Chandigarh, August 21 – The Haryana Government has issued directions regarding implementation of the Government of India’s Order, issued under Section 3 of the Essential Commodities Act, 1955, read with the Sugar (Control) Order, 2025. The order prescribes stock-holding limits for sugar dealers with the objective of preventing hoarding and ensuring adequate availability of sugar in the market.
Sharing more details in this regard, a spokesperson of the Food, Civil Supplies & Consumer Affairs Department said that, as per the order, no sugar dealer shall hold sugar stock for a period exceeding 30 days from the date of receipt. Further, no dealer shall keep sugar stock exceeding 4,000 quintals (400 tonnes) at any time or place.
The spokesperson said that all sugar dealers are also required to register themselves on the Department of Food & Public Distribution (DFPD) portal and declare their sugar stock position immediately. Thereafter, they are required to update the stock position regularly every Friday.
The spokesperson said that the said order will remain effective from August 1, 2026 to November 30, 2026. Failure to register on the portal, or furnishing incorrect, incomplete or delayed information, will be viewed seriously. Strict action under the provisions of the Essential Commodities Act, 1955 will be initiated against defaulting entities.
The spokesperson further said that the general public has been advised not to indulge in panic buying or unnecessary stocking of sugar, as the Haryana Government is closely monitoring the availability and prices of sugar in the market.
Consumers have also been encouraged to report any instance of hoarding, excessive stocking or unreasonable pricing of sugar to the concerned District Food & Supplies Controller Office. Such complaints will be verified and necessary action will be taken in accordance with the applicable provisions of law.
The spokesperson said that the Food, Civil Supplies & Consumer Affairs Department, Haryana is taking all necessary measures to ensure adequate availability and orderly supply of sugar across the State.

Chandigarh, August 21- In a major step towards strengthening healthcare infrastructure and expanding medical services in rural and remote areas, the Haryana Government has approved the opening of nine new Sub-Health Centres and the upgradation of one existing Sub-Health Centre into a Primary Health Centre (PHC).
Divulging more details, Health Minister, Ms. Arti Singh Rao said Chief Minister, Sh. Nayab Singh Saini has accorded approval for the expansion of the state’s rural healthcare network, with Nuh district set to receive seven of the nine new Sub-Health Centres.
The new Sub-Health Centres in Nuh district will be established in Ranika, Devla Nangli, Mahun, Gaudhola, Lafuri, Bared and Chila villages. In addition, one Sub-Health Centre each will be opened in Bhandor village of Rewari district and Mochiwali village of Sirsa district.
The existing Sub-Health Centre at Ransika village in Gurugram district will be upgraded to a Primary Health Centre, further strengthening healthcare services in the area.
Ms. Arti Singh Rao said the government’s objective is to ensure that quality healthcare reaches people even in the remotest areas of the state. The establishment of seven new centres in Nuh will improve access to maternal and child healthcare, routine immunisation and primary medical treatment for the local population, she said.
She said the upgradation of the Ransika facility to a PHC will provide residents of the rural area with improved access to doctors, basic diagnostic facilities and round-the-clock primary emergency services. This will also reduce the need for residents to travel to larger urban centres for essential healthcare.
The Health Minister said the decision reflects the state government’s continued focus on strengthening grassroots healthcare infrastructure and bringing essential medical services closer to rural communities.

Chandigarh, August 21- Haryana Chief Minister, Sh. Nayab Singh Saini said the state government is continuously working to improve civic amenities and address public grievances in Gurugram. Civic systems have improved over time, with visible positive changes in several areas that previously faced persistent problems, he said.
The Chief Minister acknowledged that exceptionally heavy rainfall can put sudden pressure on urban infrastructure and lead to waterlogging. However, improvements undertaken in recent years are now producing visible results, he added.
The Chief Minister said this while chairing a meeting of the District Public Relations and Grievances Committee in Gurugram on Friday. Industries and Commerce Minister Sh. Rao Narbir Singh, Pataudi MLA, Smt. Bimla Chaudhary, Sohna MLA, Sh. Tejpal Tanwar and Gurugram MLA, Sh. Mukesh Sharma were also present.
Of the 17 complaints taken up at the meeting, the Chief Minister resolved 14 on the spot, while three were deferred to the next meeting. Officers concerned were directed to submit status reports on the pending cases at the next meeting.

