Chandigarh, Sept 9 – Haryana Chief Minister, Sh Nayab Singh Saini, while reviewing the preparations at Shri Mata Mansa Devi Complex, Panchkula ahead of Ashwin Navratri, directed the officials concerned to construct three large air-conditioned Bhandara halls for the convenience of devotees. Each hall should have the capacity to seat at least 1,500 devotees at a time, where they can partake of prasad. He further instructed that a modern kitchen should also be established and special emphasis be laid on maintaining cleanliness.

The Chief Minister, who also serves as the Chairman of the Shri Mata Mansa Devi Shrine Board, was presiding over the 22nd meeting of the Board here today. Urban Local Bodies Minister, Sh. Vipul Goyal, Kalka MLA, Smt. Shakti Rani Sharma, along with other members of the Board were also present.

Sh Nayab Singh Saini said that until the construction of the Bhandara halls is completed, temporary hangars should be set up as an alternative arrangement for the upcoming Navratri, ensuring large-scale arrangements for Bhandara.

Start bus service connecting Panchkula’s Religious sites to promote pilgrimage

The Chief Minister directed that, to promote pilgrimage, a plan be prepared for starting a bus service connecting prominent religious sites such as Shri Mata Mansa Devi Temple, Chandi Mata Temple, Kali Mata Temple, Morni, Bada Trilokpur and Nada Sahib Gurudwara. This initiative will provide devotees with the opportunity to conveniently visit various sacred places in Panchkula district. While reviewing the construction of the lotus-shaped building at Kali Mata Temple, Kalka, he said that the work should be completed within the stipulated time.

While reviewing the booths constructed by HSVP in the Shri Mata Mansa Devi Temple complex, Sh Nayab Singh Saini directed officials to conduct a survey of unused and dilapidated booths and explore the possibility of removing them. He added that, keeping in view the master plan of the temple, this space should be utilized by HSVP for commercial activities in line with policy guidelines.

It was also decided in the meeting that, under the renovation and master plan of the Shri Mata Mansa Devi Shrine site, the temple premises should be further beautified and any encroachments removed. Apart from this, directions were also given to conserve and enhance the murals within the temple complex and to beautify Hanuman Vatika.

Lay special emphasis on cleanliness in Temple premises

The Chief Minister said that cleanliness must be given top priority at all religious places. He said that during Navratri, when a large number of devotees visit temples, complete cleanliness should be ensured through special arrangements so that devotees experience a clean and holy environment.

He further directed that during the Sewa Pakhwada being observed from September 17 to October 2, the cleanliness drive should be carried out more effectively in Mata Mansa Devi temple premises as well as other religious places. During this period, the administration, local bodies and voluntary organizations should jointly undertake large-scale cleaning activities.

CM takes strict note of delays in projects, orders detailed review at the level of Administrative Secretaries

Chandigarh, September 9 – Haryana Chief Minister Sh. Nayab Singh Saini has taken serious note of delays in the completion of several projects in the state and has directed the concerned administrative secretaries to conduct a comprehensive review of all such projects.

Chief Secretary Sh. Anurag Rastogi, who also holds the charge of the Finance Department, has written a letter in this regard to all administrative secretaries, heads of departments, managing directors of boards and corporations, divisional commissioners, and deputy commissioners.

The Chief Secretary has instructed them to carry out a comprehensive review of their respective departments’ or institutions’ “ongoing projects and arbitration cases.” Departments have also been asked to submit details of incomplete or pending projects in a prescribed format, clearly indicating “financial implications, reasons for delay, accountability, and measures for early completion.” Special focus has been directed towards “pending budget announcements” and other important projects.

In another letter, the departments have been asked to submit details of “all pending arbitration cases related to construction works.” This will include the project description, name of the contractor or agency, financial liability, arbitration decisions made in the past three years, and their financial impact on the state. Each department will also need to attach a “brief note” approved by the administrative secretary, highlighting the seriousness of the issue, possible lapses, key concerns, and a “clear action plan” for the future.

For this purpose, a committee under the Engineer-in-Chief has also been formed, which will review these matters and provide suitable recommendations to prevent unnecessary delays and financial liabilities for the state.

