CM launches Paperless Registration, Demarcation Portal, WhatsApp Chatbot, and Revenue Court Case Management System
Paperless registration marks a decisive step against corruption in the revenue department- Nayab Singh Saini
Chandigarh, September 29– Haryana Chief Minister, Sh. Nayab Singh Saini, said that the introduction of paperless registration marks a decisive step towards eliminating corruption in the revenue department. By minimizing human intervention, opportunities for malpractice will be virtually eliminated. Registry work will now be fully digital, a living example of the government’s ‘Minimum Government- Maximum Governance’ policy. The initiative will also help conserve the environment by reducing paper use, he said.
The Chief Minister was speaking at a state-level function held at Babain Tehsil in Ladwa Assembly Constituency, Kurukshetra, where he launched four key digital initiatives of the Revenue Department.
The Chief Minister also inaugurated the Paperless Registration system, Demarcation Portal, WhatsApp Chatbot, and Revenue Court Case Management System. He also released an information booklet and witnessed the first paperless registry and demarcation process at Babain Tehsil. Earlier, he planted a sapling in the tehsil premises.
Sh. Nayab Singh Saini highlighted that the Digital Haryana Programme is designed to empower even the last person standing in the queue. The four initiatives launched are not just technological upgrades; they signal a new era of good governance, transparency, and citizen convenience, he said.
The Chief Minister said that the Revenue and Disaster Management Department plays a crucial role in both revenue administration and disaster response, directly impacting people’s lives. Over time, the department has adopted new technologies to make its functioning simpler, more transparent, and citizen-centric. These new initiatives mark another important step in that journey, he said.
Sh. Nayab Singh Saini said that governance, at its core, means serving the people, hence the utmost aim of the state government is to make services simple, transparent, and fast, so that citizens don’t have to run from pillar to post. The government should reach people’s doorsteps and today’s launches reflect this commitment, he said.
Paperless Registration – A simpler, faster process
The Chief Minister said that the Paperless Registration initiative will end decades of complex registry procedures. Citizens will no longer face unnecessary delays or multiple office visits. They will only need to visit the tehsil once for signatures and photographs.
Demarcation Portal – Accurate land measurement using GPS
Describing farmers as the backbone of Haryana’s economy, Sh. Nayab Singh Saini said that land disputes are a common rural issue. The Demarcation Portal provides a permanent, technology-based solution. Farmers can now apply online for demarcation, which will be carried out using rover and advanced GPS technology, ensuring speed, accuracy, and impartiality.
WhatsApp Chatbot – Information 24×7
Recognizing that almost everyone now uses smartphones and WhatsApp, the government has leveraged this platform to provide easy access to information. The WhatsApp chatbot will offer round-the-clock details on departmental services, status updates, and required documents. Citizens will no longer need to visit offices for minor queries; they can get instant and accurate information on their phones. This will especially benefit people in rural areas.
Revenue Court Case Management System – Speeding up justice
Sh. Nayab Singh Saini noted that long-pending cases in revenue courts have been a major hurdle in delivering timely justice. Delay in justice is equivalent to denial of justice, he remarked. With the Revenue Court Case Management System, all cases in revenue courts will now be digitally monitored. Details of case status, dates, and orders will be available online. This will help eliminate years of delay in smaller cases, making the judicial process more efficient and transparent. All revenue court cases will be brought onto a digital platform, enhancing judicial transparency and enabling faster resolution of pending matters.
Citizens can book property registration appointments in advance through the e-Registration system
The Chief Minister said that Prime Minister, Sh. Narendra Modi has always been a strong advocate of using modern technology for development. He launched the Digital India programme in 2014 and over the past 11 years, its results are clearly visible. This initiative has digitally empowered citizens, curbed corruption, and made public services more accessible.
He added that the state government had introduced the e-Registration system on April 1, 2021. Under this system, any citizen can book an appointment in advance for property registration.
CLU approval powers delegated to the Director of Town and Country Planning
The Chief Minister stated that earlier, the powers to grant licences and Change of Land Use (CLU) permissions for commercial and residential projects were vested with the Chief Minister’s Office. This arrangement has now been changed, these powers have been delegated to the Director, Town and Country Planning Department. The entire CLU application process has been made online. Applicants can track their file movement at every stage. All CLU permissions are now processed online within 30 days.
Landowners can now access property and land records online
Sh. Nayab Singh Saini said that to fully digitize land records, the Integrated Haryana Land Records Information System has been implemented in all tehsils. Through this system, landowners can access information about their properties and land records online, anytime and from anywhere.
Initiatives launched from a small tehsil set the stage for state-wide reforms, Dr. Sumita Misra
Additional Chief Secretary & Financial Commissioner, Revenue & Disaster Management Department, Dr. Sumitra Misra said that from the small tehsil of Babain, the government launched the schemes that will benefit every farmer and citizen across Haryana.
She said that during the Budget Session, the Chief Minister had set certain targets for the department. Among them was the instruction to replace the centuries-old system of land measurement using “jarif” (traditional rope-based method) and difficulties in the registration process.
She further added that the WhatsApp Chatbot has been launched under the name “Bhu-Mitra” . Through this chatbot, citizens will be able to access information, services, and register complaints.
Additionally, the revenue court system in Pehowa tehsil will be digitized. This will provide details such as court hearing dates and case information online, reducing the inconvenience of repeated hearings.
Farmers can now get agricultural land demarcated for just Rs. 1,000, Dr. Yashpal
Deputy Principal Secretary to Chief Minister and Director, Land Records, Dr. Yashpal, welcomed the Chief Minister and other dignitaries and said that paperless registration and the new demarcation system will greatly benefit citizens. Earlier, people had to carry all documents with them and spend the entire day at the tehsil waiting for their turn. Now, they will be called only once, and the entire process of taking a photograph and signature will be completed in just five minutes.
He further explained that earlier, farmers had to rely on private machines for land demarcation, which was both time-consuming and expensive. Now, they can apply online for demarcation. Earlier, farmers had to spend around Rs. 30,000 for this work, but under the new system, demarcation of agricultural land will cost only Rs. 1,000.