Representatives of the welfare association at Pioneer Industrial Park on Bilaspur-Tauru Road raised concerns over the developer’s failure to provide the earmarked land for setting up a 33-kV substation. They said the delay was affecting power supply to industrial units in the park.
Taking cognisance of the complaint, the Chief Minister directed power department officers to ensure that the developer immediately provides the required land for the proposed substation.
He made it clear that if the builder or developer fails to cooperate in providing the land, an FIR should be registered and necessary legal action initiated in accordance with the rules.
The Chief Minister directed officials to accord priority to construction of the 33-kV substation to ensure adequate, regular and uninterrupted power supply to the industrial area.
*Designate e-rickshaw stands, remove encroachments to ease traffic in Sadar Bazar*
Taking up a complaint concerning traffic congestion in Sadar Bazar, the Chief Minister was informed that the stretch from Post Office Chowk to the bus stand, which serves as a major entrance to the market, remains heavily congested. E-rickshaws, autorickshaws and other vehicles are often parked haphazardly along the road, while picking up and dropping off passengers on the carriageway further disrupts traffic.
The situation causes inconvenience to residents and traders and can also obstruct the movement of emergency vehicles.
The Chief Minister directed Municipal Corporation officials to identify designated stands for e-rickshaws as well as suitable locations for picking up and dropping off passengers. This would prevent vehicles from occupying the main road and help ensure smoother traffic movement.
He also ordered regular anti-encroachment drives along the main approach to Sadar Bazar to keep the road clear and facilitate hassle-free movement for the public.
*CM orders FIRs against colonisers developing unauthorised colonies*
Residents of the RWA of Krishna Colony in Jhund Sarai Viran, complained that the colony had been developed by colonisers in violation of prescribed norms. They alleged that land earmarked for a road was being sold and attempts were being made by purchasers to occupy it.
Taking serious note of the matter, Sh. Nayab Singh Saini directed the authorities concerned to register FIRs, as per law, against the colonisers responsible for developing the unauthorised colony.
He said negligence would not be tolerated in cases where people are misled into investing their hard-earned money in illegally developed colonies. Officers were also directed to take appropriate action against unauthorised construction and address the grievances of affected residents on priority.
The Chief Minister said the government’s approach is to work towards permanent solutions rather than merely providing temporary relief. Departments should take effective measures to address the underlying causes of recurring problems so that citizens do not have to face the same difficulties repeatedly.
He directed officers to regularly review complaints received at grievance committee meetings as well as compliance with earlier directions and ensure that pending cases are resolved on priority.

Programme to strengthen water security and promote sustainable agricultural practices
Chandigarh, August 21- Haryana Agriculture and Farmers’ Welfare Minister Sh. Shyam Singh Rana said the ‘Water Secure Haryana’ programme will be implemented in the state to strengthen water security and further promote sustainable agricultural practices.
Sh. Shyam Singh Rana was chairing a meeting of Agriculture Department officers at his office. Director General, Agriculture and Farmers’ Welfare Department, Sh. Raj Narayan Kaushik, Additional Director Sh. Ram Pratap Sihag, Dr. Devender Sihag and other officers were present on the occasion.
The Agriculture and Farmers’ Welfare Minister said the main objective of the programme is to reclaim waterlogged and saline-affected land through sub-surface and vertical drainage techniques, promote water-efficient crops and modern technologies, encourage climate-smart agricultural practices and increase farmers’ income by reducing the area under water-intensive crops.
He said the programme will be implemented through a cluster-based strategy. Under Cluster-13, 2.0 lakh acres of land in waterlogging and salinity-affected districts, including Jhajjar and Rohtak, has been targeted for reclamation, where drainage systems will be installed in a phased manner.
For crop diversification and water conservation, a target has been set to bring 5.0 lakh acres under Direct Seeded Rice (DSR) in Cluster-5, covering Kurukshetra, Kaithal, Jind and Karnal. Similarly, alternative crops will be promoted over 1.12 lakh acres in Cluster-13 under the ‘Mera Pani Meri Virasat’ scheme.
In addition, the use of gypsum and green manure based on soil testing will be implemented in both clusters.
Sh. Shyam Singh Rana said the programme is proposed to be implemented over a period of six years, from 2026 to 2032, at a total estimated cost of Rs. 5,714.80 crore. Of this, 70 per cent, amounting to Rs. 4,000.36 crore, will be provided by the World Bank as financial assistance, while the remaining 30 per cent, amounting to Rs. 1,714.44 crore, will be borne by the Haryana Government as its share.
The financing will be undertaken under the World Bank’s ‘Program-for-Results’ framework, under which disbursement of funds will depend upon the achievement of predetermined indicators. After obtaining the necessary approvals from various Central departments, including NITI Aayog, the Central Water Commission and the Ministry of Jal Shakti, as well as the State Cabinet, the proposal has been formally submitted to the World Bank. The final loan approval is targeted to be completed by October 2026.
The Agriculture and Farmers’ Welfare Department has allocated a budget of Rs. 886.00 crore for the agriculture component of the project, which is around 16 per cent of the total project cost. Of this, Rs. 436.00 crore will be utilised for reclamation of waterlogged and saline-affected land, while Rs. 450.00 crore will be spent on promoting Direct Seeded Rice (DSR), crop diversification under the ‘Mera Pani Meri Virasat’ scheme, dhaincha-based green manuring and the use of gypsum.
Agriculture and Farmers’ Welfare Minister Sh. Shyam Singh Rana directed officers to achieve the year-wise targets fixed for all clusters in a time-bound manner with complete transparency and quality so that farmers can receive the direct and prompt benefits of the programme.

