He informed the House that Chaudhary Bansi Lal was elected to the Haryana Legislative Assembly seven times, served as a Member of the Lok Sabha three times, and was a Member of the Rajya Sabha twice. At the Centre, he demonstrated exceptional leadership while handling key ministries such as Defence, Transport, and Railways.

The Chief Minister described Chaudhary Bansi Lal as a Karmayogi, a symbol of value-based politics, and an efficient administrator. He was known for his straightforward nature and farsighted vision. Through his dedication and impactful policies over a political career spanning five decades, he gave Haryana a distinct identity.

*Government College every 20 km to support higher education for daughters: CM Nayab Singh Saini*

Chandigarh, August 26 : Haryana Chief Minister Sh Nayab Singh Saini said that the state government’s policy is to establish a government college within every 20-kilometre radius. In line with this policy, seven government colleges are already operational in the vicinity of Village Janauli in Palwal district.

The Chief Minister was replying to a question asked by MLA Sh Raghubir Tewatia during the ongoing monsoon session of Haryana Vidhan Sabha here today.

Expressing gratitude to former Chief Minister Sh Manohar Lal, he said that with a visionary approach focused on girls’ education, a roadmap was prepared to establish government colleges within every 20-kilometre radius . Today, students across the state are reaping the significant benefits of this farsighted initiative.

The Chief Minister informed that currently, 560 boys and 733 girls are enrolled at Government College, Palwal, located just 6 km from Janauli . The college has a total capacity of 1,293 students. In addition, 339 girl students are pursuing their studies at Government Girls College, Mandkola, situated 15 km from Janauli .

He said that the District Institute of Education and Training (DIET) has been operating in Village Janauli , district Palwal, under the Prithla Assembly Constituency since 2015.

*Unprecedented educational advancements in Haryana: Three schools in Hathin Block to be upgraded*

Chandigarh, August 26: Haryana Chief Minister Sh Nayab Singh Saini said that over the past ten and a half years, unprecedented progress has been made in the field of education reform across the state. He highlighted that this year’s budget included a promise to establish a Sanskriti Model School every 10 kilometer an initiative the government has successfully fulfilled .

The Chief Minister was responding to a question related to the upgradation of schools in Hathin block during the ongoing monsoon session of the Haryana Vidhan Sabha here today.

He said that the proposals for upgrading Government Secondary School Sapanki, Government Secondary School Maluka, and Government Girls Secondary School Swamika are currently under consideration of the state government.

He said that, according to the norms, the required student strength for upgradation at Government Secondary School, Sapanki in Hathin block is 210, while the actual enrollment stands at 227. He added that administrative approval for the school's upgradation has been granted by the competent authority, with a relaxation in the prescribed norms. Similarly, administrative approval also with relaxed norms has been granted for the upgradation of Government Secondary School, Maluka, and Government Girls Secondary School, Swamika in the Hathin block.

He said that the government is committed to ensuring the adequate teaching staff in schools. The Haryana Public Service Commission has been asked to initiate the recruitment process, and additional teachers will be deployed to schools soon

Chandigarh, August 26 - Haryana Chief Minister Sh. Nayab Singh Saini set a unique example today by riding a bicycle from the MLA Hostel to the Vidhan Sabha. During this, Speaker Sh. Harvinder Kalyan, members of the Cabinet, and several MLAs also joined in. The initiative was organized by the Vidhan Sabha with the aim of promoting drug-free living and environmental protection.

Refuting the misleading claims of the opposition regarding BPL cards, he said that the government has made the process more transparent and simpler.

Responding during the ongoing monsoon session of the Vidhan Sabha, the Chief Minister said that when the opposition raised objections over BPL cards not being issued to poor families, the state government opened the portal for automatic verification. Through this portal, any family can submit their income details themselves, ensuring timely access to schemes and benefits linked to BPL cards.

He further clarified that the income details for BPL cards are automatically linked with the portal. The concerned officers verify the data, and if a family’s income is found to be higher than the eligibility limit, the card is automatically cancelled. The objective of this system is to ensure transparency and guarantee that benefits reach only the genuinely eligible families.