Indigenous fairs to be organized for farmers in state: Agriculture Minister

Chandigarh, September 9 – Haryana Agriculture, Fisheries and Animal Husbandry Minister Sh. Shyam Singh Rana today announced the promotion of indigenous fairs in the state. In these fairs, the Agriculture Department will provide farmers with information on organic farming and new technologies. Along with this, all departments will be involved to encourage indigenous products, which will play an important role in strengthening the country’s economy.

Speaking to the media, he said that from September 17 to October 2, 2025, a Sewa Pakwada (Service Fortnight) will be observed under the leadership of Chief Minister Sh. Nayab Singh Saini. During this period, all MLAs and ministers will meet farmers to discuss preparations for Rabi crops and address their issues.

Sh. Rana assured the farmers that the Haryana Government stands firmly with them and is committed to resolving all their problems. He said that the government is fully dedicated to farmers’ welfare, and under the leadership of Sh. Nayab Singh Saini, all steps are being taken to provide relief to farmers affected by waterlogging caused by rains.

He urged farmers to upload details of their crop losses on the Haryana Kshatipurti Portal by September 15, 2025, so that compensation can be provided quickly after verification.

While responding to media queries, he informed that the Chief Minister has directed all concerned Deputy Commissioners to provide every possible help to farmers in flood-affected areas. He said the Haryana Government always stands with farmers and is constantly working to resolve their problems. DCs have been instructed to ensure that crop loss assessments are carried out and the information uploaded on the portal, so that timely compensation can be given to farmers.

Speaking about his recent visit to France and The Netherlands, Sh. Rana said that during this trip he learned about new technologies and markets related to agricultural products, especially potato and flower farming. The potato conference in the Netherlands provided insights into how potato production and exports take place in Europe. Inspired by Europe’s strong floriculture sector, Haryana also plans to promote flower farming in the state.

The Agriculture Minister said the visit was highly successful and that the state’s Agriculture Department will take necessary steps to encourage farmers to adopt the latest technologies used in global horticulture and floriculture markets.

He further informed that the state government is establishing the country’s largest horticulture market at Ganaur town in Sonipat district. So far, 54 acres of land have been acquired. The total estimated cost of the project is ₹2,595 crore, and nearly 45% of the construction work has been completed. This international market will have the capacity to handle 20 lakh tonnes of produce annually. It will also provide parking for 14,907 cars and 3,305 trucks and trolleys.

The Agriculture Minister said the experiences gained from foreign visits will be used to strengthen Haryana’s markets. He added, “Our state already has some of the largest markets in Asia. By expanding them, we will attract more traders, making it easier for farmers to sell their crops.” In particular, a large flower market and an organic produce market are being established in Gurugram, which will provide farmers with better opportunities to sell their products.

Chandigarh, September 9 – Haryana Public Works Minister, Sh. Ranbir Gangwa, said that ‘Seva Pakhwada’ is being organised from September 17 to October 2, 2025, on the occasion of Prime Minister, Sh. Narendra Modi’s birthday. In this direction, on September 20, the Public Works Department, Urban Local Bodies Department, Development and Panchayat Department, Haryana State Agricultural Marketing Board, Haryana Shehri Vikas Pradhikaran, and HSIIDC will jointly inaugurate the construction of 75 new roads and major repair works of old roads across the state under their respective departments.

Sh. Ranbir Gangwa chaired a meeting yesterday evening with officers from various departments to discuss preparations related to ‘Seva Pakhwada’. He said that the Chief Minister will be the Chief Guest at one of the event locations on September 20, while other ministers, MPs, and MLAs will participate at various other locations across the state.

Special Cleanliness drive to be run by PWD During ‘Seva Pakhwada’

Sh. Ranbir Gangwa also directed the officers to run a special campaign during ‘Seva Pakhwada’ for repairing roads damaged by rain. In addition, a special cleanliness campaign and tree plantation drive will be conducted in all rest houses, and beautification of all government hospital buildings will be undertaken.

He directed all concerned departments to identify the locations where the programmes will be held across the state on September 20 and send a detailed list of these locations to the office without fail. He also emphasised that the newly constructed roads should be made strong and that wherever patchwork is to be carried out, the road surface should be made level to avoid any inconvenience to commuters.

Sh. Gangwa further said that the condition of a state’s roads reflects its overall development. Therefore, it is essential for the state’s roads to be in good and strong condition.