Facilities at PGIMS Rohtak to be further strengthened
Chandigarh, August 21- Haryana Health Minister, Ms. Arti Singh Rao said the state government will ensure the availability of quality medicines and modern diagnostic facilities in health institutions across the state. Medicines and medical equipment are being procured as per requirements to further strengthen healthcare services.
The Health Minister said this after chairing a meeting of the Special High Powered Purchase Committee on Friday. During the meeting, several major procurement proposals aimed at strengthening healthcare services across the state through the Haryana Medical Services Corporation Limited were approved.
Ms. Arti Singh Rao said the committee approved the procurement of 117 critical and essential medicines worth approximately Rs. 97 crore through the Haryana Medical Services Corporation Limited to ensure uninterrupted availability of essential medicines at government health institutions across the state.
The approved medicines include injectables, antibiotics, antipsychotic drugs, antidiabetic medicines, cardiovascular medicines and other drugs required for the treatment and management of various diseases. Special emphasis will be placed on quality, cost-effectiveness and timely supply during the procurement process to ensure that patients at government health facilities have easy access to essential medicines.
In addition, to strengthen advanced blood testing and diagnostic capabilities and improve patient safety and quality of care, the committee approved the one-time procurement of a fully automated ID-NAT system for the Blood Bank Centre at PGIMS Rohtak at a cost of approximately Rs. 2.40 crore.
The committee also approved a Digital Radiography System with Fluoroscopy for PGIMS Rohtak at an approximate cost of Rs. 2.20 crore under a two-year rate contract. The system will
help modernise imaging services and facilitate accurate and timely diagnosis.
The Health Minister further said that to strengthen district-level eye-care services and improve access to specialised ophthalmic examinations, the committee gave the go-ahead for the procurement of 22 Optical Coherence Tonometers for 22 District Civil Hospitals across Haryana at an estimated cost of Rs. 6.62 crore under a two-year rate contract.
In addition, the procurement of 19 Fully Automated Blood Culture Systems at a cost of Rs. 2.06 crore under a two-year rate contract was approved for District Civil Hospitals and Government Medical Colleges across Haryana. These systems will facilitate rapid and reliable detection of bloodstream infections and assist in providing appropriate treatment in a timely manner.
Ms. Arti Singh Rao said the approval granted by the Special High Powered Purchase Committee for the procurement of these medicines, machines and other facilities for government health institutions reflects the state government’s commitment to strengthening public health infrastructure, ensuring the availability of quality medicines and modern diagnostic facilities, and providing accessible, timely and patient-centric healthcare services to the people of Haryana.

*HALSA Reaches Over 3.10 Lakh Students Through Statewide POCSO Awareness Campaign*
Chandigarh, August 21- In a significant step towards strengthening child protection through legal literacy and preventive awareness, the Haryana State Legal Services Authority (HALSA), under the guidance of the Justice Deepak Sibal, Judge, Punjab & Haryana High Court and Executive Chairman, Haryana State Legal Services Authority, has undertaken a comprehensive statewide awareness campaign in schools and educational institutions to sensitise children about the provisions, implications and protective framework of the Protection of Children from Sexual Offences Act, 2012 (POCSO Act).
The campaign, commenced on 13.05.2026, is being implemented through the District Legal Services Authorities (DLSAs) in coordination with District Education Officers, District Elementary Education Officers, school principals, teachers, school authorities and other stakeholders. The initiative seeks to create a sustained culture of awareness wherein children are equipped with knowledge about their rights, personal safety, responsible conduct and the legal mechanisms available for protection and assistance.
The campaign has witnessed extensive outreach across the State. From 13.05.2026 to 15.08.2026, as many as 2,296 awareness programmes were organised across 1,731 schools and educational institutions, sensitising 3,10,841 students about the POCSO Act and related issues of child safety.
The programmes have been designed to go beyond conventional lectures by encouraging interaction and age-appropriate discussions on child protection, safe behaviour, responsible use of technology and social media, cyber safety, prevention of exploitation and abuse, and avenues available for reporting offences and seeking assistance.
The campaign addresses the wider consequences of offences under the POCSO Act, including their potential impact on the education, career, family life and social well-being of children and young persons. The objective is not merely to inform, but to prevent children from inadvertently entering situations that may expose them to exploitation, abuse or conflict with law.
The initiative reflects HALSA’s commitment to preventive legal education, child protection and access to justice, with the underlying objective of empowering children with knowledge before they encounter situations requiring legal intervention.

