Chandigarh, September 19- The Vice President of India, Sh. M. Venkaiah Naidu, along with Haryana Chief Minister, Sh. Manohar Lal on Sunday released five volumes of Sir Chhotu Ram: Writings and Speeches based on the life, work and principles of Deenbandhu Sir Chhotu Ram. An attempt has been made to compile the political work and personality of Deenbandhu Sir Chhotu Ram in five volumes published by Haryana Academy of History and Culture. Former Haryana Chief Minister, Sh O P Chautala, former Uttrakhand CM Vijay Bahuguna, grandson of Sir Chhotu Ram and former Union Minister Sh. Birender Singh and Director, Haryana Academy of History and Culture and Historian, Professor Raghuvendra Tawar graced the occasion during the programme.

Sh. M. Venkaiah Naidu, on the occasion of the launch, saluted the dedication and sacrifice of Deenbandhu Sir Chhotu Ram. While releasing this collection dedicated to the life story of Deenbandhu Chhotu Ram, he said that, "I feel very happy and satisfied because today I am becoming a medium to help acquaint the public with his personality." He further said that there were many such heroes of the freedom movement who worked in their area or in the community, but the importance of their work was not limited to the region or community but made an impact nationwide. He said that great men like Deenbandhu Sir Chhotu Ram have risen from every region, every section of society and have organised the people against exploitation and injustice. He appreciated the Haryana Academy of History and Culture for publishing this compilation and said that this compilation will be a powerful medium to acquaint the public with the great personalities of the country. The thoughts of an enlightened statesman like Sir Chhotu Ram on the political and economic conditions of that time have been compiled in these five volumes so that the coming generations are familiarised with the struggle of different regions and classes in the freedom movement.

The Vice President said that Deenbandhu Sir Chhotu Ram and his Unionist Party's contribution in the politics of Undivided Punjab to oppose the partition of the country before independence can never be forgotten. He said that even Sardar Patel had praised the working style of Sir Chhotu Ram. After the constitutional reforms, Sir Chhotu Ram continued to raise issues related to farmers and labourers. As the Development Minister in the Unionist Party government in Punjab, Sir Chhotu Ram made laws to free the farmers from the exploitation of moneylenders and arhtiyas. The foundation of future agricultural reforms was laid on the basis of the laws he implemented in the interest of agricultural workers. He liberated the farmers from the vicious circle of interest and debt, and got their land back. At the same time, the contribution of Deenbandhu Chhotu Ram in saving the mortgaged houses of farmers and also their cattle from the possession of moneylenders has been incomparable. He was also actively involved in setting up mandis at the local level so that farmers could get the right price for their produce.

Sh. Naidu said that Deenbandhu Sir Chhotu Ram also took meaningful steps in setting up research institutes to develop modern scientific methods in agriculture and animal husbandry. He said that the idea of Bhakra Dam on river Sutlej was first conceived by Sir Chhotu Ram and for its construction; an agreement was made with the British Government and the ruler of Bilaspur. In such a situation, only a person who has personally experienced the problems of farmers and agriculture can do this work. He said that Sir Chhotu Ram himself belonged to a farmer's family. Sir Chhotu Ram was a prolific writer, farmer messiah, educationist and an ideal statesman.

He said that the government is taking effective steps in the interest of farmers because agriculture in India is not just a business; it is the basis of Indian culture. Sh. Naidu said that his own life has also been related to agriculture and even today he visits different parts of the country to know the condition of the farmers. He said that there should be continuous dialogue between the government and the farmers. Farmers’ interest should never be mixed with politics and to improve the condition of the farmer, the country will have to be transformed into a 'One Food Zone'. There should be an open market system to stop the exploitation of the farmers, which means,the farmers of the country can go anywhere and sell their crop. This is in the interest of the country and also in the interest of the farmers.

Haryana Chief Minister, Sh. Manohar Lal welcomed Vice President, Sh. M. Venkaiah Naidu on his arrival at the release ceremony of the five volumes of Deenbandhu Sir Chhotu Ram - Writings and Speeches. He said that books are the best medium to acquaint future generations with the life philosophy of great men. A very comprehensive description of philosophy of life, political, economic, social and administrative thinking has been displayed in the five volumes which have been released on the life of Sir Chhotu Ram. He said that Deenbandhu Sir Chhotu Ram was rich in versatility and self-respect and fearlessness, simplicity and honesty were his characteristics. He fought for the upliftment and respect of the poor and weaker sections of the people throughout his life. Being a true sympathizer of the poor, he gained the salutation of 'Deenbandhu'. He said that Chaudhary Chhotu Ram made laws by passing many bills for the benefit of farmers. He freed the farmers from debts and helped in the return of mortgaged lands back to the farmers. His name will be inscribed in golden letters on the pages of the history of India for his contribution in the making of laws related to agriculture.

