Chandigarh, September 16: Haryana has taken a significant step to combat pollution and reduce carbon emissions by launching key initiatives focused on environmental protection. As part of this effort, Chief Minister Sh Nayab Singh Saini today launched the State Environment Plan 2025–26 and released the non-CO₂ Pathway Report 2025–26. This initiative will prove to be a milestone in sustainable development and environmental conservation in the state. The implementation of the Plan will help improve air quality, lower pollution levels, and ensure a clean, healthy, and safe environment for the citizens of Haryana. Moreover, it positions Haryana as a frontrunner in achieving the Sustainable Development Goals (SDGs) at both national and international levels.
The Chief Minister made these remarks while addressing the launch event of the State Environment Plan 2025–26, held in Panchkula on Tuesday. Environment, Forest, and Wildlife Minister Rao Narbir Singh was also present on the occasion.
Sh Nayab Singh Saini said that Haryana has become the first state in the country to undertake such a comprehensive initiative for a clean environment. He emphasized that the State Environment Plan is not the responsibility of just one or two departments; rather, it requires the coordinated efforts of multiple departments. To facilitate this, a high-level committee will be constituted to coordinate between various departments and monitor the progress. The committee will ensure that all departments operate in mission mode, move forward full transparency and accountability, and actively involve public participation.
The Chief Minister said that the ongoing deforestation and shrinking of forests are causing environmental imbalances, whose adverse effects are already impacting humanity. The State Environment Plan is a significant step toward ensuring clean air, pure water, and a green earth for future generations. To address the challenges posed by industrialization, urbanization, and rising pollution levels, the state government has developed and implemented a comprehensive plan in collaboration with experts. He also highlighted that Prime Minister Sh Narendra Modi has emphasized the importance of conserving vital resources such as water, air, and soil.
He said that there have been some political figures who used to talk about cleaning the garbage while standing on the dumping ground merely to seek applause. But the garbage was never cleaned, instead, they played with the lives of the people, which in itself contributed to a form of pollution. In contrast, over the past 11 years, under the leadership of Prime Minister Sh Narendra Modi, significant and sustained efforts have been made to manage and ensure proper disposal of waste.
Plan to establish 13 Integrated Solid Waste Management Plants across the State for effective waste disposal
The Chief Minister said that currently, 5,600 tonnes of solid waste are generated daily in the cities of Haryana. While 77 percent of this waste is being properly disposed of, 23 percent of the waste is yet to be managed. To address this issue, a plan has been developed to establish 13 Integrated Solid Waste Management Plants across the state. Additionally, efforts are underway to clean up garbage that has accumulated in dumping grounds over the years. So far, 50 percent of this accumulated waste has been scientifically disposed of and work on the rest is also going on at a fast pace.
Government aims to set up e-Waste Collection Centers in every district for proper disposal of electronic waste
The Chief Minister said that electronic waste poses a significant challenge today. To address this, 42 e-waste recyclers are currently operating in the state. Moving forward, the government plans to establish e-waste collection centers in every district.
He also highlighted that approximately 22 tonnes of biomedical waste generated daily from around 7,000 hospitals in the state is being fully disposed of through 11 common biomedical waste treatment facilities. Additionally, a common waste management site has been established in Pali, Faridabad, to handle hazardous waste from industries. This facility ensures the safe disposal of hazardous waste generated throughout the state.
500 electric buses to be purchased for Gurugram, Faridabad, and Sonipat under Clean Air Project
Sh Nayab Singh Saini said that to tackle the significant challenge of air pollution, the state government has launched the Clean Air Project for Sustainable Development with a budget of Rs 3,600 crore in collaboration with the World Bank. As part of this initiative, 500 electric buses will be procured for Gurugram, Faridabad, and Sonipat. Additionally, subsidies will be provided for electric autos. Subsidy will also be given for gas-powered generators, gas boilers, and advanced monitoring equipment in place of diesel generators.
