Chandigarh, August 31 — During the Monsoon Session of the Haryana Legislative Assembly, the 10 Bills that were presented included the Haryana State Commission for Minorities Bill, 2026, the Haryana Village Common Lands (Regulation) Amendment Bill, 2026, the Haryana Local Audit Bill, 2026, the Haryana Private Universities (Amendment) Bill, 2026, the Haryana State Commission for Women (Amendment) Bill, 2026, the Haryana Goods and Services Tax (Amendment) Bill, 2026, the Haryana Panchayati Raj (Amendment) Bill, 2026, the Haryana State Council of Physiotherapy (Repeal) Bill, 2026, the Haryana Law Officers (Allocation) Amendment Bill, 2026, and the Haryana Right to Business Act, 2026.

*The Haryana Courts (Amendment) Bill, 2026*
The Haryana Courts (Amendment) Bill, 2026 was passed to amend the Haryana Courts Act, 1918.
The Registrar General, Punjab and Haryana High Court, Chandigarh, informed the State Government that Section 30 of the Punjab Courts Act, 1918 (as applicable to the State of Haryana) mentions the Indian Succession Act, 1865 (1865 of G) and the Confirmation and Administration Act, 1881 (1881 of T), although these had been repealed by the Indian Succession Act, 1925.
Therefore, in order to remove this ambiguity, the High Court Administration has recommended replacing the words “Indian Succession Act, 1865 (1865 of G)” and “Confirmation and Administration Act, 1881 (1881 of T)” existing in clause (a) of sub-section (2) of Section 30 of the Punjab Courts Act, 1918 (as applicable to the State of Haryana) with the words “Indian Succession Act, 1925.”
*The Haryana Municipal (Amendment) Bill, 2026*
The Haryana Municipal (Amendment) Bill, 2026 was passed to amend the Haryana Municipal Act, 1973.
The Regulation Cell of the Cabinet Secretariat, Government of India, has issued directions for eliminating the requirement of dual licences. The Chief Secretary, Haryana, directed the Department of Urban Local Bodies, Haryana, to review and consider removing the mandatory requirement of a trade licence for slaughterhouses and meat shops.
The aforesaid types of trades/activities are also being regulated by the Food and Drug Administration, Haryana. The aforesaid amendments will eliminate the requirement of dual licences and provide relief to the general public by reducing the burden of compliance. At the same time, it was expected to be completed by June 30, 2026. Therefore, the Haryana Municipal (Amendment) Ordinance, 2026 was passed in the meeting of the Council of Ministers on June 22, 2026, and was published on June 28, 2026.
Therefore, it is necessary to enact the Haryana Municipal (Amendment) Bill, 2026 to make the necessary amendments to the Haryana Municipal Act, 1973.

The Haryana Municipal Corporation (Amendment) Bill, 2026 was passed to amend the Haryana Municipal Corporation Act, 1994.

The Haryana Baba Shri Khatu Shyam Chulkana Dham Place of Worship Bill, 2026 was passed to provide for the better management, administration and governance of the Baba Shri Khatu Shyam Chulkana Dham Place of Worship, along with its appurtenances, as well as lands and constructions attached to or incidental to the place of worship.
The Shri Shyam Baba Temple (Dham), situated in the revenue estate of Village Chulkana in Samalkha, District Panipat, is an ancient historical temple which is an extremely sacred and major centre of faith for a large number of devotees/pilgrims from Haryana and neighbouring States. Devotees come here to have darshan of the deity and offer prayers, and to express their devotion with the wish for prosperity and happiness. The said Dham is famous for the temple of Shri Khatu Shyam Ji, who is worshipped as the God of Kaliyuga according to Hindu traditions.
It has been decided to enact the Haryana Baba Shri Khatu Shyam Chulkana Dham Place of Worship Bill, 2026 with the objective of providing better management, administration and governance of the Baba Shri Khatu Shyam Chulkana Dham Place of Worship and the pilgrimage temple, including its donations, along with the lands and buildings attached or incidental thereto; providing better amenities and conveniences to devotees visiting for darshan; and ensuring health, safety and facilities for disciples, pilgrims and worshippers.

