Chandigarh, October 1 – Haryana Chief Minister, Sh. Nayab Singh Saini said that Haryana has been the birthplace of great personalities who have pioneered social, cultural, and religious transformations since the Vedic period. These saints and reformers have guided humanity through their teachings, which continue to remain relevant even today. He said that Swami Atmanand Ji Maharaj dedicated his entire life to the upliftment of the exploited and deprived, consistently opposing casteism and discrimination. Through his association with the Arya Samaj, he made significant contributions toward eradicating social evils.

The Chief Minister was addressing the gathering at the 140th birth anniversary celebrations of the great freedom fighter and social reformer, Swami Atmanand Maharaj Ji, organized by the Swami Atmanand Haryana Scheduled Caste Education Society in Rohtak today.

On this occasion, the Chief Minister announced a grant of Rs 51 lakh to the Education Committee and assured that all the demands submitted by the Committee would be considered and fulfilled. Earlier, he paid floral tributes to Swami Atmanand Maharaj.

Sh. Nayab Singh Saini said that October 2nd is a day of special significance as the nation celebrates the birth anniversaries of two great leaders Mahatma Gandhi, who preached the path of truth, non-violence, and cleanliness, and former Prime Minister Lal Bahadur Shastri, who gave the slogan “Jai Jawan, Jai Kisan.” He also extended his greetings to the people on the eve of Dussehra, the festival symbolizing the victory of good over evil.

Highlighting the life and contributions of Swami Atmanand Maharaj, the Chief Minister said that Swamiji dedicated himself to the welfare of the poor and underprivileged. He established the Haryana Harijan Ashram in Rohtak in 1928 and the Swami Atmanand Harijan Trust in 1948. Apart from his role as a social reformer, Swamiji was also an active participant in the freedom movement and worked tirelessly to promote education. The Chief Minister said that the State Government is implementing various scholarship schemes for Scheduled Caste students to uphold Swamiji’s ideals and principles. He also shared detailed information about the government’s initiatives for the welfare of people belonging to Scheduled Castes.

During the programme, Sh. Nayab Singh Saini also launched the One Rupee, One Brick campaign, under which former MP Smt. Sunita Duggal presented a silver brick. He urged the gathering to follow the path shown by great reformers and actively contribute to the eradication of social evils.

Chandigarh, Oct 1 - Haryana Chief Minister Nayab Singh Saini today released Rs 404 crore 79 lakh as the second installment of the State Finance Commission's grant to the state’s Panchayati Raj Institutions, marking a significant boost to rural development. The amount will be transferred directly to the accounts of 5,719 Gram Panchayats, 144 Panchayat Samitis, and 3 Zila Parishads, providing new impetus to development work and strengthening public facilities at the local level.

The Chief Minister released this grant during a press conference held here today. Development and Panchayat Minister Krishan Lal Panwar, SEWA Minister Krishan Kumar Bedi, and Cooperation Minister Dr. Arvind Sharma were also present on this occasion.

Highlighting the government’s commitment to rural development, the Chief Minister said that over the past four years, Rs3,700 crore has been allocated to Panchayati Raj Institutions, with Rs3,300 crore directly invested in rural infrastructure and public amenities. He said that these figures demonstrate that every rupee of the government’s funds is dedicated to enhancing the quality of life for rural citizens.

He said that the government’s approach goes beyond fund allocation, aiming to empower Panchayats with greater authority, resources, and responsibilities, in line with the spirit of the 73rd Constitutional Amendment. When elected village representatives are empowered with both resources and authority, they can better understand local needs and make effective development decisions, he said.

The Chief Minister expressed confidence that the Panchayats will utilize these funds transparently and implement schemes with public participation. Stronger decision-making capacity at the local level ensures more comprehensive and effective development outcomes, he added.

1.71 lakh women register on ‘Lado Laxmi App’ in six days; First installment to be credited on November 1

CHANDIGARH, 01.10.25-The Chief Minister said that in the six days since launch of Deen Dayal Lado Lakshmi Yojana on September 25, the birth anniversary of Pandit Deendayal Upadhyaya, a total of 1,71,946 women have registered on the ‘Lado Laxmi App’. He urged all eligible women to complete their registration promptly so that the first installment can be transferred to their bank accounts on November 1. For assistance with the registration process, a toll-free number, 18001802231, and a helpline number, 01724880500, have been provided.

Congress playing politics in the name of women’s welfare- CM

Taking a dig at the opposition, the Chief Minister said that Congress speaks about women’s welfare only for political gains, while in reality, their state governments provide no tangible benefits to women. He added that the Haryana government, as promised in its Sankalp Patra, has allocated Rs 5,000 crore in the first budget to provide Rs 2,100 per month to women, and that this scheme will now start reaching beneficiaries from November 1.

