Chandigarh, August 27 – Haryana Chief Minister Sh. Nayab Singh Saini on Thursday said that the Congress comes to the House with a pre-decided agenda and remains unwilling to listen to facts. Strongly rejecting the Congress's allegations that its members are stopped from entering the House and subjected to humiliation, the Chief Minister clarified that neither the Leader of the Opposition nor any other Opposition member was stopped from entering the House or insulted. All members are allowed to enter the House with due respect.

The Chief Minister, while responding on the first day of the Monsoon Session of the Haryana Vidhan Sabha to allegations made by the Leader of the Opposition, Sh. Bhupinder Singh Hooda and Dr. Raghuvir Singh Kadian that they were stopped from entering the House and pushed, calling the allegations completely false.

Sh. Nayab Singh Saini said it is unfortunate that the Congress is not prepared to listen to anything in the House. He further said that the party has already decided its agenda and is levelling allegations accordingly. He further said it is also very unfortunate that the Congress has made its senior leaders wear black clothes, remarking that they are not at an age to be made to wear such attire.

The Chief Minister reiterated that no one misbehaves with the Congress members and that they were allowed to enter the House with full respect. He said that falsehood is always part of the Congress's agenda, adding that its leaders make false statements and level allegations, and that this is all they have to offer.

The Chief Minister further said that he has gathered complete information about the incident and the Opposition's claims in the House that its members were hurt or subjected to any kind of mistreatment are completely false.

He suggested that the Vidhan Sabha Speaker can call members from both the ruling party and the Opposition to his chamber and have the relevant video footage examined. He said the footage will establish the facts and clarify the entire situation.

The Chief Minister said that the House should be allowed to function smoothly, as the people of Haryana are watching everything. Urging the Vidhan Sabha Speaker to ensure discussion in the House, he said that this August House is meant for discussion and debate, and if any member has an issue, it can be raised for discussion, and the government will respond to it. However, the kind of uproar being created is neither appropriate for the Opposition nor in keeping with the dignity of the House.

Chandigarh, August 27: The Haryana State Commission for Protection of Child Rights has decided to organize special district-level training programmes to educate schools across the state about offences related to sexual abuse of children.

Chairperson of the Commission, Tripti Haripal Sheoran, said that the training programmes will include teachers, school principals, Block Education Officers (BEOs), District Education Officers (DEOs), and members of POCSO committees constituted in schools. The main objective of the training is to provide practical information on the provisions of the POCSO Act, the immediate action to be taken upon receiving a complaint, and the procedure for reporting such cases.

She said that during investigations into cases brought to the Commission's notice, it was found that in several cases related to the POCSO Act, school principals and teachers lacked adequate understanding of the provisions of the Act and the compliance requirements. She emphasized that regular awareness and training of principals and teachers on the provisions of the POCSO Act is essential to ensure the safety and protection of children. This initiative is an important step towards making schools more alert and sensitive to offences related to POCSO and creating a safe and fear-free environment for children.

She further said that it is extremely important for teachers and school administrations to have adequate knowledge of the provisions of POCSO. This will enable them to understand what immediate steps need to be taken when such a complaint arises in a school and to which competent authorities or concerned agencies the matter must be reported.

The training programme has been initiated in Kaithal district. Subsequently, training programmes will be organized in other districts in a phased manner.

Chandigarh, August 27 – Haryana Chief Minister Sh. Nayab Singh Saini, while reminding the Opposition in the Vidhan Sabha of its own record on law and order, said that those questioning the law and order situation in the state today should first look at the crime figures and incidents recorded during their own tenure. Taking a dig at the Opposition, the Chief Minister said its problem is that even before wiping a victim’s tears, it starts looking for a political opportunity. They are less concerned about the pain caused by crime and more eager to malign the government, he said.

The Chief Minister was replying to a Calling Attention Motion on the law and order situation in the state moved by INLD MLAs Sh. Aditya Devi Lal and Sh. Arjun Chautala in the Vidhan Sabha on Thursday. He said a sensitive issue such as law and order must certainly be debated, but the discussion should be based on facts, not political convenience or misleading propaganda. The Opposition has every right to ask questions, but the people of Haryana also have the right to know the deep scars of crime, corruption, caste violence, recruitment scams and administrative failures that the state endured when the reins of power were in their hands.