Nearly 15 lakh youth in the state have gained employment through MSMEs. As a result, Haryana has also received the National Award for MSMEs.
The Chief Minister was speaking on Monday at a workshop organized under the Aatmanirbhar Bharat Sankalp Abhiyan at Babain in the Ladwa Assembly constituency.
Sh. Nayab Singh Saini said with the campaigns of Aatmanirbhar Bharat and Swadeshi launched by Prime Minister Sh. Narendra Modi, the country’s economy has reached the fourth position in the world. Under the leadership of the Prime Minister, the Central Government has launched several initiatives such as Make in India, Startup India and Skill India to make the nation self-reliant. By adopting these schemes, the country is becoming not only self-reliant but also self-sustaining.

Nayab Singh Saini said India has consistently emerged victorious, whether through the achievements of its players on the sports field or the bravery of its soldiers on the battlefield. In the recently held Asia Cup, Indian players defeated Pakistan and secured a grand victory.
The Chief Minister was interacting with journalists on Monday at Babain tehsil of Ladwa Assembly constituency.
Responding to a question, the Chief Minister said the state government is fully ensuring that farmers do not face any difficulty in the mandis. Robust arrangements have been made for paddy procurement in the mandis. He said that in today’s time, most work is done with machines. Earlier, during manual harvesting, crops used to remain in the fields for many days, which helped keep the moisture content under control. But now, with machine harvesting, the crop reaches the mandi immediately. He appealed to farmers to cooperate in ensuring that the moisture content in the crop does not exceed 17 percent before paddy procurement.
The Chief Minister said all facilities from gate pass to crop registration are being provided online. Not only this, officers have also been instructed to ensure prompt payment to farmers after the procurement of crops.
Sh. Nayab Singh Saini said that on October 3, Union Home Minister Sh. Amit Shah will visit the state. He will first attend the programme of the Cooperation Department and later participate in the exhibition to be organized in Kurukshetra on the achievements of the new criminal laws.
On this occasion, Ambala Commissioner Sh. Sanjeev Verma, Deputy Commissioner Sh. Vishram Kumar Meena, along with other dignitaries were present.

