Haryana Government extends engagement of Part-II Outsourcing Policy employees till August 31

Chandigarh, July 15: The Haryana Government has decided to extend the contractual engagement of employees appointed under Part-II of the Outsourcing Policy for a further period of two months, from July 1, 2026, to August 31, 2026, to ensure continuity in government services.

According to instructions issued by Chief Secretary Sh. Anurag Rastogi, the extension will apply to Part-II employees engaged against sanctioned posts in various government departments, boards, corporations and public undertakings across the state. The decision has been taken after reconsidering the matter following the earlier extension that had remained valid up to June 30, 2026.

The department has clarified that the temporary extension will be subject to strict compliance with all the conditions prescribed under the Haryana Kaushal Rozgar Nigam Limited (HKRNL) Memo No. 8018 dated March 25, 2025.

Haryana Detects Over 25,600 New TB Cases Through AI-Driven Screening Campaign, Strengthens Push Towards TB-Free State

Chandigarh, July 15 – Additional Chief Secretary, Health and Family Welfare, Dr. Sumita Misra said that Haryana has made significant progress in its fight against Tuberculosis (TB), detecting 25,666 new TB patients during the first 104 days of the ongoing 100-Day TB Mukt Bharat Campaign (Phase-II) through large-scale active screening supported by Artificial Intelligence (AI). The campaign, launched on World TB Day (March 24, 2026), reflects the state's commitment to identifying TB cases early and ensuring timely treatment to curb the spread of the disease.

Dr. Misra said that unlike conventional healthcare approaches that rely on patients visiting health facilities, the campaign focuses on Active Case Finding (ACF), with health teams reaching people in vulnerable and high-risk communities, including individuals who may not show symptoms. This proactive strategy has enabled the Health Department to identify thousands of patients who might otherwise have remained undiagnosed.

A key feature of Haryana's campaign has been the extensive use of AI-powered technologies to improve screening and diagnosis. The state has deployed AI-enabled handheld X-ray machines capable of providing rapid screening results even in remote areas. In addition, the 'Cough Against TB' (CATB) mobile application uses artificial intelligence to analyse cough sounds through smartphones and identify individuals who may require further testing. The department has also adopted Vulnerability Mapping (VM-TB) to identify 2,111 high-risk villages and urban wards, allowing health teams to conduct focused screening in areas most vulnerable to TB transmission.

Dr. Misra informed that the campaign has recorded impressive achievements between March 24 and July 5, 2026. During this period, the Health Department organised 3,914 health camps, including 2,854 camps in identified high-risk villages and urban wards. A total of 4,73,197 people were screened, while 2,25,321 chest X-rays and 1.25 lakh NAAT diagnostic tests were conducted, leading to the diagnosis of 25,666 new TB patients.

To support patients during treatment, the government distributed 23,962 Poshan Kits, recognising the importance of adequate nutrition in TB recovery. Community participation has also gained momentum, with 2,635 new Ni-kshay Mitras coming forward to provide nutritional and social support to TB patients.

The campaign has witnessed strong grassroots involvement. Sixty-five Ni-kshay Vahans, functioning as mobile medical units, are delivering TB screening and diagnostic services in underserved and hard-to-reach areas. Public representatives, including Members of Parliament, Members of Legislative Assembly and Panchayati Raj Institution representatives, have actively participated in awareness drives, encouraging people to undergo testing and helping reduce the social stigma associated with the disease.

TB screening has also been integrated with Ayushman Arogya Shivirs, enabling citizens to receive comprehensive health check-ups, including screening for TB, hypertension, diabetes, anaemia and other health conditions under a single platform.

Gaurav Gautam, on Wednesday felicitated five Government Industrial Training Institutes (ITIs) of the state for securing top positions in the national grading of ITIs. The state-level function was organised at the auditorium of the Haryana Kaushal Rozgar Nigam (HKRN) in Panchkula on the occasion of World Youth Skills Day, highlighting Haryana's remarkable achievement in strengthening technical and vocational education.