He said that the government has already initiated the plan to operate electric buses in the state’s cities. The procurement process for 375 electric buses for city bus services is underway. So far, 50 buses have been received, with 105 more expected soon. Additionally, over 370 EV charging stations have been installed across the state to support electric vehicles.
He said that stubble burning has also been a major contributor to air pollution. To address this issue, farmers have been educated and provided with over 100,000 machines for stubble management. As a result, incidents of stubble burning have decreased by 90 percent since 2016.
Plan to set up 18 air quality stations
The Chief Minister said that to control industrial pollution, the use of clean fuels such as CNG and PNG has been actively promoted. Air quality is being continuously monitored through 29 automatic and 46 manual air quality monitoring stations currently operating in the state. Additionally, there are plans to establish 18 more stations in the near future.
In addition, concrete steps have been taken to prevent water pollution. Awareness campaigns are underway, and efforts are being made to clean polluted water and make it reusable. Currently, the state has a total sewage treatment capacity of 2,343 MLD, of which 74 percent is utilized. The government aims to achieve 100 percent utilization by connecting all discharge points to the sewerage network. At present, 201 sewage treatment plants are operational in Haryana, and the treated water from these plants is being maximally reused.
He said that, alongside rainwater, water from the sewage treatment plants of Rewari and Dharuhera is collected in the Masani Barrage of Rewari. This water is treated and reused for farming and other purposes. Additionally, 27 schemes have been prepared to use treated sewage water for irrigation, of which 11 have been completed. These initiatives will provide a permanent water source for irrigation, reduce pressure on canal systems, and help curb groundwater exploitation. The state government is developing Masani Barrage as a pilot project to replicate this model across the entire state. Furthermore, a target has been set to rejuvenate ponds throughout Haryana by 2026. The government has also implemented several measures to regulate mining activities and monitor noise pollution, ensuring that natural resource exploitation remains balanced and compliant with regulations.
The Chief Minister said that Prime Minister Sh Narendra Modi has launched the campaign ‘Ek Ped Maa Ke Naam’. He urged everyone to pledge for a clean environment by saving water, planting trees, and maintaining cleanliness.
Environmental protection is the need of the hour: Rao Narbir Singh
Haryana Environment, Forest and Wildlife Minister Rao Narbir Singh said that pollution is one of the most pressing issues of our time. If concrete steps are not taken promptly, life for future generations will become increasingly difficult.
He emphasized that the problem cannot be solved through paper plans and formal meetings alone. Effective implementation of policies on the ground and public awareness are essential. He pointed out that one of the biggest challenges is waste segregation. Not only this, the plastic pollution remains a serious concern. He said that this issue cannot be resolved merely through fines or penalties. True change is only possible when citizens become aware and voluntarily reduce the use of plastic.
Rao Narbir Singh said that one of the primary causes of pollution and sewer blockages in cities is the improper disposal of polythene and waste. He urged citizens to stop using polythene and to dispose of garbage only at designated locations. Expressing concern over tree cutting for card printing and highlighting the importance of oxygen and environmental conservation, he suggested that digital invitations be adopted for weddings and other social events in place of traditional printed cards.
The Environment Minister said that effective pollution control requires collective and sustained efforts from the government, departments, NGOs, and the general public. He emphasized that while change can be enforced temporarily through government measures, lasting improvement will only occur when individuals recognize that their own health and well-being are at risk and take responsibility for protecting the environment.

