Agroha to be Developed as a Center of Tourism and Cultural Heritage; State-of-the-Art Museum to be Built
CM reviews progress on the Development of the Agroha Archaeological Site
Chandigarh, August 18 – The Haryana Government is developing Agroha, a historically significant site, into a major tourist destination and cultural heritage center aiming to give a new identity on the world archaeological map. As part of this initiative, a state-of-the-art museum will be established in Agroha to preserve and showcase excavated antiquities.
The Chief Minister presided over a review meeting regarding the progress of Agroha’s archaeological site development held here today. Urban Local Bodies Minister Sh. Vipul Goel, Heritage and Tourism Minister Dr. Arvind Sharma, former Minister Dr. Kamal Gupta, Sh. Aseem Goel, and former Vidhan Sabha Speaker Sh. Gian Chand Gupta also attends the meeting.
Sh. Nayab Singh Saini said that Agroha holds immense archaeological and cultural importance as it was once the capital of Maharaja Agrasen. Its development will not only make it a center of faith but also establish it as an international tourist destination.
The Chief Minister directed the Hisar-Agroha Metropolitan Development Authority to prepare a comprehensive master plan, outlining a detailed strategy for developing Agroha as an integrated tourist destination. He further directed that the mounds surrounding the Agroha archaeological site should be geo-tagged and declared a protected area to safeguard them from any kind of damage.
It was informed in the meeting that excavation work is being carried out on nearly five acres in Agroha through a joint effort of the Archaeological Survey of India (ASI) and the Haryana State Archaeology Department. Prior to the excavation, a Ground Penetrating Radar (GPR) survey was conducted to identify potential areas, based on which the excavation began. The artefact unearthed so far indicate that in the coming time this site will give a new dimension to the historical landscape not only of Haryana but of the entire country.

CM holds High-Level meeting on Mission Olympic 2036
Chandigarh, August 18 – Haryana Chief Minister, Sh. Nayab Singh Saini said that to keep Haryana at the forefront in sports and to achieve the goals of Mission Olympic 2036, the state will develop world-class sports infrastructure. As part of this initiative, five Centers of Excellence under the Sports Department will be set up across universities in the state. Each center will offer facilities for three different sports, thereby covering a total of 15 disciplines for training and development. The Chief Minister instructed officials to coordinate with the respective universities and ensure the timely completion of this initiative.
The Chief Minister was presiding over a high-level meeting held here today with senior officials of the Sports Department and other concerned departments to review preparations for Mission Olympic 2036. Minister of State for Sports, Sh. Gaurav Gautam also remained present in the meeting.
The Chief Minister emphasized the need to nurture sporting talent at the international level, strengthen sports infrastructure, and provide athletes with world-class facilities through a well-defined strategy.
He said that Haryana is a sports powerhouse of the country, and to further strengthen this status, athletes will be provided with the best facilities. Stadiums will be modernized, availability of coaches will be ensured, and arrangements related to training, sports science, and nutrition will be reinforced in line with global standards. The Centers of Excellence will be equipped with state-of-the-art facilities to enable athletes to perform at their best.

Haryana Government’s relief to clerks: 2023 strike period to be treated as Earned Leave
Chandigarh, August 18 – The Haryana Government has taken a major decision in the interest of clerks who went on strike in 2023. Now, this strike period will be considered as Earned Leave (leave of the kind due). Also, neither will the salary for this period be deducted, nor will this period be treated as a break in service.
A letter issued by Chief Secretary Sh. Anurag Rastogi, who also holds the charge of Additional Chief Secretary, Finance Department, states that before going on strike, the earned or accumulated ‘earned leave’ will first be adjusted, followed by ‘half-pay leave’. If any strike period still remains unadjusted after this, advance earned leave will be sanctioned, which will later be adjusted from the future earned leave of the concerned clerks.
The letter further states that this relaxation is being given as a one-time special arrangement and will not be treated as a precedent in the future. These instructions will apply only to certain categories of employees, especially clerks, who participated in that particular strike. They will not be applicable in any other case. Accordingly, after verification from SAS cadre in the departments, the salary can be released.
In this regard, instructions have been issued to all Administrative Secretaries, Heads of Departments, all Divisional Commissioners, Deputy Commissioners, Sub-Divisional Officers (Civil), and Treasury Officers.

