Chandigarh, June 16- Haryana Chief Minister. Sh. Nayab Singh Saini said that mayors, as the first citizens, play a significant role in ensuring development and progress of the cities. He emphasized that mayors implement government policies and schemes on the ground, understand the aspirations of citizens, and work to resolve their issues. In the vision of local self-governance, mayors are akin to the backbone, said Sh. Nayab Singh Saini while addressing the 115th meeting of the All India Mayor's Executive Council held on Monday in Panchkula.
Cities: Engines of Economic Growth, Hubs of Innovation
The Chief Minister said that in Haryana, mayors are directly elected by the people and possess executive powers. This system creates a strong bridge between citizens and their representatives, making the decision-making process more accountable and effective, he added.
Sh. Nayab Singh Saini said that under the leadership of Prime Minister, Sh. Narendra Modi, as the nation progresses toward the goal of a “Developed India,” the role of cities has become increasingly crucial. Cities are not just places of residence, they are engines of economic growth, centers of innovation, and confluences of cultural exchange, he said.
Haryana views Urbanization as an Opportunity, Not a Challenge
The Chief Minister said that Haryana views urbanization not as a challenge but as an opportunity. The state's vision is to make cities a blend of "Ease of Living" and "Ease of Doing Business."
He stressed that urban development must not be limited to infrastructure like buildings and roads but must also focus on making cities vibrant, sensitive, and self-reliant. He said that by 2047, nearly 900 million people in India are expected to live in cities. This is not just a number but a vast opportunity, for new infrastructure, new lifestyles, and new possibilities, said Sh. Nayab Singh Saini.
He emphasized the need for this transition to be aligned with planned urbanization, digital integration, and environmental sustainability.
Accelerated Urban Development in Haryana
The Chief Minister informed that in Haryana, the budget allocated to Urban Local Bodies has increased from Rs. 1,693 crore in 2014–15 to Rs. 5,666 crore in 2025–26. Four Metropolitan Development Authorities have been established, and cities like Faridabad and Karnal are being developed as Smart Cities.
Under this initiative, 45 projects worth Rs. 930 crore are underway in Faridabad, while 122 projects worth Rs. 927 crore are ongoing in Karnal. Besides this, 2417 unauthorized colonies have been regularized, and development works worth Rs. 1,000 crore are being carried out in newly authorized colonies, shared Sh. Nayab Singh Saini.
Major Achievements in Urban Transport, Housing, and Solid Waste Management
The Chief Minister said that under the AMRUT Mission, Rs. 2,930 crore has been spent so far. Of the target to deploy 375 electric buses, 50 have already started operations across 9 cities, and 450 more buses will be procured by 2026 under the PM-eBus Seva Scheme.
He shared that 21,431 houses have been constructed under the Pradhan Mantri Awas Yojana (Urban), and 11,412 houses are under construction. Under the Mukhyamantri Shehri Awas Yojana, 15,256 families across 14 cities have been allotted plots.
He lauded the state’s commendable efforts in solid waste management through door-to-door collection, community composting, and biogas plants. All urban service delivery processes have been simplified and digitized to enhance accessibility for citizens.
Call to Mayors to Brand Their Cities
The Chief Minister expressed hope that the meeting would serve as a milestone in reviewing past experiences, discussing new challenges, and strengthening mayoral institutions. He called upon all mayors to brand their cities, give them a unique identity, and actively participate in this mission. He expressed confidence that the council’s deliberations would lead to constructive discussions and new resolutions, with each delegate becoming an agent of positive transformation in their respective cities.
India’s Progress Under Prime Minister Modi
The Chief Minister remarked that under the leadership of Prime Minister, Sh. Narendra Modi, India has witnessed unprecedented progress over the last 11 years. In 2014, when the Prime Minister assumed office, India’s economy was ranked 11th globally. Today, it is established as the 4th largest economy and is projected to become the 3rd largest by 2029. The Prime Minister’s resolve to make India a developed nation by 2047 will surely be realized, said Sh. Nayab Singh Saini.
He emphasized that by enabling direct elections for mayors and chairpersons, the government has elevated their status and accelerated the pace of development. In line with the spirit of Antyodaya, it is essential that development schemes reach the last person, and mayors must work with even greater responsibility to achieve this, said the Chief Minister.
Appreciation and Inspiration from the Indore Model
The Chief Minister praised Indore’s performance in cleanliness rankings and encouraged mayors and councillors to study its model for implementation in Haryana’s cities. He commended the role of mayors in successfully implementing schemes such as the Pradhan Mantri Awas Yojana, Swachh Bharat Mission, and toilet construction, stating that mayors are instrumental in bringing these schemes to life on the ground.

