Chandigarh, September 7 – Haryana Chief Minister, Sh. Sh. Nayab Singh Saini was addressing the assumption-of-office ceremony of newly appointed BJP Yuva Morcha State President, Sh. Akshit Dahiya, at the BJP State Office, Panchkamal, in Panchkula on Monday.

Congratulating Sh. Akshit Dahiya on his new responsibility, the Chief Minister expressed confidence that under his leadership, the Yuva Morcha would further strengthen the organisation’s outreach among the youth across the state.

Sh. Nayab Singh Saini said that young people are not merely the hope of the future; they are already playing an important role in shaping the present. Under the leadership of Prime Minister Sh. Narendra Modi, new opportunities have opened up for the youth in startups, skill development, emerging technologies, entrepreneurship and employment.

He said that Haryana’s youth are demonstrating their talent across diverse fields, including sports, education, technology, industry, startups and defence. The State Government is continuously working to create a conducive environment for employment, skill development, quality education, sports and self-employment. Providing opportunities to young talent and enabling them to become self-reliant remain among the government’s key priorities.

The Chief Minister said that Haryana’s youth have immense potential to take the state to new heights of development. The goals of Viksit Haryana and Viksit Bharat can be realised by channelising youth power towards organisational strength and nation-building.

Calling upon Yuva Morcha workers to engage with young people at every booth, the Chief Minister urged them to encourage youth to contribute positively to nation-building. The Morcha, he said, should also reach out to young people who are presently not engaged in politics, as their active participation in democracy can play an important role in shaping the future of the country and society.

He urged young workers to reach the last person in society and help eligible families access the benefits of government welfare schemes. Campaigns against drug abuse, environmental conservation, promotion of sports, positive engagement on digital platforms and social service should also form an integral part of the Yuva Morcha’s activities, he said.

*Service and Organisation Hallmarks of BJP’s Work Culture*

The Chief Minister said that BJP workers stand with society not only during elections but in every situation. Service and organisation are the hallmarks of the party’s work culture, and Yuva Morcha workers should build their identity through social service and engagement with issues concerning society, besides political activities.

Chandigarh, September 7 – Haryana is set to widen the reach of the Deendayal Lado Lakshmi Yojana, bringing a larger number of women within the ambit of monthly financial assistance. With the annual family income eligibility being raised from Rs. 1 lakh to Rs. 1.80 lakh, the scheme is set to extend its reach to more women while strengthening their financial security and self-reliance.

Chief Minister Sh. Nayab Singh Saini said the Deendayal Lado Lakshmi Yojana was launched by the Haryana Government to economically empower women. He made it clear that no woman receiving benefits under the scheme or registering for it would be deprived of benefits available under any other government scheme.

The Chief Minister said some Opposition leaders are trying to create confusion among women by claiming that registration under the Lado Lakshmi Yojana would lead to discontinuation of other benefits, including pensions. He clarified that there is no truth in such claims and that all women registering for or receiving benefits under the Lado Lakshmi Yojana will continue to receive benefits under other government schemes as before.

*From a Sankalp to Support for Nearly 10 Lakh Women*

Sh. Nayab Singh Saini said that before the elections, he had made 217 Sankalps, one of which was to provide monthly financial assistance of Rs. 2,100 to women from poor families once the government was formed.

After coming to power, the State Government made a provision of Rs. 5,000 crore for the scheme in its very first Budget and started providing Rs. 2,100 per month to women belonging to families with an annual income of up to Rs. 1 lakh.

At present, more than Rs. 2,000 crore has been transferred into the bank accounts of nearly 10 lakh women across the State under the scheme. Taking the initiative forward, the government has made a provision of Rs. 6,500 crore for the scheme in its second Budget.

*Income Limit to Rise to Rs. 1.80 Lakh; Registration Portal to Open Soon*

The Chief Minister said the government has now decided to include women from families with an annual income of up to Rs. 1.80 lakh under the scheme. The registration portal will be opened shortly for this purpose.

He called upon eligible women to register once the Deendayal Lado Lakshmi Yojana portal opens and avail themselves of the monthly financial assistance of Rs. 2,100.

Sh. Nayab Singh Saini said the expansion of the income eligibility criterion will pave the way for a large number of additional women to come under the scheme.