Japanese investments turn Gurugram into a global industrial hub; CM visit Japan from October 5 to 11

Chandigarh, October 1- Haryana Industries and Commerce Minister Rao Narbir Singh said that due to the significant contribution of Japanese investors, Gurugram has emerged as a global industrial hub. He said that since the establishment of Maruti in the automobile sector in the 1980s, Gurugram has grown into a key centre of industrial development. Industries such as auto components, electronics, electricals, software, hardware, and the cyber city have witnessed rapid growth in the region. Currently, Japan invests nearly one-third of its total investments in Haryana, reflecting the state’s strong industrial potential.

Rao Narbir Singh highlighted that over 600 Japanese companies are actively operating in Gurugram, serving as major sources of employment generation and technological advancement in the state. He informed that the Chief Minister, Sh. Nayab Singh Saini will lead a high-level delegation on a visit to Japan from October 5 to 11. During this visit, the Chief Minister will meet Japanese investors and present various investment opportunities in Haryana. He will also visit the Haryana Pavilion at the Global Investors’ Exhibition in Japan to invite more investors to explore the state’s business-friendly ecosystem.

The Minister recalled that following the former Chief Minister, Sh. Manohar Lal’s visit to Japan in 2020, the India–Japan Fast-Track Mechanism was established to make India, particularly Haryana, more accessible and attractive for Japanese investors. He further said that Haryana is playing a leading role in contributing to Prime Minister Narendra Modi’s vision of building a developed India by 2047.

Industrial Revolution in Haryana: New Model Township to be developed with Japanese investment

Rao Narbir Singh said that the Haryana government has planned several ambitious initiatives to further enhance industrial development in the National Capital Region. In the 2025–26 state budget, Chief Minister, Sh. Nayab Singh Saini had announced the development of 10 new industrial model townships, of which five have already been approved. All these industrial townships will be rapidly developed in the coming five years. In particular, the state will ensure that one model township is developed in collaboration with Japanese investors to further strengthen Haryana’s global industrial identity, he added.

He said that this initiative of the state government will not only provide attractive opportunities for investors but also open new avenues for employment generation, technical training, and industrial development for the youth. He expressed confidence that the Chief Minister’s visit to Japan will further elevate Haryana’s presence on the global investment map and give new momentum to the state’s industrial and economic growth.

Ayurveda Being Promoted in the State: Health Minister Arti Singh Rao

AYUSH system plays important role in treatment and prevention of chronic diseases: Minister

Chandigarh, October 1 – Haryana Health Minister Arti Singh Rao said the State Government is promoting Ayurveda as the AYUSH system of medicine plays an important role in the treatment and prevention of chronic diseases arising from modern lifestyles.

The Health Minister stated that Ayurveda, Yoga and Naturopathy, Unani, Siddha, and Homeopathy systems have been recognized in India since ancient times across all sections of society. Many diseases that cannot be treated in modern medicine can be prevented and cured through these systems.

Sharing details of the AYUSH Department’s initiatives, she said the department is providing healthcare, medical education, and health awareness, especially in rural areas. For this purpose, the State has set up 4 Ayurvedic hospitals, 1 Unani hospital, 1 Homeopathic hospital, 6 Ayurvedic Primary Health Centres, 6 Panchkarma centres under the State Government, 21 Panchkarma centres under the National Health Mission, 497 Ayurvedic dispensaries, 16 Unani dispensaries, and 24 Homeopathic dispensaries. In addition, an Institute of Indian Medicine and Research is functioning in Panchkula.

She further informed that under the National AYUSH Mission, 21 AYUSH wings are operational in district hospitals, 102 AYUSH IPDs in Community Health Centres, and 106 AYUSH OPDs in Primary Health Centres, providing healthcare facilities to the public. Most of these AYUSH institutions are functioning in rural and remote areas. Haryana also has one Government Ayurvedic College and 12 private Ayurvedic colleges.

The Health Minister added that to ensure Ayurveda services are available to the public in all Primary Health Centres, 529 Ayurvedic Medical Officers have been appointed.

She highlighted that the upcoming Shri Krishna AYUSH University in Kurukshetra, being established on about 100 acres, will ensure structured teaching, training, and research in Ayurveda, Yoga & Naturopathy, Unani, Siddha, and Homeopathy systems, and will emerge as a centre of excellence in these fields.

