Punjab Government to organise 'Punjabi Language and Cultural Utsav' from 14 to 21 February: Channi

Also finalises events for 'International Film Festival-2020' which is to be held on 16-17 March

Chandigarh, February 13: The Punjab Government has decided to organise a week long 'Punjabi Language and Cultural Utsav' dedicated Punjabi Language. The decision in this regard was taken during a meeting chaired by the Tourism and Cultural Affairs Minister Mr. Charanjit Singh Channi with the officials of various concerned departments. Briefing about the event Mr. Channi said that week long celebrations dedicated to promotion of Punjabi language would be held from 14th February, to 21st February, 2020.

As per the program inaugural function would be held at Punjabi University, Patiala on February 14, 2020. Dr. Surjit Patar and Dr. Waryam Sandhu would present papers on challenges and solutions faced by the Punjabi Language. Apart from this 11 prominent personalities would be honoured for their contribution for the promotion of Punjabi Language. Mr. Tript Rajinder Singh Bajwa and Mr. Charanjit Singh Channi both cabinet ministers would also grace the occasion.

On 15th February, Punjabi Kavi Darbar and Gazal singing function would be held at Punjab Arts Council Sector-16, Chandigarh. Prominent Punjabi Poets would be honoured on the occasion. On 17th February, 2020 International Seminar on Punjab Language would be organised at Guru Nanak Dev University, Amritsar and prominent personalities working for the development and promotion of Punjabi Language would be honoured.

In the series of the event on 18th February stage play competition among winning teams of 4 universities (Guru Nanak Dev University, Amritsar, Panajb University, Chandigarh, Punjab University, Patiala and Punjab Agricultural University, Ludhiana) would be held at Punjab University. Punjab Sangeet Natak Academy would also perform Punjabi play 'Loona' on the occasion.

On 19th February, Folk Dance and Folk Songs competitions would be held at Guru Nanak Bhawan Ludhiana. Famous Punjabi Singer would also give his performance on this occasion in the evening.

On the concluding day Punjab Arts Council would organise functions at Ludhiana and Chandigarh, at Ludhiana Punjab Sahit Academy and at Chandigarh Punjab Arts council would oranise parallel functions to promote Punjabi Language. Besides this Language department would also hold a seminar and Kavi Darbar for promotion of Punjabi Language.

In the meeting events for the International Punjabi Film Festival-2020 were also finalised which would be held on 16-17 Maech, 2020. The Cultural Affairs Minister Mr. Charanjit Singh would inaugurate the festival and Chief Minister Captain Amarinder Singh would preside over the valedictory function. During this two day film festival prominent Punjab Films would be shown on the big screen and prominent Punjabi Film Actors, producers, Directors and other technical persons related to this field would be honoured.




CHANDIGARH, FEBRUARY 13: Taking strong notice of the contraventions of necessary conditions by a private blood bank in Ludhiana, the Punjab Health Minister Sardar Balbir Singh Sidhu on Thursday has ordered to issue show cause notice to the Prolife Hospitals where the facility was running.

Disclosing this here today, the official spokesperson of the Health Department said that on the directives of the Chief Minister, Health Minister S. Balbir Singh Sidhu had formed dedicated teams to launch a special drive to conduct an audit of blood bank facilities being operating at both state run and private hospitals. The blood bank has been seized from operating till further orders.

During the inspection, 43 double layered blood collection bags were seized after the incharge BTO failed to produce the purchase record of these bags. No entry of these bags was made in the blood bag stock register, the spokesperson added.

Reiterating his personal commitment to ensure safe and prompt quality health services, the Health Minister warned that no one found short on this count would be spared. He also asked the department to intensify the ongoing drive to single out anyone not following the required medical protocol diligently.

The team led by Zonal Licensing Authority (Drugs) Ludhiana Kulwinder Singh and Drugs Controller Officer Rupinder Kaur, for the want of the production of purchase record, also took 37 double layered blood collection bags into custody. These were expired bags stocked for collection of blood and no entry of these bags was found in the stock register.



Reviews functioning of all 1365 HWCs, directs Civil Surgeons to ensure adequate availability medicines

Chandigarh, February 13:With a view to further strengthen up the delivery of Comprehensive Primary Health Services at all Health & Wellness Centres (HWCs) across the State, the Punjab Government has decided to connect 300 HWCs with the Tele Medicine Hub as a pilot project by March, 2019.

Discling this here today, Mr. Balbir Singh Sidhu said that after witnessing the overwhelming response of 1365 HWCs across the State, the Punjab Government is now going to connect the 300 centres with the Telemedicine Hub to provide the Comprehensive Primary Health Services in rural areas. He said that telemedicine Hub will be established at the Sector 9, Chandigarh under the supervision of 5 Doctors and 1 Tele Medicine operator (TMO). He said that training of the TMOs has also been done by CDAC, Mohali. TMOs are further imparted the training to CHOs (Community Health Officer) for the smooth functioning of TMH program in the villages.

