Our athletes are performing well in international competitions, bringing honour to the state and the country.The government is working hard to prepare these young athletes and provide them with a platform, the Chief Minister added.

Responding to a question about the upcoming assembly elections, the Chief Minister said that under Prime Minister, Sh. Narendra Modi's leadership, the Bharatiya Janata Party will form the government in Haryana for the third time with a large majority. He stated that people in Haryana tend to vote for the same party that is in power at the centre. Therefore, under Prime Minister, Sh. Narendra Modi's leadership, the BJP will form a stable and developmental government in Haryana that will meet people's expectations.

Chandigarh, August 1- Haryana government is taking steps towards formulating a comprehensive plan to link small entrepreneurs from the Scheduled Castes with major industries, aiming to promote the growth of micro and small enterprises (MSMEs). In this regard, Chief Minister, Sh. Nayab Singh Saini held a meeting with representatives of the Dalit Indian Chamber of Commerce and Industry (DICCI) at his residence and discussed various initiatives.

Sh. Nayab Singh Saini said that the Haryana government is already running various incentive schemes to promote MSMEs. Now, new schemes are being devised to assist small entrepreneurs from the Scheduled Castes, so they can reach larger markets, improving their economic status.

The Chief Minister stated that the state government will collaborate with the Dalit Indian Chamber of Commerce and Industry (DICCI) to develop new schemes, providing opportunities for small entrepreneurs from the Scheduled Castes to move forward. He also directed the concerned officers to study the initiatives run by DICCI and best practices adopted by other states as well.

Department of Foreign Cooperation to prepare roadmap with DICCI to promote products of young entrepreneurs in foreign markets

The Chief Minister said that the Haryana Government will also provide assistance to young entrepreneurs in exporting their products abroad. He directed officers from the Department of Industries and Commerce and the Department of Foreign Cooperation to prepare a roadmap in collaboration with the Dalit Indian Chamber of Commerce and Industry. The Department of Foreign Cooperation is already running various programs to provide employment opportunities abroad for youths and to assist industrial units in exporting their products, said the Chief Minister.

Government's goal: more youth to become entrepreneurs

The Chief Minister said that the government aims for more youths to become entrepreneurs, transforming them from job seekers into job creators. Under the leadership of Prime Minister, Sh. Narendra Modi, the central government is running various skill training schemes. Apart from this, flagship schemes like Stand-Up India and the MUDRA Yojana provide financial assistance to youths for starting new ventures. He further said that the Haryana government has also established the Shri Vishwakarma Skill University, Gurugram in the state, providing skill training to make youths employable.

During the meeting, Founder Chairman of the Dalit Indian Chamber of Commerce and Industry (DICCI), Padma Shri, Dr. Milind Kamble, informed the Chief Minister that DICCI is an Indian association promoting Dalit business enterprises. DICCI is a part of the economic vision of Babasaheb Dr. Bhim Rao Ambedkar, DICCI collaborates with central and state governments to help SC-ST entrepreneurs to move forward, he added.

Chief Minister Nayab Singh Saini fulfills promise made to the Panchayats

Gram Panchayats can now get works up to Rs 21 lakh done from the state fund

Chandigarh, August 1 — Haryana Chief Minister Sh Nayab Singh Saini is actively advancing the decentralization of power in Panchayati Raj Institutions. In line with this commitment, the Chief Minister has fulfilled his promise by allowing Panchayats to carry out works up to Rs 21 lakh at their own level. Now taking a step further, he has now granted Panchayats additional autonomy by approving works up to Rs 21 lakh to be funded from the State Fund as well.

The Development and Panchayat Department has issued a circular outlining the new guidelines for the execution of development works by Panchayati Raj Institutions. This move is expected to strengthen local governments and expedite development projects in villages.

A spokesperson said that the government had already permitted Panchayats to undertake development works estimated up to Rs 21 lakh without a tender process using funds from the Gram Nidhi, Samiti Nidhi, or Zila Parishad Fund. Now with the decision to get additional works done from the State Fund as well, there will be no shortage of funds for development works.

Chandigarh, August 1 – Haryana Chief Minister, Sh. Nayab Singh Saini said that after giving reservation to Backward Class-A in Local Bodies and Panchayati Raj Institutions (PRIs), the government is considering giving reservation for Backward Class-B in local bodies and PRIs.

Sh. Nayab Singh Saini shared this information after receiving a copy of the supplementary report on the reservation proportion for Backward Class Block-B in urban local bodies/municipalities and Panchayati Raj institutions of Haryana from the Chairman of the Haryana Backward Commission, Judge (Retd.) Sh. Darshan Singh here today.

