Chandigarh, July 12- In a significant stride towards boosting youth empowerment and employment, Chief Minister, Sh. Nayab Singh led state government has formulated the IT Saksham Yuva Scheme, 2024, targets to give jobs to 5000 youth in the first phase.
The scheme designed in accordance with the 'Mission 60000' announced during the 2024-25 budget speech aims to give employment to at least 60,000 young individuals from poor families.
Under this scheme, the employment will be provided to the youths (graduate/post-graduate applicants) from IT backgrounds who shall undertake the Haryana IT Program (specially designed short-term courses) for the duration of minimum 3 months and thereafter will be deployed in various Departments/ Boards/ Corporations/ Districts/ Registered Societies/ Agencies in the State of Haryana or private entities.
The IT Saksham Yuva will be given a monthly remuneration of Rs. 20,000 in the first 6 months and thereafter Rs. 25,000 monthly will be given from the seventh month onwards by the Indenting Entities. In case, any IT Saksham Yuva is unable to be deployed, government will pay an unemployment allowance of Rs. 10,000 p.m to IT Saksham Yuva. Government will facilitate in providing employment opportunities to these trained IT Saksham Yuva, so the eligible applicant finds employment.
The prospective skilling/training agencies under this Scheme will be Haryana State Electronics Development Corporation Limited (HARTRON), Haryana Knowledge Corporation Limited (HKCL), and Shri Vishwakarma Skill University (SVSU) or any other agency notified by the Government from time to time. SVSU being the State University will be responsible for issuing the Passing/Completion Certificates to the candidates as per the norms fixed by the Haryana Skill Development Mission (HSDM).
This ambitious endeavor marks a pivotal step in fostering a skilled workforce and catalyzing economic growth across the region, a much-needed career- readiness for the digital world of work, and imbibement of desired skills necessary to enter effectively into the 21st Century workplaces in various digital domains. Besides this, the scheme will certainly position Haryana as a leading IT powerhouse by leveraging its human capital potential, creating a conducive ecosystem for technology-driven growth and strengthening e-governance in the State.

Haryana Cabinet approves Mukhya Mantri Shehri Awas Yojana' to provide affordable housing for Economically Weaker Sections
Chandigarh, July 12 - In a significant move to provide affordable housing to the economically weaker sections (EWS) of society, the Haryana Cabinet, which met under the chairmanship of Chief Minister Sh. Nayab Singh, has approved the "Mukhya Mantri Shehri Awas Yojana" policy.
Under this policy, housing facilities will be extended to all poor families in the state who either lack their own house in urban areas or currently reside in kutcha houses. Initially, this initiative plans to provide housing to 1 lakh economically weaker families.
To be eligible, beneficiaries must have a verified annual family income of up to Rs 1.80 lakh as per the Parivar Pehchan Patra (PPP) and should not own a pucca house in any urban area of Haryana. The policy includes provisions for a 1 Marla (30 square yard) plot for each eligible family, allowing them to construct their own pucca houses. The state government, through the Department of Housing for All, will provide the necessary land.
This scheme, primarily state-sponsored, will integrate with the Beneficiary Led Construction (BLC) vertical of the Pradhan Mantri Awas Yojana-Urban (PMAY-U). It targets families with an annual income of up to Rs 1.80 lakh who registered in the demand survey conducted via the Department of Housing For All's web portal from September 13, 2023, to October 19, 2023, and January 5, 2024, to January 19, 2024. Preference will be given to beneficiaries in the following order: Ghumantu Jati, Widows, Scheduled Castes, and others.
Last year, an online registration drive was conducted to assess the housing demand among urban families with verified incomes up to Rs 1.80 lakh. Approximately 2.89 lakh applicants registered their demand for flats or plots, with 1.51 lakh opting for plots and 1.39 lakh for flats. Beneficiaries can construct a duplex (double-storey) flat with a carpet area of 350 sq. ft./425 sq. ft. on the allotted 30 square yard plot, as per standard designs. Financial assistance, combining subsidies, loans, and interest subvention schemes, will be provided. Specifically, a financial aid of up to Rs 1.5 lakh will be offered to facilitate house construction under the Beneficiary Led Construction vertical of PMAY-U.
For beneficiaries securing housing loans up to Rs 6 lakh from nationalized banks or housing finance companies, the state government will provide interest subvention on their EMIs. The government will cover the total interest amount for the first two years and up to Rs 35,000 of the interest amount in the third year. In the fourth year, the government will pay up to Rs 25,000 of the interest amount, and up to Rs 10,000 in the fifth year.
Additionally, building approval charges, development charges, and the betterment levy will be waived for MMSAY beneficiaries. The registration (Conveyance Deed) fee for the plot will be a nominal Rs 500. Charges for water and sewerage connections will also be waived at the time of application by the concerned authority.

