Programmes Centred on Service, Values, Innovation and Public Participation to be Held Across Haryana from September 17 to October 17; ‘Aashirwad Ka Diya’ to be Lit in Every Home at 7 PM on September 17

Chandigarh, September 11 – Haryana Chief Minister, Sh. Nayab Singh Saini said that the ‘Seva Sankalp Abhiyan’ will be organised across the State from September 17 to October 17, 2026, to take Prime Minister Sh. Narendra Modi’s historic 25-year journey of public life, public service, good governance and nation-building to every citizen. He said the campaign will not merely be a series of programmes. Still, a broad-based public movement to express gratitude for the Prime Minister’s commitment to service, take information about his public welfare initiatives to every family and ensure citizens’ participation in building a Viksit Bharat.

The Chief Minister shared detailed information about the preparations, programmes and objectives of the campaign during a press conference held in Panchkula. Media Advisors to the Chief Minister, Sh. Rajeev Jaitley and Praveen Attrey, and BJP District President, Ajay Mittal, were also present on the occasion.

The Chief Minister said that on October 7, 2026, Karmayogi, visionary and illustrious Prime Minister, Sh. Narendra Modi will complete 25 years of his historic journey of public service and service to the nation through governance. He paid tribute to the Prime Minister for his extraordinary, uninterrupted and dedicated service to the nation over the past 25 years. He said his tenure as Chief Minister and Prime Minister represents an inspiring chapter of service, good governance, resolve and nation-building.

He said the development journey that began with the reconstruction of Gujarat on October 7, 2001, has today evolved into the grand resolve of a developed and self-reliant India. This 25-year journey is not the journey of one individual, but a journey of India’s growing self-confidence. The defining feature of the Prime Minister’s journey, he said, has been that he treated power not as a means of comfort, but as a medium of service. By transforming the work culture of politics, he has demonstrated that if leadership has clear intent, clear policy and strong resolve, extraordinary transformation can be brought about in the life of the common citizen.

*Prime Minister’s Special Bond with Haryana: Projects Worth Rs. 86,000 Crore for the State*

Chief Minister, Sh. Nayab Singh Saini said Haryana has been the ‘Karmabhoomi’ of Sh. Narendra Modi and, therefore, he shares a special bond with the State. As Prime Minister, he has visited Haryana 18 times and, during this period, has given projects worth Rs. 86,000 crore to Haryana. Besides, Haryana has received more than Rs. 7 lakh crore over the past 12 years through various Central Government schemes.

He said the major projects given to Haryana by the Prime Minister include the Western Dedicated Freight Corridor, Rail Coach Repair Factory, KMP Expressway, KGP Expressway, Ballabhgarh-Mujesar, Mundka-Bahadurgarh, Gurugram-Sikanderpur and Faridabad-Ballabhgarh Metro links, elevated railway tracks in Rohtak and Kurukshetra, Rohtak-Meham-Hansi railway line, Rithala-Kundli Metro Corridor, National Cancer Institute at the AIIMS campus in Jhajjar and AIIMS in Rewari.

He said that recently, the Prime Minister also inaugurated the country’s first hydrogen train on the Jind-Sonipat railway route.

‘Seva Sankalp Abhiyan’ to Begin September 17: A Mass Campaign of Service, Values and Public Participation

The Chief Minister said the ‘Seva Sankalp Abhiyan’ will begin on September 17, the Prime Minister’s birthday, with ‘Seva Diwas’. Blood donation camps will be organised on the day and the ‘Aashirwad Ka Diya’ programme will be held in the evening.

He appealed to every family in Haryana to light an ‘Aashirwad Ka Diya’ at their home at 7 PM on September 17. He said when the lamp of service and resolve is lit in every home, the whole of Haryana will glow with a sense of warmth and gratitude towards the Prime Minister.

He said painting and speech competitions will be organised in all schools from September 17 to October 7. Similarly, the Prime Minister’s 25-year journey of transformation will be taken to villages on October 2 through street plays, music, dialogue and emotional presentations.

He said public welfare schemes launched by the Prime Minister have transformed the lives of crores of families, but their stories often remain untold. During the campaign, such untold stories will be brought before society.

From September 25 to October 7, ‘Aangan Milan Seva’ programmes will be organised with active participation of mothers and children. The contribution of Anganwadi and ASHA workers will also be honoured during these programmes. Similarly, the true transformation stories of 25 lakh citizens of the country will be brought before the people.

He said foot marches and bike rallies will also be taken out from different directions in villages and districts.

*Every Citizen to Devote at Least 25 Minutes to Society*

The Chief Minister said the Prime Minister believes that a Viksit Bharat cannot be built through government efforts alone, but requires the contribution of every citizen. Guided by this spirit, a campaign will be undertaken to ensure that every citizen devotes at least 25 minutes to society.

He said one person may donate blood, another may plant a sapling, someone may undertake a cleanliness drive, teach digital technology to senior citizens or educate needy children. Creating awareness about drug de-addiction, road safety, water conservation, cyber security, women’s health and organ donation can also become a form of service.

The Chief Minister said special Seva Yatras will be undertaken from the Prime Minister’s birthplace, Vadnagar, to his present ‘Karmabhoomi’, Varanasi, and from Varanasi to Vadnagar. These yatras, through 20 different groups and routes, will pass through nearly 10 states.

He said camps will be organised at the block level in every Assembly constituency, where information about and benefits of Central and State Government schemes will be made available at one place.

He said India’s art, culture and the dream of a Viksit Bharat will be presented together. During this period, rangolis will be created by groups of people at prominent public places across the State.

*Youth and Innovators to Get National Platform*

Sh. Nayab Singh Saini said that under the Innovation Challenge programme, a platform will be provided to youth, students, startups, professionals and grassroots innovators. Selected innovators will be sent to a national-level programme, where their innovations will be showcased through live demonstrations and demos. Youth dialogues will also be organised, and the best innovations will be awarded.

The Chief Minister said the Seva Sankalp Abhiyan will culminate in a grand programme on October 17. Around 1.25 lakh Sarpanches and other public representatives from across the country will participate in it. Thousands of public representatives from Haryana will also take part.

He said 25 years have been completed, but this milestone is not a pause—it marks the next beginning of the resolve to build a Viksit Bharat.

The Chief Minister appealed to all citizens of Haryana to participate enthusiastically in the campaign and express their gratitude for Prime Minister, Sh. Narendra Modi’s 25 years of service.

The Chief Minister said that following the mantra of ‘Jan Seva Se Rashtra Seva’, the Prime Minister has taken every resolve to fruition. He said this transformation is the result of the Prime Minister’s visionary, decisive and nation-first leadership. His guiding principle of ‘Sabka Saath, Sabka Vikas, Sabka Vishwas and Sabka Prayas’ has become a national policy for Antyodaya and inclusive development.

