Chandigarh, July 29 – Haryana Chief Minister Sh Nayab Singh Saini said that keeping in view the increasing population, the need for fire stations should be assessed across Haryana so that the establishment of new fire stations can be ensured as per the requirement.
The Chief Minister was chairing a meeting to review the progress of the Chief Minister’s announcements here today.
During the meeting, the Chief Minister said that it is the state government’s primary responsibility to ensure the availability of essential services such as roads, electricity and water for residents in hilly regions like Morni. He asserted that even if there is only one household in a remote area, the concerned departments must take appropriate action to provide basic amenities, ensuring that no resident faces any inconvenience.
During the meeting, Sh Nayab Singh Saini directed that a special campaign be launched to make the state free of stray cattle. He instructed the Animal Husbandry and Dairy Department to work in mission mode, in coordination with the Urban Local Bodies Department and the Gau Seva Commission, to ensure that all stray cattle are removed from roads and public places and safely relocated to gaushalas within two months.
While reviewing the announcements related to the Animal Husbandry and Dairy Department, the Chief Minister said that Nandi Shalas have already been established in the districts of Panchkula, Panipat and Hisar. He said that efforts should be made in this direction so that Nandishala be set up in remaining districts as well. The department was also directed to explore the possibility of setting up Nandishalas through Corporate Social Responsibility (CSR) initiatives. Furthermore, a veterinary clinic should be established at each existing Nandishala, with arrangements to ensure the availability of a visiting Veterinary Surgeon.
Officers should ensure quality in development works
While reviewing the announcements of the Irrigation and Water Resources Department, Chief Minister directed that development works should be completed promptly and with high quality, ensuring that the benefits directly reach the public. He further instructed that a survey be initiated to channel water from the Yamuna River in the Kalesar area to Panchkula and other regions. This water can then be utilized for agriculture and other purposes, thereby giving concrete shape to the 'River Linking Campaign' envisioned by Prime Minister Sh Narendra Modi.
Provide necessary guidance while encouraging farmers for Horticulture
While reviewing the announcements of the Agriculture and Farmers’ Welfare Department, Chief Minister Sh Nayab Singh Saini directed officials to regularly update the database of all subsidy-related schemes to ensure that farmers receive benefits in a transparent manner. He also suggested that the department formulate a special plan for the development of high-quality seeds through agricultural scientists, enabling farmers to achieve better yields. In addition, he said that the Horticulture Department should proactively engage with Farmer Producer Organizations (FPOs) and provide necessary technical guidance to farmers while promoting horticulture under this year’s action plan.

During the meeting, Chief Minister reviewed all department-wise CM announcements made since 2014 and directed the concerned officers to ensure the timely completion of all pending announcements.