Young Generation to Protect Heritage in Haryana, Tourism Department to Launch Campaign

Tourism Department gears up for Sewa Pakhwada, detailed action plan discussed

Chandigarh, September 9 – Haryana’s Cooperation, Heritage and Tourism Minister Dr. Arvind Sharma said during the nationwide Sewa Pakhwada, to be observed from Prime Minister Sh. Narendra Modi’s birthday to Mahatma Gandhi’s birthday, the state’s Heritage and Tourism Department will run a “Heritage Protection Campaign.”

Under a special action plan, youth, especially school and college students, will be taken on visits to connect them with history. Chief Minister Sh. Nayab Singh Saini will launch the campaign on September 18 from Narnaul, known as the city of heritage.

On Tuesday, Dr. Arvind Sharma chaired a meeting of the Heritage and Tourism Department at the Haryana Civil Secretariat to review preparations for the campaign. He finalized the programmes to be held across the state between September 17 and October 2. He informed that in a high-level meeting chaired by the Chief Minister, different departments were assigned days under the campaign. As part of this, on September 18, about half a dozen programmes will be organized under the Heritage Protection Campaign. The Chief Minister will inaugurate the campaign in Narnaul with the restoration of heritage monuments, including stepwells, tombs, and palaces. Alongside him, state ministers, MPs, and MLAs will participate in events at 75 identified historic sites, where students will be taken on visits to nearby heritage locations to learn about history.

The Tourism Minister said that as part of Sewa Pakhwada, special cleanliness drives will be conducted at 33 heritage monuments, temples, mosques, gurdwaras, lakes, parks, and tourist sites, focusing on improving rooms, toilets, and green areas. He added that tree plantation drives will be held at all tourist complexes under the “EK Ped Maa Ke Naam” campaign. In addition, painting competitions for junior and senior youth categories will be organized on themes such as the life and personality of Prime Minister Sh. Narendra Modi and the preservation of Haryana’s cultural heritage, in collaboration with the Department of Art and Culture. He also directed that nodal officers be appointed to coordinate with the administration, departments, and central ministries.

Principal Secretary of the Heritage and Tourism Department, Kala Ramachandran said the department is fully prepared to reach out to as many citizens as possible and ensure their active participation during the Sewa Pakhwada.

Chandigarh, September 9 – Haryana Health Minister, Ms. Arti Singh Rao said that the state government is continuously working to provide quick and transparent solutions to issues faced by the general public. As part of this effort, she reviewed the Kshatipurti Portal, issues related to compensation for damages caused by waterlogging, and other public grievances here today.The Health Minister directed officers to ensure timely resolution of all complaints and emphasised that no negligence will be tolerated at any level. She said that appropriate compensation must be provided quickly to those affected by natural calamities such as waterlogging, so that no family faces financial hardship. The welfare of farmers is the government’s top priority, and no farmer will be left alone in times of crisis, she added.

Ms. Arti Singh Rao further said that under the leadership of Chief Minister, Sh. Nayab Singh Saini, the state government has advanced the spirit of “e-Governance” and Digital India by developing systems like the e-Kshatipurti portal, through which citizens can directly bring their issues to the government and receive transparent solutions.

Chandigarh, September 9 – Haryana’s Department of Development and Panchayats will organize the Sewa Pakhwada programme in all gram panchayats across the state. The programme will run from September 17 to October 2, 2025, with the aim of accelerating developmental activities at the village level and increasing public participation.

On Tuesday, Panchayat Minister Sh. Krishan Lal Panwar held a meeting with department officials at the Panchayat Bhawan in Chandigarh to review preparations. He also issued necessary directions to ensure the successful organization of the programme.

After the meeting, Sh. Panwar said that this programme is of great importance. Under it, various activities will be organized to further strengthen rural development. These will include tree plantation drives, cleaning of drains, installation and repair of solar lighting, cleaning of ponds, and other related activities.

He further said that under this programme, Prime Minister Sh. Narendra Modi’s Swachh Bharat Mission will receive greater momentum, while cleanliness and environmental protection in rural areas will be promoted. On this occasion, sarpanches of smart villages will also be honoured.