Chandigarh, August 31 – Haryana Chief Minister Sh. Nayab Singh Saini on Monday said the Opposition appears to have developed a “phobia” of the Haryana Kaushal Rozgar Nigam (HKRN). Taking a dig at the Opposition, he said for Congress HKRN means “Haye, Kala Raj Nahin Laye”. He said HKRN is not a substitute for regular government employment, but an alternative arrangement to ensure that essential services are not affected while regular recruitment is underway.
The Chief Minister was speaking in the Vidhan Sabha during a discussion on a Calling Attention Motion concerning the Haryana Kaushal Rozgar Nigam.
*‘Bharti Roko Gang’ Delays Recruitments by Taking Them to Court*
The Chief Minister said departments send vacancies to the Haryana Public Service Commission and the Haryana Staff Selection Commission, following which the respective Commissions advertise the posts and undertake recruitment in accordance with the prescribed procedure. He said it was unfortunate that whether recruitment is undertaken through the Haryana Staff Selection Commission or the Haryana Public Service Commission, the “Bharti Roko Gang” makes attempts to take the process to court. Judicial proceedings take time and, as a result, recruitments are often delayed.
Referring to a recently declared recruitment result, the Chief Minister said that the day after the result was announced, he had a programme in Punhana. He checked the result to see how many youths from Punhana had been selected and found that 29 youths from Punhana town alone had secured selection.
He said this reflected the transparent manner in which the government is functioning. Today, confidence among the State's youth has increased, while their parents too have greater faith that their children can secure opportunities on merit. Under the leadership of Prime Minister Sh. Narendra Modi, he said, the BJP government has strengthened this confidence among the youth, said Sh. Nayab Singh Saini.
Responding to the Opposition's demand to shut down HKRN, the Chief Minister said they were unable to see the happiness of poor families whose children had secured employment through the system and brought hope and light into their homes.
*Opposition Should Not Turn a Blind Eye to Exploitation of Employees during Its Own Tenure: CM*
Responding to the issue raised regarding guest teachers, the Chief Minister told Sh. Ashok Arora that the Opposition should not turn a blind eye to what happened during its own tenure. He said the House had already been given a detailed account of the extent to which employees were exploited under the earlier system. Deductions were made even from the money due to employees and there was no effective mechanism to hear their grievances. Under the present government, he said, payments are transferred directly into employees' bank accounts.
*Government Sees Poor as Its Crown, Opposition as Just a Vote Bank- CM*
On the issue of awarding marks on the basis of income, the Chief Minister said the government's approach has always been to create opportunities for poor families. For our government, the poor are the crown of the government, while for the opposition, they are nothing more than a vote bank, he said.
Sh. Nayab Singh Saini said that in Group-D recruitment, a criterion had been introduced to award five additional marks to a candidate from a poor family in which no member held a government job. The provision was challenged before the court, following which the government had to withdraw the benefit of the five additional marks and a decision to this effect was taken by the Cabinet, he said.
The Chief Minister said poor families remained at the heart of the government's priorities. The government understands the hopes of parents who want their children to get an opportunity and bring a better future to the family. It is with this objective, he said, that income-based weightage has been provided under the HKRN framework.
*Reservation Provisions Duly Followed in HKRN*
The Chief Minister said the Opposition had also raised the contention that there was no reservation in HKRN and demanded that the Nigam be shut down. He clarified that following the establishment of HKRN, the deployment process has been made entirely rule-based, structured and linked with prescribed criteria. Reservation provisions have been incorporated into the deployment process in accordance with the rules, policies and instructions issued by the Haryana Government, he said.
The Chief Minister said 28,350 new employees have been deployed through HKRN. These include 4,548 employees in Level-I, 9,577 in Level-II and 14,225 in Level-III. Of these 28,350 employees, 6,788 belong to the Scheduled Castes, accounting for 23.94 per cent against the prescribed share of 20 per cent. Similarly, 8,128 employees belong to the Backward Classes, accounting for 28.67 per cent against the prescribed share of 27 per cent. He said these figures clearly establish that reservation provisions have been duly followed.
The Chief Minister assured the House that the government is fully sensitive to the interests of contractual employees and wherever any practical difficulty arises, it will be addressed in accordance with the rules.
