The Dawn of a New Era: Haryana Charts a Bold Course Towards Restorative Justice

Chandigarh, August 17 — Haryana Government has introduced the Community Service Guidelines, 2025, a policy designed to replace jail terms for certain first-time offenders with structured, socially useful work. This landmark reform, anchored in the Bharatiya Nyaya Sanhita, 2023, reflects a deliberate shift from retribution to rehabilitation a philosophy increasingly embraced by progressive legal systems around the world.

Additional Chief Secretary, Home & Administration of Justice, Dr. Sumita Misra, who was instrumental in drafting the guidelines described them as “a framework where justice restores as much as it corrects.” She underscored that the intent was not to diminish the seriousness of offences, but to harness them as moments of transformation. “Every offence leaves a scar on society, but also an opportunity the opportunity to turn a wrong into a public good,” she said.

Dr. Misra informed that under the new policy, judges will have the discretion to assign community service in place of imprisonment for eligible offenders. The scope of tasks is wide-ranging: planting trees along riverbanks, assisting in rural health centres, maintaining heritage sites, cleaning public parks, and contributing to social welfare campaigns such as Swachh Bharat. Each assignment will be carefully matched to an offender’s capabilities taking into account age, physical health, and skill set to ensure that the service is productive for the community and personally meaningful for the individual. This approach, is designed to tackle one of the most pressing issues in the Indian criminal justice system: overcrowded prisons. By redirecting low-risk offenders to constructive service, the burden on correctional facilities is eased, while communities benefit from tangible improvements, she added.

The guidelines also break new ground in their use of monitoring technology. Attendance will be confirmed through biometric verification, while work will be documented with geo-tagged photographs and videos to provide an irrefutable record of compliance. Periodic progress reports will be submitted to the courts, enabling judicial officers to track each offender’s contribution in real time. Officials involved in the programme will receive detailed orientation sessions to ensure uniform application across districts.

She further stated that the policy includes tailored provisions for vulnerable populations. Juveniles in conflict with the law will participate in supervised activities such as NCC training, skill-building workshops, and environmental projects that foster discipline and a sense of purpose. Women offenders will be placed in environments where they can contribute meaningfully while maintaining safety and dignity including Nari Niketans, Anganwadi centres, maternity wards, and child care facilities.

At its heart, the Community Service Guidelines, 2025 seek to cultivate a broader culture of responsibility. By requiring offenders to contribute directly to the welfare of the communities they may have harmed, the state hopes to instil lasting lessons in empathy, accountability, and citizenship.

Based on last years’ experience, they have identified 12 critical locations, where water logging was observed, and tried to resolve this issue at almost all these locations. These points are – Narsinghpur, Khandsa Chowk, Rajeev Chowk, Sector- 9, 9A, 10, Umang Bhardwaj Chowk, Tau Devi Lal Stadium, Sector 38, Jawala Mil Road, Sector-28 along Chakkerpur, Luxman Vihar, Sector 22-23, Sheetla Mata Road & Krishna Chowk, Ambiance Mall and Water run-off from Aravali footing.

The issue of water logging in low lying Narsingpur area of NH-48 (Main carriageway and service lanes on both sides) between Hero Honda Chowk and Manesar, has been temporarily resolved by constructing a Katcha Drain up to Badshahpur Drain. Due to these efforts, after so many years this area of NH-48 got relief from waterlogging this year. Similarly, the issue of water logging from Rajiv Chowk- Old Gurugram Town road (both side) has been permanently resolved by constructing a RCC Drain. The water logging woes of Sector- 9, 9A, 10, Umang Bhardwaj Chowk because of construction of Basai flyover and ROB along sector 9A, has been permanently resolved by constructing new storm water drain.

He said that storm water drains have been either constructed or in some areas, the construction is in progress. For example, the storm water drain from Sectors 1 to 67, has already been laid, work is in progress for laying drain in Sectors 68 to 75, proposal to construct drains in Sectors 76 to 80 has been approved, work is in progress in sectors 81to 111 and also in sectors 112 to 115.

The comprehensive drainage plan includes both short term and long term solutions. The Short Term Proposals include arrangement & installation of pumping machinery, repair work of existing drainage system & cleaning of Pipe line, creation of storage capacity in Green-Belt, improvement of cross-drainage work and recharge wells. Similarly, the Long Term Proposals include augmentation of existing drainage network by assessing storm run off by rational method, enforcement on roof top rain water harvesting system, Creation and rejuvenation of new ponds for water retention, lowering of green belts for water retention during monsoons.

It was told in the meeting that Sewerage Treatment Plants were being constructed or proposed to enhance the capacity in Gurugram, STPs were under construction in Bajghera, Dhanwapur, Behrampur, Sector 78 and sector 107. Devise mechanism to make roads free from stray cattle- Mr Khullar

While presiding over the meeting, the CPS to CM Mr Khullar felt concerned over the issue of stray cattle roaming on the roads and said that these often become cause of accidents, so the concerned officers must devise a mechanism to make all roads free from stray cattle. He said that there is a Kamdhenu Gaushala and a Nandishala in Karterpuri, where these stray cattle should be caught and shifted. The district administration can look for other options or gaushalas as well.