He said that Prime Minister, Sh. Narendra Modi has secured the rights of the backward class by giving constitutional status to the Central Backward Commission. Special provisions for reservation in educational institutions, including MBBS, Kendriya Vidyalaya, and Navodaya schools, have been made for the backward class. Not only this, but the limit of the creamy layer has also been increased from Rs. 6 lakh to Rs. 8 lakh. Similarly, our double-engine government in Haryana is also providing rights to the people of the backward class, said Sh. Nayab Singh Saini.

The Chief Minister said that Congress leaders claim that the government is depriving Backward Class-B of their rights. However, the truth is that Congress never seriously worked on the Backward Class Commission. Congress even opposed the Kaka Kalelkar Commission. Not only that, the former Prime Minister, Sh. Rajiv Gandhi opposed the Mandal Commission report, he said.

He further said that Prime Minister, Sh. Narendra Modi has initiated the creation of a venture capital fund for the first time for the youth of the backward class to set up enterprises.

Chandigarh, August 1- Haryana Minister of State for Urban Local Bodies, Sh. Subhash Sudha said that the state government has extended the deadline for submitting claims for ownership of property for tenants/leaseholders/tehbajari of Urban Local Bodies till August 31, 2024. He further shared that till now 5962 applications have been approved under the Mukhyamantri Shehri SVAMITVA Yojana and registration of 5026 has also been done.

Sh. Subhash Sudha said that earlier under this scheme, only those whose rent/lease/tehbajari had completed 20 years or more on December 31, 2020 could apply. On the request of the public, the Chief Minister has decided to extend this time limit to October 31, 2024. This means that now those tenants/leaseholders who are completing 20 years or more upto October 31, 2024, will also be able to apply on the portal to avail the benefits of this extension. =============================================

Ensure timely drainage of Waterlogging caused due to rain, Chief Secretary

Chandigarh, August 1 - Haryana Chief Secretary, Sh. TVSN Prasad has directed the Deputy Commissioners to ensure immediate resolution of any issues faced by the public due waterlogging caused by rainfall. He said that if waterlogging occurs anywhere in the state, prompt measures must be taken to address the situation.

Sh. Prasad gave these directions while chairing a review meeting held via video conferencing with all Deputy Commissioners to assess the steps taken by the state government during the monsoon season. He directed that Deputy Commissioners to personally inspect the sites affected by waterlogging and assign duties to concerned officers to ensure timely implementation of relief measures. He stressed that any laxity in this regard will not be tolerated.

Disaster Management to be Strengthened and Upgraded – TVSN Prasad

Chandigarh, August 1: The Haryana Chief Secretary, Sh. TVSN Prasad today said that Rs. 2 crore 64 lakh 77 thousand 224 will be allocated for procuring advanced equipment to bolster the state's disaster management infrastructure.

The Chief Secretary chaired a meeting of the State-Level Executive Committee on Disaster Management. He emphasized the need for a robust disaster management system, which includes incorporating the latest equipment to minimize loss of life and property during emergencies. Sh. Prasad highlighted that solid and effective measures are being taken for disaster management in the state.

In addition to acquiring modern and advanced equipment, district-level Disaster Management Force Committees will be trained to handle emergencies proficiently. A State-Level Executive Committee of the Haryana State Disaster Response Force has been established for the purchase of various types of equipment during the fiscal year 2024-25. This committee will also review available disaster management equipment and train personnel involved in emergency response.

Furthermore, fire safety mock drills and audits will be conducted at the Haryana Civil Secretariat and the mini-secretariats of the districts to enhance preparedness.

The meeting was attended by Additional Chief Secretary, Finance, Sh. Anurag Rastogi, Principal Secretary, Human Resources Department, Sh. Vijayendra Kumar, Secretary, Revenue and Disaster Management Department, Sh. S. Narayanan and several senior officers remained present in the meeting.

Haryana Achieves Second Place Nationally in Jal Shakti Abhiyan Implementation, Chief Secretary

Chandigarh, August 1 - Haryana Chief Secretary, Sh. TVSN Prasad while presiding over a review meeting of 'Jal Shakti Abhiyan: Catch the Rain-2024' with the Deputy Commissioners via video conferencing here today shared that the state has secured the second position nationwide in the implementation of the Jal Shakti Abhiyan-2023, led by the Union Ministry of Jal Shakti.