Business Meet / Workshop–2025 Held for GMs and Development Officers of District Central Cooperative Banks
Chandigarh, July 29 - Managing Director/CEO of HARCO Bank, Dr. Prafulla Ranjan, has announced that the bank has waived all processing fees and documentation charges on all types of loans for its customers until August 31, 2025. Based on CIBIL scores, HARCO Bank is offering home loans at an interest rate of 7.50%, vehicle loans at 7.75%, and personal loans at 10% per annum. Customers can visit any branch of the bank during this period to avail of these loan schemes. HARCO Bank always works in the interest of the public, he said.
Dr. Ranjan was addressing the Business Meet / Workshop–2025, organized in Chandigarh for the General Managers and Development Officers of all District Central Cooperative Banks in Haryana. The event was attended by General Manager Sh. Ramesh Poonia, Deputy General Managers Smt. Urvashi Gupta, Smt. Sudha Sharma, Sh. Sunil Patad, Manager Sh. Yashveer Singh Ahlawat, along with other officers and staff. Sh. Yashveer Singh Ahlawat welcomed all the participating GMs and officials.
Dr. Ranjan presented various deposit and loan-related schemes of HARCO Bank to the officers via a PowerPoint presentation and advised them to implement the new schemes in the interest of the public and the bank.
During the workshop, all General Managers presented progress reports related to their respective banks, covering deposits, loans, CRAR, PACS computerization, CSCs, PMKSK, Jan Aushadhi Kendras, etc. After reviewing these reports, Dr. Ranjan set new targets for all District Central Cooperative Banks to achieve by March 31, 2026, regarding deposits, loan disbursement, and NPA recovery. Strategies were outlined to help meet these targets.
Dr. Ranjan also presented awards for outstanding performance, with Bhiwani District Central Cooperative Bank securing first place, followed by Gurugram in second and Hisar Bank in third. Additionally, Yashveer Singh Ahlawat, Manager at HARCO Bank, was honoured with a State Nodal Officer trophy for his excellent work on the Kisan Credit Portal.
On this occasion, General Manager Ramesh Poonia addressed all GMs, instructing them to work on reducing NPAs, taking appropriate legal action against defaulters, and increasing deposits. Deputy General Manager Sudha Sharma directed all GMs and Development Officers to complete the inspection of the District Central Cooperative Banks for the year 2024–25. Urvashi Gupta, Deputy GM, added that such business meets and workshops will prove beneficial for all district cooperative banks.

Chandigarh, July 29 - Haryana has shown remarkable performance in the ‘Sampoornata Abhiyan’, an initiative launched by NITI Aayog, Government of India, aimed at transforming the most backward districts and blocks of the country into models of a developed India through progress on six key indicators of holistic development.
In recognition of this achievement, the Planning Department of the Haryana Government will organize the ‘Sampoornata Abhiyan Samman Samaroh’ on August 1, 2025 in Chandigarh. Chief Minister Sh Nayab Saini will grace the occasion as the chief guest.
Nuh District becomes an inspiration for the state
With the effective strategies of the state government and the dedicated efforts of the local administration, the aspirational district of Nuh has achieved remarkable progress in the field of education. The district has excelled in two key indicators: ensuring 100% electricity availability in secondary schools and providing a timely supply of textbooks to students within one month of the commencement of the academic session.
In addition to this, five aspirational blocks of the state have achieved 100% generation of soil health cards. These include Bahal and Loharu blocks of Bhiwani district, Badhra block of Charkhi Dadri district, Nuh, Punhana, and Hathin blocks of Nuh district, and Nahar block of Rewari district — all identified as aspirational blocks.
On this occasion, Chief Minister Sh Nayab Singh Saini will launch Sampoornata Abhiyan 2.0, a comprehensive campaign that will run from August 1 to October 2, 2025. The campaign aims to ensure timely check-ups for pregnant women, complete and appropriate treatment for TB patients, timely vaccination of children, improvement in school students’ academic performance, and provision of clean drinking water to every household.
This initiative reflects the Haryana Government's strong commitment to inclusive development and efficient governance, while moving steadily towards the vision of Viksit Bharat @2047.

Greater Faridabad to Get a Convention Centre on the Lines of Delhi's Vigyan Bhawan: Rajesh Nagar
Chandigarh, July 29 - Haryana’s Minister of State for Food, Civil Supplies and Consumer Affairs, Sh. Rajesh Nagar today reviewed the construction work of the International Convention Centre being built in his constituency, Greater Faridabad. He inspected the ongoing work and arrangements on the site.
He informed that the centre is being constructed at a cost of approximately ₹427 crore and will be developed on the lines of Delhi’s Vigyan Bhawan. It will house three separate halls with seating capacities of 2200, 1000, and 350, respectively, allowing for various types of events. The centre will also feature a gaming zone for children and a parking facility for around 1000 cars.
The Minister said that once completed, the International Convention Centre will attract major entrepreneurs to Greater Faridabad, benefiting the entire region. He added that the centre will host significant academic and institutional events in the future, which will enhance Faridabad’s connectivity and prominence.
Sh. Nagar also said he reviewed the ongoing development works and issued necessary instructions to officials and contractors regarding improvements and management.