Chandigarh, July 11 - In a significant move reflecting the commitment to higher education and addressing the persistent demands of the local community, the Haryana Cabinet which met under the chairmanship of Chief Minister, Sh. Nayab Singh here today accorded approval to take over Amarnath Bhagat Jairam Girls College, located in Serdha, Kaithal. This decision, driven by the unwavering public demand, marks a pivotal moment for the region, ensuring that the institution, with its full range of available facilities, will now operate under the aegis of the state government.
Notably, the Jairam Vidyapeeth, Serdha (Kaithal) started a college namely Amarnath Bhagat Jairam Girls College, Serdha (Kaithal) in the year 2004. At present 294 students are enrolled in Arts and Commerce streams in Amarnath Bhagat Jairam Girls College, Serdha (Kaithal). In view of the requests received from all the residents of Serdha village, various gram panchayats of Rajaund (Kaithal) and Amarnath Bhagat Jairam Kanya Mahavidyalaya, Serdha (Kaithal), the college will be taken over by the state government.
As per the approval, the land (measuring 24 acres 17 marla) along with the building and other assets of the Society will be transferred to the Department of Higher Education free of cost. Besides this, the Government will not be responsible for any kind of liabilities of the Society.
In the interest of students, the Government will take over the college presently run by the society, but will make admissions from the next academic session in only those courses that would be found viable and sustainable. Till such time the Management Society will continue running the College even if the land/building is taken over by the Government.
Besides this, the staff of the College will be considered in Government Service from the date of taking over only and their seniority will be fixed in accordance with the Government Rules with no change in their inter-se-seniority in college and all appointments would be considered fresh appointments. Furthermore, only those teaching and non-teaching staff who fulfil the educational qualification as prescribed by the UGC norms/State Government norms at the time of their appointment will be taken on the Government roll from the date of taking over the college. Also, only confirmed employees who have completed the probation period may be absorbed.

Accorded approval for the amendment to the Punjab Scheduled Roads and Controlled Areas Restriction of Unregulated Development Rules, 1965 – Implementation of Haryana Bio-Energy Policy, 2018.
Chandigarh, July 12 – Haryana Cabinet met under the Chairmanship of the Chief Minister, Sh. Nayab Singh, accorded approval for the amendment to the Punjab Scheduled Roads and Controlled Areas Restriction of Unregulated Development Rules, 1965 – Implementation of Haryana Bio-Energy Policy, 2018.
The existing provision in Item 5 at the end of Schedule-IV of the Punjab Scheduled Roads and Controlled Areas Restriction of Unregulated Development Rules, 1965 exempts renewable energy projects from the payment of scrutiny fees and conversion charges for granting Change of Land Use (CLU) permissions.
This provision, stating “No conversion charges and scrutiny fee shall be charged for renewable energy power projects in the State of Haryana” shall be substituted with, "No conversion charges and scrutiny fee shall be charged for renewable energy projects such as solar, hydroelectric, biogas, biomass power, biomass cogeneration, green hydrogen, bio-diesel, pelletization, etc., registered with the Department of New and Renewable Energy in the state of Haryana."
This will ensure that the Haryana Bio-Energy Policy notified on March 9, 2018, by the Department of New & Renewable Energy (DNRE) to incentivize projects such as Solar, Hydro, Biogas, Biomass Power, Biomass Cogeneration, Green Hydrogen, Bio-Diesel, Pelletisation, etc. This policy aimed to exempt these projects from obtaining CLU permissions, scrutiny fees, EDC charges, etc, is implemented in real spirit.