He said that to express gratitude for the Prime Minister’s penance, sacrifice and dedication and to take his message of service to every citizen, the ‘Seva Sankalp Abhiyan’ will be conducted across Haryana from September 17 to October 17.

The Chief Minister said that as Chief Minister of Gujarat, Prime Minister, Sh. Narendra Modi worked to provide water to households through the Narmada project. Through the Jyotigram Yojana, electricity was taken to villages, while Vibrant Gujarat helped establish the State as a major centre for investment and industry. Gujarat’s growth rate and administrative model became an example of competitive development for other states.

He said development was not confined to Gujarat’s cities, but villages too were brought into the mainstream of development. After 2014, the same model of development and good governance established in Gujarat was taken forward at the national level.

The Chief Minister said positions changed, responsibilities increased, and circumstances evolved, but one resolve remained unchanged—Nation First.

*India’s Rise from ‘Fragile Five’ to One of the World’s Leading Economies*

Chief Minister, Sh. Nayab Singh Saini said that before 2014, there was an atmosphere of despondency in the country. The government was unable to take decisions, and policies remained stalled. The world counted India among the ‘Fragile Five’ economies. Today, the same India is among the world’s fastest-growing major economies.

He said this transformation did not happen on its own. It was driven by the Prime Minister’s clear vision, decisive leadership and unwavering faith in the enterprise of 140 crore Indians.

The Chief Minister said that today, an Indian citizen living anywhere in the world proudly says that he or she is a citizen of India. Earlier, our citizens abroad had to explain their identity; today, the world respects the Indian passport. This, he said, is a reflection of India’s growing global stature under the Prime Minister’s leadership.

*Decisive National Security Policy: Firm Action Against Terrorism and Naxalism*

The Chief Minister said there was a time when incidents of terrorism occurred and governments merely responded with statements. Ordinary citizens lived in fear of terrorism. Under the leadership of Prime Minister, Sh. Narendra Modi, India has made it clear that there will be no compromise with the country’s security and sovereignty.

He said both external and internal security have been strengthened. Decisive action has been taken towards eliminating Naxalism from its roots. At one time, more than 200 districts were considered affected by Naxalism. Today, these districts are moving forward on the path of peace and development after becoming free from Naxal influence.

Sh. Nayab Singh Saini said that in 2016, the Indian Army responded to the Uri attack by carrying out surgical strikes across the Line of Control. Following Pulwama in 2019, India carried out an air strike in Balakot, sending a clear message that India’s policy was no longer merely one of tolerance, but of decisive response. More recently, through ‘Operation Sindoor’, India once again demonstrated that its policy against terrorism is clear, decisive and unwavering.

*Revival of Heritage and Culture Alongside Development*

The Chief Minister said that under the Prime Minister’s leadership, India has learned to take pride in its culture and heritage while pursuing development. The construction of the grand and divine Shree Ram Temple, transformation of Kashi Vishwanath Dham, development of Somnath pilgrimage centre and construction of Mahakal Lok symbolise the resurgence of India’s cultural consciousness. Today, India is demonstrating its strength in space while also taking pride in its thousands-of-years-old civilisation.

The Chief Minister said it is a matter of pride that India has now emerged among the world’s major powers. There was a time when India sought technology from the world. Today, in line with the Prime Minister’s visionary approach, the country is not only manufacturing missiles using its advanced technology but is also successfully undertaking missions such as Suryayaan, Chandrayaan and Mangalyaan. During ‘Operation Sindoor’ too, the world witnessed the strength of India’s indigenous technology and weapons.

*Welfare of the Poor: A 25-Year Journey Transforming Crores of Lives*

The Chief Minister said this 25-year journey is not merely about pages of a calendar, but about transformation in the lives of crores of Indians. The Prime Minister placed at the centre of government schemes those poor citizens whose voices once failed to reach the corridors of power. As a result of his leadership and focus on the welfare of the poor, nearly 25 crore people have come out of poverty.

He said free foodgrains are being provided to nearly 80 crore people to ensure that no poor family goes to bed hungry. More than 100 crore citizens have been connected with various social security schemes. Nearly 12 crore toilets have been constructed, providing sanitation, security and dignity to poor families, particularly mothers and sisters. More than 4 crore pucca houses have been built for the poor. These are a guarantee of the poor person’s self-respect, security and better future.

During the global COVID-19 pandemic, when even major systems across the world were faltering, India, under the Prime Minister’s leadership, accomplished the unprecedented task of administering nearly 200 crore free vaccine doses to its citizens.

*Youth Power, Startups and Sports: Youth Emerging as Job Creators, Not Job Seekers*

The Chief Minister said that before 2014, the country’s youth struggled with a lack of opportunities and a sense of despair. The Prime Minister connected youth power with hope, innovation, self-reliance and entrepreneurship. Through Startup India, India has today become the world’s third-largest startup ecosystem. Young Indians are now not merely job seekers, but are emerging as ‘job givers’ through startups and unicorns.

Besides, more than 10 crore youth have been sensitised against drug abuse under the Nasha Mukt Bharat Abhiyaan. Make in India has opened new opportunities for youth in manufacturing and innovation, while Khelo India and Fit India have transformed sports into a people’s movement and provided talented sportspersons a strong platform to progress.

The Chief Minister said that while speaking on the confidence motion in Parliament on May 28, 1996, Bharat Ratna Atal Bihari Vajpayee Ji had said, “This country will endure; the democracy of this country will remain immortal.” He said Prime Minister, Sh. Narendra Modi’s 25 years of public service are an extension of this spirit, where the nation has always remained above the politics of power. In a democracy, the greatest achievement is not remaining in office, but continuously earning the trust of the people.

*Women Empowerment: From ‘Women-Led Development’ to Economic Self-Reliance*

The Chief Minister said that earlier, women empowerment was talked about, but nothing was done on the ground. Prime Minister, Sh. Narendra Modi gave the mantra of ‘Women-Led Development’. The journey that began with ‘Beti Bachao-Beti Padhao’ has today reached women’s economic self-reliance in the form of 3 crore Lakhpati Didis.

He said the Nari Shakti Vandan Adhiniyam represents a historic decision to ensure women’s participation in the Lok Sabha and State Assemblies. Under the Prime Minister’s leadership, the Central Government criminalised the practice of triple talaq, providing Muslim women the right to justice and dignity. Taking the same approach forward, the double-engine government in Uttarakhand implemented the Uniform Civil Code, setting an example in the country that every woman, irrespective of religion or community, should have equal rights.