Cabinet Minister Ranbir Gangwa Takes Action Against 4 Officials
Surprise Inspection of Rest House Reveals Negligence; SDE and JE Chargesheeted
Chandigarh, July 29 - Haryana’s Public Health Engineering and Public Works Minister Sh. Ranbir Gangwa has taken action against four officials following a surprise inspection of the PWD Rest House in Bahadurgarh, where serious lapses were found.
During his visit, the minister observed poor hygiene and serious issues such as termite infestation in VIP rooms. Taking the matter seriously, SDE Rajesh Tanwar, who was holding additional charge in Bahadurgarh, and JE Mohit Chauhan have been chargesheeted under the Haryana Civil Services (P&A) Rules, 2016. Additionally, SDE Mukesh Sharma CDC, who took charge on July 24, 2025, has been asked to submit an explanation. PWD Executive Engineer Anil Rohilla has been issued a warning.
Minister Ranbir Gangwa stated that whether it's the PWD (B&R) or the Public Health Department, negligence will not be tolerated under any circumstances. He emphasized that officers and employees must remain alert and take their responsibilities seriously.
He said the rest houses are built for the convenience of the public, and if there is negligence even in VIP rooms, one can imagine the condition of other rooms. Due to carelessness, termites were damaging the furniture, and cleanliness was lacking. Therefore, action against negligent officers is justified, as it was their duty to maintain the facility.He also directed officers of both departments to ensure that all offices, rest houses, and other buildings under their jurisdiction are well-maintained and inspected regularly. Their upkeep is their direct responsibility, he said.

High-quality potato seed will be produced in southern Haryana
MoU signed between International Potato Center and Horticulture Department
Chandigarh, July 29 – In the presence of Haryana Agriculture and Farmers’ Welfare Minister, Sh. Shyam Singh Rana, a Memorandum of Understanding (MoU) was signed on Tuesday between the state’s Horticulture Department and the International Potato Center (CIP). The main aim of this agreement is to increase the production of high-quality potato seeds in southern Haryana.
Principal Secretary, Agriculture and Farmers’ Welfare Department, Sh. Pankaj Agarwal, along with other senior officers and scientists from the International Potato Center, were also present on the occasion.
The Agriculture Minister said that this collaboration comes under the Prime Minister’s Agriculture Scheme – Rashtriya Krishi Vikas Yojana (RKVY). The Central Government has already approved Rs. 4.48 crore for the year 2025–26, and a total project cost of Rs. 18.70 crore will be implemented over a period of four years.
Sh. Rana said that the goal of this MoU is to produce “Early Generation Seed” potatoes in Haryana’s southern districts like Charkhi Dadri, Bhiwani, Mahendragarh, and Rewari. This will make high-quality, disease-free potato seeds available to farmers. This will increase the income of the farmers and Haryana will be able to emerge as a potato seed producing state.
Agriculture and Farmers’ Welfare Minister, Sh. Shyam Singh Rana, said that Potato Technology Center (PTC), set up by the Horticulture Department in Shamgarh, Karnal, will be the main center for implementing this project. This center is equipped with modern technologies like ARC, aeroponics units, and controlled climate facilities. Not only will Haryana become self-reliant in seed production, but the state will also be able to supply quality seeds to other states across the country. This will significantly boost farmers’ incomes, he added.
He said that this MoU will help farmers access modern techniques, better market linkage, and fair prices—ensuring growth in both production and income.