75 ‘Namo Vans’ to be established across Haryana during Seva Pakhwada – Rao Narbir Singh

Chandigarh, September 16 – Haryana Environment, Forest and Wildlife Minister, Rao Narbir Singh said that the ‘Seva Pakhwada’ campaign across the state will be conducted from September 17 to October 2. As part of this initiative, 75 ‘Namo Vans’ will be established at various locations.
The Minister while presiding over a review meeting with departmental officers regarding Seva Pakhwada here today issued directions to complete all necessary preparations for the same. During the meeting, it was informed that under the “Ek Ped Maa Ke Naam” campaign, the state has set a target of planting 4 lakh saplings. The progress will be uploaded on the “Meri LiFE” (My life) portal of the Ministry of Environment, Forest, and Climate Change. The main event will be organized at Bir Hisar on September 19.
The Minister further informed that as per the Central Ministry’s programme, on September 25, the birth anniversary of Deendayal Upadhyaya, all District Forest Officers will organize special cleanliness drives at their respective offices. They will observe the theme “Ek Din, Ek Ghanta, Ek Saath” by undertaking Shramdaan to spread the message of cleanliness, he said. It was also shared that during the fortnight, four mobile publicity vans will promote the campaign through digital walls. The Minister directed that an awareness video on plastic pollution should also be uploaded.
Rao Narbir Singh emphasized that the government’s goal is to make the NCR region greener and to realize Prime Minister, Sh. Narendra Modi’s vision of developing a Jungle Safari in the Aravalli region. He directed officers concerned to invite proposals from experts for developing the Jungle Safari.

Haryana Achieves Milestone in Direct Benefit Transfer, Ensuring Timely and Transparent Delivery to Citizens
State has Transferred Rs. 1.06 Lakh Crore to Beneficiaries Through DBT Schemes
Chandigarh, September 16 – Haryana Chief Secretary Sh. Anurag Rastogi said the state government has transferred a cumulative total of over Rs. 1.06 lakh crore through its Direct Benefit Transfer (DBT) schemes, revolutionizing welfare distribution by ensuring timely, transparent, and efficient delivery to millions of citizens. This milestone underscores the state’s commitment to curbing leakages and enhancing accountability, with significant reductions in ghost beneficiaries and duplication.
He shared this information after presiding over the 4th Meeting of the Advisory Board on DBT, held here today. Issuing strict directions to all departments, the Chief Secretary instructed the concerned Nodal Officers to regularly update beneficiary data on the State DBT portal and ensure seamless integration of PPP and Aadhaar details, so as to enhance efficiency, accuracy, and transparency in service delivery.
The Chief Secretary stated that the core of Haryana’s DBT success lies in its relentless pursuit of efficiency and accountability within government systems. This strategic approach has not only expedited the transfer of benefits to eligible citizens but has also significantly curtailed the historical problem of leakages and duplicate payments. A substantial number of 36.75 lakh potential ghost, fake, or duplicate beneficiaries have been identified and removed from the system, translating into tangible savings for the state exchequer. Since 2014-15, actual savings attributed to DBT have amounted to an impressive ₹1,182.22 crore, with cumulative notional savings reaching ₹10,187.13 crore by the end of the last fiscal year.
The meeting was informed that that as of now, 26 departments have uploaded 156 DBT schemes on the State DBT portal. Of these, 96 are state schemes and 60 are Centrally Sponsored Schemes (CSS).
In the fiscal year 2024-25 alone, a significant ₹17,824.10 crore was transferred to 2.78 crore beneficiaries through 14.82 crore transactions, demonstrating the state’s proactive stance on leveraging technology and a robust policy framework to ensure effective governance

Chandigarh, September 16 – Haryana Energy Minister Sh. Anil Vij today said that under the Online Transfer Policy-2025, Haryana Vidyut Prasaran Nigam Limited (HVPNL) has successfully completed the online transfer process for Group-A Executive Engineers.
Sharing details, Sh. Vij said that HVPNL has become the first corporation in the state to implement a completely online transfer system for Group-A officers. A total of 18 Executive Engineers have been transferred, and all officers have already joined their respective duty stations as per their choice.
Highlighting the major advantage of this policy, the Minister said that complete transparency has been ensured throughout the process. Officers were allotted stations based on their preferences, leading to overall satisfaction among the transferred officials.
Sh. Vij further said that on similar lines, efforts are ongoing to extend the Online Transfer Policy to Group-B and Group-C employees as well, so that they also can be allotted duty stations of their choice. He clarified that if any officer/employee holds an additional charge, the additional post will be treated as vacant and included in the online transfer drive.
The Minister also informed that steps are being taken to implement the Online Transfer Policy-2025 in Uttar Haryana Bijli Vitran Nigam (UHBVN), Dakshin Haryana Bijli Vitran Nigam (DHBVN) and Haryana Power Generation Corporation Limited (HPGCL) in the near future.

