Chandigarh, August 4 — In a major step towards housing for all, Haryana Chief Minister, Sh. Nayab Singh Saini on Monday handed over ‘Interim’ ownership certificates under the Mukhyamantri Shehri Awas Yojana and plot allotment letters under the Mukhyamantri Gramin Awas Yojana 2.0 to thousands of beneficiaries at a state-level programme held in Panchkula.
Reaffirming the government’s commitment, the Chief Minister said, no poor family in Haryana will remain homeless, underscoring the resolve of the Double-Engine Government to ensure inclusive growth.
The Chief Minister informed that today, 1,144 beneficiaries in Sector-23, Jagadhri received interim ownership certificates under Mukhyamantri Shehri Awas Yojana, while 3,884 rural beneficiaries received plot allotment letters across 58 villages under the Mukhyamantri Gramin Awas Yojana 2.0. A home is more than shelter, it is a dream, a source of dignity and security.
Sh. Nayab Singh Saini emphasized that these initiatives go beyond housing construction, they reflect the broader goal of empowering the weakest segments of society. Beneficiaries were identified transparently, ensuring that only the deserving beneficiaries get the benefit. No favoritism, no recommendations were made, just need-based assistance was provided, he stated, describing it as a milestone in transparent and accountable governance.
The Chief Minister also assured that no irregularities or corruption were allowed in the implementation process. All data and procedures have been kept digital and transparent, and beneficiaries were selected entirely on merit.
Highlighting the role of a double-engine government, the Chief Minister said, We have kept our promise, land has been provided, and financial assistance has been extended for house construction. This has only been possible due to strong coordination between the Centre and the State.
Sharing the key achievements, Sh. Nayab Singh Saini said that under the first phase of the Mukhyamantri Shehri Awas Yojana, 15,256 families in 14 cities were already allotted 30-square-yard plots. A Rs. 2.5 lakh subsidy per household is being provided under PMAY–Urban 2.0 for house construction. Besides this, in rural areas, under Mukhyamantri Gramin Awas Yojana–2.0, the process to allot plots to 1.58 lakh applicants in 561 villages is underway. Furthermore, Rural beneficiaries will receive Rs. 1.38 lakh under PMAY–Gramin, Rs. 12,000 for toilets under Swachh Bharat Mission, and 90 days of unskilled labor wages under MGNREGA.
He further shared that under the Pradhan Mantri Awas Yojana-Gramin, so far, 69,150 houses have been built in rural areas with Rs. 579 crore in assistance, while 77,900 houses have been constructed in urban areas under the Pradhan Mantri Awas Yojana-Shehri with Rs.1,650 crore support.
The Chief Minister said the state government has ushered in a new era of development, transforming not just housing, but also bringing revolutionary improvements in education, healthcare, employment, and basic infrastructure. Youth are becoming self-reliant, women feel safer, and farmers are more prosperous. This is just the beginning. Our goal is that no family in Haryana should be without a roof over their head, he said.

Speaking at the event, Development & Panchayats Minister, Sh. Krishan Lal Panwar lauded the Chief Minister’s leadership, saying historic decisions are being taken for the welfare of the poor, youth, and women. Earlier, poor families could only imagine owning a house. But under the Prime Minister, Sh. Narendra Modi’s leadership, over 4 crore homes have been provided to the needy across the country, he said.
He said that in Haryana too, under the guidance of Chief Minister, Sh. Nayab Singh Saini, housing initiatives in both rural and urban areas have been fast-tracked. Unlike previous governments, where plots remained on paper, today beneficiaries receive both registered ownership and possession, he added.
The Minister also said that families with annual incomes up to Rs. 1.80 lakh will be provided 2 kW solar panels. Earlier, beneficiaries had to first invest and then claim a subsidy. Now, under a new initiative by the Chief Minister Sh. Nayab Singh Saini and Energy Minister, Sh. Anil Vij, Rs. 100 crore has been allocated to enable direct benefit to the poor.
Further, he shared that e-libraries are being established in all village panchayats so that rural children can prepare for competitive exams close to home. Modern indoor gyms are also being developed, and Mahila Sanskritik Kendras are being set up in every village to provide safe, social spaces for women to engage in cultural activities and festivals.