*Financial Support that Strengthens Self-Reliance*

The Chief Minister said the objective of the Deendayal Lado Lakshmi Yojana is not limited to providing financial assistance. It also seeks to make women self-reliant and strengthen their role in the financial decision-making process within their families.

He said the government endeavours to ensure that women from economically weaker families receive financial assistance directly. Women play an important role in strengthening the economic foundation of a family, and when they have financial resources of their own, it enhances their confidence and positively impacts the social and economic development of the entire household.

Sh. Nayab Singh Saini said the Deendayal Lado Lakshmi Yojana takes this very approach forward. He said the government’s message is clear- when women are empowered, families become stronger, and when families become stronger, Haryana becomes stronger.

*Haryana Government Extends Timeline for Registration and Verification of Contractual Employees*

Chandigarh, September 7 -The Haryana Government has decided to extend the timelines for various stages of the registration and verification process for eligible contractual employees under the Haryana Contractual Employees (Security of Service) Act, 2024 and Rules, 2025. A letter in this regard has been issued by Chief Secretary Sh. Anurag Rastogi.

The revised schedule has been issued to facilitate the completion of the process by eligible contractual employees and the concerned authorities. As per the revised timeline, candidate registration on the designated web portal will remain open up to September 30, 2026.

Following registration, the verification by the Drawing and Disbursing Officers (DDOs) has been extended up to October 15, 2026. Thereafter, the Heads of Departments (HODs) will complete verification of applications received from the DDOs up to October 31, 2026.

The extension is aimed at ensuring that all eligible contractual employees get adequate opportunity to complete their registration and that the verification process is carried out smoothly and systematically by the concerned authorities.

All eligible contractual employees are advised to complete their registration within the extended deadline. The concerned DDOs and Heads of Departments have also been directed to ensure timely verification and strict compliance with the revised schedule.

The registration and related process is being undertaken through the official web portal www.securedemployees.csharyana.gov.in.

*5 Lakh Tablets to Be Provided to Students of Classes 10 to 12*

The Chief Minister said that 5 lakh tablets would be provided to students of Classes 10 to 12. Data SIMs would be procured for these tablets. In addition, approval was also accorded for the procurement of 220-volt tubular-type lead-acid batteries for the Haryana Vidyut Prasaran Nigam Limited. The procurement includes five types of batteries, including 100 Ah, 200 Ah and 120 Ah capacities.

*Approval for 59 Advanced Life Support Ambulance Services Under NHM*

During the meeting of the High-Powered Purchase Committee, the Chief Minister also approved the operation of the Assandh Sugar Mill, run by HAFED, for one year at a cost of ₹11.90 crore, including annual overhauling, repair, maintenance and material.

The meeting also approved 59 Advanced Life Support ambulances under the National Health Mission to provide better healthcare services to citizens, including 33 ambulances for the South Zone and 26 for the North Zone.

The HPPC meeting approved service-related works worth more than ₹90 crore. Chandigarh, September 7: Haryana Chief Secretary Shri Anurag Rastogi on Monday presided over the 16th meeting of the State Level Coordination Committee (SLCC) convened by the Reserve Bank of India (RBI), bringing together key stakeholders to review the evolving state of financial frauds, investor protection measures, emerging cyber threats and technology-based initiatives aimed at strengthening financial sector security in Haryana.

The high-level meeting reviewed the action taken on issues discussed during the previous SLCC meeting and examined matters relating to alleged financial fraud, unauthorised deposit collection, complaints received through the SACHET Portal, market intelligence inputs and recent initiatives for creating greater financial awareness among citizens. The meeting was informed that more than 36 lakh investors in the PACL Limited case had been refunded a total of ₹3,864 crore.

Vivek Srivastava, Regional Director, RBI, informed the forum about revamping of the SACHET Portal, a key platform dealing with market intelligence and complaints relating to unregulated financial activities. The new version of the portal was launched on June 25, 2026, with a modernised user interface and workflow.

The upgraded SACHET Portal is now available in 13 national languages, expanding its accessibility to a larger section of the population. It has also been equipped with improved accessibility features for differently abled persons. To further assist complainants, a tutorial video demonstrating the process of filing a complaint on the portal has also been introduced. The Chief Secretary directed officials to take steps to create more awareness regarding the portal amongst the general public.

