NEW DELHI: 21st May 2022-Telangana CM Shri K Chandrashekar Rao took a page out of Delhi’s world-famous Education Model today and said he will send Telangana’s teachers to learn from the Delhi Model. The Telangana CM was on a visit to Delhi, where he called on Chief Minister Shri Arvind Kejriwal and embarked upon a tour of Delhi Government’s Mohalla Clinics and Government Schools today. After the visit, Shri K Chandrashekar Rao stated, “The Kejriwal Government’s policies in healthcare & education are genuinely outstanding; citizens of Delhi are truly fortunate to be receiving such spectacular services; this should be implemented all over India. If the kind of governance offered by the Kejriwal Government in Delhi takes place all over the country, India will progress like never before. Telangana Chief Minister Shri K. Chandrashekar Rao said, “The efforts made by the Delhi Government to reform the education sector are highly commendable, and we are constantly witnessing the impressive results of this overhaul of Delhi’s education model. The biggest feat that the Delhi Government has achieved as a result of this reform is easing students out of tension and burden of marks, and diverting their attention and capabilities towards a more entrepreneurial approach – paving the way for students to go from being job seekers to job providers. I spoke to many such students today, and it brought me immense joy and satisfaction to hear some of them wanting to follow the footsteps of people like Elon Musk, depicting a complete change in the way these students think. Delhi Government’s work in this direction is highly praiseworthy, for it is not taking place anywhere else in the country. I strongly believe that this paradigm shift in the education sector will bear extremely fruitful results in the future.”

He continued, “I remember watching an interview of common women at Connaught Place on TV during the previous Delhi Assembly elections. These women appeared extremely happy and claimed that they can send their kids to Delhi Government’s schools without any tension, and that through this not only will their children receive good education, but they will also save on their expenditures. Listening to these women back then made me extremely happy, and now that I have visited one of these schools myself, I must say that the condition and the facilities are highly admirable, and a marvellous transformation has been heralded by the Delhi Government in the education sector. On the success of their relentless efforts, I sincerely congratulate Chief Minister Shri Arvind Kejriwal. I believe the citizens of Delhi are truly fortunate to be receiving such spectacular services, and if such public welfare oriented governance takes place all over the country, India will progress like never before.”
He added, “The Delhi Government’s Education Policy has been implemented on a practical basis, and is hence bearing immediate and impressive results. Such reform is needed. The Central Government should not simply formulate a new education policy and impose it on everyone. They should keep in mind that we are a federal democracy – the constitution clearly says that India is a Union of States, and take everyone along in order to formulate a successful policy. If it goes ahead without any consultation from states, there are bound to be differences and obstacles in future.”

He concluded, “We are going to send teachers and teachers’ union leaders from Telangana’s schools to Delhi to get familiarised with the education model here. We will practise an exchange of ideas and knowledge, and learn from the efforts made by the Delhi Government in academics, extra curriculars, the various other curriculums like the EMC. Great work has taken place in Delhi, and we hope that the entire country will also bring about similar reforms in education.”

Speaking about his visit to one of Delhi’s Mohalla Clinics, he added, “Some 5-6 years ago when I visited Delhi, one of my friends living here informed me that the Mohalla Clinics were providing great care to the people of Delhi. Following that visit, we sent our officers to Delhi, who spoke to the authorities here, as well as the common people, who only responded with overwhelmingly positive feedback, and said that the Delhi Government is looking after their welfare. Keeping the idea of Mohalla Clinics in mind, and replicating this groundbreaking healthcare model, we have opened 350 Basti Dawakhanas all over Hyderabad. The entire nation will prosper if all governments can do their bit in helping the working class and the poor people receive better education and healthcare.
He continued, “Commendable work has taken place across various sectors concerning public welfare in the National Capital in the past few years. The Business Blasters program, designed to evoke the enterprising side of government school students, especially stood out to me. Along with this, the two-tier model of Mohalla Clinics and Polyclinics – where consultations, tests, and medicines for regular ailments and injuries are easily available at Mohalla clinics, and Polyclinics can be visited for more advanced medical treatment. Additionally, I have learnt that retired and private doctors are also being given charge at these Mohalla Clinics to make them more efficient. The doctors here are also happy with the facilities, and I spoke to one such doctor today who informed me that they see around 90-110 patients in one shift. I have seen how the entire staff at these clinics works with great discipline, and visiting this Mohalla Clinic today has been a truly rewarding experience for me. I heartily congratulate Shri Arvind Kejriwal for his innovative steps to provide better education and healthcare to the poor and disadvantaged communities, and commend the splendid success of his government’s efforts. It is a tough task to work for the common public and attain considerable success, but the Delhi Government has shown a great example, which the entire country should learn from.”