*Entire Deployment Process Online and Traceable*
The Chief Minister said the contention that vacancies under HKRN are not properly advertised or that there is no clarity regarding the number of vacancies is completely baseless. The entire deployment process is conducted online on the basis of manpower requirements submitted by departments. Deployment is neither carried out behind closed doors nor on the basis of personal recommendations, he said, adding that the entire process is online and traceable.
*HKRN Has Never Been Projected as Regular Government Employment*
The Chief Minister said the purpose of HKRN is to bring employees out of the clutches of contractors and middlemen and place them within an organised and institutional framework. He said the Nigam has never been projected as a means of providing regular government employment. Its objective is to provide a better and more organised framework to employees who earlier faced exploitation under the contractor-based system. He said the selection criteria and eligibility parameters are in the public domain and available through the online system.
Referring to employees working in universities, the Chief Minister said an alternative arrangement exists there as well, while the process for regular recruitment continues. He made it clear that deployment through HKRN is not permanent. The policy itself provides that whenever a regular employee is appointed, the employee deployed through HKRN has to vacate the post.
The Chief Minister said the allegation that breaks are deliberately imposed in service to deprive employees of their benefits is also incorrect. A clear cut-off date of August 15, 2024 has been prescribed in this regard. The legitimate benefits of an eligible employee cannot be arbitrarily withdrawn merely on the basis of a technical or procedural break.
He said that if any Member had a genuine case concerning delayed wages or denial of any benefit, complete details of the employee concerned, the department, the period for which payment was pending and the benefit in question should be placed on the Table of the House. The government, he said, is prepared to examine and resolve every genuine case.
The Chief Minister further said that under the present system, no contractor can take away a portion of an employee's wages. Employees are receiving their full wages and will continue to do so.
*All Eligible Employees to Get Service Security within Two Months*
The Chief Minister said that as of 10 am on August 31, a total of 62,497 applications had been received on the Service Security Portal. Of these, 55,077 applications have been approved by DDOs, while 27,896 applications have been approved by Heads of Departments. Employees registered on the portal will soon receive their service security letters online. He assured the House that within the next two months, not a single eligible employee would remain without service security.
*Prescribed SOP and Institutional Mechanism in Place for Grievance Redressal*
The Chief Minister said the contention that employees have no forum for lodging complaints, filing appeals or seeking redressal is also incorrect. A prescribed Standard Operating Procedure and an institutional mechanism are in place under HKRN for grievance redressal. Resolution of a grievance, he said, does not depend upon the favour of any individual or political recommendation.
He said the contention that employees are arbitrarily relieved without notice or inquiry is also incorrect. A prescribed SOP and due process are in place for disciplinary action, with institutional scrutiny and accountability built into the system.
*Issue Concerning Articles 14 and 16 Sub Judice before High Court*
The Chief Minister said the Opposition had also raised the question of violation of Articles 14 and 16 of the Constitution. The matter is presently under consideration before the High Court. When a matter is sub judice, he said, it is not appropriate to pronounce political conclusions upon it or declare it constitutionally invalid even before a judicial determination has been made.
He said the government has the highest regard for the judiciary and will abide by the decision of the Hon'ble High Court. Repeatedly turning a pending judicial matter into a political issue merely for political gain, he said, is neither consistent with constitutional propriety nor with the dignity of the House.
*HKRN Not a Political Experiment, but a Step towards a Transparent and Contractor-Free System*
The Chief Minister said HKRN is not a political experiment, but an effort to make manpower deployment transparent, online, institutional and contractor-free. He said the government's principle is clear: the system will function according to rules, not on anyone's recommendation; through an institutional mechanism, not at the mercy of a contractor; and through a transparent online process, not through a “parchi”.
The Chief Minister said that if any employee has genuinely suffered injustice, the government will hear the grievance and resolve it. However, a transparent system should not be discredited on the basis of charges unsupported by facts. This, he said, is good governance, accountability and the government's commitment.

