Haryana Government Announces Major Initiative to Promote Horticulture

Farmers to Receive Substantial Subsidies for Cultivation of Horticultural Crops

Chandigarh, September 28- With a view to promoting horticulture in the state and increasing farmers’ income, the Haryana Government has implemented the ‘Subsidy Provision for Cultivation of Horticultural Crops’ scheme.

Providing details of the scheme, a spokesperson of the Department of Horticulture, Haryana, said that the state government is providing substantial subsidies to farmers for the cultivation of fruits, vegetables, flowers, spices and aromatic plants. The scheme also specifies the application and subsidy limits. Farmers can avail the benefit for establishing new fruit orchards and cultivating spices on a maximum area of 5 acres. For vegetable cultivation, farmers belonging to the general category can avail the benefit for up to 5 acres, while farmers belonging to the Scheduled Caste category can avail it for up to 1 acre. In the case of flower and aromatic plant cultivation, the benefit is available for an area of up to 5 acres.

Giving details of the subsidy amounts, the spokesperson said that farmers will receive subsidies ranging from Rs.24,500 to Rs.1,40,000 per acre for establishing new orchards. For vegetable cultivation, a subsidy of Rs.15,000 per acre will be provided to farmers of the general category and Rs.25,500 per acre to farmers belonging to the Scheduled Caste category. This subsidy will be admissible only on adoption of integrated models involving practices such as mulching, low tunnels, drip irrigation or bamboo staking.

Similarly, a subsidy ranging from Rs. 15,000 to Rs. 30,000 per acre has been provided for spice cultivation, Rs. 8,000 to Rs. 40,000 per acre for flower cultivation, and Rs. 8,000 per acre for aromatic plant cultivation. To ensure transparency, the entire subsidy amount will be transferred directly to the bank accounts of the beneficiary farmers.

The spokesperson further said that registration on the ‘Meri Fasal-Mera Byora’ portal and Hortnet is mandatory for availing the benefits of the scheme. Applicants must also provide their personal details, Parivar Pehchan Patra (PPP), complete bank account details (account number, bank name, branch, and IFSC code), and, where applicable, a Scheduled Caste certificate.

The spokesperson appealed to all interested farmers across the state to make maximum use of the scheme. Krishan Kumar Bedi and Haryana Vidhan Sabha Deputy Speaker Dr Krishan Lal Middha on late Sunday evening participated in a drug de-addiction awareness rally and programme at the Police Lines in Jind to spread the message of a drug-free India and sensitise youth about the harmful effects of drugs. The programme was organised by the Police Department in collaboration with the District Administration.

Speaking on the occasion, Sh. Krishan Kumar Bedi said that the fight against drugs must go beyond slogans and become a comprehensive public awareness movement with the active participation of every section of society. He said the campaign was not only about protecting the present generation, but also about ensuring a safe, healthy and bright future for generations to come. He said society also faces serious challenges such as pollution, lack of cleanliness and adulteration, which require both administrative action and public cooperation.

The Cabinet Minister said that under the leadership of Chief Minister Sh. Nayab Singh Saini, the state government stands firmly with the police and administration in the fight against drugs. He called upon all sections of society to make the campaign a mass movement and help guide youth towards a healthy, positive and constructive path.

Earlier, addressing the gathering, Dr Krishan Lal Middha said that drug abuse affects not only an individual’s health, but also their dreams, family happiness and the potential of young people. He said the message of ‘Enmity with Drugs, Love for Education’ must reach every family and every young person.

He said the government was spreading awareness through cycle rallies, marathons, awareness rallies and other activities, but collective participation was essential to make these efforts more effective. Learning from the experience of neighbouring states, Haryana must focus on timely awareness, prevention and effective action against drugs, he added.

Dr Krishan Middha appealed to social and religious organisations, educationists, sportspersons and prominent citizens to visit schools and educational institutions and sensitise youth about the harmful effects of drugs. He said young people have a crucial role in achieving the goal of a developed India by 2047, and that healthy, educated, disciplined and drug-free youth can become the strong foundation of the country’s and the state’s development.

Major Decision by Haryana Government for Holistic Development of Students; Extracurricular Activities to Be Included in Undergraduate and Postgraduate Courses

Chandigarh, September 28- Haryana Education Minister Sh. Mahipal Dhanda on Monday said that, in accordance with the directions of Chief Minister Sh. Nayab Singh Saini, the state is taking steps to make the implementation of the National Education Policy (NEP) 2020 more effective and practical. As part of this initiative, NCC, NSS, sports and yoga, cultural activities, Youth Red Cross, incubation and outreach activities have been formally incorporated into the undergraduate (UG) and postgraduate (PG) academic framework to promote the holistic (360-degree) development of students in higher educational institutions across the state.

The Education Minister said that these orders will apply uniformly to the principals and management of all state universities, government, government-aided, self-financed and private colleges under the Department of Higher Education in the state.

He said that this revolutionary step will not only promote the mental and intellectual development of the youth of Haryana, but will also further strengthen in them the spirit of service to the nation, discipline and leadership.

*Focus on Holistic Personality Development of Students*

Sh. Mahipal Dhanda said that along with conventional book-based knowledge, practical, social and physical skills are extremely important for today’s youth. The core objective of NEP is not merely to make students degree holders, but to develop them into responsible, disciplined and multifaceted citizens. Until now, students participating in activities such as sports, yoga, NSS or NCC did not receive additional academic benefits. Under the new system, these activities will now be linked with their curriculum and credit system.

