Chandigarh, September 26 — Haryana Chief Minister Sh. Nayab Singh Saini said that a yatra was being taken out to make Punjab drug-free and urged the people of Punjab to unite against drugs so that the state could become not only drug-free but also economically strong.

The Chief Minister was addressing public representatives from Nawanshahr at Sant Kabir Kutir. He also welcomed a team led by Tempo Union president Kamaljit Rana into the BJP by draping party scarves around its members and extended his congratulations and best wishes to them on joining the party.

Sh. Nayab Singh Saini said that the “wrong policies” of the Congress and Aam Aadmi Party had pushed Punjab backwards. He alleged that the AAP government had turned out to be even more corrupt than the Congress and had worked to ruin the state. He said the people of Punjab had now firmly resolved to form a BJP government under the leadership of Prime Minister Sh. Narendra Modi and build a strong and developed Punjab.

The Chief Minister said the AAP and Congress had promised employment for youth, corruption- and drug-free governance and farmers’ welfare, but the people had become disappointed with these hollow promises and had now decided to bring about a change. He said the people of Punjab had earlier shown the Congress the door due to its wrong policies and would now also show the AAP government the door.

*AAP Also Used Shaheed Bhagat Singh’s Name to Make False Promises*

The Chief Minister said AAP leader Arvind Kejriwal had invoked honesty, employment for 20 lakh youth and Shaheed Bhagat Singh in his campaign, which had led people to be misled, but he too had betrayed the people of Punjab. He said Sardar Bhagat Singh had sacrificed his life with the vision that future generations could breathe freely and live a secure life. He alleged that the AAP government had also insulted Shaheed Bhagat Singh and should apologise to the people of Punjab for making false promises in his name. The Chief Minister said the Aam Aadmi Party was no longer an “Aam Aadmi” party but had become a “Khaas Aadmi” party, with no concern for the youth.

He said Punjab was not merely a state but a symbol of culture, thought and spirit, and had once been the number-one state in the country. It was the sacred land of Gurus, saints, martyrs and bravehearts. He said the people of Punjab were hardworking and lived their lives with mutual love and affection.

Sh. Nayab Singh Saini said the people of Punjab had given the AAP government five years and it should have served them by delivering better governance. Instead, he alleged, the AAP and Congress governments had only worked to “loot” Punjab and its innocent people.

Referring to the work undertaken by the Haryana Government, the Chief Minister said the BJP government in Haryana had set an example by providing employment to youth without “parchi-kharchi”. He said that once a BJP government was formed in Punjab, development works would be undertaken on the lines of Haryana and all welfare policies would be implemented in the same manner to benefit the people.

Sh. Nayab Singh Saini said the Haryana Government had enacted a law to crack down on those playing with the future of youth through “dunki routes”. Strict action would be taken against those involved, and their centres could also be sealed. He said the state had also established a Foreign Service Department to help youth secure employment abroad. The department brings vacancies from foreign countries, following which youth are selected and sent abroad for employment.

Addressing the gathering, Haryana Public Works Minister Sh. Ranbir Singh Gangwa said that wherever Chief Minister Sh. Nayab Singh Saini had campaigned, the BJP organisation had strengthened, and the party had formed governments. He said the Chief Minister had earlier visited Maharashtra, Delhi and Assam, where BJP governments were subsequently formed. He said the Chief Minister was now campaigning in Punjab, where the BJP’s support base was continuously expanding, which clearly indicated that the time for change had come.

Sh. Ranbir Gangwa said the present Haryana Government had fulfilled the promises made to the people. He said that after forming a government in Punjab, the BJP would work effectively from the very first day and make the state drug-free, economically strong and prosperous.

The Chief Minister was the chief guest at the Sarv Dharam Sammelan organised in Hoshiarpur, Punjab, on the sacred occasion of the 532nd Prakash Parv of Baba Sri Chand Ji Maharaj, the elder son of First Patshah Sri Guru Nanak Dev Ji, and Purnamashi.

Welcoming the saints and religious leaders attending the programme, Sh. Nayab Singh Saini said that the forms of worship, ways of offering prayers, attire and languages of different religions may vary, but the ultimate goal is the same- to awaken love within human beings, overcome ego, serve those who are suffering and connect with the Almighty. He said the Sarv Dharam Sammelan conveys the living message of Punjab’s great culture, which brings hearts together and places humanity above all.

Shedding light on the life of Baba Sri Chand Ji Maharaj, the Chief Minister said that born in 1494, Baba Sri Chand Ji’s life was an extraordinary example of renunciation, austerity and spiritual practice. He said that during difficult times, the saints made an invaluable contribution by taking care of religious places and taking the messages of Sri Guru Nanak Dev Ji to the people.