Nayab Singh Saini said that through the Haryana Kaushal Rozgar Nigam, the State Government has ended the role of contractors and middlemen in the decades-old contractual employment system and replaced a system marked by middlemen, commissions, exploitation and lack of transparency with a transparent, accountable and employee-centric framework. Under the earlier contractor-based arrangement, young employees were subjected to large-scale exploitation. Employees often did not receive their full wages, with contractors making deductions. In some cases, employees were paid for only 11 months instead of 12 on the pretext of renewal of their engagement. The government has eliminated the role of contractors and middlemen and linked the system with rules, merit and social security, he said.

The Chief Minister said that while the Opposition is viewing the issue through the prism of political charges and counter-charges, the government looks at it from the perspective of the interests of the State’s youth, employees and their families. He said the Opposition is indulging in politics by presenting only incomplete pages of history. Once the complete record is placed before the House, it will become clear that the temporary and contractual employment system was not introduced by the present government. What the government has done is to eliminate contractors, middlemen, commissions, exploitation and opacity from the system and make it transparent, accountable and employee-centric.
*Opposition Leads in Spreading Falsehoods and Misleading People; Their Lies Travel Faster than the Wind– Chief Minister*
The Chief Minister said the Opposition is ahead of everyone when it comes to speaking falsehoods and creating confusion. They spread lies faster than the wind. The people of the State are watching everything and clearly understand the difference between truth and falsehood.
He said that whenever elections approached, Congress would begin running the government based on electoral calculations. Votes were calculated with an eye on the elections, and the government as well as the system was run accordingly, said Sh. Nayab Singh Saini.
The Chief Minister further said that what concerned him is that Congress MLAs are today expressing concern over a system that had collapsed and become mired in a quagmire during their own rule. The present government, he said, has worked to set that system right. He further said that what also concerned him is that they went and sat outside the very office where the government had worked to restore the system.
The Chief Minister urged the Opposition to hear his reply in full, saying that he would respond to all the questions raised and concerns expressed by them. He said perhaps Sh. Bharat Bhushan Batra could explain why young people were betrayed at that time and why their problems were not resolved during the Congress regime. During their tenure, young people had faced large-scale exploitation under the contractor system, said Sh. Nayab Singh Saini.
*As Early as 1967, Haryana Had 11,397 Contingency-Paid, Work-Charged and Contractual Employees*
The Chief Minister said that the initial figures from 1967, soon after the formation of Haryana, present a clear picture of how the State’s employment structure evolved over the decades. As of March 31, 1967, the Haryana Government had a total of 97,385 employees, including 11,397 in the combined category of contingency-paid, work-charged and contractual employees. Thus, in Haryana’s initial administrative structure, nearly 88 per cent of employees belonged to the main Class-I to Class-IV categories, while around 12 per cent were in the combined category of contingency-paid, work-charged and contractual employees.
He said that by 2013, the number of Class-I to Class-IV employees had increased to 2,55,319, while the combined category of contingency-paid, work-charged and contractual employees had risen to 84,642. Compared to 1967, this represented an increase of 73,245 employees in the combined category, taking its strength to nearly 7.4 times the 1967 level.
The Chief Minister said that the number of contractual employees crossing one lakh by 2014 itself demonstrates that a sizeable temporary employment structure had developed over the decades alongside the regular administrative establishment. The purpose of placing these historical figures before the House, he said, is to make it clear that temporary employment did not originate with the formation of the Haryana Kaushal Rozgar Nigam. Such an arrangement had existed for decades and continued to expand under successive governments.
He said the Opposition is trying to create an impression that contractual employment began with the Haryana Kaushal Rozgar Nigam, whereas official records available since 1967 completely contradict this propaganda.
*Nearly 71,000 Employees Added to Combined Category during Nine Years of Congress Rule*
The Chief Minister said that over the 38 years between 1967 and 2005, the number of employees in the combined category of contingency-paid, work-charged and contractual employees increased from 11,397 to 38,949. However, during the next nine years of the Congress government, from 2005 to 2014, this number rose from 38,949 to nearly 1.10 lakh.
Thus, while this category increased by 27,552 employees over 38 years, nearly 71,000 employees were added during just nine years of Congress rule. He said those who today portray the contractual employment system as the biggest problem should remember that the pace of its expansion increased manifold during their own tenure.
The Chief Minister questioned the Opposition as to why nearly 71,000 employees were added during just nine years of Congress rule. Why were these employees left at the mercy of contractors? Why was no systematic policy framed at that time for EPF, ESI, equal remuneration, maternity leave, compassionate deployment and transfers?
The Chief Minister further questioned whether contractual employees existed in the State for 47 years before the present government or not. Official records clearly show that such an arrangement had existed since the formation of Haryana itself.

