*Entrepreneurs have a key role in making 'Viksit Bharat, Viksit Haryana': CM Nayab Singh Saini*

Chandigarh, August 22 – Haryana Chief Minister Sh. Nayab Singh Saini said that in line with Prime Minister Sh. Narendra Modi’s vision of ‘Viksit Bharat’ (Developed India), entrepreneurs are playing the most crucial role.

The Global Leadership Summit-2025 was organized in Chandigarh on Friday, where leading industrialists and young entrepreneurs from different states participated. Welcoming everyone, the Chief Minister said that it is a matter of pride to see such a large gathering of talented entrepreneurs. He congratulated the T.I.E. Global team for organizing the event and appreciated their role in promoting entrepreneurship.

The Chief Minister said that Haryana has created a favourable environment for startups and entrepreneurship. He added that Haryana is one of the most business-friendly states in the country for industrial investment.

To improve Ease of Doing Business, Haryana has carried out several reforms. The state has reduced more than 1,100 compliances and implemented a single-window system with 230 online services.

In conclusion, the Chief Minister said that Haryana aims to become a startup hub and create more opportunities for investors. He urged all entrepreneurs to invest more in the state and become partners in the campaign of ‘Viksit Bharat – Viksit Haryana’.

Former Minister Sh. Aseem Goel said that Haryana is fully prepared to take the state forward. He invited all entrepreneurs for domestic investment, assuring them of a better environment for business.

Industry and Commerce Department's Commissioner & Secretary Dr. Amit Kumar Agrawal said that Haryana has achieved unprecedented progress in the last 10 years and reached several important milestones in its development journey. He informed that despite having only 1.3% of the geographical area and 2.1% of the population, Haryana contributes 3.6% to the national GDP and 7.1% to GST collections.

He said this achievement is the result of the state’s strong industrial framework, progressive policy environment, and innovation-driven strategies. He also said that the state government’s goal is to make Haryana not only an engine of economic growth but also a hub of innovation and entrepreneurship.

On this occasion, Chief Minister’s Principal Secretary Sh. Arun Kumar Gupta and Director General of Information, Public Relations & Languages Department Sh. K.M. Pandurang were also present.

On the first day of the session of the Haryana Vidhan Sabha,

Chandigarh, August 22 – On the first day of the session of the Haryana Vidhan Sabha, which commenced here today, obituary resolutions were passed to pay rich tributes to those prominent personalities who expired between the period from the end of the previous session and the beginning of this session.

Chief Minister Sh. Nayab Singh Saini, who is also the Leader of the House, paid tributes and read out the obituary resolutions. These include Sh. Satya Pal Malik, former Governor of Jammu and Kashmir, Meghalaya, Goa, Odisha and Bihar, Sh. Inder Singh Nain, Sh. Hari Ram Balmiki, former Members of Haryana Legislative Assembly and Sh. Mangal Singh, Freedom Fighter.

Vidhan Sabha Speaker, Sh. Harvinder Kalyan also read the obituary resolutions and paid tributes to the departed souls. Sh. Bhupinder Singh Hooda and Sh. Aditya Devilal also read the obituary resolutions on behalf of his party. The House conveyed its heartfelt condolences to the members of the bereaved families.

The House also expressed its deep sense of sorrow on the sad and untimely demise of 26 innocent persons who were brutally killed in the terrorist attack in Pahalgam, Jammu & Kashmir on 22 April, 2025. This House strongly condemns the terrorist attack and resolves to convey its heartfelt condolences to the members of the bereaved families.

This House places on record its deep sense of sorrow on the untimely demise of 260 persons who lost their lives in the crash of Air India flight from Ahmedabad to London on June 12, 2025. In this tragic accident, the former Chief Minister of Gujarat, Sh. Vijay Rupani also lost his life.

Three Bills introduced in Haryana Assembly on first day of Monsoon Session

*Opposition should stop politicizing the Manisha case – Nayab Singh Saini*

*During Congress rule, even FIRs were not registered; today immediate action is ensured*

Chandigarh, August 22 – Haryana Chief Minister Sh Nayab Singh Saini strongly criticized the opposition, saying it should stop politicizing the Manisha case. He said the opposition is trying to mislead the public by creating unnecessary uproar, even though the issue has already been listed in the Question Hour for discussion. The Chief Minister said that in the case of the Bhiwani daughter, the police acted promptly and strict action has been taken against the culprits.