The Chief Minister said that in the direction of realizing Deenbandhu Chhotu Ram's dream of upliftment of farmers and poor, the Prime Minister has resolved to make agriculture profitable and make farmers prosperous and happy. He said that the State Government has also implemented schemes to provide all possible help to the farmers right from when the crop is sown to when the harvest is sold. To make the agriculture sector profitable, the state government is working on such a vision that the coming generations do not deviate from agriculture.

Deenbandhu Sir Chhotu Ram's grandson and former Union Minister, Sh. Birender Singh expressed gratitude to the guests who attended the function. Along with this, MP, Hisar and great grandson of Ch Chhotu Ram Sh. Brijender Singh and Ch Birender Singh also expressed their views.

Five Volumes of Deenbandhu Sir Chhotu Ram: Writings and Speeches has been published in both English and Hindi languages

Five volumes of Deenbandhu Sir Chhotu Ram: Writings and Speeches published in both English and Hindi languages were released. Out of these five volumes were published by Haryana History and Culture Academy, three volumes are in English and two volumes are in Hindi. This compilation will be a powerful medium to give useful information about every aspect of Deenbandhu Sir Chhotu Ram to the youth in future. Along with this, it will also prove to be an important study material for those doing research on the principles and ideology of Deenbandhu Sir Chhotu Ram. At the same time, it will be important for the social, economic history of North India before and after independence. A documentary depicting the life of Deenbandhu Sir Chhotu Ram was screened at the release ceremony. Director, Haryana Art and Cultural Department, Sh. D. Suresh, welcomed the guests.

Rising above party politics Deenbandhu honoured by all

The release programme of five volumes of Deenbandhu Sir Chhotu Ram-Writings and Speeches on Sunday was seen as a commendable step in Haryana. The participation of representatives of various political parties in the ceremony was a testimony to the progress towards social upliftment. There were a large number of people in the programme who may be opposed to each other in political ideology, but everyone participated in the programme with dignity on a platform to pay respect to Deenbandhu Sir Chhotu Ram.

Chandigarh, Sept 19 – Congratulating the Haryana’s paralympians for their exemplary performance in Tokyo Paralympics 2020, the Vice President of India, Sh. M. Venkaiah Naidu complimented the Haryana Government, who is taking several policy initiatives under the able leadership of Chief Minister, Mr. Manohar Lal to facilitate the sportspersons.

Sh. Naidu was addressing the gathering during the felicitation ceremony of Haryana’s medalists and participants in Tokyo Paralympics 2020 held at Northcap University in Gurugram today. Chief Minister, Mr Manohar Lal presided over the function while Minister of State for Sports and Youth Affairs Mr. Sandeep Singh also graced the occasion.

Praising the Haryana Government for supporting and promoting the sportspersons in a big way in the state, the Vice President said that this example would also inspire other states for the same. Urging the youth to focus on their physical fitness, he underlined the importance of eating habits and living in harmony with nature.

He said that Haryana has performed phenomenally and the contribution of such a small state in the medal tally is unbelievable. The players of Haryana have shown that they were born on the land of brave heroes. He also called upon the youth to pay attention to physical fitness and adopt one sport in their life. If you take interest in one sport, you will excel in life, he added.

During the ceremony, the Vice President and Chief Minister distributed prize money of more than Rs.27 crores among 19 medalists and participants of Haryana in Tokyo Paralympics.

Appreciating their efforts behind an exemplary performance, the Vice President said that these achievements have given a new ray of hope to the people from all walks of life and has also inspired them to move forward in life post the despair created by the pandemic across the world.

“Having got an opportunity to felicitate these talented sportspersons of Tokyo Paralympics 2020, I feel honoured,” said the Vice President of India.

Recognising that these achievements were not easy, the Vice President mentioned that the Tokyo Olympics and Paralympics were organized in very unusual circumstances. There were miscellaneous restrictions on the players. The stadiums were often empty due to the lack of spectators. The players' training was also interrupted due to the stadium being closed for a long time. And, these achievements of the players in such unusual circumstances are even more spectacular. Athletes' achievements in the Paralympics will create a new sporting culture in the country.