In the meeting, it was shared that over 65,000 rainwater conservation structures have been constructed across the state under the 'Jal Shakti Abhiyan: Catch the Rain' initiative to promote groundwater recharge. Additionally, 18,104 reservoirs have been geo-tagged. Among these, 852 reservoirs have been renovated, and 1,152 reservoirs are currently undergoing restoration. The campaign has also led to the construction of over 40,000 reuse and recharge structures, 10,000 watershed development structures, and the planting of more than 3.5 crore trees.

The Chief Secretary further shared that approximately 70,000 training programs and farmers' fairs have been organized to raise awareness about water conservation among farmers and the general public. Furthermore, water resource centers have been established in all districts, and district-specific water conservation plans have been developed to promote sustainable water management.

The results of 'Jal Shakti Abhiyan: Catch the Rain' have been highly impressive. Due to this campaign, the water level increased by approximately 1.3 meters in 12 districts in 2023, by 0.58 meters in 19 districts in 2022, and by 0.57 meters in 7 districts in 2021, shared Sh. TVSN Prasad.

The Chief Secretary said that priority should be given to the scientific afforestation in the spring shed areas of the ten designated districts: Jind, Fatehabad, Sirsa, Kurukshetra, Panipat, Mahendragarh, Rewari, Kaithal, Gurugram, and Faridabad. He directed the officers concerned for the establishment of rainwater harvesting systems on government buildings and forest lands and the improvement of water sources wherever technically feasible.

The Chief Secretary further shared that the Department of Sports and Youth Affairs, through 'Mera Yuva Bharat' volunteers, will focus on awareness campaigns, and the Department of Forests and Wildlife and Environment will concentrate on water conservation.

He said that the School Education Department would promote the Jal-Doot campaign among students, while the Rural Development Department will involve self-help groups in water conservation efforts and enhance their capacity. Besides this, it will encourage water budgeting at the village level and coordinate with panchayats, water user associations, and self-help groups, directed by the Chief Secretary.

Sh. TVSN Prasad called for a unified effort from all departments and officers to foster a competitive spirit among districts to ensure the success of 'Jal Shakti Abhiyan: Catch the Rain-2024' and to enhance its implementation. He directed the Administrative Secretaries and Department Heads to appoint senior officers as nodal officers for effective coordination and cooperation with the Department of Irrigation and Water Resources for the successful execution of Jal Shakti Abhiyan: Catch the Rain-2024. He also directed the Deputy Commissioners to update the work done on the JSA portal promptly.

The Chief Secretary directed that the Urban Local Bodies Department will promote women's role in urban water management through 'Amrit Mitra' and organize IEC and awareness campaigns involving women and youth.

He further directed the Department of Agriculture and Farmers' Welfare to organize ‘Kirshi Melas’ through Krishi Vigyan Kendras and promote water-efficient crops like millets and train farmer producer organizations on water-saving practices. The department will also promote micro-irrigation systems through the Drop More Crop program. Focusing on this year's theme, ‘Nari Shakti se Jal Shakti’, he directed the concerned departments and Deputy Commissioners to spread extensive awareness on the subject of women's empowerment in water conservation.

The Chief Secretary emphasized the need for collective efforts to achieve the campaign's objectives and ensure the long-term sustainability of Haryana's water resources.

Chairperson, The Haryana Water Resources (Conservation, Regulation and Management) Authority, Smt. Keshni Anand Arora also discussed this important agenda in detail with the Deputy Commissioners. She urged the preparation of the District Water Resources Plan (DWRP) for the financial year 2025-28 by September 2024. Besides this, she shared the remarkable progress made by districts in implementing the Integrated Water Resources Action Plan (IWRAP) for the financial years 2023-25.

Haryana Right to Service Commission fines UHBVN Rs 15,500

Took cognizance of a complaint about an incorrect bill

Chandigarh, August 1- Haryana Right to Service Commission has imposed a fine on the Kurukshetra office of the Uttar Haryana Bijli Vitran Nigam Limited (UHBVNL) of Rs.15,500. This fine is imposed for issuing an incorrect bill to a consumer, causing trouble without any fault, and failing to provide service within the stipulated time limit.

Sharing information in this regard, spokesperson of the Nigam said that consumer, Sultan Singh, filed a complaint about the incorrect bill on January 21, 2024, at the Kurukshetra office of the Uttar Haryana Bijli Vitran Nigam. He stated that he had been paying his bills on time but received a bill of Rs. 1,11,008.99 for the period from November 1, 2022, to July 20, 2023, in August 2023. He complained about this bill at the SDO office in Kurukshetra, but despite several visits, his issue remained unresolved.