The Chief Minister said that in a democracy, everyone has the right to express their views and sentiments. Opposition members have come to the House dressed in black today, but the people of Haryana are not looking at their black clothes, rather they are watching their dark deeds. He said the Opposition should also remember the state of law and order during its tenure and how the system had deteriorated at that time. The people of Haryana are watching everything, he said. They are not looking at the Opposition’s black clothes, but at the dark deeds of its tenure.

Referring to the 1984 riots, Sh. Nayab Singh Saini targeted the Congress and said even recalling that period sends shivers down one’s spine. People had tyres placed around their necks and were burnt alive, people were set ablaze at public squares, and such atrocities were committed that many were forced to cut their hair to save their lives. Thousands of people were targeted. He said the Congress has never apologised for the 1984 riots, and today a person associated with that period is being described as a role model. This is unfortunate and amounts to rubbing salt into the old wounds of the victims.

The Chief Minister said Rahul Gandhi and former Chief Minister Sh. Bhupinder Singh Hooda should put up a large photograph of the person whom the Congress describes as its role model, both inside and outside their homes. He said extending protection to such people reflects the Congress party’s nature and mindset.

The Chief Minister said that during Congress rule, there was no democracy but a ‘rule-tantra’, under which people were forced to flee, leaving behind their homes, belongings and lifelong savings. The manner in which the system collapsed during Congress rule left every section of society distressed. Referring to the allegations being levelled against the government by the Congress, he said it was a case of ‘the pot calling the kettle black’. The Congress, he said, is looking at everything through dark glasses. Its leaders only know how to level allegations and then walk out of the House. He said they cannot listen to the government’s reply because they do not have the courage to hear it. Their only course, therefore, is to level allegations and walk away.

The Chief Minister said he did not know what kind of calls the Congress receives from Delhi that prompt its leaders to spread falsehoods so rapidly. Addressing the younger generation, he said those young people who had not witnessed the harsh period of Congress rule should learn about and search for information on the Congress government’s tenure and its deeds. Attempts are being made to mislead the younger generation through falsehoods being spread by the Congress. Young people should therefore find out for themselves what the Congress tenure was like and what the condition of the state’s administrative system was during that period.

*Chief Minister also questions Opposition over incidents during INLD rule*

The Chief Minister said it was no secret how the rule of law in Haryana weakened under political influence and pressure between 1999 and 2005. In August 2001, former MLA Relu Ram Punia and seven members of his family were brutally murdered while asleep at Litani village in Hisar district. The victims included young children and a 45-day-old infant.

Referring to the Kandela incident of May 2002, the Chief Minister asked who had ordered firing on farmers. Farmers lost their lives, and several others were injured in the firing. He asked those claiming to champion farmers’ interests today whether farmers’ demands during their tenure were answered through dialogue or bullets. During the same period, five Dalit youths were beaten to death by a mob near a police post at Dulina in Jhajjar. In October 2002, Sirsa journalist Ram Chander Chhatrapati was shot outside his residence and subsequently died. In the same year, Ranjit Singh of Kurukshetra was also shot dead.

Referring to the JBT teachers’ recruitment scam, the Chief Minister said selection lists in the recruitment of approximately 3,206 JBT teachers were manipulated, deserving candidates were deprived of their rights, and attempts were made to turn government jobs into an instrument of political patronage. He asked the Opposition whether playing with the future of thousands of unemployed youth was not a crime and whether sacrificing government recruitment at the altar of nepotism and political influence was not an injustice to the youth. He said the present government has transformed that very system and provided jobs to Haryana’s youth on the principle of Bina Parchi-Bina Kharchi. Earlier, lists for government jobs were prepared in political households; today, selections are made on merit. The government, he said, has restored the self-respect of Haryana’s youth.

The Chief Minister said the INLD had forgotten its own tenure, when even FIRs were not registered, and people lived in an atmosphere of fear. He said INLD leaders had perhaps not properly read the figures relating to 2004 that he had placed before the House. The crime graph had risen during their tenure, whereas it has declined considerably during the tenure of the present government.

Responding to the question raised over the turban, the Chief Minister said the turban is a gift of the Gurus, and the INLD should not have questioned it. He said the government is pursuing a zero-tolerance policy on law and order. The strictest action is taken against anyone who violates the law, and no interference with law and order will be tolerated.