He also said that the performance of Team India in this year's Tokyo Olympics and Paralympics has been excellent. The country has won the maximum number of 19 medals in various sports, which includes 5 gold medals, 8 silver medals, and 6 bronze medals. A total of 6 medals have been won by 5 players from Haryana, which includes 2 Gold, 2 Silver and 2 Bronze medals. He wished the players all the best for their future successes.

“Achieving such a historical success in sports is not very easy. It is the continuous practice, dedication, and hard work a player puts during the process which makes them achieve the planned goal," the Vice President of India added.

Youth must adopt one sports in life

He said that India has a young population and the country has the potential to show the way to the world. Therefore, taking inspiration from these players, the youth must adopt one sport in their lives. He said that the National Education Policy-2020 has given wide opportunities to promote sports. The Haryana government is already achieving new heights in the field of sports and will continue to do so.

Rs 50 lakh to the players who finish fourth in Paralympics

Congratulating the players for their sterling performance, the Chief Minister, Mr Manohar Lal said that for the first time, the state government has decided to give Rs 50 lakh each to the players who finished fourth in Olympics and Paralympics. In this series, the Chief Minister announced Rs 50 lakh each to Tarun Dhillon and Navdeep Singh. He also announced Rs 50 lakh to Vinod Kumar, who missed the bronze medal due to technical reasons.

Highlighting the key role of coaches in the success of these talented Paralympians, he said that their support and encouragement have contributed immensely to the achievements of the players. He said that the coaches, who groom the medalists, also deserve a reward. Therefore, the state government has decided that in the Olympics and Paralympics, Rs 20 lakh will be given to the coach of the gold medalist, Rs 15 lakh to the coach of the silver medalist and Rs 12.50 lakh to the coach of the bronze medalist.

Paralympians are a source of inspiration

The Chief Minister said that these Paralympians are a source of inspiration for the society. Everyone should take inspiration from these players that while fighting the challenges in life, one can achieve a milestone on the strength of their talent.

Paralympic Sports Center facility to come up in Faridabad

Mr Manohar Lal said that Paralympic bhawan is being constructed on 6 acres in Faridabad. The government will develop it as a Paralympic Sports Center with a hostel facility.

He said that Haryana is considered as the hub of sports and the state government is working continuously to promote sports in a big way. But still much remains to be done in the field of sports. India has been ranked 48th and 25th in the medal tally in Olympics and Paralympics respectively. It is an effort to put India first in the medal tally and for this Haryana will have to increase its participation.

With the commitment of developing sports infrastructure, today a playground is available within every 10 km radius. He said that keeping in view the pace of development of sports in the state, Haryana has got the privilege of organizing Khelo India Youth Games 2021 edition, these games will be organized in Panchkula.

Haryana giving maximum prize money

The Chief Minister said that Haryana is the first state in the country to give maximum cash prizes to sportspersons who have won medals in Olympics and Paralympics. In the Olympic and Paralympic Games, a cash prize of Rs 6 crore has been given to the gold medalist, Rs 4 crore to the silver medalist and Rs 2.5 crore for the bronze medalist. Apart from this, Rs 15 lakhs is also provided to all the participating players of these games.

He said that there was a time in the state when players used to get their prize money a year or two years later, but we have ensured that the prize money is distributed immediately. Not only Paralympics, a provision has been made to give cash prizes to Para sportspersons participating in Asian, Commonwealth and National sports events at the same level as regular sportspersons. Haryana is the first state in the country, which has made a provision of giving an advance amount of Rs 5 lakh to the player for preparation as soon as he qualifies for the Olympic and Paralympic Games, he added.

Target of 50 medals in next games

Haryana Minister of State for Sports and Youth Affairs, Mr Sandeep Singh said that these players have brought laurels to the state and the nation with their exemplary performance in the Tokyo Paralympics. These players are the real heroes of the society, who have reached this stage in spite of so many ups and downs. Not only the state but the whole country feels proud for their unmatched performance.

Giving a target, he said that 100 players from India should participate in the next Paralympics and bring 50 medals. He requested the Paralympic players to inspire and guide other differently-abled people of the society to move forward in sports.

Fortunate enough that we born in Haryana

Speaking at the felicitation ceremony, the Paralympic players thanked the Vice President and the Chief Minister for felicitating them and said that they all feel proud and extremely fortunate to belong to Haryana. The players said that the sports policy of the state is the best. We will continue to do our best and will definitely win more medals next time.

Speaking on this occasion, Olympic gold medalist Neeraj Chopra said that these sportspersons have achieved such a big milestone despite facing hard challenges in their lives. The dedication and hard work that they showed in the games, the entire nation is now extending respect and honour. The youth should take inspiration from them and take a pledge to move forward in sports, he added.