Chief Secretary Anurag Rastogi Leads PMAY-U 2.0 Push for ‘Housing For All’
Chandigarh, September 29 - The Pradhan Mantri Awas Yojana-Urban 2.0 (PMAY-U 2.0) is gaining strong momentum in Haryana. The state is moving steadily towards fulfilling the vision of “Housing for All,” ensuring dignified living conditions for urban families.
The second meeting of the State Level Sanctioning and Monitoring Committee (SLSMC) was held today under the chairmanship of Chief Secretary Sh. Anurag Rastogi. A major highlight of the meeting was the approval of 2,198 beneficiaries under the Beneficiary Led Construction (BLC) vertical. This step will provide vital support to families across 50 Urban Local Bodies (ULBs), enabling them to build safe and sustainable homes.
DG, Housing for All, Haryana and Secretary, Housing Department, Sh. J Ganesan informed that under the BLC vertical, each eligible beneficiary will receive ₹2.50 lakh in financial assistance, comprising ₹1.50 lakh from the Central share and ₹1.00 lakh from the State share. The assistance will allow beneficiaries to construct all-weather pucca houses with carpet areas ranging between 30 to 45 square meters, thereby enhancing their quality of life.
Another key achievement reviewed in the meeting was the successful integration of the Mukhya Mantri Shehri Awas Yojana (MMSAY) with PMAY-U 2.0. As many as 15,256 beneficiaries, allotted one marla plots under MMSAY, have been approved by the Ministry of Housing and Urban Affairs (MoHUA), Government of India, to receive ₹2.50 lakh each for constructing their homes. This initiative ensures that the benefits of both central and state schemes are seamlessly aligned for maximum impact.
Chief Secretary Sh. Anurag Rastogi emphasized that these approvals mark a significant step towards realizing the government’s vision of universal housing. With the combined efforts of the Central and State governments, thousands of urban families in Haryana are set to benefit from improved housing facilities and better living standards.

Haryana Government working swiftly and effectively towards TB-Free goal - Aarti Singh Rao
Chandigarh, Sept 29 – Haryana Health Minister, Aarti Singh Rao said that the state government is working swiftly and effectively to achieve the central government’s goal of eliminating tuberculosis (TB) by 2030. She highlighted that the initiatives taken so far are commendable and the state is making steady progress in the health sector.
The Health Minister informed that over 4,00,000 people have been screened across the state this year, of which 95,000 underwent X-ray examinations. Based on these tests, 57,000 TB cases have been identified and notified. She added that the government provides free medicines to TB patients along with financial assistance of Rs 1,000 per month for nutrition support. So far, Rs 131 crore has been transferred directly into patients’ accounts through Direct Benefit Transfer (DBT).
The Minister further shared that under the Nirogi Haryana Scheme, 94 lakh beneficiaries have been screened with more than 5.5 crore tests conducted. In addition, Rs 3,000 crore has been spent on 27 lakh claims under the Ayushman Bharat Scheme, while Rs 1,300 crore has been disbursed for 9.50 lakh claims under the Chirayu Scheme.
She also informed that Haryana has made significant progress under the Anemia Mukt Bharat Abhiyan. Earlier ranked 10th in the country, the state has now improved to the 5th position.
The Health Minister said these achievements reflect the state government’s commitment to strengthening healthcare services. She expressed confidence that with the combined efforts of the central and state governments, the target of eliminating TB by 2030 will certainly be achieved.

Chandigarh, September 29- Haryana Chief Electoral Officer, Sh. A. Sreenivas said that the Election Commission of India (ECI) has decided to deploy 470 Officers (320 IAS, 60 from IPS and 90 from IRS/IRAS/ICAS etc.) serving in various States as Central Observers (General, Police and Expenditure) for the forthcoming general election to the legislative assembly of Bihar and bye-elections in Jammu & Kashmir (ACBudgam & Nagrota), Rajasthan (AC- Anta), Jharkhand (AC-Ghatsila), Telangana (AС - Jubilee Hills), Punjab (AC - Tarn Taran), Mizoram (AC – Dampa) and Odisha (AC - Nuapada). ECI deploys Central Observers under the plenary powers conferred on it by Article 324 of the Constitution and the powers conferred on it by Section 20B of the Representation of the People Act, 1951 to watch the conduct of elections in a constituency.
He said that the Observers work under the superintendence, control, and discipline of the Commission for the period from their appointment until the process of election is completed. The Observers are entrusted with the crucial and solemn responsibility to ensure the fairness, impartiality and credibility of elections, which ultimately forms the bedrock of our democratic polity. They act as eyes and ears of the Commission and keep reporting to the Commission periodically and on a need basis.
Observers not only help the Commission in fulfilling its constitutional mandate of conducting free, fair, transparent and inclusive elections but also contribute towards enhancing voter awareness and participation in elections. The main objective of the Observers is to identify areas for improvements and to formulate concrete and operative recommendations., he added.
He further said that because of their seniority and long experience in the administrative services, General and Police Observers assist the Commission in the conduct of free and fair polls. They also oversee the efficient and effective management of the electoral process at the field level. Expenditure Observers are appointed to observe the election expenses incurred by the Candidates.