*Guidelines Issued for Successful Implementation of the Initiative*

The Cabinet Minister said that the Department of Higher Education has issued detailed guidelines for the successful implementation of the initiative. Heads of all universities and colleges have been directed to ensure necessary action in their respective institutions in accordance with the enclosed guidelines. The decision has been issued after obtaining the formal approval of the competent authority.

Extracurricular activities have been made a part of the undergraduate and postgraduate degree framework. This system will be effective in all government, aided and private educational institutions across the state. Incubation and outreach activities will also be encouraged to promote innovation and entrepreneurship among students.

Chandigarh, September 28- Haryana Chief Minister Sh. Nayab Singh Saini said that if there is any unnecessary delay at the level of a government department in making payments due from the state government, the concerned companies, firms and contractors will be paid the amount along with interest for the delayed period.

The Chief Minister directed the Finance Department to formulate an appropriate scheme in this regard. He said that the government engages companies, firms and contractors for services and execution of works under various development projects. Therefore, it is the responsibility of the departments to ensure timely payment of the amount due as per the prescribed procedure. If there is any unnecessary delay in the payment process at the departmental level, the resulting financial burden should not fall on the concerned firm or contractor.

The Chief Minister issued these directions on Monday while reviewing the ‘Good Practices’ being adopted by various departments at the Haryana Civil Secretariat. He said that Haryana must develop systems benchmarked not only against the standards prevailing in India but also against those of developed countries, and create world-class infrastructure so that the state can emerge as a developed state ahead of other states.

The Chief Minister said that firms and contractors working for various departments often complain of delays in payment of bills. Such delays not only affect the quality of development projects but also lead to delays in their completion. He directed that a scheme be prepared clearly defining the procedure, responsibility and provisions for payment of interest in cases of delayed payments. At the same time, it should be ensured that payment-related matters are disposed of within the stipulated timeframe at the departmental level and that unnecessary delays do not occur.

The Chief Minister further directed that if a payment is delayed due to unnecessary delay at the level of any officer or employee, the interest amount should be recovered from the responsible officer or employee. He directed that the proposed scheme should include provisions to this effect as well.

*Government Losses Due to Misuse to Be Recovered from Officer’s Salary*

The Chief Minister said that it is also essential to prevent the misuse of digital signatures and dongles in the payment process. He said that if a dongle is misused, the officer to whom it was issued will be held responsible, and the loss caused to the government will also be recovered from the officer’s salary.

Sh. Nayab Singh Saini also said that software should be developed to ensure transparent implementation of the Ayushman scheme in the state, which can deter hospitals attempting to avail benefits through improper means.

*Salary to Be Credited Directly to Employees’ Accounts Instead of Contractors*

The Chief Minister said that the salaries of all categories of employees in the state, including those working through agencies, should be credited directly to the employees’ bank accounts instead of being paid to contractors. This would help curb irregularities by contractors.

He said that the government endeavours to provide relief to the aggrieved and poor, and exploitation of poor people will be dealt with strictly.

*‘Arjun Council’ to Serve as Integrated Platform for Major Projects*

Giving details of the good practices adopted by the Finance and Planning Department, Additional Chief Secretary of the department, Sh. Arun Gupta said that Haryana is the only state in the country where the SPV-Arjun (Special Purpose Vehicle–AI for Resilient Jobs, Urban Air Quality and Next-Gen Skills) Council was constituted a year ago. Through the council, the budgets and works of all nine major departments are monitored and independently verified.

He said that through the SPV-Arjun Council, development works worth Rs 4,000 crore have been made completely outcome-based. Funds are released only after the prescribed outcomes have been independently verified. The Chief Minister directed that one expert be appointed in each of the concerned departments to ensure effective implementation of the council’s work.

*Concept Envisaged for Chief Ministers’ Clean Air Forum*

During the meeting, the concept of establishing a ‘Chief Ministers’ Clean Air Forum’ was also presented to enhance cooperation among states for clean air in the Indo-Gangetic-Brahmaputra plains. Under the concept, Haryana, Punjab, Delhi, Uttar Pradesh and Bihar would be considered as a common airshed and a collective strategy would be adopted.

It was further shared that measures taken by any one state alone would not be sufficient to control pollution, as pollution can cross state boundaries and affect other regions.

*Haryana Leads in E-Stamping*

Commissioner and Secretary, Treasuries and Accounts Department, Sh. C.G. Rajini Kaanthan said that Haryana is the first state in the country to introduce e-stamping on its own. Verification mechanisms and security standards have been put in place to protect citizens from fraud. During 2025-26, a total of 62,39,868 e-stamp certificates were issued, involving a total amount of approximately Rs 13,64,965 lakh.

He said that digital processing of all types of bills through e-vouchers has been introduced in the state. The salary process has been made 100 per cent digital, with physical salary bills and manual paperwork completely eliminated. Similarly, a centralised e-billing platform is being used by all departments of the Haryana Government for various types of payments.

Salary bills are prepared, verified and approved online. Approval through Digital Signature Certificates ensures security and authenticity of the process, while payments are made directly from the treasury system through e-Kuber.

