of India.
Dr. Misra stated that the primary objective of the SOP is to strengthen the enforcement of the Arms Act, 1959 (as amended by the Arms Amendment Act, 2019), and the Arms Rules, 2016 (as amended in 2022), in its true spirit and especially at the grassroot level. She emphasized that the unchecked proliferation of unlicensed firearms poses a serious threat to public safety and law & order and thus requires strict regulatory and enforcement mechanism. This SOP seeks to ensure that arms manufacturing is carried out only by authorized entities and within the framework of law.
To operationalize this initiative, the SOP provides for the constitution of a District-Level Arms Control Committee in every district. The committee will be chaired by the District Magistrate and include the Superintendent of Police or Deputy Commissioner of Police (Headquarters), the District Attorney, and an expert in the field of ballistics to be nominated by the District Magistrate as members. Dr. Misra informed that these committees will inspect all existing arms and ammunition manufacturing factories/units within their jurisdiction, both licensed and unlicensed, within the next two months. Thereafter, regular monthly inspections will be carried out to ensure continuous compliance.
The SOP mandates that inspection of licensed units should include verification of licenses, thorough checking of premises, machinery, raw materials, production records, and finished goods. Any violation of license conditions, including unauthorized manufacture of firearms or components, must lead to immediate seizure and appropriate legal action. The committees are also expected to assess safety and security arrangements in these factories/units.
For unlicensed factories/units, the SOP provides for immediate crackdown. Dr. Misra said that strict action will be taken against individuals involved in the establishment or operation of such facilities. Committees have been instructed to recommend these cases for classification under ‘Chinhit Apradh’. Furthermore, unlicensed manufacturing hubs will be identified and dismantled, and civil society engagement will be encouraged to support government efforts in stopping the unauthorised manufacturing of illegal firearms.
Police authorities will play a central role in implementing of the SOP. Each district’s Superintendent of Police or DCP will be responsible for forming a dedicated cell of expert investigators to handle Arms Act cases. Coordination with intelligence agencies is to be enhanced to monitor trafficking networks and routes. Surveillance will be increased at railway stations, bus stands, and highways. Investigating Officers are required to ensure thorough documentation, timely FIR registration, and proper production of seized weapons before the trial courts. They will also be responsible for forensic examination of seized illegal weapons and obtaining timely prosecution sanction from District Magistrates.
Dr. Sumita Misra highlighted the vital role of District Attorneys in ensuring effective prosecution. They have been directed to facilitate speedy trials under the Arms Act and prepare monthly reports on convictions and acquittals. The senior-most Deputy District Attorney in each district will act as the nodal officer to ensure the proper scrutiny of the charge sheets filed in cases registered under Arms Act, 1959.
To ensure continuous monitoring, the District-Level Arms Control Committees are required to submit detailed reports of their inspections to the State-Level Committee. The first comprehensive inspection report is due within three months, and monthly reports thereafter by the 7th of each month.
Dr. Misra further added that District Magistrates are authorized to issue any additional directions needed for effective enforcement of Arms Act,1959 & Rules made thereunder. She reiterated that the Haryana Government remains committed to uprooting illegal arms manufacturing and ensuring that public safety and national security are never compromised.

While delivering the keynote address at the 'Agri-Jal Samvad: Enabling Ground-Level Climate Action-State Level Consultation' event on downscaling of Revised State Plan on Climate Change, Additional Chief Secretary, Environment, Forests, and Wildlife, Sh. Anand Mohan Sharan, unveiled a transformative vision to make every village a frontline hub of climate action.
“Climate change isn’t just a global challenge—it’s a local reality impacting our farmers, families, and fields,” Sharan stated.
With erratic rainfall, intensifying heatwaves, and depleting groundwater threatening Haryana’s agriculture-driven economy, the urgency is clear. Over half of the state’s population relies on farming, and increasing water scarcity is pushing rural communities to the brink. “Resilience isn’t a choice; it’s a necessity,” he added.
The revised SAPCC serves as Haryana’s comprehensive blueprint for climate action. It focuses on critical sectors—agriculture, water, biodiversity, forests, and health—with clear, measurable targets. From encouraging crop diversification and promoting natural farming to launching community-led water budgeting initiatives, the plan blends ambition with practicality. It also integrates climate priorities into existing schemes like MGNREGA and the Pradhan Mantri Krishi Sinchai Yojana, ensuring coherence between policy and funding.
A defining feature of this plan is its emphasis on localization. “Climate impacts are felt first in villages, so solutions must begin there,” Sharan emphasized. The strategy empowers Gram Panchayats to incorporate climate action into their development plans, access dedicated funding, and build local capacity for sustainable transformation. District and block-level officials will receive training to apply a “climate lens” to their operations, ensuring that every decision—from irrigation management to livelihood support—considers climate resilience.
Collaboration remains central to Haryana’s approach. The state is working closely with organizations such as GIZ and NABARD to bring technical expertise, innovation, and financial support to the grassroots. Haryana is also exploring global climate funds and leveraging CSR partnerships to advance its climate mission.
True resilience begins with empowered communities. By equipping local leaders, aligning policies, and fostering strategic partnerships, Haryana is charting a path where its villages don’t just endure climate change—they flourish in spite of it, he added.

