Chandigarh, September 22 – Haryana Chief Minister Sh. Nayab Singh Saini held an important meeting with MLAs, Administrative Secretaries and Heads of Departments in Chandigarh on Tuesday to take feedback on public grievances and gave clear and strict directions to officials to ensure that people do not face inconvenience in getting their problems resolved. He directed that issues raised by public representatives should be taken up on priority. He said that the issues being brought to the government by MLAs as the voice of the people should not be met with mere assurances; visible action must be ensured on the ground.
The marathon meeting, which lasted nearly six hours, witnessed detailed discussions on complaints submitted by public representatives on the Jan Samvad Portal. A point-wise review of public grievances was conducted for parliamentary constituencies and assembly constituencies. The Chief Minister gave strict directions to the Administrative Secretaries to personally monitor the concerned cases and ensure that the resolution process is not confined merely to paperwork, but produces tangible results on the ground.
Development and Panchayats Minister Sh. Krishan Lal Panwar, Education Minister Sh. Mahipal Dhanda, Agriculture and Farmers’ Welfare Minister Sh. Shyam Singh Rana, and Public Health Engineering Minister Sh. Ranbir Gangwa were also present at the meeting.
Sh. Nayab Singh Saini said that reducing the distance between the public and administration is a priority of the government. No citizen should have to visit different offices repeatedly with a legitimate demand or complaint. Where a problem can be resolved at the district level, it should not be unnecessarily kept pending by referring it to higher levels.
During the meeting, the MLAs apprised the Chief Minister of various issues and local requirements related to their respective assembly constituencies. The Chief Minister directed the concerned officials to take time-bound action on these issues and work in coordination with the MLAs.
*Unnecessary Delay in Development Projects Will Not Be Acceptable at Any Level*
The Chief Minister directed the officials to ensure that all development works are completed within the stipulated timeframe. He said that unnecessary delays in development projects would not be acceptable at any level and that the concerned departments should regularly monitor and review the progress of works so that the benefits of schemes reach the people on time.
He directed the officials to remain active in the field, regularly obtain feedback from public representatives and ensure an effective mechanism for resolving problems at the local level.
*Directions to Identify Government Land and Update Records Within One Month*
The Chief Minister directed all departments to identify their respective departmental lands and update their records within one month. He made it clear that if any government land is found to be under illegal occupation, the concerned department should take necessary action and ensure that it is freed from encroachment, so that government property can be utilised effectively.
He also directed that an effective night-time route plan be prepared under the Panipat City Bus Service so that residents continue to have access to public transport till late at night. He said that after 11 p.m., at least one bus must be operated every hour to ensure that passengers do not face any inconvenience while returning home late at night.
Sh. Nayab Singh Saini directed that the Irrigation and Urban Local Bodies departments should also formulate a policy on the lines of the Panchayati Department, under which families residing in the concerned areas for 20 years or more can also be provided benefits as per the rules. He directed the officials to prepare the necessary procedure in this regard at the earliest so that the problems of families residing there for a long time can be resolved.

The Chief Minister said that good governance does not merely mean framing policies, but ensuring that the impact of those policies is visible up to the last person. Ensuring that the benefits of government schemes and development works reach eligible beneficiaries and removing administrative hurdles are the primary responsibilities of officials.
The Chief Minister made it clear that there would be no compromise on sensitivity, promptness and accountability in matters of public interest. The government is committed to creating an administrative environment in Haryana where citizens have access to an easy, transparent and time-bound system for resolution of their problems.

