Nayab Singh Saini has unveiled a comprehensive roadmap to transform the state's higher education system through research, innovation and emerging technologies, which will play a vital role in achieving the vision of Viksit Bharat and Viksit Haryana by 2047.
Chairing a review meeting of the Higher Education Department and Vice-Chancellors on Vision 2047 at the Civil Secretariat on Monday evening, the Chief Minister announced the establishment of the Haryana State Research Fund with an allocation of Rs. 20 crore to accelerate innovation-led transformation in the state. Under this initiative, financial assistance has been approved for 90 research projects from 27 higher education institutions across Haryana.
The Chief Minister said that the State Government has fulfilled its commitment by ensuring the establishment of colleges for girls within a 20-kilometre radius, making higher education more accessible for female students.
Sh. Nayab Singh Saini said that the Haryana State Research Fund will transform universities and colleges from centres of academic learning into institutions that develop practical solutions to the state's real-life challenges. The 90 research projects focus on key areas such as agriculture, groundwater conservation, water management, climate change, healthcare, Artificial Intelligence (AI), rural development, industrial innovation and inclusive education.
Research Should Benefit Industries as Well
The Chief Minister said that research should not remain confined to publications and laboratories. Its direct benefits must reach farmers, industries and local communities. Academic knowledge must be translated into practical technologies, patents, startups and improved public services to enhance the quality of life of the people of Haryana.
'NEEV' Portal to Enable Live Tracking of Academic Progress
To ensure effective implementation of the National Education Policy (NEP) 2020 in higher education, the Chief Minister reviewed the NEEV Portal, which will provide live tracking of research, patents, placements, startups and student outcomes across all higher education institutions in the state.
He appreciated the significant contribution of Dr. Raj Nehru, Officer on Special Duty to the Chief Minister and Director General of the Swarna Jayanti Haryana Institute for Fiscal Management, in developing and advancing this data-driven portal.
Initiatives to Give Global Recognition to Higher Education
The Chief Minister highlighted several major initiatives undertaken by the State Government to connect higher education with employment and entrepreneurship. He said that Model Sanskriti Colleges will be established in every district of Haryana, while autonomous AI Digital Colleges will be set up to promote education in emerging technologies.
To encourage innovation, the government will also provide reimbursement of patent registration fees up to Rs. 50,000.

The Chief Minister said that a Higher Education Quality and Research Excellence Fund of Rs. 10 crore has also been created. In addition, a single-window digital platform has been developed to connect students with internships, apprenticeships and direct placement opportunities.

Chandigarh, July 14- Haryana Public Health Engineering and Public Works Minister, Sh. Ranbir Gangwa on Tuesday said that strengthening the state's drinking water, sewerage and sanitation infrastructure remains one of the government's highest priorities. To achieve this objective, 712 new water supply, sewerage and stormwater drainage projects, with a total estimated cost of Rs 2,534.39 crore, have been approved for the financial year 2026-27.
He said the approved projects will significantly accelerate the development of water supply, sewerage and stormwater drainage infrastructure across different parts of Haryana, with the primary objective of providing better civic amenities to the people.
Sh. Ranbir Gangwa said the double-engine government, under the leadership of Prime Minister, Sh. Narendra Modi and Chief Minister, Sh. Nayab Singh Saini, is working at a rapid pace to modernise water supply, sewerage and sanitation facilities across the state. He said the government's objective is to ensure access to safe drinking water for every household, provide an efficient sewerage network and strengthen water resource management. Upon completion, these projects will benefit residents in both urban and rural areas by substantially improving essential public services, said the Minister.
Sh. Ranbir Gangwa said that during the 59th meeting of the Haryana Water Supply and Sewerage Board (WSSB), approval was granted for the 712 projects worth Rs 2,534.39 crore for the financial year 2026-27.
He further said that to strengthen drinking water infrastructure in rapidly expanding urban centres, 69 water supply projects costing Rs 603.32 crore have been approved. These include major schemes for Bahadurgarh, Dharuhera, Jhajjar, Narnaul, Rewari and Kurukshetra.
