Key decision taken at High-Level Purchase Committee meeting, artificial insemination programmes to gain momentum

Chandigarh, July 20- Haryana Agriculture and Farmers' Welfare Minister, Sh. Shyam Singh Rana said the state government is continuously working in the interest of livestock farmers. He said the government's primary objective is to enhance milk production and accelerate livestock breed improvement so that dairy farmers can increase milk yield and further strengthen their economic condition.

The Minister was chairing a meeting of the High Powered Purchase Committee meeting of the Animal Husbandry and Dairying Department here today. Education Minister, Sh. Mahipal Dhanda was also present on the occasion.

During the meeting, the committee took a major decision to approve a two-year rate contract for the uninterrupted supply of liquid nitrogen required for the safe storage of high-quality frozen semen as part of the state's livestock genetic improvement programme.

Ensuring Safe Preservation of Bovine Frozen Semen

Sh. Shyam Singh Rana said the regular and uninterrupted availability of liquid nitrogen is essential for the production, storage and safe transportation of bovine frozen semen. To ensure this, the department has implemented the rate contract arrangement.

It was informed in the meeting that the timely supply of liquid nitrogen, in accordance with prescribed quality standards, will be ensured. This will facilitate the uninterrupted production and preservation of semen. The contract will effectively meet the requirements of various semen production centres and their associated units across the state.

Artificial Insemination Programme to Receive a Major Boost

The Minister said the department's key objective is to ensure the continuous production of high-quality bovine frozen semen and to make livestock breeding programmes more effective and robust. The uninterrupted availability of liquid nitrogen will accelerate artificial insemination programmes across the state.

He said this will directly benefit livestock farmers in rural areas by enabling them to access animals with superior genetic traits.

Sh. Shyam Singh Rana further said that the Haryana Government is implementing several welfare schemes to promote animal husbandry as a profitable enterprise. By availing the benefits of these initiatives, lakhs of livestock farmers across the state are becoming self-reliant and economically prosperous.

Applications of Investors at District-Level Must Not Remain Pending, All Objections Should Be Raised at One Time- Rao Narbir Singh

Chandigarh, July 20- Haryana Industries and Commerce Minister Rao Narbir Singh has directed officers to ensure that no investor application remains pending unnecessarily at the district level. He said that if an application has any deficiencies or objections, the concerned officer must communicate all objections at one time, so that investors are not forced to make repeated visits to government offices and approvals can be granted within the prescribed timelines.

The Minister was chairing a review meeting with regional officers of the Environment Department, District Industries Centre officers and Industrial Estate Officers at the NIC Centre in the Haryana Civil Secretariat on Monday. The Commissioner and Secretary, Industries and Commerce Department, Dr Amit Agrawal, Director General, Sh. Yash Garg, and Managing Director of HSIIDC, Sh. Sushil Sarwan also attended the meeting.

During the meeting, Rao Narbir Singh said the Haryana Government is committed to making the state the most preferred investment destination in the country. Achieving this goal requires an approval mechanism that is transparent, simple and time-bound. He directed officials to ensure that investors do not face any inconvenience during departmental processes

Dr. Amit Agrawal informed the meeting that the department is working to further strengthen the Unified Single Window System. A new Single Window System (SWS) portal will be developed and integrated with the Revenue Department's land records. Information on vacant industrial plots available in HSIIDC industrial estates will also be made accessible through the portal.

He further said that the portal will provide investors with details of essential infrastructure, including the nearest railway station and the availability of power and water. It will also be integrated with Geographic Information System (GIS) technology, enabling investors to identify suitable locations more efficiently.

It was informed in the meeting that the portal will also serve as a comprehensive repository of information on document facilitation centres, investor guidance services and all statutory approvals required for setting up enterprises. In addition, district-level and state-level Business Reform Action Plans are being prepared to further simplify and streamline the investment process.

During the review, Rao Narbir Singh also took note of the growing number of complaints relating to Resident Welfare Associations (RWAs) in group housing societies. He directed officers to formulate a policy for making necessary amendments to the Apartment Society Act to ensure effective resolution of issues faced by residents.

Officers of the MSME Department informed the meeting that Business Development Services (BDS) Helpdesks and Udyog Saathi have been appointed to assist micro, small and medium enterprises by providing guidance on government schemes, approvals and regulatory procedures. They also said that the Sangam Portal will be launched shortly, incorporating the Central Government's Zero Defect Zero Effect (ZED) policy.

The Industries Minister reiterated that the State Government is fully committed to providing a business-friendly ecosystem for investors. He directed all departments to work in close coordination to ensure investors receive prompt, transparent and efficient services.