The Chief Minister thanked revered Baba Sukhdev Singh Bedi Ji, a 16th-generation descendant of Sri Guru Nanak Dev Ji and the organiser of the programme, for connecting the sacred Prakash Parv with the Sarv Dharam Sammelan and bringing people from all sections of society together on one platform.

Sh. Nayab Singh Saini said Haryana and Punjab were not only geographically close but also shared a common civilisation, culture and heritage of saints. He said the sacred memories of the Guru tradition and Udasi saints remained alive at several places in Haryana, including Kurukshetra, Pehowa, Kaithal, Jind, Sirsa and Ambala. The Chief Minister expressed concern that drugs, violence, stress and growing distraction were weakening the youth. The Education Minister was addressing the district-level ‘Mere Sapno Ka Bharat–Chitra Seva’ programme as the chief guest at the auditorium of Arya PG College in Panipat on Saturday. The programme began with the lighting of the ceremonial lamp.

The Cabinet Minister also visited the poster-making exhibition organised by the Education Department and appreciated the paintings and posters prepared by the students. Deputy Commissioner Dr. Harish Kumar Vashishth also appreciated the ideas and talent of the children.

The Minister said the country faces several challenges, but these cannot be resolved merely by formulating policies. The resolve and active participation of every individual in society are equally essential to address these challenges.

He said that the confidence and vision with which children today are imagining a Viksit Bharat offer a glimpse of the country’s bright future.

Sh. Mahipal Dhanda said the resolve to make India a leading nation in the world should not remain confined to speeches but must also be reflected in people’s conduct and actions. He was speaking at a voluntary blood donation and free eye check-up camp organised at Tagore Shiksha Niketan, Palwal on Saturday, under the Seva Sankalp Abhiyan.

The Sports Minister called upon youth and the general public to actively participate in service initiatives such as blood donation and said that promoting the spirit of voluntary blood donation among people is the need of the hour.

He said such service and welfare programmes in schools also help inculcate a sense of social responsibility and humanity among students. He expressed gratitude to all blood donors, citizens who underwent eye check-ups, the medical team and everyone associated with organising the camp.

A total of 50 blood donors voluntarily donated blood, while around 150 people underwent free eye check-ups.

Chandigarh, September 26– Haryana Chief Minister Nayab Singh Saini said that the Punjab Government should give a clear answer to the people on the issue of employment. The Aam Aadmi Party had promised to provide employment to 20 lakh youth in Punjab and, therefore, the government should issue a white paper and state how many youth had actually been provided employment in five years. He said providing employment to youth was not merely an electoral promise but an issue linked to their future and the economic security of their families.

The Chief Minister was addressing workers at a programme organised in Amritsar during his visit to Punjab on Saturday. On the occasion, he also welcomed workers from different parties who joined the BJP.

Sh. Nayab Singh Saini said that the Congress had also promised employment in every household in Punjab, while the Aam Aadmi Party had similarly made promises to the people. However, the question before the people today is what the actual outcome of these promises has been. He demanded that the Punjab Government make the employment figures public.

The Chief Minister said that during the approximately 18-month tenure of the present government in Haryana, around 45,000 youth had been provided government jobs without Parchi and Kharchi. He said the government had given priority to transparency in the recruitment process and youth had been given an opportunity to move ahead on the basis of their merit. He said the recruitment process for around 5,600 posts in the Haryana Police is underway, while recruitment and interview processes for around 8,000 other departmental posts are also in progress. He said the government’s endeavour is to ensure that youth do not have to approach any political person or middleman for employment.

Referring to the irregularities that came to light in the result of the Excise Inspector recruitment in Punjab, the Chief Minister also criticised the Aam Aadmi Party Government in the state. He said transparency in the recruitment process and the trust of youth are most important, but the Punjab Government had worked to break the trust of the youth.

*Haryana Government Working Expeditiously on 270 Sankalps*

The Chief Minister said that the Haryana Government is working towards fulfilling the 270 Sankalps made during the Assembly elections. Of these, 70 Sankalps have already been fulfilled, while work on the remaining Sankalps is progressing rapidly. He said the government has not confined its commitments to announcements but is making efforts to implement them in a time-bound manner.

He said an allocation of Rs. 5,000 crore had been made for women in the first year’s budget and an amount of more than Rs. 2,000 crore had been directly transferred into the accounts of women. Similarly, around 1.60 lakh families had been provided houses under the Pradhan Mantri Awas Yojana and handed over the keys to their homes.