PROCEEDINGS IN VIDHAN SABHA

Chandigarh, August 26 – Haryana Irrigation and Water Resources Minister, Ms. Shruti Choudhry, said that the construction work of Dhingtania and Bhamboor minors in Sirsa district could not be started due to non-availability of land, but the department is taking concrete steps to remove these obstacles.

She gave this information while replying to a question raised by a member of the house during Monsoon session of the Haryana Vidhan Sabha here today.

She informed that out of the total 148.62 acres of land required for the Dhingtania Kharif Channel, only 68 percent of the land has been made available at collector rates so far. It is not possible to purchase land under 'The Haryana Consolidation of Project Land (Special Provisions) Act, 2017' due to the refusal of the landowners of Rangri Khera and Shahpur Begu villages to give land. For the landowners of Mangala village, who are not willing to give land, an option of constructing the channel as Open Trough Channel at the head of the Dhingtania Kharif Channel has been found feasible. This option will require very less land. The department is constantly making efforts to get the landowners to upload revised and reasonable rates on the e-Bhoomi portal.

Similarly, about 22.875 acres of land from 5 villages is required for the Bhamboor Salarpur Kharif Channel. The landowners of this land are ready to give land at rates ranging from 50 percent to 212.50 percent higher than the collector rates, on which negotiations are underway. Apart from this, under the scheme, where government land is available, an open channel will be constructed and the remaining length will be converted into an underground pipeline. 100 percent consent has been received from the farmers in this regard.

Chandigarh, August 26 – Haryana Irrigation and Water Resources Minister Smt. Shruti Choudhry, while giving information during the Question Hour in the Monsoon Session of the Vidhan Sabha today, informed that from the various Sewage Treatment Plants (STPs) located in Hisar district, about 56.5 MLD of treated wastewater is discharged daily.

Out of this, 37 MLD is discharged from the STP located at Rishi Nagar with a capacity of 40 MLD, 13 MLD from the STP located on Rajgarh–Gangwa Road with a capacity of 15 MLD, 2.5 MLD from the STP located at Kaimari (Hisar Road) with a capacity of 4 MLD, and 4 MLD from the STP located on Satrod Road with a capacity of 8 MLD.

She said that all these STPs are treating wastewater as per the standards prescribed by the Haryana State Pollution Control Board. At present, there is no separate proposal under consideration of the government for additional treatment of this water. However, a proposal is under consideration to utilize 25 MLD of treated water from the Rishi Nagar STP for irrigation purposes.

She informed that in Nalwa Assembly constituency, administrative approval has been accorded for the renovation of 9 watercourses at a cost of Rs. 9.65 crore, and in Adampur Assembly constituency, for the renovation of 15 watercourses at a cost of Rs. 50 crore. These works are expected to be completed by May 2026. In addition, in the financial year 2026–27, a proposal is also under consideration for the renovation of 10 watercourses at a cost of Rs.14.35 crore in Nalwa Assembly constituency, and 36 watercourses at a cost of Rs.78 crore in Adampur Assembly constituency.

Chandigarh, August 26 — Haryana Health Minister Arti Singh Rao stated that the government has strengthened healthcare delivery in Nuh district, with a wide network of medical facilities, steady expansion of healthcare staff and assured availability of essential medicines, including anti-snake venom (ASV).

The minister was replying to a question during the ongoing Monsoon Session of the Vidhan Sabha today.

Addressing a query on the availability of anti-snake venom, the Health Minister categorically clarified that there was no shortage of ASV vials in Nuh district hospitals.

Arti Singh Rao said under the directions of Chief Minister Sh. Nayab Singh Saini, the Health Department is committed to equipping all Civil Hospitals across the 22 districts of Haryana with state-of-the-art facilities. She added that the government is not only focusing on strengthening the Civil Hospital in Nuh but is working on upgrading all district hospitals simultaneously. The related works are progressing rapidly and will be completed within the next two to three months.

Chandigarh, August 26 – Public Works Minister Sh. Ranbir Gangwa said the government is continuously working for the strengthening of all roads in the state. Recently, patchwork of 15,000 km of roads has been carried out.