The Chief Minister was reacting to the disruption of Assembly proceedings by the opposition during the Monsoon Session of the Haryana Vidhan Sabha here today.

Sh Nayab Singh Saini said there is a vast difference between the Congress regime and the present BJP government. Under Congress rule, the law and order situation was worse. Even FIRs were not even registered, forcing victims to run from pillar to post. In contrast, today swift and strict action is taken without delay.

He said that today the opposition is pretending, while the public remembers the misdeeds of the Congress very well. He further pointed out that some young MLAs have been elected to this House this time who perhaps do not even realize how shameful and pathetic the law and order situation was in the state during the Congress rule.

e-Bhoomi Policy emerges as a Lifeline for Farmers, Ends Fear of Forced Land Acquisition

Chandigarh, August 22 – Reaffirming its commitment to transparency, the Haryana Government declared that under the e-Bhoomi Policy, not a single inch of land has ever been taken without the free will of farmers. The government stressed that the policy is not only transparent but also a boon for farmers who wish to sell land voluntarily at market rates for public development projects.

Giving more information in this regard, an official spokesperson said that the e-Bhoomi (Purchase of Land Voluntarily offered to Government for Development Projects Policy), first notified in 2017 and revised on July 9, 2025, replaces the controversial practice of compulsory land acquisition under the 2013 Central Act. While the earlier system often left farmers feeling dispossessed, the present policy rests entirely on farmer consent. The spokesperson asserted that the cornerstones of the e-Bhoomi policy are transparency and voluntary participation.

The spokesperson informed that unlike the old system, the e-Bhoomi Policy ensures that farmers hold the final decision. They can choose to sell their land to the government at market value, pool their land in return for developed plots, or even use the buy-back option, which allows them to resell plots to HSIIDC after three years at prevailing market rates. It is a mutual agreement, not an imposition. This is perhaps the first time that farmers are true partners in shaping development projects.

He clarified that the system also prohibits the purchase of land for private colonizers, developers, or industries. Land is accepted only for public purposes, whether for state-level infrastructure or central government projects. This provision directly addresses farmers’ long-standing grievances that their land was being diverted for private profit.

To ease participation, the government has introduced land aggregators, who assist farmers in uploading land details on the portal free of cost. So far, 353 aggregators have been registered. Farmers also have the freedom to independently list their land and quote prices. According to government data, farmers have voluntarily offered 1,850 acres of land through the portal so far, spokesperson added.

Encouraged by this response, the government has invited fresh proposals for 35,500 acres required for six new projects. The deadline for submissions is August 31, 2025, and officer claim that farmer consent is being received in large numbers across the state.

The truth is that this policy has freed farmers from the nightmare of forced acquisition. Today, farmers can decide what to do with their land, and they are doing so in a transparent, dignified way.

The spokesperson said that observers note that the e-Bhoomi model is unique in India, as it blends fair market valuation with voluntary participation, ensuring that development does not trample on farmers’ rights. By making farmers stakeholders rather than victims, Haryana has attempted to set a new benchmark in land policy.

Haryana Government extends temporary engagement of employees under Outsourcing Policy Part-II

Chandigarh, August 22 – The Haryana Government has decided to extend the contractual period of employees engaged against sanctioned posts under Outsourcing Policy Part-II.

Earlier, the Government had extended their engagement from 01.07.2025 to 31.07.2025 (one month). Upon reconsideration, it has now been decided to further extend the contractual period of such staff engaged by Departments, Boards, and Corporations up to 30.09.2025 (for an additional two months).

This extension will be subject to the fulfillment of other conditions specified in Memo No. 8018 dated 25.03.2025 issued by Haryana Kaushal Rozgar Nigam Limited (HKRNL).

Service tenure of employees appointed through HKRNL extended

Chandigarh, August 22 – The Haryana Government has decided to extend the service period of contractual employees working through the Haryana Kaushal Rozgar Nigam Limited (HKRNL) in various departments, boards, and corporations till September 30, 2025.