Chandigarh, June 16 – Haryana Chief Minister, Sh. Nayab Singh Saini said that the state government is taking firm and determined steps to strengthen the irrigation and water infrastructure. Under this initiative, five major projects under the Irrigation and Water Resources Department are being implemented, each with an investment exceeding Rs. 100 crore. These projects aim to enhance water conservation and improve irrigation efficiency, he said.
The Chief Minister said this while presiding over a review meeting of various pivotal projects of the Irrigation and Water Resources Department here today.
Issuing strict directions, the Chief Minister said there must be no unnecessary delay in preparing engineering drawings. Delays in drawing approvals hinder project implementation, he said.
Sh. Nayab Singh Saini further said that strict action will be taken against officers responsible for such delays. Besides this, he also directed that special attention be paid to maintaining quality in the projects, stating that no compromise on quality would be tolerated.
The Chief Minister said that a new parallel lined channel (PLC) from Dadupur to Hamida Head and the modernization of the WJC is being carried out with an investment of Rs. 274.87 crore. The objective of this project is to reduce seepage losses from the Hathnikund Barrage during the non-monsoon period. So far, 64.5 percent of the work has been completed, with a target to finish by March 2026, he said.
Sh. Nayab Singh Saini further stated that the reconstruction of the augmentation canal up to the WJC Branch (75.25 km) is being undertaken at a cost of Rs. 383 crore, with 80 percent of the work completed and expected to finish by June 2025. Similarly, the lining and remodeling of the PD Branch (from Munak to Khubru Head) is underway at a cost of Rs. 197.80 crore, which includes concrete lining over 145.25 kilometers.
He said that the structural safety project involving the construction of a diaphragm wall downstream of the Hathnikund Barrage, with an investment of Rs. 145.99 crore, is progressing well. Likewise, to supply water to the Gorakhpur Nuclear Power Plant under the Gorakhpur Haryana Anu Vidyut Pariyojana (NPCIL), an RCC barrel and link channel are being constructed at a cost of Rs. 442.64 crore, with most of the work already completed, said Sh Nayab Singh Saini.
The Chief Minister said that the Irrigation Department has prepared short-term strategies for Monsoon 2025 to ensure uninterrupted water supply and protect infrastructure during the season. These include temporary protective works at the Hathnikund Barrage and maximizing discharge capacity in critical canals, he said.
Sh. Nayab Singh Saini said that the Haryana Government is committed to the timely implementation of these mega projects, which are vital for the state's water security and agricultural sustainability. Continuous monitoring, inter-departmental coordination, and stakeholder engagement are being prioritized to overcome challenges and expedite execution, he said.

Chandigarh, June 16 – Haryana Chief Minister, Sh. Nayab Singh Saini said that ‘One Nation, One Election’ is a vital part of Prime Minister, Sh. Narendra Modi’s visionary concept of “Ek Bharat, Shreshtha Bharat”. It is not just a slogan but a national approach towards a strong and coordinated democracy. The Haryana government extends its in-principle support to this initiative, and its effective implementation will yield multi-dimensional benefits for the country, said Sh. Nayab Singh Saini.
The Chief Minister said this during a meeting of the Joint Parliamentary Committee held in New Chandigarh on Monday. The Committee is on a study tour regarding the Constitution (129th Amendment) Bill, 2024, and the Union Territory Act (Amendment) Bill, 2024. The Chairman of Committee, MP, Sh. P.P. Chaudhary, along with several other members, was present on the occasion.
Speaking on the occasion, Sh. Nayab Singh Saini said that the implementation of ‘One Nation, One Election’ will bring significant reforms to the democratic system.
He said that frequent elections hinder development work, as the administrative machinery remains engaged in the election process, directly affecting the general public. Citing Haryana as an example, he said that the state has undergone three major elections within the past year: the Lok Sabha elections from March to June 2024, the Assembly elections from August to October, and the Municipal elections from February to March 2025.
He said that due to the imposition of the Model Code of Conduct during these elections, the pace of development was disrupted. The administration was preoccupied with election duties, and the public had to bear the consequences. Moreover, the expenditure incurred on elections is also very high, said the Chief Minister.
One Nation, One Election is the need of the Hour and Reflects Public Sentiment
The Chief Minister said that ‘One Nation, One Election’ will not only save resources but also reflects the people’s sentiment that elections should be held simultaneously to avoid wastage of time and money. This would also increase public participation in the democratic process. Therefore, everyone should unanimously support this initiative, he said.
He suggested that while deciding election dates, socio-cultural factors like agricultural seasons, festivals, wedding seasons, holidays, etc., should be considered to ensure maximum voter participation.
Sh. Nayab Singh Saini said that frequent elections reduce voter enthusiasm, which negatively impacts voter turnout. If elections are held once every five years, it will generate renewed enthusiasm among voters, thereby strengthening democracy and enhancing public participation.
He added that ‘One Nation, One Election’ would make it possible to hold elections to both the Lok Sabha and state legislative assemblies simultaneously. This would ensure uniformity in voter awareness campaigns, better coordination in administrative preparations, and optimal use of resources, said the Chief Minister.