RTS Commission Orders HSVP to Grant Compensation and Refund of Interest to Complainant
Chandigarh, September 29 – The Haryana Right to Service Commission has taken a strict view of the negligence of Haryana Shehri Vikas Pradhikaran (HSVP), warning the concerned officials and directing that the complainant be paid compensation of Rs 5,000.
A Commission spokesperson stated that mishandling of the case on the Centralised Public Grievance Redress and Monitoring System (CPGRAMS) and repeated disregard of the complainant’s representations raise serious questions on the grievance redressal mechanism of HSVP. The Commission issued warnings to the concerned DEO for wrongly rejecting the case and to the EO for ignoring the complainant. It further cautioned that any such lapse in notified services in the future would invite punitive action.
The spokesperson informed that the case pertained to verification of an allottee’s payment. Despite payment being made in 2019, the verification was not completed, forcing the complainant to struggle for six years. The Commission, in its order dated June 18, 2025, had already observed that HSVP had abolished the practice of demanding original receipts after June 2017 and had switched to reliance on online records.
The Commission remarked that keeping such a simple verification pending for six years and completing it only after the Commission’s intervention reflected deep administrative apathy. Commenting on the matter, the Commission noted: “Even ISRO took less time to reach the Moon, 3.8 lakh kilometres away, but HSVP took six years to complete such a basic process.” Due to this negligence, the complainant could neither receive the possession offer nor get his property registered (conveyance deed).
Under the Haryana Right to Service Act, 2014, the Commission has directed that the complainant be paid compensation of Rs 5,000. HSVP will release this amount from its funds and may recover it later from the responsible officials after inquiry.
In addition, the complainant had informed the Commission on August 28, 2025, that HSVP had levied delayed interest on an instalment, despite payment being made on time. Taking cognizance, the Commission has directed the EO, Faridabad, to refund the wrongly charged interest on the said instalment and submit a compliance report to the Commission by October 3, 2025.

1,87,743.49 Metric Tonnes of Paddy Procured So Far from Haryana Mandis
Kurukshetra leads with maximum procurement of 82,760.48 metric tonnes
Chandigarh, September 29 – During the Kharif procurement season-2025, a total of 1,87,743.49 metric tonnes of paddy has been procured from the mandis of Haryana. Out of this, 25,000 metric tonnes has already been lifted from mandis/purchase centres. Giving details, a spokesperson of the Department of Food, Civil Supplies and Consumer Affairs said paddy has been procured from about 20,147 farmers across the state so far.
All these farmers are registered on the ‘Meri Fasal Mera Byora’ portal. Till now, a total of 3,17,881.56 metric tonnes of paddy has arrived in the mandis of Haryana.
It is noteworthy that the procurement of paddy at the Minimum Support Price (MSP) fixed by the Government of India commenced in Haryana from September 22, 2025. So far, the maximum procurement has taken place in Kurukshetra district, where 82,760.48 metric tonnes of paddy have been purchased against an arrival of 1,13,582.72 metric tonnes.
The spokesperson further informed that in the mandis of Ambala district, paddy arrival has been 67,660.73 metric tonnes, of which 45,605.76 metric tonnes has been procured. Similarly, in the mandis of Yamunanagar district, paddy arrival has been 42,301.91 metric tonnes, and procurement of 22,942.57 metric tonnes has been completed. The procurement of paddy from mandis/purchase centres is being carried out by the Department of Food and Civil Supplies, HAFED, and the Haryana State Warehousing Corporation.