Chandigarh, August 4 – Haryana Chief Minister, Sh. Nayab Singh Saini while jibing at the Congress, said that even after being in power for 55 years since independence, the party failed to bring real change for the poor. During the reign of the Congress, the poor became poorer while under the leadership of Prime Minister, Sh. Narendra Modi, the central and state governments have brought real benefits to the people through various welfare schemes at grassroot level.
The Chief Minister, Sh. Nayab Singh Saini was addressing a state-level programme in Panchkula on Monday. He said that in the past, Congress promised plots to poor families but failed to provide proper documents or possession. Today, our government has not only given legal documents but also handed over the actual possession of 100-square-yard plots to beneficiaries, he said.
The Chief Minister said that Congress’s promises never turned into action. Before 2014, rural households did not even have access to LPG gas cylinders. Women struggled with smoke from wood-fired stoves, and getting a cylinder meant waiting in long lines for days, he said. But Prime Minister, Sh. Narendra Modi launched the ‘Pradhan Mantri Ujjwala Yojana’ and ensured clean cooking fuel reached lakhs of homes. He said that the state government is providing gas cylinders to poor families for Rs. 500. So far, 18 lakh families have benefitted from this initiative.
He said that before 2014, many women in Haryana had to walk kilometers just to get drinking water. For 55 years, no one paid attention to this hardship. But now, thanks to Prime Minister Sh. Narendra Modi, every household is being provided with tap water under the ‘Jal Jeevan Mission’.
Taking a dig at the opposition, he said those who ruled for decades are now pretending to care about the poor. They are spreading lies, saying the Constitution is under threat because Prime Minister Sh. Narendra Modi has come to power for the third time. The truth is, our Constitution is completely safe. The only thing under threat is the Congress party itself, which is slowly losing relevance, he added.
He questioned what Congress had actually done in 55 years for the welfare of common people. They mislead people with false promises. For example, there was a time when even opening a bank account was a big hurdle for poor people. Today, thanks to ‘Jan Dhan Yojana’, poor people can open their accounts easily and can save their money.
He further said that Rahul Gandhi mocks ‘Jan Dhan’ accounts, asking who will deposit money in them. I challenge him to look at the data, he should see the figures of ‘Jan Dhan’ accounts, in which the poor have deposited their hard-earned savings in the last 11 years.
The Chief Minister said that earlier, women had to wait until dark to defecate. Congress never made it a priority. PM, Sh. Modi changed that by launching a nationwide 'Har Ghar Sauchalay Yojana', giving women dignity and safety. It wasn’t just about building toilets—it was a revolution for women's respect, he said.
Speaking on healthcare, he said that before 2014, many families couldn’t afford treatment. The ‘Ayushman Bharat Yojana’ and ‘Chirayu Haryana scheme’ are now providing free treatment of up to Rs.5 lakh. So far, 22 lakh people in Haryana have benefitted, and Rs. 2,500 crore has been spent on treatment. Back in 2004, Congress only gave Rs. 10,000 to the poor for house repairs. Today, our government provides Rs. 80,000, he added.
He said that some opposition leaders are falsely claiming that the government is collecting Rs. 5,000 crore in the name of collector rates. The truth is, in over 80 percent of areas in Haryana, rates have increased by only 10 percent. There is a process for this, under which the collector rate is renewed every year considering the highest registry as the basis. Spreading such lies is irresponsible, he said.
The Chief Minister said that people now understand the truth. The days of false propaganda are over. The public is aware and alert. The double-engine government is fully committed to the welfare of the poor, women, and farmers—and this work will continue.