The inauguration of the Mahabharat Anubhav Kendra marks an important milestone in the continued development of Kurukshetra as a prominent centre of spiritual, cultural and heritage tourism. The facility provides visitors with an immersive experience of the Mahabharata through a combination of traditional storytelling, artistic presentation and modern technology, with a focus on cultural interpretation, experiential learning and the promotion of heritage tourism.
Situated at Jyotisar, the sacred land traditionally associated with Lord Krishna's delivery of the Bhagavad Gita to Arjuna, the Mahabharat Anubhav Kendra has been developed as an immersive cultural and tourism destination. It seeks to present the epic narrative of the Mahabharata and the philosophy of the Bhagavad Gita to visitors through a combination of traditional storytelling and modern technology.
Built at an estimated cost of Rs. 240 crore, the centre is spread across approximately 17 acres, with more than 1,00,000 square feet of indoor space. The project uses advanced technologies, including Augmented Reality (AR), 3D laser technology, projection mapping, holographic presentations and immersive visual experiences, to bring important episodes of the Mahabharata to life.
The centre presents the epic in an engaging format, enabling visitors to experience important events, characters and philosophical themes associated with the Mahabharata. Its immersive galleries are designed to appeal to pilgrims, tourists, students, researchers and families while providing a contemporary interpretation of India's ancient cultural heritage.

Parivartan Scheme to Drive Cleaner Commercial Transport in Haryana’s NCR Districts
Chandigarh, August 21: Haryana will launch a stricter enforcement drive against BS-I, BS-II, BS-III, and BS-IV trucks and buses vehicles in the state’s National Capital Region. Notices will be issued to owners of such trucks and buses, requiring compliance with the state’s vehicle phase-out policy within the specified timeframe.
The decision was taken at a meeting chaired by Haryana Chief Secretary Anurag Rastogi, during which the implementation of the Transport Department’s Parivartan Scheme to phase out old commercial vehicles in NCR was reviewed.
The government has stated that vehicle owners must follow the prescribed disposal or replacement process. BS-I, BS-II, andBS-III vehicles must be scrapped at Registered Vehicle Scrapping Facilities (RVSFs). Eligible BS-IV vehicles may be scrapped or sold outside the NCR in a non-NCAP city or area. Replacement vehicles must be BS-VI compliant, meet stricter emission norms, or be electric vehicles.
Mr Atul Kumar, Commissioner and Secretary of Transport, stated that enforcement measures are particularly important for Haryana’s NCR districts, where many old commercial vehicles have been identified under the scheme. According to the Parivahan Parivartan Portal, there are 96,441 target vehicles, including 81,079 trucks and 15,362 buses.
The highest concentration is in Gurgaon, with 24,032 target vehicles, followed by Faridabad with 18,141. Significant numbers have also been identified in Jind, Rewari, Sonipat, Jhajjar, Karnal, Panipat, and Rohtak, being backed by an incentive package intended to make replacement financially viable. Owners who fail to comply with the directions, however, could face enforcement action, including impounding of vehicles and their movement to authorised scrapping facilities, as part of the implementation drive.
The government is also encouraging owners to replace older vehicles rather than continue operating them in the NCR. The Parivartan Scheme provides substantial benefits to support the transition to cleaner vehicles.
Owners who purchase new BS-VI or electric vehicles are eligible for a 100 per cent concession on Motor Vehicle Tax for 10 years. Eligible purchasers of used vehicles can receive a 50 per cent concession. Registration fees are fully waived under the scheme.
The package also offers a 5 per cent interest subvention on vehicle loans, waiver of liabilities pending for more than one year, and discounts of up to 8 per cent from participating vehicle manufacturers. Monthly fuel vouchers are available for BS-VI diesel and CNG vehicles, while electric vehicle buyers can receive a comparable one-time financial incentive.
The government’s approach combines strict compliance measures with significant financial incentives, providing vehicle owners an opportunity to replace old vehicles while reducing the financial burden of the transition.
The scheme is designed as an end-to-end process through the Parivahan Parivartan Portal- parivartan.parivahan.gov.in, covering registration and eligibility verification, disposal of the old vehicle, selection of a replacement, access to vehicle loans, and purchase and registration of the new vehicle.
Haryana has established the necessary scrapping infrastructure, with 26 scrapping sites across the state that provide authorised facilities for vehicle disposal. So far, 314 vehicles have been reported for registration on this portal.
This initiative aims to accelerate the removal of older commercial vehicles from NCR roads and facilitate the transition to BS-VI and electric vehicles. The government’s strategy is to use the Parivartan Scheme to combine environmental goals with direct financial support for vehicle owners.