Extending his greetings on World Youth Skills Day, the Minister said that under the PM-SETU Scheme, the department aims to equip 20,000 youth with industry-relevant skills and connect them with leading industrial companies across the country. The initiative is designed to train young people in modern trades aligned with the evolving needs of industry, enabling them to secure meaningful employment.

He said that under the leadership of Prime Minister Sh. Narendra Modi and Haryana Chief Minister Sh. Nayab Singh Saini, the state government is firmly committed to expanding skill development initiatives and creating better employment opportunities for the youth.

Congratulating the five Government ITIs that brought laurels to Haryana at the national level, Sh. Gautam said that Government ITI Bhodia Khera (Fatehabad) secured the 5th position nationally, Government ITI Barwala (Hisar) ranked 6th, Government ITI Kaithal secured the 7th position, Government ITI Pehowa ranked 8th, while Government Women ITI Sirsa secured the 9th position in the national grading.

On the occasion, the Minister also unveiled the department's flagship publication, Yuva Samvad, aimed at promoting awareness and engagement in skill development initiatives. He also distributed appointment letters to 60 newly appointed Principals, who were selected through a transparent recruitment process, with the objective of further strengthening the quality of training and institutional administration in ITIs. He urged the newly appointed officers to work with dedication, sincerity, and commitment to further improve the quality of vocational training across the state.

Sh. Gaurav Gautam said that in today's rapidly evolving world, every sector from Artificial Intelligence (AI) and advanced technologies to conventional fields such as civil engineering is increasingly driven by skills. He emphasised that employability in today's job market increasingly depends on skills rather than degrees. Skilled youth, he said, form the foundation of a prosperous state and an Atmanirbhar Bharat. Jondhan Khurd to Emerge as a Modern Mini City, 35-Acre Residential Township approved- Cabinet Minister

Chandigarh, July 15- Haryana Development and Panchayats Minister, Sh. Krishan Lal Panwar, on Wednesday, reviewed the progress of various development projects in Panipat district during a meeting with officers at the Deputy Commissioner's office in the District Secretariat. He directed all departments to ensure timely completion of projects while maintaining high quality standards.

The Minister said the Haryana Government is fully committed to equipping rural areas with modern infrastructure and warned that any negligence in development works would not be tolerated.

During the meeting, Sh. Krishan Lal Panwar said that a state-of-the-art residential township will be developed over more than 35 acres in Jondhan Khurd village, for which the government has already granted approval. The township will be developed with planned urban infrastructure and modern civic amenities.

Deputy Commissioner, Dr. Harish Kumar Vashisth said the district administration is implementing all government development schemes with complete transparency and seriousness. He assured that every direction issued during the meeting would be implemented within the stipulated timeline.

The Cabinet Minister said that once completed, Jondhan Khurd will evolve into a modern mini city, offering well-planned roads, an efficient drainage system, parks, street lighting, a clean environment and other essential urban amenities. He reiterated that the Haryana Government is consistently working to make villages self-reliant and well-equipped with modern facilities.

Sh. Krishan Lal Panwar informed that over 350 indoor gyms have already been established across Haryana. The government is focusing on providing better sports and health infrastructure for youth while simultaneously promoting the establishment of libraries, Mahila Sanskritik Kendras and modern Vyayamshalas in villages to encourage education, sports and cultural activities.

Acting on demands raised by the Gram Panchayat of Jondhan Khurd, the Cabinet Minister directed officers to construct a community centre, pave the village phirni and renovate the general chaupal.

Emphasising rural infrastructure development, Panwar said expanding basic civic facilities in villages remains one of the government's highest priorities. He directed officers to conduct regular inspections of stadiums and gymnasiums in Matlauda and Panipat and ensure immediate corrective measures wherever deficiencies or irregularities are found.