He said that under the Pradhan Mantri Matru Vandana Yojana, more than 7.30 crore pregnant women and lactating mothers have received over Rs. 20,000 crore. More than 32 crore bank accounts of women have been opened under the Pradhan Mantri Jan Dhan Yojana, enabling government subsidies to reach beneficiaries directly.

More than 4.50 crore accounts have been opened under the Sukanya Samriddhi Yojana, leading to significant improvement in the sex ratio and higher education. Of the more than 3 lakh recognised startups in the country, 48 per cent are led by women. More than 92 lakh Self-Help Groups have been formed across the country, while loans worth Rs. 17 lakh crore have been extended to women under the PM Mudra Yojana.

*Farmers’ Welfare: Resolve to Make Agriculture Modern, Prosperous and Profitable*

The Chief Minister said historic changes have also taken place in the agriculture sector. Efforts have been made to make farming more profitable through agricultural infrastructure, irrigation, natural farming and modern technology.

Under the Pradhan Mantri Kisan Samman Nidhi Yojana, farmers are receiving annual financial assistance of Rs. 6,000 directly into their bank accounts. So far, Rs. 4.50 lakh crore has been disbursed under Kisan Samman Nidhi. Under the PM Fasal Bima Yojana, 4.20 crore farmers have benefited.

Crop sales worth more than Rs. 5 lakh crore have taken place through the e-NAM platform, directly connecting 1,656 mandis and more than 1.80 crore farmers.

He said nearly 8 crore farmers across the country are receiving access to easy and reliable loans through Kisan Credit Cards. With Shri Anna gaining global recognition, India has, for the first time, entered the world’s top 10 countries in agricultural exports. Through the PM Matsya Sampada Yojana, fish production in the country has doubled from 95 lakh tonnes in 2014-15 to around 2 crore tonnes.

In contrast, nearly 25 crore people have come out of poverty as a result of the policies and schemes implemented for the welfare of the poor under the leadership of Prime Minister Sh. Narendra Modi. He said that the Prime Minister’s 25 years in public life have been a journey of service, good governance, welfare of the poor and dedication to the nation, and the people of the country are themselves witnessing and experiencing the positive change brought about during this period.

Addressing a press conference in Panchkula regarding the ‘Seva Sankalp Campaign’, the Chief Minister said that the Congress has neither a policy, nor an issue, nor any concrete agenda to counter the work done by Prime Minister, Sh. Narendra Modi. Therefore, Congress leaders carry scripts written by others in an attempt to defame the Prime Minister, but the people of the country have witnessed his 25 years of continuous service, sacrifice and dedication.

The Chief Minister said that Prime Minister Sh. Narendra Modi has served the country and its people tirelessly and without pause. Instead of using derogatory language against the Prime Minister, the Congress should introspect and reflect on what it did for the poor, women and youth during its long tenure in power.

*Congress Had Data on the Poor, But No Account of How Many Were Lifted Out of Poverty*

The Chief Minister said that during Congress rule, the poor became poorer. The Congress had data on people living below the poverty line, but even today it cannot say how many poor people were lifted out of poverty during its tenure.

He said that the Congress exploited the poor for decades. In contrast, Prime Minister Sh. Narendra Modi placed the dignity of the poor and improvement in their standard of living at the centre of government policies. It is this approach towards the welfare of the poor that has resulted in nearly 25 crore people being lifted out of poverty.

The Chief Minister said that providing a pucca roof to the poor is an important part of Prime Minister Sh. Narendra Modi’s vision for their welfare. In Haryana, nearly 1.60 lakh houses have been constructed and provided to poor families. This is not merely about providing a pucca roof, but is an important step towards providing poor families with dignity, security and a better future.

*By Mocking Modi, Congress Was Mocking the Dignity of Poor Women*

The Chief Minister said that those who ruled the country for 55 years failed to see the hardships faced by poor mothers, sisters and daughters. Prime Minister Sh. Narendra Modi provided ‘Izzat Ghars’ to women by facilitating the construction of nearly 12 crore toilets across the country. When the Prime Minister expressed his resolve from the ramparts of the Red Fort to construct toilets, the Congress mocked even that initiative.

He said that the Congress failed to understand at the time that it was not mocking Prime Minister Sh. Narendra Modi, but the dignity of those poor mothers, sisters and daughters whose homes did not even have toilet facilities.

The Chief Minister said that during the COVID-19 pandemic, the Congress also raised questions over the vaccine and attempted to create confusion among the people. Congress leaders themselves got vaccinated, but discouraged the poor and ordinary citizens of the country from taking the vaccine. He said that misleading people about the vaccine during that difficult phase of the pandemic was akin to putting their health and lives at risk.

He said that the Congress is now witnessing the consequences election after election. The people of the country have affection for Prime Minister Sh. Narendra Modi because they have themselves seen and experienced the changes brought about in the lives of the poor, women and youth.

*Where Was Congress When the Country’s Youth Were Seeking Opportunities – Chief Minister*

The Chief Minister said that Congress leaders today talk about youth and ask what Prime Minister, Sh. Narendra Modi has done for them. The Congress should first explain where it was when the youth of the country were seeking opportunities, what policies it had for them during its rule and what the condition of the country’s youth was at that time.

He said that initiatives such as Khelo India, Make in India and Fit India have opened up new avenues of opportunity for the youth. Prime Minister Sh. Narendra Modi has not only provided new opportunities and confidence to the country’s youth but has also shown them the path towards self-reliance.

The Chief Minister said that more than 12,500 startups are operating in Haryana today and 19 unicorns have emerged. He said that taking advantage of better roads and modern infrastructure today, while claiming that the government led by Prime Minister Sh. Narendra Modi has done nothing that reflects the contradiction in the Congress’ politics.

*Abusing the Prime Minister Will Not Earn Congress the People’s Trust*

The Chief Minister said that having run out of issues, the Congress now has nothing left except to use derogatory language against Prime Minister Sh. Narendra Modi. The Congress should understand that abusing the Prime Minister is an insult to the poor person who has received a pucca house, to the woman who has gained dignity and to the youth who has received new opportunities to move forward.

He said that before pointing fingers at others, the Congress should look within. Cursing and abusing Prime Minister Sh. Narendra Modi will not satisfy the Congress’ political hunger. To earn the people’s trust, the Congress will have to change its approach towards the poor, women and youth.

The Chief Minister said that the people of the country are watching who is working and who is merely indulging in the politics of opposition. Criticism and the use of derogatory language reflect the Congress’ frustration, and it appears that this has become ingrained in its political DNA.