*‘SNA-SPARSH’ Enables Paperless Salary Process*

Sh. C.G. Rajini Kaanthan said that SNA-SPARSH (Timely System Integrated Swift Transfer) has been implemented in Haryana for all Centrally Sponsored Schemes. Digital Signature Certificates have been made mandatory for around 16,000 implementing agencies, and a paperless salary process was started in May 2026.

Under this system, the entire process—from preparation and submission of salary bills to salary calculation, deductions, Digital Signature Certificate-based approval, electronic verification, treasury processing and generation of e-vouchers—has been made digital.

Principal Secretary to Chief Minister Sh. Arun Gupta, Additional Chief Secretaries Sh. A.K. Singh, Sh. Vijayendra Kumar, Commissioner and Secretary Dr Amit Agrawal, Special Secretary, Monitoring and Coordination, Dr Priyanka Soni, and other senior officers from various departments were also present at the meeting.

*Revenue and Disaster Management Minister Vipul Goel Hears 19 Complaints at District Public Relations and Grievances Committee Meeting*

Chandigarh, September 28- Haryana Revenue and Disaster Management Minister Sh. Vipul Goel said that the primary objective of the District Public Relations and Grievances Committee meeting is to ensure the prompt and effective resolution of public grievances. He directed officers to ensure the time-bound and quality disposal of complaints received during committee meetings and stressed that there should be no negligence at any level.

Chairing the monthly meeting of the committee held in Nuh on Monday, Sh. Vipul Goel heard a total of 19 complaints, including three old and 16 new cases. Of these, 12 complaints were resolved on the spot, while seven were kept pending until the next meeting with directions for necessary action and submission of progress reports.

On a complaint by Rajni, a resident of Ward No. 8, Tauru, the Minister directed the SIT to re-investigate the matter and show the complainant the investigation report and available evidence. The case was kept pending until the next meeting.

On a complaint by Advocate Khurshid, a resident of Akera village, regarding stagnant wastewater in front of his house and plot, a committee comprising the Executive Engineer, PWD; Executive Engineer, Panchayati Raj; and committee member Manish was constituted. The committee was directed to investigate the matter and submit its report.

The Revenue and Disaster Management Minister also heard other disputes and issued appropriate directions to the concerned officers.

Chandigarh, September 28- Haryana Minister of State for Food, Civil Supplies and Consumer Affairs Sh. Rajesh Nagar said that the key road connecting Palla-Sehatpur with Basantpur in Faridabad district's Tigaon Assembly constituency will be four-laned at an estimated cost of around Rs 35 crore. The road, spanning more than 4.6 kilometres, will improve traffic movement and provide greater convenience to commuters.

Sh. Rajesh Nagar said continuous efforts are being made to strengthen connectivity and accelerate development in the area. He said the demand for widening the Palla-Sehatpur-Basantpur Road into a four-lane road has been a longstanding requirement of the area. The proposed road will also have bus stops and other necessary facilities for daily commuters.

He said the four-laning of the road will help ease traffic pressure, facilitate smoother movement and give further impetus to development in the area. Connectivity with nearby areas, including Sectors 35 and 37, Ashoka Enclave, Sarai Khwaja, Molarband, Etmadpur, IP Colony, Badarpur and Agwanpur Dairy, will also be strengthened.

Sh. Rajesh Nagar expressed gratitude to Chief Minister Sh. Nayab Singh Saini for approving and advancing this important project. He said development works across the state are being expedited under the Chief Minister's leadership, with projects in the Tigaon Assembly constituency also being taken up on priority according to the needs of the people.

Anganwadi workers and helpers are actively participating in these programmes to sensitise children, women and the general public about balanced nutrition, healthy eating habits and prevention of anaemia.

Sharing more details in this regard, an official spokesperson said that people are being informed about the importance of a healthy and nutritious diet through various awareness activities. Experts and Anganwadi workers are also educating participants about the causes, symptoms and preventive measures related to anaemia and encouraging them to include iron-rich foods in their regular diet.

Special emphasis is being laid on the consumption of nutritious and iron-rich foods such as green leafy vegetables, pulses, gram, soybean, jaggery and sesame.

The spokesperson said information is also being provided on the nutritional importance of food items supplied through Anganwadi centres, including murmura, soybean, porridge, churma, milk and protein milk bars. Parents are being made aware of the importance of regular consumption of these nutritious foods, particularly for improving the nutritional status of underweight children and supporting their physical development.

Chandigarh, September 28: Haryana Chief Minister Sh. Nayab Singh Saini has laid special emphasis on adopting work practices and innovations across various departments that can improve the quality, transparency and accountability of government services and deliver better outcomes. As part of this initiative, the Higher Education Department, Technical Education Department and Public Works Department made presentations before the Chief Minister on their best practices and achievements on Monday. The presentations focused particularly on institutional excellence, research and innovation, effective use of digital technology, citizen participation and performance-based incentives.

*‘Model Sanskriti Colleges’ being developed*

Additional Chief Secretary, Higher Education Department, Sh. A.K. Singh said that the Higher Education Department is developing one college in every district as a ‘Model Sanskriti College’ to transform government colleges into institutions of excellence. Under this initiative, 23 government colleges have been identified across the state, with the target of bringing them to the level of institutional excellence by 2029. These colleges will promote student-centric education, curricula aligned with the National Education Policy-2020, digital and blended learning, collaboration with industries, internships, apprenticeships, expert lectures, virtual labs, e-resources, incubation centres, and collaboration with national and international institutions.

