Chandigarh, August 3: On the auspicious occasion of the first Monday of Sawan, Haryana Chief Minister Sh. Nayab Singh Saini offered prayers to Lord Shiva at the Mahadev Temple in Saketri amidst the chanting of Vedic mantras. He prayed for the happiness, prosperity, and well-being of the people of Haryana and the nation.

Interacting with the media persons after offering prayers, the Chief Minister extended his heartfelt greetings and best wishes to the people of the state and the country on the holy occasion of Sawan.

He said that Lord Shiva, the Lord of Lords, protects the entire creation by consuming poison himself, symbolising the highest ideals of sacrifice and selfless service. He added that Lord Shiva's spirit of sacrifice and dedication inspires everyone with renewed energy and commitment. The Chief Minister further said that he prayed for Haryana's continued progress and prosperity and for every citizen of the state to lead a life filled with happiness, peace, and contentment.

On the auspicious occasion, the Chief Minister urged the youth to embrace India's rich cultural heritage and values in their lives. He called upon them to stay away from drugs, prioritize education, and strive to lead successful, meaningful, and responsible lives.

Expressing gratitude to Prime Minister Sh. Narendra Modi, the Chief Minister said that under his visionary leadership, several prominent religious sites symbolising Sanatan culture, including Baba Kedarnath Dham, Shri Kashi Vishwanath Temple, Baba Mahakaleshwar Temple in Ujjain, and Somnath Temple, have witnessed grand redevelopment and renovation. He said these initiatives have not only enhanced the grandeur of these sacred places but have also reinforced the deep faith and reverence that millions of devotees have in India's rich cultural and spiritual heritage.

Congratulating the athletes for their outstanding performances at the Commonwealth Games, the Chief Minister said he had prayed to Lord Shiva for Haryana's athletes to continue bringing laurels to both the state and the nation on the global stage. Responding to a query regarding the Kanwar Yatra, the Chief Minister said he had directed the administration to ensure comprehensive and seamless arrangements for the smooth conduct of the Yatra. He said that besides Haryana, Kanwariyas from several states pass through Haryana during the yatra and assured that all necessary measures have been put in place to ensure their safety, convenience, and well-being throughout their journey.

The Chief Minister said that devotees carrying Kanwars undertake a long and arduous pilgrimage to collect the holy water of the River Ganga and offer it to Lord Shiva as an expression of their deep faith and devotion. He urged all Kanwariyas to complete the yatra with discipline and in accordance with religious traditions. Committee Constituted to Bring Contractual Employees Under Service Security Law

Time Limits for Various Stages on Service Security Portal Also Extended

Chandigarh, August 3: The Haryana Government has constituted a high-level committee under the chairmanship of the Additional Chief Secretary, Finance and Planning Department, to bring various organisations within the ambit of the Service Security Portal under the Haryana Contractual Employees (Service Security) Act, 2024 and Rules, 2025. The registration and verification timelines on the Service Security web portal have also been extended for various categories of contractual employees.

According to the orders issued by Chief Secretary Sh. Anurag Rastogi, the Administrative Secretary of the concerned organisation and the Special Secretary, Human Resources Department, will be members of the committee. In addition, a representative of the Advocate General of Haryana, not below the rank of Additional Advocate General, has been included as Legal Advisor.

The committee will examine proposals received in respect of entities falling under the category of authorities defined in the Act and prepare a certified list of eligible entities. It will also examine proposals submitted by various organisations through their respective Administrative Secretaries, along with agenda notes. The committee will further lay down specific and objective criteria for inclusion of entities in accordance with the definition of authority prescribed under Section 2(f) of the Haryana Contractual Employees (Service Security) Act, 2024.

In the same sequence, the State Government has also decided to extend the timelines for various stages on the portal www.securedemployees.csharyana.gov.in. The extension will apply to four categories of contractual employees—Computer Faculty and Computer Lab Attendants of the School Education Department, contractual employees appointed through DITS (excluding HARTRON), and contractual employees of the Haryana Staff Selection Commission.

As per the revised schedule, eligible employees can register themselves on the portal up to August 7. Thereafter, the applications will be verified by the concerned Drawing and Disbursing Officer (DDO) by August 14, while verification by the concerned Head of Department will be completed by August 21, 2026.

The Chief Secretary has directed all concerned departments to ensure that all processes are completed within the stipulated timelines. He has also directed strict adherence to the timelines, and any delay in the process will be viewed seriously

Chandigarh, August 3: The Ministry of Culture has launched a National Online Quiz Competition to mark Vibhajan Vibhishika Smriti Diwas (Partition Horrors Remembrance Day). Organised in collaboration with MyGov.in, the nationwide competition will remain open until September 15, 2026.