We took him to look around one of our government schools today, where he showed exceptional attention to details, and asked pertinent questions as well. We are elated to see the thorough visit that Shri KC Rao conducted of the government school, and the interest he showed in our education system. We later showed him our Mohalla Clinic where he was explained our healthcare model in depth.”

Telangana CM K. Chandrashekar Rao reached Sarvodaya Senior Secondary School, Moti Bagh, along with CM Shri Arvind Kejriwal and Deputy CM Sr Manish Sisodia at around 5 pm today. The Telangana CM and his colleagues were given a grand welcome at the school. CM Shri Arvind Kejriwal escorted him through the school premises and told him the story of Delhi’s education revolution.
Shri Arvind Kejriwal said, “Today, our government schools have surpassed private schools in quality, and children from private schools are enrolling in Delhi’s government schools. We manage over 1,100 schools in Delhi, where 16 lakh children study. Ever since coming to power, we have worked on holistic development of both the infrastructure and the curriculums of the schools. This year, 3.7 lac children have had their names cut from private schools and enrolled in our schools.”
Delhi’s Education Director Shri Himanshu Gupta then briefed the Telangana delegation about the Delhi Model of Education through an interesting presentation. He told the delegation about how the CM held rounds of meetings with the principals of all the schools of Delhi Government and told them that he wants to give world class education to the children of Delhi. “All the principals were told to prepare their vision for education. After which, the Principals of 54 schools presented their vision on the basis of which the Delhi Government launched a revolutionary change in schools. Today the Delhi government spends 25 percent of its budget on education. Principals and teachers of government schools were sent to IIMs in Singapore, Finland and Cambridge. The Delhi government has also given more financial and decision-making powers to the principals of government schools. Apart from this, Mentor Teacher Program, Teacher Development Co-ordination, Cluster Leadership Development Program etc. are being run in schools,” he said. The dignitaries then walked around the school’s facilities and took stock of the world class infrastructure provided to the students. The delegation was then briefed about the Kejriwal Government’s unique model of mindset curriculums.
*Entrepreneurship Curriculum*
CM K. Chandrashekar Rao briefed about the Entrepreneurship Mindset Curriculum under which the Business Blasters program has been started. Under this initiative, the Delhi Government gives two thousand rupees to every child as seed fund and encourages them to work on business ideas. An Investors Summit is organised at the later stage of the program to help children build their businesses.
*Happiness Curriculum*
The Telangana CM was also informed about the unique Happiness Curriculum. Based on the science of emotions, this course attempts to build emotional resilience in children in a holistic manner. Its main objective is to develop the skills of critical thinking and inquiry in children, empowering children to express themselves independently and creatively, developing a holistic approach to education in a universal context.
*Deshbhakti Curriculum*
He was then told about the Kejriwal Government’s Deshbhakti Curriculum. This course seeks to inculcate a true sense of love and pride for the country among the children. Its goal is to ensure that every child feels proud for our country. Children are taught about the glory of the country. Every child is made aware of their responsibility and duty towards the nation.
*CM Arvind Kejriwal explains primary healthcare model at Mohalla Clinic, RK Puram:*