Minister of State recommends strict action over negligence in public grievance case in Bhiwani

Rajesh Nagar, on Monday chaired the District Public Relations and Grievance Redressal Committee held in Bhiwani and directed officers concerned to ensure prompt resolution of public grievances and warned against any negligence in addressing citizens’ concerns during the monthly meeting of the During the meeting, the Minister heard a total of 13 complaints and resolved 11 cases on the spot.

While hearing a complaint related to an RD account at the post office, the Minister recommended strict action over negligence in the matter. He also directed that necessary action, as per rules, be recommended to the competent authorities of the Department of Posts against the officers found responsible during the inquiry.

The Minister stressed that providing citizens with adequate clean drinking water and uninterrupted electricity supply is a top priority of the government. He directed officers to immediately rectify power faults occurring during the monsoon season and ensure early repair of leakages in water supply pipelines so that residents get safe and clean drinking water.

During the meeting, Sh. Rajesh Nagar also heard the complaint of Dharam Singh, a resident of Fancy Chowk, Bhiwani, and directed the police authorities to take prompt action after receiving the medical report in the case. In another case, the Minister directed the authorities to resolve the drinking water issue by laying a pipeline with police assistance wherever required.

Taking up a complaint regarding the problem of contaminated water, the Minister directed the concerned officers to resolve the issue within 10 days. He further directed the officers concerned to conduct a ward-wise survey to identify leaking water pipelines and ensure their repair. He also directed the Additional Deputy Commissioner (ADC) to examine issues related to the cleaning and maintenance of drains in the city.

The Minister reiterated that ensuring timely redressal of public grievances and providing basic civic amenities to citizens remain the government’s foremost priorities.

Haryana Circulates Centre's Guide on Conducting Effective Meetings to All IAS Officers

Chandigarh, July 20: In an effort to strengthen administrative efficiency and improve decision-making processes, the Haryana Government has circulated the Union Government's "Guide on Conducting Effective Meetings" among all IAS officers of the state. Chief Secretary Sh. Anurag Rastogi on Monday issued a communication forwarding the guide received from the Cabinet Secretariat, Government of India, to all IAS officers of the state.

The communication refers to a letter issued by Cabinet Secretary Dr. T.V. Somanathan. The Cabinet Secretary, in his communication to all Chief Secretaries across the country, observed that while civil servants often focus on major policy issues, improvements in routine administrative practices can significantly enhance governance and professional effectiveness. He noted that many officers feel the need for practical guidance on day-to-day administrative functions that are rarely covered during formal training but play a crucial role in improving public service delivery.

According to the advisory, routine official meetings consume a significant portion of an officer's working day. However, meetings frequently begin late, lack clear objectives, involve unnecessary participants and often conclude without concrete decisions or follow-up action. The guide has therefore been designed to help officers conduct meetings that are structured, time-bound, participative and outcome-oriented.

The document advises officers to first determine whether a meeting is actually necessary or whether the objective can be achieved through emails, telephone calls or written communication. Where meetings are required, departments have been asked to clearly define the purpose, circulate the agenda and background material well in advance, invite only relevant participants and sequence agenda items logically to ensure productive discussions.

The guide recommends that meetings should start and conclude on time, encourage open discussions, promote two-way communication and ensure that every participant gets an opportunity to contribute. It also suggests assigning specific responsibilities such as facilitator, minute-taker and timekeeper to improve meeting management and maintain focus on decisions and action points. Virtual participants should also be actively engaged during hybrid meetings.

To improve accountability, the advisory recommends that minutes of meetings should preferably be issued within two to three days, clearly identifying action points, responsible officers and timelines for implementation. The guide also contains model formats for meeting notices, minutes of meetings, selection committee proceedings, finance committee meetings and stakeholder consultations to bring greater uniformity and professionalism to official records.

The Cabinet Secretary has also urged Chief Secretaries to circulate the guide among civil servants working under their jurisdiction and requested Administrative Training Institutes to incorporate these behavioural practices while training young State Civil Service officers. He emphasised that small improvements in routine administrative functioning, when adopted consistently, can collectively lead to better governance, improved efficiency and higher-quality public service delivery.

*Haryana Advances 21 Key Deregulation Reforms to Boost Ease of Doing Business*

Chandigarh, July 20: Haryana has emerged as one of the leading states in the Centre's compliance reduction and deregulation initiative, with 21 of the 28 priority reforms either approved or under implementation to make the regulatory environment simpler, faster and more business-friendly.

Haryana Chief Secretary Sh. Anurag Rastogi reviewed the progress of Phase-II of the Compliance Reduction and Deregulation Exercise a high-level meeting here on Monday.