Haryana Cabinet approves Ordinance to further amend the Haryana Village Common Lands (Regulation) Act 1961
Chandigarh, July 12 - Haryana Cabinet which met under the chairmanship of Chief Minister Sh Nayab Singh here today accorded approval to bring an ordinance to further amend the Haryana Village Common Lands (Regulation) Act 1961.
According to the proposed amendment, ownership of land in shamilat deh, which were allotted on lease basis for a period of 20 years under the East Punjab Utilization of Lands Act 1949 and the said land has been in cultivating possession of the original allottee, transferee or their legal heir is slated to be excluded from the ambit of shamilat deh with immediate effect.
In addition, it is also proposed that the original lessee, transferee or their legal heir will have to pay an amount to the Gram Panchayat concerned for the transfer of ownership rights to them. This amount will be determined by the collector upon application by the occupant, following principles and procedures as prescribed. This will benefit thousands of farmers in the State who have been cultivating such lands since decades.
Furthermore, ownership of such Panchayat land will be transferred by sale to the inhabitants of the village who have constructed their houses on or before March 31, 2004, up to a maximum of 500 square yards, including open space, at a rate not less than market fee.
This will enable the panchayats to regularise the old cases were houses have been constructed by the inhabitants on Panchayat land and at the same time lead to income of panchayats from such sale of land. It will also end many pending litigations in various courts across the state.

Accorded approval to a proposal regarding lease of land in shamlat deh measuring 07 Acre 04 Kanal 07 Marla of Gram Panchayat Rangala, Block Taoru, District Nuh for a period of 20 years for establishing Gaushala of 1000-1500 animals by Matrdhara Gauvansh Rakshan and Samvardhan Trust.
Chandigarh July 12 - Haryana Cabinet met under the Chairmanship of Chief Minister, Sh. Nayab Singh accorded approval to a proposal regarding lease of land in shamlat deh measuring 07 Acre 04 Kanal 07 Marla of Gram Panchayat Rangala, Block Taoru, District Nuh for a period of 20 years for establishing Gaushala of 1000-1500 animals by Matrdhara Gauvansh Rakshan and Samvardhan Trust.
The Sarpanch and the Block Development and Panchayat Officer concerned shall be Ex-officio members of the Managing Committee of the Gaushalas or any Committee formed to look after the affairs of Gaushala. They shall ensure that the terms and conditions of the lease are fully complied with.
Notably, this has been done under a new policy of the government where charand/other shamlat lands of the panchayats can be utilised for the construction of new Gaushalas, for taking care of stray cattle in rural as well as urban areas. This will also lead to better management of stray cattle in cities.

Earlier, there was a provision of paying Rs 100 and Rs 500 for inclusion of name in the electoral roll, which has now been removed.

Chandigarh, July 12 – Haryana Cabinet met under the Chairmanship of the Chief Minister, Sh. Nayab Singh, accorded approval for the amendment in Haryana Sikh Gurdwaras (Management) Act, 2014.
This amendment aims to enhance the qualifications for the Chairman of the Haryana Sikh Gurdwara Judicial Commission to ensure more effective and authoritative supervision of Sikh Gurdwaras and Gurdwara properties within the state.
As per the amendment, now a Judge of the Hon'ble High Court can also be appointed as the chairman of the Haryana Sikh Gurdwara Judicial Commission. Earlier, there was a provision to appoint only the District and Sessions Judge to the post of chairman. Apart from this, the maximum age limit of 65 years set for the chairman appointment in the current provision has also been abolished.