*Congress must also answer for crime during its 10-year rule*

The Chief Minister said when the Congress came to power in 2005, people expected the system to change, but instead, crime assumed an even more disturbing form. In July 2005, images of police action against protesting workers of the Honda company in Gurugram shocked the entire country. Workers were chased and beaten on the streets, and a large number of them were injured.

In August 2005, houses belonging to Dalit families in Gohana’s Valmiki settlement were set ablaze, forcing people to flee their homes, belongings and lifelong savings. The Chief Minister asked those who speak about Dalit welfare today where their sensitivity and commitment to social justice were when an entire Dalit settlement was burning.

He said 68 innocent people lost their lives and several passengers were injured in the February 2007 bomb blasts on the Samjhauta Express near Diwana railway station in Panipat. In June 2007, Manoj and Babli of Kaithal were murdered and their bodies thrown into a canal. In January 2008, an international kidney racket was exposed in Gurugram.

The Chief Minister questioned how the illegal trade in the organs of poor people was allowed to flourish in the very Gurugram that the then government projected as one of its achievements, and why the administration remained inactive for so long.

The Chief Minister said a Dalit settlement in Mirchpur village of Hisar was attacked on April 21, 2010. Houses were set ablaze and 70-year-old Tara Chand and his daughter Suman, who had a disability, were burnt alive. Hundreds of Dalit families were forced to leave the village, and the matter became so serious that the trial had to be transferred from Haryana to Delhi. He said those in the Congress who speak at length about social justice today should remember that the ashes of Mirchpur continue to bear testimony to the insensitivity of their rule.

Referring to the ‘Apna Ghar’ case in Rohtak in May 2012, the Chief Minister said it was an incident that shamed humanity. Serious instances of sexual, physical and mental abuse of orphaned, destitute and mentally challenged girls and women living in a government-aided shelter home had come to light. He asked with what moral authority representatives of a government that could not ensure the safety of helpless girls in a shelter home could now lecture others on women’s safety.

The Chief Minister also referred to the violent incident at the Maruti Suzuki plant in Manesar in July 2012, in which the company’s Human Resources General Manager, Avnish Kumar Dev, lost his life, several officers and employees were injured, and the plant witnessed arson and vandalism. He said the incident not only raised serious questions over law and order but also damaged Haryana’s industrial image. In 2014, the serious case involving the abduction and gang rape of four minor Dalit girls from Bhagana village in Hisar drew national attention, and the victims’ families had to stage a protest at Jantar Mantar in Delhi demanding justice, he said.

*10 emergency services integrated with Dial-112; 250 additional response vehicles approved*

The Chief Minister said the Emergency Response Support System, ‘Dial-112’, has been successfully implemented to provide immediate assistance to citizens. A total of 10 emergency services have been integrated with Dial-112, including Police Service 100, Fire Service 101, Medical Emergency Service 108, Women Helpline 1091, Traffic Helpline 1073, Cyber Helpline 1930, Durga Shakti App, NHAI Helpline 1033, Disaster Management Helplines 1070 and 1077, and Women and Child Development Department helplines 181 and 1098.

A total of 630 Toyota Innova Crysta vehicles have been deployed as Emergency Response Vehicles across the state. To further strengthen the system, the government has also accorded the necessary approval for the purchase of 250 additional Emergency Response Vehicles.

*4,771 criminals arrested in 15 days under Operation Trackdown*

The Chief Minister said ‘Operation Trackdown’ is being conducted to arrest wanted and proclaimed offenders, those absconding after securing bail or parole, and other active criminals. During the special drive conducted from August 1 to August 15, 2026, as many as 4,771 criminals were arrested.

A total of 216 weapons were recovered, including 135 country-made firearms, 76 pistols, three revolvers and two guns. Police also recovered 287 cartridges and 15 magazines. History sheets of 241 new criminals were opened, while those of 1,406 criminals were updated. Similarly, during ‘Operation Hotspot Domination’, conducted from December 1 to December 15, 2025, 1,213 cases were registered and 2,200 criminals arrested.

The Chief Minister said 33 women police stations have been established across the state. The ‘Durga Shakti’ app has been launched to provide immediate police assistance to women in distress. At sensitive locations, 24 companies of the Durga Shakti Rapid Action Force and 46 patrolling vehicles have been deployed. A Women Police Durga Battalion has been established at Sunaria, Rohtak, and the number of women police personnel is being increased through fresh recruitment.