He said that the Opposition has an important role in a democracy and has the right to oppose the government. We too have been in the Opposition and, at that time, strongly raised the voice of the people. But today, the Congress has neither an issue, nor a policy, nor any concrete agenda. He said that waking up in the morning to tell lies and going to bed at night after telling lies has become the Congress’ policy.

*Reality of Promises to Make Punjab Drug-Free is Before the People*

Responding to a question, the Chief Minister said that before coming to power in Punjab, the government there had made tall promises to make the state drug-free, but the reality of its fight against drugs is now before everyone.

He said that a helpless father, distressed over the drug menace, pleaded before a Punjab Minister, but his plea went unheard, and he ultimately lost his life. He said that this is the reality of their politics — they say one thing and do another. The people of Punjab can no longer be misled by false promises and hollow claims. They now clearly understand the difference between promises and the ground reality.

*Panchkula Zone Consumer Grievances Redressal Forum Proceedings to be Held in Panchkula on September 14, 21 and 28*

Chandigarh, September 11 – Uttar Haryana Bijli Vitran Nigam (UHBVN) is committed to providing reliable, quality voltage and uninterrupted power supply to consumers. To achieve the goal of ‘Complete Consumer Satisfaction’, the Nigam has launched several ambitious programmes to ensure prompt resolution of consumer grievances.

Sharing more details, a spokesperson of the power utility said that grievances of consumers from Kurukshetra, Ambala, Panchkula, Kaithal and Yamunanagar districts, falling under the Panchkula Zone, will be taken up for redressal at the Zonal Consumer Grievances Redressal Forum, Panchkula, on September 14, 21 and 28.

He said that complaints of consumers from districts under the Panchkula Zone relating to incorrect bills, electricity tariffs, meter security, defective meters and voltage-related issues will be taken up for resolution.

For the settlement of any dispute between a consumer and the Nigam, before submitting a complaint relating to a financial dispute before the Forum, the consumer will be required to deposit, for each month, either the amount claimed or an amount equivalent to the electricity charges payable by the consumer, calculated based on the average electricity charges paid during the preceding six months, whichever is less.

The consumer will also be required to certify that the matter is not pending before any court, authority or forum, as cases already under consideration before any court or forum will not be taken up during the proceedings.

Chandigarh, September 11 - With the festive season approaching, Haryana has moved to further tighten its food safety shield, with Chief Secretary, Sh. Anurag Rastogi directing the authorities to step up sampling and intensify action against unsafe and substandard food. Backed by a sharp rise in convictions, expansion of scientific testing infrastructure, strengthening of field manpower and district-level monitoring, the State is pushing for a tougher and more consumer-centric food safety regime.

Chairing the second meeting of the State Level Advisory Committee (SLAC) of the Food & Drugs Administration Department at the Haryana Civil Secretariat here today, the Chief Secretary reviewed the progress made in strengthening Haryana's food safety and consumer protection mechanism.

Sh. Rastogi stressed that ensuring safe and quality food for the public requires a coordinated, whole-of-government approach and called for stronger surveillance, inspections, scientific testing and enforcement across the food supply chain. With festive demand expected to increase the movement and sale of food products, he specifically stressed the need to step up sampling during the ensuing festive season.

He said food safety cannot be the responsibility of a single department and requires coordinated action by all concerned government agencies to protect consumers effectively.

Additional Chief Secretary, Health and Family Welfare, Dr. Sumita Misra, while detailing the steps taken by the State, said Haryana's strategy was focused on a clear objective to detect unsafe food faster, strengthen scientific testing, improve field inspections and enforcement, and ensure greater accountability among food business operators.

*Convictions Surge as Crackdown Gains Momentum*

The meeting was informed that Haryana's enforcement against violations of food safety laws has gained significant momentum. Convictions in food safety cases increased from 47 in 2023-24 to 111 in 2025-26, reflecting intensified surveillance, inspections, sampling and prosecution of non-compliant food business operators.

The pace has accelerated further during the current financial year. Up to August 31, 2026, the department reported 265 convictions, with penalties amounting to Rs 55.86 lakh. During 2025-26, penalties of Rs 2.35 crore were imposed through food safety enforcement action.

Among the important consumer protection measures reviewed at the meeting was the State's action against Analogue/Non-Dairy Paneer.

Dr. Sumita Misra said the manufacture, storage, distribution and sale of Analogue/Non-Dairy Paneer has been prohibited in Haryana for one year under a notification issued by the Commissioner, Food Safety. The meeting also reviewed directions concerning products sold or described as “Ghee”, including “Ghee Ka Diya” and “Pooja Ka Ghee”.

Products labelled, described, offered or sold as ghee are required to conform to the prescribed standards applicable to ghee. The measures are aimed at strengthening consumer confidence and ensuring that products sold under commonly understood food descriptions meet the applicable standards.

During the campaign, plantation drives, blood donation camps, yoga, health and spiritual activities, along with initiatives related to education and reformation, will be organised in the jails. Maximum participation of inmates will be ensured in the campaign.

Objective is to Take the Message of Service and Positive Thinking to Jails

Dr Arvind Sharma said that Prime Minister Sh. Narendra Modi has accorded priority to service in his public life and emphasised making every section of society a partner in nation-building. The same message will be taken to the jails during the Seva Sankalp Campaign. Plantation will convey the message of environmental conservation, blood donation as service, yoga for good health and spiritual activities for positive thinking.

Directions to Prepare Jail-Wise Programmes

The Jails Minister has directed all jail officers in the state to prepare jail-wise programmes for effective implementation of the campaign. He said that a detailed schedule of different activities should be prepared in advance for each jail from September 17 to October 17 so that programmes can be organised continuously throughout the month. Instead of limiting the campaign to a single event, activities should be planned keeping in view the facilities available in the jails and the participation of inmates.

Dialogue to be Held with Young Inmates

During the campaign, special interaction will also be held with young inmates pursuing education in jails. They will be encouraged to share their views on service, education, future, skills and return to the mainstream of society, and will be given an opportunity to put forward their views and suggestions. The Jails Minister directed the officers to ensure the active participation of such inmates.

Focus on Education and Reformation Activities

Dr. Arvind Sharma said that activities related to education and reformation are already being undertaken in jails, and the participation of inmates associated with these activities will be further increased during the Seva Sankalp Campaign. Training in various ITI trades, along with programmes related to IGNOU, open schooling and literacy, are also being conducted in the state’s jails.

He said that the objective of the campaign is to further strengthen the positive environment in jails and inspire inmates to reconnect with the mainstream of society through service, education, health, environmental conservation and spiritual activities.