The Chief Minister also paid his respects to Shaheed Naib Subedar Bhupender Singh of village Mohanpur, Mahendragarh, who passed away on August 27, 2026, and to Sepoy Sonu Kumar of village Nangal, Bhiwani district, who attained martyrdom on August 28, 2026. He expressed his heartfelt condolences to the members of the bereaved families.

He said there is much to learn from the experience of senior leaders like Sh. Bhupinder Singh Hooda, while adding that their political journeys, perspectives and approaches are different.
The Chief Minister emphasised that he holds Sh. Bhupinder Singh Hooda in high regard and had no intention of disrespecting him.
He said that the remarks in question should be seen in the context of the complete proceedings. Opposition members, he said, had repeatedly raised slogans in the House when the focus should have been on issues concerning Haryana’s development.

Chandigarh, August 31 – Haryana Education Minister Sh. MahipalDhanda said that the construction of Guru Tegh Bahadur Women’s College at Taraori in Karnal district was announced by the then Chief Minister in 2015, following which construction work commenced in 2018.
According to the latest report received from the construction agency, the Public Works Department (Buildings and Roads), Haryana, 85 per cent of the construction work of the college has been completed. However, the project was stalled due to litigation-related issues, and the construction agency terminated the work on July 5, 2023.
The Minister informed that the Department has already issued a revised administrative approval of ₹223.7135 crore for the project on August 3, 2026. The work will be restarted within two months.He further stated that action would be taken against officials found negligent in the execution of the work.

91 Iron Electricity Poles in Pehowa Assembly Constituency to Be Replaced with PCC Poles by January 2027: Energy Minister Anil Vij
Chandigarh, August 31 – Haryana Energy Minister Sh. Anil Vij said that all iron poles, including tubular poles and channel poles, will be replaced with PCC poles by the Uttar Haryana Bijli Vitran Nigam Limited (UHBVNL) at its own cost. However, as per the directions of the corporation, rail poles are not replaced at the corporation’s expense.
Sh. Vij was replying to a question raised during the Monsoon Session of the Haryana Vidhan Sabha in Chandigarh today.
He informed the House that there are no HT/LT iron poles installed within the villages of Guldehra and ThaskaMiranji in the Pehowa Assembly constituency. However, in the outer areas of these villages, 107 iron poles have been identified on 11 KV agricultural feeders, of which 16 are rail poles.
He further stated that since 2014, no incident of loss of life due to electric shock from iron poles has been reported in these villages.
The Minister said that the remaining 91 iron poles will be replaced with PCC poles by the corporation by January 2027.

Chandigarh, August 31 – Haryana Irrigation and Water Resources Minister Smt. Shruti Choudhry informed the House that irrigation water supply through canals in the Adampur and Nalwa Assembly constituencies has been ensured as per the prescribed rotation schedule during the last two years.
Smt. Choudhry was responding to a question raised by a Member during the proceedings of the Haryana Vidhan Sabha today.
The Irrigation Minister stated that around 48 canals/channels fall in the Adampur and Nalwa Assembly constituencies. Except for Basra Sub-Minor No. II, whose rehabilitation has already been approved by the Government, the remaining 47 channels are being supplied water up to their tail ends as per the approved rotation schedule.
She informed that 17 channels in the Nalwa area and four channels shared by both Assembly constituencies are being operated as per the approved rotation schedule, under which they run for eight days followed by a 16-day canal closure period.
Meanwhile, 27 channels in the Adampur area are being operated under a 2/3 group system, depending on water availability. Under this arrangement, the channels are operated for 16/8 days, followed by a 16-day canal closure period.
She clarified that the Government is making every effort to ensure the prescribed supply of irrigation water up to the tail ends of the canals through the approved rotation schedule, keeping in view the availability of water resources.