“OPD of 35,62,492 patients have been registered in these centres so far adding that he said 27 medicines and 6 Diagnostic tests like Hb test, Blood sugar test, pregnancy test, Urine albumin test, sputum test are being conducted at these centers to support the expanded range of services and to provide medicines for chronic illnesses close to communities so that people do not have to travel long distances to get treatment and medicines. He also directed the all Civil Surgeons to ensure adequate availability of medicins at these centres.

Mr. Balbir Singh Sidhu added that despites treatment of 12 diseases, Screening of Non Communicable diseases on ‘Community Based Assessment Checklist’ is being done by ANMs and ASHAs to identify at risk population. The people identified with risk factors for NCDs has been screened at HWC-SC and referred to outreach camps, PHC/CHC for the confirmation of diagnosis.

Highlighting the patients diagnosed with the NCDs, Mr. Balbir Singh Sidhu informed that 1,25,776 patients of Hypertension, 73,150 patients of Diabetes, 403 of Oral Cancer, 522 patients of Breast Cancer, 504 patients of Cervical Cancer have been found in the screening programme. He said that the patients diagnosed for hypertension are provided with medication for at least 10 days at the camp itself.

He said that the all diagnosed patients have further referred for the tertiary health care and also put on treatment for secondary health services. He said that Digitization of all the records is also being done on daily basis at HWC portal.

Chandigarh, February 13:With an aim to upgrade sports infrastructure in Punjab and equipped its only sports university with world class facilities and techniques, Punjab Sports and Youth Affairs Minister Rana Gurmit Singh Sodhi led delegation visited world’s the best in sports Loughborough University, Leicestershire, United Kingdom. The delegation was comprised of Mr. Husan Lal, Principal Secretary Sports and Lt. General (Retd) J.S. Cheema, Vice Chancellor, Maharaja Bhupinder Singh Sports University, Patiala.

Rana sodhi also met Vice Chancellor and President of Loughborough University Professor Robert J. Allison and Associate Pro-Vice Chancellor Professor Elizabeth Peel and held discussions on various aspects of sports sector to carve out feasibilities to promote sports in the state of Punjab.

Sports Minister said that Chief Minister Captain Amarinder Singh led state government is keen to create more opportunities in the field of sports. “Maharaja Bhupinder Singh Sports University is the dream project of the Chief Minister, who has envisioned to making the state regain its numero uno position in sporting arena and sports science”, said Rana Sodhi, adding that if the state of Punjab desirous to set a benchmark in sports, we must have to work in the field of sports sciences, sports technology and sports medicines.

Giving further details of the deliberations, Rana Sodhi informed that Punjab will soon sign Memorandum of Understanding (MoU) with Loughborough University to acquire latest sports facilities and techniques, thus to create world class sports infrastructure in the state. He further said that the Vice Chancellor Professor Robert J. Allison and Associate Pro-Vice Chancellor Professor Elizabeth Peel have given their consent to provide technical support for the Maharaja Bhupinder Singh Sports University. The Vice Chancellor and Pro-Vice Chancellor on their part assured of every possible assistance from their end for efficiently running the university, he added.

The Minister said that during meeting, many issues were discussed; including infrastructural and sports science, advanced sports methods, coaching techniques, training of players and their post life, maintaining fitness levels of players through innovative coaching techniques and honing coaches.




CHANDIGARH, FEBRUARY 13: Further investigation into the cases related to the recently arrested ‘A’ category gangster Sukhpreet Singh @ Budha, the Punjab Police has arrested 23 accused and recovered of 36 weapons from them during raids in Ferozepur range and adjoining states of Haryana and Rajasthan.

Four shops of gun dealers have also been sealed in the process.

Disclosing this here today Punjab DGP, Dinkar Gupta, said that further operations were in progress to identify and crack other links of these accused.

He said a major crackdown on illegal supply of weapons by unscrupulous weapon dealers has led to recovery of 30 weapons from the various criminals arrested during the raids. These included 14 DBBL 12 bore, four SBBL 12 bore, five 32 bore pistols, one 45 bore pistol, three 30 bore pistols, one 25 bore pistol and two Carbines. Following the recovery of these illegal weapons, several gun house dealers have been booked and thorough investigations are underway.

Taking serious note of large scale discrepancies and loopholes in the stock, sale and purchase of arms and ammunition by arms dealers and license holders, a state-wide audit of working of arms dealers and licensing branches is also being carried out by the state police.

It may be recalled that the Punjab Police, after concerted efforts, got Sukhpreet Singh @ Budha got deported from Armenia and arrested him from New Delhi Airport during November, 2019. He made several revelations, which led the state police to solve numerous untraced heinous crimes in Punjab, besides nabbing many criminals as a follow-up.

Following a disclosure by Budha, the Punjab Police, in joint operation with ATS, Uttar Pradesh, also arrested Ashish s/o Rambir r/o village Tikri in district Meerut (UP) on January 30, 2020. Ashish was the main supplier of illegal automatic weapons which were used by the criminals to commit murders, extortions, kidnappings for ransom and other crimes. Currently, Ashish is being investigated in different cases under the supervision of ADGP, Internal Security.