The Chief Minister said that families that did not have their own land had been provided 100-100 square-yard plots in rural areas and 30-30 square-yard plots in urban areas. Around 32,000 families had benefited from this, he said.

The Chief Minister said that the government had also provided relief to needy families in Haryana. Under this, lakhs of people had benefited from Ayushman-Chirayu. The government had made arrangements to provide gas cylinders at Rs. 500 to women from low-income families.

Sh. Nayab Singh Saini said that the system of procuring farmers’ crops at Minimum Support Price had been strengthened in Haryana. He said the government’s endeavour is to ensure that farmers receive a fair price for their produce and do not face difficulties in selling their crops.

*Haryana’s Growth Rate 3.4 Percentage Points Higher Than Punjab’s- Chief Minister*

Comparing the economies of Haryana and Punjab, the Chief Minister said that Haryana’s real economic growth rate is estimated at 9.5% in 2025-26, while Punjab’s growth rate is 6.1%. Thus, there is a difference of 3.4 percentage points in the growth rates of the two states. That is, Haryana is progressing 3.4% faster than Punjab.

He said that in 2026-27, Haryana’s economy is estimated to be around Rs. 15 lakh 18 thousand crore, while Punjab’s economy is estimated to be around Rs. 9 lakh 81 thousand crore. There is a difference of around Rs. 5 lakh 38 thousand crore in the economic size of the two states.

The Chief Minister said that, according to him, this difference reflects a difference in policies, leadership and accountability.

He said that Punjab was once counted among the most prosperous states in the country. Haryana, which came into existence around 19 years after the formation of Punjab, has established an important position in the field of economic progress. He said the people of Punjab are asking why, despite its fertile land, hardworking people and immense potential, the state has fallen behind in economic progress.

*Haryana’s Share in Country’s GDP Also Higher*

Sh. Nayab Singh Saini said that in 2023-24, Haryana’s share in the country’s GDP was around 3.6%, while Punjab’s share was around 2.4%. During the same period, Haryana’s per capita income was estimated at 176.8% of the national average, while Punjab’s was estimated at 106.7%.

He said that at one time, Punjab’s per capita income used to be nearly twice the national average. He said Punjab today faces the question of why the state has not maintained the expected pace of economic progress despite its potential in agriculture, industry, trade and its youth.

The Chief Minister said that strengthening Punjab’s economy requires timely facilities for farmers, fair returns for their produce and new opportunities in agriculture. A reliable system for trade and industry, respect for small shopkeepers and security for investment by entrepreneurs are necessary. He said it is also necessary to connect the skills of youth with opportunities for employment and entrepreneurship.

He said that the situation in Punjab has now reached a stage where employment is moving out of the state, and the Aam Aadmi Party Government in the state is working to eliminate employment opportunities.

Sh. Nayab Singh Saini said that the people of Punjab have now decided that a BJP government under the leadership of Prime Minister Narendra Modi should be formed in the state in the coming period, which will work to restore prosperity in Punjab.

*Government Will Have to Answer for Results on Drug Abuse*

The Chief Minister also expressed concern over the rising drug abuse in Punjab. He said whether it is the Congress or the Aam Aadmi Party, both have failed to curb drug abuse in Punjab.

Terming the drug problem in Punjab as a serious issue, Sh. Nayab Singh Saini said that the real measure of action against drugs is how much their availability has declined, how many youth affected by drugs have been rehabilitated and how many families have received relief. He said the government will have to answer for these results.

He said the tears in a mother’s eyes cannot be wiped away through political statements. Her son will have to be provided treatment, support and a dignified future. He said the Punjab BJP is running a campaign against drugs and a large number of people, particularly mothers and sisters, are joining this campaign.

Referring to the efforts being made by the Haryana Government to prevent drug abuse, the Chief Minister said that the government is providing sports facilities to youth. In addition, marathons are being organised every month in the state, in which around one lakh youth participate. Through these 5-km and 10-km races, efforts are being made to connect youth with a healthy lifestyle and sports. He himself also participates in marathons and encourages youth to stay away from drugs and channel their energy in a positive direction.

The Chief Minister said that Haryana’s sportspersons are bringing laurels to the state by winning medals at the Olympics, Paralympics and Asian Games, as well as in various other international competitions.

Sh. Nayab Singh Saini said that the people of Punjab expect development, employment, freedom from drugs and better governance. He said governments should place a clear account of their work before the people on issues related to the future of youth, farmers’ income, industry and trade, and facilities for ordinary citizens.

Welcoming all the workers who joined the BJP at the programme, Sh. Nayab Singh Saini said that the joining of workers strengthens the organisation. He called upon them to reach out to the people and strongly raise issues related to development, employment and public welfare.