Haryana Cabinet approves Mukhya Mantri Gramin Awas Yojana (MMGAY)
The scheme aims to provide affordable and quality rural housing
Chandigarh July 12 : Haryana Government has decided to implement Mukhya Mantri Gramin Awas Yojana (MMGAY) on the lines of Mukhya Mantri Shehri Awas Yojana to ensure that all the rural residents of Haryana have access to a habitable and affordable dwelling unit.
A decision to this effect was taken in the meeting of State Cabinet which met under the Chairmanship of Chief Minister, Sh Nayab Singh here today.
Mukhya Mantri Gramin Awas Yojna aims to provide affordable, quality rural housing, fostering sustainable development and vibrant communities. Through strategic planning and transparent governance, MMGAY aims to make homeownership a reality for every rural resident, enhancing overall well-being and prosperity.
Under the scheme, financial assistance of maximum of Rs 1,00,000 or actual price of the plot whichever is less, for the purchase of his own residential plot of upto 100 sq. yards will be provided to those beneficiaries whom possession of plot cannot be delivered under Mahatma Gandhi Gramin Basti Yojana (MGGBY).
Mukhya Mantri Gramin Awas Yojana will be implemented for the year 2024-25 and 2025-26. The Rural Development Department will provide the list of beneficiaries under Mahatma Gandhi Gramin Basti Yojana to whom possession of 100 sq. yards plot cannot be delivered.
The scheme will cover those beneficiaries who were to be allotted plots under Mahatma Gandhi Gramin Basti Yojana but who have not been given possession of the plots in the last 15 years.
List of beneficiaries provided by Rural Development Department under MGGBY who didn't receive possession of plots in last 15 years, are eligible under this scheme.
Beneficiaries under MGGBY will be identified by the Department of Rural Development, as per scheme guidelines and any amendments thereafter. List of beneficiaries will also be provided by the Rural Development Department. On the basis of this list an "Adhikaar Patra" will be issued by the Department of Housing For All to the beneficiaries which will be valid for one year from the date of issuance. The "Adhikaar Patra" will be distinguished by a QR code/unique code. Data of beneficiaries along with detail of the "Adhikaar Patra" will be shared with the Revenue Department.
The Revenue Department will draft a "Standard sale deed" that includes the buyer, seller and the "Adhikaar Patra" details. The beneficiary will have to buy a residential plot within a year of the issuance of the "Adhikaar Patra". The registering authority for the purpose of Mukhya Mantri Gramin Awas Yojana (MMGAY) will be the concerned Sub Divisional Officer (Civil).
At the time of registration of plot, the buyer and the seller will present themselves before the registering authority with documents such as “Adhikaar Patra" issued by the Department of Housing For All, sale deed as per the Standard format (available on the Housing For All website link https://hfa.haryana.gov.in/) and photocopy of the Bank Passbook of the seller.
The registering authority will process the registration through Web HALRIS. An API will be generated from the web HALRIS that will be accessed by the online portal of Department of Housing For All through which the registration details of the beneficiaries will be shared. After registration of deed, data regarding deed such as details of buyers, sellers, property description, transaction amount etc will be shared to HFA for payment via an API on Web HALRIS. The Department of Housing For All will maintain a Bank Account. The information regarding sale, transfer of money gets intimated by way of SMS/email to the buyer, seller and the registering authority.

Chandigarh, July 12 - Haryana Chief Minister Sh Nayab Singh while extending several "unique gifts" to Panchayati Raj institutions during a state-level sammelan in Panchkula, announced development works worth Rs. 2400 crore and transferred Rs. 118.47 crore with a single click as grants to 1861 gram panchayats for repairing or completing SC/BC Chaupals. Additionally, the Chief Minister announced an increase in the pension for Panchayati Raj representatives.
While addressing the Sarpanches, the Chief Minister urged them to create a roadmap for the development of their respective villages, assuring them that there will be no shortage of funds. He also said that they should pass the resolution in the Panchayat and forwarding them to the MLAs of their area to ensure seamless execution of the projects.
Chief Minister Sh Nayab Singh highlighted that his government is the first to provide pensions along with honorariums to the representatives of Panchayati Raj institutions. He said that the increase in honorariums has also been implemented by the current government.
The Chief Minister announced an increase in the pensions for various positions within the Panchayati Raj institutions. The pension for the Zila Parishad Chairman has been raised from Rs. 2000 to Rs. 3000. Similarly, the pension for the Vice Chairman has been increased from Rs. 1000 to Rs. 1500, the pension for the Panchayat Samiti Chairman from Rs. 1500 to Rs. 2250, the pension for the Vice Chairman from Rs. 750 to Rs. 1125, and the pension for the Sarpanch from Rs. 1000 to Rs. 1500. The Chief Minister also assured that any other reasonable demands made by the Sarpanchs would be considered.
Highlighting the important role of Sarpanches in the development of the state's villages, he quoted Prime Minister Sh Narendra Modi, saying, "Panchayats are the pillars of Indian democracy, in whose strength lies the prosperity of the new India."
He said that previous governments announced Rs. 5 lakhs for village development, but the funds would be largely unutilized, and the announcement would generate noise for six months without any actual progress. In contrast, the present government has repeatedly allocated Rs. 5 lakhs to villages, significantly transforming their landscape.
Comparing the current government with previous ones, the Chief Minister said that prior to 2014, the State Finance Commission's grant for Panchayats was Rs. 600 crore. Under Prime Minister Sh Narendra Modi, this grant has been increased to Rs. 2968 crore. Furthermore, he highlighted that the present government has allocated Rs. 7276.77 crore for rural development in this financial year's budget, whereas the previous government had allocated merely Rs. 1898.48 crore during the year 2013-14.
Today, while announcing development works amounting to Rs. 2400 crores, Sh Nayab Singh highlighted that Rs. 900 crores each will be allocated to both rural and urban areas. Additionally, Rs. 118.47 crores has been released for the repair and completion of Chaupals for backward classes and scheduled castes.
Sh Nayab Singh urged Sarpanches to actively contribute towards realizing the Prime Minister's vision of a developed India by 2047, emphasizing that national development hinges on rural progress. To facilitate this vision, the state government has enhanced the limit for Sarpanches to get work done without tender through Panchayats from Rs. 5 lakhs to Rs. 21 lakhs. The Chief Minister said that in view of the changing technology, the State Government has decided to provide a computer operator in every Gram Panchayat.
Highlighting further initiatives, the Chief Minister underscored that the present government is the first to include the Chairman of Zila Parishad and Chairman of Panchayat Samiti in the protocol during state-level programs, alongside senior officials. Now, the Chairman of the Zila Parishad will sit on the chair along with the Deputy Commissioner and Superintendent of Police. Moreover, Haryana leads as the first state to establish an inter-district council, enhancing Panchayati Raj institutions' participation in governance.
On this occasion, Vidhan Sabha Speaker Sh Gian Chand Gupta, Agriculture and Farmers Welfare Minister Sh Kanwar Pal and Minister of State for Development and Panchayats Sh Mahipal Dhanda also addressed the Sarpanches. Energy Minister Sh Ranjit Singh, Finance Minister Sh Jaiprakash Dalal, Minister of State for Education Minister Smt. Seema Trikha, Minister of State for Urban Local Bodies Sh Subhash Sudha, along with MLAs and officials, were present in the Sammelan.
Earlier, Additional Principal Secretary to Chief Minister Dr. Amit Agrawal welcomed Chief Minister Sh Nayab Singh and guests, providing an overview of the accomplishments of the Development and Panchayats Department.

