Chandigarh, September 25 - Haryana Chief Minister, Sh. Manohar Lal said that he hopes that the borders which are presently closed will be reopened soon.

The Chief Minister said this while interacting with media persons after launching Samarpan Portal, HUNAR App and Foreign Cooperation Department's website at Haryana Niwas here today.

Sh. Manohar Lal said that after the order of the Supreme Court regarding the closed border roads, Haryana had formed a committee for holding talks. The farmers were even called for talks, but they did not turn up.

"Now all the information will be given during the next hearing in the Supreme Court and the court will decide about the further situation," said Sh. Manohar Lal

He said that everyone has the right to express their views peacefully. We hope that the 'Bandh' call in the coming days remains peaceful.

Society also suffers due to the closure of roads. Due to this people have to travel long distances to reach their destinations, business is getting affected. It is in the interest of the society that the roads should be reopened soon, said Sh. Manohar Lal.

Responding to a question regarding the prosecution of the accused involved in the paper leak case, the Chief Minister said that the State Government's effort is to completely eliminate the gang involved in such wrongdoings. In this regard, orders have been given to the police department to form a special team and work seriously, said the Chief Minister.

If any employee does wrong then it will not be tolerated

Replying to another question, the Chief Minister, said that any employee found doing wrong work will not be tolerated at any cost.

"We aim to give corruption-free governance. For this, the government is fully committed. Strict action would be taken against any employee found doing anything wrong, said Sh. Manohar Lal.

71 Har-Hith stores to be opened on October, 7

While replying to another question regarding the opening of Har-Hith stores to be opened in Haryana, Sh. Manohar Lal said that 'Seva Samarpan Parv', which started on September 17, to mark the birthday celebrations of Prime Minister, Sh. Narendra Modi will continue till October 7, under which 71 Har-Hith stores will be opened on October 7, 2021.

He said on October 7, Prime Minister had taken oath as the Chief Minister of Gujarat for the first time. Due to this, it has been decided to open 71 Har-Hith stores on this day.

Work being done for registration of every property

The Chief Minister said that work is being done for the registration of every property. The process of creating individual identities of all the properties is in progress.

It is pertinent to mention that under the SVAMITVA scheme, every property is being registered by taking them Lal Dora free in rural areas.

In reply to another question, Sh. Manohar Lal said that soon 1200 unauthorized colonies will be regularized in the state.

E-vehicle policy to be brought soon

Responding to a question regarding the promotion of e-vehicles, the Chief Minister said that work is being done to formulate an e-vehicle policy in the state. The Department of Transport is working on this. He said that soon the e-vehicle policy would be implemented.

Replying to another question, he said that work is being done to convert old diesel-petrol autos to e-autos in Gurugram.

Chandigarh, September 25 - Marking the birth anniversary of Pandit Deendayal Upadhyaya that is being celebrated as 'Samarpan Divas' today across the Country, Haryana Chief Minister Sh. Manohar Lal said that the State Government's strategy for implementation of every scheme formulated for the welfare of the common man is guided by principles of Antyodaya, of serving and uplifting the last person first.

"I have always believed that the growth and economic progress of any State can never be measured through those who are at the top of the ladder, rather it can only be measured if it is ensured that those at the bottom of the pyramid are getting benefits of all the public welfare schemes," said Sh. Manohar Lal while addressing a press conference here today.

He said that in a bid to ensure that the benefits accruing from various welfare projects are well-targeted and reach eligible beneficiaries, it is important to improve governance and delivery of services and for this several revolutionary steps are being taken by the State Government.

The Chief Minister said that Pandit Deendayal always preached the philosophy of Integral Humanism and the concept of Antyodaya which have always remained the key principles of State Government before formulating any public welfare policy.

"This commitment can be seen in the slogan given by Prime Minister, Sh. Narendra Modi, which says ‘Sab ka Saath, Sab ka Vikas, Sabka Vishwas' and now to this he has also added 'Sabka Prayas' which highlights Government's priority towards the upliftment of pro-poor and pro-farmer along with other sections of the society," said Sh. Manohar Lal.