Cabinet Minister Sh. Ranbir Gangwa was replying to a question asked by MLA Sh. Ramkumar Gautam regarding road construction from Jind to Panipat. He said that the work of widening and strengthening of this road has been approved under the CRIF scheme. Tenders have been invited, and the work is expected to start by December 2025 and be completed by June 2027.

He also assured that the 7-meter-wide road from Jind to Hansi will be widened soon. Along with this, regarding the Narnaund bypass, he said that land for it has been requested on the E-Bhoomi portal.

*Approval granted for establishment of sub-station in Sector-33, Hisar: Anil Vij*

Chandigarh, August 26 – Haryana Energy Minister Sh. Anil Vij said that approval has been granted by the government for establishing a sub-station in Sector-33, Hisar, and discussions are being held with HSVP for acquiring the required land.

He was replying to a question raised during the ongoing session of the Haryana Vidhan Sabha today.

Giving an assurance, he said that within this month, officers of the Power Department and the HSVP will finalize the land, after which the process of establishing the sub-station will be started.

Chandigarh, August 26 – Haryana Urban Local Bodies Minister, Sh. Vipul Goel, informed that with regard to the registration of shops at Lal Chowk in the Uchana Assembly Constituency, there are a total of 21 shops.

He further informed the House that out of these 21 shops, only 2 tenants have submitted their applications for transfer of ownership rights under the policy issued by the General Administration Department. He added that the applications of both tenants will be disposed of within a month.

Chandigarh, August 26– Haryana Urban Local Bodies Minister, Sh.Vipul Goel said that a total of 856 acres of land has been consolidated in Nanhera village of Bapoli tehsil falling under Samalkha Assembly constituency.

The Minister further said that under the Dixit Award, consolidation of a total of 369 acres of land, which had gone to the Uttar Pradesh region, has also been completed. He said that under the East Punjab Holdings (Consolidation and Prevention of Fragmentation) Act, 1964, there is no legal provision for providing compensation or alternative land to the landholders.

She said there has been no unnecessary delay in the execution of this project and that the time taken so far has only been to complete essential formalities. *Reply to Calling Attention Motion regarding ‘Southern Rice Black-Streaked Dwarf Virus’*

Chandigarh, August 26 – Haryana Agriculture and Farmers’ Welfare Minister Sh. Shyam Singh Rana said the State Government is alert regarding ‘Southern Rice Black-Streaked Dwarf Virus’ (SRBSDV). Agricultural scientists are monitoring the situation, and farmers are being made aware.

He informed that in organic farming and in direct seeding of rice, there has been no report of damage due to this virus. If farmers sow paddy according to the State Government’s agriculture policy and the advice of agricultural scientists, then such diseases can be largely prevented.

The Agriculture Minister was replying to a Calling Attention Motion brought by some members in the House during the ongoing Assembly Session.

Sh. Shyam Singh Rana informed that ‘Southern Rice Black-Streaked Dwarf Virus’ (SRBSDV) is a viral disease that affects the paddy crop and has become a matter of concern in many rice-producing areas of India. This disease spreads through a vector called White-Backed Plant Hopper (WBPH), which sucks the sap of paddy plants and transmits the virus from infected plants to healthy ones.

He said that due to this virus, the normal growth of infected rice plants stops, making them stunted with much less height than normal. Their leaves turn dark green, the development of new buds slows down or stops completely, and the roots turn brown and remain underdeveloped, reducing the plant’s ability to absorb water and nutrients.

The Agriculture Minister said that the outbreak of this virus was first reported in Haryana during the Kharif 2022 season. In Kharif 2022, only a few cases were seen, but timely action and awareness campaigns carried out by Chaudhary Charan Singh Haryana Agricultural University (Hisar) and the Department of Agriculture and Farmers’ Welfare prevented major damage. In Kharif 2023 and 2024, no outbreak was reported due to effective preventive measures and increased awareness among farmers. Before Kharif 2025, farmers were well informed, and precautions were repeated.

