Chandigarh, June 30 – Haryana Chief Minister Sh Nayab Singh Saini directed that untapped sewerage or industrial effluent should not be discharged into drains anywhere in the state. He directed the concerned departments to identify all such locations and take effective measures to completely prevent the inflow of polluted water into the drains. In the initial phase, action should be taken in Ambala, Kurukshetra, and Yamunanagar districts, with significant improvements achieved within the next three months.
The Chief Minister gave these and other directions while chairing a review meeting to assess the progress of the announcements made in the budget speech here today.
Addressing the officials, he stressed that all commitments made in the budget speech must be fulfilled promptly so that the people of the state can benefit at the earliest.
It is noteworthy that Sh Nayab Singh Saini, who also holds the portfolio of Finance Minister, had made several important announcements in the state budget for the fiscal year 2025-26 during the assembly session held in March this year.
While reviewing the progress of the Jungle Safari to be developed in the Aravalli region, the Chief Minister said that animals that are harmless to humans should be housed there. He instructed that the Jungle Safari must be established in accordance with the guidelines of the Central Zoo Authority. Considering the monsoon season, seeds of plants that can naturally grow and stabilize in the environment should also be sown. He also reviewed other announcements of Environment and Forests Department and provided necessary directions to the officials.
During the review of the progress of the Tourism and Heritage Department’s announcements, the Chief Minister said that Rs 100 crore has been allocated in this year’s budget to enhance public participation in festivals, fairs, and celebrations across the state. He asked the Tourism and Heritage Department to coordinate with the Information and Public Relations Department to ensure the successful organization of these events, fostering enthusiasm and joy among all sections of the population.
He further stressed the importance of preserving and beautifying the heritage of Yadavendra Garden in Pinjore, so that tourists from across the country can visit and enjoy the site. It was also informed in the meeting that the Central Government has sanctioned over Rs 90 crore for the redevelopment of Yadavendra Garden and Tikkartal in Morni.
*International Surajkund Crafts Fair to be organized between Dussehra and Deepawali festival*
It was also informed in the meeting that this year International Surajkund Crafts Fair will also be organized for the second time between Dussehra and Deepawali festival, so that a strong platform can be provided to the public and they can enjoy this cultural festival to the fullest.
Sh Nayab Singh Saini also reviewed the progress of budget announcements made for the Sports Department and directed to complete them on time.

Chief Minister Nayab Singh Saini expresses condolences on the demise of former Gujarat Chief Minister Sh. Vijay Rupani
Chandigarh, June 30 : Haryana Chief Minister Sh. Nayab Singh Saini has expressed deep condolences on the sudden demise of former Gujarat Chief Minister and Punjab BJP in-charge, Sh. Vijay Rupani. Terming his death in a plane crash in Ahmedabad as an irreparable loss to the nation, the Chief Minister said that Sh. Rupani's contributions to public service and the Bharatiya Janata Party will always be remembered.
He was speaking at a condolence meeting held today at Ambedkar Bhawan in Chandigarh. Haryana Governor Sh. Bandaru Dattatreya, BJP State President Sh. Mohan Lal Kaushik, and other dignitaries were also present at the gathering to pay their respects.
In his condolence message, the Chief Minister said that the demise of Sh. Vijay Rupani is a profound shock to all of us. His entire life was devoted to the ideals of Indian culture, nationalism, and selfless service. He was a true Karmayogi, a thoughtful leader, and a symbol of deep emotional connection with the people. With his passing, the nation has lost a public figure who served the organization, governance, and society with unwavering dedication and integrity.
The Chief Minister said that Sh. Vijay Rupani ji’s ideology was deeply rooted in the core values of the Rashtriya Swayamsevak Sangh (RSS) and the Bharatiya Janata Party. His political journey was firmly based on the four pillars of patriotism, transparency, good governance, and public service. A staunch proponent of strong nationalist ideals, he remained closely connected to the cultural ethos of India . Sh. Vijay Rupani was humble, hardworking, and deeply committed to the party's ideology. He held several key responsibilities within the organization and served with dedication as the Chief Minister of Gujarat. During his tenure, he took many impactful decisions that accelerated the state’s development particularly in enhancing the ease of living for its citizens.
The Chief Minister said that Sh. Vijay Rupani served as the Chief Minister of Gujarat for two terms, from 7 August 2016 to 11 September 2021, after being elected from the Rajkot West constituency. At the time of his passing, he was serving as the in-charge of Punjab BJP. He also played a significant role in guiding the organizational expansion of the BJP in Haryana. He visited Haryana on several occasions, where he motivated party workers to uphold organizational discipline and a spirit of selfless service. His values, memories, and ideology will continue to inspire us. By walking the path of public service and nation-building that he laid out, we can pay him the highest tribute, he added.
Sh. Nayab Singh Saini paid tribute to the departed soul and prayed to God to grant him peace and to give strength to his family to bear this irreparable loss.