Chandigarh, September 11 - Haryana has recorded a major breakthrough in its fight against HIV/AIDS, significantly improving its performance on the global 95-95-95 targets within months and emerging among the country’s top-performing states, Additional Chief Secretary, Health and Family Welfare, Dr. Sumita Misra said here today.

Giving details of the accelerated implementation of the National AIDS Control Programme (NACP), Dr. Misra said Haryana has made substantial progress through aggressive patient tracking, targeted interventions, expanded testing, stronger treatment retention and an unprecedented statewide awareness campaign, particularly focused on young people and vulnerable communities.

The state, which stood at 85.2 per cent in the first 95 target and 83.7 per cent in the second 95 target in January 2026, has now surged to 93.2 per cent and 90.9 per cent respectively, while it has already crossed the third target with 95.8 per cent viral suppression.

Dr. Misra said the improvement reflects Haryana's intensified efforts to ensure that people living with HIV are diagnosed, placed on treatment and achieve viral suppression.

In a significant district-level achievement, Kurukshetra, Kaithal, Bhiwani, Panchkula and Yamunanagar have achieved full target status of ‘Surakshit’ across the key operational goals of diagnosis, treatment and viral suppression. Haryana's overall performance has placed the state among the six top-performing states in the country, she added.

Several other districts, including Ambala, Jind, Palwal, Faridabad, Rewari and Sonipat, have achieved critical treatment targets and are rapidly moving towards full target status as ‘Saksham’ districts.

Dr Misra said Haryana has adopted an intensive tracking and patient-retention strategy to bring back people who had discontinued treatment or were lost to follow-up. Nearly half of such individuals have been successfully re-engaged with the health system, helping ensure continuity of life-saving treatment.

The Haryana State AIDS Control Society has also strengthened its network of Integrated Counselling and Testing Centres, Anti-Retroviral Therapy Centres and Suraksha Clinics, providing free HIV testing, counselling, treatment support and viral load monitoring across the state.

The Additional Chief Secretary said special emphasis is being placed on reaching populations that remain vulnerable or difficult to access. Targeted interventions, including night and evening outreach programmes, are being conducted for migrants, truck drivers, female sex workers, injecting drug users and transgender communities.

Haryana has also stepped up HIV screening through daily testing protocols in prisons and Opioid Substitution Therapy Centres, besides organising evening and weekend camps to reach communities that may otherwise remain outside the routine health-care network.

To ensure accountability and faster implementation, the Project Director of Haryana State AIDS Control Society and her team are conducting regular district visits, reviews and monitoring exercises. The state has also strengthened coordination with Delhi, Punjab, Rajasthan, Chandigarh and Himachal Pradesh to trace and reconnect persons lost to follow-up.

Dr. Misra said integrated health camps are being organised to reach unreached populations with comprehensive screening for HIV, Hepatitis-B, Hepatitis-C and non-communicable diseases.

In a major communication push, Haryana has launched an extensive multi-media Information, Education and Communication campaign aimed at taking HIV prevention messages to every section of society.

Awareness messages are being displayed through LED screens at major railway stations and busy roadside locations, while video spots are being screened in cinema halls and broadcast on Doordarshan. Audio campaigns are being run through All India Radio, private FM channels and bus station announcement systems. The campaign also includes public transport branding through auto-hood wraps and cab displays, supported by sustained digital outreach through the official social media platforms of Haryana SACS.

Taking the campaign to the grassroots, an intensive Folk Media Campaign will begin across all districts from September 15, using traditional art forms to promote HIV testing, challenge myths and misinformation and fight stigma and discrimination at the village and block levels.

Youth mobilisation has emerged as another major pillar of Haryana's intensified campaign. Under the Intensified IEC Campaign 2026, high-visibility events, including a major biker rally and walkathon in Panchkula and flash mobs at prominent public places, are being organised to spread HIV prevention awareness.

Red Ribbon Quiz Competitions, organised in coordination with the Department of Secondary Education, are engaging school students across Haryana, while district-level Red Runs will culminate in a state-level event. Continuous training programmes are also being conducted for Red Ribbon Club Nodal Teachers and Peer Educators to build a sustainable peer-to-peer awareness network in educational institutions.

Dr. Misra said a 16-hour Adolescence Education Programme is also being implemented for students of Classes VIII, IX and XI to create awareness about HIV/AIDS, personal hygiene and related health issues at an early age.

Looking ahead, Haryana is further strengthening coordination among health authorities, district administrations, police and child development agencies to expand screening, particularly among pregnant women, and move closer towards eliminating vertical transmission of HIV.

Dr. Sumita Misra said the state is working with a clear long-term objective in line with the 2030 goal of zero new HIV infections, zero AIDS-related deaths and zero discrimination, with the latest gains demonstrating that Haryana is rapidly moving towards stronger control of the epidemic.

Nayab Singh Saini said that the strength of any country or state does not lie in its grand buildings and structures, but in the knowledge, research and innovation of its youth. He called upon researchers to undertake in-depth research on issues related to the development of the State and public welfare, and to promote research and innovation by making use of the latest technology.

The Chief Minister was addressing an interaction programme with researchers from higher educational institutions as the Chief Guest at the Swarna Jayanti Haryana Institute for Fiscal Management in Sector 3, Panchkula, on Friday. Haryana Education Minister, Sh. Mahipal Dhanda was also present on the occasion.

He said that in the Budget for 2026-27, an additional provision of Rs. 20 crore has been made for the ‘Haryana State Research Fund’ to translate ‘Haryana Vision-2047’ into reality. Under this initiative, researchers from colleges, universities and private universities discussed their respective projects with the Chief Minister for 90 research projects.

The Haryana State Higher Education Council has provided financial assistance of Rs. 11.25 crore to these researchers.

The Chief Minister said that research should not remain confined merely to publishing research papers and writing books; rather, its objective should be to make society and people’s lives easier. Knowledge and research have the power to address pressing societal problems and benefit people. Serious issues such as water management, climate change and agricultural production are major challenges before us today. Researchers can make an important contribution towards finding solutions to these challenges through their research.

He said that water is a natural resource and cannot be created. Only if water is conserved today can life be sustained tomorrow. Therefore, greater attention needs to be paid to this issue. The water demand is continuously increasing due to growing industrialisation and urbanisation. Industries also require water, while the groundwater level is steadily declining and its quality is also being affected. Research should explore ways to improve groundwater levels and enhance water quality.

The Chief Minister said that no problem is too big for a person and every problem can be solved. Researchers, through their knowledge and talent, can make a significant contribution towards making people’s lives easier. We aim to make Haryana a leading centre of research, innovation, new thinking and knowledge-based development—a Haryana that, powered by entrepreneurship and technology, plays a leading role in building ‘Viksit Bharat-2047’ in accordance with the vision of Prime Minister, Sh. Narendra Modi, he said.