*Haryana Government Issues Directions to Departments to Verify and Update Latest Vacancies for Common Cadre Group-D Posts Online*

*Departments Required to Upload Vacancy Details on HKCL Requisition Portal by September 11*

Chandigarh, August 27: The Haryana Government has directed all departments to reconcile, verify and update the actual and latest vacancies of Common Cadre Group-D posts. All Heads of Departments have been directed to reconcile the records of vacant Group-D posts under their respective departments with departmental records and the Human Resource Management System (HRMS), and update the details on the HKCL Requisition Portal by September 11, 2026.

In a letter issued by Chief Secretary Sh. Anurag Rastogi in this regard, it has been stated that certain difficulties have been encountered in the allocation and appointment of Common Cadre Group-D employees. The process is being affected due to the non-availability of vacant posts in the concerned offices, discrepancies or errors in vacancy-related data, and other administrative reasons.

Besides, appointments have also been made by departments on compassionate grounds. Further, several candidates recommended under the Economically Weaker Section (EWS) category by the Haryana Staff Selection Commission (HSSC), pursuant to the result of Advertisement No. 04/2018 dated May 29, 2026, have already joined various departments. Due to these appointments and the joining of employees, the status of vacancies for Group-D posts has been changing from time to time.

According to the letter, while updating vacancy details, all appointments made so far and the joining status of Group-D employees must be taken into account. Only those posts that are actually vacant and available for the allocation and appointment of employees should be shown as vacant on the portal.

The Heads of Departments will also be required to upload a certificate after verifying and updating the vacancies online. The certificate, duly signed by the Head of Department, will certify that the vacancy information provided on the portal is correct, complete and accurate and has been duly verified against departmental records and HRMS.

The Government has directed departments to complete the exercise within the prescribed timeframe so that the process of allocation and appointment of Common Cadre Group-D employees can be completed smoothly and in a time-bound manner.

*Service Period of Contractual Employees Engaged Through HKRN in Haryana Extended Up to October 31, 2026*

Chandigarh, August 27: The Haryana Government has decided to extend the contractual period of employees engaged through the Haryana Kaushal Rozgar Nigam (HKRN) in various departments, boards and corporations for a further period of two months.

As per the directions issued by Chief Secretary Sh. Anurag Rastogi, the contractual period of employees deployed through HKRN in all departments, boards and corporations has been extended up to October 31, 2026. Their existing contractual period was scheduled to expire on August 31, 2026.

The Government has clarified that the decision will apply to all contractual employees engaged through HKRN in departments, boards, corporations and other government entities.

*Dr. Arvind Sharma hands over appointment letters to 380 D-Group employees of Tourism Department, extends best wishes to newly appointed employees*

Chandigarh, August 27: Haryana Tourism Minister Dr. Arvind Sharma today distributed appointment letters to newly selected candidates appointed to 380 D-Group posts in the Tourism Department in Chandigarh. Extending his best wishes to the newly appointed employees, he wished them a successful and bright future. On the occasion, the Tourism Minister also extended his greetings to the people of Haryana on the auspicious festivals of Raksha Bandhan and Janmashtami.

The Tourism Minister informed that recruitment had been conducted for a total of 397 D-Group posts in the Tourism Department, and appointment letters are being handed over to around 380 candidates. These posts include those of attendants, kitchen helpers and gardeners. Keeping the convenience of women employees in mind, efforts have been made to post them near their homes. Similarly, other newly appointed employees have also been allotted stations as close to their homes as possible.

Dr. Arvind Sharma said that under the leadership of Chief Minister Sh. Nayab Singh Saini, the Haryana Government is providing employment opportunities to the youth through a transparent and merit-based recruitment policy. Under the government’s policy of no “kharchi-parchi” and through a transparent process, eligible youth are being appointed to government services. He said the government’s objective is not only to provide employment opportunities to the youth but also to ensure the availability of adequate human resources in government departments.

Director, Haryana Tourism Department, Sh. Parth Gupta; General Manager, Haryana Tourism Development Corporation, Sh. Rajiv Prasad; and other senior officers were also present on the occasion.