Highlighting the importance of sanitation, the Minister said the Haryana Government is committed to building clean and healthy villages. He said that the decision to provide honorarium to village sarpanches is part of the government's broader strategy to strengthen sanitation management. He added that Panchayats have been given adequate financial powers to accelerate development works at the grassroots level.

Sh. Krishan Lal Panwar also said that Union Minister Manohar Lal's efforts have given fresh momentum to development works in Naultha and Matlauda. Work on expanding civic infrastructure in Naultha has already begun, and long-pending projects in the area will now be completed on priority.

The Minister said that the State Government's objective is not merely to launch development projects but to complete them on time with the highest quality standards. He said that connecting rural areas with modern infrastructure and making them self-reliant remains our top priority. Chandigarh, July 15: The Haryana Government has appointed senior IAS officer Sh. Pankaj Yadav as the Officer-in-Charge of Sonipat district, entrusting him with the additional responsibility alongside his existing assignments.

The order in this regard has been issued by Chief Secretary Sh. Anurag Rastogi.

Sh. Pankaj Yadav is currently serving as Principal Secretary, Cooperation Department; Principal Secretary, Public Health Engineering Department; Principal Resident Commissioner, Haryana Bhawan, New Delhi; and Chairperson, Haryana Water Resources Authority. He will continue to hold these responsibilities while overseeing the work related to Sonipat district.

As Officer-in-Charge of Sonipat district, Sh. Pankaj Yadav will be responsible for reviewing all development projects costing ₹25 crore and above, monitoring the overall law and order situation, including incidents of crime and heinous offences, and reviewing vigilance matters, particularly cases requiring clearance under Sections 17A and 19 of the Prevention of Corruption Act, 1988. He will also assess the effectiveness of service delivery under the Haryana Right to Service Act, undertake a broad review of the functioning of the Health, Education and Social Sectors, and examine issues and impediments faced by the Deputy Excise and Taxation Commissioner (DETC) in matters relating to GST and other taxes. Haryana Detects Over 25,600 New TB Cases Through AI-Driven Screening Campaign, Strengthens Push Towards TB-Free State

Chandigarh, July 15 – Additional Chief Secretary, Health and Family Welfare, Dr. Sumita Misra said that Haryana has made significant progress in its fight against Tuberculosis (TB), detecting 25,666 new TB patients during the first 104 days of the ongoing 100-Day TB Mukt Bharat Campaign (Phase-II) through large-scale active screening supported by Artificial Intelligence (AI). The campaign, launched on World TB Day (March 24, 2026), reflects the state's commitment to identifying TB cases early and ensuring timely treatment to curb the spread of the disease.

Dr. Misra said that unlike conventional healthcare approaches that rely on patients visiting health facilities, the campaign focuses on Active Case Finding (ACF), with health teams reaching people in vulnerable and high-risk communities, including individuals who may not show symptoms. This proactive strategy has enabled the Health Department to identify thousands of patients who might otherwise have remained undiagnosed.

A key feature of Haryana's campaign has been the extensive use of AI-powered technologies to improve screening and diagnosis. The state has deployed AI-enabled handheld X-ray machines capable of providing rapid screening results even in remote areas. In addition, the 'Cough Against TB' (CATB) mobile application uses artificial intelligence to analyse cough sounds through smartphones and identify individuals who may require further testing. The department has also adopted Vulnerability Mapping (VM-TB) to identify 2,111 high-risk villages and urban wards, allowing health teams to conduct focused screening in areas most vulnerable to TB transmission.

Dr. Misra informed that the campaign has recorded impressive achievements between March 24 and July 5, 2026. During this period, the Health Department organised 3,914 health camps, including 2,854 camps in identified high-risk villages and urban wards. A total of 4,73,197 people were screened, while 2,25,321 chest X-rays and 1.25 lakh NAAT diagnostic tests were conducted, leading to the diagnosis of 25,666 new TB patients.