New Electricity Connection in Metropolitan Areas of Haryana to be given Within 3 Days
This service is now covered under the Right to Service Act
Chandigarh, July 30 – In Haryana's metropolitan areas, new or temporary electricity connections or load extensions under LT (Low Tension) supply can now be obtained within just 3 days after the complete application, charges, and documents are submitted.
According to an official notification issued by Chief Secretary Sh. Anurag Rastogi,
this service has been notified under the Right to Service Act, 2014.
For temporary, new electricity connections or load extensions, the time limit is set at 7 days in municipal areas and 15 days in rural areas. In cases involving system expansion or enhancement, the time limit is set at 34 days.
The designated officer for this service will be the concerned Sub-Divisional Officer (Operations). Similarly, the concerned Executive Engineer (Operations) will act as the First Grievance Redressal Authority, and the Superintending Engineer (Operations) will be the Second Grievance Redressal Authority.

The nation’s economy has risen from the 11th to the 4th position, and over the past 11 years, citizens have benefited from a wide range of facilities and services.
The Chief Minister was interacting with the media persons on Wednesday at Shri Sangameshwar Mahadev Temple in Arunay village, Pehowa, district Kurukshetra.
Earlier, he performed Jalabhishek amidst the chanting of Vedic mantras and offered prayers for the well-being of the people and the progress of the state. Following the rituals, the Chief Minister visited the temple premises and also planted a sapling. Responding to a question on Operation Sindoor and Operation Mahadev, the Chief Minister said that the opposition attempted to disrupt and stall Parliament proceedings merely to gain political mileage. However, Prime Minister Sh Narendra Modi presented the truth before the nation during the session and took decisive action to eliminate the terrorists responsible for targeting innocent civilians. He added that Prime Minister Sh Narendra Modi is a globally respected leader, and people have strong faith in his policies.

Haryana Right to Service Commission Imposes Rs. 1,000 fine on electricity department Officer for delay
Chandigarh, July 30 – The Haryana Right to Service Commission has imposed a fine of Rs.1,000 on an employee of the electricity department for delay in providing a service. The amount will be deducted from the officer's salary and paid to the complainant as compensation.
The complainant, a resident of Radaur, had submitted a complaint to the Commission stating that he had requested the disconnection of his NDS electricity connection in August 2024. At the same time, he had asked the department to adjust the security deposit of that connection into another active account at his home. However, despite repeated requests and several visits to the office, no action was taken. Later, he applied online in March 2025, after which he was informed in July that the security amount had been adjusted in the June bill. The complainant demanded compensation for the nearly nine-month delay and action against the responsible officer.
The spokesperson of the Commission said that it was found during the hearing that both account numbers were clearly mentioned in the consumer's application. Still, due to a clerical mistake, the consumer clerk issued a PDCO for the residential connection instead. Although the error was later corrected, a new PDCO for the correct account was never issued, and the amount was also not adjusted in time. It was finally done in April, after the online application.
Considering all the circumstances, the Commission held the consumer clerk responsible for the delay and imposed a fine of Rs.1,000 under Section 17(1)(h) of the Haryana Right to Service Act, 2014. This amount will be deducted from the August salary and paid to the complainant in September. The Sub-Divisional Officer has been directed to submit a compliance report to the Commission by September 10.

20th installment of Pradhan Mantri Kisan Samman Nidhi to be released on August 2, Shyam Singh Rana
Chandigarh, July 30– Haryana Agriculture and Farmers’ Welfare Minister, Sh. Shyam Singh Rana, informed that Prime Minister Sh. Narendra Modi will release the next installment of the Pradhan Mantri Kisan Samman Nidhi on August 2. He said that a special programme for farmers will be organized in Varanasi under the leadership of the Prime Minister, during which the 20th installment of the scheme will be released.
The Agriculture Minister said that under the leadership of the Prime Minister, an amount of Rs 6,000 is provided in three installments every year, with one installment released every four months. Through this initiative, the government ensures that farmers receive direct benefits. He also highlighted the important role of Krishi Vigyan Kendras (KVKs) in this entire process and said that their strong involvement is expected this time as well. The event will not only directly benefit farmers but also serve as a medium for public awareness, and hence should be celebrated as both a festival and a mission.
Sh. Shyam Singh Rana urged farmers to participate in large numbers in the programme on August 2, when the installment will be released.
He informed that since the launch of the scheme in 2019, a total of Rs. 3.69 lakh crore has been transferred into farmers’ accounts through 19 installments across the country. In the upcoming 20th installment, around 9.7 crore farmers will receive approximately Rs. 20,500 crore.