The Health Minister was replying to a question raised by a Member of the Haryana Legislative Assembly during the ongoing Monsoon Session of the Haryana Vidhan Sabha.
Arti Singh Rao said that the construction of the above-mentioned hospital was delayed because an existing hospital was already functioning at the site where the new building was to be constructed. The existing hospital was subsequently vacated and shifted to another location.
She further informed that construction activities were also halted due to the restrictions imposed under GRAP (Graded Response Action Plan) Stages III and IV in the NCR region, in accordance with the directions of the National Green Tribunal (NGT). Consequently, construction activities commenced in November 2025.
At present, the work is in progress and 15 per cent of the work has been completed. The construction of the hospital is likely to be completed by February 10, 2028.

The Health Minister was responding to a question raised by a Member during the Monsoon Session of the Haryana Vidhan Sabha today.
Arti Singh Rao stated that Haryana has two major institutions associated with the Central Government’s AIIMS: the National Cancer Institute (NCI) at Badhsa, Jhajjar, and the All India Institute of Medical Sciences (AIIMS) at Majra, Rewari.
The National Cancer Institute at Badhsa, Jhajjar, is the second campus of AIIMS New Delhi. It is a dedicated tertiary-care institution for cancer treatment and serves as a major centre for cancer treatment, prevention, early detection, research and human resource development.
Besides this, AIIMS Majra, Rewari, is being established under the Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) as the country’s 22nd AIIMS, with a medical college and the status of an Institute of National Importance. The Government of India has approved admission of 50 MBBS students at the institute for the current academic session 2026-27.

Haryana Animal Husbandry and Dairying Minister Sh. Shyam Singh Rana
Chandigarh, August 31 – Haryana Animal Husbandry and Dairying Minister Sh. Shyam Singh Rana informed the House that no case of Lumpy Skin Disease (LSD) has been reported in the state so far this year. To protect cattle from the disease, a vaccination campaign was conducted from July 25 to August 30, 2026.
The Animal Husbandry and Dairying Minister was replying to a question raised by a Member during the Monsoon Session of the Haryana Vidhan Sabha today.
Sh. Rana further informed that a total of 1,356 clinically suspected cases have been reported from Kurukshetra, Panchkula, Rewari and Yamunanagar districts. For testing and confirmation of the disease, 99 clinical samples were collected from animals in Bhiwani, Hisar, Jhajjar, Kurukshetra, Panchkula, Rewari, Rohtak and Sirsa districts and sent to Lala Lajpat Rai University of Veterinary and Animal Sciences (LUVAS), Hisar.
He said that the two samples tested at LUVAS for Lumpy Skin Disease were found to be negative. Thus, there has been no confirmed case of Lumpy Skin Disease in the state so far this year.
He further stated that the Animal Husbandry Department conducted a vaccination campaign from July 25 to August 30, 2026, covering the entire eligible cattle population of the state—healthy bovine animals above four months of age—with Goat Pox Vaccine (GPV, Uttarkashi strain) for prevention of Lumpy Skin Disease.
The department is providing symptomatic treatment to suspected animals and also counselling farmers on necessary preventive measures to control the disease.
The Minister further informed that 14,61,922 cattle have been vaccinated across the state so far this year, including 1,14,655 animals vaccinated in gaushalas.

Urban Local Bodies Minister Sh. Vipul Goel provided this information in reply to a question raised by Guhla MLA Sh. Devender Hans during Question Hour in the Monsoon Session of the Haryana Vidhan Sabha.
Vipul Goel also informed the House that eight notices have been issued to the agency, M/s B.S. Construction Company, for the delay in the construction of the sports stadium in Cheeka. A penalty of ₹4,50,315 has also been imposed on the agency vide order dated August 8, 2025.
Since the agency failed to complete the work within the stipulated period, only ₹3.78 crore has so far been paid to the agency against the contracted amount of ₹9.06 crore. He further informed the House that 95 per cent of the construction work on the sports stadium has been completed.