Sharing more details in this regard, an official spokesperson said the online quiz is open to youth, school and college students, as well as the general public, and urged citizens to participate in large numbers.

The spokesperson said the initiative is not merely an online quiz but a meaningful effort to acquaint the younger generation with an important chapter of India's history. It aims to deepen understanding of the hardships, sacrifices and resilience of lakhs of people affected by Partition, while reinforcing the importance of national unity. Such initiatives, the spokesperson added, help foster historical awareness, sensitivity and a greater sense of responsibility towards the nation among young people.

The spokesperson appealed to teachers of government and private schools, colleges and higher educational institutions to encourage maximum participation by students.

Integrated Railway Overbridge to Replace Three Railway Crossings in Rewari

Chief Minister Approves Rs 207.29-Crore Project

Chandigarh, August 3- Haryana Chief Minister, Sh. Nayab Singh Saini on Monday approved the construction of an Integrated Railway Overbridge (ROB) in Rewari district to replace three busy railway level crossings, paving the way for a permanent solution to the city's long-standing traffic congestion caused by frequent closure of railway gates.

The approval was accorded at a meeting chaired by the Chief Minister in Chandigarh. The project is expected to ensure smoother, safer and uninterrupted movement of traffic while significantly easing congestion in the city. Public Works and Public Health Engineering Minister, Sh. Ranbir Gangwa also remained present on this occasion.

The ambitious project, to be executed by the Haryana State Roads and Bridges Development Corporation (HSRDC), entails an estimated investment of Rs 207.29 crore.

Once completed, the project will eliminate delays caused by the repeated closure of railway level crossings, enabling seamless movement of vehicles across the city. It is expected to benefit daily commuters, students, traders and emergency services such as ambulances and fire brigades.

The project includes the construction of two-lane and four-lane railway overbridges, along with Road Under Bridges (RUBs), service roads and other supporting infrastructure at designated locations. The separation of road and rail traffic is expected to substantially reduce the risk of accidents and significantly enhance road safety.

Besides easing traffic congestion in Rewari, the project is expected to reduce travel time and vehicle operating costs while improving regional connectivity. It is also likely to provide a major boost to industrial, commercial and urban development, thereby contributing to the district's long-term economic growth.

Haryana Unveils Drone-Driven Governance Model; AI Surveillance to Track Illegal Constructions, Mining and Pollution

Chief Secretary Anurag Rastogi reviews statewide rollout of drone-based monitoring, digital mapping and geospatial intelligence projects

Chandigarh, August 3: Haryana will institutionalise drone technology as a core governance tool, deploying AI-powered surveillance and high-resolution geospatial mapping to detect illegal constructions, monitor mining, map civic infrastructure, assess legacy waste sites, and track pollution statewide.

At the meeting of Board of Directors of Drone Imaging and Information Services of Haryana Ltd. (DRIISHYA) here today, Chief Secretary Sh. Anurag Rastogi assessed progress on key technology initiatives and instructed officials to accelerate implementation to support evidence-based governance, regulatory enforcement, and public service delivery.

The meeting highlighted the AI-powered Change Detection Application, designed to automatically identify unauthorised constructions and encroachments using high-resolution drone imagery. Nearly 800 sq km have been mapped across Faridabad, Hisar, Karnal, Panipat, and Yamunanagar, creating one of the state's largest urban geospatial databases for planning, monitoring, and enforcement. The Chief Secretary also reviewed DRIISHYA's digital mapping of municipal assets in Gurugram.

Commissioner & Secretary, CRID, Sh. J Ganesan informed that the project has digitised road networks, footpaths, central verges, and berms, and nearly 60,000 manholes and gully traps are being geo-referenced with centimetre-level accuracy. This digital inventory is expected to improve urban infrastructure management, maintenance planning, and emergency response.

During the review of monthly drone surveillance at Khanak Stone Mine, eight phases of drone surveys are complete and volumetric assessment reports for six phases have been prepared. This initiative enables scientific monitoring of mining activities and accurate assessment of excavation volumes using advanced geospatial analytics. The meeting also reviewed drone-based volumetric assessments of legacy waste sites under Swachh Bharat Mission–Urban 2.0.

Sh. J Ganesan informed that surveys have been completed across 16 Municipal Corporations, and reports have been submitted to authorities to support scientific remediation of waste dumps and improve landfill management.