Chandigarh, June 30: Haryana Chief Minister Mr. Nayab Singh Saini has taken decisive action in the fight against corruption by suspending Tehsildar Bhavnesh Kumar, posted in Sirsa district, with immediate effect.
As per the official order issued by the government, Bhavnesh Kumar’s headquarters during the suspension period will be the office of the Director, Land Records, Panchkula. This step has been taken under the state government’s strict 'zero tolerance' policy towards corruption.
Chief Minister Mr. Naib Singh Saini said that corruption, in any form and at any level, will not be tolerated.
This action reflects the government's firm resolve to promote honest and transparent administration across the state.

Haryana’s Electricity Tariff Revision Effective from April 2025
Chandigarh, June 30 — As per order of HERC on the Tariff Petition of Haryana Discoms dated 28.03.2025, the tariff of various categories has been revised w.e.f. April 2025.This is the first tariff hike since FY 2017–18, introduced after a gap of seven years, despite a consistent rise in power procurement costs and operational expenses. Itis highlighted that the ability to keep tariffs unchanged for nearly a decade was made possible due to enhanced operational efficiency and strict financial discipline. Over the past decade, from FY 2014-15 to FY 2024-25, AT&C (Aggregate Technical & Commercial) losses have been significantly reducedfrom 29 % to 10 %.
As per the revised electricity tariff structure, the Minimum Monthly Charges (MMC) have been abolished for all categories of domestic consumers. For Category-I domestic consumers (with a connected load of up to 2 kW and monthly consumption upto 100 units), there is a significant reduction in monthly bills—ranging from 49% to 75%when compared with that ofFY 2014-15. Compared to FY 2024-25 rates without MMC, the increase in bills is within 10%. However, when compared with the rates of previous tariff structure with MMC, the billed amount has decreased significantly. Furthermore, for Category-II consumers (with a connected load of up to 5 kW), the increase in bills over FY 2024-25 ranges between 3% and 9%. However, in comparison to FY 2014-15, the majority of consumers in this category are experiencing a reduction in their bills, with only a few slabs seeing increases of less than 1%.Around for 94% of the total domestic consumers fall under Categories I and II.
For Category-III consumers, the increase compared to FY 2024-25 ranges from 5% to 7%. It's worth noting that for lower consumption levels within this category, the percentage increase may seem higher. However, Category-III accounts for only about 6% of domestic consumers.
Recently, some misleading claims have suggested that electricity bills have increased up to four times. These claims are not correct at all. Electricity bills should be evaluated against the same month of the previous year, as this accounts for similar consumption patterns.The tariff increase has been minimal and moderate.
Fixed charges for the domestic category in Haryana have been maintained at moderate levels ranging from ₹0 to ₹75/kW and highest energy slab of ₹7.50/kWh. Whereas, in contrast, neighbouring states levy fixed charges as high as ₹110/kW and energy charges up to ₹8/kWh. Detailed comparison of bills across domestic category for FY 2025-26 vis-à-vis FY 2024-25 and FY 2014-15 shows minor increases in most cases and even reductions for Cat-I of the domestic consumption slabs as under: -

From the above table, it is evident that increase in the electricity bills of domestic category is below 9.6% in comparison with FY 2024-25 &FY 2014-15.
For HT consumers, the tariff revision from FY 2024-25 to FY 2025-26 reflects moderate increase in the range of 7% to 10%, based on load and consumption. In the LT category, the increase is relatively moderate, ranging from 4% to 7% across various consumer segments. Despite these adjustments, the overall impact remains modest, especially for small and medium LT consumers. When compared to neighbouring states, Haryana offers significantly lower electricity tariffs across both LTand HT consumer categories, making it a cost-effective option for consumers in both segments. The fixed charges in neighbouring states can be as high as ₹450/kW for LT consumers and ₹475/kVA for HT consumers, while energy charge goes up to ₹8.95/kWh for LT and ₹7.75/kVAh for HT consumers.
To support the farming community, agricultural consumers will continue paying just 10 paise/unit (metered) and ₹15/BHP/month (unmetered), with the State Government subsidizing the rest. MMC for metered connections has been reduced to ₹180 (up to 15 BHP) and ₹144 (above 15 BHP).