Pertinently, Ashish was introduced to Sukhpreet Budha by Dharminder @ Gugni, who is one of the main accused in the cases of target killings of Brig. Gagneja, a RSS office bearer and other Hindu religious leaders in Punjab. Ashish was also wanted in the targeted killings cases, being investigated by the NIA, for supply of weapons used in these crimes.

Gupta said that Ashish was arrested for the first time for his alleged involvement in smuggling of 120 crates of illicit liquor. Later, he was nabbed by the Punjab Police and booked under a NDPS case, in which he was sentenced to 10 years imprisonment in 2012 and sent to Nabha jail, Patiala, where he developed special friendship with Dharminder Gugni, Sukha Kahlwan etc. who were also lodged in same jail at that time.

After his release from jail, he jumped bail in the year 2014, but he remained in touch with Dharminder Gugni and started supplying illegal weapons to Dharminder Gugni and most wanted criminals like Jaggu Bhagwanpuria, Davinder Bambhia, Sukha Kahlwan etc. These criminals had been using the weapons in gang wars, murders, extortions, kidnappings etc in Punjab since 2014.

It was further revealed that Ashish had supplied a large number of illegal weapons to various Punjab based criminals, who used them in the Tarn Taran inter gang wars in the year 2015 and recently in the murder of Abdul Rashid @Gudhu in Malerkotla in November 2019. The weapons supplied to Sukhpreet Budha and his associates were used in attack on Punjabi singer Permish Verma in Mohali and several other murders, dacoities and extortions committed in Punjab.

On the revelations made by Ashish, two criminals namely Gurpreet Singh @ Laddi , wanted in 20 criminal cases, and Neeraj Kumar @Dhiraj Batta, wanted in 13 cases, have been arrested and one 0.30 bore and two 32 bore, 36 live cartridges have been recovered. A separate case has been registered under the UAPA against Ashish and his associates at SAS Nagar.

A special investigation team (SIT) under the supervision of AIG Harkamalpreet Khakh is conducting the investigation and efforts are being made to recover all the illegal weapons by getting the production warrants of criminals in Jails, on whose instructions Ashish had supplied the weapons. The SIT is also taking the help of ATS, UP, to track and arrest the persons who manufactured and supplied weapons to Ashish.

Further, the interrogation of Sukhpreet Budha also revealed that Kapil Dev s/o Harbhajan Lal r/o Jalalabad in Fazilka district, a proprietor of Kapil arms company in Jalalabad, was also supplying illegal arms and ammunition to criminals in Punjab for committing murders, dacoities, kidnappings etc in the state. Kapil Dev has been arrested in case FIR no. 150 dated 10-12-2019 u/s 420, 465, 467, 468, 471 IPC and 25 Arms Act PS Phase 8 SAS Nagar and further FIR No. 02 dated 05-02-2020 u/s 420, 465, 467, 471, 120-B IPC PS SSOC Fazilka was registered against him.

Disclosures made by Kapil pointed towards a deep nexus between gun house dealers who are procuring illegal arms and ammunition and supplying the same to different criminals in Punjab with impunity. As many as 14 illegal weapons have been recovered on the revelations made by Kapil from different persons and, accordingly, separate FIRs have been lodged in Fazilka and Ferozepur districts. Different gun house dealers in Abhor, Jalalabad, Mamdot and Fazilka have been booked and investigations are being carried out under the supervision of special investigation team headed by AIG/OCCU Gurmeet Singh Chauhan.

Notably, Amar Setia, proprietor of Setia Gun House, was earlier involved in the preparation of fake arms licenses case investigated by CBI and had been sentenced to three years imprisonment and his license had been cancelled. Apart from his previous role in fake arms licenses, he has been involved in illegal sale and purchase of arms and ammunition without having license to do so.

Similarly, Harish Kumar Rishu, proprietors of Durga Gun House, Abohar, Rahul Gun House, Fazilka and Sandeep Bishnoi of Ellanabad, Haryana and Surinder @ Sumi Godhara of Lalaina, Nohar, of Hanumangarh district in Rajasthan, have been arrested for illegal sale and purchase of arms and ammunition.

Disclosing this here today, Additional Chief Secretary, Governance Reforms, Vini Mahajan said that the initiative would go a long way in making Punjab a digitally empowered, knowledge-economy instead of the conventional way of doing business. She further said the IT Cadre would provide impetus to implement enterprise architecture in all Government departments and functionaries in order to facilitate interoperability, besides avoiding duplicity of efforts and wastage of time.

The IT Cadre manpower, Vini Mahajan said, will be made available in all the government departments and help them seamlessly share information with each other on a unified platform being developed by the State Government.

The cadre will, in addition, help departments in the integration of various departmental services on digital platforms like mSewa, Digilocker, Sewa Kendras and GeM/e-Procurement. The newly recruited officials will play a vital role in executing process re-engineering of various State Government Departments and PSUs, besides serving as a backbone for all the digital projects to help in laying a strong foundation for the state’s digital structure, she added.