The Chief Minister was speaking on Tuesday at a programme held at 'Panchkamal' in Panchkula to mark the assumption of office by Engineer Sunil Sen as the newly appointed State President of the BJP's Backward Classes Morcha (OBC Morcha). The programme was presided over by BJP State President Dr. Archana Gupta.
While extending his best wishes to Engineer Sunil Sen on assuming his new responsibility, the Chief Minister said that the Backward Classes Morcha should work to reach the last person in society and focus on further strengthening the organisation at the booth level. He said that October 7 marks the completion of 25 years of Prime Minister Sh. Narendra Modi's journey in public service and nation-building through governance. He said that the Prime Minister's tenure as Chief Minister and Prime Minister has been a significant chapter of public life, marked by service, good governance, resolve and a commitment to nation-building.
The Chief Minister said that Prime Minister Sh Narendra Modi has transformed the concept of political power, making it a means of public service rather than personal comfort, and has consistently worked with the objective of serving the people and strengthening the nation.
The Chief Minister called upon party workers to actively participate in the ‘Seva Sankalp Abhiyan’, being observed from September 17 to October 17. Speaking on the occasion, BJP State President Dr. Archana Gupta said that since Prime Minister Sh. Narendra Modi and Chief Minister Sh. *₹20, 10 Minutes: Haryana Deploys Five Mobile Food Safety Vans for On-the-Spot Adulteration Tests*
Chandigarh, September 22 - Consumers in Haryana will now be able to get everyday food items tested for possible adulteration for just Rs 20, with preliminary results available within 10 to 12 minutes, as five Mobile Food Safety Vans provided by the Food Safety and Standards Authority of India (FSSAI) have now been deployed across the state.
Additional Chief Secretary, Health and Family Welfare, Dr. Sumita Misra said here on Tuesday that the mobile laboratories would take food testing directly to public places, markets and educational institutions, combining on-the-spot screening with consumer awareness and enforcement against unsafe food.
The five vans, provided by FSSAI, New Delhi, are being deployed on a rotational basis at bus stands, schools, colleges, markets and other high-footfall locations across Haryana.
Citizens can bring samples of commonly consumed food items, including milk, spices, pulses and edible oils, for primary testing. A nominal fee of Rs 20 will be charged per sample and the preliminary test result will generally be available within 10 to 12 minutes, officials said.
“The objective is to make food safety testing easily accessible to ordinary citizens and, at the same time, strengthen awareness about adulteration and safe food practices,” Dr. Misra said.
The mobile units will also serve as an enforcement tool during fairs, festivals and other large public gatherings, where temporary food stalls and vendors operate in large numbers.
Food Safety Officers will be able to collect random samples and carry out preliminary testing on the spot. If a sample is found suspect or fails the preliminary test, officials will take further action in accordance with the prescribed food safety regulations.
Officials said the mobile laboratories would help authorities conduct quicker field-level screening and identify potentially unsafe food products without having to wait for the initial stage of testing at a conventional laboratory.
Apart from testing, Food Safety Officers and technical personnel travelling with the vans will conduct awareness programmes on food adulteration, fortified foods, nutrition labels, hygienic food handling and ways in which consumers can identify common signs of adulteration or spoilage.
The outreach will also support the Centre's Eat Right India and safe-food initiatives by taking food safety awareness directly to consumers. Dr. Misra said the initiative seeks to combine testing, enforcement and public education so that consumers become active participants in ensuring food safety.
She added that the mobile vans would particularly help expand the reach of food-safety surveillance by allowing authorities to conduct primary testing at markets, institutions and mass gatherings while simultaneously giving citizens access to a quick and inexpensive testing facility.

*Jind Bypass Chowk to Get a New Look; Flyover to be Constructed at a Cost of Rs. 91.97 Crore*
*Strengthening Road Infrastructure and Ensuring Smooth Movement of People is a Priority of the State Government: Ranbir Gangwa*
Chandigarh, September 22- Haryana Public Works and Public Health Engineering Minister Sh. Ranbir Gangwa said that the state government is continuously working towards strengthening the road and transport infrastructure. The government aims to ensure smooth traffic movement on major routes, reduce traffic congestion and provide safe and better commuting facilities to the people. In line with this objective, administrative approval has been accorded for the construction of a flyover, including approaches, at Jind Bypass Chowk in Rohtak.
Sh. Ranbir Gangwa said that administrative approval of Rs. 91.97 crore has been accorded for the project proposed by the Haryana State Roads and Bridges Development Corporation (HSRDC). The project will be implemented by HSRDC under the NCRPB loan assistance scheme.
He said that Jind Bypass Chowk is a major traffic junction in Rohtak. Traffic heading towards Jind, Narwana, Panipat and Hisar, along with traffic from Rohtak’s Southern Bypass and adjoining rural areas, passes through this junction. Due to increasing urbanisation and traffic, the vehicular pressure at this junction has been rising, particularly during peak hours.
The Public Works Minister said that the route carries approximately 10,000 to 12,000 PCUs of traffic every day. This includes mixed traffic comprising different types of vehicles, including cars, buses, trucks, tractors and two-wheelers. Traffic movement at the junction is affected due to vehicle crossings and turning movements, resulting in delays for commuters.
He said that the proposed flyover will improve traffic flow at Jind Bypass Chowk and help reduce conflict points arising from vehicle crossings and turning movements. This will help reduce congestion and delays during travel, besides improving road safety.
Sh. Ranbir Gangwa said that road projects are being taken forward on a priority basis keeping in view the growing traffic requirements of major cities and routes in the state. The government’s endeavour is to provide people with better road infrastructure along with safe and smooth movement.
Administrative approval of Rs. 91.97 crore has been accorded for the project. The flyover will be constructed on the Rohtak-Jind Road, including approaches.

