Conduct Entrepreneurship Development Programmes in all districts to strengthen youth entrepreneurship – CM
Chandigarh, August 21 – Haryana Chief Minister, Sh. Nayab Singh Saini said that entrepreneurship and faculty development programmes should be conducted in all districts of the state to inculcate the spirit of entrepreneurship among the youth and to encourage the creation of new entrepreneurs.
He also directed to ensure effective implementation of entrepreneurship and faculty development programmes across districts so that youth can benefit from the opportunities being created under the Startup Policy.
The Chief Minister, who was presiding over a meeting on the Incubator Scheme under the Haryana State Startup Policy on Wednesday, said that startups must be actively promoted to strengthen the entrepreneurial ecosystem and to motivate more young people to take up innovation-driven ventures.
Sh. Nayab Singh Saini said that the State Government, in its Sankalp Patra, has set a target of increasing women’s participation in startups to 60 per cent and directed to make efforts to achieve this goal at the earliest. It was informed during the meeting that women-led startups in Haryana currently account for 50 per cent and it will soon rise to 60 per cent.
It was also informed that Haryana is the seventh largest state in terms of startups, with over 9,100 DPIIT-registered startups. Out of the 117 unicorns in the country, 19 from Haryana, reflecting the state’s growing entrepreneurial strength. The State Government has approved schemes for the establishment of new incubation centers, with notification to be issued shortly. These centers will provide support to startups through various schemes and initiatives.
It was also informed that Haryana has developed a vibrant incubator ecosystem that fosters innovation and entrepreneurship across sectors such as Agritech, IT, IoT and manufacturing. Key activities of the incubators include showcasing of products, organizing bootcamps for potential entrepreneurs, networking with leading entrepreneurs, pitching sessions for budding investors, featuring success stories and mentoring programs with experienced founders and professionals.
Chief Principal Secretary to Chief Minister, Sh. Rajesh Khullar, Commissioner and Secretary, Industries and Commerce Department, Dr. Amit Agrawal and other senior officers were also present in the meeting.

Chandigarh August 21: In a significant move to encourage young entrepreneurs in the State, Haryana Chief Minister Sh Nayab Singh Saini today announced to set up ‘Haryana Rajya Udyamita Ayog’ to motivate and train youth in entrepreneurship. He emphasized that the government is committed to making Haryana the number one startup hub in the country, with a target to triple the number of startups in the state.
The Chief Minister Sh Nayab Singh Saini made this and several other announcements while addressing the state level programme organized on the occasion of ‘World Entrepreneurship Day’ at Chaudhary Charan Singh Haryana Agricultural University, Hisar. Public Health Engineering Minister Sh Ranbir Gangwa and Youth Empowerment and Entrepreneurship Minister Sh Gaurav Gautam were also present on this occasion. Around 2,000 students from various universities, colleges, schools, and ITIs across the state, along with approximately 100 successful entrepreneurs from diverse fields, participated in this program.
On this occasion, the Chief Minister handed over a cheque of over Rs 1,14,30,000 as grant money to 22 startups of ABIC, CCSHAU, Hisar.
Startup idea slogan competitions to be organized in all schools and colleges, with prize money of upto Rs 1 Crore
The Chief Minister also announced that Startup Idea Slogan Competitions will be organized in all schools and colleges to promote entrepreneurship, with prize money of up to Rs 1 crore to be awarded to winners at the district and state levels. He said that the ideas that develop into startups will receive full microfinance support from the government under the Startup Policy. He also announced that “Swadeshi Fairs” will be organized to promote the ‘Vocal for Local’ initiative, with full support from the district administration. Sh Nayab Singh Saini added that the state government is encouraging private investors to create a Fund of Funds, which will position Haryana as a major hub of innovation and entrepreneurship by investing in local startups.
2,000 graduate and postgraduate students to receive internship opportunities in various industries
He announced that Centers of Excellence will be established in every district of the state under the Public-Private Partnership (PPP) model. To identify and nurture the skills of the youth, open skill competitions will be held annually at both district and state levels. Additionally, under the Mukhya Mantri Yuva Kaushal Samman Yojana, 2,000 graduate and postgraduate students will be offered internship opportunities in various industries, along with an honorarium of Rs 10,000.