*State Research Fund established for research and innovation*

He said that the Haryana State Research Fund has been established to promote research and innovation in the state. Haryana is the first state in the country to establish such a fund, which has also been appreciated by NITI Aayog. Under the fund, financial assistance has been provided for institutions engaged in research activities. An allocation of Rs. 20 crore has been made for the fund for 2025-26. Last year, more than 350 applications were received from higher education institutions seeking assistance, out of which 90 projects were approved.

The key areas of research include agriculture and rural development, industrial innovation and entrepreneurship, science and technology, edtech, AYUSH, yoga, climate and water conservation, skills and employment, and inclusion. In addition, a separate fund of Rs. 20 crore has been provided for higher education quality and research excellence. To encourage students to obtain patents, provision has also been made for 100 per cent reimbursement of registration fees up to Rs. 50,000 per patent.

*Uniform induction training for new teachers*

He said that a Teachers Induction Programme has been launched for newly appointed Assistant Professors in government colleges. A five-day training model has been prepared for around 2,000 new Assistant Professors. The programme covers professional ethics, mentoring, holistic student development, National Education Policy-2020, Indian knowledge traditions, governance, industry linkages, research, innovation and inclusive information and communication technology.

The Chief Minister directed that teacher training is very important from the perspective of ensuring quality education. He directed that at least four centres for teacher training should be established in the state and that every teacher should undergo training after appointment and before starting teaching duties.

*Performance-based ranking in government polytechnics*

Sh. A.K. Singh said that the Technical Education Department has introduced a performance-based ranking system among government polytechnic institutions to promote healthy competition. Under the system, awards are given to encourage institutions that perform better.

According to the presentation, Chaudhary Devi Lal Government Polytechnic, Nathusari Chopta (Sirsa), which secured the first position, has been awarded Rs. 50 lakh, while Government Polytechnic, Lisana (Rewari), which secured the second position, has been awarded Rs. 25 lakh. Government Women Polytechnic, Sirsa, which secured the third position, has been awarded Rs. 10 lakh. He said that diploma programmes accredited by the National Board of Accreditation (NBA) are also being promoted to improve the quality of technical education.

*‘Mhari Sadak’ brings digital transparency to road management*

Additional Chief Secretary, Public Works Department, Sh. A.K. Singh said that the ‘Mhari Sadak’ mobile app, launched a year ago for speedy and transparent resolution of road-related complaints in the state, is an important digital initiative. Through the app, citizens can register complaints regarding damaged roads, potholes or road maintenance issues along with photographs and geo-location, and can track the progress of their complaints in real time. The complaint is automatically forwarded to the officials of the department responsible for the road, and geo-photographic evidence is also uploaded after completion of the work.

He said that digitisation and geo-fencing of 63,389 kilometres of road length has been completed so far. Complaints received through the app are undertaken by the concerned department and officer within 48 hours, and the issue is required to be resolved within the next 10 days. The system also provides for tracking of the Defect Liability Period (DLP) and monitoring the performance of contractors.

He said that the ‘Mhari Sadak’ system digitally tracks the entire process, from registration of a complaint by a citizen and its forwarding to the department, to inspection by the engineer and closure of the complaint after completion of the work. This promotes citizen participation and accountability in the road maintenance system.

*Directions to repair damaged roads on priority*

The Chief Minister directed that damaged roads should be repaired on priority and that patching work should be carried out expeditiously. He also directed that patching machines should be procured in districts as per requirement to ensure speedy completion of patching work.

He said that maintaining proper road connectivity is among the government’s priorities, as damaged roads not only cause inconvenience to the public but also hamper the pace of development, trade and industry.

*Haryana moving towards outcome-based governance"

The Chief Minister said that through new initiatives undertaken by various departments, emphasis is being laid on measurable outcomes, digital monitoring, accountability and institutional reforms by using technology and innovation according to the requirements of different sectors. The initiatives to enhance the capacity of institutions and teachers in higher education, directly connect citizens with the system in the road sector, and encourage institutional performance in technical education are aimed at making the government system more outcome-oriented.

These initiatives will give fresh momentum to the development of the state and make the lives of citizens more convenient and easier.

*Technology and Innovation Giving New Momentum to Public Service, from Farmers to Rural Youth*

Chandigarh, September 28- Haryana Chief Minister Sh. Nayab Singh Saini has directed officers to ensure that the benefits of government schemes reach eligible beneficiaries with complete transparency and that the effectiveness of these schemes is ensured at the grassroots level. He said that the objective of the best practices adopted by departments should not merely be to increase figures, but to deliver tangible benefits to farmers, rural communities, women, youth and the general public.

The Chief Minister was chairing a review meeting of key departments of the state government in Chandigarh on Monday. During the meeting, works being undertaken and technological improvements being introduced by the Departments of Agriculture and Farmers Welfare, Horticulture, Haryana State Agricultural Marketing Board, Development and Panchayats, Irrigation and Water Resources, and Cooperation were also reviewed in detail.

*Ensure Farmers Receive Full Benefits, from Fertiliser Distribution to Bhavantar Bharpai*

The Agriculture and Farmers’ Welfare Department apprised the Chief Minister of its initiative to link the Integrated Fertiliser Management System (IFMS) with the Meri Fasal Mera Byora (MFMB) portal. Under this system, fertilisers are being supplied through POS machines only to verified and registered farmers. The system has helped curb black marketing and industrial misuse of urea and DAP. Under this arrangement, savings of Rs 820 crore in subsidy were recorded between October 8, 2025 and September 14, 2026.

