CHANDIGARH, 08-09-2026-Bharatiya Janata Party, Punjab, wish to draw your urgent attention to two extremely serious incidents in Sangrur which raise grave questions regarding the functioning of the State Government, protection of citizens’ constitutional rights, police accountability and the administration of justice.
- Death of Gulzar Singh, Sangrur — Demand for FIR for abetment of suicide
Gulzar Singh, resident of Tur Banjara village, Sangrur, died after consuming a poisonous substance. The circumstances preceding his death are deeply disturbing. He had raised the serious issue of the open sale of ‘chitta’ in his area at a Lok Milni of Punjab Finance Minister Harpal Singh Cheema seeking action against the drug menace. His family had also been devastated by his son’s severe addiction to ‘chitta’.
It is alleged that Gulzar Singh was subsequently subjected to pressure by local Panchayat members to apologise for raising the issue. More importantly, in his video before death or dying declaration he took name of Finance Minister Harpal Cheema and persons whom he held responsible for the circumstances that drove him towards taking the extreme step.
In view of these serious allegations, it is imperative that the State Government does not allow the matter to be diluted into an ordinary case of suicide. We respectfully demand that an FIR for abetment of suicide and other applicable offences be immediately registered against Finance
Minister Harpal Singh Cheema and all other persons named in Gulzar Singh’s dying declaration, subject to investigation and due process of law.
As matter pertains to Harpal Cheema who is the Finance Minister of Punjab, we dont expect free and fair investigation so after registration of FIR the investigation should be entrusted to an independent agency like CBI, so that there is no possibility of influence, intimidation or destruction of evidence. The dying declaration, video recordings, communications, statements of family members and other relevant evidence must be preserved and investigated in accordance with law.
- Mohanjeet Singh — Demand for FIR against responsible civil and police officials
The second matter concerns Mohanjeet Singh, who was detained after protesting against the State Government’s handling of the drug menace during the Chief Minister’s visit. Following his release on bail, he made serious allegations of physical abuse and custodial torture, after which he required hospital treatment.
The allegations are not merely about detention. They concern the alleged manner in which he was removed from the site of his peaceful protest, the role of the civil officers who ordered or directed his removal, the police officials who physically removed him, and the subsequent alleged inhuman torture and assault inside the police station.
We therefore demand that an FIR be registered against all civil officers who ordered or authorised the removal of Mohanjeet Singh and against all police officials found responsible for removing, assaulting or torturing him, with the investigation conducted by an independent agency like CBI outside the immediate chain of command of the accused officials.
His medical records, CCTV footage, police station records, duty rosters, wireless communications, arrest and custody records and all other relevant evidence should be immediately secured to prevent tampering or destruction.