Sh. Nayab Singh Saini said that the definition of power is changing today. In the future, those countries and states that possess new knowledge and new technology will be the most powerful.

The Chief Minister called upon researchers to draw inspiration from the lines of the poem by Bharat Ratna and former Prime Minister, late Sh. Atal Bihari Vajpayee—“हार नहीं मानूंगा, रार नई ठानूंगा, काल के कपाल पर लिखता-मिटाता हूं, गीत नया गाता हूं”—and continue their efforts until their research yields meaningful results.

Sh. Nayab Singh Saini further told the researchers that their research should be connected with the soil of Haryana and the real needs of its people. Issues such as how to achieve higher agricultural production with less water, improve soil health, utilise crop residue, develop effective models for water management and groundwater conservation, and address the impact of climate change on agriculture and people’s lives are directly linked to our villages, farmers and future generations. Researchers should pay special attention to these areas.

The Chief Minister said that emerging technologies such as biotechnology, advanced manufacturing, clean energy, digital technology and new materials are transforming the landscape of education, employment and the economy. Our education and research system must also move forward in accordance with these changes. Bridging the gap between education and employment is also a priority.

*Linking Research with Patents, Technology Transfer and Innovation a Priority of Government – Education Minister*

Education Minister, Sh. Mahipal Dhanda said that higher education, research and innovation will play the most important role in building a developed, modern and knowledge-based State under ‘Haryana Vision-2047’. He said that research in the State would not remain confined to books and research papers, but would be directly linked to finding solutions to grassroots problems.

The Education Minister said that financial assistance of Rs. 11.25 crore has been provided for 90 research projects under the ‘Haryana State Research Fund’ launched by the State Government. The Government’s primary objective is to link research with patents, technology transfer and innovation so that an idea originating in a university can, through patents and technology, be transformed into a product, enterprise and employment.

Sh. Mahipal Dhanda said that the Haryana State Higher Education Council has prepared a framework for the effective implementation of the announcements made by the Chief Minister for higher education and youth in the 2026-27 Budget. Under NEP-2020, policies such as three- and four-year undergraduate programmes, the Academic Bank of Credits and multiple entry-exit are being implemented on the ground.

He said that youth are being connected with industry through Career Development Cells, while the Indian Knowledge System is being integrated into modern education. Through this strong partnership among the Government, universities, industry and the Haryana State Research Fund, Haryana’s youth will not merely be job seekers but will become job creators.

*90 Projects Approved Out of 350 Research Proposals – Prof. K.C. Sharma*

Chairman, Haryana State Higher Education Council, Prof. K.C. Sharma apprised the Chief Minister that, in accordance with the vision of ‘Viksit Bharat-Viksit Haryana-2047’, the Council had prepared common guidelines, which were issued to all universities and colleges.

He said that a total of 350 applications were received under the Haryana State Research Project. Of these, 163 applications were approved by the Screening Committee. Subsequently, 90 project applications were finally approved, including projects of 75 faculty members and 15 students.

He said that, as per the directions of the Chief Minister, financial assistance has also been released to researchers from private universities, in addition to those from government colleges and universities.

Director General, Swarna Jayanti Haryana Institute for Fiscal Management and OSD to Chief Minister, Dr Raj Nehru, while addressing the gathering, highlighted the role of researchers in realising the vision of a developed Haryana. He said that in line with the goal of Viksit Bharat-2047, researchers have been given a target of 5,000 patents, to also commercialise these patents in collaboration with industry.

Later, speaking to media persons, Sh. Harvinder Kalyan said that public hearing programmes are organised almost every week. These programmes not only facilitate on-the-spot resolution of public grievances but also provide an opportunity to consider development-related demands and take up works in a planned manner.

During the public hearing, residents of various villages and localities raised demands related to paving of roads and streets, laying of drinking water pipelines, construction of drains and a five-pond system, completion of Vishwakarma Chowk, construction of a community hall, expansion of the shed at Gharaunda vegetable market and other development works. The Speaker directed the officers concerned to take necessary action on these demands.

Responding to a question regarding arrangements for the paddy procurement season, Sh. Harvinder Kalyan said that the State Government and district administration periodically review the arrangements.

Sh. Harvinder Kalyan said that the State Government is procuring all crops at Minimum Support Price (MSP), making Haryana the first state in the country to do so. He said that any difficulties arising in the procurement arrangements are addressed through dialogue and cooperation among all stakeholders.

Chandigarh, September 11: Haryana Chief Secretary Sh. Anurag Rastogi today reviewed the progress of the proposed Sector 56–Panchgaon Metro corridor and directed the concerned agencies to finalise the revised Detailed Project Report (DPR) within the stipulated timeframe so that the project can move swiftly towards approval and implementation.

The high-level review assumes significance as the proposed 35.25-km Metro corridor, comprising 28 stations, is planned to connect some of Gurugram’s fastest-growing residential, commercial, industrial and urban development areas. The project has also been designed for integration with existing and proposed rail-based transport systems, creating the framework for a wider and interconnected public transport network across the Gurugram-Manesar-Panchgaon region.

The meeting, chaired by the Chief Secretary, was attended by Sh. Anurag Aggarwal, Additional Chief Secretary, Town and Country Planning Department; Sh. J. Ganeshan, Director, Town and Country Planning Department; Sh. Ashok Meena, Commissioner and Secretary, Urban Local Bodies Department; Sh. Vinay Pratap, Managing Director, HSIIDC; and Sh. Mukul Kumar, CA, HSVP-cum-Managing Director, HMRTC, along with senior officers of other concerned agencies.

The proposed Metro line will run through key areas of Gurugram, including Sectors 56, 61, 65, 66, 50 and 49, Kherki Daula, Global City, New Gurugram sectors 84, 86 and 90, IMT Manesar and Panchgaon. The corridor has been planned as a Medium Capacity Metro Rail system, with a design speed of 90 km/h and Communication-Based Train Control (CBTC) signalling, bringing modern and high-capacity public transport infrastructure to the rapidly expanding region.

The Chief Secretary stressed that the project must be planned not only to meet present transportation requirements but also with a clear vision for the next 15 to 20 years, keeping in view the rapid pace of urbanisation and economic growth in Gurugram and adjoining areas.

A major feature of the proposed corridor is its extensive multimodal integration with existing and future public transport systems. The proposed integration is expected to play a key role in creating a connected mass-transit grid for the rapidly developing Gurugram region, rather than developing individual transport corridors in isolation.

