CM Nayab Singh Saini to Distribute ‘Eligibility Certificates’ to Kumhar/Prajapati Families on August 13 in Kurukshetra

Ministers, MPs to Lead Certificate Distribution Across All Districts

Chandigarh, August 11 – Families belonging to the Kumhar/Prajapati community in Haryana will be given ‘Eligibility Certificates’ (Patrata Pramaan Patra). For this purpose, a state-level function will be organised in Kurukshetra on August 13, where Chief Minister Sh. Nayab Singh Saini will distribute these certificates to eligible families from Kurukshetra, Kaithal, Karnal, and Yamunanagar districts.

A government spokesperson informed that Haryana Vidhan Sabha Speaker Sh. Harvinder Kalyan, Development and Panchayats Minister Sh. Krishan Lal Panwar, and Agriculture and Farmers’ Welfare Minister Sh. Shyam Singh Rana will also be present with the Chief Minister in Kurukshetra.

He further said that Energy Minister Sh. Anil Vij will distribute the certificates in Ambala district, Industries Minister Rao Narbir Singh in Gurugram, School Education Minister Sh. Mahipal Dhanda in Panipat, Revenue and Disaster Management Minister Sh. Vipul Goel in Faridabad, Cooperation Minister Sh. Arvind Sharma in Rohtak, Public Health Engineering Minister Sh. Ranbir Singh Gangwa in Hisar, Social Justice and Empowerment (SEWA) Minister Sh. Krishan Kumar Bedi in Fatehabad, Women and Child Development Minister Smt. Chandigarh, Aug 11 – A meeting of the High Powered Purchase Committee (HPPC) was held under the chairmanship of Haryana Chief Minister Sh Nayab Singh Saini here today, in which purchase proposals and rate contracts for various goods worth over Rs1,763 crore pertaining to different departments of the state were approved. During the meeting, rates were finalized after negotiations with various bidders, resulting in savings of more than Rs 10 crore.

Energy and Transport Minister Sh Anil Vij, Education Minister Sh Mahipal Dhanda, Agriculture and Farmers Welfare Minister Sh Shyam Singh Rana, Public Works (Buildings and Roads) Minister Sh Ranbir Gangwa, and Women and Child Development Minister Smt. Shruti Chaudhary were also present.

The Chief Minister directed that special attention be paid to the quality of all items and equipment and that all projects be completed within the stipulated timeframe. He reiterated that the priority of the state government is to provide the public with better and quality services. He said that the Haryana Government is committed to completing development works on time and to high standards through effective utilization of financial resources and a transparent procurement system.

The meeting also approved the purchase of 29 new 52-seater buses and six mini-buses for the Police Department at a cost of around Rs 12 crore to strengthen law and order. To improve power supply, approval was granted for Dakshin Haryana Bijli Vitran Nigam and Uttar Haryana Bijli Vitran Nigam to purchase LT XLPE armoured cable, PCC poles and 20 KVA distribution transformers at a cost of about Rs 234.19 crore.The Chief Minister instructed that all electrical cables be tested in recognized laboratories and said that strict action must be taken against any agency whose products fail to meet quality standards. He stressed that no compromise should be made on safety norms in the procurement of electrical equipment and materials to ensure both safety and durability.

The meeting also approved a proposal to purchase sanitary napkins for providing free of cost to girl students from Class 6 to 12 in government schools. In addition, the committee also emphasized modernizing equipment to expand digital services and strengthen e-governance. For this purpose, approval was granted for cloud server and storage capacity that will be enhanced at a cost of over Rs 3.20 crore, which will further promote transparency, speed and efficiency in the delivery of government services across the state. In addition, various purchase contracts of the Transport Department were also approved during the meeting.

Lalit Siwach Assumes Charge as Member of Haryana State Police Complaints Authority

Chandigarh, August 11 – Sh. Lalit Siwach, IAS (Retd.), today assumed charge as Member of the Haryana State Police Complaints Authority.

Sh. Siwach is a senior retired officer of the Indian Administrative Service who has held several important positions in the State Government across administrative, developmental, and law and order-related fields.

Dr. Mishra is a distinguished officer of the Indian Police Service with a long and illustrious career in policing, administration and public service.

On assuming office, Dr. Mishra emphasized that the SPCA will serve as a fair, transparent, and accessible forum for citizens seeking justice in cases of alleged police misconduct. He said the Authority will ensure that all cases are examined objectively, without fear or favour, and that processes will be transparent, with complainants kept informed at every stage.