The Minister further said that 18 urban sewerage projects, with an estimated cost of Rs 526.49 crore, have also been sanctioned. These projects cover Bahadurgarh, Jhajjar, Narnaul, Rewari, Kurukshetra, Jagadhri and Rohtak. In addition, two stormwater drainage projects worth Rs 19.11 crore have been approved to improve rainwater drainage systems in Ellenabad and Bawani Khera.
Highlighting the government's focus on rural infrastructure, Sh. Ranbir Gangwa said that 603 new rural water supply augmentation and improvement schemes, involving an investment of Rs 1,108.28 crore, have been approved during the current financial year 2026-27. These projects include the installation of new tubewells, construction of canal-based waterworks, augmentation of existing canal-based waterworks, establishment of new boosting stations, laying of water pipelines in newly developed areas and replacement of ageing pipelines.
He further said that 13 Mahagram sewerage projects costing Rs 203.58 crore and three Mahagram water supply projects worth Rs 71.58 crore have also been approved to expand water and sewerage infrastructure in rural areas. Major projects under this initiative include those covering Ujjina, Babain, Ramsaran Majra, Umri and a cluster of five villages under the Tikli group.
In addition, two works for strengthening drinking water supply in rural habitations have been sanctioned at an estimated cost of Rs 44 lakh, while two institutional strengthening projects for the Public Health Engineering Department have been approved at a cost of Rs 1.58 crore.
Sh. Ranbir Gangwa said the Chief Minister has directed the department to complete all projects within the stipulated timeframe, promote the use of solar energy at departmental establishments and improve water user charge collection. The government has also set a target of increasing urban water supply coverage from 90 per cent to 93 per cent by March 31, 2027.
Sh. Ranbir Gangwa reiterated that ensuring safe drinking water, an efficient sewerage system and sustainable water management remain among the state government's foremost priorities. He said the Haryana Government is fully committed to providing every citizen with quality drinking water, improved sanitation facilities and modern water management services.

Chandigarh, July 14- Haryana Forest and Environment Minister, Rao Narbir Singh has urged the people of the state to actively participate in the annual Van Mahotsav during the monsoon season by planting trees and fulfilling Prime Minister, Sh. Narendra Modi's 'Ek Ped Maa Ke Naam' pledge.
He said climate change has emerged as a global challenge, with countries across the world undertaking scientific initiatives and policy interventions to restore ecological balance. Keeping this in view, Haryana has, for the first time, made a budgetary provision of Rs. 100 crore for a Green Climate Resilience Fund, marking a significant step towards strengthening the state's environmental sustainability efforts.
The Minister said the Haryana Government has set an ambitious target of planting 2.10 crore saplings across the state under the 'Ek Ped Maa Ke Naam' campaign. In addition, approval has been granted for the plantation of another 20 lakh saplings under the Compensatory Afforestation Fund Management and Planning Authority (CAMPA) scheme.
Rao Narbir Singh said that planting a sapling alone is not sufficient, ensuring its survival until it takes root and grows into a tree is equally important. He said that Van Mahotsav was first launched in 1950, and since then, states across the country have observed the festival every year during the monsoon with theme-based plantation drives and awareness programmes. As part of the 77th Van Mahotsav, Haryana will organise a series of state-level and district-level events to encourage public participation in environmental conservation.
Referring to the Union Government's 'Catch the Rain' campaign, the Minister appealed to citizens to conserve every drop of rainwater by promoting rainwater harvesting. He urged people to restore and rejuvenate ponds, water bodies and other traditional water sources to maximise the conservation and utilisation of monsoon rainfall.
He said World Environment Day 2026 proved to be historic and significant for Haryana in several respects. While large-scale awareness programmes on environmental conservation were organised across the state, educational institutions, social organisations and citizens enthusiastically joined Prime Minister, Sh. Narendra Modi's 'Ek Ped Maa Ke Naam' campaign and collectively resolved to make Haryana a greener and more environmentally sustainable state.