Recognized Political Parties must appoint their BLAs by September 30- CEO A. Sreenivas
Chandigarh, September 16 – Haryana Chief Electoral Officer (CEO), Sh. A. Sreenivas has urged all national and state-level recognized political parties to appoint their Booth Level Agents (BLAs) by September 30, 2025, and ensure that this information is shared with the CEO as well as all Deputy Commissioners and District Election Officers in the state.
Addressing representatives of political parties during a meeting convened today on the Special Intensive Revision of Electoral Rolls, he said that as per the Election Commission of India’s guidelines, all states and Union Territories are undertaking pre-revision work of electoral rolls. In Haryana, such an intensive revision is being carried out after nearly 23 years.
The current electoral roll will be cross-verified with the 2002 roll. If a voter’s name is found in both lists, no additional documents will be required. However, such voters will still need to fill an enumeration form provided by the Booth Level Officer (BLO) for inclusion in the updated roll.
Highlighting the importance of BLAs, Sh. Sreenivas said that Booth Level Agents act as a crucial link for BLOs in preparing error-free electoral rolls. Therefore, political parties must also submit the list of their authorized officials who will be responsible for appointing BLAs to the CEO’s office.
He further clarified that as per Article 326 of the Constitution of India, only Indian citizens are eligible to be enrolled as voters; foreign nationals cannot be included in the electoral rolls. The last final publication of the Haryana electoral roll took place prior to the Assembly Elections 2024.
The CEO emphasized that every recognized political party must appoint BLAs, since they are familiar with their polling station areas. BLAs are aware of who has turned 18, which voters have passed away, and who has permanently shifted residence, information that is crucial for BLOs in ensuring error-free rolls.
Sh. Sreenivas also informed party representatives that the Election Commission of India is working towards making voter data searchable in “searchable mode” across all states. Once completed, any individual will be able to search for a voter’s name on the ECI’s portal.
He said that the process of matching the 2002 voter list with the 2024 list, to be conducted by all BLOs, must be completed by September 20, 2025. This correction was issued since the date was mistakenly published as October 20, 2025, in the information bulletins circulated on September 16, 2025.
The meeting was attended by Additional CEO, Smt. Hema Sharma, Joint CEO Sh. Raj Kumar Lohan, and representatives from various political parties.

Health Minister Arti Singh Rao reviews progress of development works in Rewari district
Chandigarh, September 16 – Haryana Health and AYUSH Minister Arti Singh Rao said the departmental officers of Rewari district should discharge their responsibilities with complete sincerity. While reviewing the progress of departmental works, she told the officers that developmental works should be completed promptly so that visible changes can be seen in Rewari district.
On Tuesday, the Health Minister held a meeting in Rewari with the concerned officers regarding development works and public welfare initiatives related to the district. Rewari MLA Laxman Singh Yadav and Bawal MLA Dr. Krishan Kumar, along with other dignitaries, were also present in the meeting.
Health Minister Arti Singh Rao said that she is the daughter of Rampura village, which is in Rewari district. Hence, since Rewari is both her birth and workplace, she will remain fully committed to the upliftment of this district. She said that in the coming days, Rewari district should reflect visible development, and for this, all works must be carried out in a well-planned manner. While discussing in detail about city cleanliness and waste management in the meeting, she directed the officials of the Urban Local Bodies Department to play their role effectively in the urban sanitation campaign. Along with this, officials were also instructed to continuously monitor the cleanliness system in the city. She said that all heads of departments should also ensure cleanliness of their offices so that by October 2, all government offices, along with the urban areas of our district, appear in a new look.
Regarding development works included in the prepared agenda, the Health Minister directed the concerned officers to ensure improvement of roads, saying the rainy season is now over, so all roads of the district should be repaired, and construction of new roads should also be ensured to start as soon as possible. She ordered special attention to be given to the quality of construction material used in road construction works. She also inquired about proper solutions for the problem of waterlogging in the new residential areas of the city. She directed the officials of Haryana Urban Development Authority to remove encroachments from the Rezangla Park area. She instructed all departmental officers that wherever any department carries out construction work, the project details should be displayed on a board at the site with the names and phone numbers of the concerned officers, so that the general public can also get detailed information about the project.
The Health Minister gave instructions to the officers regarding proper implementation of the Parivar Pehchan Patra. She said that it should be ensured that the welfare services of the government are provided within the prescribed time limit. Directions were also given to resolve the encroachment issue near Nai Wali flyover on Rampura Road and to beautify the roundabout.
During the review regarding Masani Barrage, the Health Minister said that the Public Health and Irrigation Department should work in a planned manner together so that clean water comes into Masani Barrage and the dirty water from STP does not flow into the barrage.
Arti Singh Rao said after the rainy season, the Health Department is fully alert to prevent waterborne diseases. She informed that for the prevention of dengue and other seasonal diseases, the department has already made adequate medicines available in all hospitals across the state. Along with this, instructions have also been given for fogging. She further informed that across Haryana, the department is playing its role with better health management.