Addressing the programme, Industries and Commerce Minister Rao Narbir Singh said that Prudential Financial (PFI), a nearly 150-year-old Fortune 200 company, has established its first Innovation Center in India, and the opening of this center in Gurugram reflects Haryana’s growing global identity and investors’ confidence in the state.
He said Gurugram has today established itself as one of the world’s leading global business hubs. Its strong business and innovation ecosystem in financial services, information technology, consulting and modern technology sectors has made Gurugram a preferred destination for leading global companies. The establishment of an Innovation Centre here by a reputed global institution like PFI will further strengthen this identity.
The Cabinet Minister further said the launch of PFI Innovation Centre India under Haryana’s Global Capability Centre (GCC) Policy underscores the growing confidence of global companies in the state. He congratulated the PFI team on this important initiative. Rao Narbir Singh said Haryana has a strong availability of high-quality talent and a skilled workforce, which makes the state an attractive destination for global companies.
He said that as per the feedback received by him, Haryana’s GCC Policy is among the leading policies of different states in the country. The incentives offered under the policy are higher compared to other locations, and their benefits are made available expeditiously and without unnecessary hurdles.

Chandigarh, September 22 – Haryana Cooperation, Prisons, Tourism, Heritage and Elections Minister Dr. Arvind Sharma said that receiving first prizes in various categories at the national level by the Shahabad, Karnal and Panipat Cooperative Sugar Mills is a matter of pride for Haryana. The State is moving ahead with efforts to develop cooperative sugar mills not merely as units limited to sugar production, but as modern and multiproduct bio-energy hubs.
Dr. Arvind Sharma was addressing the National Sugar and Bio-Energy Conclave, Industry Exhibition and Innovation Expo organised by the National Federation of Cooperative Sugar Factories at Dr. Ambedkar International Centre in New Delhi on Tuesday. Union Minister for Road Transport and Highways Nitin Gadkari, Union Minister for Agriculture and Farmers Welfare and Rural Development Shivraj Singh Chouhan, Union Ministers of State for Cooperation Murlidhar Mohol and Krishan Pal Gurjar, Federation President Harshvardhan Patil, along with representatives from various states, were present at the event.
Shahabad, Karnal and Panipat Mills Bring Glory to Haryana
Dr. Sharma said that the Shahabad Cooperative Sugar Mill received the first prize for technical efficiency in the ‘Other Recovery Zone’ category for the crushing season 2024-25. The Karnal Cooperative Sugar Mill received first prizes in the areas of technical efficiency and sugarcane development, while the Panipat Cooperative Sugar Mill received the first prize in the area of technical efficiency. He said these awards are the result of the collective efforts of farmers, mill employees, engineers and management.
Investment of Around Rs 1,200 Crore in 690 KLPD Ethanol Projects
Dr. Sharma said that work is underway towards an investment of around Rs 1,200 crore in ethanol projects with a combined capacity of 690 KLPD in the State. Steps have been taken towards an investment of around Rs 200 crore in a 90 KLPD ethanol project in Panipat. In the future, emphasis will be laid on ethanol, electricity, molasses, bagasse, pressmud, bio-CBG and other value-added products along with sugar.
285.92 Lakh Quintals of Sugarcane Crushed, 12.20 Crore Units of Electricity Supplied to Grid
The Cooperation Minister said that under the leadership of Chief Minister Sh. Nayab Singh Saini, the State Government is working to make cooperative sugar mills farmer-friendly, economically viable and modern. Cooperative sugar mills associated with Haryana Sugarfed have crushed 285.92 lakh quintals of sugarcane and produced around 26.24 lakh quintals of sugar. Through co-generation, the mills exported around 12.20 crore units of electricity to the grid, generating revenue of approximately Rs 76.60 crore.
Farmer Will Remain at the Centre of the Entire System
Dr. Sharma said that sugarcane farmers are at the centre of the entire system. To increase sugarcane productivity, planting at a spacing of four feet, improved varieties, tissue culture and mechanised harvesting are being promoted. Farmers adopting four-foot spacing for sugarcane planting are being provided an incentive of Rs 5,000 per acre. He said the objective is to develop all 10 cooperative sugar mills in the State as modern, multiproduct, transparent and economically self-reliant institutions. If the sugarcane farmer is strong, the mill will be strong, and if the mill is strong, the cooperative sector and the rural economy will also become stronger.