’Vocal for Local’ Will Help Realize the Dream of ‘Viksit Bharat’: Rao Narbir Singh
Chandigarh, July 29 - Haryana's Industries and Commerce Minister Rao Narbir Singh said to fulfill Prime Minister Sh. Narendra Modi’s vision of making a ‘Viksit Bharat’ by 2047, it is essential to adopt the mantra of “Vocal for Local.” In this direction, the Directorate of MSME has been established under the Industries Department in states to promote Micro, Small and Medium Enterprises (MSMEs).
Rao Narbir Singh was chairing a review meeting today via video conferencing with MSME officers from all districts, held at the NIC Centre in Haryana Civil Secretariat, Chandigarh.
The minister emphasized that the government is prioritizing the empowerment of small industries through the cluster model. The central government has launched several schemes for this purpose, which also includes state-level participation and subsidies. He stated that it is the responsibility of the officials to ensure timely dissemination of information about these schemes to entrepreneurs and the general public.
Officials Should Be Entrepreneur-Friendly
He clearly directed that officials must bring a positive change in their attitude. He said entrepreneurs are not here to ask for favors but to contribute to the state, so they must be treated with respect and supported accordingly. He also instructed that entrepreneurs should not have to make repeated visits to offices. All necessary documents should be prepared and sent to the headquarters in one go.
District-Level Industry Meetings Every 15 Days
The minister instructed all District Manager Coordinators (DMCs) to conduct meetings with representatives of local industry associations every 15 days. He said these meetings should not be confined to office premises but also be held at public venues, with prior announcements published in local newspapers.
He also directed that a comprehensive booklet of all central and state government schemes be prepared and distributed to all relevant stakeholders.
The minister reviewed the progress of several schemes and policies including the Haryana Enterprises and Employment Policy (HEEP) 2020, State Mini Cluster Development Scheme, PADMA Scheme, Plug and Play Scheme for cluster development, Haryana Atmanirbhar Textile Policy 2022–25, PM Vishwakarma Yojana, and the PM-FME Scheme of the Ministry of Food Processing Industries.

Officers from the National Centre for Good Governance Visit Haryana Right to Service Commission
Appreciate Digital Innovations and Auto-Appeal System; Call Haryana Model an Inspiration
Chandigarh, July 29– A high-level six-member delegation from the National Centre for Good Governance (NCGG), Government of India, visited the Haryana Right to Service Commission (HRSC) in Chandigarh on Tuesday. The delegation was welcomed by the Chief Commissioner, Sh. T.C. Gupta and Commission members. The delegation was led by NCGG Director General Dr. Surendra Kumar Bagde, IAS.
The objective of the visit was to exchange best practices adopted by various states for effective implementation of the Right to Service Act, and to understand the innovations undertaken in Haryana for timely delivery of citizen services.
Chief Commissioner, Sh. T.C. Gupta apprised the delegation with a detailed overview of the Commission’s functioning, legal framework, grievance redressal mechanisms, and digital platforms such as the online tracking system, RTS Dashboard, and the punitive provisions in case of failure in service delivery. He also shared information about the Auto-Appeal System introduced by the Commission, which ensures that justice is delivered to citizens automatically, without requiring them to file appeals. He added that more citizen services are being brought under the purview of the Commission in the near future, to ensure timely service delivery to a larger number of beneficiaries.
Officers from both institutions, Haryana Right to Service Commission and the National Centre for Good Governance were present during the meeting. A meaningful discussion was held on making the service delivery system more efficient, transparent, and citizen-centric.
The NCGG officers appreciated the progress made by Haryana in the implementation of the Right to Service Act and described it as an inspiring model for other states. They termed the Commission’s digital initiatives and institutional innovations as highly effective steps towards safeguarding citizen rights and promoting good governance.
Chief Commissioner, Sh. T.C. Gupta expressed gratitude to the NCGG delegation and hoped that such mutual engagements would further strengthen the effectiveness of Right to Service Acts across the country.