*CM Nayab Singh Saini directs formation of Research Committees for Sikh and Sant Ravidas Museums in Kurukshetra*
Chandigarh, Sept 16 – Haryana Chief Minister, Sh. Nayab Singh Saini has directed the constitution of Research Committees for the ‘Sikh Museum and Heritage Centre’ and ‘Sant Ravidas Bhawan and Museum’ to be built in Kurukshetra. These committees will check and verify the content related to the sacred Gurus, their life journeys, teachings and ideals, so that work of both ambitious projects can begin at the earliest. The committees will include scholars who have undertaken in-depth research on the lives and contributions of the Gurus.
The Chief Minister was chairing a meeting to review the progress of ‘Sikh Museum and Heritage Centre’ and ‘Sant Ravidas Bhawan and Museum’ here today.
During the meeting, Sh. Nayab Singh Saini also reviewed the concept designs of both museums and directed officials to submit at least 4–5 options so that the best one could be finalized for early execution of work. He said that while preparing the architectural designs for the museums, it should be ensured that the structures maintain uniformity and look equally impressive from all sides.
The Chief Minister said that the Sikh Museum to be built in Kurukshetra should provide a comprehensive overview of Sikh history, culture, and the contributions of the Gurus. Similarly, the Sant Shiromani Guru Ravidas Museum should not only be visually impressive but also convey the spiritual philosophy, teachings and timeless message of social harmony given by Sant Ravidas Ji.
He further suggested that work on books highlighting the history and teaching of the Sikh Gurus as well as Sant Shiromani Guru Ravidas Ji should begin now, so that they can be released at the time of the museums’ inauguration.
It may be noted that to preserve the sacred heritage and disseminate the life philosophies of the Gurus among the masses, the Haryana Government is establishing the Sikh Museum and Heritage Centre on three acres of land and the Guru Ravidas Bhavan and Museum on five acres of land in Kurukshetra.