Drinking Water Supply and Wastewater Disposal Works in Bahalgarh Likely to Be Completed Within Three Years
Chandigarh, August 31 – Haryana Public Health Engineering Minister Sh. Ranbir Gangwa said that work is underway to improve the drinking water supply and wastewater disposal system in Bahalgarh village. Replying to a question raised by MLA Smt. Krishna Gahlawat during the Assembly Session, he said that works related to drinking water supply and wastewater disposal in Bahalgarh under the Chief Minister’s announcement are likely to be completed within three years.
Minister Sh. Ranbir Gangwa said that, keeping in view the substantial floating population and the urban character of the village, there is a proposal to provide drinking water supply and sewerage facilities on the lines of the Mahagram Scheme.
He informed that for strengthening the drinking water supply system, SMDA has approved a fifth Ranney Well with a capacity of 10 MLD at Jajal, in addition to the existing four Ranney Wells, each having a capacity of 10 MLD. The internal water distribution network of Bahalgarh village will be managed by the Public Health Engineering Department (PHED), and the Detailed Project Report (DPR) for the water supply system is currently being prepared.
Sh. Ranbir Gangwa further stated that Bahalgarh falls under the jurisdiction of the Gram Panchayat and that the sewerage-related works are to be undertaken by PHED. For this purpose, the DPR for the sewerage system, including the Sewage Treatment Plant (STP) and sewer lines, is being prepared.

However, the required revenue pathway is yet to be made available, and efforts are underway in this regard. The construction work will commence as soon as the pathway is made available.
The Agriculture and Farmers’ Welfare Minister was replying to a question raised by a Member during the Monsoon Session of the Haryana Vidhan Sabha today.
He further informed that although the work for construction of the said road was allotted to a contractor on February 20, 2014, the construction could not commence as the route was not available as per the revenue records.

Chandigarh, August 31 – Haryana Public Health Engineering Minister Sh. Ranbir Gangwa said the department is taking necessary steps to further improve the drinking water supply system in Hisar city. Replying to a question raised by MLA Smt. Savitri Jindal during the Assembly Session, he said that the city’s water supply system receives water from the Bhakra Canal. Water is supplied to the city through seven canal-based waterworks.
Minister Ranbir Gangwa said that some parts of Hisar city have old pipelines in the drinking water distribution system. Problems such as leakages, pipe bursts and low water pressure are reported at some locations. To prevent inconvenience to the general public, the department undertakes necessary repair and maintenance works from time to time.
He further informed that a survey is currently underway to replace or improve the drinking water distribution network in Hisar city. The estimate is expected to be prepared within one month. Thereafter, the work will be initiated and a permanent solution to the problem will be ensured.

Responding to an issue raised in the Assembly by Badli MLA Kuldeep Vats regarding the death of four youths in the Munimpur village incident, Dr. Arvind Sharma said that the Government is taking the matter with utmost seriousness. He stated that the administration received information about the incident with a delay, which caused difficulties in providing the necessary assistance in time, resulting in the tragic deaths of the four youths.
The Cabinet Minister said that as soon as the administration was informed about the incident, immediate action was taken to provide relief and assistance. The Haryana Government has also provided financial assistance to the affected families and will continue to stand by them.