All consumer complaints resolved in 11 years through toll-free number says Rajesh Nagar

Rajesh Nagar said that the department has successfully resolved all consumer complaints received over the past 11 years. He said that from 2014 to February 2025, a total of 76,826 complaints were registered at the State Consumer Helpline, and every single one of them has been resolved. State Consumer Helpline is fully committed to addressing the issues faced by the public and works with complete dedication to help consumers across the state.
Sharing information in this regard a spokesperson of the department said that the State Consumer Helpline remains open on all working days from 9:00 am to 5:00 pm to assist and resolve all types of complaints of the consumers of the state.
Spokesperson said that the helpline also provides guidance on the provisions of the Consumer Protection Act, 2019. 73.25 percent voting in Panchayat by-elections in Haryana
Chandigarh, June 16 - Haryana State Election Commissioner Sh. Dhanpat Singh has said that after completion of Panchayat by-elections yesterday on June 15 and general elections of some Panchayats which have been converted back from Nagarpalika to Panchayat, now no Panchayat election is pending with the State Election Commission. Apart from this, voting for the general election for Kalanwali, Sirsa is to be held on June 29, 2025. Today was the last date for filing nomination for that. The counting of votes will be done on June 30, and along with this, no election for any local body is pending with the Election Commission. Elections are to be held for 17 wards in Kalanwali Municipality.
Sh. Dhanpat Singh was talking to journalists in his office today after the Panchayat by-elections were held on June 15.
He said despite the heat, the percentage of by-elections was 73.25% which shows that people were very interested to vote in the Panchayat elections. He informed that except for court stay, if due to any reason like voluntary resignation by the elected public representative, death or due to passing of a no-confidence motion against any public representative the seat gets vacant, in such situation it is mandatory for the Commission to conduct re-election within 6 months.
He said in total, by-elections were scheduled for 830 seats of Panches, 74 seats of Sarpanches, 17 seats of Panchayat Samiti members and 1 seat of Zila Parishad member at the Panchayat level. Out of these, many candidates were elected unopposed for the posts of Panches and Sarpanches. He informed that now along with the general election of Panches and Sarpanches of Gram Panchayat Hansavas Khurd of Badhra block of Charkhi Dadri district and Gram Panchayat Badli, Muhammadpura Mazra and Faizabad of Badli block of Jhajjar district, elections for 56 Panches, 61 Sarpanches, 8 members of Panchayat Samiti and 1 seat of Zila Parishad member were conducted on 15th June from 8 am to 6 pm. EVMs were used in the voting.
He informed that the election process was completed in a completely peaceful manner. No news of any untoward incident was received from anywhere. Elections for Sarpanch of Tamaspura Panchayat of Fatehabad district, member of Ward No. 12 of Gharaunda Block Samiti of Karnal district, Sarpanch of Dubalu, Karhera, Andhaki, Badhah, Dungeja Panchayat of Nuh district and Panch of Kotla and Sarpanch of Aahar were not conducted due to stay in the court.