After visiting the school, the team reached the Aam Aadmi Mohalla Clinic, RK Puram and was welcomed by Health Minister Shri Satyendar Jain. The Health Team of Delhi also presented the primary healthcare model to the Telangana CM on the occasion. At the Mohalla Clinic, the SPO of the AAMC, gave a guided tour to CM Shri K Chandrashekar Rao through the clinic and explained to them how a patient gets registered through IT Tools and Tablets. They were then shown how the doctor conducts checkups and provisional diagnosis at the facility. Here, CM Shri Arvind Kejriwal explained the whole process in depth and took the team to show how medicines are issued and procured at the AAMC. He then explained how the government offers free lab testing at the Mohalla Clinics and how the whole system works.
The Aam Aadmi Mohalla Clinic has been conceptualised as a mechanism to provide quality primary health care services accessible within the communities in Delhi at their doorstep. The setting up of AAMCs has been envisaged in the form of Pre-Engineered Insulated Box Type re-located Structures (Porta cabins) which are to be manufactured and installed through PWD. 1000 such clinics are proposed to be opened all over Delhi. In order to fill the gaps in services, there has been a paradigm shift in reorganising of health care services under Kejriwal Government with a four tier health care delivery system has been created which are: Aam Aadmi Mohalla Clinic- for primary healthcare; Multi Specialty Poly Clinic- for secondary health care in the form of OPD consultation by specialist doctors including diagnostics; Multi-Specialty Hospital- for IPD care (earlier called Secondary Level Hospital); Super-Specialty Hospital- (earlier called Tertiary Level Hospital).
*Vision behind Mohalla Clinics*
The vision of Delhi Government is to combine the power of technology innovations and multi stakeholder partnerships to deliver quality primary health care and provide Universal Health Coverage (UHC) to the citizens of the state. Mission of AAMC is to champion Universal Health through rational, compassionate, ethical basic primary health care services at doorstep and provide assurance for all healthcare needs.
*Present status*
It is noteworthy that a total of 5,48,94,925 OPDs have been attended and over 140 medicines and 230 tests are being provided free of cost at the Mohalla Clinics.
*Punjab CM Bhagwant Mann was also floored by the quality of education and healthcare in Delhi*
Punjab Chief Minister Sardar Bhagwant Mann had also witnessed the Kejriwal Government’s monumental education & health revolution first-hand last month. The Punjab CM had expressed his desire to adapt the Delhi Model to transform Punjab. Delhi Chief Minister Shri Arvind Kejriwal had guided the Punjab CM through a tour of Delhi Government’s world-class schools, hospitals and Mohalla Clinics and explained how the Delhi Model took shape over the years. The Punjab CM had stated that the Kejriwal Government's work is truly mind-blowing and his government will take major strides towards the progress and betterment of Punjab following the Kejriwal Government’s footsteps. The Punjab Government and the Delhi Government had then signed a Knowledge Sharing Agreement. The agreement states that the governments of Punjab and Delhi will learn from each other's good works for the benefit of the people of Delhi and Punjab. This agreement is being viewed as a new experiment in Indian history. This is a novel initiative in the country in which two governments will collaborate for the benefit of the people. The Knowledge Sharing Agreement has been described as a historic step by the Punjab Government.

It is noteworthy that the historical work done by the Kejriwal government in the education and health sector is being discussed in the whole country today and gaining fame across the world. Many dignitaries from the country and abroad have come to see the schools of the Kejriwal Government. More recently, Tamil Nadu Chief Minister Thiru M.K. Stalin came to see the schools and Mohalla Clinics of the Kejriwal Government. Thiru M.K. Stalin was in awe of the Kejriwal Government's schools and Mohalla Clinics. CM M.K. Stalin talked about setting up a world class model school in Chennai. He also invited CM Shri Arvind Kejriwal to come to Tamil Nadu.