Gurugram, July 30 — Haryana Education Minister, Sh. Mahipal Dhanda said that the National Education Policy (NEP 2020) aims not just to give students bookish knowledge but also vocational skills. He said that education has a major role to play in fulfilling Prime Minister, Sh. Narendra Modi’s vision of a Viksit Bharat by 2047, and NEP will serve as a strong foundation for it.
In a meeting held at Gurugram University, the Education Minister reviewed the implementation of NEP 2020 in the university. Vice-Chancellor, Prof. Sanjay Kaushik, OSD to CM, Sh. Raj Nehru, Registrar, Sh. Sanjay Arora, and all Deans and Chairpersons of departments also attended the meeting.
During the meeting, the Minister interacted directly with faculty members. He inquired about the number of students in each department, the kind of guidance and mentorship they receive, and how they are being prepared for their careers. He emphasised that the role of teachers should go beyond classroom teaching and that they should contribute to the overall development of students.
Senior university officers informed the Minister that NEP 2020 has been effectively implemented in Gurugram University and all its affiliated colleges. They shared updates on key initiatives such as credit-based courses, the multiple entry-exit system, skill-based education, interdisciplinary learning, startup and incubation centers, placements, internships, hands-on training, and career counseling.
The Minister encouraged faculty members to partner with major industries so that students gain real-world exposure during their studies and are ready for employment as soon as they complete study.He also said that higher education institutions in the state must take NEP implementation seriously so that Haryana can become one of the leading education hubs in the country.
Dean of Academic Affairs, Prof. Neera Verma, gave a detailed presentation to the Minister about the steps taken by the university to implement NEP 2020.
Sh. Mahipal Dhanda shared that while the central government has set a target to fully implement NEP by 2030, the Haryana government is working actively to achieve complete implementation by 2025. He expressed confidence that Haryana will become the first state in the country to achieve full implementation of NEP ahead of schedule. The Minister also took part in a sapling plantation drive on campus to promote environmental awareness.
Vice-Chancellor Prof. Sanjay Kaushik said that NEP gives institutions, teachers, and students the opportunity to innovate and be creative. He also briefed the Minister about the courses running and infrastructure development at the university’s new Sector 87 campus.
OSD to CM, Sh. Raj Nehru, said that NEP is a major step toward making India a developed nation. He suggested that the university should hold meetings with industries and design industry-relevant courses so that students can find suitable employment immediately after completing their education.

Chandigarh, July 30– Haryana Chief Minister Sh. Nayab Singh Saini said that a team of officers will visit every village to complete the process of installing solar panels under the Pradhan Mantri Muft Bijli Yojana. He said that families with an annual income below Rs. 1.80 lakh will be provided with a 2 kW solar panel under this scheme. Out of the total cost, Rs. 70,000 will be borne by the Central Government and the remaining by the State Government.
He stated that households with solar panels will have zero electricity bills. The government has set a target to install solar panels on one lakh houses this year, and so far, 26,000 families have benefited from the scheme.
The Chief Minister was speaking at a ‘Dhanywadi Karyakaram’ organized in villages Gudhi, Jogi Majra, Bakali, and Niwarsi of Ladwa Assembly constituency on Wednesday.
Earlier, villagers welcomed Sh. Nayab Singh Saini on his arrival. During the program, he listened to their problems and issued on-the-spot directions to officials for solutions. He announced Rs. 23.04 lakh for a clean drinking water pipeline in Gudhi, Rs.70.44 lakh for Bakali, and Rs. 22 lakh for Jogi Majra. He also inaugurated a sports stadium built at a cost of Rs 2.73 crore in Dhanora Jatan.
The Chief Minister further announced Rs. 21 lakh each for development works in all villages and assured that the demand letters submitted by sarpanches would be forwarded to the concerned departments for necessary action.
He added that since the formation of the government for the third time, funds worth Rs. 57 lakh for Gudhi, Rs. 1.40 crore for Bakali, and Rs. 2.78 crore for Niwarsi have already been released for development works.
The Chief Minister further said that due to heavy rains in recent days, farmers’ crops were affected, and the government has directly transferred Rs. 1,334 crore as compensation to the affected farmers’ accounts.