Additionally, with support from the Central Government under the National AYUSH Mission, a 50-bed AYUSH hospital is being set up at village Maiyad in Hisar district, a Government Unani College and Hospital at village Akera in district Nuh, and a Government Homeopathic College and Hospital at village Chandpura in district Ambala.

He said that the cooperative societies had lost the trust of farmers during the Congress regime, but the present state government will work to restore this trust back. The process of enrolling new members will begin soon, and this will also be facilitated online to ensure that farmers receive timely benefits, said the Chief Minister while addressing a press conference at Haryana Niwas here today.

Responding to a question regarding the Congress leadership’s decision to appoint former Chief Minister, Sh. Bhupinder Singh Hooda as Leader of the Opposition, the Chief Minister extended congratulations to both Sh. Hooda and Sh. Rahul Gandhi, but questioned the delay, asking, if the decision was to appoint Bhupinder Hooda only, why did it take them so long?

Taking a jibe at Congress, Sh. Nayab Singh Saini said their policies are flawed and they have no real concern for public welfare. In response to another question, he said that Congress has always been a party of factions and internal rifts. He contrasted this with the leadership of Prime Minister, Sh. Narendra Modi, saying that the Prime Minister has always empowered the poor, while Congress and the INDIA bloc have only focused on strengthening themselves.

The Chief Minister further informed that the Union Home and Cooperation Minister, Sh. Amit Shah will visit Haryana on October 3 for a one-day tour. He will attend programmes in Kurukshetra and Rohtak. He added that preparations for these events have been completed.

Haryana Government Issues Strict Directive on Acceptance and Processing of RTI Applications

Chandigarh, October 1 – The Haryana Government has directed all State Public Information Officers (SPIOs) posted in the Haryana Civil Secretariat to strictly accept and process Right to Information (RTI) applications transferred by the RTI Cell, Office of the Chief Secretary. A letter in this regard has been issued by Chief Secretary Sh. Anurag Rastogi.

The directive comes in response to repeated instances where certain SPIOs have been refusing to accept such applications, despite the matters clearly falling within their jurisdiction. This practice has been seen as a violation of the spirit of the RTI Act, 2005, and detrimental to the transparency framework.

As per Section 6(3) of the RTI Act, if an application pertains to another authority, the concerned SPIO is required to transfer it directly to the relevant officer, rather than returning it to the RTI Cell.

The government has warned that any future refusal by SPIOs to accept transferred RTI applications will be taken seriously and may be reported to the State Information Commission under Section 20 of the RTI Act. Individual SPIOs will be held personally responsible for any penalties or adverse observations made by the Commission in such cases.

First-ever ‘Administrative Grievance Redressal Camp’ Organized in Haryana

Chandigarh, October 1 – Under the chairmanship of Haryana’s Development and Panchayat Minister Sh. Krishan Lal Panwar, the Development and Panchayat Department today organized a one-day ‘Administrative Grievance Redressal Camp’ at Haryana Panchayat Bhawan in Chandigarh. The key highlight of this camp was that the Minister, Commissioner-Secretary, and Director General of the Department sat together on one platform to resolve pending employee-related files.

On this occasion, Sh. Panwar said such an initiative has been undertaken in the state for the very first time. Through this, not only were long-pending files resolved, but officers and employees also gained confidence that their issues are being addressed promptly and transparently by the Department. This step will enhance transparency, accountability, and efficiency within the Department. It will also accelerate departmental work, thereby directly benefitting the public in rural development and panchayat-related activities in a short time.

Sh. Panwar emphasized that time-bound resolution of departmental employees’ issues is a priority for the State Government. Similar outreach camps will also be organized regularly in the future, ensuring that officers and employees get swift redressal of any administrative difficulties related to their rights and entitlements.

As part of this innovative initiative, the pending cases related to Assured Career Progression (ACP) of 17 District Development and Panchayat Officers (DDPOs) were resolved on priority, and certificates were handed over to five officers on the spot.

On this occasion, Sh. Panwar also directed officials to continue to prioritize employee welfare matters and ensure their quick resolution in the future.

Commissioner and Secretary, Development & Panchayat Department, Dr. Saket Kumar, Director General Sh. D.K. Behera, along with several senior officers of the Department were present at the event.



The letter has emphasized that this directive must be implemented in letter and spirit, without exception, to uphold transparency and accountability in governance.

Notably, the RTI Cell was constituted in the Office of the Chief Secretary, Haryana, with the specific mandate to handle all RTI applications addressed to the Chief Secretary. The core function of the RTI Cell is to examine each application and transfer it to the appropriate department or SPIO under whose jurisdiction the information sought falls, in accordance with the provisions of Section 6(3) of the RTI Act, 2005.