Nevertheless, in 2025, this disease re-emerged. The first cases were reported from Kaithal district and later from Ambala, Yamunanagar, Kurukshetra, Karnal, Jind, and Panchkula districts. Farmers in these areas complained of abnormal dwarfing of plants in their fields. Scientists from CCS HAU, Hisar and officials from the Agriculture Department conducted a detailed survey, which revealed that this disease was most prevalent in hybrid rice varieties, followed by Parmal (non-basmati) and then basmati varieties. The problem was mainly observed in fields where farmers had transplanted paddy before June 25.

The Agriculture Minister informed that to confirm this disease, CCS HAU scientists collected samples of infected plants and tested them using RT-PCR (Reverse Transcription Polymerase Chain Reaction) technique. The results confirmed that the plants were infected with “Southern Rice Black-Streaked Dwarf Virus.”

While sharing steps for prevention, he said that CCS HAU has issued an advisory to farmers for protection against SRBSDV. In addition, a total of 235 awareness camps were organized in the affected districts, in which 5,637 farmers were informed about disease management measures. Farmers were advised to spray recommended insecticides to control the “White-Backed Plant Hopper” vector.

Sh. Shyam Singh Rana informed the House that out of about 40 lakh acres of sown paddy crop, approximately 92,000 acres have been found affected by this virus. As per the advisory of CCS HAU, re-transplantation of paddy has been done in 656 acres in affected districts. In some districts, the infection level was relatively low, and by uprooting and destroying the infected plants, effective control was achieved. The estimated crop loss in affected fields has remained relatively low, about 5 to 10 percent.

He further informed that the Deputy Director of Agriculture, Ambala, reported that 6,350 acres of paddy crop were affected by the virus, with estimated yield loss in the affected areas assessed at 5–10 percent. As soon as the outbreak was detected, the Department of Agriculture and Farmers’ Welfare, CCS HAU Hisar, and the Indian Council of Agricultural Research took immediate action. A joint team of the Ministry of Agriculture and Farmers’ Welfare, Government of India, and Haryana Agriculture Department conducted a survey. This survey was carried out on August 6, 2025, in villages Mullana, Hamidpur, and Nahouni of Block Saha, and on August 7, 2025, in villages Sarangpur and Matheri Shekhan of Ambala-1. During the survey, the known vector of rice dwarfing disease, White-Backed Plant Hopper (WBPH), was not found in the fields. However, in some areas, a limited number of stunted plants were observed. It was noted that farmers had already sprayed insecticides in their fields, due to which WBPH was not present at the time of the survey.

The Agriculture Minister said that farmers have been advised to keep a constant watch on their fields and spray insecticides. He mentioned that Dinotefuran 20% SG (Osheen or Token) @ 80 g/acre or Pymetrozine 50% WG (Chess) @ 120 g/acre or Imidacloprid 17.8% SL @ 40–50 ml/acre, mixed in 200 liters of water, should be sprayed. He further stated that spraying may be repeated if WBPH infestation reappears. Farmers were also advised to keep the water level low in fields, use urea in a balanced manner, and install light traps. In addition, stunted plants found in fields should be uprooted and destroyed to prevent further damage. Many affected farmers reported that after adopting preventive measures, the infection did not spread to nearby plants.

He informed that regarding research related to identifying the best practical measures to protect crops from the virus, it is noteworthy that CCS HAU issued advisories to farmers only after conducting supportive research work and technology validation.

He said that overall, this disease has appeared only in some specific limited areas, and most paddy fields remain unaffected. The limited crop loss reported so far indicates that timely awareness campaigns and vector control measures have been successful in preventing widespread damage.

The Minister said the Agriculture Department not only advised farmers to remove infected plants but also carried out extensive awareness campaigns. Wide publicity was done through advertisements in newspapers, and farmers were also advised on the chemical control of the vector (WBPH). As a result of these combined efforts, the dwarfing disease remained confined to a very small area, and its impact on the paddy crop remained minimal.

He informed that due to timely measures, the outbreak of the disease has now been brought under control. Although at present the disease is not a major threat, scientists of CCS HAU Hisar and officials of the Department of Agriculture and Farmers’ Welfare are continuously monitoring the situation closely.

