Haryana Ranks No. 1 in PM GatiShakti Portal Access; Infrastructure Projects Rise from 9 to 34
State Turns PM GatiShakti into a Fast-Track Engine for Infrastructure Growth
Chief Secretary Anurag Rastogi chairs review meeting regarding PM GatiShakti portal
Chandigarh, August 20: Haryana is rapidly shifting from conventional, file-driven infrastructure planning to integrated, technology-based decision-making, with the PM GatiShakti National Master Plan emerging as a key tool for speeding up project preparation, reducing inter-departmental delays and improving public infrastructure delivery.
A high-level review chaired by Chief Secretary Sh. Anurag Rastogi revealed that the number of infrastructure projects identified, planned or completed through PM GatiShakti has increased sharply from 9 in April to 34 in August. The projects cover areas including industrial infrastructure, irrigation, health, transport, power and town planning. The review showed that Haryana has also made substantial progress in building the digital ecosystem required for integrated planning. During the meeting, the Chief Secretary also launched a Compendium of Use Case of PM GatiShakti in Haryana. Deloitte consultant led by Vishal Gupta & team developed the Compendium of Case studies for six departments and for aspirational district, Nuh.
Commissioner & Secretary, Industries & Commerce, Dr. Amit Kumar Agrawal informed that the state has secured Rank 1 among states in providing officials access to the PM GatiShakti State Master Plan portal, with more than 720 officials now onboarded. Further strengthening the administrative capacity, 944 officials have been trained through 244 capacity-building sessions.
The most significant impact of the initiative is being seen in project planning itself. GIS-based tools developed using PM GatiShakti data have reduced the time required to assess the feasibility of sites for major infrastructure projects from several weeks to just one to two days.
He said integrated tools being used for projects such as the proposed District Civil Hospital at Hisar and the proposed bus terminal at Matlauda in Panipat have brought down feasibility assessment time from around 40-45 days to 1-2 days. A similar transformation has been reported by the Architecture Department, where site assessment time has been reduced from 33-39 days to 1-2 days.
The Irrigation Department has also used the platform to identify inter-departmental asset infringements along the Hisar-Ghaggar drain. The exercise reduced the processing time from around 45 days to 1-2 days, while ground verification showed approximately 95 per cent data accuracy.
The technology is also changing the way Haryana plans industrial infrastructure. HSIIDC has developed an integrated GIS-based tool that brings together revenue, road, rail, forest, irrigation, power, connectivity and other infrastructure-related information.
The system is being used for planning industrial model townships in Rewari, Jind, Faridabad, Ambala, Rai in Sonipat, and Saral, Naraingarh. The objective is to identify constraints at the planning stage itself, improve site selection, optimise land use and reduce the risk of delays during execution. Ground validation has shown approximately 95 per cent data accuracy.
*Nuh becomes a test case for citizen-centric planning*
One of the strongest examples of the technology being used for direct public benefit is emerging from Nuh, Haryana's Aspirational District.
GIS-based analysis of primary health centres has been used to identify gaps in healthcare accessibility.
The significance of these exercises lies in the shift from simply adding infrastructure to placing facilities where people actually need them, based on population, accessibility and location data.
*61 of 82 projects mapped, departments pushed to close gap*
The Chief Secretary was informed that 61 of 82 identified infrastructure projects have now been mapped on the PM GatiShakti platform, compared with 40 at the time of the April review. Departments have been directed to complete the remaining mapping without delay.
The data-integration exercise has also gained momentum. Of the 23 departments invited to link their data layers through APIs, 22 have completed or initiated the process. The administration is now focusing on completing the remaining integration so that departments can work from a common and updated infrastructure database.
More than 720 officials have access to the State Master Plan, while 51 nodal officers have been appointed across 53 departments, organisations and corporations to drive implementation.
*Unified NOC system*
Sh. Rastogi directed the Public Works Department and other concerned departments to expedite the development of a unified NOC application for infrastructure clearances. The pilot application is being developed with technical support from BISAG-N.
The Chief Secretary also directed GMDA to finalise the City Logistics Plan for Gurugram and prepare a similar plan for Faridabad. The directions are linked to compliance with DPIIT requirements and the LEADS 2026 logistics ranking exercise.
Sh. Rastogi directed departments to sustain the pace of implementation, complete pending data integration and remove bottlenecks. The broader objective is to make infrastructure planning more scientific, reduce project preparation time, improve coordination between departments and ensure that public investment produces faster and more visible benefits for citizens.
Additional Chief Secretary, PW (B&R), Sh. AK Singh, Additional Chief Secretary, Town & Country Planning, Sh. Anurag Agarwal, Managing Director, Haryana Power Generation Corporation Limited, Sh. Pankaj, Director Information, Public Relations, Languages & Culture, Dr. Aditya Dahiya, and other senior officers were present in the meeting.

*From ‘job seeker’ to ‘job creator’*
At its core, the initiative aims to spark a mindset shift among Haryana’s youth, inspiring them to move from job seekers to job creators.
Officials shared that Entrepreneurship Day is a springboard for young people to turn their innovative ideas into thriving businesses and embrace self-reliance. The larger campaign aims to connect students and youth with Haryana’s startup ecosystem, helping them envision themselves as tomorrow’s innovators, entrepreneurs, and job creators.
The Haryana State Startup Policy 2022 provides a range of support measures for startups, including seed grants, patent cost reimbursement, lease rental reimbursement, cloud storage support, and acceleration programmes.
*AI and technology to drive new-age enterprises*
The summit will shine a spotlight on technology and artificial intelligence, immersing young participants in the possibilities of using AI and emerging tech to create products, boost businesses, and solve real-world challenges. The initiative also seeks to encourage talented youth to build their ventures in Haryana by creating an ecosystem where innovative ideas can receive the support they need to grow into enterprises.
*Entrepreneur Bus to take startup opportunities to youth*
The summit will also mark the launch of the Entrepreneur Bus, which will journey across Haryana until December 11, 2026, bringing entrepreneurship insights, startup opportunities, and government support straight to young people in cities across the state.
The outreach will extend to over 4,000 schools, colleges, universities, and technical institutes through live programme coverage, spreading the spirit of entrepreneurship, innovation, and startup culture far beyond the summit to young minds across Haryana.
*‘Idea to Enterprise, Enterprise to Employment’*
The initiative brings together the government, educational institutions, industry, startups, and social organisations around the theme “Idea to Enterprise and Enterprise to Employment.”
The goal is to build an ecosystem where any young person with a spark of an idea can find guidance, explore funding avenues, learn from trailblazing entrepreneurs, harness technology, and ultimately launch a thriving enterprise. With ideas already emerging from Haryana’s youth, the Gen-H Summit is expected to provide a broader platform for converting entrepreneurial potential into businesses, innovation, and employment—adding a new dimension to the state’s youth development agenda.