The Chief Minister directed that, to make the system more effective, agricultural scientists should not remain confined to offices but regularly visit fields, interact with farmers and undertake scientific research into the causes and solutions of pest and disease outbreaks in crops, particularly the emergence of caterpillars. He said that pests and diseases affecting crops should be identified in time and farmers provided with the necessary information and solutions. He also directed that effective use of this system be ensured across large agricultural areas. To alert farmers in time about pest-related problems in crops, the Chief Minister directed officials to develop an e-Pest Surveillance System.

The Chief Minister also directed the establishment of a dedicated research centre to promote research on new technologies and new crop varieties in agriculture. He said the centre should undertake research for developing new and improved varieties of sugarcane and other agricultural crops and for enhancing production and quality. Agricultural research should be linked with the actual needs of farmers so that they can directly benefit from it.

During the review of the Mukhyamantri Kisan Evam Khetihar Mazdoor Jeevan Suraksha Yojana, operated by the Haryana State Agricultural Marketing Board (HSAMB), the Chief Minister directed that the insurance agency through which farmers are being insured must ensure that every eligible farmer receives the full insurance benefit due and that actual losses are compensated. He also directed effective monitoring of the scheme.

Reviewing the Horticulture Department’s Bhavantar Bharpai Yojana (BBY), the Chief Minister directed officers to ensure that farmers receive full payment according to their eligibility under the scheme. He said effective verification should be carried out of the actual production of crops covered under the Bhavantar scheme, their sale and sales made in mandis. For this purpose, the crop mapping and verification methodology should be further strengthened so that it can be clearly established whether the crop for which the Bhavantar benefit is being provided was actually produced and whether it was sold in a mandi. He directed that the verification process be made simple and effective. He also directed that natural farming be promoted.

*Focus on Healthy and Self-Reliant Villages, from Atal Libraries to Rural Youth*

In the meeting review was also done regarding the Atal Library initiative launched by the Development and Panchayats Department to provide better study facilities to students and youth in rural areas. In the first phase, 996 Atal Libraries have already been established, while 1,000 new Atal Libraries are being established in the second phase with a budget of Rs 86.6 crore.

The Chief Minister directed that the possibilities of installing solar panels on Atal Library buildings and Gram Sachivalayas be implemented on priority. He said that out of the 1,000 new libraries being established in the second phase, 500 libraries should be inaugurated on December 25, 2026, on the occasion of Good Governance Day. He also made it clear that no fee should be charged from children at these libraries so that the maximum number of children in rural areas can benefit from these facilities.

Reviewing the Dairy Scheme on Shamlat Deh land aimed at linking women of Self-Help Groups with self-employment and dairy farming, the Chief Minister said that the maximum number of women from Self-Help Groups should be connected with dairy activities. This would provide women with self-employment and help increase milk production in villages while ensuring availability of quality milk. He directed that sheds covered under the VB-G RAM G scheme should also be constructed and provided to Self-Help Groups (SHGs) interested in undertaking dairy activities. Under the scheme, land is being made available on lease for five years at a minimum rate. The rate has been fixed at Rs 1,000 per 100 square yards per year, and 1,005 applications have been received so far.

To promote fitness and a healthy lifestyle among rural youth, rural indoor gyms are being established. 468 indoor gyms have been established so far, while orders have been issued for setting up another 234 indoor gyms.

The Chief Minister directed that sports and fitness activities be organised at places where indoor gyms have been established, involving women, elderly persons and youth, to promote a healthy lifestyle in rural areas.

*Directions to Further Strengthen Water Conservation, Quality Milk and Technical Services*

During the review of the Irrigation and Water Resources Department, the Chief Minister directed officers to ensure adequate and timely water supply to farmers’ fields and that full water reaches the tail ends of canals. He said that all necessary efforts being undertaken by the department for saving water should be implemented effectively and water conservation techniques, including micro-irrigation, should be promoted.

Reviewing the schemes of the Haryana Dairy Development Cooperative Federation (HDDCF), the Chief Minister directed that greater emphasis be laid on empowering women engaged in milk production. He said that along with increasing milk production, special attention should also be paid to milk quality. The assistance of the Food and Drug Department should be taken for regular testing of milk quality and adulteration, and wherever milk testing facilities are available, they should be made effective. He also directed that measures be taken to prevent milk adulteration and ensure regular testing of the quality of cattle feed.

The Chief Minister directed officers to explore the possibility of providing Rs 10 per litre subsidy to gaushalas under the Mukhyamantri Dugdh Utpadak Protsahan Yojana. He said that just as assistance and subsidy are being provided to other eligible beneficiaries, appropriate provisions should also be prepared for gaushalas.

Notably, under the Mukhyamantri Dugdh Utpadak Protsahan Yojana, milk producers are being provided an incentive of Rs 5 per litre during the lean season, Rs 3 per litre during winter, and Rs 10 per litre throughout the year to Antyodaya families. He directed that people supplying milk should also be registered and arrangements made to link them with the Personal Accident Insurance Scheme according to their eligibility.

*Technology-Driven Reforms in Cooperative Sector*

The review was also done regarding the functioning of cooperative societies, HAFED, Haryana Sugarfed and HDDCF under the Cooperation Department. Online registration of cooperative societies is being completed within three working days under the Haryana Right to Service Act, 2014. Since 2019, 9,165 societies have been registered online.