Chandigarh, Sept 29 – Haryana Heritage and Tourism Minister, Dr. Arvind Sharma expressed his gratitude to the Chief Minister at the launch of four Revenue Department initiatives in Rohtak. He said these initiatives will free citizens from the hassle of visiting government offices, enhance transparency in Revenue Department services and effectively curb corruption.
Dr. Sharma highlighted that under the leadership of Prime Minister Sh Narendra Modi and former Chief Minister Sh Manohar Lal, governance systems were transformed through digitization, which strengthened transparency. He added that Chief Minister Sh Nayab Singh Saini has been carrying this vision forward with dedication.
He informed that, under the newly launched initiative, citizens can now apply for property registration from their homes using mobile phones, with only a visit to the tehsil required for photo, signature, and biometric verification. Land demarcation applications can be submitted through the paperless monitoring portal, where the reports will also be made available. Additionally, a WhatsApp chatbot will allow citizens to access their land-related data and records, while the Revenue Department’s digital court monitoring system will provide access to court records.
Referring to the government’s commitment to public welfare, Dr. Sharma said that the Chief Minister recently launched the ambitious Deen Dayal Lado Laxmi Yojana, under which eligible women are registering via a mobile app. From November 1, 2025, beneficiaries will receive direct financial assistance of Rs 2,100 in their bank accounts. An allocation of Rs 5,000 crore has been made for this scheme in the state budget. Calling it a milestone for women’s empowerment, Dr. Sharma emphasized that the government is committed to ensuring citizens receive the full benefits of all schemes under the principles of service, good governance, transparency, and innovation.
Later, the Cooperation Minister, Dr. Sharma visited the new grain market along with officials to review crop procurement arrangements. He interacted with farmers and arhatiyas, and personally checked crop moisture levels using a moisture meter. He assured farmers that the government has instructed procurement of crops at the Minimum Support Price (MSP), with all arrangements and facilities in place through the district administration.
He urged farmers to bring crops to the market only after proper drying and cleaning to avoid inconvenience during sale. He also appealed to farmers to manage crop residue responsibly and refrain from stubble burning. Dr. Sharma further informed that surveys are underway to assess crop damage caused by recent rains. Farmers have already submitted claims through the e-Kshatipurti portal, and compensation will be provided once survey work is completed.

Chandigarh, September 29 – Haryana State Commission for Women Chairperson Smt. Renu Bhatia said women working in various departments of the state will be made aware of the POSH Act and cyber crime, so that no untoward incidents happen with them.
Smt. Renu Bhatia said this today during a press conference in Chandigarh. Prior to this, she held a meeting with officers of 15 departments to review the schemes being implemented for women.
She said that officials of the Education, Health, and Industries & Commerce Departments have been directed to constitute Internal Committees under the POSH Act within the next one month in schools, colleges, universities, hospitals, and industrial areas. Along with this, the names and contact numbers of the chairperson and members of these committees must be displayed on a board. She also directed that if such committees are not formed, then as per the rules there is a provision of a fine of ₹50,000 and imprisonment of up to three years. Wherever more than 10 women are employed, it is mandatory to constitute such a committee.
Smt. Renu Bhatia said in the last three years, wherever the Women’s Commission has organized programmes, discussions have been held with self-employed women of that area and they have been encouraged to move forward. Through these programmes, feedback from women is also taken.
She said that in order to promote women of rural areas in the field of self-employment, officers of the Rural Development Department have been instructed to provide opportunities to women as per their interests. She also said that all departments should coordinate with the Women’s Commission to create awareness among women about their rights and to empower them.
Smt. Renu Bhatia directed all departments to provide a list of the welfare schemes being run for women, along with the number of beneficiaries under each scheme, so that in the future other women may also be motivated through these beneficiaries to progress further. She said that the Skill Development Department should provide special training to women to promote them in the weaving sector.

She also issued necessary guidelines regarding the exhibition and inauguration ceremony, highlighting that the event is of national importance.
*Exhibition to Run for Five Days*
Dr. Misra informed that the exhibition, showcasing the major reforms in India’s criminal justice system through the Bharatiya Nyaya Sanhita, 2023, Bharatiya Nagarik Suraksha Sanhita, 2023 and Bharatiya Sakshya Adhiniyam, 2023, would continue for five days. This will allow advocates, students, parents, and citizens to participate and better understand the transformative changes in the criminal justice system.
Dr. Misra directed the Deputy Commissioner, Kurukshetra to designate IAS and HCS officers for ensuring overall coordination of the programme. She further instructed that the law and order arrangements be rigorously monitored at every stage so as to facilitate smooth and secure conduct of the exhibition. She further directed that the work related to all 10 stalls to be set up in the exhibition should be completed at the earliest.
*Committee Formed for Effective Coordination*
To ensure smooth arrangements, a 14-member committee has been constituted under the chairmanship of the IG Ambala Range. The committee will oversee all aspects of planning, security, and execution.
Dr. Sumita Misra underlined that the primary objective of this exhibition is to educate citizens about the significant reforms introduced in the country’s criminal justice system and ensure active public participation in this historic initiative. She also added that the Haryana is the frontrunner state in implementing these three new criminal laws.
The review meeting was attended by Deputy Commissioner, Kurukshetra, Vishram Kumar, IG, Ambala Range, Sh. Pankaj Nain, SP Kurukshetra, Nitish Aggarwal and other senior officers were present during the meeting.