To support patients during treatment, the government distributed 23,962 Poshan Kits, recognising the importance of adequate nutrition in TB recovery. Community participation has also gained momentum, with 2,635 new Ni-kshay Mitras coming forward to provide nutritional and social support to TB patients.

The campaign has witnessed strong grassroots involvement. Sixty-five Ni-kshay Vahans, functioning as mobile medical units, are delivering TB screening and diagnostic services in underserved and hard-to-reach areas. Public representatives, including Members of Parliament, Members of Legislative Assembly and Panchayati Raj Institution representatives, have actively participated in awareness drives, encouraging people to undergo testing and helping reduce the social stigma associated with the disease.

TB screening has also been integrated with Ayushman Arogya Shivirs, enabling citizens to receive comprehensive health check-ups, including screening for TB, hypertension, diabetes, anaemia and other health conditions under a single platform.

Haryana Government extends engagement of Part-II Outsourcing Policy employees till August 31

Chandigarh, July 15: The Haryana Government has decided to extend the contractual engagement of employees appointed under Part-II of the Outsourcing Policy for a further period of two months, from July 1, 2026, to August 31, 2026, to ensure continuity in government services.

According to instructions issued by Chief Secretary Sh. Anurag Rastogi, the extension will apply to Part-II employees engaged against sanctioned posts in various government departments, boards, corporations and public undertakings across the state. The decision has been taken after reconsidering the matter following the earlier extension that had remained valid up to June 30, 2026.

The department has clarified that the temporary extension will be subject to strict compliance with all the conditions prescribed under the Haryana Kaushal Rozgar Nigam Limited (HKRNL) Memo No. 8018 dated March 25, 2025.

Chandigarh, July 15- Principal Advisor, Urban Development Department, Haryana, Sh. D.S. Dhesi, on Wednesday, chaired the 11th District Coordination Committee meeting at the Mini Secretariat, Gurugram, to review the progress of key urban infrastructure and development projects across the city. During the meeting, department-wise progress of ongoing works was reviewed and necessary directions were issued to the concerned officers for their timely completion.

The meeting was attended by Chief Executive Officer, Gurugram Metropolitan Development Authority (GMDA), Sh. P.C. Meena, Commissioner, Municipal Corporation Gurugram (MCG), Sh. Pradeep Dahiya, Deputy Commissioner, Gurugram, Sh. Uttam Singh, HSVP Administrator, Smt. Vaishali Singh, Commissioner, Municipal Corporation Manesar, Sh. Pradeep Singh, along with senior officers of various departments.

*100 MLD Unit-5 at Chandu Budhera WTP nearing commissioning*

During the review, CEO GMDA, Sh. P.C. Meena, informed the meeting that construction of the 100 MLD Unit-5 at Chandu Budhera Water Treatment Plant has reached the final stage. Trial runs of the new unit are scheduled to commence within the next fortnight, following which it will be commissioned for regular operations.

He informed that with the commissioning of Unit-5, GMDA's potable water supply capacity will increase from 670 MLD to 770 MLD, further strengthening the city's drinking water supply system and helping meet the growing water demand of Gurugram's expanding population and newly developing sectors.

Sh. P.C. Meena further apprised the meeting that the Water Boosting Station under construction at Gwal Pahari is progressing at a fast pace and is expected to be commissioned within the next six months. Once operational, residents of the area will receive regular canal-based potable water supply, providing a long-term solution to the drinking water needs of Gwal Pahari and nearby areas.

Sh. D.S. Dhesi also reviewed the progress of the Water Boosting Station at Sector 72. Officials informed that pipeline laying has been completed and leakage rectification works up to Almeida Chowk have also been finished. Water supply from the station will commence after completion of the remaining works and successful testing.

Sh. D.S. Dhesi directed that all technical issues be resolved at the earliest and the project be completed within the stipulated timeline so that regular potable water supply can be ensured in the concerned areas without delay.