Quality Assurance Authority-Haryana Introduces Comprehensive Inspection Framework to Strengthen Quality of Infrastructure Projects

Mandatory Stage-Wise Inspections to Ensure Timely Detection and Rectification of Deficiencies

Chandigarh, September 25: The Quality Assurance Authority (QAA), Haryana, has been entrusted with the responsibility of establishing and enforcing quality norms and standards in engineering works, conducting technical audits and inspections, developing Standard Operating Methods and Procedures (SOMPs), accrediting and monitoring quality testing laboratories and third-party quality assurance agencies, recommending best engineering practices, promoting capacity building of engineers, and fostering the adoption of modern technologies and sustainable construction practices in public infrastructure.

Technical Audits and Inspections Across Departments

Sh. Sameer Pal Srow, IAS (Retd.), Chairman of the Authority, informed that since its establishment, the Authority has been actively carrying out technical audits and inspections of infrastructure projects across various departments. These inspections are undertaken both on the basis of complaints received from the public and wherever considered necessary to independently assess the quality of works being executed.

The Authority has already audited and inspected projects relating to roads, bridges, buildings, water supply, sewerage, irrigation, power transmission and other critical infrastructure sectors. Detailed technical audit reports have been submitted, highlighting deficiencies, good practices and recommendations for corrective action.

Coordination with National Organisations

As part of its long-term vision of developing a comprehensive quality ecosystem, the Authority has established close coordination with reputed national organisations, including the Quality Council of India (QCI), and premier testing laboratories such as the Shri Ram Institute for Industrial Research and other nationally recognised institutions.

The objective is to establish a state-of-the-art quality testing laboratory in Haryana equipped with modern facilities for testing construction materials and infrastructure components in accordance with national and international standards.

Collaboration with IIT Roorkee and Other Institutions

The Authority also proposes to collaborate with premier academic and research institutions, including IIT Roorkee and other leading centres of excellence specialising in highways, bridges, buildings, irrigation, sewerage, water supply, power transmission and power distribution.

These collaborations are aimed at adopting best engineering practices, strengthening technical expertise, incorporating modern construction technologies and continuously improving quality standards in public infrastructure.

Mandatory Stage-Wise Inspections

Sh. Srow further informed that, in another major initiative aimed at strengthening quality assurance at the field level, the Government has approved a comprehensive inspection framework for infrastructure projects being executed across Haryana. The new framework seeks to institutionalise regular inspections by senior engineering officers during the execution stage itself so that deficiencies can be identified and rectified at an early stage rather than after project completion.

Under the new inspection mechanism approved by the Authority, mandatory inspections will be carried out at different stages of construction depending on the cost of the project. Projects costing above ₹50 crore will be inspected by the Engineer-in-Chief (EIC) at approximately 50 per cent and 90 per cent stages of physical progress, that is, twice during execution. Projects costing ₹25 crore and above will be inspected by the Chief Engineer (CE) at approximately 20 per cent, 40 per cent, 60 per cent and 80 per cent stages of physical progress, that is, four times. Similarly, projects costing ₹10 crore and above will be inspected by the Superintending Engineer (SE) at approximately 15 per cent, 30 per cent, 45 per cent, 60 per cent, 75 per cent and 90 per cent stages of physical progress, that is, six times.

Site Order Book for Accountability

To ensure proper documentation and accountability, every project site shall maintain a Site Order Book, which will remain available at the site office for recording observations, technical directions and compliance instructions issued during inspections.

Officers of the rank of Executive Engineer and above shall specifically record the shortcomings observed at the site along with detailed remedial measures required for their rectification.

Inspection Reports Within Three Working Days

All inspecting officers shall submit their inspection reports to the Authority within three working days of inspection in the prescribed format. The reports shall also include project-wise assessment based on the technical quality parameters and marking system prescribed in the Standard Operating Methods and Procedures (SOMPs) issued by the Authority.

Quality Scores for Objective Monitoring

The quality scores will become an integral part of the inspection process and will facilitate objective monitoring of project quality. The system will provide a structured mechanism for assessing compliance with prescribed technical quality parameters during the execution of infrastructure projects.

Inspection Records to Promote Accountability

The inspection records maintained by various departments may also be considered by the competent authority while assessing the performance of the concerned officers. The mechanism is aimed at promoting greater accountability and encouraging proactive supervision of works.

The comprehensive framework, along with technical audits, quality testing, institutional collaborations and standardised inspection procedures, is intended to strengthen the overall quality assurance system for infrastructure projects in Haryana.