Cash prizes of up to Rs 10 lakh for Haryana medal winners in World Skill Olympics
Sh Nayab Singh Saini also announced that the state government will award cash prizes of up to Rs 10 lakh to medal winners from Haryana in the World Skill Olympics. Those who wish to start their own business will be eligible for additional financial assistance of Rs 10 lakh. If they prefer not to pursue entrepreneurship, they will be offered employment as skill trainers in schools, ITIs, polytechnics, and colleges across Haryana. Additionally, participants who perform well at the national level will receive financial assistance of up to Rs 5 lakh.
Haryana is home to over 9,000 recognized startups
The Chief Minister expressed his pride in sharing that the results of their efforts are now clearly evident. He said that currently, Haryana is home to over 9,000 recognized startups. What is even more encouraging is that approximately 45 percent of these startups are led by women founders, reflecting the growing empowerment of our daughters. Today, Haryana ranks as the 7th largest state in India in terms of the number of startups.
He emphasized that entrepreneurship is not just about starting a business or making money. It begins with an idea, a spark that ignites the mind to find solutions to problems or fulfill unmet needs. When that idea is nurtured with opportunity, resources, courage to take risks, and innovation, it transforms into a successful venture. Under the visionary leadership of Prime Minister Sh Narendra Modi, the Central Government has launched several schemes aimed at empowering the youth. These initiatives are helping to build an ecosystem where every young person has the opportunity to realize their dreams.
Atal Tinkering Labs are being established in schools and colleges
He said that many young individuals have brilliant ideas, but their dreams often fade due to a lack of funding. The Mudra Yojana has removed this barrier by providing collateral-free loans of up to Rs 10 lakh. This scheme has empowered lakhs of small entrepreneurs to start or expand their businesses successfully. He said that the foundation of innovation must be laid in childhood. With this vision, Atal Tinkering Labs are being established in schools and colleges under the Atal Innovation Mission. These labs are shifting the focus from rote learning to experiential, 'learning by doing' approaches. I am confident that these labs will nurture the scientists and innovators of the future, he added.
The Government is working towards an ‘entrepreneurship-empowered Haryana
He said that the government’s goal is for every young person to graduate not just with a degree, but with the mindset of an entrepreneur. The Government is working towards an ‘entrepreneurship-empowered Haryana,’ where technological innovation and self-reliance progress hand in hand, he added. He said that to create better employment opportunities for skilled youth, the MSME Department has been established in the state. Also, the Department of Foreign Cooperation has been established to facilitate education and employment opportunities for youth abroad and to attract foreign investments.
NEP -2020 to be implemented in Haryana by year-end
While referring to the National Education Policy-2020, the Chief Minister said that the NEP is a forward-looking initiative designed to meet the needs of the 21st century. It introduces multiple entry and exit options, a skill-based curriculum, and a technology-driven education system. This policy empowers the youth with the freedom to learn and shape their careers based on their interests, he said adding that it will be fully implemented in Haryana by the end of this year. On this occasion, the he urged all students, teachers, and entrepreneurs to support one another, build strong networks, and share new opportunities with everyone.
Chief Minister inaugurates four-day ‘Swadeshi Mela’
Earlier, the Chief Minister inaugurated the four-day ‘Swadeshi Mela’ held at the Flamingo Tourist Complex. The event featured 90 stalls set up by Self-Help Groups (SHGs) showcasing their products. Sh. Nayab Singh Saini went around the exhibition, showing keen interest in the offerings of the SHGs. He also visited an exhibition by young entrepreneurs at the Agricultural University premises, where he interacted with them and inquired about their startups and annual turnover.