Exercise Suraksha Chakra: Mega Multi-State Disaster Preparedness Mock Drill on August 1 across Haryana’s Five Districts*
Chandigarh, July 29 – Haryana Financial Commissioner Revenue (FCR), Dr. Sumita Misra, informed that the Haryana Department of Revenue and Disaster Management, along with the National Disaster Management Authority (NDMA) will conduct the full-scale mock drill ‘Exercise Suraksha Chakra’ on August 1, 2025. This drill will take place in five districts of Haryana: Gurugram, Rewari, Faridabad, Nuh, and Palwal.
She stated that this comprehensive disaster management exercise is underway as part of a four-day initiative till August 1, 2025 for the entire National Capital Region (NCR), aims to rigorously assess and strengthen real-time emergency response capabilities in the face of large-scale disasters such as earthquakes and industrial chemical hazards. The exercise involves participation from Haryana, Uttar Pradesh, and Delhi across 18 districts, alongside the Indian Army’s HQ Western Command and HQ Delhi Area.
The exercise aims to strengthen inter-agency coordination, validate existing disaster management plans, and rigorously test real-time emergency response capabilities through a unified approach involving administration, armed forces, emergency services, and community stakeholders, Incident Response System (IRS) across all levels, strengthen Emergency Support Functions (ESFs), identify resource gaps, she added.
Dr. Misra emphasized, "This initiative sets a benchmark for disaster resilience in Haryana and is expected to significantly enhance the state's capacity to manage real-life emergencies through proactive planning, effective coordination, and inclusive participation."
Dr. Misra stated that the exercise will unfold in phases, on July 30, a Table Top Exercise (TTEx) will be conducted simultaneously at Manekshaw Centre and various centre, state and district officials’ responders to discuss scenarios and formulate Incident Action Plans (IAPs). The exercise will culminate on August 1 with a full-scale Mock Exercise conducted simultaneously across all participating districts, featuring live simulations at five sites per district: a school, government building, residential area, hospital, and industrial zone.
She said that District Disaster Management Authorities (DDMAs) have received directives to activate Emergency Operations Centres (EOCs) and conduct pre-mock awareness campaigns, ensuring the clear demarcation of staging areas, medical aid posts, relief camps, and safe evacuation routes. They are also tasked with actively involving Aapda Mitra, Red Cross, NCC, NSS, NYKS volunteers, and NGOs, and coordinating extensively with local stakeholders. Crucially, all risky real-life simulations for civilians will be avoided, with trained personnel from NDRF, SDRF, and Fire Services conducting all rescue operations. During the full-scale exercise on August 1, sirens will sound at 9:00 AM, initiating the drill, followed by immediate evacuation procedures, Dr. Misra added.
Following the exercise, a state-level debriefing and feedback session, chaired by senior officers, will be held to evaluate the exercise. Observers will provide performance reviews and self-assessment reports to identify strengths, weaknesses, and areas for improvement, with a comprehensive final report, including videos and photographs, to be compiled for future reference.
'Exercise Suraksha Chakra' is part of a nationwide directive from the Hon’ble Prime Minister to conduct large scale, multi-state, multi-agency preparedness exercises. It marks the first large-scale disaster simulation specifically focusing on the National Capital Region (NCR), with a strong emphasis on integrating technological, administrative, and community-based responses, thereby significantly enhancing the region's overall disaster resilience.