Chandigarh, August 21 — The Haryana Public Health Engineering Department acted promptly to address waterlogging during the monsoon in view of the rainfall received across the state. However, a detailed assessment is now being undertaken of locations where drainage took relatively longer, with the department seeking to identify the reasons behind such delays.
Public Works and Public Health Engineering Minister, Sh. Ranbir Gangwa has sought location-wise and division-wise reports from the concerned sub-divisions across all districts of the state. The reports will detail the locations that experienced waterlogging during the monsoon, the time taken to drain the accumulated water and, wherever drainage was delayed, the reasons behind it.
The Cabinet Minister said that considering the volume of rainfall, the department responded with due urgency and officials reached affected locations wherever required to take necessary action. He said he had also remained in constant touch with officials, issuing necessary directions. Nevertheless, he said, it was important to ascertain the reasons wherever drainage took longer so that the system could be further strengthened.
Sh. Ranbir Gangwa said that during an earlier meeting, officials had been directed not to leave their respective district headquarters during the monsoon and to continuously monitor waterlogging and drainage conditions in their areas. They had also been instructed to ensure adequate arrangements of necessary equipment and resources well in advance.
The Cabinet Minister made it clear that if the reports reveal negligence or any failure in discharging responsibilities at any level, accountability will be fixed on the concerned officer or employee and action will be taken in accordance with rules. He said negligence at any level would not be overlooked where it causes inconvenience to the public.
Sh. Ranbir Gangwa said he would soon convene a meeting with senior departmental officers to review the reports received from all districts. The meeting will examine the reasons for delays in drainage and discuss the measures required to address them.
The Cabinet Minister said the exercise was not intended to apportion blame, but to draw lessons from the experience of the monsoon and further strengthen the system. The government’s endeavour is to ensure that people do not face any inconvenience during rainfall and that the department is able to provide prompt relief whenever a problem arises.
He said finding lasting solutions to problems and providing better public services remain a priority of the State Government.

Years later came an electoral defeat in 2009, a return to the people the very next day, a decisive victory in 2014 and, eventually, opportunities to serve as Minister, Member of Parliament, State BJP President and Chief Minister.
Sharing this journey with young entrepreneurs at the ‘Gen-H Yuva Udyami Chaupal’ at Gurugram University on Friday, Chief Minister, Sh. Nayab Singh Saini, summed it up in a simple metaphor: ‘Meri Yatra Mein Koi Lift Nahi Thi, Main Mehnat Roopi Seedhiyan Chadhkar Yahan Tak Pahuncha’ (There Were No Shortcuts in My Journey, Only the Steady Climb of Hard Work).
Referring to the young participants as Gen-H, the Chief Minister gave the expression a wider meaning. ‘You call it Gen-H for Haryana; I would call it Gen-HB — Haryana-Bharat. Gen-HB is the heartbeat of India,’ he said.
In a candid and personal interaction, young entrepreneurs asked the Chief Minister direct questions about advancing in politics without a legacy, recovering from failure, technology, sports, employment, the challenge of drug abuse, startups, the pace of government functioning and family. The programme was watched live across more than 4,000 institutions.
Drawing from his own experiences, the Chief Minister urged young people not to allow failure to become their identity, but to let their work define them. Rather than chasing quick success, he asked them to make consistency, credibility and patience their strengths.
*From Electoral Defeat to a Resounding Victory: ‘There Was No Lift, Only Stairs’*
Asked how he had reached this far in politics despite having no one behind him, Sh. Nayab Singh Saini said his journey had no lift, only stairs, and there were times when even the next step was not visible.
After entering politics, he recalled, his first electoral responsibility was not to contest an election himself but to help someone else fight one. During that election, he worked until 2 am. When he was asked to contest in 2009, he did not have the money, but people came forward and helped him fight the election.
He lost in 2009, but decided that defeat would not become his identity; instead, he would learn from it. The very next day, he was back among the people. There was no position in hand and no assurance of another ticket, but he had made the decision to continue working. It was this approach, he said, that led to his victory by a significant margin in 2014.
The Chief Minister also recalled 1996, when Sh. Narendra Modi was the BJP in-charge for Haryana and had a computer sent to the party office in Panchkula. Sh. Nayab Singh Saini said that while operating that computer at the party office, he had never imagined that he would one day become Chief Minister.
*Learning new technology always benefits young people, he said*
Referring to the period before 2014, the Chief Minister said there was a time when youth were used for politics, but if a young person sought to move ahead in politics, that aspiration was suppressed. A young person today would have been only eight or ten years old at that time and may not know the conditions of that period. He said they had witnessed both the earlier period and the present one, and there was a vast difference between the two.
*2009 Defeat- I Rose Again the Same Day with Twice the Enthusiasm*
Asked what the 2009 electoral defeat had taught him, the Chief Minister said he rose again the very same day with twice the enthusiasm. For him, a position had never been important; the spirit of ‘Nation First’ had always remained paramount.
He recalled that at the time, internet searches would show India among countries associated with high levels of corruption, something that caused them considerable anguish. He said it was the result of the leadership of Prime Minister Sh. Narendra Modi that today people from India are viewed with respect across the world.
The Chief Minister said his desire to help people led to the support he received in 2014. People elected him and the party entrusted him with ministerial responsibility. The opportunities that followed, to serve as Member of Parliament, State BJP President and Chief Minister, were, he said, the outcome of people’s affection, his sense of responsibility towards them and the opportunities given to him by the party.
*Technology Has Made Delivery of Government Benefits Transparent*
Responding to a question on how decisions taken by him as Chief Minister benefit people, Sh. Nayab Singh Saini said that before the BJP government came to power, money under various schemes was handed to people through systems in which irregularities occurred.
After the BJP got the opportunity to form the government, technology was among the first tools used to stop such irregularities. Prime Minister Sh. Narendra Modi ensured that every person had a bank account, following which benefits under government schemes began to be transferred directly into beneficiaries’ accounts.
Initially, elderly people found travelling to banks to collect their money inconvenient. Today, he said, people are happy with the new system because irregularities in between have been completely eliminated and money is being regularly transferred to every beneficiary’s account.