Chief Secretary Rastogi stressed that all critical planning issues should be resolved at the DPR stage itself to ensure that the project can move forward without avoidable delays. He emphasised that infrastructure planning for a rapidly expanding urban region such as Gurugram must anticipate future requirements well in advance, keeping in view the pace of urbanisation and economic growth in the region.

He directed the concerned departments and agencies to work in close coordination and finalise the revised DPR within the stipulated timeframe so that the proposed project can be taken forward for the next stage of approval.

Sharing more details, an official spokesperson said that under the scheme, the applicant will have to bear the cost of construction of the Vita booth structure as well as all operational expenses, including electricity and water bills. For general applicants, a refundable security deposit of Rs. 50,000 and a non-refundable processing fee of Rs. 500 have been prescribed.

Applicants covered under the BPL and MMAPUY schemes have been given a special concession. No security deposit will be charged from them, while the application form fee has been fixed at Rs. 100.

Under the scheme, around 4,414 eligible allottees across 103 sectors in the State will be extended significant relief of over Rs. 724 crore. The Pradhikaran has fixed December 31, 2026, as the last date for availing the benefits of the scheme.

Sharing more details, an official spokesperson said that the scheme has primarily been introduced for the one-time settlement of disputes related to plot enhancement. Allottees who could not avail the benefits of the Pradhikaran’s previous schemes will also be covered under the scheme. The benefits of the scheme can be availed by allottees of residential plots, group housing sites, institutional plots and industrial plots. Eligible allottees can log in to HSVP’s official portal (https://vsss.hsvphry.org.in/) using their Plot ID and password to view details of the relief amount determined for them.

The Pradhikaran has informed allottees with outstanding dues and defaulters that if any allottee fails to settle the outstanding dues by availing the benefit of the scheme within the stipulated period, strict action for resumption of the concerned plot will be initiated under the applicable rules and legal provisions.

The MoU was signed at the Swaran Jayanti Haryana Institute of Fiscal Management, Sector 3, Panchkula.

The initiative marks an important step towards building a future-ready, innovation-driven and industry-responsive technical education ecosystem in Haryana, providing enhanced opportunities for employment, entrepreneurship and skill development for the State’s youth.

*Financial Assistance of Rs. 11.25 Crore Provided for 90 Research Projects under Haryana State Research Fund*

Chandigarh, September 11 – Haryana Chief Minister, Sh. Nayab Singh Saini said that the strength of any country or state does not lie in its grand buildings and structures, but in the knowledge, research and innovation of its youth. He called upon researchers to undertake in-depth research on issues related to the development of the State and public welfare, and to promote research and innovation by making use of the latest technology.

The Chief Minister was addressing an interaction programme with researchers from higher educational institutions as the Chief Guest at the Swarna Jayanti Haryana Institute for Fiscal Management in Sector 3, Panchkula, on Friday. Haryana Education Minister, Sh. Mahipal Dhanda was also present on the occasion.

He said that in the Budget for 2026-27, an additional provision of Rs. 20 crore has been made for the ‘Haryana State Research Fund’ to translate ‘Haryana Vision-2047’ into reality. Under this initiative, researchers from colleges, universities and private universities discussed their respective projects with the Chief Minister for 90 research projects.

The Haryana State Higher Education Council has provided financial assistance of Rs. 11.25 crore to these researchers.

The Chief Minister said that research should not remain confined merely to publishing research papers and writing books; rather, its objective should be to make society and people’s lives easier. Knowledge and research have the power to address pressing societal problems and benefit people. Serious issues such as water management, climate change and agricultural production are major challenges before us today. Researchers can make an important contribution towards finding solutions to these challenges through their research.

He said that water is a natural resource and cannot be created. Only if water is conserved today can life be sustained tomorrow. Therefore, greater attention needs to be paid to this issue. The water demand is continuously increasing due to growing industrialisation and urbanisation. Industries also require water, while the groundwater level is steadily declining and its quality is also being affected. Research should explore ways to improve groundwater levels and enhance water quality.

The Chief Minister said that no problem is too big for a person and every problem can be solved. Researchers, through their knowledge and talent, can make a significant contribution towards making people’s lives easier. We aim to make Haryana a leading centre of research, innovation, new thinking and knowledge-based development—a Haryana that, powered by entrepreneurship and technology, plays a leading role in building ‘Viksit Bharat-2047’ in accordance with the vision of Prime Minister, Sh. Narendra Modi, he said.

Sh. Nayab Singh Saini said that the definition of power is changing today. In the future, those countries and states that possess new knowledge and new technology will be the most powerful.

The Chief Minister called upon researchers to draw inspiration from the lines of the poem by Bharat Ratna and former Prime Minister, late Sh. Atal Bihari Vajpayee—“हार नहीं मानूंगा, रार नई ठानूंगा, काल के कपाल पर लिखता-मिटाता हूं, गीत नया गाता हूं”—and continue their efforts until their research yields meaningful results.

Sh. Nayab Singh Saini further told the researchers that their research should be connected with the soil of Haryana and the real needs of its people. Issues such as how to achieve higher agricultural production with less water, improve soil health, utilise crop residue, develop effective models for water management and groundwater conservation, and address the impact of climate change on agriculture and people’s lives are directly linked to our villages, farmers and future generations. Researchers should pay special attention to these areas.

The Chief Minister said that emerging technologies such as biotechnology, advanced manufacturing, clean energy, digital technology and new materials are transforming the landscape of education, employment and the economy. Our education and research system must also move forward in accordance with these changes. Bridging the gap between education and employment is also a priority.

*Linking Research with Patents, Technology Transfer and Innovation a Priority of Government – Education Minister*

Education Minister, Sh. Mahipal Dhanda said that higher education, research and innovation will play the most important role in building a developed, modern and knowledge-based State under ‘Haryana Vision-2047’. He said that research in the State would not remain confined to books and research papers, but would be directly linked to finding solutions to grassroots problems.

The Education Minister said that financial assistance of Rs. 11.25 crore has been provided for 90 research projects under the ‘Haryana State Research Fund’ launched by the State Government. The Government’s primary objective is to link research with patents, technology transfer and innovation so that an idea originating in a university can, through patents and technology, be transformed into a product, enterprise and employment.

Sh. Mahipal Dhanda said that the Haryana State Higher Education Council has prepared a framework for the effective implementation of the announcements made by the Chief Minister for higher education and youth in the 2026-27 Budget. Under NEP-2020, policies such as three- and four-year undergraduate programmes, the Academic Bank of Credits and multiple entry-exit are being implemented on the ground.