*Haryana to Roll Out Landmark Digital Reforms in Revenue Department on September 29*
Chandigarh, September 16 – Haryana is set to take a major leap in e-governance with the launch of a series of digital initiatives aimed at modernizing the state’s Revenue Department. The reforms, designed to make land and property transactions more transparent, efficient, and citizen-friendly, will be formally inaugurated by Chief Minister, Sh. Nayab Singh Saini on September 29, at Tehsil Ladwa, Kurukshetra.
After presiding over the review meeting with Deputy Commissioners through video conferencing, Financial Commissioner, Dr. Sumita Misra, said that the government’s flagship reform is the introduction of Paperless Registration, which will integrate Jamabandi, Mutation, Cadastral Maps, and Registry data into a unified digital ecosystem. “This will make property registration faster, transparent, and secure. Citizens will no longer need multiple office visits as the process will be fully digitized,” she added. A live demonstration of the new system will be held in Kurukshetra during the launch.
Among other key initiatives is the Demarcation Portal, designed to eliminate delays and disputes in land boundary marking. The portal will standardize and digitize the process, ensuring time-bound and accurate demarcation with active participation of Tehsildars, Kanungos, and Patwaris.
For wider citizen access, the state will also introduce the Haryana Revenue WhatsApp Chatbot, enabling people to check land records, mutation status, and property tax details instantly on their mobile phones. “This will reduce dependence on manual processes, cut down office visits, and provide services at citizens’ fingertips,” Dr. Misra said.
To tackle long-pending disputes, the government will pilot the Revenue Court Case Management System, aimed at fast-tracking mutation, partition, and boundary cases. By combining legal and digital tools, the system is expected to reduce case pendency, speed up justice delivery, and curb corruption.
The reforms are also supported by the Large Scale Mapping Project and Tatima updation drive, which Dr. Misra directed Deputy Commissioners to complete by October 2025. Updated records will ensure accurate mapping and strengthen land data management.
During the meeting, Dr. Misra directed the DCs that pending mutations must be cleared through special village-level camps, with wide publicity to ensure maximum public participation. She also emphasized timely disposal of partition cases, suggesting 10-village clusters for better monitoring.
She further called for visible results under the ongoing Swachhata Pakhwada in DC offices and urged active participation in the tree plantation drive to support environmental sustainability.
Dr. Misra stressed that these digital reforms, backed by administrative efficiency, will not only strengthen transparency and governance but also empower citizens by delivering faster, cleaner, and more reliable revenue services.

Union Home Minister to inaugurate Exhibition on New Criminal Laws in Kurukshetra on October 3

Chandigarh, September 16 – Union Home and Cooperation Minister, Sh. Amit Shah will visit Kurukshetra on October 3, 2025 to inaugurate an exhibition on the newly implemented criminal laws.
To ensure smooth arrangements for the event, Haryana Chief Minister, Sh. Nayab Singh Saini chaired a meeting with senior officers here today.
While reviewing the preparedness for the exhibition and the inaugural ceremony, the Chief Minister directed that the exhibition should run for 4–5 days so that students, parents and people from all walks of life can visit and understand the changes brought into the criminal justice system. He also stressed on holding lectures and panel discussions on the new laws, with active participation from legal experts and members of civil society.
He said that the exhibition should also highlight real-life examples where heinous crimes were solved swiftly after the enforcement of these laws. This will help people see the positive impact of these reforms.
Highlighting the importance of the initiative, the Chief Minister said that the primary objective of the exhibition is to raise awareness and educate citizens about the significant reforms introduced in India’s criminal justice system through the Bharatiya Nyaya Sanhita, 2023, Bharatiya Nagarik Suraksha Sanhita, 2023, and Bharatiya Sakshya Adhiniyam, 2023.
During the meeting, the Chief Minister directed the officers concerned to ensure the necessary arrangements for the success of the event.

Chandigarh, September 16 – Haryana Health, Medical Education, and AYUSH Minister, Ms.Arti Singh Rao distributed cheques worth Rs.59.41 lakh as fodder grant to five Gaushalas of the district at a programme held in Jhajjar today. Addressing the event, Health Minister, Ms.Arti Singh Rao said that under the leadership of Chief Minister, Sh. Nayab Singh Saini, the state government is providing every possible support for the proper care and development of Gaushalas.
The Minister said that cows are an integral part of our tradition, culture, and faith, and their protection and nourishment are the responsibility of everyone. With this purpose in mind, the Haryana Gau Seva Aayog was established, and under the fodder grant scheme, this amount is provided to selected Gaushalas every three months. The state government is working diligently for the development and betterment of Gaushalas, she added.
Ms.Arti Singh Rao further said that due to heavy rainfall in recent days, waterlogging occurred in some areas of the state. The government is fully engaged in resolving the situation, and the Health Department remains on high alert regarding mosquito-borne diseases in the affected areas.
During a press conference after the programme, the Cabinet Minister said the government is taking the issue of shortage of doctors in district civil hospitals very seriously. In the coming few months, around 400 doctors will be recruited, and around 700 doctors have already been recruited, significantly improving health services in civil hospitals.