State Government continues efforts to enhance youth skills- Minister Sh. Ranbir Gangwa
Haryana Public Health Engineering and Public Works (Building and Roads) Minister, Sh. Ranbir Gangwa, said that both Prime Minister Sh. Narendra Modi and Chief Minister Sh. Nayab Singh Saini has given special emphasis on promoting entrepreneurship among the youth. He highlighted that the state-level program organized today on the occasion of World Entrepreneurship Day aims to foster innovation and entrepreneurship, bringing the “Vocal for Local” initiative to every household. *e-Kshatipurti Portal to Remain Open in 188 Villages Across 7 Districts till August 31 for Kharif 2025*
Chandigarh, August 21 – Haryana Chief Minister, Sh. Nayab Singh Saini today announced that e-Kshatipurti portal will remain open till August 31, 2025, in order to facilitate the flood affected farmers of 188 villages of 7 districts to register claims for crop damage caused by recent flood/standing water, Heavy rain, etc.
Giving more information in this regard, an official spokesperson from the department informed that as per reports received from the concerned Deputy Commissioners, Hisar has 85 affected villages, followed by Bhiwani with 43, Rohtak with 21, Palwal with 17, Charkhi Dadri with 13 villages, Rewari with 7 villages and Sirsa with 2 villages. The portal has been opened for farmers of all these villages.
The spokesperson stated that district revenue officials will conduct the verification of claims received on the e-Kshatipurti portal as a Special Girdawari and based on the assessment the compensation will be released as per the norms. The spokesperson urged the farmers to register their crop damage at the earliest.
He further clarified that as per the State Disaster Response Fund (SDRF) norms incidents of flood, standing water, Heavy rain, are covered for claims in e-Kshatipurti portal. After the affected farmer has registered the claim, thereafter, Revenue officials/officers viz Patwari, Kanugo, Circle Revenue officer, DRO, SDO(C), Deputy Commisioner, Divisional Commissioner concerned will initiate assessment of damages.

Haryana Government forms ‘State Oilseeds Mission’ to Promote Oilseed Production
Chandigarh, August 21 – The Haryana Government has constituted the ‘State Oilseeds Mission’ under the chairmanship of Chief Secretary Sh. Anurag Rastogi to promote oilseed production in the state and achieve self-reliance in edible oils. The mission aims to enhance oilseed productivity and implement the goals of self-sufficiency in edible oils at the grassroots level. For this, coordination will be established with state-level agencies, district-level institutions, and the Government of India.
According to a notification issued by the Department of Agriculture and Farmers’ Welfare, the Additional Chief Secretary of the department will be the Member Secretary of this mission. Other members will include the Administrative Secretaries of Cooperation, Industry, Rural Development, Finance, and Food, Civil Supplies & Consumer Affairs Departments; the Vice Chancellor of Chaudhary Charan Singh Haryana Agricultural University, Hisar; the Director of Agriculture and Farmers’ Welfare Department; the Directors of ICAR institutes located in Haryana; the State Head of NABARD; and the Nodal Officer of the State-Level Bankers’ Committee. In addition, representatives of oilseed farmer organizations, cooperative societies, industries related to oilseeds, vegetable oils and seed production, and representatives of the Department of Agriculture and Farmers’ Welfare, Government of India, will also be part of this mission.
The key responsibilities of the State Oilseeds Mission will include finalizing the State Oilseeds Action Plan in line with national goals, monitoring key performance indicators such as crop-wise area, production, average yield, and oil output, ensuring effective allocation of financial resources for infrastructure and processing facilities, supervising the work of district-level missions and value chain partners, and coordinating with other central and state schemes.
The State Oilseeds Mission will meet at least twice a year to review progress and frame strategies for effective implementation. Experts may also be invited to the proceedings of the mission as required.

Ban on single-use plastic to be strictly enforced in Haryana: Rao Narbir Singh
Chandigarh, August 21 – Haryana Environment and Forest Minister Sh. Rao Narbir Singh said a massive public awareness campaign will be launched to completely ban the use of single-use plastic in the state. He said officers of the Haryana State Pollution Control Board should take effective steps in this direction and motivate the public to cooperate in making Haryana free from plastic.
Sh. Rao Narbir Singh was holding a review meeting today with the regional officers of the Haryana State Pollution Control Board through video conferencing from the Civil Secretariat here.
He directed the officers to hold regular meetings with group housing societies and resident welfare associations in Gurugram and other NCR cities. These societies should be motivated to adopt solid waste management systems and encouraged to set up compost plants in their premises.