Make roadsides free from Garbage and Debris

Mr Khullar said that the roadsides should be free from Garbage and construction debris. He said that the heaps of garbage and construct debris dumped at roadsides present a filthy picture of the city, so the concerned officers should evolve a system, so that the garbage and debris waste is dumped at proper sites. Impose heavy fines if anyone is seen dumping garbage or construction waste at unauthorised places. At the same time, he said that if anyone is seen burning garbage, he or she should be punished. The Gurugram police should also keep an eye on it.

The Municipal Corporation Gurugram (MCG) Authorities apprised Mr Khullar that Bulk Waste Generators (BWG) were being educated to get their waste decomposed within their campus premises and no waste should be thrown out of their complexes. Similar ways were being devised to reduce the garbage waste along road sides. It was told that a solid waste management is functional near village Basai, which has a capacity of 1600 Tons per day. Secondary waste collection centres were also being planned.

During the inspection of roads, CPS to CM Sh Rajesh Khullar was accompanied by CEO of GMDA Sh Shyamal Mishra, Divisional Commissioner Sh R C Bidhan, Deputy Commissioner Sh Ajay Kumar, Commissioner of Municipal Corporation Gurugram Sh Pradeep Dahiya, Additional Commissioner MCG Sh Ravinder Yadav among other officers.

Congress used development for politics, BJP gives Narwana a new identity: Chief Minister

Development doesn’t happen through tweets alone; BJP delivers on the ground: Nayab Singh Saini

BJP Government’s goal is not political show, but development for every village and town: Chief Minister

Chandigarh, August 17 – Haryana Chief Minister, Sh Nayab Singh Saini said that during the tenure of the previous Congress government, development remained limited to political agenda, and the aspirations of the people were largely ignored. In contrast, the present BJP government has put an end to this approach and has actively worked to integrate every region into the mainstream of development.

The Chief Minister was addressing the public meeting held in Narwana today, organized by the State Social Justice and Empowerment Minister, Sh. Krishan Kumar Bedi.

Sh Nayab Singh Saini said that Jind district has historically been a center of political struggle, but the Congress government deliberately kept Narwana behind in the race for development. He added that previous administrations neither understood the basic needs of the people nor took concrete steps for their upliftment. Without naming the opposition directly, he said that some individuals only tweet for political show and claim Narwana as their home, while in reality, they never genuinely cared about the city’s development.

Real development in Narwana began only after 2014

Comparing the figures, Chief Minister said that since 2014, the present BJP government has implemented development works worth Rs. 2,105 crore in the Narwana assembly constituency, while the previous Congress government had carried out works worth only Rs. 607 crore during its tenure. This stark difference clearly demonstrates who genuinely served the public and who merely indulged in politics.

The Chief Minister said that the BJP government has not only made promises but has also ensured their implementation on the ground. Over the past ten and a half years, 111 announcements were made for Narwana constituency, out of which 98 have been fully completed, and work on the remaining six is progressing rapidly. He further stated that a total of 628 development announcements have been made for the entire Jind district, of which 541 have been completed, with the rest underway. These figures provide clear evidence that the BJP government’s focus is not mere political showmanship but ensuring development reaches every village and town.

Referring to the unprecedented development works in the Narwana Assembly constituency, Chief Minister said that national highway passing through here has been expanded to four lanes at a cost of Rs. 1,393 crore. Similarly, the Ambala-Hisar via Kaithal National Highway (NH-10) has been widened to four lanes at a cost of Rs. 1,200 crore. The Ambala-Kotputli Greenfield Corridor (NH-152D) is providing a new boost to the state’s economy and connectivity at a cost of Rs. 10,640 crore. The Jind-Gohana-Sonipat National Highway (NH-352A) has been made four lane at a cost of Rs. 2,300 crore, while the highway from Jind to the Haryana-Punjab border has been widened to four lanes at a cost of Rs. 959 crore. Additionally, construction of the Government Medical College at Haibatpur in Jind is underway at a cost of Rs. 945 crore.

Highlighting welfare schemes for the poor, Sh Nayab Singh Saini stated that 7,54,000 Ayushman Chirayu cards have been issued in Narwana Assembly, enabling free treatment claims worth Rs. 55 crore for around 50,000 beneficiaries. Under the Har Ghar Har Grahini Yojana, more than 82,700 families are receiving subsidized gas cylinders for Rs. 500. Furthermore, 5,368 houses have been constructed in the district under the Pradhan Mantri Awas Yojana, with 1,000 more currently under construction.

The Chief Minister said that under the leadership of Prime Minister Sh Narendra Modi, Haryana is advancing rapidly on the path of development. He added that the Prime Minister has pledged to make India a developed nation by 2047, with Haryana playing a key and decisive role in this vision.