As per the guidelines of the Revenue and Disaster Management Department, input subsidy is provided to farmers, with a limit of up to 5 acres per farmer. Also, for crops like wheat, paddy, or sugarcane, damage of 25 percent or more due to events like floods, waterlogging, fire, heavy rainfall, hailstorm, pest attack, or dust storm is necessary. In the present case, during the Kharif 2025 season, the crop damage due to the outbreak of ‘Southern Rice Black-Streaked Dwarf Virus’ has been recorded at about 5 to 10 percent.

*Three Bills Passed During the Monsoon Session of Haryana Vidhan Sabha*

Chandigarh, August 26 – During the Monsoon Session of the Haryana Vidhan Sabha today, three bills were passed. These include the Haryana Appropriation (No. 3) Bill, 2025, the Haryana Goods and Services Tax (Amendment) Bill, 2025, and Haryana Management of Civic Amenities and Infrastructure Deficient Areas Outside Municipal Area (Special Provisions) Amendment Act, 2025.

The Haryana Appropriation (No. 3) Bill, 2025 was passed to authorize payment and appropriation of a sum of ₹4251,04,93,881 (Rupees Four Thousand Two Hundred Fifty-One Crore Four Lakh Ninety-Three Thousand Eight Hundred Eighty-One only) out of the Consolidated Fund of the State of Haryana towards services for the financial year 2025–26 ending on the 31st day of March, 2026.

The Haryana Goods and Services Tax (Amendment) Bill, 2025 was passed to amend the Haryana Goods and Services Tax Act, 2017. The Haryana Goods and Services Tax Act, 2017 was enacted by the State Government with the objective of levying and collecting tax on the intra-state supply of goods or services or both. On the recommendations of the GST Council and in line with the amendments made in the Central Goods and Services Tax Act, 2017 through the Finance Act, 2025 (Central Act 7 of 2025), amendments to the Haryana Goods and Services Tax Act, 2017 have been proposed. These include provisions such as insertion of a new clause in Section 2 to define “Unique Identification Marking” for implementation of the Track-and-Trace mechanism, changes in Section 17 to remove ambiguity regarding input tax credit on plant and machinery, clarification in Section 34 that credit notes already availed will require reversal of input tax credit, and substitution of Section 107 to mandate pre-deposit of 10 percent of penalty amount for appeals in penalty-only cases. The amendments also provide for a new Section 122-A introducing penalties for violations related to the Track-and-Trace system, a new Section 148-A empowering effective monitoring and control over supply of specified goods, and a new clause in Schedule III to specify that supply of goods in Special Economic Zones or Free Trade Warehousing Zones before clearance for export or domestic tariff area will neither be treated as supply of goods nor as supply of services.

The Haryana Management of Civic Amenities and Infrastructure Deficient Areas Outside Municipal Area (Special Provisions) Amendment Act, 2025 was also passed to amend the 2021 Act. The original Act was enacted to provide necessary services in areas outside municipal limits that lacked civic amenities and infrastructure, with the objective of improving the living standards of residents in such areas. A total of 684 unauthorized residential colonies were considered for regularization. In his Budget Speech, the Chief Minister had announced the regularization of unauthorized industrial colonies, noting that in the last ten years around 2,145 unauthorized residential colonies had already been regularized. He emphasized that similar attention is now required for unauthorized industrial colonies. It was therefore decided that if at least 50 entrepreneurs whose units are located on a minimum of 10 acres of contiguous land apply collectively on a portal, then such industrial units shall be deemed valid until the government takes a final decision on the group’s application.

In line with this budget announcement, the Government also intends to focus on unauthorized industrial establishments developed in the State so that these establishments may be provided with basic civic amenities and infrastructure. The primary objective of the State Government is to ensure a healthy environment by providing minimum basic infrastructure in such areas. Accordingly, the Haryana Management of Civic Amenities and Infrastructure Deficient Areas Outside Municipal Area (Special Provisions) Amendment Act, 2025 has been enacted.