*Pending works under Master Storm Water Drain project for Sectors 81–115 to be completed on priority*

The Committee reviewed the progress of the proposed Master Storm Water Drain project for Sectors 81 to 115. Officials informed that while substantial portions of the storm water drainage network have been completed, connectivity between different sections of the network is still pending at certain locations. Due to certain technical and physical constraints, the drainage system has not yet become fully operational. It was also informed that a part of the network has already been handed over to GMDA and is presently in use.

Sh. D.S. Dhesi directed the concerned departments to remove all technical bottlenecks on priority and ensure that the remaining network connectivity is completed in a time-bound manner so that the storm water drainage system becomes fully operational at the earliest. Stressing the need for efficient rainwater drainage during the monsoon, he also directed that joint inspections be conducted wherever required to resolve pending issues. He further instructed the departments to ensure that the storm water drainage network is not misused for discharge of sewage and that an effective monitoring mechanism is put in place for the same.

*Process for relocation of Kherki Daula Toll Plaza to be expedited*

Sh. D.S. Dhesi also reviewed the progress of the proposed relocation of the Kherki Daula Toll Plaza. Officials informed that the proposal regarding the new site has already been submitted to the concerned department and discussions with various stakeholders are underway. The proposed site, its finalisation, suggestions received from local villagers and other related formalities were also discussed during the meeting.

Sh. D.S. Dhesi directed the concerned departments to expedite all procedures related to the relocation of the toll plaza on priority. He instructed that all necessary preparations and statutory formalities for the new site be completed without unnecessary delay while ensuring proper coordination with local villagers and addressing their genuine concerns so that the project progresses within the stipulated timeline.

*Immediate interim arrangements to prevent waterlogging from Omaxe Mall to Airia Mall*

The issue of recurring waterlogging on the Sohna Road service lane between Omaxe Mall and Airia Mall during the monsoon was also reviewed. Officials informed that due to the unfavourable road gradient and incomplete connectivity of the storm water drainage network, rainwater does not drain efficiently from the area. It was further informed that while the permanent solution involves improvement of the road gradient and completion of the drainage network by NHAI, additional pumps and machinery will be required during the ongoing monsoon.

Keeping in view the monsoon period from 15 July to 15 September, Shri D.S. Dhesi directed NHAI, GMDA and MCG to put immediate interim arrangements in place to prevent waterlogging at the location. He instructed the departments to prepare a joint action plan, deploy additional pumps and machinery wherever required,so that inconvenience to the public is minimised during the monsoon.

*Review of complaints received on the Mhari Sadak App*

The Principal Advisor also reviewed the progress of disposal of complaints received through the Mhari Sadak App. Shri D.S. Dhesi directed the concerned departments to accord priority to improvement of minor repair works and ensure that roads remain safe and convenient for traffic movement.

Chandigarh, July 15 – A long-standing drinking water issue in Chanot village of Hansi was resolved on Tuesday following the intervention of Union Minister for Power, Housing and Urban Affairs, Sh. Manohar Lal, who approved the installation of a new four-inch tee (T) connection from the main drinking water pipeline to the village, prompting the protesting villagers to withdraw their agitation.

Addressing a press conference after chairing a meeting at the PWD Rest House in Hansi on Wednesday, the Union Minister said that two key issues concerning Chanot village had emerged during the execution of the state's drinking water pipeline project. The villagers had demanded that the village also be connected to the main drinking water pipeline passing nearby. Additionally, the alignment of the pipeline had been affected by technical and administrative challenges arising from the widening and construction of the National Highway, resulting in delays to the project.

Haryana Public Works (Buildings & Roads) Minister Sh. Ranbir Singh Gangwa, Rajya Sabha MP Sh. Subhash Barala, MLA Sh. Vinod Bhayana, Deputy Commissioner Sh. Rahul Narwal, and Superintendent of Police Sh. Vinod Kumar were also present.

The public representatives held detailed discussions with villagers, members of the protest committee, and departmental officers, carefully heard all stakeholders, and arrived at a mutually acceptable solution on the spot.