He said that along with Pandit Deendyal's birth anniversary, today is also the birth anniversary of former Deputy Prime Minister, Sh. Chaudhary Devi Lal said Sh. Manohar Lal.

The Chief Minister further said that like Pandit Deendayal Upadhyaya had provided 'Antyodaya Darshan' for the upliftment of the last person standing in the last row, similarly, Chaudhary Devi Lal had started effective schemes like old age pension and giving one rupee scholarship per day to the children of nomadic castes to motivate them for pursuing education.

Today the birth anniversary of Pandit Deendayal Upadhyaya is being celebrated as 'Samarpan Divas'. We express our gratitude to such great personalities through the 'Samarpan Divas' programme in Haryana, he said.

Toll-free number launched for general public to complain about those asking money for paper leak

The Chief Minister said that since 2014, zero tolerance has been adopted by the State Government to completely eradicate Corruption and now taking a step forward, a toll-free number 18001802022 of State Vigilance Bureau has been launched for tightening the noose around those involved in the paper leak.

"I urge all the aspirants who have been ever contacted by such people who claim to give them in advance examination papers answer keys demanding hefty amount, should immediately share the information of all such people on this toll-free number so that they can be nabbed timely", said Sh. Manohar Lal.

He said that public participation can certainly play a pivotal role to nab these criminals in the bud only.

Modi-Manohar Government would be remembered throughout the history

The Chief Minister said that the kind of revolutionary steps which the Prime Minister, Sh. Narendra Modi had taken for safeguarding the interests and welfare of the farmers will certainly be remembered in history. Even the Haryana Government too left no stone unturned for farmers welfare, said Sh. Manohar Lal.

From promoting small scale businesses, new startups, Make in India, introducing regional languages in New Education Policy-2020, Ujjawala Yojana, etc, all the necessary steps have been ensured to take India on development track and further ensuring upliftment of the poorest of the poor said the Chief Minister.

"Haryana is doing a lot for the welfare of farmers. Directions for doing special Girdawari has been given to assess crops damaged due to rains. Besides this, Beekeeping Policy had been recently launched to promote beekeeping business and encouraging farmers to adopt beekeeping, " said Sh. Manohar Lal.

Politically motivated people are spreading rumours about Farm Laws

The Chief Minister said that though the three Farm Laws are yet to be implemented but some politically motivated people are spreading rumours about these three laws. Even congress had backed this earlier but now they do not want to get them implemented as they always have trouble when the Modi government takes any public welfare decision. The kind of negative environment they are creating is nothing but anarchy, said Sh. Manohar Lal.

Commenting on the financial condition of Punjab, the Chief Minister said that because of such environment created in Punjab, to date their economic condition is in a dire state. On the other hand, Haryana's financial status is among the leading states in the country.

The Chief Minister informed that this year procurement will start from October 1, 2021, because of heavy rains. Earlier the procurement used to start from September 25, 2021 and adequate arrangements have been made for hassle-free and smooth procurement, he added.

Law and Order situation in Haryana is intact

The Chief Minister said that the law and order situation in Haryana is intact. Haryana is the only such state in the country that has seen revolutionary reforms in the Power sector. There was a time when the percentage of line loss and power theft in the State was around 34 percent, which has now left 14 percent only. A whopping amount of Rs.121 crore has been collected by the Power Department as penalties, informed Sh. Manohar Lal.

He said that out of 6700 villages, 24*7 power supply is being provided in 5500 villages and soon Haryana would become the first state in the country to provide 24*7 power supply to all the villages.

Dedicated efforts are being made to give equal employment opportunities to every youth

The Chief Minister said that dedicated efforts are being made to give equal employment opportunities to every youth in the State.

Under the State Government's ambitious Parivar Pehchan Patra scheme, every single family having the lowest income is being identified to ensure employment is being given to family member to increase their family income up to a minimum of one lakh.

"Not all can get government jobs but we are making sure that opportunities are created to offer employment to all in any sector, said Sh. Manohar Lal.