The Minister said that under the leadership of Chief Minister, Sh. Haryana Approves New Government Nursing College at Dongra Ahir in Mahendragarh
Move will strengthen rural healthcare and empower women, says Health Minister Arti Singh Rao
Chandigarh, July 14- In a significant step towards strengthening rural healthcare infrastructure and promoting women's empowerment, the Haryana Government has granted formal approval for the establishment of a new Government Nursing College at Dongra Ahir village in Mahendragarh district. The department will soon initiate the necessary administrative and procedural formalities to operationalise the project.
Sharing the information, Haryana Health Minister, Ms. Arti Singh Rao said that residents of Dongra Ahir and adjoining villages had been demanding a nursing college in the area for a long time. Giving priority to this genuine public demand, the state government has approved the proposal.
She said the new institution would directly benefit young women from Dongra Ahir as well as dozens of villages across Mahendragarh district. With the establishment of the college, students from rural areas will no longer have to travel to distant cities to pursue professional nursing education. Instead, they will be able to access quality education closer to home.
The Health Minister said the nursing college would create new opportunities for local girls to build careers in the healthcare sector, enabling them to become financially independent and socially empowered.
She further said that the institution would also contribute to strengthening the healthcare ecosystem in the region by producing skilled nursing professionals and improving the availability of trained healthcare personnel in the coming years.
Ms. Arti Singh Rao added that the Health Department has been directed to expedite all further procedures so that the project can be implemented at the earliest.

Chandigarh, July 14- Haryana Cooperation Minister, Dr Arvind Sharma on Tuesday said Prime Minister, Sh. Narendra Modi's visit to Jind on July 17 would mark a significant milestone in the state's development journey. He said the Prime Minister would dedicate and launch development projects worth thousands of crores of rupees and flag off the country's first hydrogen-powered train, heralding a new era of green and modern transportation in India.
Addressing a press conference in Gohana, Dr Sharma said the rally in Jind would itself be organised as an eco-friendly event, generating tremendous enthusiasm among the public and party workers.
He said that under the leadership of Prime Minister, Sh. Narendra Modi at the Centre and Chief Minister, Sh. Nayab Singh Saini in Haryana is setting new benchmarks in development.
Dr Arvind Sharma described the country's first hydrogen-powered train, which will operate on the Jind-Gohana-Sonipat route, as a matter of pride for Haryana. He said the project was not merely a railway initiative but a symbol of India's growing commitment to clean energy, environmental conservation and green technology. The hydrogen train would strengthen Haryana's emergence as a hydrogen hub, he added.
The Cabinet Minister said the Prime Minister's visit reflected the continuity of record infrastructure investment in the state. Simultaneous launch and dedication of major projects across sectors such as railways, roads, healthcare and tourism would provide fresh impetus to Haryana's development while accelerating industrial growth, trade, investment and employment opportunities.
He said the inauguration of Pandit Neki Ram Sharma Medical College in Bhiwani and Maharishi Chyawan Medical College in Narnaul would significantly strengthen the state's healthcare infrastructure, particularly benefiting people in southern Haryana through improved access to modern medical facilities.
Dr Arvind Sharma further said the Kurukshetra Elevated Railway Track Project would provide a permanent solution to the long-standing problem of traffic congestion in the city. The proposed Sikh Museum at Kurukshetra, he added, would give a new identity to the region's religious, cultural and tourism activities.
Highlighting key infrastructure initiatives, he said projects such as the Delhi-Katra Expressway Haryana section, the Ambala-Kala Amb Greenfield Four-Lane Corridor, and the Jind-Gohana National Highway (NH-352A) Greenfield Corridor would significantly improve connectivity across the state, reduce travel time and boost commercial activity.
He added that the Hansi-Barwala Four-Lane Highway and the Bikaner-Siwani-Sonipat Road Project would strengthen connectivity between rural and urban areas, creating a robust road network that would serve as a foundation for industrial expansion and employment generation.