Haryana Accelerates Green Transition in NCR with Bold Measures for Cleaner Mobility and Better Air Quality
Chandigarh, June 16 - The Haryana Government has unveiled an ambitious roadmap to phase out polluting vehicles and manage construction dust to significantly improve air quality across the National Capital Region (NCR). At a high-level review meeting chaired by Chief Secretary Sh. Anurag Rastogi here today, detailed strategies and timelines were laid out, reflecting the state’s strong commitment to environmental stewardship.
As part of this action plan, from November 1, 2025, fuel stations in Gurugram, Faridabad, and Sonipat will no longer supply fuel to End-of-Life (EoL) vehicles. This restriction will extend to the remaining NCR districts from April 1, 2026. To enforce this, Automatic Number Plate Recognition (ANPR) cameras will be installed at all fuel stations—by October 31, 2025 in the first phase districts, and by March 31, 2026 in rest of the NCR. These systems, along with traffic surveillance cameras and Command and Control Centres, will be instrumental in identifying EoL vehicles for challaning, impounding, and scrapping.
In a major shift towards green mobility, the state has mandated that only CNG or electric 3-wheeler autorickshaws will be inducted into existing fleets going forward. Effective November 1, 2025, only BS-VI compliant Light, Medium, and Heavy Goods Vehicles—excluding essential services and Delhi-registered vehicles—will be allowed entry into Delhi. Further, all non-conforming goods vehicles, including those carrying essential commodities, will be barred from entering the city after October 31, 2026.
It was informed that 382 BS-VI buses shall be added by end of October this year for better connectivity between Haryana and Delhi. From January 1, 2026, no new diesel or petrol 2-wheelers, 4-wheeler LCVs, or N1-category LGVs will be allowed into the fleet. Also, all buses entering Delhi, including tourist buses and special permit vehicles, must operate in EV/CNG/BS-VI mode from November 1, 2026.
Haryana is also intensifying its efforts to manage construction and demolition (C\&D) waste and reduce road dust emissions—two major contributors to urban pollution. Facilities to process 300 metric tonnes per day of C\&D waste are operational in both Gurugram and Faridabad. One more C&D facility is to be established in Gurugram to cater to existing excess C&D waste.
Additionally, the Draft Action Plan on Road Dust Mitigation has been submitted to the Commission for Air Quality Management (CAQM). Importantly, all road-owning agencies have been directed to develop at least one model stretch in Gurugram and Faridabad for 2025-26 which will be replicated in other districts following CAQM's Standard Framework as a priority.
It was decided in the meeting that Haryana State Pollution Control Board (HSPCB) will set up 10 CAAQMS in Faridabad, Gurugram, Rewari and Jhajjar and tender process has been initiated by the HSPCB in this regard.
The Chief Secretary said mandatory co-firing of paddy straw based bio-mass pellets/briquettes in brick kilns is already implemented in NCR districts and the department must create awareness through films and other media so that this can be replicated in non-NCR Districts of Haryana as well. He also called for achieving the target of 50 percent mandatory co-firing of paddy straw based bio-mass pellets/briquettes in brick kilns for implementation by 2026 instead of the prescribed timeline of 2028.

Chandigarh, June 16- Haryana Transport Minister Sh. Anil Vij today stated that under the digital initiative, schemes are being digitized across the country, emphasizing that without keeping pace with technology, we risk being left behind globally.
He added that the transport sector in Haryana is progressing through technology and digitization, with concerted efforts to curb corruption and ensure smooth and efficient transport services for the public.
Sh. Vij also highlighted that to reduce road accidents; Haryana is placing special focus on the “Four Es”: Education, Enforcement, Engineering, and Environment and Emergency.
Transport Minister Sh. Anil Vij made these remarks while addressing the inaugural session of the two-day workshop “e-Trans 2025” on the eTransport Project, organized by the Union Ministry of Road Transport and Highways and the National Informatics Centre (NIC) in Chandigarh today as the chief guest.
Participants from the Union Ministry of Road Transport and Highways, along with representatives from 12 states and UT, are taking part in this workshop. These states include Haryana, Himachal Pradesh, Uttarakhand, Uttar Pradesh, Punjab, Rajasthan, Gujarat, Madhya Pradesh, Jammu & Kashmir, Ladakh, Delhi, and Chandigarh.