Haryana observes ‘World Breastfeeding Week’ with statewide awareness drive

Special training and counselling sessions held to support new mothers: Health Minister Arti Singh Rao

Chandigarh, August 11 – Under the guidance of Health and Family Welfare Minister Arti Singh Rao, the National Health Mission (NHM), Haryana, observed 1-7th August as ‘World Breastfeeding Week’ with the theme ‘Invest in Breast Feeding, Invest in Future’ to highlight the importance of breastfeeding and to protect, promote and support breastfeeding for improvement in the health of babies and mothers across the state.

Health Minister Arti Singh Rao said the campaign is aimed at ensuring that every mother has access to the necessary support and information to breastfeed for as long as she chooses. The state has implemented Mother Absolute Affection (MAA) programme since 2016 to intensify the efforts for promotion of early initiation of the breastfeeding.

“On 29th July, MAA programme training was imparted to district nodal officers involving the expert from medical colleges. On 5th August, 2025, a webinar was held in coordination with PGIMER Chandigarh in which the medical officers from Sick Neonatal Care Unit (SNCU) /Community Health Centre (CHC) /Primary Health Centre (PHC) were oriented and trained. Special one-to-one counselling session was held at facilities level such as SNCU and Postnatal wards for involving mothers and caregivers in early initiation and exclusive breastfeeding,” she said.

In all, 28,392 House-to-House visits were conducted by ASHA workers for supporting and promoting early initiation of breastfeeding. At 439 delivery points, dedicated nodal officers were appointed to ensure that early initiation of breastfeeding, support and counselling was conducted. 84,599 mothers, which includes pregnant women and lactating mothers, were counselled for early initiation of breast feeding and exclusive breast feeding. Extensive mass media activities such as advertisement in print media, social media creatives and press releases were given for creating mass awareness regarding benefits of breastfeeding.

The minister said the state has also taken the initiative of establishing the comprehensive lactation management unit at PGIMS-Rohtak and 5 Lactation Management Units (LMU) are functional at Sub Divisional Hospital (SDH) Jagadhari, and at General Hospital (GH) Mewat, Ambala Cantt, Ambala City and Panchkula. With constant efforts, the state has achieved the key deliverable target of >90% early initiation of breastfeeding.

Right to Service Commision imposes fine on officer in Electricity Meter Fault Complaint

Issues orders to Compensate Complainant

Chandigarh, August 11 – The Haryana Right to Service Commission has issued orders against a DO-cum-CA of the Electricity Department, Ambala Cantt, in connection with a complaint regarding a faulty electricity meter and incorrect MDI consumption recorded in the bill.

Sharing information in this regard an official spokesperson said that the complainant had reported the fault, and on December 30, 2024, a lab test confirmed the meter was defective. However, even after this confirmation, the surcharge was not removed while adjusting the bill. The correction was made only after the Commission issued a notice. Due to this negligence, the complainant had to make repeated visits to the office and faced unnecessary harassment.

The Commission considered it as negligence, the Commission imposed a fine of Rs. 2,000 on the concerned officer and directed that the complainant be given Rs. 3,000 as compensation. The amount will be deducted from the officer’s August 2025 salary and paid/deposited accordingly.

Apart from this, the concerned SDO has been directed to discuss the remaining discrepancies in the bill with the complainant and ensure that the revised bill of Rs. 19,254 is correct. A report on this matter must be sent to the Commission by August 13, 2025.

Hisar PHE Divisional Officer Fined, Warnings Issued to XEN and SE Over Negligence in Work

Chandigarh, August 11 – The Haryana Right to Service Commission has imposed a token fine of ₹3,000 on a Divisional Officer-cum-Sub Divisional Engineer of the Public Health Engineering Department, along with a token compensation of ₹3,000 to be paid to the complainant. The action was taken for failing to provide a service within the stipulated time frame and for negligence in effectively addressing the complaint.

The complainant, a resident of Hisar, informed the Commission that he and his family were severely affected by the lack of water supply, not only this year but also during last year’s summer. Last year, following the Commission’s intervention, the pipeline was replaced. However, in April, May, and June this year, there was practically no water supply, forcing them to purchase drinking water from the market. The complainant also stated that the appeals were disposed of by the XEN and SE in an incorrect manner and without giving them an opportunity to be heard. He requested the Commission to ensure water supply to his home as per prescribed standards, as water is a basic necessity for every individual.

A Commission spokesperson said the inquiry revealed that the concerned officer showed the service as completed beyond the time limit prescribed in the RTS Act, and the reply was sent without actually resolving the complaint. The spokesperson said all relevant departmental officers had previously been trained for effective complaint resolution. Despite this, appeals were decided without hearings and without the necessary action.