This directive reinforces the government's commitment to ensuring that citizens' right to information is respected and facilitated through proper channels, without bureaucratic hurdles or delays.

Haryana transfers Rs 108.74 crore directly into farmers’ bank accounts during Kharif procurement season

So far, 377,172.02 metric tonnes of paddy procured from Haryana’s mandis

Chandigarh, October 1 – During the Kharif procurement season 2025–26, the Haryana Government has directly transferred Rs 108.74 crore into the bank accounts of farmers, thereby ensuring payment of the Minimum Support Price (MSP).

The procurement is being done from farmers registered on the Meri Fasal Mera Byora portal. So far, paddy has been purchased from 36,980 registered farmers in the state.

A spokesperson of the Food, Civil Supplies and Consumer Affairs Department said today a total of 503,055.41 metric tonnes of paddy arrived in mandis across the state. Out of this, 89,303.88 metric tonnes have already been lifted, and 377,172.02 metric tonnes have been procured.

The spokesperson informed that since September 22, 2025, the Food and Civil Supplies Department has made the maximum procurement of paddy – 223,695.12 metric tonnes. HAFED has procured 117,705.84 metric tonnes, while the Haryana State Warehousing Corporation has purchased 35,771.05 metric tonnes.

It is noteworthy that paddy procurement at MSP fixed by the Central Government began in Haryana from September 22, 2025. Among the districts, Kurukshetra has recorded the highest procurement, with 168,949.60 metric tonnes of paddy arrivals and 146,651.10 metric tonnes purchased from a total of 12,787 registered farmers.

Paddy procurement in Haryana’s mandis and procurement centres is being carried out by the Food and Civil Supplies Department, HAFED, and the Haryana State Warehousing Corporation.

Chandigarh, Oct 1 – Haryana Chief Minister, Sh. Nayab Singh Saini today visited the venues in Rohtak to review the preparations for the two programmes of Union Home and Cooperation Minister, Sh. Amit Shah, scheduled for October 3. The Chief Minister gave necessary instructions to the concerned officials to ensure smooth conduct of the events.

On October 3, Union Home and Cooperation Minister Sh. Amit Shah will inaugurate the new Sabar Dairy Plant at Rohtak IMT and distribute tool kits to artisans during the Khadi Artisan Festival at Maharshi Dayanand University, being organized under the Swadeshi to Self-Reliance initiative of the Khadi and Village Industries Commission.

The Chief Minister, accompanied by State Cooperation Minister Dr. Arvind Sharma, Chief Secretary Anurag Rastogi, OSD to CM Virendra Badkhalsa, BJP District President Ranbir Dhaka, Mayor Ram Avtar Valmiki, and senior district officials, inspected the venues and reviewed the arrangements on the spot. He took comprehensive information about the arrangements and directed that preparations be carried out strictly in accordance with government protocols. Instructions issued to 11 unrecognized Political Parties for submitting details of election expenditure

Action will be taken against violators as per the ECI rules

Chandigarh, October 1 – Haryana Chief Electoral Officer, Sh. A. Sreenivas said that in our democratic system, the election process is an extremely important function. According to the guidelines of the Election Commission of India(ECI), it is the responsibility of the Chief Electoral Officers of states and Union Territories to ensure its implementation in their respective regions. In this context, in Haryana, 11 unrecognized political parties of the state that failed to submit details of election expenditure within the prescribed timeframe during Lok Sabha and Assembly elections have been directed to submit the necessary documents/written statements.

He informed that under the provisions of Section 29C of the Representation of the People Act, 1961, all political parties registered with the Election Commission of India are required to submit their annual audited accounts and election expenditure reports on time.

He further said that the 11 registered unrecognized political parties (RUPPs) of Haryana, which had obtained registration up to December 2018, have not submitted their audited accounts for the past three financial years (2021-22, 2022-23, and 2023-24) within the prescribed dates. Additionally, these parties, despite contesting elections, have not filed their expenditure reports on time. The details of election expenditure must be submitted within 75 days for Assembly elections and within 90 days for Lok Sabha elections.

The Chief Electoral Officer said that these parties have been directed to submit the required documents/written statements by October 13, 2025. Furthermore, they will be given an opportunity for a hearing on October 16, 2025.

He added that the Presidents/Secretaries of unrecognized political parties have been directed to ensure timely submission of the required documents and statements at the office of the Chief Electoral Officer, Haryana, 30-BEZ Building, Third Floor, Sector 17-B, Chandigarh – 180017. Failure to comply will result in action against them as per the rules of the Election Commission of India.