Sh. Rastogi directed all departments to expedite implementation of the remaining reforms and ensure timely uploading of documentary evidence on the MIS portal so that Haryana's progress is accurately reflected at the national level.

The Chief Secretary noted that the Centre's Deregulation Cell has already approved six major reform areas, including faster power connections, liberalised regulations for shops and commercial establishments, improved turnaround time under the single-window system, an auto-appeal mechanism under the Right to Services framework, enhanced environmental clearance processes and improved access to testing facilities for MSMEs.

Commissioner & Secretary, Industries & Commerce, Dr. Amit Kumar Agrawal informed that another 15 reforms are currently under implementation across departments. These include liberalised land-use norms, greater flexibility in industrial plot management, simplified building approvals, adoption of global fire safety standards, streamlined healthcare licensing, digitisation of state laws and regulations, and measures to strengthen Haryana's investment ecosystem.

He said the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) has already introduced several industry-friendly measures, including subdivision and amalgamation of industrial plots, simplified change of industrial projects without prior approval, leasehold-to-freehold conversion after ten years, flexible leasing norms and liberalised development regulations to promote optimum land utilisation and attract fresh investments.

The Department of Industries and Commerce has also finalised the draft Haryana Right to Business Bill, 2026, which proposes to provide eligible manufacturing MSMEs with a Certificate of In-Principle Approval based on self-declaration and a three-year moratorium on inspections by state authorities. The proposed legislation also envisages a two-tier institutional mechanism, with the Haryana Enterprises Promotion Centre (HEPC) functioning as the State Nodal Agency and District Level Clearance Committees ensuring time-bound approvals through a single-window system.

During the review, the Town and Country Planning Department informed that nearly 70 per cent of Haryana's geographical area, lying outside controlled zones, already does not require Change of Land Use (CLU) permission for conversion of agricultural land to non-agricultural use. The department is also moving towards system-generated CLU approvals in conforming zones without human intervention.

The Fire Services Department apprised the meeting that amendments to the Haryana Fire and Emergency Services Act, 2022, are being processed to introduce risk-based fire safety norms in line with global best practices.

Sh. Rastogi appreciated the progress achieved so far and reiterated the Haryana Government's commitment to creating a transparent, technology-driven and investor-friendly regulatory framework that promotes industrial growth, encourages entrepreneurship and improves the ease of doing business in the state.

Chandigarh, July 20 - Giving a major boost to AYUSH healthcare infrastructure, the Haryana government has put its flagship AYUSH projects on a strict implementation schedule, fixing August 15, 2026 for the inauguration of the Government Ayurvedic College and Hospital at Mayyar (Hisar) and March 2027 for commissioning the Government Unani College and Hospital at Akera (Nuh).

The decisions were taken at a high-level review meeting chaired by Additional Chief Secretary, Health & AYUSH, Dr. Sumita Misra who directed all executing agencies to complete pending works within fixed timelines and ensure that hospitals become operational without delay.

The meeting reviewed progress of all major AYUSH infrastructure projects and stressed that construction, procurement of equipment and staffing must move simultaneously so that public healthcare services are not delayed after completion of civil works.

For the Government Ayurvedic College and Hospital at Mayyar, officials apprised in the meeting that OPD services have already begun. The Additional Chief Secretary ordered immediate completion of fire safety systems and other statutory installations, early deployment of additional manpower and commencement of IPD services, enabling the institution to function as a full-fledged ayush hospital before its proposed inauguration on August 15.

The Government Unani College and Hospital at Akera, Nuh, one of Haryana's key projects for expanding traditional healthcare in the Mewat region, has been targeted for operationalisation by March 2027. Departments have been directed to procure medical equipment during the construction phase itself and obtain early approval for staff recruitment so that the hospital is ready to serve patients from day one.

The meeting also reviewed the Government Homoeopathic College and Hospital at Chandpura, Ambala, where revised structural designs have been completed following technical modifications. Fresh tenders will be invited by July 31, with work orders expected to be issued by August 31, paving the way for accelerated construction.

Another key decision was taken for the AYUSH Wellness Centre proposed at Baba Kheta Nath Ayurvedic College and Hospital, Pattikara (Narnaul). The Public Works Department was directed to complete all tender-related formalities by August 15 and resolve pending structural issues on priority to begin construction at the earliest. In a move to promote preventive healthcare, the AYUSH Department will also issue a statewide advisory encouraging industries to adopt Yoga Breaks for employees as part of workplace wellness initiatives.

Dr. Misra directed all departments to fast-track pending works and submit progress reports within stipulated timelines, underscoring the government's focus on delivering modern AYUSH institutions and expanding affordable traditional healthcare services across Haryana.