Regular inspections and challans
The Environment and Forest Minister further said that officers should conduct regular inspections of shops, commercial establishments, and factories. Wherever plastic bags are found to be manufactured or used, immediate challans should be issued and strict action taken. Information regarding such actions should be sent to the headquarters from time to time.
Filling vacant posts
During the meeting, he also directed that vacant posts in the Board be filled promptly on a contractual basis as per requirement, and demands for regular recruitment be sent to the Haryana Staff Selection Commission (HSSC) and Haryana Public Service Commission (HPSC).

Sh. Rao Narbir Singh said environmental protection is among the top priorities of the Haryana Government. To ensure public participation in banning single-use plastic and implementing solid waste management, all officers must work with full dedication and seriousness.

Chandigarh, August 21 — The Haryana Government, through Ayushman Bharat- Haryana Health Protection Authority, implements Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana(AB-PMJAY) and CHIRAYU for providing cashless indoor treatment of upto Rs 5 Lakh to its over 45 lakh eligible families in the state.
A spokesperson of the authority said in response to communications from the Indian Medical Association (IMA), Haryana regarding call for withdrawal of services, it is informed that all pending payments to empanelled healthcare providers are being processed and disbursed strictly in accordance with NHA, GoI guidelines. It is assured that all outstanding dues will be settled without delay, with priority to smaller hospitals/health facilities. Adequate funds have been sanctioned and received to clear outstanding payments of empanelled hospitals in the state.
As of now, claims submitted up to the 2nd week of June 2025 have been paid. Since the inception of the scheme, over ₹3,100 crore has been disbursed to hospitals. For the current financial year 2025–26, up to 18th August 2025, approximately ₹480 crore has been received from the Central and State Governments and has been fully utilized for eligible claim settlements. Since 5th August 2025, Rs. 225 crore have been released to empanelled hospitals in the state. An additional Rs 291 Crore has been sanctioned for release by the state government for clearing pending payments of the empanelled hospitals under CHIRAYU scheme.
Several success stories of beneficiaries taking cashless treatment in private hospitals through Ayushman/CHIRAYU card have been reported from various districts recently.
Pariksha, an 18 year old resident of village Mohammadpur Ahir in Mewat, thanked Prime Minister Sh. Narendra Modi and Chief Minister Sh. Nayab Singh Saini for launching the Ayushman Bharat scheme. "I had been suffering from ear pain and ear discharge for a long time. I underwent several treatments, but did not get relief. I consulted many doctors. Some of them demanded a lot of money, but I was not in a position to pay them. Then I came to know about treatment under the Ayushman Bharat scheme. My surgery was performed under the scheme. The operation was successful, and I am feeling very good now. The hospital did not charge me any money for my treatment."
In the family of Sabir, a resident of Mewat region, there are five children. The youngest son, Aaryan, studies in the 6th grade at a government school. Aaryan was diagnosed with a hole in his heart (Atrial Septal Defect - ASD). Doctors said that an immediate surgery was necessary to save his life. The Ayushman Bharat scheme came as a lifeline for him. On 14th August, 2025, Aaryan successfully underwent ASD closure (heart surgery), and on 19th August, he returned home healthy. The treatment, medicines, and food — everything was completely free of cost. “My small shop only manages our household expenses. If it wasn’t for the Ayushman Bharat scheme, it would have been impossible to get my son treated," his father Sabir said, thanking the government for launching the scheme.
Meanwhile, taking strict view of irregularities/abuses committed by the empanelled hospitals in claim submission, surprise visits were conducted on 18th August 2025 and 20th August 2025 at various empanelled hospitals across the state. Strict action in line with rules/guidelines shall be taken if any irregularities are found during such surprise visits, the spokesperson added.

Chandigarh, August 21 – Under the leadership of Haryana’s Health and AYUSH Minister Arti Singh Rao, Baba Khetanath Government Ayurvedic College and Hospital at Pattikara village in Narnaul, Mahendragarh district, has achieved a significant milestone in the field of Ayurvedic education. This year, the number of seats for the Bachelor of Ayurvedic Medicine and Surgery (BAMS) course has increased to 63 from 30 last year. This remarkable progress has been achieved after an approval was granted in this regard by the National Commission for Indian System of Medicine (NCISM).