Every vehicle to be connected to an online data system
While underlining the significance of data in today’s era, Sh Vij said that data is now available for everything, and the plan is to connect every vehicle on the road to an online data system. To support this, the Central Ministry has developed several software applications and apps that must be actively used to simplify the lives of everyone associated with the transport sector.
We must use technology to reduce road accidents – Vij
Similarly, while addressing the issue of road accidents, Sh Vij emphasized the need to leverage technology to reduce accidents and save precious lives. He noted that the unprecedented increase in vehicle traffic over the past two decades has led to a worrying rise in road accidents. This not only disrupts the livelihoods of families but also causes immense pain, suffering, and financial loss. Therefore, promoting road safety is of utmost importance. Sh Vij shared that more than 10 lakh road accidents occurred across the country between January 1, 2023, and March 31, 2025, with over 23,000 accidents reported in Haryana during the same period.

Referring to the recent All India Transport Ministers Conference, Sh Vij mentioned that several measures have been decided upon to eradicate corruption in the transport sector. He stressed that technology must be used to strengthen the system and minimize human intervention to effectively eliminate corruption.
Haryana government committed to effective implementation of e-Transport Mission Mode Project – Vij
He said that the Haryana Government is fully committed to working in close coordination with the Central Ministry for the effective implementation of various initiatives under the e-Transport Mission Mode Project. In recent years, several new services have been introduced in Haryana under this project, including Aadhaar-authenticated online services, registered vehicle scrapping facilities, automated testing stations, Driving Training and Research Institutes (IDTRs), the e-Detailed Accident Report (e-DAR), the Sanjaya Portal, and the Cashless Scheme for Road Accident Victims.
Driving Training and Research Institutes to be established in every district – Vij
Sh Vij added that through the Driving Training and Research Institutes, the state aims to promote responsible driving behavior by providing comprehensive driver training, thereby reducing traffic-related accidents. To achieve this goal, IDTRs will be established in every district of the state. Currently, four IDTRs are operational in Rohtak, Bahadurgarh (Jhajjar), Karnal, and Kaithal. Additionally, construction of the IDTR in Bhiwani has been completed, and it will be made operational soon. Furthermore, a consultant has been appointed for setting up IDTRs in Nuh and Faridabad. Additionally, the revised layout plan for establishing a Regional Driving Training Centre (RDTC) in Gurugram has been approved by the government. The establishment of IDTRs in the remaining districts is currently under consideration by the Department.
He said that similarly, the e-Detailed Accident Report (e-DAR) portal is a significant initiative by the Union Ministry of Road Transport and Highways aimed at enhancing road safety across the country. The portal collects and analyses road accident data to identify high-risk areas and recommend corrective measures. The data-driven insights generated through this platform support evidence-based policymaking and strategic planning.
Sh Vij said that Sanjaya Portal, developed by the Centre of Excellence for Road Safety, IIT Madras under the aegis of the Union Ministry of Road Transport and Highways, is a location intelligence and crash visualization platform. It enables stakeholders to identify accident-prone hotspots and emerging black spots, facilitating targeted interventions. The portal also supports the creation of action plans tailored to specific accident-prone areas, thereby contributing to improved road safety outcomes.
He said that the Cashless Treatment Scheme for Road Accident Victims, 2025 is a commendable initiative launched by the Central Ministry to provide financial assistance for the medical treatment of accident victims. Under this scheme, victims of road accidents are eligible for cashless treatment of up to Rs 1.5 lakh for a maximum period of seven days from the date of the accident. The objective is to ensure timely and essential medical care for accident victims while reducing the financial burden on their families.
He also highlighted that the e-Transport application is a significant step forward in ensuring efficiency, transparency, and convenience for citizens in the transport sector.

Secretary of the Ministry of Road Transport and Highways, Government of India, Sh V. Umashankar, stated that the target is to reduce road accidents by 50 percent by the year 2030. This objective can be achieved through the effective use of data and new technology. Several new initiatives and positive changes have been implemented in the country’s transport sector, benefiting citizens significantly. He further mentioned that, to improve the traffic system, the central government provides grants to establish state-of-the-art driving training centers in districts across the country. He appealed to the states to maximize the use of these grants and open such centers at the district level. Emphasizing the importance of technology and data, he said these tools are essential to simplify people’s lives and eliminate corruption.
The Commissioner and Secretary, Transport Department Haryana Sh. T.L. Satyaprakash, officers from the Ministry of Road Transport and Highways, Government of India and representatives from the Transport Department and NIC from 12 states and Union Territory were also present at the workshop.
