Enhanced Monitoring and Grievance Redressal in Bilaspur Through Regular Monday Review Meetings
DC Rahul Kumar emphasizes transparency, accountability, and citizen-centric governance

Bilaspur, May 13, 2025:To ensure swift resolution of public grievances and effective implementation of government schemes, Bilaspur’s newly appointed Deputy Commissioner, Rahul Kumar, formally launched the Monday Review Meeting system at the district level. These meetings will now be held every Monday, providing a structured platform for regular monitoring of departmental functioning, redressal of citizen complaints, and reinforcement of e-governance mechanisms.

During the inaugural meeting, the Deputy Commissioner comprehensively reviewed the status of pending complaints on the e-Samadhan portal, the progress of the e-Office system, grievances received through the CM Sewa Sankalp Helpline (1100), Aadhaar authentication, and pending cases in revenue courts. He directed all departments to mandatorily operate through the e-Office system within a week to enable real-time tracking and ensure time-bound delivery of services.

DC Rahul Kumar emphasized the immediate disposal of old complaints on the e-Samadhan portal and instructed that their weekly status be reviewed in every Monday meeting. Grievances pending for over 100 days on the 1100 helpline are to be treated on a priority basis and resolved with urgency.

He also stressed the importance of field-level verification, instructing officers to move beyond desk-bound duties and directly assess ground-level implementation of schemes. Sub-Divisional Officers (SDOs) have been asked to deploy teams regularly for local grievance redressal and public outreach.

To further strengthen accountability, the DC stated that any citizen visiting the Deputy Commissioner’s office with a grievance must be promptly assigned to the relevant officer, who will be responsible for regular reporting until the issue is resolved. Any negligence in resolving complaints will attract personal responsibility.

He added that to establish Bilaspur as a model district in good governance, all officers must work in mission mode with time-bound targets. Innovation at the sub-divisional level will be encouraged and fully supported by the district administration.

Revenue officials were instructed to expedite the resolution of pending cases in revenue courts to ensure timely justice for citizens. DC Rahul Kumar reiterated that public trust in governance can only be achieved through responsiveness, efficiency, and transparency in addressing issues.

The meeting was attended by Additional Deputy Commissioner Omkant Thakur, Assistant Commissioner Narendra Ahluwalia, all district-level officers, and Sub-Divisional Officers, both physically and via virtual mode.