In this case, the Commission has directed that the said amount be deducted from the officer’s salary for August 2025 and deposited in the state treasury in September 2025, while the compensation is to be given to the complainant. Additionally, the department’s Executive Engineer and Superintending Engineer have been issued strict warnings to ensure that appeals are disposed of within the prescribed timelines under the Act in the future. The Commission has made it clear that if such negligence is repeated, the matter will be clubbed with future cases and departmental action will be recommended.

Chandigarh, August 11 – Haryana Forest, Environment, and Wildlife Minister, Rao Narbir Singh, said that the state government is making continuous efforts to promote environmental protection and expand green cover to realise the vision of “Green Haryana – Green Gurugram.” Under this year’s Van Mahotsav, the target is to plant 2 crore 10 lakh saplings across the state. The Forest Department aims to plant mature saplings that will grow into fully developed trees in the next 5–10 years, contributing to the government’s mission.

Addressing the 76th district-level Van Mahotsav programme organised by the Forest Department near the KMP Expressway on Wazirpur–Farrukhnagar Road as the Chief Guest, Rao Narbir Singh said that the 135-km-long KMP Expressway is a vital industrial and infrastructural asset of the HSIIDC, and greening both sides of the highway is his goal. In the first phase, a plantation drive covering approximately 16 km from Manesar to Farrukhnagar has been launched, with a total of 1,01,000 saplings to be planted.

He said that the Van Mahotsav has been celebrated in India since 1950. In Haryana, the event was earlier limited to certain districts, but under the guidance of Chief Minister, Sh. Nayab Singh Saini, from 2025 it is being organised on a larger scale across all 22 districts of the state. The Minister said that Haryana’s forest cover is extremely limited, which is a matter of concern. Fortunately, the world’s oldest mountain range, the Aravallis, and the youngest range, the Shivaliks, pass through the state, serving as vital oxygen lifelines.

He further said that post-monsoon, development works in the region will actively resume from September 15. He also urged people to actively participate in Gurugram’s ongoing polythene-free campaign. On the occasion, the Minister also released the Haryana Forest Development Corporation Limited’s publication “Khejri and Rohida.”

Haryana Chief Electoral Officer, Sh. A. Sreenivas

Chandigarh, August 8 – Haryana Chief Electoral Officer, Sh. A. Sreenivas said that the Election Commission of India has published the draft electoral roll for Bihar state from August 1 to 11, 2025, with the aim of ensuring accuracy in the voter list.

Sh. A. Sreenivas said so far, no claims or objections have been submitted by any political party regarding the draft list. However, 10,570 claims and objections have been received so far directly from the electors and 127 objections had been disposed off within 7 days. In addition, 54,432 Form 6 and Declaration applications have been received from new voters of 18 years of age or above.

As per the guidelines of the commission, Claims and Objections are to be disposed of by the concerned ERO/AERO after the expiry of 7 days after the verification of eligibility documents.

He further said that as per Special Intensive Revision (SIR) orders, no name can be deleted from the draft list published on August 1, 2025 without passing a speaking order by the ERO/AERO after conducting an enquiry and after giving a fair and reasonable opportunity.

The Chief Electoral Officer has appealed to all political parties, citizens, and organisations to actively take part in this process and help in creating a voter list that is accurate, transparent, and inclusive.

One year of apprenticeship training to be considered as work experience for ITI certificate holders: Govt

Chandigarh, August 11 – The Haryana Government has taken a major decision to increase employment opportunities for ITI certificate holders in the state. From now on, one year or more of apprenticeship training will be considered equivalent to one year of work experience for employment purposes in various departments and organisations. This decision will give formal recognition to the practical skills gained by youth who have undergone skill-based training.

In a letter issued by Chief Secretary Sh. Anurag Rastogi, it has been stated that one year or more of apprenticeship training will be considered as work experience for those trainees who hold an ITI qualification under Schedule-1 of the Apprenticeship Rules, 1992, and possess a National Apprenticeship Certificate (NAC). For direct recruitment to posts in the concerned field, this will be counted as one year of experience wherever the eligibility criteria for the post require experience in addition to educational qualifications.

This decision will be effective from the date of issuance of the instructions and will strengthen the employment prospects of ITI graduates. All departments, boards, corporations, mission authorities, universities, and other state-controlled institutions have been instructed to amend their service rules and regulations so that NAC holders can receive due benefit for their apprenticeship training. This decision has been taken in line with the directions of the Union Ministry of Skill Development and Entrepreneurship.