Chandigarh, August 4 – Haryana Chief Minister Sh Nayab Singh Saini has directed the Agriculture and Farmers Welfare Department to take direct feedback from farmers in hilly regions like Morni to understand the challenges they face in crop production. He said that identified issues must be resolved on a priority basis. He also instructed the Haryana State Agricultural Marketing Board to explore the feasibility of establishing small collection centers in such areas to facilitate the transportation of horticultural produce to the markets.
The Chief Minister was addressing officials during a review meeting to assess the progress of budget announcements for year 2025-26 here today.
*Natural farming should be actively promoted: Chief Minister*
While reviewing the Agriculture Department's budget announcements, Sh Nayab Singh Saini said that a target has been set to promote natural farming on one lakh acres of land this year. He said that it is the vision of Prime Minister Sh Narendra Modi to expand natural farming practices across the country. In this direction, officers should work proactively to ensure greater participation of farmers in natural farming. The Chief Minister further directed that additional laboratories for natural farming should also be established. He stressed that schemes must be implemented with the same commitment and clarity with which they are formulated, ensuring maximum benefits reach the farmers at the grassroots level.
*Horticulture to play a key role in enhancing farmers’ income*
While reviewing the announcements of the Horticulture Department, Chief Minister directed officials to expedite the implementation of various schemes aimed at increasing farmers’ income through horticulture. He also emphasized the need to fast-track the rollout of the new horticulture policy to ensure its timely implementation.
During the meeting, it was informed that the Horticulture Department is currently operating 11 Centres of Excellence across the state, while three more are under construction. In the current budget, three additional Centres of Excellence have been proposed — for dates at Barwala (Hisar), for litchi at Nabipur (Ambala), and for strawberries at Chhachhrauli (Yamunanagar). Work on these centers is progressing at various stages and will be completed within the stipulated timelines.
*Expansion of Vita booths to create employment opportunities*
The Chief Minister directed that the number of Vita booths across the state should be increased to generate more employment opportunities for the people. He said that expanding the Vita network would not only strengthen the dairy sector but also provide livelihood support at the grassroots level.
During the meeting, the Chief Minister reviewed the progress of budget announcements related to the Agriculture Department, Horticulture Department, Vita, Haryana State Agricultural Marketing Board, Haryana Warehousing Corporation and the Animal Husbandry and Dairy Department. He instructed officials to expedite the implementation of all initiatives and ensure their completion within the stipulated time frame.

*Haryana to roll out Pilot for online paperless Deed Registration in Naraingarh from August 11*
*Pilot Project Aims to Enhance Transparency, Eliminate Revenue Leakage, and Improve Public Convenience*
Chandigarh, August 4 — The Government of Haryana under the leadership of Chief Minister, Sh. Nayab Singh Saini is set to launch a pilot project for online paperless Deed Registration system, starting Monday, August 11, in Naraingarh tehsil.
This pilot initiative was informed by Haryana Financial Commissioner, Revenue and Disaster Management, Dr. Sumita Misra, who underscored that the project is designed to simplify and streamline the land registration process for the general public. Under this citizen-friendly system, property buyers and sellers will be able to schedule appointments online at their convenience.
Dr. Misra stated that this initiative aims to reduce public interface or physical appearance. Earlier, the paper scrutiny took place on the day of appointment causing a 30% failure in the deed registration due to objections or lack of documents. Now, with this template-based application module, the application is pushed for verification to the concerned tehsil office. After receiving approval on the same portal, the applicant can complete the payment process and book an appointment slot. The applicant only has to appear for a photograph and signature/biometrics on the day of the appointment, where their approved application is already online.
Dr. Misra stated that this structured mechanism is expected to reduce waiting times, eliminate queues, and minimize procedural inefficiencies, delivering a more professional and seamless experience to the public. A key feature of the new model is enhanced transparency in transactions. All revenue records will be updated in real time, and any existing disputes, encumbrances, or pending loans on a property will be automatically flagged during the registration process, enabling informed decision-making by buyers and sellers alike.
Dr. Misra emphasized that this reform will plug revenue leakages, safeguard government income, and foster greater trust and accountability in land-related dealings. Applicants will also be provided with a clear checklist of required documents, ensuring accuracy and reducing rejections due to incomplete submissions.
Dr. Misra further informed that as part of its broader digital transformation agenda, the department plans to extend the system to include online demarcation services, auto mutation etc. The pilot project in Naraingarh is envisioned as a stepping stone for statewide implementation. Dr. Misra said that this initiative will transform land registration across Haryana into a digitally driven, efficient, and transparent process, reaffirming the state government’s commitment to responsive governance and public-centric reforms.