The process of share transfer in group housing societies has also been made completely paperless, with 14,022 cases approved online since 2021.

For sugarcane supply to cooperative sugar mills, a mobile app/SMS-based Advance Token System has been implemented. This has reduced the waiting time of farmers at mills from 11 to 15 hours to around 1 to 2 hours. HAFED is operating an integrated system for procurement at MSP, scientific storage, processing and marketing of branded products.

The Chief Minister directed officers to further strengthen technology, transparency and monitoring in departmental schemes and replicate successful best practices in other areas as well, so that the benefits of government schemes reach eligible beneficiaries in a real and effective manner and the system of public service becomes more efficient.

*PWD Minister Directs Chargesheet Against Officials and Employees Responsible for Pending COVID-Era Payment*

*12 of 16 Grievances Disposed of on the Spot at District Grievances Committee Meeting in Rewari*

Chandigarh, September 28: Haryana Public Works and Public Health Engineering Minister Sh. Ranbir Gangwa, while chairing the meeting of the District Grievances Committee in Rewari, disposed of 12 out of 16 grievances on the spot and directed that four grievances be kept pending until further action is completed.

During the hearing of the grievances, Sh. Ranbir Gangwa directed that the officials and employees of the Municipal Council who were responsible for non-payment to a vendor for work carried out during the COVID period be chargesheeted.

While hearing nine pending grievances, the Minister directed the HSVP Estate Officer to allot a plot to complainant Manjeet Kumar as per his choice. He said that the plot should be allotted to the complainant with reference to the proceedings of the meeting. Manjeet Kumar had not been able to get possession of an appropriate plot since 2011.

In a case related to the regularisation of a colony in Sadan Nagar, Kosli, where the map had not been approved, the PWD Minister directed the DTP to get a new map approved so that the roads could be properly measured.

On a complaint by Rohtash, a resident of Bawal, Public Health Engineering Minister Ranbir Gangwa directed the Municipal Secretary to get the pond in Mohalla Bagwala cleaned. On a complaint by Advocate Ravinder Yadav, the Minister directed that the sewerage near Holy Park be cleaned using a jet machine. The Council Engineer informed that a permanent solution to the problem would be ensured within the next two years. The Minister directed that the sewerage be cleaned first so that the problem of contaminated waterlogging could be resolved.

In a case concerning construction of a road raised by Harpal, a resident of Lakhanour village, the Chairman directed the ADC to inspect the site and submit a report. On a complaint by Kartar Singh, a resident of Nangli Godha village, Minister Ranbir Gangwa directed District Grievances Committee members Subhash Yadav and Naresh Kumar to inspect the site along with the BDPO.

In the case of Bhagwan Dass Saini regarding non-payment for work carried out during the COVID period, the PWD Minister directed that the officials and employees responsible at the time, as well as those currently responsible, be chargesheeted.

Chandigarh, September 28- Haryana Agriculture and Farmers’ Welfare, Animal Husbandry, Dairy and Fisheries Minister Sh. Shyam Singh Rana, while chairing the meeting of the District Grievances Committee in Kaithal on Monday, directed strict action against the officials and employees responsible for violating prescribed rules during a raid at the residence of a Kalayat resident. He also directed the Power Department to transfer a farmer's electricity connection and ordered detailed action in a complaint regarding the sale of fake paneer.

During the meeting, the Cabinet Minister heard a total of 12 complaints, of which five were resolved on the spot, while seven were kept pending for the next meeting.

On a complaint by Sucha Singh of Kalayat, the Minister expressed dissatisfaction with the inquiry report submitted by the Power Department and observed that prescribed rules had not been followed during the raid. He directed strict action against the responsible official or employee.

In another complaint regarding the grading of a player, the Minister directed the District Sports Officer to verify the documents submitted by the player from the concerned sports association. If the documents were from Indore, a representative of the Sports Department was directed to visit Indore personally to verify their authenticity. If found genuine, the player's grading should be processed.

In a complaint regarding the laying of a pipeline by the Public Works Department for drainage despite an existing culvert, the Minister constituted a committee headed by the SDM, Kaithal, to conduct a detailed inquiry.

In another complaint, the Cabinet Minister directed that the farmer's tubewell electricity connection be transferred to his field and that the case be forwarded to the department for necessary approval, in accordance with the directions of the District Grievances Committee.

On a complaint regarding the sale of fake paneer at several places in the district, the District Food Safety Officer informed the committee about the action taken. Expressing dissatisfaction, the Minister directed the Deputy Commissioner to ensure strict action in the matter.

*Paddy Procurement to Begin from October 1*

Sh. Shyam Singh Rana said paddy procurement in the state would begin from October 1. He said all basic facilities would be provided to farmers and no farmer would be allowed to face inconvenience.

Regarding the limit fixed on paddy production, he said the government had fixed the limit as per the prescribed rules. In cases where a farmer's production is higher, the production would be verified, and the additional paddy would also be procured.

He appealed to farmers to bring properly dried paddy to the mandis and follow the rules prescribed by the government. He also urged farmers to adopt stubble-management practices, saying that this would help improve soil fertility.

Deputy Commissioner Ms Aparajita, Superintendent of Police Manpreet Singh Sudan and other dignitaries remained present during the meeting.