Haryana Ramps Up Business Reforms, Reinforces Investor Confidence
Chandigarh, June 30 — Haryana is taking bold and progressive steps to position itself as one of India’s most business-friendly states. After taking part in a video conference on Compliance Reduction and Deregulation chaired by the Union Cabinet Secretary — attended by task force members and nodal officers from various states and union territories — Haryana’s Chief Secretary Sh. Anurag Rastogi reaffirmed the state government’s strong commitment to reducing compliance burden, promoting deregulation, and enhancing the overall ease of doing business.
He said the state has prepared action plans for all 23 priority areas assigned under the compliance reduction initiative. Of these, 15 are currently in process for final approval from the Central Government, while two areas have already entered the implementation stage. Also, the state is working on other 6 priority areas where the Government of India has proposed the suggestions on the action plan submitted.
He said Haryana has adopted inclusive and mixed-use planning that allows compatible uses such as residential, commercial, institutional, and public services within designated zones. Red-category industries are permitted in industrial zones, while all industries except red-category are allowed in agricultural zones — a major boost for MSMEs. Commercial activities in residential areas are now regulated based on road classifications, and even convenient shopping outlets are permitted in most zones. Institutional buildings and fuel stations are also allowed in nearly all areas, except for public utility and transportation zones. The process of Change of Land Use (CLU) has also been drastically simplified; the number of documents required has been reduced from 19 to just 5, and applications are now processed digitally, further improving transparency and speed.
To improve industrial infrastructure, the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) is digitising its land bank module and integrating it with the India Industrial Land Bank (IILB). e-auction procedures, and post-allotment services are all now available online. The state is also pushing ahead with “plug and play” facilities through the development of flatted factories in key locations such as IMT Faridabad, IMT Manesar Phase-V, Sohna, Kharkhoda, Karnal, Yamunanagar, and Saha.
Further, under the Haryana Building Code-2017, the state has institutionalized reforms to fast-track construction approvals. Self-certification is permitted for low-risk industrial buildings and occupation certificates are issued within eight working days upon submission of the required documents. Third-party inspection agencies and fact-finding mechanisms are also in place to ensure quality and resolve disputes.
In terms of utilities, portals of HSIIDC, Energy, and PHED have already been integrated with the Invest Haryana platform for faster approvals of electricity and water connections. Integration with the Haryana Water Resources Authority (HWRA) portal is also in progress, aiming to streamline groundwater permissions digitally.
On the environmental front, the Haryana State Pollution Control Board (HSPCB) now decides on consent applications within 30 calendar days — effectively 21 working days — aligning with national benchmarks. Haryana is already exempting white-category industries from requiring any consents, thereby removing unnecessary hurdles for non-polluting units. No additional documentation is required from industries during inspections, and formats and checklists are readily available online.
Importantly, Haryana is planning to introduce state-level legislation in the spirit of the Jan Vishwas Act to decriminalize minor offenses and promote trust-based governance. Additionally, the state is revamping Invest Haryana Single Window System for all business-related approval and will integrate it to National Single Window System (NSWS), further simplifying investor interactions.

Tourists to get all information about Kurukshetra's pilgrimage and tourist sites under one roof
KDB inaugurates its first tourism information center
Chandigarh, June 30 – Tourists visiting Kurukshetra, the spiritual and cultural city of Haryana, will now be able to get complete information about the pilgrimage and tourist places of the city at one place. Kurukshetra Development Board (KDB) has opened its first Tourism Information Center for visitors.
As per the directions of the Chief Minister, Sh. Nayab Singh Saini, all planned tourism information centers will be made operational in the next three months. New centers are also proposed at Jyotisar Geeta Sthali, the bus stand, and the railway station.
The first center was inaugurated by Deputy Commissioner, Kurukshetra, Ms. Neha Singh, Honorary Secretary, KDB, Sh. Upendra Singhal, and KDB CEO and SDM, Ladwa, Sh. Pankaj Setia.
After the inauguration, the Deputy Commissioner visited various sections created within the center by local self-help groups. These include a handicrafts room, cafeteria, digital documentary room, and tourist rest center. On this occasion, Deputy Commissioner, Ms. Neha Singh also launched a special box initiative by KDB for visitors from across India and abroad. The box, priced at just Rs. 230, will contain sacred water from Brahma Sarovar, a copy of the Holy Gita, a leaf from the ancient banyan tree at Jyotisar, and prasad.
The newly opened center will offer solutions to many common tourist needs. Visitors will get access to trained guides, detailed information about the 48 Kos, Mahabharata-era sites, and a digital room screening Mahabharata-based documentaries. Facilities for booking railway and air tickets will also be available here. Through this center, tourists will get all necessary services under one roof.