Chandigarh August 18: Haryana Chief Minister Sh Nayab Singh Saini has directed the construction of about 61 kilometers of paver block roads by upgrading kutcha roads in 19 villages of the hilly areas of Morni and Kalka, in Panchkula district. These roads will be 12 feet wide to ensure smooth traffic flow for the local residents.
Chief Minister Sh Nayab Singh Saini was presiding over a review meeting with officers from the Public Works Department and the Forest Department regarding various development works, here today. He directed that road construction in these villages should commence promptly after obtaining the necessary NOC from the Forest Department.
He said that constructing roads in the hilly villages of Morni and Kalka will greatly improve mobility for residents and open new avenues for development in the region. The locals will soon be relieved of the difficulties caused by unpaved roads.
Sh Nayab Singh Saini directed officials to ensure the highest standards of quality in both the construction and repair of roads across the state. He emphasized that any compromise on quality would not be tolerated under any circumstances. Additionally, he instructed that all development works must be completed within the stipulated time frame. He made it clear that strict action will be taken against anyone responsible for delays.
The Chief Minister also directed that construction work of various roads in district Panchkula should commence at the earliest after obtaining the NOC from the Forest Department. These included Thapali Badisher road to village Koti (1.68 km), Pinjore Mallah to Mangniwala (1.20 km), and Gobindpur to Thathar (5.35 km). Additionally, he instructed to start the strengthening and widening of roads including Panipat to Safidon (41 km), Safidon to Jind (21.65 km), Saha Chowk to Panchkula-Yamunanagar four lane in district Ambala, as well as the Saha Chowk to Kalpi and Tohana Ratia road.

*Re-employment to be done only in exceptional circumstances, limited to only 2 years*
Chandigarh, August 18 – The Haryana Government has issued revised guidelines for dealing with cases of re-employment of government employees after retirement. According to Rule 143 of the Haryana Civil Services (General) Rules, 2016, re-employment after the age of 58 can only be allowed in exceptional or extraordinary circumstances, and only for a maximum of two years.
Chief Secretary Sh. Anurag Rastogi has issued a letter to all Administrative Secretaries, Heads of Departments, Divisional Commissioners and Deputy Commissioners in this regard.
As per the letter, the State Government, through orders dated June 18, 2025, has reconstituted a committee. This committee will review individual cases and also cases at the category/class level, wherever the services of retired employees are considered essential for meeting organizational requirements. The committee will meet on a fixed date every month to examine such proposals.
Under the revised procedure, administrative departments must ensure and justify why the services of a retired officer/employee are required even after retirement. Re-employment will be considered only where it is unavoidable for efficient service delivery and does not adversely affect promotion opportunities of junior employees. Moreover, the concerned officer’s service record must be good, with no pending disciplinary proceedings.
When identifying such cases, the Administrative Department should prescribe upper age limit for re-employment as 63 years so that officials can serve for at least two years i.e. till the age of 65 years. After two years, re-employment will not be considered under any circumstances. However, if services are still required beyond this period, such cases will only be considered on a contractual basis, subject to prior approval from the Human Resources Department.
Departments will have to obtain approval from their Minister-in-charge and then send the case to the Human Resources Department (HR-1 Branch). The committee will then forward its recommendations to the concerned department, which will issue re-employment orders only after obtaining concurrence of the Finance Department and approval of the Chief Minister.
These instructions will not apply to employees whose re-employment period, after due approval, is already ongoing till its scheduled end. Similarly, in the case of doctors of the Health and ESI Departments, retirement and re-employment will continue to be governed by notifications or instructions issued from time to time by the respective departments.