The Committee also reviewed the status of complaints received from Haryana through the portal.

The Committee also discussed market intelligence on new and emerging forms of financial fraud reported in the state of Haryana. Among the issues highlighted were cyber frauds involving online gaming, where fraudsters lure young users with fake in-game rewards and, in some cases, exploit payment accounts linked to parental bank accounts for unauthorised transactions.

The discussions underlined the changing nature of financial fraud and the importance of awareness, intelligence-sharing and coordinated institutional response in dealing with cyber-enabled crimes.

On the technological front, the meeting was informed about MuleHunter.ai, an artificial intelligence and machine learning-based solution developed by the Reserve Bank Innovation Hub (RBIH) for the detection of mule accounts. The system has been successfully deployed across 31 major banks.

The RBI informed the Committee that more than 25,000 financial literacy programmes have been conducted across Haryana, as part of efforts to increase awareness about financial services, safe banking and protection against financial fraud.

The Reserve Bank has also launched its podcast series, “RBI Talks: Paisa to Policy,” on YouTube. The initiative seeks to simplify complex financial subjects and make financial knowledge more accessible and inclusive.

**Haryana Government Drives Healthcare Transformation with 430 New Doctors Across Haryana**

Chandigarh, September 7 - Under the proactive leadership of Chief Minister, Sh. Nayab Singh Saini, Haryana has taken a bold step to enhance healthcare by recruiting 430 Medical Officers and issuing appointment letters to every selected candidate.

This large-scale recruitment promises to energise Haryana's public healthcare system, bringing specialist doctors to District and Sub-Divisional Civil Hospitals, while MBBS Medical Officers will reinforce care at Community and Primary Health Centres.

Additional Chief Secretary, Health and Family Welfare, Dr. Sumita Misra, said the recruitment process for 430 Medical Officers had been completed and appointment letters were issued to all the selected candidates on Monday. The letters will be dispatched to the candidates from today onwards and are expected to reach them shortly.

The new recruits bring expertise from a broad spectrum of vital medical fields, further expanding specialist services in government health institutions.

The appointments include 11 doctors in Surgery, 18 in Anaesthesia, 19 in Orthopaedics, 19 in Paediatrics, four in Psychiatry, 11 in Ophthalmology, 16 in Obstetrics and Gynaecology, 18 in Pathology, four in Pharmacology, one in Biochemistry, three in Radiation Oncology, 14 in Medicine, one in Microbiology, four in Respiratory Medicine, four in Radio Diagnosis, two in Family Medicine, five in Forensic Medicine, three in Dermatology, six in Community Medicine and four in ENT, among other appointments.

Dr. Misra emphasized that the postings are carefully designed to maximize the impact of the new medical workforce and bolster specialist services at secondary-level government health institutions.

Specialist doctors are now stationed at District and Sub-Divisional Civil Hospitals where they are most needed, a move set to enhance specialist care and make medical treatment more accessible for patients at government hospitals.

At the grassroots, MBBS Medical Officers are filling vacant positions at CHCs and PHCs, a step that will boost doctor availability and bring quality healthcare closer to both urban and rural communities.

The newly appointed Medical Officers are expected to report to their assigned locations within 15 days of receiving their appointment letters, ensuring a swift transition into their new roles and timely strengthening of healthcare services.

Dr. Sumita Misra said the completion of the recruitment process marks an important step towards filling Medical Officer positions in the State Health Department and strengthening the medical workforce across Haryana.

Chandigarh, September 7 – Haryana Health Minister, Ms Arti Singh Rao, said that under the leadership of Chief Minister Sh. Nayab Singh Saini, the State Government is continuously taking landmark steps to digitally empower Haryana and equip it with cutting-edge technology. Haryana will soon become a major Artificial Intelligence (AI) hub, she said.

The Health Minister said that to strengthen e-governance and ensure that services reach the last person, 25,201 Atal Seva Kendras have been registered in the State so far, of which 17,085 are successfully operational in rural areas and 8,116 in urban areas. In addition, 946 online services and schemes of 75 departments, boards and corporations are being made available to citizens from the convenience of their homes through the Antyodaya SARAL Portal.