Chandigarh, September 28: Haryana Chief Minister Sh. Nayab Singh Saini said that special focus will be laid on research in the field of drone manufacturing in Haryana to meet the growing demand for drones in India and abroad and expand their utility across various sectors, with the aim of making Haryana the ‘Drone Capital’. This will benefit startups working in the sector as well as provide employment opportunities to the youth of the state.

The Chief Minister said this on Monday while HSIIDC made a presentation during a review meeting on the ‘Best Practices’ of various departments at the Haryana Civil Secretariat. He issued detailed directions to the officers regarding promotion of startups in the state, providing plug-and-play facilities to industries and equipping the youth of Haryana with technical skills.

Commissioner and Secretary, Industries and Commerce Department, Dr. Amit Kumar Agrawal said that Haryana is among the leading states in the country to adopt the Industrial Model Township (IMT) model, which has given fresh momentum to industrial development in the state. Other states have also adopted Haryana’s IMT model. The IMTs are not being limited to providing land for industries but are being developed as modern and self-sufficient industrial areas.

He said that HSIIDC has developed six major Industrial Model Townships in the state. These include Manesar IMT spread over approximately 4,000 acres, Bawal over 3,300 acres, Rohtak over 3,600 acres, Sohna over 1,500 acres, Faridabad over 1,800 acres and Kharkhoda IMT over more than 3,200 acres. In view of the facilities being provided by the government, global companies are keen to establish their industries here. Keeping in view the growing demand for IMTs, the existing IMTs in the state will be expanded. Under this, expansion of Kharkhoda IMT to approximately 5,800 acres, Kosli to around 5,000 acres, Bawal to around 2,000 acres, Sohna to around 1,500 acres and Faridabad-Palwal IMT to approximately 9,000 acres has been proposed.

He said that 10 new IMTs, including those at Naraingarh, Ambala, Jind, Murthal-Gannaur and Rai, will also be developed in the state. He said that one service centre is proposed to be established in each IMT to facilitate industries, where all services will be provided in a time-bound manner. PM GatiShakti standards are also being followed for the development of IMTs and other development projects.

*Directions to explore opportunities in drone manufacturing*

Chief Minister Sh. Nayab Singh Saini said that there is significant demand for drones not only in the Indian Army and various other sectors but also abroad. The Haryana Government wants to explore all possibilities for the use of drones and promote research in this field. Startups engaged in drone manufacturing, technical education in the sector and technically skilled youth will be encouraged. He issued special directions to the officers to explore the potential in this field.

He said that all IMTs in Haryana should be developed to world-class standards. Their roads, berms, toilets, beautification and green areas should be developed in such a manner that every visitor is impressed by their appearance. A special campaign should be undertaken for the beautification of IMT premises and related works. The Chief Minister also directed the officers to explore possibilities for Zero Liquid Discharge (ZLD) to address polluted water and ensure water availability in the IMTs.

*All essential facilities to be provided in industrial areas*

Commissioner and Secretary Dr. Amit Agrawal said that all IMTs are being equipped with plots for industries along with warehouses, ready-to-use factory buildings, business and convention centres, housing for employees, shopping centres, hospitals, sewage treatment plants, startup and innovation centres, green areas, roads, electricity and water facilities. Attention has also been given to social amenities and facilities related to transportation of goods. Housing facilities for workers and women’s hostels are also being provided. Innovation centres and support systems have been developed to promote startups and new industries.

*IMTs emerging as major investment destinations*

Dr. Agrawal said that Haryana’s IMTs are emerging as attractive destinations for major investors. Projects involving investments of more than Rs. 18,000 crore over approximately 800 acres in Kharkhoda, Rs. 7,000 crore over 178 acres in Sohna, more than Rs. 570 crore over 37 acres in Manesar and more than Rs. 400 crore over approximately 20.80 acres in Bawal are examples of this. A project involving an investment of more than Rs. 200 crore has also been received in Rohtak for manufacturing equipment related to rail transportation.

*All facilities being planned for future IMTs*

Managing Director, HSIIDC, Sh. Vinay Pratap Singh said that while planning IMTs to be developed in the future, facilities such as road and rail connectivity, freight movement, access to ports and freight centres, airport connectivity, electricity, water, gas, internet, housing, healthcare and education are being taken into consideration.

He said that land availability, Geographic Information System (GIS)-based planning, environmental clearances, scope for future expansion, skill development centres, common facility centres, research and development centres, warehousing and cold storage, green energy, energy conservation and environment-friendly transportation are also being incorporated into the plans.

*Rs. 500 crore enabling fund created for facilities*

He said that an enabling fund has been created with an initial amount of Rs. 500 crore to improve facilities in existing industrial areas. Plans are also underway in Faridabad, Gurugram, Manesar and Rewari to establish a shared industrial secretariat by bringing together the concerned departments, an advance decision portal for investors’ queries, Matri Shakti childcare centres in industrial areas, common facility centres for small and medium enterprises, and hostels and single-room accommodation for workers.

Officials said that various investors have highly appreciated the initiative of establishing IMTs in Haryana. Takahashi, Asia Regional Head of Fujikura Kasei Coatings, described the support extended by HSIIDC officials during the company’s investment in Haryana as useful. Walmart India President and Chief Executive Officer Krish Iyer appreciated the efforts to simplify the process of starting a business through the single-window system. Ajit Kumar, Chief Operating Officer of the Grasim Paints division of the Aditya Birla Group, also appreciated the support extended by HSIIDC in the process of land acquisition and obtaining various approvals.