Farmers Should Adopt Organic Farming to Increase Income – Haryana Chief Minister
31st Mango Mela Features Over 300 Varieties of mangoes
Chandigarh, July 12 - Haryana Chief Minister, Sh. Nayab Singh said that the state government is providing training to encourage farmers to adopt organic farming so that they can increase their income through organic farming.
The Chief Minister was addressing people today at the 31st Edition of ‘Mango Mela’ held at Yadavindra Gardens in Pinjore.
The Chief Minister mentioned that the central government has allocated a separate budget to promote natural farming. The state government is also advancing this objective. He noted that through the fair, farmers would have the opportunity to adopt modern technology for organic farming. He urged farmers to adopt organic farming to bring prosperity to their lives and the lives of the citizens.
The Chief Minister noted that the government organizes the Mango Mela annually. This fair provides people with the opportunity to enjoy different varieties of mango. Over 300 varieties of mangoes were showcased at the fair, he added.
The Chief Minister visited every mango stall at the fair, gathering detailed information about them. The Chief Minister participated in cultural programs and honored the participants. He presented a memento to renowned musician Sh. Subhash Ghosh in recognition of his contributions.
Tourism Minister, Sh. Kanwar Pal stated that the fair attracts farmers from Haryana, UP, Punjab, Himachal, and several other states, fostering knowledge exchange and providing farmers with new insights. Additionally, people enjoy the cultural programs, and various competitions for school children are organized.
Handloom and Handicraft Exhibition at Craft Bazaar
The Craft Bazaar was another highlight of the fair, attracting a lot of shoppers. Artisans and weavers from Haryana, Punjab, Himachal Pradesh, Jammu and Kashmir, Rajasthan, and other states showcased their handloom and handicraft products.
Exhibition of Over 300 Varieties of Mangoes
At the Mango Mela, 300 different varieties of mangoes and mango products were showcased. The major commercial varieties of mangoes competing at the fair included Dasheri, Chausa, Langra, Amrapali, Bombay Green (Malda), Ratol, Mallika, Ambika, Ramkela, and others. Mango producers from all over the country participated in the fair, exhibiting various mango varieties.
Competitions Among School Students
The 31st edition of the fair featured various activities, competitions, and evening cultural programs. At the beginning of the fair, students participated in competitions such as Rangoli, drawing, poster making, and mango quizzes. The cultural programs included performances by the Nagada Party, Jangam Party, Bagpiper Group, Ektara Party, and various dance and singing performances.
Upcoming Events
On the second day of the fair, July 13, a new round of activities will be held from 10:00 AM onwards. Competitions for students will include group dance, story writing, slogan writing, nail art, and handwriting contests. Bollywood sensation Vinod Rathore will perform in the evening at 6:30 PM.
On the third day, July 14, school competitions such as group singing, drawing, best out of waste competition, mehndi competition, and mango eating contests will continue. In the evening, Punjabi singer Ashok Masti and comedian Gurpreet Ghuggi will entertain the audience.