Asked how he manages his time and how much sleep he had got the previous night, Sh. Nayab Singh Saini said no day was completely a holiday for him and his normal day began early.
His last meeting the previous night, he said, had ended at 1 am. Even then, he considered it an early night because his engagements in Gurugram were to begin in the morning. He first had to attend the Public Grievances Committee meeting to hear people’s problems and then reach the interaction with the young entrepreneurs.

Today’s Youth Have the World at Their Fingertips, But Patience Remains Key
Asked what a 22-year-old today has that was unavailable to him at that age, the Chief Minister said young people now have information from across the world available at a single click.
In his time, understanding a subject meant gaining access to the right person, book or institution. Today, even a young person from a small town can reach investors, mentors, customers and global markets. Cloud technology, digital payments, social media and Artificial Intelligence have greatly reduced the distance between an idea and its execution. Young people today have a system in which to work, he said.
At the same time, the Chief Minister said patience was one of the great strengths of his generation. Today’s environment constantly encourages young people to hurry. Videos change within seconds, instant responses are expected and everyone wants overnight success. On social media, people tend to display the brightest part of their achievements, he said.
The Chief Minister said the government is developing a major IMT in Sonipat, besides setting up 10 new IMTs for the youth.
*Government Job or a Different Dream? I Stand with the Young Person*
Asked whose side he would take if a young person wanted to pursue something other than a government job but faced opposition from the family, the Chief Minister gave a clear answer: he would stand with the young person.
Every generation, he said, should have the opportunity to choose its own path.
Sharing an example from his own family, Sh. Nayab Singh Saini said he had advised his son to enter the medical field, but his son expressed a desire to become a lawyer. He is now studying law, while his daughter too is preparing to enter a field of her own choice.
Children today have their own vision because of access to new technology, he said. Instead of imposing their own choices, parents should sit with their children and listen to what they have to say.
The Chief Minister said young people today are increasingly choosing fields of their own interest. While the number of startups in Haryana was negligible before 2014, the state today has 12,500 startups and 17 unicorns after 12 years.
He urged young people to become job creators rather than job seekers. The government has formulated a startup policy for the youth of Haryana. Universities have been provided funds of Rs 20 crore each for young researchers, while incubation centres have also been established. Accessible credit is being provided to young people under the MUDRA scheme introduced by Prime Minister Sh. Narendra Modi and through other schemes.