ACS-Health Sudhir Rajpal chairs weekly meeting of State Task Force for Improving Sex Ratio in Haryana
Chandigarh, July 29 – On the directions of Health and Family Welfare Minister Arti Singh Rao, the weekly meeting of the State Task Force (STF) for Improving Sex Ratio in Haryana was held under the chairmanship of Additional Chief Secretary, Health, Sh. Sudhir Rajpal here today. The meeting focused on intensifying efforts to curb illegal abortions and further improve the state's sex ratio under the ‘Beti Bachao-Beti Padhao’ campaign.
The meeting highlighted that the government’s sustained efforts have yielded encouraging results — from January 1 to July 28 this year, the state’s sex ratio has improved to 905, up from 899 during the corresponding period last year.
The Additional Chief Secretary emphasized the need for stringent enforcement against illegal abortions, including revoking the licences of doctors found complicit and sealing all such centres/clinics which are found involved in such malpractices. He directed that such hospitals and centres be de-listed from empanelment under the Ayushman Bharat Scheme and any other government facilities be also stopped to such centres. The centres carrying out illegal abortions in the garb of Dilation and Curettage (D&C) procedure should also be identified and action be taken against them.
He said the state is implementing reverse tracking of all Medical Termination of Pregnancy (MTP) and abortion cases beyond 12 weeks, particularly where women already have one or more daughters. 10 more FIRs were registered last week in suspected cases of reverse tracking.
The meeting was informed that 15 districts have shown marked improvement in sex ratio as compared to last year, a result of consistent field operations such as raids and decoy operations. However, 5 districts, namely Ambala, Bhiwani, Charkhi Dadri, Palwal and Sirsa have performed below expectations and registered a downward trend in sex ratio as compared to last year. Ordering strict action, the Additional Chief Secretary directed all powers of Chief Medical Officers (CMOs) of these 5 districts under the PNDT Act be withdrawn and given to CMOs of neighbouring districts, adding that the new CMOs should immediately take the charge of these districts and begin work to improve the sex ratio.
He also ordered that the Nodal Officers for PNDT Act in these districts be chargesheeted and new officers be appointed in their places. Special state squads, comprising HCS and other senior officers, will be formed to monitor corrective action to curb illegal abortions in these districts.
The top performing districts, who have achieved significant improvement in sex ratio, will be incentivized and rewarded for their efforts.
The Additional Chief Secretary also said that anyone providing authentic and accurate information of doctors/quacks involved in illegal abortion practices, including sex determination tests, to the concerned CMO shall be rewarded with a cash incentive of Rs 1 lakh.
Secretary, Health Department and Mission Director, National Health Mission, Sh. Rippudaman Singh Dhillon, and senior officers of various departments were present in the meeting.

Chandigarh, July 29 – After immediate and swift action by Para Sports Association of Haryana President and Haryana Health Minister Arti Singh Rao, the Haryana Government sanctioned total prize money of Rs. 31.72 crore for cash awards to 17 players from Haryana who participated in the 4th Para Asian Games 2022.
Among the recipients, Pranav Soorma, Raman Sharma and Sumit, all Athletics players, and Tarun Dhillon, a Para Badminton player, have now received Rs. 3 crore each for winning gold medals.
Before this, Haney, an Athletics player, had received Rs. 3 crore for winning a Gold medal. Nitesh Kumar (Para Badminton), received Rs. 3 crore for winning a Gold medal and Rs 1.5 crore for winning the Silver medal. Sarita Adhana (Para Archery) received Rs 1.5 crore for winning the Silver medal. Pooja, Dharambir, Rinku, Parmod, Yogesh Kathuniya, Rampal, and Monu Ghanghas, all Athletics players, each received Rs. 1.50 crore for winning the Silver medal. Anju Bala, a Para Lawn Ball player, Jasbeer, an Athletics player, and Jaideep, a Canoeing player, each received Rs. 7.50 lakh for their participation in the games.
Health Minister Arti Singh Rao said, “Our para-athletes have made Haryana and the entire nation proud with their remarkable achievements. It was our responsibility to ensure they are recognized and rewarded promptly. I am grateful to the Hon’ble Chief Minister for acting swiftly on this matter. The Haryana Government remains fully committed to supporting every athlete who overcomes adversity to bring honour to the country.”
She further said that the state government is dedicated to building a supportive environment for para-sports and that actions like these show its commitment to inclusivity and putting athletes first.
Notably, the players had met Arti Singh Rao a few days ago regarding the disbursal of cash prizes. Responding promptly, the Minister took up the matter with Chief Minister Sh. Nayab Singh Saini, leading to swift action and disbursal of prize money.