She said that, taking another step towards digital empowerment, Haryana has emerged as a leading State in the country in adopting the Central Government’s DigiLocker service. At present, 228 types of documents and certificates are readily available for digital verification through the service.

Ms Arti Singh Rao said the Lokayukta Portal is being operated to provide transparent services to the public, while dedicated official websites have been developed for all districts of the State. To strengthen digital connectivity in rural areas, 8,468 Wi-Fi hotspots have been installed in Gram Panchayats. At the same time, to bring greater efficiency and speed to administrative functioning, work is being carried out through ‘e-Office’ in 44 departments and all districts of the State.

Terming the prompt resolution of public grievances as a top priority of the government, the Health Minister said ‘CM Window’ has been introduced at every district headquarters. Through this mechanism, more than 15.32 lakh grievances had been successfully resolved up to August 31, 2026. The government has also developed a new in-house system, the ‘Social Media Grievance Tracker’, to monitor grievances received through social media and their redressal.

She further said that besides these achievements, a mechanism has been put in place to safeguard citizens’ rights under which, if an applicant does not receive a service within the prescribed timeframe, the application is automatically escalated to the Appellate Authority.

Ms Arti Singh Rao reiterated that through these digital initiatives, the Haryana Government is committed to ensuring transparent, swift and accountable governance across the State.

*Development Projects Related to Water Supply, Power and Roads Approved In HPWPC Meeting*

Chandigarh, September 7 – The High Powered Works Purchase Committee (HPWPC), chaired by Haryana Chief Minister, Sh. Nayab Singh Saini, on Monday, approved a series of development works aimed at strengthening infrastructure and improving water supply, power and road facilities across the state.

A total of 12 agenda items, with an estimated cost of Rs. 473.17 crore, were placed before the Committee. After three agenda items were put up for re-tendering, the remaining nine proposals were valued at Rs. 297.46 crore. Following detailed negotiations with the bidders, the cost of these works was brought down to Rs. 283.20 crore, resulting in savings of approximately Rs. 14.26 crore.

Education Minister, Sh. Mahipal Dhanda, Cooperation Minister, Dr Arvind Sharma, Public Works (Buildings and Roads) Minister, Sh. Ranbir Gangwa and Irrigation and Water Resources Minister, Smt. Shruti Choudhry attended the meeting.

Principal Secretary to the Chief Minister, Sh. Arun Kumar Gupta, Principal Advisor, Urban Development, Sh. D.S. Dhesi, and senior officers of various departments were also present.

*Water Supply and Sewerage Projects Approved for Gurugram and Sonipat*

The Committee approved key projects to strengthen water supply and sewerage infrastructure in Gurugram and Sonipat. Under the Gurugram Metropolitan Development Authority (GMDA), approval was accorded for laying a master sewer line and constructing manholes in Sectors 77 to 80.

Under the Sonipat Metropolitan Development Authority (SMDA), projects for the construction of Ranney wells and MBS along the Yamuna riverbank at Machhraulaand Jajjal were approved. Approval was also granted for laying a rising main from Bega to Shahpur Taga village in the Ganaur area and constructing a Ranney well with a capacity of 10 MLD.

In nine villages of Panipat district, works related to pipelines, IPS, STPs, sewer lines, manholes, FHTCs and sewer connections will be undertaken. The Committee also approved the establishment of two STPs in Samalkha. These works will help further improve water supply and sewerage services in the respective areas.

*Urban Infrastructure to be Strengthened in Faridabad*

The Committee also approved development works in Sector 89, Faridabad, including construction of a road on marginal land, laying of water supply and sewerage lines and installation of a rainwater harvesting system.

*Power Infrastructure Works Approved for Integrated Aviation Hub in Hisar*

To facilitate the development of the Integrated Aviation Hub in Hisar, approval was accorded for shifting 132 kV double-circuit transmission lines through underground cables.

In the road sector, annual maintenance of road markings, signboards and cat’s eyes on the Kundli-Manesar section was also approved. The work will help improve road safety and traffic facilities on this important stretch.

Chief Minister, Sh. Nayab Singh Saini, directed the departments concerned to ensure that all approved projects are completed within the stipulated timelines while maintaining the prescribed quality standards. He said that quality and timely execution must remain a priority so that the benefits of these development projects reach the people at the earliest.