Surveys, thermal imaging and videography of major drains for the Haryana State Pollution Control Board are also being undertaken. The initiative aims to identify illegal discharge points, monitor pollution hotspots, and support enforcement against environmental violations. Surveys of several major drains have already been completed, while work on the remaining stretches is in progress.

He said all projects use advanced technologies, including the Differential Global Positioning System (DGPS), the Survey of India's Continuously Operating Reference Station (CORS) network, high-resolution RGB drones, and specialised geospatial processing software. These tools enable centimetre-level positional accuracy for government applications.

Chief Secretary Sh. Anurag Rastogi stated that integrating drone and geospatial technologies into governance will improve transparency, strengthen regulatory oversight, and enable data-driven decision-making. He directed all departments to complete ongoing projects on schedule so drone-generated intelligence becomes a core part of Haryana's urban management, environmental monitoring, and public administration.

CM chairs State-Level Committee meeting to review draft development plans for Narnaul, Narayangarh, Panipat and Kurukshetra

Chandigarh, August 3- Haryana Chief Minister, Sh. Nayab Singh Saini on Monday chaired a meeting of the State-Level Committee (SLC) at the Haryana Civil Secretariat to deliberate on and consider the draft development plans for Narayangarh-2031, Kurukshetra-2041, Narnaul-2041, and Panipat-2041. The plans, prepared by the Department of Town and Country Planning, aim to promote planned land use, orderly urban growth and regulated building development across the state.

The Chief Minister directed officers to align all urban development plans with the vision of Viksit Bharat-2047, ensuring that future planning adequately addresses projected population growth, modern urban infrastructure requirements, environmental sustainability, efficient transport systems and balanced urban expansion. He further directed that adequate provisions be made for sewage treatment plants, water treatment facilities, power infrastructure, entertainment zones and other essential civic amenities so that residents do not face shortages of basic services in the future.

*Narayangarh-2031*

The Chief Minister was apprised that the development plan for Narayangarh has been prepared keeping in view a projected population of 95,000 by 2031. The proposal envisages the development of six residential sectors and takes into account the growth opportunities arising from National Highway-72, expansion of industrial areas, conservation of the natural drainage system and the creation of green zones.

Sh. Nayab Singh Saini directed that sufficient distance be maintained between industrial and residential areas to ensure a healthy and convenient living environment for residents.

*Kurukshetra-2041*

Reviewing the draft plan for Kurukshetra, the Chief Minister emphasised that the district's religious and cultural significance should remain central to future development. He called for the conservation of the Jyotisar area, development aligned with the Saraswati River, expansion of green spaces, effective flood management measures and other necessary modifications.

He also directed that adequate land be reserved for the 250-acre Iconic Destination Scheme, saying the project would give a new direction to Kurukshetra's development. The Chief Minister further stressed the need for a comprehensive plan to address flooding in the Saraswati River catchment area.

*Narnaul-2041*

The Chief Minister was apprised that the draft development plan proposes the development of 20 residential sectors in Narnaul.

In the meeting, discussions were also held regarding the development of industrial areas in line with the proposed Integrated Multi-Modal Logistics Hub (IMLH), inclusion of a new bypass in the plan, and balanced development of residential, industrial, transport and green zones.

The Chief Minister directed that forest areas be protected while finalising the plan and suggested reserving selected areas for eco-tourism.

*Panipat-2041*

The committee reviewed the draft development plan for Panipat in view of the city's growing population. The proposal includes the development of new residential areas on both sides of the existing city in line with the 2021 Master Plan, along with expansion of the road network, sewage treatment plants (STPs), boosting stations and other urban infrastructure.

The Chief Minister directed officers to prepare a plan for developing industrial zones extending up to one kilometre on either side of the Panipat-Shamli National Highway. He also instructed officials to make arrangements, including the use of Ranney wells, to meet the water requirements of industries.

The committee also deliberated on a proposal to develop the land of the old sugar mill in Sector 34 as a special zone or a mixed-use development, besides reviewing other development proposals related to the district.

HORC Project Gains Momentum as Tunnel Work Crosses 67%, Patli-Manesar Rail Link Operational

Chief Secretary Anurag Rastogi reviews progress as land acquisition, funding, and major civil works advance on Haryana’s flagship rail corridor

Chandigarh, August 3: The Haryana Orbital Rail Corridor (HORC) project continues to advance, with the Patli-Manesar-MSIL rail link now operational, 67 per cent of twin-tunnel excavation completed, and major civil works progressing across key sections. At the Board of Directors’ meeting of the Haryana Rail Infrastructure Development Corporation Ltd., Chief Secretary Sh. Anurag Rastogi reviewed implementation of various projects and instructed officials to maintain momentum to meet commissioning targets.