Haryana RTS Commission Orders ₹5,000 Compensation to Rohtak Electricity Consumer
Chandigarh, June 30 – The Haryana Right to Service Commission, while hearing the complaint of a Rohtak electricity consumer, has ordered a symbolic fine of Rs 1000 to be imposed on an accountant and compensation of Rs 5,000 to the consumer. A spokesperson of the Commission said the Commission found in the investigation that there was a delay of about one year in updating the consumer's meter change order in the system.
It is noteworthy that the meter change order was updated by the department on June 11, 2023, yet the error remained in the consumer's bill, due to which he had to repeatedly lodge complaints and visit the office. Later, in May 2024, the sundry adjustment was ready, but due to error in calculation, it could be approved only on November 29, 2024. This error was ultimately rectified only with the intervention of the Commission. The Commission termed it as very unfortunate that such a simple case could not be resolved at the level of First Grievance Redressal Authority or Second Grievance Redressal Authority.
It was possible only due to the auto appeal system started by the Haryana Right to Service Commission that a consumer and his son could send their complaint to the Commission from home without any additional cost and they could get a total refund of Rs 15,838 and Rs 16,330, out of which Rs 16,330 was received only as a result of the intervention of the Commission.
The Commission has ordered that an amount of Rs 6,000 be deducted from the salary of the concerned accountant for June 2025 and Rs 1,000 be deposited in the state fund and Rs 5,000 be adjusted in the consumer's bill or transferred to his bank account. Instructions have been given to ensure this payment by obtaining bank details from the consumer.
Apart from this, the Commission has also advised the Junior Engineer working as Second Grievance Redressal Authority-cum-XEN and First Grievance Redressal Authority to take consumer complaints seriously at the primary level itself and ensure timely resolution so that common citizens do not have to approach the Commission.

Tejpal Sabharwal retires after 30 years of dedicated service
Chandigarh, June 30 – After completing 30 years of satisfactory service, Sh. Tejpal Sabharwal, Superintendent in the Press Branch of the Haryana Information, Public Relations, Languages and Cultural Department, Haryana Civil Secretariat, retired today.
Sh. Tejpal started his career in the department on July 31, 1995, as a Clerk. In 1997, he joined the Press Facility Section of the Press Branch and served there till his retirement as Superintendent.
Known for his soft-spoken nature and quick file disposal skills, Sh. Tejpal was widely respected among media personnel as a sincere and dedicated officer. He played an important role in organising press conferences of the Chief Minister and other VIPs and ministers at the headquarters. He was also actively involved in coordinating field visits for press parties whenever needed.
To mark his retirement, a farewell function was organised today at Dr. Ambedkar Auditorium at the Civil Secretariat car parking. Joint Director and Press Branch Incharge, Dr. Sahib Ram Godara, along with other officers and staff members, attended the event and wished Sh. Tejpal a long, healthy, and happy retired life. Sh. Tejpal’s family members were also present on this occasion.

New carpet layering on 5,000 km of roads in Haryana by December – Cabinet Minister Ranbir Gangwa

Chandigarh, June 30 – Haryana Public Works (PWD) and Public Health Engineering Minister, Sh. Ranbir Gangwa said that by December this year, around 5,000 kilometers of roads across the state will get a new layer of carpeting to improve their condition. The government’s focus is to ensure that all road construction work meets high-quality standards and that Haryana develops a modern and strong road infrastructure for the benefit of its people.
Sh. Gangwa was speaking during a review meeting with officers from the Public Works and Public Health Engineering Departments at the Circuit House in Nuh district on Monday.
He said that good roads not only improve traffic flow but also play an important role in the economic and social development of the region. The government is making sure that all road works are completed within the stipulated time and that there is no negligence in the quality of work. Quality roads make travel smoother and more comfortable for people and also help improve connectivity between rural and urban areas. This ensures better access to education, healthcare, employment, and other essential services, he added.
The Minister directed officers to ensure that there should be no compromise on quality in any development project.
Sh. Gangwa said that at present, around 106 km of road improvement work is underway in Nuh district, and work on another 525 kilometers has already been approved and will begin soon. He assured that by the end of this year, the repair and upgradation work on all roads in Nuh district will be completed.
He also reviewed the progress of various development works carried out by the PWD (B&R) Department and directed officers to finish all ongoing projects on time. Besides this, he directed the Public Health Engineering Department officers to ensure that water supply in all areas of Nuh district is smooth and evenly distributed.
Chairman, Zila Parishad, Sh. Jaan Mohammad, District President BJP, Sh. Surendra Singh and other officers also remained present during the meeting.