He said that in the last three days, big business tycoons like Tata Steel, Aditya Birla Group have come to Haryana for setting up their units, which clearly means more employment for youth.

"We have put everything at stake to completely eradicate corruption. We have brought systematic and digital reforms to ensure jobs are given on merit," said Sh. Manohar Lal.

Manohar Lal today launched ‘Samarpan’ Portal which aims to encourage such volunteers who are willing to serve the society and can become an essential part of social upliftment in Haryana by dedicating their time and effort towards social work.

After launching the portal, Sh. Manohar Lal said that people working voluntarily would be added through this portal after which services of volunteers including youth, retired employees, would be taken in the field of education, skill development, sports, agriculture etc.

The voluntary services provided through the 'Samarpan' initiative are linked with various programmes and initiatives of the government such as education, women and child development, farmer’s welfare, skill development.

The Chief Minister said that ‘Samarpan’ will provide a platform for the volunteers who wish to do something good for society. For instance, if someone wants to help children then by registering on this portal they can educate them or can give sports or skill training to them. Similarly, if someone wants to work for the welfare of women, then they can make them aware about nutrition, empowerment or security.

“The unique feature of giving voluntary services is that they are individual-based and through this noble feeling of Samarpan one can help the government and the local community in fulfilling the goal of good governance,” said Sh. Manohar Lal.

Through this app, the Haryana Skill Development Mission will give training to the candidates for self-employment and setting up an enterprise in various activities besides the regular wage employment training. In addition to this, the students will be given training in various industrial, technical, vocational, and competitive courses through this app.

In this HUNAR app, the complete syllabus of school students from classes VI to XII will be available and under the New Education Policy-2020, college and school students will also be able to get the support of various project work, workshops, webinars, and internships through this app. This HUNAR app would be a milestone for the development of the youth of the State.

Chandigarh, September 25 - Haryana Chief Minister, Sh. Manohar Lal, on his arrival in Karnal on Saturday, gifted development works worth about Rs.14.5 crore to the city residents.

While inaugurating various development works, the Chief Minister said that a survey of about 50 unauthorized colonies in the city would be done soon.

Sh. Manohar Lal said that 35 colonies of the city were authorized about 3 years ago, development works are being done there. He said that 1200 colonies in the state would be authorized based on the survey.

The Chief Minister said that the sale of plots in unauthorized colonies has been stopped and he has urged the public not to buy plots in such colonies. The central and state governments are committed to help the poor and needy.

MP Karnal, Sh. Sanjay Bhatia, BJP State General Secretary Advocate, Sh. Vedpal also remained present in the programme.

Addressing the people present in the programme, the Chief Minister said that today September 25, is being celebrated as the birth anniversary of Pandit Deendayal Upadhyaya.

Pandit Deendayal Upadhyaya devoted his entire life to social service and the strengthening of the party. His birth anniversary is celebrated every year as Seva, Sankalp and Samarpan said Sh. Manohar Lal.

The Chief Minister dedicated various development projects for the people of Karnal.

The Chief Minister inaugurated the Over Bridge constructed for two-wheelers and pedestrians at the railway station of the city. Now passengers will also be able to move freely from one platform to another through the bridge.

The Chief Minister also inaugurated the ticket distribution booth built for the convenience of the public on the occasion.

The over bridge has been constructed at a cost of Rs 13.02 crore and has been constructed by the Municipal Corporation, Karnal.

DCS DIRECTED TO SUBMIT REPORT IN 48 HOURS

Chandigarh, September 25 - Haryana Deputy Chief Minister, Sh. Dushyant Chautala has directed the Deputy Commissioners to submit a report in the next 48 hours regarding the areas which have received more than 100 mm of rain in the State so that the farmers can be compensated for their losses by conducting special girdawari of the affected area. He said that the crops which are not covered under the Pradhan Mantri Fasal Bima Yojana will also be compensated.

The Deputy Chief Minister, who also holds the portfolio of Revenue and Disaster Management Department, said during a press conference at his residence here today that as per the forecast of the Meteorological Department, there is a possibility of non-seasonal rains till September 30, 2021.