Chandigarh, September 28: Haryana Chief Minister Sh. Nayab Singh Saini has laid special emphasis on adopting work practices and innovations across various departments that can improve the quality, transparency and accountability of government services and deliver better outcomes. As part of this initiative, the Higher Education Department, Technical Education Department and Public Works Department made presentations before the Chief Minister on their best practices and achievements on Monday. The presentations focused particularly on institutional excellence, research and innovation, effective use of digital technology, citizen participation and performance-based incentives.

*‘Model Sanskriti Colleges’ being developed*

Additional Chief Secretary, Higher Education Department, Sh. A.K. Singh said that the Higher Education Department is developing one college in every district as a ‘Model Sanskriti College’ to transform government colleges into institutions of excellence. Under this initiative, 23 government colleges have been identified across the state, with the target of bringing them to the level of institutional excellence by 2029. These colleges will promote student-centric education, curricula aligned with the National Education Policy-2020, digital and blended learning, collaboration with industries, internships, apprenticeships, expert lectures, virtual labs, e-resources, incubation centres, and collaboration with national and international institutions.

*State Research Fund established for research and innovation*

He said that the Haryana State Research Fund has been established to promote research and innovation in the state. Haryana is the first state in the country to establish such a fund, which has also been appreciated by NITI Aayog. Under the fund, financial assistance has been provided for institutions engaged in research activities. An allocation of Rs. 20 crore has been made for the fund for 2025-26. Last year, more than 350 applications were received from higher education institutions seeking assistance, out of which 90 projects were approved.

The key areas of research include agriculture and rural development, industrial innovation and entrepreneurship, science and technology, edtech, AYUSH, yoga, climate and water conservation, skills and employment, and inclusion. In addition, a separate fund of Rs. 20 crore has been provided for higher education quality and research excellence. To encourage students to obtain patents, provision has also been made for 100 per cent reimbursement of registration fees up to Rs. 50,000 per patent.

*Uniform induction training for new teachers*

He said that a Teachers Induction Programme has been launched for newly appointed Assistant Professors in government colleges. A five-day training model has been prepared for around 2,000 new Assistant Professors. The programme covers professional ethics, mentoring, holistic student development, National Education Policy-2020, Indian knowledge traditions, governance, industry linkages, research, innovation and inclusive information and communication technology.

The Chief Minister directed that teacher training is very important from the perspective of ensuring quality education. He directed that at least four centres for teacher training should be established in the state and that every teacher should undergo training after appointment and before starting teaching duties.

*Performance-based ranking in government polytechnics*

Sh. A.K. Singh said that the Technical Education Department has introduced a performance-based ranking system among government polytechnic institutions to promote healthy competition. Under the system, awards are given to encourage institutions that perform better.

According to the presentation, Chaudhary Devi Lal Government Polytechnic, Nathusari Chopta (Sirsa), which secured the first position, has been awarded Rs. 50 lakh, while Government Polytechnic, Lisana (Rewari), which secured the second position, has been awarded Rs. 25 lakh. Government Women Polytechnic, Sirsa, which secured the third position, has been awarded Rs. 10 lakh. He said that diploma programmes accredited by the National Board of Accreditation (NBA) are also being promoted to improve the quality of technical education.

*‘Mhari Sadak’ brings digital transparency to road management*

Additional Chief Secretary, Public Works Department, Sh. A.K. Singh said that the ‘Mhari Sadak’ mobile app, launched a year ago for speedy and transparent resolution of road-related complaints in the state, is an important digital initiative. Through the app, citizens can register complaints regarding damaged roads, potholes or road maintenance issues along with photographs and geo-location, and can track the progress of their complaints in real time. The complaint is automatically forwarded to the officials of the department responsible for the road, and geo-photographic evidence is also uploaded after completion of the work.

He said that digitisation and geo-fencing of 63,389 kilometres of road length has been completed so far. Complaints received through the app are undertaken by the concerned department and officer within 48 hours, and the issue is required to be resolved within the next 10 days. The system also provides for tracking of the Defect Liability Period (DLP) and monitoring the performance of contractors.

He said that the ‘Mhari Sadak’ system digitally tracks the entire process, from registration of a complaint by a citizen and its forwarding to the department, to inspection by the engineer and closure of the complaint after completion of the work. This promotes citizen participation and accountability in the road maintenance system.

*Directions to repair damaged roads on priority*

The Chief Minister directed that damaged roads should be repaired on priority and that patching work should be carried out expeditiously. He also directed that patching machines should be procured in districts as per requirement to ensure speedy completion of patching work.

He said that maintaining proper road connectivity is among the government’s priorities, as damaged roads not only cause inconvenience to the public but also hamper the pace of development, trade and industry.

*Haryana moving towards outcome-based governance"

The Chief Minister said that through new initiatives undertaken by various departments, emphasis is being laid on measurable outcomes, digital monitoring, accountability and institutional reforms by using technology and innovation according to the requirements of different sectors. The initiatives to enhance the capacity of institutions and teachers in higher education, directly connect citizens with the system in the road sector, and encourage institutional performance in technical education are aimed at making the government system more outcome-oriented.

These initiatives will give fresh momentum to the development of the state and make the lives of citizens more convenient and easier.