Chandigarh, August 31: Haryana Energy Minister Anil Vij said that 24-hour power supply is being provided in all 95 urban areas of the state. These include 55 subdivisions under the Dakshin Haryana Bijli Vitran Nigam (DHBVN) and 40 subdivisions under the Uttar Haryana Bijli Vitran Nigam (UHBVN).
While replying to a question regardeing power supply system during the Monsoon Session of the Haryana Vidhan Sabha today, Sh. Vij said that during the financial year 2025-26, the total annual cost of electricity purchased by the state stood at ₹40,918.30 crore. During this period, 2,13,013.29 lakh units of electricity were generated/received within the state, while 5,55,604.30 lakh units were received from outside the state. Thus, a total of 7,68,617.59 lakh units of electricity were purchased.
24-hour power supply in 6,105 villages – Vij
The Energy Minister said that under the Haryana Government’s ‘Mhara Gaon-Jagmag Gaon’ scheme, villages across the state are being brought under 24-hour power supply in a phased manner. Out of a total of 7,250 villages, 6,105 villages, or 84.2 per cent, are already receiving 24-hour electricity supply, while 1,145 villages are receiving 16-hour power supply.
He said that the remaining villages are also being brought under the 24-hour power supply system in a phased manner. For this purpose, continuous efforts are being made to strengthen the power infrastructure in the concerned areas and bring the load on feeders within the prescribed limits. He said that under the Dakshin Haryana Bijli Vitran Nigam (DHBVN), 24-hour power supply is being provided in 55 urban areas and 2,686 villages, while 980 villages are receiving 16-hour power supply. Similarly, under the Uttar Haryana Bijli Vitran Nigam (UHBVN), 24-hour power supply is being provided in 40 urban areas and 3,419 villages, while 165 villages are receiving 16-hour power supply.
27,746 regular employees working in the Energy Department – Vij
Sh. Vij informed in the Assembly that a total of 53,289 posts are sanctioned in various categories in the Energy Department. Of these, 27,746 posts are occupied by regular employees, while 25,543 posts are vacant. He said that, in addition to regular employees, 15,362 personnel are providing services in various functions through HKRNL, HARTRON, contractors, part-time arrangements, and direct outsourcing. This is providing the department with additional human resources to ensure the smooth functioning of the electricity distribution and supply system.
He further stated that the Energy Department has 1,209 sanctioned posts in Category A, of which 1,021 are occupied and 188 are vacant. Similarly, 1,436 posts are sanctioned in Category B, of which 1,130 are occupied and 306 are vacant. In Category C, there are 47,717 sanctioned posts, of which 24,654 are occupied and 23,036 are vacant. Similarly, in Category D, there are 2,927 sanctioned posts, of which 941 are occupied and 1,986 are vacant.
Energy Department employees restored 37,892 damaged electricity poles within a short period following storms – Vij
He said that it is true that power supply in the villages of Sirsa was disrupted between May 2026 and July 2026, as several storms occurred during this period, resulting in 37,892 electricity poles being damaged and falling. Praising the officers and employees of the Energy Department, he expressed his gratitude to all the personnel for restoring the damaged electricity poles within a short period. In addition, Sh. Vij said that the Energy Department staff is continuously working to provide 24-hour power supply to villages that are currently receiving electricity for 16 hours a day. Once these villages fulfil the prescribed conditions for receiving 24-hour power supply, the provision of round-the-clock electricity will be started in these villages.
Government committed to uninterrupted and quality power supply – Vij
The Energy Minister said that the state government is continuously working to ensure that consumers in both urban and rural areas receive adequate, quality and uninterrupted power supply. The department is consistently working to strengthen the power infrastructure, reinforce feeders, and connect an increasing number of villages to 24-hour power supply in a phased manner.

Chandigarh, August 31 – On the second day of the ongoing Monsoon Session of the Haryana Vidhan Sabha, Public Health Engineering Minister Sh. Ranbir Gangwa moved a privilege motion in the House against Congress MLA Sh. Jassi Petwar for using indecent language against the Speaker of the Vidhan Sabha. More than 15 members stood in support of the motion, following which it was admitted.
Sh. Ranbir Gangwa said that he had been observing the proceedings of the House for the past two years. He said that the Hon’ble Speaker had given equal time to both the treasury benches and the Opposition, and had in fact given more time to the Opposition than to the treasury benches.
He said that Congress MLA Sh. Jassi Petwar had publicly made defamatory allegations on social media against the Hon’ble Speaker of the Haryana Vidhan Sabha, accusing him of bias and prejudice in the discharge of his office. Serious allegations and adverse comments were made using insulting and objectionable language on social media.
Sh. Gangwa said that such conduct was inappropriate and affected the dignity and reputation of the Hon’ble Speaker. Terming the matter as one of breach of privilege and contempt of the House, he requested that it be referred to the Privileges Committee. The Speaker accepted the request and decided to refer the matter to the Privileges Committee.