Chandigarh, August 18 – Haryana Education Minister Sh. Mahipal Dhanda said Haryana is the first state in the country where the new National Education Policy (NEP) has been implemented. Along with providing quality education for the holistic development of children, plans are being prepared to equip them with skills so that they can stand on their feet and bring pride to the state and the nation. He added that Kisan Samriddhi Kendrad will be opened to help farmers in agricultural activities, as farmers’ welfare is the government’s top priority.
The Education Minister was speaking as the chief guest at a programme held at the community chaupal in village Sangatpura, Jind. On this occasion, he announced the opening of an E-library in the village and said that if the prescribed criteria are met, the government school would be given the status of PM Shri School.
He emphasized that children should be given good education, and daughters should be provided equal opportunities along with sons to move ahead. He urged people to respect their elders, take guidance from their experience, and contribute to building a civilized society.
Sh. Dhanda said that both the central and state governments are running welfare schemes for farmers. Kisan Credit Cards have been issued to provide financial support. Several schemes are being continuously implemented for farmers’ prosperity. In Haryana, crops are purchased at MSP and payments are deposited directly into farmers’ accounts in a timely manner. It is due to farmers that the nation’s food reserves are full. He also stressed that farmers should adopt modern agricultural techniques to increase their income. Respecting farmers, the government is providing them assistance of ₹6,000 annually under the Pradhan Mantri Kisan Samman Nidhi Yojana.

Chandigarh, August 18 - The Haryana Government has reconstituted the Standing Committee to examine and consider all cases related to declaring any day as a Public Holiday in the state. The Human Resources Department issued an order in this regard.
As per the notification, the committee will be chaired by the Additional Chief Secretary & Financial Commissioner, Revenue & Disaster Management Department. Other members include the Additional Chief Secretary, School Education Department, and the Principal Secretary to the Chief Minister, while the Special Secretary, Human Resources Department will function as the Member Secretary.
The Member Secretary has been empowered to receive requests from the public or public representatives. The recommendations of the committee will be submitted to the government through the Human Resources Department for approval.

Sh Nayab Singh Saini directed officers of the concerned departments to prioritize uploading the data of employees engaged through Haryana Kaushal Rozgar Nigam (HKRN) who have not yet been registered on the HRMS 2.0 portal. During the meeting, instructions were also given to expedite the issuance of cards to state employees who have contributed under the Chirayu Yojana, enabling them to avail the benefits of the scheme promptly.

The rules, notified on August 5, 2025, under the Haryana Contractual Employees (Security of Service) Act, 2024, are aimed at providing job security benefits to eligible contractual employees across the state.
In a communication issued by Chief Secretary Sh. Anurag Rastogi to all Administrative Secretaries and Heads of Departments, it was stated that with several departments, boards, and corporations seeking clarifications on the new provisions, the State Government has decided to streamline the process through a single digital platform. The portal will ensure uniformity, accuracy, and timely disposal of applications related to job security, thereby reducing administrative delays.
Once operational, contractual employees will be able to submit their applications directly through the portal, eliminating the need for repeated clarifications and manual processing. Departments and boards have been advised to await the launch of the online system, which will handle the entire process seamlessly.
Officials said that this initiative reflects the government’s commitment to employee welfare, transparency, and digital governance. The move is expected to bring relief to thousands of contractual employees by providing a clear, accessible, and efficient mechanism for securing their service benefits.

Gurugram, August 18 – An action plan has been finalized to ensure solutions to the problems faced by citizens in Gurugram city. Under this plan, joint efforts will be made for cleanliness, road repairs, drainage, providing shelter to stray animals, trimming and proper disposal of trees around DHBVN power lines, and stopping the practice of open garbage burning. The action plan has been prepared based on feedback from various citizen groups, RWAs, social and other institutions, taken by Chief Principal Secretary to the CM, Sh. Rajesh Khullar, during his six-day stay in Gurugram.
On Monday, Sh. Khullar held two sessions at Haryana Institute of Public Administration (HIPA), Gurugram—one with the councillors of the Municipal Corporation, and the other with Class-I officers posted in the district. He discussed in detail the planned actions and timelines to achieve the targets. He said the proposed action plan will first be implemented in Gurugram, and if it proves successful, it will become Gurugram’s own “Model of Governance,” which can then be replicated in other cities of the state.
*Councillors’ voices heard, solutions assured*
In the first session, Sh. Khullar interacted with the councillors of Municipal Corporation Gurugram, along with Mayor Rajrani Malhotra, and heard the main issues of their respective wards. He assured them that Chief Minister Sh. Nayab Singh Saini is committed to resolving Gurugram’s problems and that positive results will be visible very soon. He emphasized the need for councillors’ cooperation in this effort.
*Accountability fixed for power-related accidents*
In the second session with district officers, Sh. Khullar expressed concern over citizens’ complaints about accidents during the monsoon due to electricity lines. He directed Police Commissioner Vikas Arora that if such incidents occur in future, cases must be registered against the concerned JE, SDO, and XEN of the area. He also ordered that all leaves of employees and officers of the Power Department be cancelled till November. Every officer must personally inspect the field, check power lines, and ensure proper trimming and disposal of tree branches.