Dr Arvind Sharma said the present government does not merely believe in making announcements but in implementing projects within fixed timelines to ensure that their benefits reach the people. 38 Medical Officers Promoted as Senior Medical Officers in Haryana
Long-pending demand of the Haryana Civil Medical Services Association fulfilled
Chandigarh, July 14- The Haryana Government has taken a major administrative decision in the Health Department, providing a significant boost to the state's medical fraternity. The government has promoted 38 Medical Officers to the post of Senior Medical Officer (SMO). With this decision, the government has fulfilled a long-pending demand of the Haryana Civil Medical Services Association (HCMSA), bringing relief and a sense of satisfaction among government doctors across the state.
Sharing more details in this regard, an official spokesperson said that a high-level delegation of the Association had recently met Haryana Health Minister, Ms. Arti Singh Rao. During the meeting, the Association highlighted the hurdles delaying the promotion of Medical Officers and strongly urged the government to expedite promotions to the post of Senior Medical Officer.
Taking a positive view of the legitimate concerns raised by the doctors and recognising the need to further strengthen healthcare services in the state, the Health Minister directed senior Health Department officials to process the matter on priority and ensure swift action on the proposal. Acting on the Minister's directions, the department moved promptly and officially issued orders promoting 38 Medical Officers to the post of Senior Medical Officer (SMO).
The spokesperson said that the decision will not only boost the morale of government doctors but also strengthen the administrative functioning of government hospitals and Community Health Centres by placing experienced officers in key supervisory positions, thereby improving the overall management of healthcare services across Haryana.

Chandigarh, July 14- Haryana Public Health Engineering and Public Works Minister, Sh. Ranbir Gangwa on Tuesday said that strengthening the state's drinking water, sewerage and sanitation infrastructure remains one of the government's highest priorities. To achieve this objective, 712 new water supply, sewerage and stormwater drainage projects, with a total estimated cost of Rs 2,534.39 crore, have been approved for the financial year 2026-27.
He said the approved projects will significantly accelerate the development of water supply, sewerage and stormwater drainage infrastructure across different parts of Haryana, with the primary objective of providing better civic amenities to the people.
Sh. Ranbir Gangwa said the double-engine government, under the leadership of Prime Minister, Sh. Narendra Modi and Chief Minister, Sh. Nayab Singh Saini, is working at a rapid pace to modernise water supply, sewerage and sanitation facilities across the state. He said the government's objective is to ensure access to safe drinking water for every household, provide an efficient sewerage network and strengthen water resource management. Upon completion, these projects will benefit residents in both urban and rural areas by substantially improving essential public services, said the Minister.
Sh. Ranbir Gangwa said that during the 59th meeting of the Haryana Water Supply and Sewerage Board (WSSB), approval was granted for the 712 projects worth Rs 2,534.39 crore for the financial year 2026-27.
He further said that to strengthen drinking water infrastructure in rapidly expanding urban centres, 69 water supply projects costing Rs 603.32 crore have been approved. These include major schemes for Bahadurgarh, Dharuhera, Jhajjar, Narnaul, Rewari and Kurukshetra.
The Minister further said that 18 urban sewerage projects, with an estimated cost of Rs 526.49 crore, have also been sanctioned. These projects cover Bahadurgarh, Jhajjar, Narnaul, Rewari, Kurukshetra, Jagadhri and Rohtak. In addition, two stormwater drainage projects worth Rs 19.11 crore have been approved to improve rainwater drainage systems in Ellenabad and Bawani Khera.
Highlighting the government's focus on rural infrastructure, Sh. Ranbir Gangwa said that 603 new rural water supply augmentation and improvement schemes, involving an investment of Rs 1,108.28 crore, have been approved during the current financial year 2026-27. These projects include the installation of new tubewells, construction of canal-based waterworks, augmentation of existing canal-based waterworks, establishment of new boosting stations, laying of water pipelines in newly developed areas and replacement of ageing pipelines.
He further said that 13 Mahagram sewerage projects costing Rs 203.58 crore and three Mahagram water supply projects worth Rs 71.58 crore have also been approved to expand water and sewerage infrastructure in rural areas. Major projects under this initiative include those covering Ujjina, Babain, Ramsaran Majra, Umri and a cluster of five villages under the Tikli group.