The Board noted that the 6.92-km Patli-Manesar-MSIL line, commissioned in June 2025, is the project’s first operational section. The rail link handled 745 rakes by March 31, 2026, and an additional 560 rakes were loaded in the current financial year through July 31, 2026, demonstrating its increasing utility.

Construction continues on the remaining sections of the 126-km Broad Gauge Double Line corridor.

HRIDC MD Sh. Sukhvinder Singh informed that excavation of the 2×4.7-km twin tunnel is underway from 10 faces, with 4,800 metres completed, representing 67 per cent of the total. Work on ventilation shafts, utility shafts, NATM tunnel sections, and cut-and-cover tunnel sections is also advancing.

The Board reviewed progress on other civil works, including the Patli-New Patli-Sultanpur and New Patli-Manesar sections, where earthwork, bridges, retaining walls, and station buildings are at various stages of completion. The Board also reviewed the status of major civil packages.

Land acquisition has made significant progress. Officials reported that ₹2,038.37 crore has been disbursed from the total ₹2,287.55 crore for land compensation, covering 89.1 per cent. Compensation for original awards has exceeded 95 per cent, with near-complete disbursement in several districts.

The meeting also reviewed the revised project estimate of ₹11,709 crore, which has been approved by the HORCL Board. The Stage-I forest clearance and Aravali clearance for the project have been obtained.

The Chief Secretary said the Orbital Rail Corridor is a transformative infrastructure project that will significantly improve rail connectivity, strengthen logistics, support industrial growth and enhance regional economic development.

The Chief Secretary congratulated the HRIDC for successful Commissioning of Kurukshetra Elevated Track on July 17 thereby bringing traffic relief to the city of Kurukshetra by eliminating 5 busy railway level crossings.

He directed all executing agencies to ensure the timely completion of the remaining works through close interdepartmental coordination, so that the project is commissioned within the stipulated timelines.

*State Withdraws 2023 Promotion Reservation Instructions; Reserved Posts to Remain Vacant Until Appeal is Decided*

Chandigarh, August 3: In a significant policy decision affecting promotions in the State Civil Services, the Haryana Government has suspended the implementation of reservation in promotions for Scheduled Caste (SC) employees to Group 'A' and Group 'B' posts until the Punjab and Haryana High Court decides the State's appeal on the issue.

The Human Resources Department has issued fresh instructions superseding its December 19, 2023 orders on the matter.

The move follows the State Government's appeal against the Punjab and Haryana High Court's April 1, 2025 judgment in Kamaljeet Singh and Others vs State of Haryana, which upheld Haryana's policy granting 20% reservation in promotions to Scheduled Caste employees but directed the Government to exclude the "creamy layer" while implementing the policy. The State has challenged this direction through LPA No. 1054 of 2026, which is pending before the High Court.

Under the fresh orders, no promotions will now be granted by extending reservation benefits under the October 7, 2023 policy until the High Court delivers its final verdict. Promotional vacancies earmarked for Scheduled Caste employees to meet the prescribed representation will remain vacant and reserved during this period.

However, the Government has made it clear that SC employees who are otherwise eligible for promotion on the basis of seniority-cum-merit under the applicable service rules will continue to be promoted. Such promotions will not be denied merely because reservation in promotion has been kept in abeyance.

The notification further clarifies that SC employees promoted through seniority-cum-merit will still be counted towards the 20% representation envisaged under the Government's reservation policy. The remaining promotional vacancies will be filled according to normal service rules based on seniority-cum-merit.

The Government has also directed that where Scheduled Caste representation in a promotional cadre has already reached or exceeded 20%, eligible officers will continue to be considered for promotion under the applicable service rules. No eligible SC employee will be denied promotion solely because the prescribed representation has already been achieved through earlier promotions.

Importantly, the order specifies that the reservation roster for direct recruitment to Group 'A' and Group 'B' posts will remain unchanged, and only promotions are covered under these interim instructions. Existing roster maintenance guidelines will continue to be followed.

The Human Resources Department has instructed all departments, boards, corporations, public sector undertakings, divisional commissioners, deputy commissioners and universities to implement these directions with immediate effect. The instructions will remain operational until the High Court pronounces its judgment in LPA No. 1054 of 2026 or until further orders are issued by the State Government.