The matter was then taken to the commission. The Chief Commissioner heard the case and found that this was another instance where the UHBVN, while claiming to be an 'A' plus category power utility in the integrated rating of DISCOMs, had caused unnecessary trouble to the consumer. The corporation was causing problems for consumers without any fault of their own. If they monitored the situation periodically, they could take corrective actions, said the spokesperson.

The Commission said that it is expected that in such cases, the UHBVN MD will form a senior officers team to not only monitor the bills where metres are correct but also take concrete steps to eliminate long-term incorrect billing on an average basis where bills have R-1 or F codes.

The commission stated that consumers had been receiving incorrect bills for a long time, which the UHBVN officers had also acknowledged. Taking cognizance of the serious lapse in the delivery of a notified service, the commission imposed a fine of Rs.1,000 per bi-monthly bill, amounting to Rs. 15,500 for 31 months of incorrect bills. The fine amount is to be given to the consumer.

The commission's order stated that this amount should either be adjusted in the consumer's account by the UHBVN from its funds or recovered from the officers responsible for the lapses in this matter.

Haryana Government launched Surcharge Waiver Scheme-2024 to settle outstanding electricity bills of domestic consumers

Chandigarh, August 1 - Haryana Government has introduced the Surcharge Waiver Scheme-2024 to help settle outstanding electricity bills for domestic consumers. This scheme is available to both urban and rural domestic consumers whose electricity bills were due till December 31, 2023 and remain unpaid. It applies to both connected and disconnected domestic consumers.

While giving this information here toady, Dr. Saket Kumar, Managing Director of Uttar Haryana Bijli Vitran Nigam said that under the Surcharge Waiver Scheme-2024, the entire surcharge till date on urban and rural domestic electricity connections will be frozen. Consumers will only need to pay the principal amount. Payments can be made either as a lump sum or in installments over the next three monthly or bi-monthly bills. Those opting for a lump sum payment will receive an additional 5 percent discount on the principal amount.

He informed that the frozen surcharge will be waived in proportion to the regular payment of the prescribed installments and the next 3 monthly/bi-monthly bills. If the consumer does not pay the prescribed installments and the next 3 monthly/bi-monthly bills continuously, then the frozen surcharge will be added back to the bill and the consumer will be considered out of the scheme.

Dr. Saket Kumar also mentioned that any incorrect bills will be corrected in accordance with departmental rules. Consumers with pending court cases can also participate in the scheme, provided they withdraw their case from court. For disconnected connections, the electricity service will be reinstated upon payment of either a lump sum amount or the first installment of the principal amount, as long as the disconnection has not been in place for more than six months. For connections that have been disconnected for over six months, consumers will need to apply for a new connection.

Apart from this, flagship schemes like Stand-Up India and the MUDRA Yojana provide financial assistance to youths for starting new ventures. He further said that the Haryana government has also established the Shri Vishwakarma Skill University, Gurugram in the state, providing skill training to make youths employable.

During the meeting, Founder Chairman of the Dalit Indian Chamber of Commerce and Industry (DICCI), Padma Shri, Dr. Milind Kamble, informed the Chief Minister that DICCI is an Indian association promoting Dalit business enterprises. DICCI is a part of the economic vision of Babasaheb Dr. Bhim Rao Ambedkar, DICCI collaborates with central and state governments to help SC-ST entrepreneurs to move forward, he added.

Recruitment process for Group-C posts accelerated

HSSC announces written exam date for Group-1 and 2 and Group- 56 and 57

Commission aims to ensure that all recruitments are based on the principle of transparency and equality

Chandigarh, August 1 – Accelerating the pace of recruitment process for Group-C posts towards providing employment to the youth in Haryana, Haryana Staff Selection Commission has announced the date of written examination for Group-1 and 2 and Group- 56 and 57 advertised in Advertisement No. 4/2024.

Giving information in this regard, HSSC Chairman Sh. Himmat Singh said that the Group-1 examination will be held on August 7 and Group-2 examination on August 8, 2024. The examination of both the groups will be held in Panchkula in the evening shift. Apart from this, the written examination of Group- 56 and 57 will be held on August 10 and 11, 2024 respectively.

Sh. Himmat Singh informed that the list of candidates shortlisted for the written examinations of Group-1 and 2 is available on the Commission's website. All concerned candidates can check their names in the list.

He said that the Commission's aim is that all the recruitments should be completed on time, for this all preparations are being made by the Commission.