He said that the State Government would also compensate the loss of crops including horticulture and pulses which are not covered under the Pradhan Mantri Fasal Bima Yojana. He said that at present there is a possibility of more damage in pulses and cotton crops and after receiving the report, special girdawari will be done. He informed that the problem of waterlogging has also come to the fore in about 7500 acres of land in the area around KMP, in which all the farmers who have suffered losses, after receiving the report will be compensated by getting Girdawari done.

He said that the report of the regular girdawari of crop loss this year has also come, the government has directed the insurance companies to pay the compensation of the farmers at the earliest, apart from the crops which are covered under the Pradhan Mantri Fasal Bima Yojana. Directions have also been given to the Deputy Commissioners to pay the damages that are not covered under the scheme.

Sh. Dushyant Chautala said that the increase in the Minimum Support Price (MSP) of crops in the last one year is a big initiative towards the upliftment of the farmers. Giving comparative information about the crops procured during the last year and the current year, he said that the State Government has given more than Rs. 1300 crore to the farmers of the State this year.

Describing DBT as a beneficial step for the farmers, he said that when this farmer-friendly process was started in wheat procurement about one and a half years ago, some leaders from opposition opposed it, but later the State Governments of their own party also supported the Haryana Government and imitated the same. He said that even during the procurement of crops starting from October 1, the value of the crops would be sent directly to the account of the farmers.

Haryana’s 1st Butterfly Survey in Aravalli region of Rewari to be conducted by Forest and Wildlife Department

Chandigarh, September 25 - Coinciding with Butterfly Month observed from September 5 to October 4, Haryana’s 1st Butterfly Survey in Khol Block, District Rewari will be conducted by Forest and Wildlife Department, Haryana on September 27, 2021.

Giving further information in this regard an official spokesperson said that butterflies are very sensitive to the habitat disturbance and pollution.Their conservation is important for the sustenance of life on the planet earth.

He added that It is in the above background that the butterfly (including moths) survey, the first survey of its kind in Haryana will be done, in which the butterfly diversity will be assessed in the Aravalli Region of Haryana. The survey will be conducted in Khol unit of Khol Block of district Rewari comprising of 10 villages having continuous stretch of hillocks namely- Palra, Ahhrod, Bassduda, Khol, Manethi, Bhalki, Majra, Nandha, Balwari and Khaleta, which is about 1000 hectares area. He said that the outcome of the survey will help in chalking out management strategy for the conservation of butterflies and moths. This will also form the basis for observing the impact of habitat disturbance and climate change on the ecology of the region, he added.

He further informed that to record and make inventories of the species of butterflies and moths in Aravallis of Haryana, 1st Butterfly Survey will be undertaken by Forest and Wildlife Department Haryana along with nature lovers, voluntary agencies and volunteers under the guidance of butterfly experts. The main activities to be done during the Butterfly Survey Day include registration of volunteer butterfly experts/lovers at Rewari District Headquarter by Forest and Wildlife Department. Distribution of Caps to the participants with Haryana’s 1st Butterfly Survey.10 Teams equipped with camera, a butterfly expert, forest officials, group-D employee, recorder will be constituted. Wildlife officers, officials and territorial staff will participate in this exercise, he added.

PCCF and Chief Wildlife Warden, Haryana will address the teams at the assembly point.

The species wise butterfly count data collected by the teams will be consolidated by the coordinator.

A formal vote of thanks with a participation certificate to all the participants would be given by the forest and wildlife department.

A booklet of all butterflies species recorded with photographs and team members will also be published. The outcome of the survey will form the basis for planning the future management strategy in Aravalli region, he said.

Major Activities undertaken by the State of Haryana to control the spread of COVID-19

• Department of Health fixed the per day upper cap of COVID treatment charges in all private hospitals through order dated 25.06.2020. The rates for isolation beds (Rs. 8, 000 per day for Non- NABH Hospitals, Rs. 10, 000 per day for JCI/ NABH Hospitals), ICU Beds without Ventilators (Rs. 13, 000 per day for Non- NABH Hospitals, Rs. 15, 000 per day for JCI/ NABH Hospitals), ICU Beds with Ventilators (Rs. 15, 000 per day for Non- NABH Hospitals, Rs. 18, 000 per day for JCI/ NABH Hospitals).