The Panchayat Minister added that this programme will prove to be an important initiative towards inclusive and sustainable rural development in Haryana.

Haryana Government Issues Stern Warning Against "Opinion Trading Platforms

Chandigarh, September 9 — In order to safeguard public interest and uphold financial integrity, the Haryana Home Department today issued a caution against the rising trend of "Opinion Trading Platforms." These platforms provide their users to trade/enter into arrangements wherein the payout is dependent on the outcome of a yes/no proposition of happening or not happening of the underlying event, have drawn serious concern from both state and central authorities.

Giving this information here today, Dr. Sumita Misra, Additional Chief Secretary, Home Department, said that the issued advisory follows a detailed communication from the Securities and Exchange Board of India (SEBI), highlighting the risks and legal ambiguities surrounding such platforms.

SEBI Chairman, Sh. Tuhin Kanta Pandey, in a letter, addressed to State Government warned that these platforms often mimic legitimate investment services by using financial terminology such as "profits," "stop loss," and "trading," thereby misleading users into believing they are engaging in regulated securities trading. "These platforms are designed to resemble investment platforms, using terms closely associated with securities trades to create a false sense of legitimacy," the SEBI communication stated.

Dr. Misra emphasized that while these platforms may appear innovative, they are potentially operating outside the bounds of legal and regulatory frameworks. "Any trading of securities on these platforms, if the traded opinions qualify as securities, is illegal and akin to illegal trading (dabba trading)," she stated, referencing the term used for unregulated trading.

Dr. Sumita Misra stated that the Haryana government has directed law enforcement agencies, including the Director General of Police, to take appropriate action under the Haryana Prevention of Public Gambling Act, 2025, and to consider relevant provisions of the Bharatiya Nyaya Sanhita (BNS), 2023 and Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023. These laws provide the legal basis for prosecuting entities that engage in unauthorized financial activities, including illegal securities trading.

She informed that SEBI further clarified that opinion trading does not fall under its regulatory purview, as the instruments traded are not classified as securities. Consequently, investors participating in such platforms are not protected by any investor safeguard mechanisms typically available in regulated markets. "Investors and participants should be aware that no investor protection mechanism under securities market purview shall be available for such investment or participation," the SEBI advisory warned.

The Ministry of Finance has also classified such activities as violations of the Securities Contracts (Regulation) Act, 1956, particularly Sections 13, 16, 17, and 19. These violations are cognizable offenses and may be investigated under the new criminal codes introduced in 2023, with penalties under Sections 406, 420 and 120 - B of the Bharatiya Nyaya Sanhita, 2023. Dr. Misra urged citizens to exercise caution and avoid engaging with platforms that promise speculative returns without regulatory oversight.

Haryana Right to Service Commission takes strict stance on pending cases

Chandigarh, September 9 – The Haryana Right to Service Commission has taken a strict stand on a complaint related to Karnal district. The complaint alleged that the Women and Child Development Project Officer, Nissing, caused an undue delay in processing the application and forwarding it to the District Program Officer. As a result, the complainant was not provided the entitled benefit within the stipulated time limit. Instead of resolving the case by the deadline, the file was sent to the District Program Officer with significant delay.

Sharing information in this regard, a spokesperson of the Commission said that after reviewing the facts, the Commission concluded that the Women and Child Development Project Officer, Nissing (District Karnal) was responsible for the delay. The Commission clarified that the District Program Officer, Karnal, bears no responsibility for this delay.

Rejecting the explanation provided by the officer as unsatisfactory, the Commission held the Women and Child Development Project Officer, Nissing guilty and imposed a symbolic fine of Rs. 1,000. The amount has been directed to be deducted from the officer’s salary and deposited into the State Treasury.

Besides this, the Commission directed the District Program Officer, Karnal, to ensure that all pending cases in the district are resolved without further delay. A certificate confirming that no case filed before June 30, 2025, remains pending in the department must be submitted to the Commission by October 6, 2025.

The spokesperson further said that the concerned officers must ensure that the status of each application is updated in real-time on the SARAL Portal, allowing applicants to track the progress of their cases and preventing unnecessary appeals to higher authorities.

The Commission also directed that a robust internal monitoring mechanism be established at the district level for reviewing pending cases, and the officers should be made accountable for compliance with the RTS standards.