ECI doubles the remuneration for Booth Level Officers; Enhances remuneration for BLO Supervisors

Chandigarh, August 04 — Haryana Chief Electoral Officer, Sh. A. Sreenivas said that the Election Commission of India continues to fulfill its responsibility of conducting free, fair, and transparent elections across the country with utmost seriousness. In recognition of the hard work done by election staff, the Commission has taken a major step by doubling the annual remuneration of booth level officers.(BLOs).
He said that pure electoral rolls are the bedrock of democracy. The electoral roll machinery, consisting of Electoral Registration Officers (EROs), Assistant Electoral Registration Officers (AEROs), BLO Supervisors and Booth Level Officers (BLOs), do a lot of hard work and play a pivotal role in preparation of impartial and transparent electoral rolls. These officers work tirelessly at the grassroots level to ensure that the election process remains fair and accurate.
He informed that the Commission has increased the annual remuneration of Booth Level Officers (BLOs) from Rs. 6,000 to Rs. 12,000, the Incentive to BLO for Revision of electoral roll has been increased from Rs.1,000 to Rs. 2,000, the remuneration of BLO supervisors has also been revised from Rs.12,000 to Rs.18,000 annually.
Similarly, for the first time, the Commission has also fixed remuneration for EROs and AEROs. Rs.30,000 for EROs and Rs. 25,000 for AEROs. Sh. Sreenivas mentioned that this is the first such revision since 2015.
Apart from this, the Commission had also approved a special incentive of Rs 6,000 for BLOs for Special Intensive Revision (SIR) starting from Bihar.
Sh. Sreenivas said that this decision reflects the Election Commission's commitment to adequately compensate election personnel who work tirelessly at the field level to maintain accurate electoral rolls, assist voters, and strengthen the electoral process.

Chandigarh, August 4 – Vice Chairperson of the Haryana State Council for Child Welfare, Smt. Suman Saini, said that athletes of national and international stature are being groomed in Haryana. The state is full of talented sportspersons. To further nurture this talent, the state government is providing various sports facilities, and as a result, athletes from Haryana are winning medals in every international event. Haryana has earned recognition across the globe for its excellence in sports.
Smt. Saini was addressing a sports equipment distribution ceremony organized by the Sports Department in Kurukshetra on Monday. Before the ceremony, she distributed sports equipment to villages like Beent, Beed Pipli, Dhanoura Jatan, and Bodla Gram Panchayat. Sports kits for 11 different sports, worth ₹45 lakh in total, were distributed to the sarpanches and representatives of 111 villages.
Congratulating the sarpanches and representatives of these 111 villages of Ladwa constituency, she said Chief Minister Sh. Nayab Singh Saini is continuously working for the development of the Ladwa region. His vision is to keep the youth of Ladwa away from social evils like drugs and engage them in sports.
She also mentioned that Chief Minister Saini recently inaugurated a sports stadium at Dhanoura Jatan built at a cost of ₹2.73 crore. This stadium will provide top-level sports facilities to athletes. The government aims to strengthen sports infrastructure at the village level so that rural sports talent can come forward. She said the government has made remarkable contributions to the field of sports while working towards building a healthy and strong Haryana. The government believes that sports should be treated as an essential part of life, not just as a means of entertainment. Sports instill a sense of discipline in a person’s life.
Smt. Saini said wrestlers, kabaddi players, hockey players, and other athletes from Haryana have made a mark internationally. The government believes that the state’s development depends on the health of its youth, and that health can be maintained through active participation in sports. Now, as per the demand of village panchayats in the Ladwa constituency, the Chief Minister has provided sports equipment for 11 types of games. All the youth should make good use of this equipment, perform well in sports, and bring glory to the state, she added.

Chandigarh, August 4 – Smt. Varsha Khangwal, Additional Director (Administration) in the Department of Information, Public Relations and Languages, Haryana, has been promoted to the Indian Administrative Service (IAS) today.
The Ministry of Personnel, Public Grievances, and Pensions, Government of India, has issued a notification of the appointment of 15 officers from the Haryana Civil Services (HCS) to the Indian Administrative Service (IAS). These officers have been allocated to the Haryana cadre on probation until further orders.
Smt. Varsha Khangwal is a 2004 batch HCS officer and had topped the HCS examination in her batch. She is currently serving as Additional Director (Administration) in the Department of Information, Public Relations, and Languages.
Earlier, Smt. Khangwal served as the Additional Deputy Commissioner in Panchkula. She has also held various positions in several departments, including UT Chandigarh, Education Department of Haryana, Sugar Mill, Haryana Urban Development Authority (HUDA), and HSIIDC.