On reports from various groups about garbage being brought into Gurugram from outside, Sh. Khullar directed Municipal Corporation and Police officials to immediately seize such vehicles and register cases against the agencies involved. He also instructed strict action against those burning garbage in the open, with SHOs staying alert in their respective areas.
*Officers told to act as a team*
Sh. Khullar said all officers must work as a team, taking responsibility for the area from their homes to their offices. They must take personal initiative to resolve the issues linked to the action plan, keeping citizens’ concerns in mind. He stressed that the quicker the results are shown, the better it will be for the city. He mentioned that he had personally met people and toured different areas of Gurugram during his stay, and the impact of this work should be visible in citizens’ daily lives so that people themselves appreciate the efforts.

Chandigarh, August 18 – Haryana Chief Secretary Sh. Anurag Rastogi today presided over the meeting of the State-Level Sanctioning Committee (SLSC), where a comprehensive review of the Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY) budget and fund utilization for the financial year 2025-26 was undertaken. The high-level meeting was aimed at optimizing agricultural resource allocation and strengthening key development programs across the state.
The committee reviewed the approved outlay of ₹870.53 crore under PM-RKVY, with major allocations made toward priority sectors. These include ₹250 crore for Crop Residue Management (CRM), ₹137.05 crore for Per Drop More Crop (PDMC), and ₹25 crore for Soil Health and Fertility programmes. These allocations reflect the state’s commitment to driving sustainable growth, improving water-use efficiency, and promoting soil conservation.
During the meeting, the SLSC approved the inter-component budget transfer of ₹100 crore (₹51.05 crore from the Sub-Mission on Agricultural Mechanization (SMAM) and ₹48.95 crore from CRM) to the PDMC component under PM-RKVY for the financial years 2022-23 and 2023-24. This was considered a special case to regularize earlier transactions.
The committee further recommended an increase of ₹48.95 crore in the CRM Annual Action Plan for 2025-26, with a corresponding reduction in the PDMC plan, noting that sufficient budgetary provision exists under RKVY-CRM. Additionally, the SLSC deliberated on the adjustment of ₹51.05 crore diverted from SMAM to PDMC during 2022-23 and directed that an appropriate decision be taken on the matter.

*Haryana Government Issues Posting Orders for Common Cadre Group-D Employees*
Chandigarh, August 18 – The Haryana Government’s Human Resources Department has initiated the process of issuing posting orders for Common Cadre Group-D employees (recruited against Advt. No. 01/2023), following the execution of the online post/district allocation portal.
These employees, who have already submitted their joining at the respective Divisional Commissioner/Deputy Commissioner offices in Panchkula, will now be posted to their respective districts. A district-wise list of selected employees has already been shared with the respective Heads of Departments by email.
The government has directed all Heads of District Offices to allow the newly appointed employees to assume their duties with immediate effect. Subsequent formal posting orders will be issued by the competent authority concerned. Departments have also been instructed to complete the necessary action regarding medical fitness and character verification certificates if these have not already been obtained.
Additionally, each district has been asked to nominate a Nodal Officer for overseeing the joining of Group-D employees. Departments have also been advised to update the details of employees who join their duties on the official joining portal: https://recruitment.groupd.csharyana.gov.in.
The Human Resources Department has emphasized that all instructions be strictly complied with in letter and spirit to ensure smooth and transparent joining of the Group-D employees across Haryana.