Asked what the government was doing for a 19-year-old girl in a Haryana village who has an idea but neither money nor the confidence of her family, the Chief Minister said the government believes in such talented young people.
The Central and State Governments are helping in several ways to turn the ideas of such youth into reality. When Prime Minister Sh. Narendra Modi launched the ‘One District-One Product’ initiative, Haryana introduced ‘One Block-One Product’, he said.
Incubation centres have been established for talented students studying in universities, where their ideas are nurtured and financial assistance is provided to help them realise their dreams.
The Chief Minister said the government had recently organised a joint meeting of industrialists and startups in Gurugram so that industry could also provide young people a platform to turn their ideas into reality. Similarly, industries are adopting ITIs so that they can help equip young people with technical skills in accordance with contemporary requirements.

Responding to a question on strengthening sports and sportspersons in Haryana, the Chief Minister said a medal becomes visible on the podium, but preparation for it begins years earlier in a village akhara, on a school ground or during an early-morning run.
Haryana’s sporting success, he said, is the result of an entire ecosystem created through a partnership involving the athlete, family, coach, village and government.
To identify talent early, children are being brought onto the playing field through schools, sports nurseries, akharas and district-level competitions. Thousands of sports nurseries have been opened across the state, while 550 new posts have been created in the Sports Department.
A monthly scholarship of Rs 1,500 is provided to sportspersons aged 8 to 14 years and Rs 2,000 to those aged 15 to 19 years. Athletes at 25 residential sports academies are being provided diet money at the rate of Rs 500 per day. Over the past 12 years, around 18,000 medal-winning sportspersons have received cash awards and prizes amounting to Rs 742 crore.
The Chief Minister said that under previous governments, sportspersons were told to win a medal and then get a position. But how, he asked, could an athlete be expected to win a medal without facilities?
The present government has ensured that athletes are prepared and supported from the ground level, which has enabled Haryana’s sportspersons to bring pride to the Tricolour at the international level, he said.

Asked what challenge he sees before himself today, Sh. Nayab Singh Saini said providing the people of Haryana, particularly the youth, a good environment and security is among the government’s priorities.
Referring to Haryana before 2014, he said the environment at the time was very poor and jobs were secured on the strength of money and recommendations. Many young people who meet him today, he said, tell him that before the BJP government came to power, they could not secure a job despite making four attempts.
When the present government introduced a transparent recruitment process, some of them were able to secure employment in their final attempt. This, he said, had strengthened the confidence of young people and their parents in the government.
Urging young people to stay away from drugs, the Chief Minister said that if they wanted an addiction at all, it should be the passion to achieve their goals.

Chief Minister Sh. Nayab Singh Saini was interacting directly with Gen-Z youth and young entrepreneurs at the Gen-H Startup Summit–Yuva Udyami Chaupal organized at Gurugram University. He said that the objective of the programme was not to deliver a formal speech from a conventional platform, but to sit among the youth, listen to their ideas, understand their challenges and answer their questions directly.
The Chief Minister said, “The future belongs to new technology, innovation and fresh ideas.” He called upon youth to keep themselves updated with changing technology and make efforts to transform their ideas into startups and successful enterprises instead of limiting them to the idea stage. Chief Minister Sh. Nayab Singh Saini said that there are currently 12,500 startups in the State. He called upon each startup to create one more startup so that a network of more than 25,000 startups can be established across the State.

Six Master Classrooms were set up at the programme, where successful entrepreneurs provided youth with information on various aspects of establishing and scaling startups. Around 50 youth were trained in each Master Classroom.

The Chief Minister said that such a large number of innovative ideas emerging from youth is proof that Haryana’s young generation is moving forward with fresh thinking and new possibilities. The need is to provide these ideas with the right direction and transform them into successful enterprises.
The Chief Minister told the youth that the world is changing rapidly. In such a scenario, understanding and using Artificial Intelligence, robotics and other modern technologies is extremely important. The faster youth adopt new technologies, the faster they will become capable of competing at the global level.

Under the ‘Yuva Udyami Yatra’, both buses will travel across various districts of the state till December 2026. During this period, they will visit colleges, universities, ITIs and coaching institutes to provide youth with information about the process of starting a startup, financial assistance, loan facilities, technical support and various government schemes.
During the Yatra, experts and successful young entrepreneurs will provide youth with important information and guidance on setting up startups, scaling businesses, financial management, technical support and converting ideas into viable business ventures. Chandigarh, August 21: The Haryana Government has decided to constitute a three-member Referral Board headed by the Chief Secretary to decide the representations of Haryana Civil Services (Executive Branch) officers against their Performance Appraisal Reports (PARs) , bringing the mechanism broadly in line with the procedure prescribed for IAS officers in connection with affairs of Haryana.
The decision follows consideration of the proposal to examine representations regarding HCS (Executive Branch) officers' PARs for 2022-23 through a Referral Board. The government has now amended the existing instructions governing the PAR process for HCS (Executive Branch) officers by inserting a new sub-clause after paragraph 4 of the instructions issued on September 18, 2017.