Referring to national security achievements, the Chief Minister highlighted that the recent Operation Sindoor showcased India’s indigenous technology, modern weaponry, and strategic strength to the world. He praised the bravery of the Indian armed forces, adding that they have not only defended the nation’s borders but also demonstrated India’s power and self-reliance globally. He further mentioned that through Operation Mahadev, the forces punished the perpetrators behind the Pahalgam incident, sending a clear message that the Indian Armed Forces is prepared to face every challenge.

The Chief Minister also emphasized the government’s performance, stating that in just 10 months, 41 out of the 217 promises made in the Sankalp Patra during the assembly elections have been fulfilled, with 90 more slated for completion this year. To provide employment to the youth, the government has so far appointed 30,000 young people to government jobs, bringing the total to over 1,80,000 appointments based entirely on transparency and merit. He also detailed several schemes being implemented for farmer welfare.

CM Nayab Singh Saini is truly a symbol of service – Krishan Kumar Bedi

Convener of the public meeting and Haryana Cabinet Minister Krishna Kumar Bedi, in his address, said that Chief Minister Sh Nayab Singh Saini is truly a symbol of service and dedication. He said that as soon as the Chief Minister assumed office, he laid out a new roadmap for development across the state. Under this plan, holistic development will reach all 90 assembly constituencies in an equitable and unbiased manner.

The Cabinet Minister highlighted that this roadmap is now ushering in a new chapter of progress for the Narwana assembly constituency, coinciding with the holy festival of Guga Navmi. He pointed out that for many years, the Narwana region had been deprived of basic facilities such as education, healthcare, and security, and the pace of development was minimal. The people of Narwana, he said, have embraced change by supporting the welfare-oriented policies of the Chief Minister and Prime Minister in the last assembly elections, marking the first time in 75 years that the lotus has blossomed in the area.

Krishan Kumar Bedi expressed confidence that the Chief Minister’s visit would pave the way for new dimensions of development in both urban and rural areas of Narwana. Delivering his address in the Haryanvi dialect, he received thunderous applause from the crowd. The Cabinet Minister also welcomed the Chief Minister and other leaders attending the rally and expressed gratitude to the thousands of people who had gathered to witness the event.

Deputy Speaker of the Haryana Assembly, Dr. Krishan Midha, said that since the formation of the BJP government, development in the state has progressed at a rapid pace. He said that where it once took an hour to travel from Jind to Narwana, the journey now takes only 20 to 22 minutes, thanks to the government’s infrastructure projects. Today, Jind is connected to nine national highways. Dr. Midha highlighted that initiatives such as the Khet Khaliyan Yojana, launched by the Chief Minister, are benefiting farmers, while a medical college is being constructed in Jind at a cost of Rs. 945 crore. He further emphasized that youth in the state are receiving government jobs purely on merit. He also praised Cabinet Minister Krishan Kumar Bedi for continuously driving development in Narwana.

Committed to a Stronger and More Transparent Energy Sector: Nand Lal Sharma

Chandigarh, August 17 - Haryana Electricity Regulatory Commission (HERC) Chairman Nand Lal Sharma said that Haryana has carved out a distinct reputation in the country through consistent reforms in the power sector and the adoption of consumer-friendly policies. Haryana was among the pioneering states to implement the Electricity Reforms Act.

Under the Haryana Electricity Reforms Act, 1997, HERC was notified on August 16, 1998, and formally commenced functioning on August 17, 1998. Over the past 27 years, the Commission has been regulating the electricity sector through its regulations, making periodic amendments to safeguard consumer rights and ensure viability and effectiveness.

Mr. Sharma highlighted that, after Odisha, Haryana was the second state to restructure its electricity board by separating generation, transmission, and distribution functions, and by establishing an independent regulatory commission. Following the enactment of the Electricity Act, 2003, regulatory commissions have been constituted in every state across the country.

He added that ensuring quality and uninterrupted power supply in Haryana is the responsibility of the Uttar Haryana Bijli Vitran Nigam (UHBVN) and the Dakshin Haryana Bijli Vitran Nigam (DHBVN). Currently, the state has more than 8.19 million electricity consumers, served through 21 operation circles, 63 operation divisions, and 282 operation sub-divisions under UHBVN and DHBVN.

For consumer grievance redressal, the Commission has strengthened the Consumer Grievance Redressal Forums (CGRFs), with 21 forums at the circle level, 4 at the zonal level, and 2 at the corporate level. If a consumer is dissatisfied with the decision of a CGRF, they may appeal before the Electricity Ombudsman.

Reiterating the objectives of the Electricity Act, 2003, Mr. Sharma said the law seeks to promote competition in generation, transmission, and distribution, while also ensuring consumer protection, transparency, efficiency, and accountability in the power sector.

He further informed that the State Electricity Regulatory Commission comprises one Chairperson and two Members. At present, Mr. Mukesh Garg, with a legal background, is serving as a Member.

On the occasion of the 27th Foundation Day, Mr. Nand Lal Sharma extended his best wishes to all electricity consumers, officers, employees, and stakeholders.