The Union Minister said the government treated the villagers' demand with due seriousness and sought detailed reports from technical experts and departmental officers. The assessment confirmed that the main pipeline has sufficient capacity and that providing an additional water connection to Chanot village would not adversely affect the drinking water supply to any other village or area. Following this assessment, it was decided to install a new four-inch tee (T) connection from the main pipeline, and the necessary departmental approval has been granted.

The Union Minister said that the village's existing drinking water supply system will continue to function as before and will remain completely unchanged. The new four-inch tee (T) connection will serve as an additional and alternative arrangement. If water demand increases in the future or if the existing system is unable to meet the village's requirements for any reason, the new line will be used to provide a supplementary water supply. This, he said, would further strengthen the village's drinking water infrastructure and help meet the needs of its growing population in the years ahead.

Sh. Manohar Lal directed the officers to complete all formalities related to the National Highway project at the earliest, resolve the technical obstacles affecting the pipeline work, and begin the construction of the new tee connection on a priority basis. He reiterated that the government remains committed to providing adequate and clean drinking water to every village and city while continuously strengthening basic civic infrastructure across rural areas.

During the meeting, villagers presented their concerns and demands in detail. Representatives of the protest committee said that the drinking water issue had remained one of the village's most pressing concerns for a long time and that residents had been consistently seeking its resolution. They appreciated the Union Minister and other public representatives for listening to their grievances sincerely and offering a practical and positive solution.

The villagers expressed their gratitude to Union Minister Sh. Manohar Lal, Cabinet Minister Sh. Ranbir Singh Gangwa, Rajya Sabha MP Sh. Subhash Barala, and MLA Sh. Vinod Bhayana, and expressed hope that the concerned department would commence the work at the earliest and complete it within the stipulated timeframe so that the village could benefit from the additional water supply. They said the government's decision would make Chanot's drinking water system stronger, more reliable, and better equipped to meet future needs, ensuring a lasting solution to concerns over water scarcity.

Notably, the villagers also unanimously announced the withdrawal of their protest.

The state-level function was organised at the auditorium of the Haryana Kaushal Rozgar Nigam (HKRN) in Panchkula on the occasion of World Youth Skills Day, highlighting Haryana's remarkable achievement in strengthening technical and vocational education.

Extending his greetings on World Youth Skills Day, the Minister said that under the PM-SETU Scheme, the department aims to equip 20,000 youth with industry-relevant skills and connect them with leading industrial companies across the country. The initiative is designed to train young people in modern trades aligned with the evolving needs of industry, enabling them to secure meaningful employment.

He said that under the leadership of Prime Minister Sh. Narendra Modi and Haryana Chief Minister Sh. Nayab Singh Saini, the state government is firmly committed to expanding skill development initiatives and creating better employment opportunities for the youth.

Congratulating the five Government ITIs that brought laurels to Haryana at the national level, Sh. Gautam said that Government ITI Bhodia Khera (Fatehabad) secured the 5th position nationally, Government ITI Barwala (Hisar) ranked 6th, Government ITI Kaithal secured the 7th position, Government ITI Pehowa ranked 8th, while Government Women ITI Sirsa secured the 9th position in the national grading.

On the occasion, the Minister also unveiled the department's flagship publication, Yuva Samvad, aimed at promoting awareness and engagement in skill development initiatives. He also distributed appointment letters to 60 newly appointed Principals, who were selected through a transparent recruitment process, with the objective of further strengthening the quality of training and institutional administration in ITIs. He urged the newly appointed officers to work with dedication, sincerity, and commitment to further improve the quality of vocational training across the state.

Sh. Gaurav Gautam said that in today's rapidly evolving world, every sector from Artificial Intelligence (AI) and advanced technologies to conventional fields such as civil engineering is increasingly driven by skills. He emphasised that employability in today's job market increasingly depends on skills rather than degrees. Skilled youth, he said, form the foundation of a prosperous state and an Atmanirbhar Bharat.