Chandigarh, August 21 — Haryana Chief Minister, Sh. Nayab Singh Saini, on Friday directed all districts to complete the targeted registration of farmers on the AgriStack platform within the next three days, setting August 24 evening as the deadline. He directed Deputy Commissioners to assign specific targets to officials and employees of the Revenue and Agriculture Departments and ensure that the registration drive is completed on a war footing.
The AgriStack platform has been developed by the Central Government to enable farmers to access benefits under various Central and State Government schemes swiftly and effectively. Farmers registered on the platform will be provided a unique Farmer ID, while their agricultural land parcels will be linked with digital records.
The Chief Minister issued these directions while reviewing the progress of AgriStack, Digital Crop Survey and Auto-Mutation at a meeting held at the Haryana Civil Secretariat. Chief Secretary, Sh. Anurag Rastogi; Additional Chief Secretary, Revenue Department, Dr. Sumita Misra; Director General, Agriculture Department, Sh. Raj Narayan Kaushik; and Deputy Principal Secretary to the Chief Minister and Director, Consolidation of Holdings and Land Records, Dr. Yash Pal Yadav, were present at the meeting. Reviewing the progress of all three initiatives, namely AgriStack, Digital Crop Survey and Auto-Mutation, the Chief Minister sought explanations from Deputy Commissioners of districts where progress was slow.
Sh. Nayab Singh Saini directed all districts to achieve the prescribed targets by the evening of August 24. He said he would personally review the progress on August 24. Prime Minister, Sh. Narendra Modi, will himself hold a review meeting on August 25, he said, directing all officers to take responsibility and work towards meeting the targets within the stipulated timeframe.
AgriStack to Create Unique Farmer ID and Digitally Link Agricultural Land
The Chief Minister said the Central Government has introduced AgriStack to ensure that benefits under various schemes reach farmers effectively. Under the platform, every farmer is being provided a unique Farmer ID, while parcels of agricultural land belonging to the farmer are linked with digital land records.
The platform will maintain a digital record of which crop has been sown by a farmer in a particular field. It will also facilitate digital and geographical mapping of villages and agricultural land.
Sh. Nayab Singh Saini said AgriStack will help deliver services under PM-KISAN, crop insurance, agricultural credit, MSP-based procurement, distribution of fertilisers and seeds, and other government schemes more effectively to eligible farmers.
Prioritise Digital Crop Survey and Auto-Mutation- CM
The Chief Minister also directed all Deputy Commissioners to accord priority to completing the Digital Crop Survey and Auto-Mutation work so that people do not have to make repeated rounds of government offices for their work and are able to avail themselves of the benefits of all government schemes.
Farmers Should Register on AgriStack on Priority
Additional Chief Secretary, Revenue Department, Dr. Sumita Misra, said officials of the Revenue and Agriculture Departments should also make farmers aware that no farmer registered on the AgriStack platform will be deprived of benefits under any other scheme.
She said farmers who do not register on the AgriStack platform may face difficulties in accessing agriculture-related schemes of the Central and State Governments. She, therefore, urged all farmers to get themselves registered on the AgriStack platform on priority.
Digital Crop Survey Underway Across Haryana
Dr. Sumita Misra said the Digital Crop Survey (DCS) is a GPS-based crop survey in Haryana under which information relating to crop sowing at the field level is recorded along with geo-referenced data.
The DCS-2026 survey commenced on August 16, 2026 and will be carried out across Haryana until September 30. Officials and employees of the Agriculture Department and Patwaris are involved in carrying out the survey at the field level.

Haryana Transfers Six IAS, 10 HCS Officers
Chandigarh, August 21: The Haryana Government has issued transfer and posting orders of six IAS and 10 HCS officers with immediate effect.
Among the IAS officers, Vijay Singh Dahiya, presently Principal Secretary, School Education, Animal Husbandry and Dairying and Sports, has been posted as Principal Secretary, School Education, Animal Husbandry and Dairying and Civil Aviation.
Amneet P. Kumar, Principal Secretary, Future Department and Foreign Cooperation Department, has been given the additional charge of Principal Secretary, Sports Department.

Meenakshi Raj, presently Secretary, Haryana Shehri Vikas Pradhikaran, Panchkula, and Joint Secretary, Monitoring and Coordination Cell, besides looking after the work of the Samadhan Cell, has been appointed Joint Secretary, Revenue and Disaster Management Department, and Joint Secretary, Monitoring and Coordination Cell.