These players were honoured

During the ceremony, gold medalist Manish Narwal in shooting Sumit Antil in Javelin were given prize money of Rs.6 crore each.

Similarly, Yogesh Kathuniya, silver medalist in discus throw, got Rs 4 crore, Singhraj Adhana silver and bronze medalist in men's shooting) category got Rs 4 crore and Rs. 2.5 crore and Archery bronze medalist Harvinder Singh was given an amount of Rs. 2.5 crore.

In addition, Tarun Dhillon, Navdeep Singh ( who finished 4th) and Vinod Kumar, (who missed the bronze medal due to technical reasons), were given Rs 50 lakh each. Similarly, Rs 15 lakh each was distributed as incentive to the participating players, Aruna Tanwar, Deepak Saini, Rahul Jakhar, Jaideep Deswal, Ranjit Bhati, Rampal, Dharambir Nain, Amit Kumar Saroha, Tekchand, Arvind Malik and Ekta Bhayan.

Olympic gold medalist in javelin throw Neeraj Chopra, wrestling silver medalist Ravi Kumar Dahiya and bronze medalist men's hockey team player Sumit also attended the ceremony.

On this occasion, Principal Secretary Sports and Youth Affairs Sh AK Singh, Sports and Youth Affairs Department Sh Pankaj Nain, Deputy Commissioner, Gurugram Sh Yash Garg and other dignitaries were also present.

Sh. Mool Chand Sharma said this on the occasion of inauguration of Heart Checkup Camp organized by Lakhdatar Trust at Main Bazar today while visiting Ballabhgarh assembly constituency. After this, the Transport Minister reached the Bhoomi Pujan program of Shri Badri Kedar Temple and Dharamshala to be built by the Uttarakhand Bharat Mandal in Sector-3. The organization thanked them for their cooperation in getting the land in Sector-3 named after the temple.

The Transport Minister assured all possible support for the construction of Dharamshala. Apart from this, while congratulating the Uttarakhand society, he said that the construction work of Dharamshala and a grand temple will start soon on the land that Uttarakhand society has got today. He said that in future, he would get the privilege of having darshan of Shri Badri Kedar Maharaj only in Sector-3 of Ballabgarh.

Major Activities undertaken by the State of Haryana to control the spread of COVID-19

• Department of Health fixed the per day upper cap of COVID treatment charges in all private hospitals through order dated 25.06.2020. The rates for isolation beds (Rs. 8, 000 per day for Non- NABH Hospitals, Rs. 10, 000 per day for JCI/ NABH Hospitals), ICU Beds without Ventilators (Rs. 13, 000 per day for Non- NABH Hospitals, Rs. 15, 000 per day for JCI/ NABH Hospitals), ICU Beds with Ventilators (Rs. 15, 000 per day for Non- NABH Hospitals, Rs. 18, 000 per day for JCI/ NABH Hospitals).

• State Government has fixed the Rates/ Charges for different type of COVID 19 testing as below:-

1. CBNAAT testing- 2400/-.

2. True NAT Testing- 1250/-

3. RTPCR Samples collected at private hospitals/ labs and their designated collection centers - 299/-

4. RTPCR Samples collected through home visits - 499/-

• The Government of Haryana has fixed the upper limited of lab test in patients of COVID-19/ post-COVID sequelae, as tabulated below:-

• Haryana Village General Health Checkup Scheme: The scheme was initiated from May 15, 2021 & villages with high

COVID load were taken on priority and Rapid Antigen Testing (RAT) was the main stay of screening. Till date, total

1,73,79,228 were screened and 1,10,928 cases of ILI were detected and 5,164 positive cases were diagnosed, isolated and treated to prevent the spread of disease. The villages with positivity more than 5% were re-screened. Out of 13,22,058 people re-screened, 90 positive cases were detected and treated to effectively curtail the spread.

• Total 783 number of Plasma Units collected from COVID 19 recovered patients till date and 712 COVID 19 Patients given

Plasma Therapy treatment till date.

• Control Room –cum- Helpline of 30 lines has been made operational at Panchkula. Services of tele-medicines are being provided through helpline. The helpline nos. are 8558893911, 1075 and 108 (Ambulance Services) available for 24 X 7.

• The State Government notified ‘The Haryana Government Epidemic, COVID-19 Regulations, 2020’ under the Epidemic

Disease Act 1897 on 11th March 2020.