Expressing happiness over this achievement, Arti Singh Rao said, “Our vision is to establish Ayurveda as a strong system of medicine at both the national and global levels. The increase in seats at Baba Khetanath Ayurvedic College is an important step in this direction.”
“The future of Ayurveda lies in high-quality education and credible research. We want our institutions to produce globally recognized practitioners, researchers, and educators who can take Ayurveda to new heights,” she added.
The CISM has implemented strict standards for Ayurvedic colleges under the Medical Education Standards (MES) 2024, which are far tougher than the Minimum Standard Requirements (MSR) 2016 that were in force when the college was established. Meeting these standards is a major challenge for any institution. In March 2025, when this issue was brought to the attention of the Health Minister, she immediately took decisive steps. 41 new Associate Professors and Assistant Professors were appointed just four days before the NCISM inspection team’s visit. Alongside this, the government has also accelerated the teacher recruitment process. In November 2024, the Haryana Public Service Commission (HPSC) issued advertisements for 14 posts of Associate Professors, whose appointments are expected to be completed soon. Additionally, advertisements for Lecturer and Professor posts are also likely to be issued shortly. These steps will not only raise the academic level of the college but also strengthen scientific research and teaching in Ayurveda.

Rs 32,417 Crore investment potential to create 1.25 lakh jobs
Chandigarh, August 21 – The Haryana Government achieved a major milestone with the signing of the State Support Agreement (SSA) and Shareholder Agreement (SHA) with the National Industrial Corridor Development and Implementation Trust (NICDIT) for the development of an Integrated Manufacturing Cluster (IMC) at Hisar under the Amritsar-Kolkata Industrial Corridor (AKIC) initiative.
The IMC Hisar, spread over 2,988 acres, is being developed near the recently inaugurated Maharaja Agrasen International Airport. With a project cost of Rs 4,680 crore and an investment potential of Rs 32,417 crore, the cluster is expected to generate over 1.25 lakh employment opportunities. Strategically located between the Eastern and Western Dedicated Freight Corridors (EDFC & WDFC), it will offer excellent connectivity via NH-52, NH-09, rail networks, and major logistics hubs, providing investors with unmatched advantages.
The IMC Hisar will serve as a catalyst for industrial growth and investment inflows, strengthening Haryana’s position as a leading industrial hub in North India. By fostering a business-friendly ecosystem, it will attract both domestic and global investors, boost the Make in India initiative, and contribute to India’s journey towards becoming a global manufacturing powerhouse.

Chandigarh, August 21 – Under the leadership of Haryana’s Health and AYUSH Minister Arti Singh Rao, Baba Khetanath Government Ayurvedic College and Hospital at Pattikara village in Narnaul, Mahendragarh district, has achieved a significant milestone in the field of Ayurvedic education. This year, the number of seats for the Bachelor of Ayurvedic Medicine and Surgery (BAMS) course has increased to 63 from 30 last year. This remarkable progress has been achieved after an approval was granted in this regard by the National Commission for Indian System of Medicine (NCISM).
Expressing happiness over this achievement, Arti Singh Rao said, “Our vision is to establish Ayurveda as a strong system of medicine at both the national and global levels. The increase in seats at Baba Khetanath Ayurvedic College is an important step in this direction.”
“The future of Ayurveda lies in high-quality education and credible research. We want our institutions to produce globally recognized practitioners, researchers, and educators who can take Ayurveda to new heights,” she added.
The CISM has implemented strict standards for Ayurvedic colleges under the Medical Education Standards (MES) 2024, which are far tougher than the Minimum Standard Requirements (MSR) 2016 that were in force when the college was established. Meeting these standards is a major challenge for any institution. In March 2025, when this issue was brought to the attention of the Health Minister, she immediately took decisive steps. 41 new Associate Professors and Assistant Professors were appointed just four days before the NCISM inspection team’s visit.