*Cabinet Minister Arvind Kumar Sharma orders suspension of JE at Grievance Committee meeting*
Chandigarh, September 22 – Haryana Cooperation Minister Sh. Arvind Kumar Sharma has directed the suspension of a Junior Engineer (JE) of the Electricity Department for repeatedly showing negligence in discharging his duties during the meeting of the District Public Relations and Grievances Committee, Charkhi Dadri.
The matter was raised by Kuldeep Councillor and Deepak Nagwan, who stated that the area served by the Ghasola feeder was facing electricity-related problems. Officials of the department informed the meeting that the JE had already been chargesheeted for negligence in the matter. On this, the Cabinet Minister said that since the JE had been chargesheeted, it was clear that there had been negligence in his work. Therefore, he directed that the JE be suspended with immediate effect and should not be reinstated until his functioning improves.
A total of 10 complaints were presented before the Cabinet Minister during the meeting, including five old and five new complaints. Eight complaints were resolved on the spot. During the meeting, regarding a complaint related to the District Revenue Officer's office, he directed that every complainant should be included in each inquiry.

*Energy Minister Lays Foundation Stone for ‘Chhath Puja Ghat’ in Chandpura*
Chandigarh, September 22 – Haryana Energy Minister Sh. Anil Vij today laid the foundation stone for the construction of a Chhath Puja Ghat near the Chandpura-Babiyal Tangri Bridge in Chandpura village of Ambala Cantonment.
Energy Minister Sh. Anil Vij has provided Rs. 50 lakh from his voluntary fund for the construction of the ghat. He said that earlier, people used to celebrate Chhath Puja at different locations, but with the construction of the ghat, they will now be able to organise the Chhath Puja celebrations at a single location.
Energy Minister Sh. Anil Vij said that Chhath Puja is a very sacred festival of the country. It is celebrated by worshipping the Sun God and offering prayers to Chhathi Maiya, the sister of the Sun God.

*Agriculture Minister Issues Directions Regarding Paddy and Bajra Procurement Arrangements*
Chandigarh, September 22 – Haryana Agriculture and Farmers’ Welfare Minister Sh. Shyam Singh Rana today chaired a meeting through video conferencing with senior officials of the departments concerned with the procurement arrangements for paddy and bajra.
The meeting reviewed the preparations made in mandis for the procurement of Kharif crops, facilities available for farmers, procurement process, lifting, storage and other related arrangements. He directed the officials to pay special attention to ensuring that farmers do not face any difficulty in registering their crops on the Meri Fasal-Mera Byora portal and that mismatch cases are resolved within the stipulated time.
The Agriculture Minister directed the Deputy Commissioners to ensure that all necessary preparations are completed well in advance for the smooth and transparent procurement of paddy and bajra. He directed that adequate arrangements be maintained in the mandis for gunny bags, weighing scales, moisture-testing equipment, electricity, drinking water, cleanliness, sheds, Atal Canteens, parking, CCTV cameras and traffic management. He also directed that effective arrangements be ensured for the lifting and storage of the crops after procurement so that unnecessary accumulation of produce does not take place in the mandis. He said that special monitoring should be maintained over the weighing of crops, quality testing, availability of gunny bags, lifting of produce after procurement and storage arrangements in the mandis.
During the video conference, the Agriculture Minister directed the Deputy Commissioners to prevent the procurement of paddy and bajra brought from the states bordering Haryana. He said that all departments and agencies associated with the procurement process should work in coordination with each other and that no negligence should be tolerated at any level. He also directed that special attention be paid to traffic management in view of the number of farmers and vehicles arriving at the mandis, and that cleanliness and all basic facilities be ensured there.
He said that facilitating farmers is a priority of the district administration and that all concerned officers should work with utmost seriousness to ensure that the procurement of paddy and bajra is completed in a transparent, smooth and time-bound manner. Officials of procurement agencies and concerned departments should work in coordination and ensure immediate resolution of problems arising in the mandis. He said that officers should conduct regular inspections of mandis and procurement centres and continuously review the progress of procurement and lifting. He directed the officials to ensure continuous monitoring of arrangements by the district administration throughout the crop procurement season.