• State Government has fixed the Rates/ Charges for different type of COVID 19 testing as below:-

1. CBNAAT testing- 2400/-.

2. True NAT Testing- 1250/-

3. RTPCR Samples collected at private hospitals/ labs and their designated collection centers - 299/-

• The Government of Haryana has fixed the upper limited of lab test in patients of COVID-19/ post-COVID sequelae, as tabulated below:-

• Haryana Village General Health Checkup Scheme: The scheme was initiated from May 15, 2021 & villages with high

COVID load were taken on priority and Rapid Antigen Testing (RAT) was the main stay of screening. Till date, total

1,73,79,228 were screened and 1,10,928 cases of ILI were detected and 5,164 positive cases were diagnosed, isolated and treated to prevent the spread of disease. The villages with positivity more than 5% were re-screened. Out of 13,22,058 people re-screened, 90 positive cases were detected and treated to effectively curtail the spread.

• Total 2756 number of Plasma Units collected from COVID 19 recovered patients till date and 1857 COVID 19 Patients given Plasma Therapy treatment till date.

• Control Room –cum- Helpline of 30 lines has been made operational at Panchkula. Services of tele-medicines are being provided through helpline. The helpline nos. are 8558893911, 1075 and 108 (Ambulance Services) available for 24 X 7.

• The State Government notified ‘The Haryana Government Epidemic, COVID-19 Regulations, 2020’ under the Epidemic

Disease Act 1897 on 11th March 2020.

• Nineteen Government Labs, one each at PGIMS, Rohtak (capacity 3000 sample per day) and BPS Khanpur Kalan (2000 sample per day), ESIC Medical College Faridabad (2000 sample per day), Kalpna Chawla Medical College Karnal (2000 sample per day), Civil Hospital, Gurugram (1800 sample per day), Civil Hospital, Panchkula (2000 sample per day), Command Hospital (150 sample per day), SHKMGMC, Nalhar (2000 samples per day), TRANSATIONAL Lab, Faridabad (500 sample per day), Civil Hospital, Ambala (2500 sample per day), MAMC Agroha, Hisar (1500 sample per day), Civil Hospital, Sirsa (1500 sample per day), Civil Hospital Rewari (1500 sample per day), CHC UCHANA JIND (900 sample per day), Civil Hospital, Panipat (1500 sample per day), IMTECH, CSIR, Chandigarh (200 sample per day), Civil Hospital, Yamunanagar (2500 sample per day) and Civil Hospital, Bhiwani (1000 sample per day) District Molecular Lab, Faridabad(900 sample per day) are for doing test for COVID-19 and Nineteen Private Labs at CORE Diagnostics (5000 sample per day), Modern Diagnostic & Research Centre Lab, Gurugram (2500 sample per day), Dr. Lal Path Lab (3000 sample per day), SGT Gurugram (1500 sample per day), MolQ lab, Gurugram (1200 sample per day), Molecular Lab, Adesh Medical College and Hospital, Kurukshetra (2500 sample per day), AAL Research and Solution Pvt. • More than 88.70 lac persons have already downloaded AarogyaSetu App in Haryana.

• More than 20 Mobile Health Teams have already been formed to check health status regarding SARI, ILI etc.

• Haryana has 41,412 bedded quarantine facilities in Dedicated COVID Care Centers and 23,780 Beds are available in

Dedicated COVID Hospitals and in Dedicated COVID Health Centers.

• Department of Ayush has distributed immunity boosting medicines to more than 12.19 lac persons in containment zones.

• Monitoring of Home Isolation Kits Distributed as on 25th September 2021: 37337 (Details provided by National Health

Mission, Haryana).

• Outcome of certain COVID-19 positive cases is under investigation with State COVID-19 Review Committee.