In addition, two works for strengthening drinking water supply in rural habitations have been sanctioned at an estimated cost of Rs 44 lakh, while two institutional strengthening projects for the Public Health Engineering Department have been approved at a cost of Rs 1.58 crore.
Sh. Ranbir Gangwa said the Chief Minister has directed the department to complete all projects within the stipulated timeframe, promote the use of solar energy at departmental establishments and improve water user charge collection. The government has also set a target of increasing urban water supply coverage from 90 per cent to 93 per cent by March 31, 2027.
Sh. Ranbir Gangwa reiterated that ensuring safe drinking water, an efficient sewerage system and sustainable water management remain among the state government's foremost priorities. He said the Haryana Government is fully committed to providing every citizen with quality drinking water, improved sanitation facilities and modern water management services.

While intracting with the media persons today, Sh. Anil Vij said that Prime Minister, Sh. Narendra Modi is continuously taking the country to new heights. He added that the country's first hydrogen-powered train is also being inaugurated from Haryana.
Referring to the present circumstances, he noted that with traditional energy sources like oil and coal gradually running out, it is imperative to adopt alternative energy sources. Therefore, the Prime Minister is giving significant encouragement to solar energy, wind energy and hydrogen energy.

Haryana Offers Education Loans of up to Rs. 50 Lakh for Higher Education to Students with Disabilities
Scheme of Haryana Backward Classes and Economically Weaker Sections Welfare Nigam to Benefit Needy Students
Chandigarh, July 14- In a significant initiative aimed at helping students with disabilities realise their dreams, pursue higher education and become self-reliant, the Haryana Government has launched an Education Loan Scheme. At a time when the demand for higher education is steadily increasing, the scheme seeks to provide financial assistance to such students, enabling them to access quality education, better employment opportunities and a dignified life.
Sharing details in this regard, an official spokesperson said that through the Haryana Backward Classes and Economically Weaker Sections Welfare Nigam, eligible students with disabilities will be provided education loans of up to Rs. 50 lakh for pursuing professional and technical education at educational institutions in India as well as abroad. The objective of the Government is to ensure that no student with disabilities is forced to discontinue his or her studies after securing admission due to financial constraints. The scheme will also benefit eligible students pursuing studies abroad.
The spokesperson said that to avail of the scheme, the applicant must be a permanent resident of Haryana and should have a disability of at least 40 per cent. The age limit for applicants under the general category has been fixed between 18 and 55 years, while the minimum age for persons with mental disabilities has been kept at 14 years. The applicant must have secured admission to a recognised professional or technical course in India or abroad. In addition, a Parivar Pehchan Patra (PPP) is mandatory. If the education loan amount is Rs. 15 lakh or above, registration under the Unique Disability ID (UDID) issued by the Department of Empowerment of Persons with Disabilities, Government of India, is also mandatory.
Under the scheme, education loans of up to Rs. 50 lakh will be provided for pursuing higher education in India and abroad. The loan amount will help students meet tuition fees, academic expenses and other essential expenditure related to their studies.
The spokesperson said that at the time of applying, applicants will be required to submit proof of identity, citizenship and age, Aadhaar Card, Haryana domicile certificate, disability certificate, passport-size photographs, Parivar Pehchan Patra, admission letter, details of the duration of the course, fee structure of the concerned institution and certificates of previous educational qualifications.
The Nigam invites applications under the Education Loan Scheme from time to time. Eligible applicants may regularly visit the department's website to obtain detailed information about the scheme and submit their applications within the stipulated application period.
The spokesperson said that the scheme launched by the Haryana Backward Classes and Economically Weaker Sections Welfare Nigam is an important step towards providing persons with disabilities with better opportunities in education, skill development and employment. After acquiring higher education, these students will be able to demonstrate their talent in various fields and play a more effective role in the mainstream of society.
The Nigam has appealed to eligible students with disabilities and their parents or guardians to fulfil the prescribed eligibility conditions, submit the required documents and avail themselves of the benefits of the scheme.