He said that youth are being connected with industry through Career Development Cells, while the Indian Knowledge System is being integrated into modern education. Through this strong partnership among the Government, universities, industry and the Haryana State Research Fund, Haryana’s youth will not merely be job seekers but will become job creators.

*90 Projects Approved Out of 350 Research Proposals – Prof. K.C. Sharma*

Chairman, Haryana State Higher Education Council, Prof. K.C. Sharma apprised the Chief Minister that, in accordance with the vision of ‘Viksit Bharat-Viksit Haryana-2047’, the Council had prepared common guidelines, which were issued to all universities and colleges.

He said that a total of 350 applications were received under the Haryana State Research Project. Of these, 163 applications were approved by the Screening Committee. Subsequently, 90 project applications were finally approved, including projects of 75 faculty members and 15 students.

He said that, as per the directions of the Chief Minister, financial assistance has also been released to researchers from private universities, in addition to those from government colleges and universities.

*Researchers Given Target of 5,000 Patents – Dr Raj Nehru*

Director General, Swarna Jayanti Haryana Institute for Fiscal Management and OSD to Chief Minister, Dr Raj Nehru, while addressing the gathering, highlighted the role of researchers in realising the vision of a developed Haryana. He said that in line with the goal of Viksit Bharat-2047, researchers have been given a target of 5,000 patents, to also commercialise these patents in collaboration with industry.

Additional Chief Secretary, Higher Education Department, Sh. A.K. Singh said that a target of 168 patents was set last year, while the target has been increased to 350 this year and is aimed to be raised to 1,000 by 2030.

Vice-Chairman of the Haryana State Higher Education Council, Prof. S.K. Gakhar, along with researchers, professors and students from higher educational institutions, was also present on the occasion.

*Safai Karamcharis Call Off Strike After Meeting Chief Minister*

*Agreement Reached on Key Demands of Safai Karamcharis*

*Government Adopts Sensitive and Positive Approach towards Resolving Employees’ Issues*

Chandigarh, September 11 – Safai Karamcharis on Friday announced the end of their strike after meeting Haryana Chief Minister, Sh. Nayab Singh Saini, following an agreement on their demands. Notably, representatives of the Safai Karamchari Union held a meeting with Cabinet Minister Sh. Vipul Goel and Cabinet Minister, Sh. Krishan Kumar Bedi, during which an agreement was reached on their demands.

During the meeting, it was agreed that Safai Karamcharis would be given a uniform allowance of Rs. 440 per month instead of a one-time uniform allowance. With regard to the demand for equal pay for equal work and arrears, payment has already been made to eligible employees.

As demanded, Safai Karamcharis on municipal rolls are being extended the benefit of LTC as per instructions. Directions have also been issued for annual medical check-ups of Safai Karamcharis and sewermen—regular, municipal roll and HKRNL—through the Health Department at the expense of the respective urban local bodies.

Furthermore, in-principle approval was also given to extend the benefit of the medical cashless policy applicable to government employees to regular employees of urban local bodies, pensioners and their dependents. Besides, the Department has already issued instructions for payment of a risk allowance of Rs. 2,000 per month to Safai Karamcharis on municipal rolls. It was also agreed to extend the risk allowance to regular employees.

In the meeting, in-principle approval was also given to enhance the amount under the Mukhyamantri Haryana Karamchari Durghatna Bima Yojana from Rs. 5 lakh to Rs. 10 lakh in the event of death while on duty of Safai Workers on municipal rolls, including Safai Karamcharis, sewermen and Safai Daroga/Head Sewermen.

It was further agreed that Safai Karamcharis and sewermen on municipal rolls who open savings accounts with SBI would be provided Rs. 50 lakh by the bank in case of accidental death or permanent disability and Rs. 25 lakh in case of partial disability. In-principle approval was also given to include Safai Karamcharis and sewermen on municipal rolls under the Pradhan Mantri Jan Arogya Yojana–CHIRAYU. The annual premium of Rs. 9,203 per employee will be paid by the respective urban local body.

In-principle approval was also given to provide a total of 20 days of medical leave in a calendar year and to amend the relevant service rules to enable eligible Safai Karamcharis and sewermen to be promoted to clerical (Group C) posts. In-principle approval was also given to increase the monthly wages of sewermen working on municipal rolls by Rs. 2,100. Safai Karamcharis and sewermen engaged through outsourcing agencies will be ensured the prescribed minimum wages, while eligible employees will also be provided ESI and EPF benefits.

It was agreed that after the Government determines the process for recruitment against vacant posts of sewermen and Safai Karamcharis, the selection criteria would be finalised within one month and an advertisement issued within 15 days thereafter. A representative of the Union will also be a member of the committee constituted to frame the criteria. Recruitment against vacant posts will continue from time to time.

It was also agreed to revoke the suspension of regular employees. Besides, municipal roll/HKRNL employees whose services had been terminated will be taken back into service. Further action regarding withdrawal of cases will be taken as per rules. The days of the strike period will be adjusted by performing additional work. It was also agreed that under the Job Security Act, there is a provision for employment to a family member and gratuity after the death of an employee, which can be extended accordingly.

*In-Principle Agreement Reached on Demands of Haryana Fire Services Employees’ Union*

A meeting was also held with the Haryana Fire Services Employees’ Union, during which in-principle agreement was reached on its demands. The Union had demanded payment of the outstanding amount and regular employment in respect of fire personnel Bhavichand Sharma and Ranbir, who lost their lives in the line of duty. The Union had demanded Rs. 50 lakh for each family.

The Government has already provided Rs. 60 lakh to the family of Sh. Bhavichand Sharma, including Rs. 20 lakh from the Chief Minister’s Relief Fund, Rs. 10 lakh under the Mukhyamantri Karamchari Durghatna Suraksha Yojana and Rs. 30 lakh from Bank of Maharashtra under an MoU.

The family of Sh. Ranbir has already been provided Rs. 30 lakh, comprising Rs. 20 lakh from the Chief Minister’s Relief Fund and Rs. 10 lakh under the Mukhyamantri Karamchari Durghatna Suraksha Yojana. Remaining Rs. 20 lakh will be released soon.

If any member of the families of the two deceased employees applies for employment on compassionate grounds, action will be taken as per rules.

Another demand of the Union was to regularise employees on the fire payroll. It was agreed that the recruitment criteria for vacant posts of Fire Operator-cum-Driver would be framed within 45 days and an advertisement would be issued within the following 15 days. A representative of the Union will also be included as a member of the committee constituted to frame the criteria.

Besides, a risk allowance of Rs. 5,000 and an annual uniform allowance of Rs. 7,500 will be provided. There will be no break in service of regular employees due to the strike. The strike period of payroll employees will be adjusted against Extra Duty Leave.
